President Trump gives national address on election security

[0:00] Less than two years ago, we inherited an economic and social disaster after the worst inflation [0:06] in 48 years, the wide open borders with millions and millions of people pouring in from all [0:13] over the world, including criminals of all types and 11,888 murderers, many of whom killed [0:22] more than one person. [0:24] We had transgender for everybody, men in women's sports, crime ravaging our cities, and the [0:32] whole world was laughing at us as a nation, but not anymore. [0:38] Two years ago, our country was dead. [0:41] Now we are the hottest country anywhere in the world. [0:47] America is respected like we have never been respected before. [0:52] We have more money being invested in the United States than at any time in the history of [0:57] our country. [0:58] More Americans are working today than ever before. [1:03] This week it was announced that inflation saw the largest monthly decline in more than six [1:10] years. [1:11] It just happened. [1:12] It was just given out, the media reported it, and we accept it the best in six years. [1:19] The tax cuts in our great, big, beautiful bill are saving hardworking families thousands and [1:25] thousands of dollars. [1:28] Like with the provisions, no tax on tips, no tax on overtime, and no tax on Social Security [1:35] for our great seniors, along with the interest deduction on a loan used to purchase a car. [1:42] But only if that car is made in America, and a 100% expensing for our job-creating businesses. [1:51] Our stock markets are at their highest point in many years, but we can actually say of all [1:59] time. [2:00] And your 401 s, pensions, and retirement accounts are setting records every single day, the highest [2:07] in history. [2:09] For years we paid the highest price for prescription drugs anywhere in the world. [2:14] Now we pay the lowest price under my most-favored nation's policy, because I was able to get [2:21] the rest of the world and the pharmaceutical companies to act responsibly. [4:08] I built it during my first term, and unfortunately, we're forced to use it now. [4:15] We won in Venezuela, which is now working with us to produce millions and millions of barrels [4:20] of oil. [4:22] We are likewise winning big in Iran, and you will see the fruits of that labor very, very [4:28] shortly. [4:29] New York is back and doing really well, but we still have a major challenge that must be [4:36] urgently addressed because no country can be great without fair and honest elections. [4:43] You have to trust your country because if there can be no trust, there can be no greatness. [4:50] And that's very simple. [4:51] No trust, no greatness. [4:54] For many years, I've called for a bold, swift, and decisive action to protect the integrity [5:00] of America's elections. [5:03] Every American deserves to know that when they cast their vote, that vote will be counted accurately [5:08] in a system, and that is to make that system secure. [5:13] One where cheating and interference are not just difficult, but virtually impossible. [5:20] Unfortunately, the system we have today falls catastrophically short of that standard. [5:26] Tonight, I'm announcing the immediate declassification and release of critical intelligence, revealing [5:33] shocking vulnerabilities in our election infrastructure. [5:38] This evidence shows that the election system we have dangerously exposes, and really exposes [5:46] the fact that we have to do, and that's what we have to do, and that's what we have to do. [5:53] Just as disturbingly, this vital information has for many years been covered up and hidden [6:00] from you, the American people are beautiful, our great American people. [6:05] But that all changes right now. [6:08] The documents we will release starting tonight have been gathered by the White House Government [6:14] Transparency Task Force, a great group of people, along with the staff of the President's [6:20] Intelligence Advisory Board. [6:23] Supported by our top intelligence agency chiefs, who have all personally reviewed the findings, [6:31] we are presenting this evening and fully confirmed their authenticity. [6:46] Our purpose in disclosing this information is not to weaken confidence in election, but [6:52] to earn that confidence by confronting vulnerabilities and correcting them very, very quickly, and that's [6:59] what we're doing. [7:00] The documents cover five major areas of concern. [7:04] First, they show that over a period of years, starting during the 2020 election cycle, the [7:12] People's Republic of China carried out what is believed to be the largest compromise of [7:17] election data in history, resulting in China's illicit acquisition of 220 million U.S. voter files. [7:28] That information includes names, addresses, phone numbers, political party preferences, and other [7:34] sensitive data that would be needed to register to vote and engage in other nefarious activities, [7:42] which is exactly what was happening. [7:44] This data loss presents an unprecedented election security nightmare. [7:50] The intelligence even shows that China has signed a data exploitation unit specifically to this [7:56] new project. [7:58] Compounding the travesty, the second set of documents we are releasing reveals that members of the [8:05] Deep State, a very, very famous group of people in many cases, in our intelligence agency work [8:12] to actively suppress and downplay information about the extent of China's sinister election meddling, [8:20] covering it up from both the President and the American people like nobody thought was possible. [8:27] U.S. spy agencies began learning about the compromise of voter registration files in 2020, when they discovered [8:34] that tens of millions of voters' data in 18 states have been bought, stolen, or hacked by China. [8:48] Yet those responsible for sounding the alarm instead kept the information secret and hidden. [8:55] They did not disclose to me as President or to anyone else, and to the best of our knowledge, [9:01] they did not inform Congress. [9:03] In fact, all they kept saying is, this is the most secure election in the history of our country, [9:10] a standard very pat line that was divvied out to say. [9:15] The cover-up of this colossal security breach is even more disturbing in light of the additional [9:21] information showing that China engaged in other election-related activities to undermine [9:28] my first administration in our 2020 campaign. [9:32] They did not want, and they just didn't want it. [9:35] They fought like hell not to have it, Donald Trump to win, and for good reason. [9:42] As the documents we are releasing show, CIA reporting explicitly stated, and I quote, [9:49] in mid-2018, the Chinese Communist Party's policy was to leverage all domestic and foreign elements [9:57] that were opposed to the U.S. President in an effort to reduce the U.S. President's votes [10:02] and make him resign or prevent his re-election. [10:06] Isn't that nice? [10:08] Also, in mid-2018, China was working to influence the results of the U.S. midterm elections and [10:15] later the results of the 2020 presidential election itself. [10:20] Separately, in mid-2019, the Chinese government's strategy against the United States was focused [10:27] on undermining domestic confidence in the U.S. President. [10:30] They wanted to just make you sound like your president wasn't so hot when actually your [10:36] president has done a great job and they did everything possible to do exactly that. [10:43] Going on, this document says, and this is by the CIA, the strategy included efforts to use [10:50] Chinese contacts with big U.S. companies to influence U.S. business leaders to turn against [10:56] the President of the United States of America. [11:00] The Chinese government sought to identify U.S. journalists who had reported negatively on [11:06] the U.S. President and pay them large sums of money to write more negative articles about [11:12] him, as many as they could, and they didn't care what they said. [11:18] The Chinese government wanted U.S. President to lose the next election. [11:22] And the reason they wanted me to lose is because they knew I was wise to them, charged them billions [11:30] and billions of dollars worth of tariffs, and built the strongest military anywhere in [11:35] the world. [11:36] We have the strongest military anywhere in the world. [11:40] These are exact quotes from the CIA reporting. [11:45] The name of the person doing the quote is now under review. [11:50] And it gets even worse, raw intelligence obtained by the FBI in 2020, yet buried by rogue bureaucrats, [11:58] stated that China's activities even included an attempt to manufacture illegal ballots for [12:05] Joe Biden. [12:07] Documents show that during this period, dozens of significant CIA and NSA reports about China's [12:13] election targeting were kept out of the presidential briefing. [12:19] These were briefings I would get almost every day. [12:22] Everything was kept out. [12:23] That was of importance. [12:26] One email among intelligence analysts admitted that they had, quote, deliberately massaged the [12:32] presidential daily briefing to withhold information regarding Chinese activities related to the [12:38] election. [12:40] Another official inside the FBI wrote that she was running, quote, a shadow government, unquote, [12:47] to keep intelligence about China's election meddling from becoming known and to keep [12:53] it away from the honorable press. [12:56] Other officials who witnessed such efforts perceived the motivations to be blatantly political. [13:03] Recently we found significant numbers of burn bags in formation. [13:08] This is a group of bags that were used to destroy information given by President Barack Hussein [13:17] Obama to be burned. [13:19] It was supposed to be burned. [13:21] These bags were supposed to be at a different level by different people incinerated and checked, [13:30] but it never happened. [13:32] Maybe we got lucky. [13:33] We believe this was not done on purpose, but rather through gross incompetence of the people [13:39] that were supposed to burn the bags. [13:42] But the findings are stunning. [13:44] Today I'm asking the office of the Director of National Intelligence, the Department of [13:49] Justice, the FBI, and the CIA to investigate how and why such crucial information was hidden, [13:56] to fire those involved in the cover-up, and to file criminal charges, if appropriate, against [14:01] these people. [14:03] Yet concealing China's meddling was only the beginning. [14:07] The third set of documents we are releasing proves that for many years Americans were blatantly [14:13] lied to about the security of our election infrastructure, including electronic voting machines and ballot [14:21] counting systems, dishonest almost all. [14:25] They're vulnerable, and they're easily compromised, and people within our government knew that. [14:32] Tonight we're publishing a series of previously classified U.S. intelligence community assessments [14:39] and other reports proving that our government has long known these machines are extremely exposed [14:45] to attack. [14:46] As one assessment states, we judge that the United States' adversaries, including, at a [14:53] minimum, Russia, China, Iran, North Korea, as well as non-state groups, have the capability [15:00] to compromise U.S. election infrastructure. [15:04] That's unquote, but that's some statement, isn't it, made by supposedly great patriots of [15:10] our country. [15:12] The document goes on to further state that, quote, we assess that centralized election-related [15:18] data repositories, such as voter registration databases, poll books, and other official election [15:27] websites are most vulnerable to exploitation, and adversaries could use this access to these [15:34] systems to disrupt election processes within the United States of America. [15:40] Tonight we're releasing all of those findings and spanning from January 2020 to June 2026. [15:48] This is a cyber threat aimed at the very heart of our democracy. [15:53] Many people have questioned whether it could actually be possible to electronically manipulate [15:58] vote totals or change election results on these terrible machines. [16:04] Today we are releasing documents that show the CIA obtained reporting of a specific plot to [16:12] do a big number in favor of the corrupt Maduro regime in Venezuela. [16:19] And that's exactly what happened, conspiring to digitally rig their own country's elections [16:26] in 2020, and that's what they did. [16:29] This reporting included precise details about methods to regime develop, to digitally alter [16:36] vote totals in ways that could not be detected even with an audit, no matter how deep they [16:43] went. [16:44] This intelligence underscores why we must take urgent action to ensure that our own system [16:50] can never ever be hacked or compromised like it was in the past. [16:55] The fourth set of documents reveals that even when significant evidence of fraud has been [17:00] detected, it has been buried and covered up. [17:06] Among the disclosures tonight are FBI files detailing evidence of alleged fraud by a large [17:12] scale voter registration operation in Michigan. [17:16] In 2020, Michigan State Police raided a Democrat, get out the vote organization, corrupt group, [17:24] in Muskegon. [17:26] And we're so concerned by what they found, they were just so concerned, they couldn't [17:30] believe it actually, that they contacted the FBI in Detroit. [17:35] The documents state that some canvassers admitted to FBI agents that they signed voter registration [17:42] forms and other people's names, submitted fraudulent registration for people who did not exist, [17:49] and received gift cards tied to their number of applications that they produced. [17:54] In other words, it was pay, play, and cheat. [18:00] The FBI agents working on the case believe that crimes were committed, yet the Biden Department [18:06] of Justice slow walked the investigation and killed it. [18:11] Tonight I'm asking the FBI Director to ensure that the matter is fully investigated, and to [18:18] work with the Department of Justice to prosecute those responsible for any crimes. [18:23] Finally, to reveal just how vulnerable our elections continue to be, we are releasing the results [18:29] of a stunning investigation by the Department of Homeland Security. [18:35] According to the DHS review, state voter rolls and public records, they identified approximately [18:42] 278,000 non-citizens who are registered to vote in federal elections. [18:49] Since Democrat states refuse to share their voter files, the real number is actually much [18:54] higher than that. [18:56] Yet even this limited analysis found more than a quarter of a million foreigners illegally registered [19:04] to vote. [19:06] Put together, these disclosures reveal an election system so broken and so vulnerable that no one [19:12] can possibly defend it. [19:14] It is not defensible. [19:17] Hundreds of millions of U.S. voter files are in the hands of foreign governments. [19:22] Our machines and ballot counting systems are exposed to hacking and manipulation and corruption. [19:30] China and other countries have been trying to meddle in our elections. [19:34] Evidence of fraud has been buried. [19:36] Hundreds of thousands of non-citizens and dead people are listed and active on the voter rolls. [19:43] And yet we still have elections with no voter ID, no proof of citizenship, and tens of millions [19:51] of ballots floating aimlessly through the mail. [19:54] This is one example of the insanity California's recent election for mayor of L.A. and governor. [20:01] Was held on June 2nd, long time ago, but it was just completed a few days ago on July 10th. [20:09] Think of that, much more than one month. [20:12] Took a month to count the votes, I wonder what they were doing. [20:16] This is worse than any third world country. [20:19] There's no third world country that has elections like we have. [20:24] In a rare move, NBC and ABC Fake News have both said that they would not cover this speech. [20:30] They knew what it was about because of the fact that they don't like the topic, because [20:34] they know how corrupt our system is and they don't want to reveal it. [20:39] They and others in the media are part of a plot. [20:42] They want to continue this fraud for whatever reason. [20:45] They want to keep it going. [20:47] They want to protect the radical left. [20:49] They can't have a great country, and that's true. [20:53] You can't have a great country without free and fair elections. [20:57] Fraud like this should mean a revocation of their licenses. [21:01] They use our public multi-billion dollar in value airways for absolutely no money. [21:07] They pay nothing. [21:09] All we want is honesty in our elections and honesty in reporting. [21:13] They pay nothing for multi-billion dollar assets. [21:19] Great damage has been done to our country. [21:22] Our elections were left vulnerable to being rigged and stolen, and the trust of the American [21:28] people was lost. [21:30] This cannot be allowed to continue. [21:32] Every American, whether you're a Republican, Democrat, independent, or otherwise, should be [21:38] able to agree that we deserve the most secure, honest, and fair election system anywhere in [21:44] the world. [21:45] Secure elections should be a partisan, really. [21:49] We should be together, Democrats, Republicans, Independents, everybody, and it should not be [21:56] a partisan issue. [21:58] It should cause to unite us, not to divide us. [22:01] It should be a cause. [22:03] We should be united, not divided. [22:05] In light of the brand new and irrefutable information I have revealed tonight, my administration [22:12] is in the process of notifying the states whose election data was compromised by the People's [22:19] Republic of China and many others. [22:23] We will be working closely to mitigate any harm, and we're taking swift action to ensure that [22:29] sensitive voter data is better protected so we can never be bought, we can never be hacked, [22:36] and we can never watch a stolen election again. [22:41] Tomorrow, the Secretary of Homeland Security will hold a briefing to outline his department's [22:46] recent work confirming cyber vulnerabilities in our electronic voting systems. [22:53] They are bad. [22:54] We're in the process of informing governors, senators, and members of Congress of potential [23:00] issues in their states. [23:02] If you look at voting today, it's in such bad shape in so many states, and we are committing [23:09] to fix it. [23:10] And we're also committing to be working with those states and local jurisdictions to help [23:15] them fix and patch known technical vulnerabilities before the midterm elections. [23:21] We have very important elections coming up. [23:24] We want those elections, to be honest. [23:27] I've also ordered DHS to notify every state about non-citizens on their voter rolls and direct [23:32] them to remove all ineligible voters from the lists immediately. [23:38] But most importantly, addressing this crisis of election security demands that Congress must [23:45] pass the Save America Act. [23:47] How easy is that to do unless you want to cheat? [23:54] The only reason you wouldn't do it is you want to cheat because your policies are so bad, [24:00] and your candidates are so pathetic that you can't get away or can't get elected any other [24:06] way. [24:07] This landmark bill requires that all voters must show photo voter ID. [24:14] How simple is that? [24:16] Could I have your photo, please? [24:18] Photo voter ID. [24:20] All voters must provide proof of citizenship. [24:24] Are you a citizen of our country, please? [24:27] And hopefully there will be no corrupt mail-in ballots, which if you watched California and [24:32] so many other places, mail-in ballots are inherently corrupt. [24:38] So you would have no mail-in ballots except for illness, disability, military deployment, [24:47] or travel if you're going away on business or vacation. [24:52] These reforms are urgently needed to stop the vulnerabilities that I've mentioned. [24:57] To all Americans, I ask you to pick up your phone tomorrow, call your representatives in [25:02] the House and Senate, and demand that they pass the Save America Act without delay.
