[0:29] 27, Proposed Expenditure Program of the Office of the Presidential Advisor on Peace, Reconciliation, and Duty is hereby called to order.
[0:38] At this juncture, the Chair recognizes the Committee Secretary to acknowledge the resource persons present for today.
[0:45] Thank you, Mr. Chair. Good afternoon. Good afternoon to our resource persons.
[0:48] For the briefing on the proposed FY2027 budget of the Office of the Presidential Advisor on Peace, Reconciliation, and Unity, or OPAPRU,
[0:56] we'd like to acknowledge the resource persons. From OPAPRU, we have Secretary Mel Senen Sormiento,
[1:02] together with Undersecretary Wilben Mayor, Undersecretary Noel Baraceros, Undersecretary Jeffrey Mancol,

[1:30] We have also invited representatives from BBM and COA. For BBM, we have OIC Assistant Director Mary Rose Aguilar,
[1:37] and Ms. Maricel Dizon. For COA, we have Mr. Ryan Jerick Baleada, and Mr. Romel Fabi.
[1:44] Thank you, Mr. Chair.
[1:46] Thank you. First, the Chair would like to welcome everyone.
[1:50] I'd like to give my opening statement. For today's deliberation, we will tackle the fiscal year 2027 budget of the Office of the Presidential Advisor on Peace, Reconciliation, and Unity,
[2:01] and ensure that its allocation will be efficiently spent through the proper delivery of its programs towards peace and national harmony.
[2:10] The agency's role is highly important in maintaining the government's integrity in honoring pacts and agreements,
[2:16] formulating strategic and comprehensive peace programs, and cultivating dialogues that lead to conflict resolutions and trust building.
[2:25] As we take up the agency's budget, we also highlight the implementation of the agency's PAMANA program as its flagship initiative
[2:33] in delivering livelihood, education, and developmental support to conflict-affected areas and conflict-vulnerable communities.
[3:07] Our national fiscal space may be limited, but we will do our best to sustain not just the country's prosperity, but also its peace and stability.
[3:17] Thank you very much.
[3:19] I now call on Secretary Mel Sinensar Miento to deliver his opening statement and to present the 2027 National Expenditure Program
[3:26] of the Presidential Office of the Presidential Advisor on Peace, Reconciliation, and Unity.
[3:32] Secretary Mel, you now have the floor.
[3:34] Thank you, Your Honor.
[4:00] We were six times richer than South Korea per capita-wise in the early 1950s.
[4:09] Tinulungan pa po natin sila. We contributed $2 million para sa kanilang reconstruction.
[4:14] But since then, they were able to focus on their economic and development growth.
[4:21] Ngayon po, kung titinan natin ang South Korea, napakalaki na po ng kanilang narating.
[4:26] Ganon din po ang nangyayari sa Vietnam.
[4:31] Anong natapos po yung kaguluhan doon, April 30, 1975, they were able to focus on their economic and development growth and nahabol na po tayo nila.
[5:05] With that, we'd like to request USEC Wilbin Mayor to present our budget.
[5:11] Yes, USEC Wilbin Mayor, please, you now have the floor to present the budget of OPAPRU.
[5:18] Thank you, sir.
[5:20] To the Chairperson, Committee on Finance, Honorable Senator J.B. Ehercito,
[5:26] thank you for the opportunity, this opportunity in presenting the proposed budget of OPAPRU for 2027.
[5:38] Shown in the screen is the outline of the presentation.
[5:44] Next slide.
[5:44] In the 2026 State of the Nation Address, President Ferdinand Marcos Jr. affirmed the government's commitment to fulfilling the signed peace agreements.
[5:55] As the President emphasized, peace must be demonstrated through actual implementation and completion.
[6:03] For OPAPRU, this means accelerating remaining commitments and working toward the substantial completion of all peace agreements by 2028.
[6:12] At the core of our proposal is the agency's expanded mandate under Executive Order No. 158 Series of 2021.
[6:22] It reinforces our key role in advancing a just and lasting peace for the nation,
[6:27] one that benefits all Filipinos, especially those in conflict-affected and vulnerable communities.
[6:36] The agency is guided by the Five-Point Peace Reconciliation and Unity Agenda,
[6:40] as shown, which is the policy anchor of the different peace processes, the PAMANA, and other peace-building programs.
[6:50] As of September 30, 2026, we have achieved an overall accomplishment of 71% in the implementation of peace agreements.
[7:01] This indicates that while we have breached significant milestones,
[7:05] there is still substantial work ahead to fully complete our commitments.
[7:09] This remaining gap highlights the need to sustain momentum and, more importantly, to accelerate implementation.
[7:18] Additional funding is critical, not only to sustain ongoing initiatives, but also to catch up on delayed deliverables.
[7:26] With fiscal year 2027 as the last full year of the current administration,
[7:32] we must maximize this period to ensure a successful transition towards substantial completion by 2028.
[7:40] The peace process with the Moro Islamic Liberation Front, or MILF,
[7:47] has achieved 67% overall accomplishment in implementing design peace agreements,
[7:54] 100% in the political track, highlighted by the conclusion of the first prime elections,
[8:00] and 49% in the normalization track, with significant progress in security commitments,
[8:06] including the deployment of joint peace and security teams, or JPSTs,
[8:11] management of small arms and light weapons, or SAWW,
[8:15] and sustainment of the ceasefire and security mechanisms.
[8:21] The implementation of the peace process with the Moro National Liberation Front, or MNLF,
[8:26] has reached 48% completion.
[8:29] Its political track has completed 70% of the commitments,
[8:34] with only the establishment of the Bangsamoro Development Assistance Fund, or BIDAP,
[8:39] and the Tripartite Implementation Monitoring Committee, or TMC, remaining.
[8:44] Each transformation program is at 16% completion across the security,
[8:50] socioeconomic development, confidence building, and healing and reconciliation components.
[8:55] Under the peace process with the Cordillera Bodong Administration, Cordillera People's Liberation Army, or CBA-CPLA,
[9:06] 91% have been accomplished, which includes the full decommissioning of the CBA-CPLA
[9:12] and the integration of its members into the armed forces of the Philippines.
[9:17] Socioeconomic intervention have also been implemented in the majority of identified communities.
[9:22] The implementation of interventions and assistance under the healing and reconciliation
[9:28] and confidence building components comprise the bulk of the remaining deliberables.
[9:36] For the peace process with the Revolusyonaryong Partido na Manggagawa, Pilipinas,
[9:40] Revolusyonary Pluritarian Army Alex Bungkayo Brigade, or RPMP-RPA-ABB,
[9:47] 85% of the commitments have been completed,
[9:50] including Kapatiran's disposition of arms and forces,
[9:54] community peace dividends, and social and economic reintegration programs.
[10:00] Key deliberables remain, including the continued development of settlement sites
[10:04] and the organizational development of Kapatiran chapters.
[10:11] Pursuant to the Local Government Code and Executive Order No. 70, Series of 2018,
[10:17] OPAPRU supports provincial local government units
[10:20] in the local peace engagement and further capacitating them
[10:24] in the development of transformation programs
[10:27] which aim to mainstream CPP-NP-NDF surrenders into the society
[10:33] and enable them and their families to be resilient
[10:36] from the resurgence the CPP-NP-NDF influence.
[10:41] The program has accomplished 65% of its target provinces.
[10:48] Recapulating the status of peace agreements,
[10:50] the implementation of peace agreements across the four peace tables
[10:55] have achieved the following percentage completion,
[11:00] as shown with the RPMP-RPA-ABB peace process
[11:04] as early as September 30, 2026,
[11:08] has already achieved the target 85% completion.
[11:12] And by the end of the current year 2026,
[11:15] the targeted achievements would be 72% implemented commitments
[11:20] under the GPH-MLA peace process,
[11:24] 53% for the peace process with the MNLF,
[11:27] including its transformation program,
[11:30] and 100% completion of the commitment with the CBA-CPLA.
[11:38] For our fiscal year 2025 financial performance,
[11:41] as of December 31, 2025,
[11:45] we have obligated 97% for $6.9 billion
[11:49] of the total $7.1 billion agency appropriations
[11:53] for fiscal year 2025.
[11:55] For fiscal year 26 status of funds,
[12:00] as of September 30, 2026,
[12:03] we have utilized 73% for $6.1 billion
[12:06] of the total $8.3 billion for 2026 agency appropriation.
[12:14] Of this amount,
[12:15] $4.6 billion was obligated for Pumana infrastructure projects,
[12:19] while the remaining funds supported
[12:21] OPAPRU regular and ongoing normalization
[12:25] and transformation programs.
[12:29] Anchored on the President's Directive
[12:31] for OPAPRU to achieve substantial completion
[12:34] of the peace agreements,
[12:36] our proposal highlights
[12:38] investing in peace,
[12:40] investing in continuous sustainable development.
[12:45] To accelerate peace agreements implementation,
[12:47] we must pursue post-conflict reconstruction,
[12:51] rehabilitation, and development.
[12:53] Peace implementation suffered significant delays
[12:56] in previous years
[12:57] due to the COVID-19 pandemic,
[13:00] governance, and political transitions,
[13:02] which have put us in a critical catch-up phase.
[13:07] Fiscal year 2027
[13:09] is a crucial year to fully fund
[13:11] and fast-track the normalization
[13:13] and transformation programs
[13:15] as we work toward fulfilling
[13:17] the national government's commitment
[13:19] under the signed peace agreements
[13:21] by 2028.
[13:22] We must also scale up
[13:26] socioeconomic interventions
[13:28] for foreign rebels or combatants,
[13:30] their families and communities
[13:32] to address the root causes of un-conflict,
[13:35] eliminate the triggers for recruitment,
[13:38] and prevent the threats
[13:39] of renewed violence and rebellion.
[13:41] We are likewise advancing the localization
[13:44] of normalization
[13:45] and transformation implementation
[13:47] to ensure that interventions
[13:50] are felt
[13:51] when they are needed most,
[13:55] right on the ground,
[13:56] inside our priority communities.
[13:59] Finally,
[14:01] while our proposed funding
[14:02] is substantial,
[14:04] it remains insufficient
[14:05] to address
[14:06] the holistic requirements
[14:08] of sustaining peace
[14:10] across all target areas.
[14:11] We will continue to mobilize support
[14:13] from other government agencies
[14:16] as well as local
[14:18] and international development partners
[14:20] to bridge this gap.
[14:22] However,
[14:23] robust baseline funding
[14:24] for fiscal year 2027
[14:27] from the national budget
[14:29] remains the critical catalyst
[14:31] for leveraging these resources.
[14:34] The budget requests
[14:35] are not mere expenditures,
[14:38] they are urgent investments
[14:39] in securing a just,
[14:42] sustainable,
[14:43] and lasting peace.
[14:47] This presents an overview
[14:48] of OPA Pro's fiscal year
[14:50] 2027 budget proposal.
[14:54] OPA Pro requested
[14:55] a total of $13.4 billion,
[14:59] of which only $9.3 billion
[15:01] was recommended
[15:02] under the fiscal year
[15:04] 2027
[15:06] national expenditure program.
[15:09] The recommended
[15:12] for fiscal year 2027
[15:15] for OPA Pro
[15:17] amounting to $9.3 billion
[15:18] are primarily
[15:20] for the core normalization
[15:22] and transformation programs
[15:24] for transition rebel groups
[15:26] and the continued development
[15:28] geographically
[15:29] isolated
[15:31] and conflict-affected communities
[15:34] through PAMANA
[15:35] infrastructure projects.
[15:38] It also covers
[15:39] other peace-building initiatives
[15:41] such as the social healing
[15:42] and peace-building program,
[15:44] Women, Peace, and Security program,
[15:48] and Center of Excellence
[15:49] and international
[15:50] and private partnership.
[15:53] Also covered
[15:54] are support to program operations
[15:55] and internal management requirements
[15:58] including support services,
[16:00] mandatory expenditures,
[16:02] and organizational productivity
[16:04] and efficiency efforts
[16:06] for the effective implementation
[16:08] of OPA Pro's program
[16:10] on Monday.
[16:12] The succeeding slide
[16:13] presents the major
[16:14] OPA Pro programs
[16:15] funded under the 2027
[16:18] National Expenditure Program.
[16:21] Under the political track
[16:25] of the Moro Islamic Liberation Front,
[16:28] we were able to support
[16:29] the establishment
[16:30] of the Bangsamoro Transition Authority.
[16:34] The intergovernmental relations body
[16:35] and its seven mechanisms
[16:37] were also established,
[16:39] bridging the national
[16:40] and the Bangsamoro government
[16:42] for issues
[16:43] and concerns on governance.
[16:45] And with the first
[16:47] Bangsamoro parliamentary elections
[16:49] conducted on 14 September 2026,
[16:54] the commitment
[16:55] under the political track
[16:56] has reached 100% completion.
[17:02] Shown our accomplishment
[17:03] under the normalization program,
[17:06] which has achieved
[17:07] 49% implementation
[17:09] of the overall commitments.
[17:12] For 2027,
[17:14] we will sustain the momentum
[17:16] of project implementation
[17:17] under the security aspect
[17:19] and continue providing intervention
[17:22] to individuals
[17:23] enrolled in the small arms
[17:26] and light weapons
[17:27] and the rehabilitation
[17:29] and reintegration program
[17:31] for former private arm group members.
[17:33] We remain committed
[17:37] to transforming the Commission
[17:39] and MILF combatants
[17:40] and their communities
[17:41] through skills training,
[17:43] emergency employment,
[17:44] live lead support,
[17:46] and agriculture projects
[17:47] in partnership with DOST.
[17:51] In partnership with institutions,
[17:53] we are also enhancing
[17:54] the delivery of socioeconomic support
[17:56] and provide the Commission
[17:58] combatants with access
[18:00] to essential services
[18:02] and commodities.
[18:05] With approval of the
[18:06] GPHMR transitional justice
[18:08] and the Constellation Roadmap
[18:10] in 2025,
[18:12] OPAPR will further support
[18:13] the implementation
[18:15] of ICCM and TGR agencies,
[18:18] specifically the land governance projects,
[18:21] such as the parcelary inventory
[18:23] of the areas in six MILF camps.
[18:28] We will also lobby
[18:29] for the passage of the law,
[18:30] creating the National
[18:32] Transitional Justice
[18:33] and Reconciliation Commission
[18:35] for the Bangsamoro,
[18:36] or NTGR-CV.
[18:38] Lastly,
[18:41] we will maintain
[18:41] our partnership
[18:42] with MARM-LGUs
[18:43] to continue support
[18:45] under the local
[18:46] normalization implementation.
[18:51] For fiscal year 2027,
[18:53] partner LGUs
[18:54] and the LNI team
[18:56] will reach MILF communities
[18:58] with livelihood
[18:59] and employment interventions.
[19:01] The peace process
[19:05] with the Moron National
[19:06] Liberation Fund
[19:07] is focused on the implementation
[19:09] of the 1996 Final Peace Agreement
[19:12] and implementation
[19:13] of the MNLF
[19:15] Transformation Program.
[19:18] Under the political track,
[19:19] accomplishments
[19:20] were the establishment
[19:21] of transitory mechanisms
[19:23] and integration
[19:24] of 7,500 MNLF members
[19:28] into the armed forces
[19:29] of the Philippines
[19:30] and the Philippine National Police.
[19:32] The two MNLF groups
[19:34] were also represented
[19:35] in the Bangsamoro
[19:37] Transition Authority
[19:38] and appointed
[19:39] to the leadership rules
[19:40] in the BTA
[19:41] and BARM ministries.
[19:44] For 2027,
[19:46] the Bangsamoro
[19:47] Development Assistance Fund
[19:49] and the Tripartite
[19:51] Implementation
[19:52] Monitoring Committee
[19:53] Roadmap
[19:54] 2026-2028
[19:56] will be implemented
[19:57] to complete
[19:58] the remaining commitments
[20:00] of the 1996
[20:01] Final Peace Agreement.
[20:03] As the MNLF
[20:07] Transformation,
[20:09] the program
[20:10] caters the remaining
[20:11] 7,000 MNLF
[20:13] combatants
[20:14] who were not
[20:14] reintegrated
[20:15] into the armed forces
[20:17] of the Philippines
[20:17] and the Philippine
[20:18] National Police
[20:19] and support
[20:20] the transition
[20:21] to peaceful
[20:23] and productive
[20:24] civilian lives.
[20:25] 2,442 combatants
[20:27] were verified
[20:28] and received
[20:29] socioeconomic support
[20:31] while 2,533 firearms
[20:34] documented
[20:36] and verified
[20:37] for turn-in
[20:37] management
[20:39] and disposition.
[20:41] Various initiatives
[20:42] under socioeconomic
[20:43] development
[20:44] for communities,
[20:46] confidence building
[20:47] and community healing
[20:49] and reconciliation
[20:50] were also implemented,
[20:52] achieving 16%
[20:54] overall accomplishment.
[20:58] Looking ahead,
[20:59] 1,003 firearms
[21:00] will be verified
[21:01] and documented
[21:02] while 1,003
[21:05] MNLF members
[21:06] will be profiled
[21:07] and provided
[21:08] with transitory
[21:09] caste assistance.
[21:12] The remaining provisions
[21:13] will be allocated
[21:14] to Phase 2
[21:15] of the socioeconomic
[21:16] components
[21:17] which will provide
[21:19] livelihood opportunities,
[21:21] skills training,
[21:22] employment,
[21:23] and other services
[21:24] in partnership
[21:25] with implementing
[21:26] agencies.
[21:30] For the Peace Program
[21:31] for the Communist Party
[21:32] of the Philippines,
[21:34] New People's Army,
[21:36] National Democratic Front,
[21:38] or CPP-NP-NDF,
[21:40] 95% of the target provinces
[21:42] have already developed
[21:44] their transformation program
[21:45] with 31 institutionalized
[21:48] and 28 peace development centers
[21:50] established.
[21:52] 29 former rebels
[21:53] organizations
[21:54] have also become members
[21:55] of the local bodies,
[21:57] institutionalizing
[21:58] former rebels'
[22:00] meaningful participation
[22:01] in local governance.
[22:04] These milestones
[22:05] demonstrate
[22:06] that local governments
[22:08] are taking ownership.
[22:10] Former rebels
[22:11] are steadily reintegrating
[22:12] and communities
[22:14] are moving
[22:14] towards stability.
[22:17] To sustain
[22:18] and expand these gains,
[22:19] the goal
[22:20] is to ensure
[22:21] that all 59 provinces
[22:22] achieve ownership
[22:24] of their respective
[22:25] DP plans
[22:26] supported by
[22:27] operational peace
[22:28] and development centers,
[22:30] while also
[22:31] capacitating
[22:32] 1,209
[22:34] former rebel organizations
[22:35] to become
[22:36] self-reliant
[22:37] and productive partners
[22:39] in peace
[22:40] and development.
[22:41] The peace process
[22:45] with the Rebellionaryong Partido
[22:47] ng Manggagawa
[22:47] Filipinas,
[22:49] Alex Bongkayo Brigade
[22:50] has made significant strides
[22:52] through the completion
[22:54] of the peace agreement
[22:55] and transformation program.
[22:58] Key accomplishments
[22:59] include
[22:59] the decommissioning
[23:01] of 727 members
[23:04] and the provision
[23:05] of 50.4 million
[23:07] in socioeconomic assistance.
[23:09] The program
[23:11] also delivered
[23:12] 105 housing units
[23:14] and site development
[23:15] projects
[23:16] for 371 million,
[23:19] while 100 barangays
[23:20] benefited
[23:21] from sustainable
[23:22] livelihood grants
[23:23] totaling
[23:24] to 110 million.
[23:26] Other initiatives
[23:28] implemented
[23:29] include
[23:30] capacity development
[23:31] for women
[23:32] in transformation program
[23:34] and for
[23:35] Capatiran members
[23:36] in organizational development
[23:40] and social entrepreneurship
[23:42] and enterprise development.
[23:45] Moving forward,
[23:46] the program
[23:46] will focus
[23:47] on the remaining
[23:48] deliverables
[23:49] to ensure
[23:50] the full completion
[23:50] of its commitments.
[23:52] These include
[23:53] the completion
[23:55] of 15 settlement sites
[23:57] and 531
[23:59] remaining housing projects,
[24:01] full transformation
[24:02] of the group
[24:03] into a civilian organization,
[24:04] and the active
[24:06] re-engagement
[24:07] with the Nilo de la Cruz group
[24:09] and strengthening
[24:10] multi-sectoral
[24:11] and local partnership
[24:13] to ensure
[24:13] sustainability.
[24:18] The peace process
[24:19] with the Cordillera-Budong
[24:20] administration,
[24:22] Cordillera People's
[24:23] Liberation Army,
[24:24] has significantly
[24:25] advanced the peace agreement
[24:26] and normalization
[24:27] program
[24:28] in the Cordillera.
[24:30] A total of 550 members
[24:32] were employed
[24:33] as forest guards,
[24:35] while 481 members
[24:36] under next subkin
[24:38] were integrated
[24:38] into the armed forces
[24:39] of the Philippines.
[24:41] Social protection,
[24:43] educational assistance,
[24:44] and livelihood projects
[24:45] worth 482 million
[24:48] were also implemented.
[24:50] Peace memorials
[24:51] or peace markers
[24:52] made from decommissioned
[24:54] and firearm parts
[24:55] have been installed
[24:56] at historic sites
[24:58] in the Cordillera,
[24:59] where the DIO program
[25:01] empowered women,
[25:02] youth,
[25:03] and community organizations.
[25:07] For 2027,
[25:08] the program
[25:09] will complete
[25:10] the remaining
[25:11] 23 community
[25:13] livelihood projects
[25:14] document
[25:15] stakeholder experiences
[25:16] to memorialize
[25:18] the Cordillera's
[25:19] aspiration,
[25:21] sustain the peace gains
[25:22] through infrastructure
[25:23] projects,
[25:25] and operationalize
[25:26] the interagency
[25:27] cluster mechanism
[25:28] on Cordillera transformation
[25:30] to institutionalize
[25:32] coordination,
[25:34] advancing peace,
[25:35] self-reliance,
[25:36] and regional transformation.
[25:41] From fiscal year 2024
[25:44] to 2026,
[25:47] the Payapa at Masanganang Pamayanan
[25:49] or PAMANA program
[25:51] funded 358
[25:54] socioeconomic development
[25:56] infrastructure projects
[25:58] across the different
[25:59] peace tables.
[26:00] For fiscal year 2027,
[26:03] PAMANA has a proposed
[26:05] allocation of
[26:06] $4.9 billion
[26:07] for infrastructure projects
[26:10] to help improve
[26:11] the condition
[26:12] of geographically
[26:13] isolated
[26:14] and conflict-affected
[26:16] and vulnerable communities
[26:18] in the Bangsamoro
[26:19] and adjacent areas
[26:21] as well as in
[26:22] CPP and PA-NDF,
[26:25] RPA-ABB,
[26:26] and Cordillera areas.
[26:29] Of this amount,
[26:30] $1.6 billion
[26:31] is allocated
[26:32] for the MLF peace process,
[26:35] $624 million
[26:36] for the MLF peace process,
[26:38] $1.5 billion
[26:40] for the local
[26:41] conflict transformation,
[26:43] and a total
[26:43] of $1.1 billion
[26:45] is allocated
[26:46] for the RPA
[26:47] and CPP-LA peace process.
[26:50] These allocations
[26:51] mainly support
[26:52] the completion
[26:53] of remaining commitments
[26:54] under the respective
[26:56] peace agreements
[26:57] and the sustainment
[26:58] of peace gains.
[27:01] For 2027 projects,
[27:04] they are still subject
[27:05] for broader validation,
[27:07] particularly on implementation,
[27:09] readiness,
[27:09] and compliance
[27:10] with program requirements.
[27:12] Thus,
[27:12] the amounts
[27:13] presented
[27:14] represent allocation
[27:15] at this stage.
[27:17] PAOANA will also
[27:18] prioritize
[27:19] the completion
[27:20] of projects
[27:21] funded
[27:22] from fiscal year
[27:24] 2024
[27:25] to 2026.
[27:36] With the projected
[27:37] heightened
[27:37] and accelerated
[27:38] implementation
[27:39] of commitments
[27:41] under the
[27:42] signed peace agreements,
[27:46] the provided allocation
[27:47] for OPAPRUS
[27:48] is expected
[27:49] to bring us
[27:50] to the following
[27:50] levels of completion
[27:52] by the end
[27:53] of 2027,
[27:54] as shown.
[27:55] Our target milestone
[27:56] reflect the government's
[27:58] commitment
[27:58] to long-term
[28:00] peace building,
[28:01] sustainable development,
[28:03] community empowerment,
[28:03] and the successful
[28:05] reintegration
[28:06] of former rebels
[28:07] and combatants
[28:08] into mainstream society.
[28:10] In the light
[28:14] of the intensified
[28:15] focus on economic recovery
[28:16] and our shared goal
[28:18] of achieving
[28:19] greater peace,
[28:22] progress,
[28:22] and stability
[28:23] in core
[28:24] and additional
[28:25] priority areas,
[28:27] we humbly seek
[28:27] your full support
[28:28] for the OPAPRU programs.
[28:31] We earnestly seek
[28:33] your favorable consideration
[28:34] for the approval
[28:36] of OPAPRU's
[28:37] fiscal year
[28:38] 2027 budget
[28:40] of $9.3 billion
[28:42] to address
[28:43] the budget gap
[28:44] for 2027.
[28:47] Lastly,
[28:48] as the rationale
[28:49] behind our proposal
[28:50] that sustainable
[28:52] development
[28:52] goes on in hand
[28:53] with sustaining
[28:54] the gains of peace,
[28:56] we quote
[28:57] the President's statement,
[28:59] Peace is the foundation
[29:00] of development.
[29:02] As President Marcos Jr.
[29:04] said,
[29:05] kapayapaan
[29:06] ang binhinang kaunaran.
[29:08] Nawayalagaan natin ito
[29:10] upang sama-sama
[29:11] nating anihin
[29:11] ang bunga
[29:13] ng isang
[29:13] mas maunlad
[29:14] na Pilipinas.
[29:16] We centrally
[29:18] thank our
[29:19] honorable senators,
[29:21] the sponsor,
[29:22] the chairperson,
[29:23] and the Senate
[29:24] President
[29:24] who are joining us
[29:26] in this meeting.
[29:28] Maraming salamat po.
[29:29] Mabuhay po tayo lahat.
[29:32] Thank you,
[29:34] Yusek Wilbin Mayor.
[29:36] Despite the cheer,
[29:36] I would like to acknowledge
[29:37] the presence
[29:38] of our Senate President
[29:39] who joined us
[29:40] this afternoon.
[29:43] I have some questions
[29:44] but probably
[29:45] our Senate President
[29:46] would like to
[29:46] be statement
[29:48] and ask some questions.
[29:50] Thank you,
[29:51] Mr. Chairman.
[29:53] First of all,
[29:53] let me welcome
[29:54] our colleagues
[29:55] from the OPAPRU,
[29:56] former Mayor,
[29:57] Secretary Mel Cermento,
[30:00] former Chief of Police
[30:01] USEC Wilbin Mayor.
[30:05] Maraming salamat
[30:06] sa briefing niyo kanina.
[30:08] And I saw that
[30:09] in your budget,
[30:09] you increased
[30:10] by about a billion pesos,
[30:11] 1.1 billion pesos
[30:13] in your budget.
[30:16] So,
[30:17] I'd just like
[30:17] to get an update.
[30:19] one of the main
[30:21] direction
[30:24] of OPAPRU
[30:26] is the
[30:27] decommissioning
[30:28] of the
[30:29] combatants.
[30:31] And this has been
[30:32] a long time coming.
[30:33] In fact,
[30:34] maraming
[30:34] nagiging issue
[30:37] tungkol dito.
[30:39] But despite
[30:40] the challenges
[30:41] in the
[30:41] decommissioning
[30:43] and normalization,
[30:44] nakita natin
[30:46] na naging
[30:47] relatively
[30:47] successful
[30:48] yung
[30:49] election
[30:50] last month
[30:51] sa BARM.
[30:53] So,
[30:54] in other words,
[30:55] there is
[30:56] support from
[30:57] our constituents
[30:58] to continue
[30:59] the gains
[31:00] of the
[31:01] peace process,
[31:02] to continue
[31:03] the gains
[31:03] of
[31:04] the
[31:05] BOL,
[31:06] the Bangsa
[31:07] Moro Organic Law.
[31:08] However,
[31:09] we have to
[31:10] sustain it.
[31:11] Itong pinakamahirap
[31:12] eh.
[31:12] Yung unang
[31:13] medyo
[31:14] relatively
[31:14] madali.
[31:15] Pero yung
[31:15] sustainability
[31:16] of peace
[31:17] is a
[31:18] challenging
[31:18] matter.
[31:20] And that's
[31:20] where OPAPRU
[31:21] will come in.
[31:22] So,
[31:22] I would like
[31:23] to get
[31:23] a detailed
[31:25] update
[31:26] on
[31:28] the
[31:28] decommissioning
[31:29] process
[31:29] that will
[31:30] lead to
[31:30] denormalization
[31:31] process.
[31:33] For example,
[31:33] ilan bang
[31:34] combatants
[31:34] ang
[31:35] hindi pa
[31:36] natin
[31:37] tutulungan
[31:38] o
[31:39] nade-decommission?
[31:40] Ilan pa
[31:41] ang
[31:42] nangangailangan
[31:43] ng
[31:43] educational
[31:43] assistance.
[31:44] In fact,
[31:44] last year,
[31:46] I remember
[31:46] during the
[31:47] hearing,
[31:48] isa sa mga
[31:49] requests
[31:49] ng OPAPRU
[31:50] at that time
[31:51] kay General
[31:52] Galvez pa
[31:53] is yung
[31:53] educational
[31:54] assistance
[31:54] in which
[31:55] we provided
[31:56] 850 million.
[31:57] Because
[31:58] we,
[31:59] our view
[32:01] is education
[32:02] is an
[32:03] integral part
[32:03] of the
[32:04] peace
[32:04] process.
[32:05] So,
[32:06] I would like
[32:06] to get
[32:06] an update
[32:07] on where
[32:07] we are
[32:07] in terms
[32:08] of the
[32:08] decommissioning
[32:09] and
[32:09] what
[32:10] are the
[32:10] challenges
[32:11] that
[32:12] we
[32:13] have
[32:14] to
[32:14] decommissioning.
[32:16] So,
[32:16] anyone can
[32:17] answer?
[32:17] Secretary Mel
[32:18] or
[32:19] Yusek Wilben?
[32:20] Anyone can
[32:20] answer from
[32:21] the agency?
[32:25] Sir,
[32:26] currently,
[32:28] the total
[32:28] decommissioned
[32:30] combatants
[32:30] is
[32:31] 26,145.
[32:35] There are
[32:35] still
[32:35] 14,000
[32:36] remaining
[32:37] to be
[32:37] decommissioned.
[32:39] And
[32:39] we're still
[32:40] yet
[32:41] waiting for
[32:44] the least
[32:44] of the
[32:45] 14,000.
[32:46] But
[32:47] this will
[32:47] be based
[32:48] on the
[32:48] discussion
[32:49] by the
[32:51] government
[32:52] and the
[32:52] MLF
[32:53] panels.
[32:54] As we
[32:54] can see,
[32:55] the appointment
[32:55] of the
[32:56] chair of
[32:57] the
[32:57] government
[32:58] panel
[32:58] was just
[32:59] recently
[33:01] in the
[33:02] person of
[33:02] the
[33:03] secretary
[33:04] man.
[33:05] He is
[33:05] also the
[33:06] chair of
[33:06] the
[33:06] government
[33:07] implementing
[33:08] panel.
[33:11] Out of
[33:12] the
[33:12] 14,000
[33:18] combatants,
[33:20] the
[33:20] 4,625
[33:23] weapons
[33:24] were
[33:24] turned
[33:24] over.
[33:25] Mr.
[33:27] Chair,
[33:27] your
[33:27] honours.
[33:28] So,
[33:31] at present,
[33:33] ilan po
[33:33] ang
[33:33] total
[33:34] armed
[33:35] members
[33:37] of
[33:37] the
[33:38] MILF
[33:38] that
[33:39] have
[33:40] yet
[33:40] to
[33:41] be
[33:42] part
[33:42] of
[33:42] the
[33:42] decommissioning?
[33:43] Siguro
[33:45] po,
[33:46] umpisan
[33:47] po
[33:47] natin
[33:47] sa
[33:48] para po
[33:49] makita
[33:50] natin
[33:50] yung
[33:51] kabuang
[33:51] konteksto
[33:53] saan
[33:53] nagagaling
[33:54] lahat.
[33:54] Una
[33:55] ng-una
[33:56] nagkaroon
[33:56] po tayo
[33:57] ng
[33:57] pagpirma
[33:59] yung
[33:59] sa
[34:00] Comprehensive
[34:00] Agreement
[34:01] on the
[34:01] Bangsamoro
[34:02] at
[34:03] eventually
[34:05] po
[34:05] naging
[34:05] naipasa
[34:07] yung
[34:07] Bangsamoro
[34:09] Organic
[34:09] Law.
[34:09] Nang
[34:11] naipasa
[34:16] po ito
[34:19] ang
[34:19] sinabi
[34:21] ng
[34:21] MILF
[34:23] meron po
[34:23] silang
[34:24] 40,000
[34:25] na
[34:26] i-decommission
[34:27] na
[34:28] combatants.
[34:30] Sa
[34:30] 40,000
[34:31] 26,145
[34:35] nang
[34:37] na-decommission
[34:38] sa Phase
[34:38] 1,
[34:39] Phase
[34:39] 2,
[34:40] at
[34:40] saka
[34:40] Phase
[34:41] 3.
[34:42] Yung
[34:43] Phase
[34:43] 4
[34:43] meron
[34:45] pang
[34:45] 13,855.
[34:49] Sa
[34:52] usapin
[34:53] ng
[34:53] decommissioning
[34:54] kasama
[34:56] dyan
[34:56] ang sinasabing
[34:57] parallel
[34:58] and
[34:58] commensurate.
[35:00] Ibig
[35:00] sabihin
[35:01] kailangan
[35:03] ma-deliver
[35:04] ng gobyerno
[35:05] yung
[35:07] mga
[35:08] napag-usapan
[35:09] sa
[35:09] Peace
[35:10] Implementing
[35:11] Panel
[35:11] na kung
[35:12] sabihin
[35:13] natin
[35:13] ay 40%
[35:14] na gawa
[35:15] na po
[35:15] ng gobyerno
[35:16] pwedeng
[35:17] may-release
[35:17] yung 40%
[35:19] din
[35:19] ng
[35:20] kanilang
[35:21] armas.
[35:23] So
[35:23] pala
[35:24] kung
[35:24] ganun
[35:25] ang
[35:26] proseso.
[35:28] Sa
[35:28] Morganic
[35:29] Law
[35:29] was
[35:29] signed
[35:30] 2018
[35:30] and
[35:31] implementation
[35:32] started
[35:33] in
[35:33] 2019
[35:33] so
[35:34] this
[35:34] will
[35:35] be
[35:35] the
[35:35] eighth
[35:35] year
[35:35] of
[35:36] the
[35:37] implementation
[35:37] so
[35:38] gano'ng
[35:38] katagan pa
[35:38] yung
[35:39] inaasa
[35:40] natin
[35:41] for
[35:41] the
[35:41] total
[35:42] hindi
[35:42] commissioning?
[35:44] Yung
[35:45] sa
[35:49] CAB
[35:50] and
[35:50] BOL
[35:50] there's
[35:51] no
[35:51] amount
[35:51] stated
[35:52] with
[35:52] respect
[35:53] to
[35:53] the
[35:53] socio-economic
[35:54] package
[35:54] that
[35:55] the
[35:55] government
[35:56] is
[35:56] supposed
[35:56] to
[35:56] provide.
[35:57] Unfortunately
[35:57] I would
[35:58] say
[35:59] unfortunately
[35:59] there was
[36:02] an amount
[36:02] eventually
[36:03] declared
[36:04] that
[36:05] each
[36:05] decommissioned
[36:06] combatant
[36:07] is supposed
[36:07] to get
[36:07] 1 million
[36:08] pesos
[36:09] worth
[36:09] of
[36:10] socio-economic
[36:12] package.
[36:13] So
[36:14] yun po
[36:14] ang
[36:14] naging
[36:15] malaking
[36:17] challenge
[36:18] sa
[36:18] aspeto
[36:19] po
[36:19] ng
[36:19] gobyerno.
[36:22] Nang
[36:22] umupo
[36:23] po ako
[36:23] nakita
[36:24] natin
[36:24] may marami
[36:25] pong
[36:25] programa
[36:25] pero
[36:26] may
[36:26] mga
[36:26] challenges
[36:27] po
[36:27] tayong
[36:27] kailangan
[36:28] ma-address.
[36:29] Unang
[36:30] una
[36:30] po
[36:30] sa
[36:32] side
[36:33] po
[36:33] ng
[36:33] upapro
[36:34] yung
[36:36] monitoring
[36:37] lang
[36:38] po
[36:38] kami
[36:38] sa
[36:38] karamihan
[36:39] nitong
[36:39] mga
[36:40] socio-economic
[36:41] package
[36:42] na ito.
[36:44] Sa
[36:44] socio-economic
[36:45] package
[36:46] ay
[36:47] pag
[36:51] tinatanong
[36:51] namin
[36:52] ng
[36:52] isang
[36:52] ahensya
[36:53] sabihin
[36:54] natin
[36:55] Dole
[36:55] nakakasiguro
[36:57] ba
[36:57] kayo
[36:57] ng
[36:57] binigyan
[36:58] nyo
[36:58] ng
[37:00] tulong
[37:04] ng
[37:04] programa
[37:05] ninyo
[37:05] o
[37:05] anumang
[37:06] ahensya
[37:06] ang naging
[37:08] problema
[37:08] po
[37:09] ay
[37:09] data
[37:11] privacy
[37:12] hindi
[37:13] po
[37:14] nagkaroon
[37:14] ng
[37:14] data
[37:15] sharing
[37:15] agreement
[37:16] so
[37:17] nagkakaroon
[37:18] po
[37:18] ng
[37:19] problema
[37:19] na
[37:20] binibigay
[37:20] na
[37:21] tulong
[37:22] yung
[37:23] validation
[37:24] process
[37:25] ang
[37:25] naging
[37:25] very
[37:26] challenging
[37:26] part
[37:27] kaya
[37:28] medyo
[37:28] mabagal
[37:29] ng
[37:29] konti
[37:30] yung
[37:30] kanyang
[37:30] implementation
[37:32] at
[37:33] yan
[37:33] po
[37:33] ina-address
[37:34] namin
[37:34] ngayon
[37:35] para
[37:36] magkaroon
[37:37] ng
[37:37] data
[37:38] sharing
[37:38] agreement
[37:39] kasi
[37:39] mahirap
[37:40] nga
[37:40] naman
[37:40] kung
[37:41] walang
[37:42] agreement
[37:43] na
[37:44] nang
[37:46] mga
[37:46] ayan
[37:47] siya
[37:47] para
[37:47] masiguro
[37:48] na
[37:48] datos
[37:48] ay
[37:49] parehas
[37:49] ang
[37:50] susunod
[37:51] po
[37:51] ay
[37:52] itong
[37:53] pasihan
[37:53] yung
[37:53] napirmahan
[37:54] po
[37:54] ng
[37:55] peace
[37:55] implementing
[37:56] panel
[37:56] between
[37:57] the
[37:57] GPH
[37:57] and
[37:57] the
[37:58] MILF
[37:58] so
[37:59] nakasaad
[38:00] po
[38:00] dito
[38:01] 100,000
[38:02] po
[38:02] yung
[38:02] cash
[38:04] na
[38:04] naibigay
[38:05] but
[38:05] the
[38:05] rest
[38:06] ano
[38:07] po
[38:07] siya
[38:07] regular
[38:10] program
[38:10] ng
[38:11] gobyerno
[38:12] na
[38:13] Phil
[38:13] Health
[38:14] Civil
[38:16] Registration
[38:17] Health
[38:17] Insurance
[38:18] etc.
[38:20] Pwede
[38:20] po
[38:21] naming
[38:21] ibigay
[38:21] pero
[38:23] pag
[38:23] tinitingnan
[38:24] po
[38:24] natin
[38:24] yung
[38:24] package
[38:25] dito
[38:25] medyo
[38:25] hindi
[38:25] responsive
[38:26] sa
[38:26] mga
[38:27] edad
[38:27] ng
[38:28] decommissioned
[38:29] combatants
[38:30] so
[38:30] isa
[38:31] rin
[38:31] po
[38:31] sa
[38:31] naging
[38:31] hadlang
[38:32] ito
[38:32] so
[38:33] karamihan
[38:33] dito
[38:34] A46
[38:35] and
[38:37] basically
[38:38] around
[38:38] 53
[38:39] na
[38:39] siguro
[38:40] sila
[38:40] ngayon
[38:40] mahirap
[38:41] na pong
[38:42] ipatesta
[38:43] pa
[38:43] natin
[38:43] yun
[38:43] hanggang
[38:44] 66
[38:45] years
[38:46] old
[38:46] so
[38:47] ang
[38:47] vault
[38:48] ng
[38:48] mga
[38:50] combatants
[38:50] medyo
[38:51] hindi
[38:51] nagtutugma
[38:52] yung
[38:52] edad
[38:53] sa
[38:53] package
[38:53] so
[38:54] marami
[38:55] pong
[38:55] tinitingnan
[38:56] natin
[38:56] mga
[38:58] pwedeng
[38:59] gawin
[38:59] para
[38:59] po
[39:00] mapabilis
[39:00] yung
[39:02] decommissioning
[39:05] part
[39:07] ng
[39:07] usaping
[39:09] pangkapayapaan
[39:10] with the
[39:10] MILF
[39:11] ang
[39:12] naging
[39:12] hadlang
[39:13] naman po
[39:13] pagupo
[39:15] ko wala pong
[39:15] chairman
[39:16] sa
[39:17] peace
[39:18] implementing
[39:19] panel
[39:19] representing
[39:20] the
[39:20] GPH
[39:21] so
[39:22] nag
[39:22] resign
[39:23] po
[39:24] yung
[39:24] chair
[39:25] february
[39:26] of
[39:26] this
[39:26] year
[39:27] at
[39:28] ang
[39:28] sabi
[39:28] ng
[39:29] MILF
[39:29] i-suspend
[39:30] muna
[39:31] yung
[39:31] kahit
[39:33] anong
[39:33] activity
[39:33] sa
[39:35] normalization
[39:35] track
[39:36] natigil
[39:37] po yan
[39:37] so
[39:38] nag-antay
[39:38] po tayo
[39:40] ng
[39:40] ma-appoint
[39:41] nag-assure
[39:42] po ako
[39:42] sa kanila
[39:43] na may
[39:43] ma-appoint
[39:44] na
[39:44] kapalit
[39:45] para
[39:46] magpatuloy
[39:49] yung
[39:49] peace
[39:50] implementing
[39:50] panel
[39:51] sa regular
[39:52] na
[39:53] meeting
[39:53] regular
[39:54] na
[39:54] usapin
[39:54] kasi
[39:56] lahat
[39:57] ng
[39:57] gawain
[39:57] dito
[39:57] dapat
[39:58] bilateral
[39:59] hindi
[39:59] unilateral
[40:00] nung
[40:02] July
[40:02] 15
[40:03] finally
[40:04] po
[40:04] nagkaroon
[40:05] ng
[40:05] chair
[40:06] ang
[40:06] peace
[40:06] implementing
[40:07] panel
[40:07] na
[40:09] ako
[40:09] rin
[40:09] ang
[40:09] na-appoint
[40:10] so
[40:11] dalawa
[40:12] po
[40:12] yung
[40:12] inawakan
[40:13] kong
[40:13] position
[40:14] bilang
[40:15] kalihim
[40:16] ng
[40:16] upapro
[40:17] at
[40:17] bilang
[40:17] chairperson
[40:18] ng
[40:18] GPH
[40:20] panel
[40:20] sa
[40:20] peace
[40:21] implementing
[40:21] panel
[40:22] with
[40:24] the
[40:24] MILF
[40:26] meron
[40:27] po
[40:27] kaming
[40:28] nag-meeting
[40:29] pa lang
[40:29] po
[40:29] kami
[40:29] sa
[40:30] Kuala
[40:30] Lumpur
[40:30] there
[40:31] were
[40:31] seven
[40:31] items
[40:32] that
[40:32] we
[40:32] were
[40:32] supposed
[40:32] to
[40:33] agree
[40:33] on
[40:33] five
[40:35] were
[40:35] eventually
[40:35] approved
[40:36] we're
[40:37] very
[40:38] thankful
[40:38] to
[40:38] our
[40:38] partners
[40:39] the
[40:39] MILF
[40:40] we had
[40:40] a very
[40:40] short
[40:41] meeting
[40:41] and yet
[40:41] a very
[40:42] productive
[40:43] one
[40:43] given
[40:44] that
[40:45] out
[40:47] of the
[40:47] seven
[40:48] items
[40:49] five
[40:49] were
[40:49] approved
[40:50] at
[40:52] dito
[40:53] po
[40:53] yung
[40:54] mga
[40:54] naaprubahan
[40:55] na yan
[40:55] kasama
[40:56] po yung
[40:56] konting
[40:57] adjustment
[40:57] sa
[40:58] socioeconomic
[40:58] package
[40:59] na mas
[40:59] responsive
[41:00] sa
[41:00] kanila
[41:00] hindi
[41:03] po
[41:03] namin
[41:03] ito
[41:03] nga
[41:04] naisalang
[41:05] muna
[41:06] kasi
[41:06] hindi
[41:07] kami
[41:07] sigurado
[41:08] kung
[41:08] papayag
[41:09] ng
[41:09] adjustment
[41:09] yung
[41:10] MILF
[41:13] September
[41:14] 25
[41:14] po
[41:15] nag-meeting
[41:15] kami
[41:15] sa
[41:16] Kuala
[41:16] Lumpur
[41:16] nagpapasalamat
[41:17] din po
[41:18] kami
[41:18] sa
[41:18] Malaysia
[41:18] sa
[41:19] kanilang
[41:19] pag-host
[41:20] ng
[41:21] meeting
[41:22] ng
[41:22] MILF
[41:23] at
[41:23] GPH
[41:24] at
[41:25] naaprubahan
[41:27] po
[41:27] ito
[41:27] ng
[41:28] konting
[41:28] adjustment
[41:29] dito
[41:30] sa
[41:30] existing
[41:31] socioeconomic
[41:32] package
[41:33] na mas
[41:33] responsive
[41:34] yes
[41:36] may mga
[41:36] kailangan
[41:37] pa po
[41:37] kami
[41:37] rito
[41:38] pero
[41:39] once
[41:39] nagawa
[41:39] po
[41:40] natin
[41:40] ito
[41:40] mapapabilis
[41:41] po
[41:42] yung
[41:42] ating
[41:43] decommissioning
[41:45] ng
[41:46] weapons
[41:47] sa
[41:48] phase
[41:50] 4
[41:51] niya
[41:51] hopefully
[41:51] by
[41:52] 2027
[41:53] though
[41:54] na
[41:54] kailangan
[41:55] pa kami
[41:55] ng
[41:55] konting
[41:57] oras
[41:57] dito
[41:57] sa
[41:57] pag-submit
[41:58] ng
[41:58] additional
[41:59] proposal
[41:59] ng
[42:00] aming
[42:00] opisina
[42:01] thank you
[42:03] po
[42:03] in
[42:04] short
[42:05] 14,000
[42:07] ang tinitignan
[42:07] natin
[42:08] left
[42:09] to
[42:09] the
[42:09] commission
[42:10] and
[42:11] what I
[42:12] understand
[42:13] part of
[42:15] the challenge
[42:16] is yung
[42:17] napangakong
[42:17] 1 million
[42:19] tama
[42:20] so
[42:21] yun
[42:24] yun
[42:24] ang
[42:24] nagiging
[42:28] challenge
[42:29] pag
[42:31] 1 million
[42:31] of that
[42:32] 14
[42:32] is
[42:34] lumalabas
[42:35] 14
[42:36] billion
[42:36] tama
[42:38] ang kakilanganin
[42:40] natin
[42:40] assuming
[42:41] that will be
[42:43] given to
[42:43] the
[42:44] combatants
[42:44] and then
[42:47] tinitignan ko
[42:48] dun sa budget
[42:49] ninyo
[42:49] although your budget
[42:51] grew
[42:51] about
[42:52] 9 billion
[42:53] na siya
[42:53] ngayon
[42:53] majority
[42:55] of which
[42:56] pupunta
[42:56] sa
[42:57] pamana
[42:58] program
[42:59] 6 billion
[43:01] out of the
[43:01] 9 billion
[43:02] will go to
[43:03] the pamana
[43:03] program
[43:04] and the
[43:05] pamana
[43:05] program
[43:06] nakakalat
[43:08] to sa
[43:08] iba-ibang
[43:09] programa
[43:09] sa
[43:10] educational
[43:12] assistance
[43:12] housing
[43:14] roads
[43:15] roads
[43:15] is about
[43:16] 3.7
[43:17] billion
[43:17] so in
[43:19] other words
[43:19] in short
[43:20] from what
[43:21] I'm reading
[43:21] here
[43:22] yung budget
[43:24] pupunta
[43:24] dito
[43:25] sa
[43:25] pamana
[43:25] program
[43:26] is meant
[43:28] to
[43:28] sustain
[43:31] the
[43:32] peace
[43:34] efforts
[43:34] on the
[43:34] ground
[43:35] tama
[43:35] po ba
[43:35] ganyan
[43:36] ang
[43:37] direction
[43:37] ng
[43:37] pamana
[43:38] para
[43:39] may
[43:39] development
[43:40] para
[43:41] may
[43:42] economic
[43:42] activity
[43:43] and
[43:45] ma-sustain
[43:47] in gains
[43:47] of peace
[43:48] ang kulang
[43:49] dito
[43:50] sa budget
[43:50] nyo
[43:50] is for
[43:51] that
[43:51] decommissioning
[43:53] tama
[43:53] magkano
[43:55] ang
[43:55] naka-allocate
[43:56] for
[43:57] decommissioning
[43:57] in your
[43:58] 9 billion
[43:58] budget
[43:59] this is
[44:03] something
[44:03] that
[44:04] we
[44:07] as of
[44:07] the
[44:07] moment
[44:08] cannot
[44:08] really
[44:08] divulge
[44:11] the
[44:11] proposal
[44:12] because
[44:12] it's a
[44:13] working
[44:13] process
[44:14] given
[44:14] that
[44:14] the
[44:16] approval
[44:16] on the
[44:17] part
[44:17] of
[44:17] the
[44:17] MILF
[44:18] and
[44:22] somewhat
[44:23] concurring
[44:24] to the
[44:24] proposal
[44:25] was last
[44:25] September
[44:26] 25
[44:26] if
[44:28] may
[44:29] if
[44:30] the
[44:30] good
[44:31] chairperson
[44:31] will
[44:31] allow
[44:32] a
[44:32] five
[44:32] minute
[44:33] recess
[44:33] I
[44:34] can
[44:34] perhaps
[44:34] go
[44:35] there
[44:35] and
[44:36] brief
[44:36] you
[44:36] a
[44:36] little
[44:36] bit
[44:37] about
[44:38] it
[44:38] so
[44:38] you
[44:38] have
[44:38] an
[44:38] idea
[44:39] of
[44:39] what
[44:39] the
[44:40] proposal
[44:41] is
[44:41] what's
[44:41] going
[44:41] to be
[44:42] we'll
[44:43] do
[44:43] that
[44:43] later
[44:44] on
[44:44] chairman
[44:45] so
[44:46] I
[44:47] know
[44:47] there
[44:47] are
[44:48] some
[44:48] sensitivities
[44:49] in
[44:49] the
[44:49] process
[44:50] but
[44:51] we'll
[44:51] have
[44:52] a
[44:52] short
[44:53] break
[44:53] later
[44:53] on
[44:54] but
[44:54] our
[44:55] proposal
[44:55] is
[44:55] going
[44:55] to be
[44:56] very
[44:56] doable
[44:56] Mr.
[44:57] Chair
[44:58] we can
[44:58] assure you
[44:58] this is
[44:59] outside
[44:59] of
[44:59] the
[45:00] yes
[45:00] this
[45:01] outside
[45:01] decommissioning
[45:02] not
[45:02] for the
[45:03] decommissioning
[45:03] part
[45:03] this is
[45:04] within
[45:05] the
[45:05] decommissioning
[45:05] yes
[45:06] I can
[45:06] perhaps
[45:06] discuss
[45:07] this
[45:07] with
[45:07] you
[45:08] after
[45:09] okay
[45:10] with
[45:13] that
[45:14] ang
[45:15] next
[45:17] question
[45:18] is
[45:19] the
[45:19] educational
[45:20] assistance
[45:20] I
[45:21] know
[45:22] that
[45:22] is
[45:22] from
[45:24] what
[45:24] I
[45:24] understand
[45:25] yung
[45:26] beneficiaries
[45:30] nito
[45:31] they
[45:31] feel
[45:32] very
[45:32] strongly
[45:33] dito
[45:36] sa
[45:36] educational
[45:36] assistance
[45:37] so
[45:38] may
[45:39] I
[45:39] know
[45:39] can
[45:40] get
[45:41] an
[45:41] update
[45:42] on
[45:42] the
[45:43] additional
[45:43] 850
[45:45] million
[45:46] that
[45:46] we
[45:46] included
[45:47] in
[45:47] the
[45:47] 2026
[45:48] budget
[45:49] and
[45:50] yan
[45:51] talagang
[45:51] direct
[45:52] direct
[45:53] para
[45:53] sa
[45:53] educational
[45:54] assistance
[45:54] may
[45:55] get
[45:55] an
[45:55] update
[45:56] on
[45:56] that
[45:57] portion
[45:58] thank
[46:02] you
[46:02] honorable
[46:03] senate
[46:04] president
[46:04] for
[46:06] the
[46:06] information
[46:06] everyone
[46:07] no
[46:08] less
[46:08] than
[46:08] the
[46:08] senate
[46:09] president
[46:09] help
[46:10] us
[46:10] in
[46:11] securing
[46:11] this
[46:11] allotment
[46:12] amounting
[46:13] to
[46:13] 807
[46:15] thousand
[46:15] million
[46:16] 500
[46:17] thousand
[46:18] pesos
[46:18] for the
[46:19] educational
[46:19] assistance
[46:20] program
[46:20] thank you
[46:21] honorable
[46:22] senate
[46:23] president
[46:23] and out
[46:25] of this
[46:26] amount
[46:26] it was
[46:28] distributed
[46:28] between the
[46:30] MLF and
[46:30] MLF
[46:31] members
[46:31] 12,100
[46:33] for
[46:34] MLF
[46:35] and
[46:36] 4,050
[46:37] for
[46:37] MLF
[46:38] the
[46:40] amount
[46:40] for
[46:41] MLF
[46:41] is
[46:41] 605
[46:42] million
[46:42] while
[46:44] for
[46:44] the
[46:44] MLF
[46:45] is
[46:45] 202
[46:47] million
[46:48] 500
[46:48] but
[46:49] just
[46:50] to
[46:50] underscore
[46:52] your
[46:53] honors
[46:53] considering
[46:56] that
[46:56] the
[46:56] DBM
[46:56] is also
[46:57] here
[46:58] saro
[46:59] pa
[46:59] lang
[47:00] po
[47:00] at
[47:02] wala
[47:02] pa
[47:02] po
[47:02] yung
[47:03] or
[47:03] still
[47:03] awaiting
[47:04] for
[47:04] the
[47:05] notice
[47:06] of
[47:06] cost
[47:07] allotment
[47:07] dito
[47:07] po
[47:08] your
[47:08] honors
[47:09] meron pong
[47:15] saro
[47:15] we have
[47:16] already
[47:17] the names
[47:18] of the
[47:18] beneficiaries
[47:18] but
[47:19] wala pa
[47:20] yung
[47:20] cash
[47:21] end of
[47:23] the
[47:23] year
[47:24] na
[47:24] and
[47:31] na-identify
[47:32] nyo
[47:32] na yung
[47:32] mga
[47:32] beneficiaries
[47:32] with
[47:34] that
[47:34] number
[47:34] of
[47:34] 16,500
[47:35] meron
[47:36] na
[47:36] po
[47:36] kami
[47:37] mga
[47:37] list
[47:37] ng
[47:37] beneficiaries
[47:38] but
[47:39] yet
[47:39] again
[47:40] we
[47:41] are
[47:41] waiting
[47:41] for
[47:42] the
[47:42] notice
[47:43] of
[47:43] cost
[47:43] allowance
[47:44] same
[47:46] with
[47:46] the
[47:46] memorandum
[47:47] of
[47:47] agreement
[47:47] was
[47:48] already
[47:48] executed
[47:49] between
[47:50] the
[47:50] state
[47:51] universities
[47:52] na
[47:53] kasama
[47:53] po
[47:53] doon
[47:54] sa
[47:54] mag-esponsor
[47:55] ng
[47:56] educational
[47:56] assistance
[47:57] program
[47:58] po
[47:58] ng
[47:58] OPA
[47:58] Pro
[47:59] as well
[47:59] as
[47:59] yung
[48:00] ibang
[48:00] para
[48:01] po
[48:01] sa
[48:01] mga
[48:01] beneficiaries
[48:02] natin
[48:03] sa
[48:03] IMR
[48:03] at
[48:04] saka
[48:04] IMLL
[48:04] And
[48:04] then
[48:05] for
[48:05] 2027
[48:06] nakita
[48:06] ko
[48:06] dito
[48:07] meron
[48:07] din
[48:07] na-retain
[48:09] yung
[48:09] 800
[48:10] million
[48:10] Yes
[48:12] Your
[48:13] Honors
[48:13] because
[48:13] isilating
[48:14] po
[48:14] yung
[48:15] ang
[48:16] program
[48:17] po
[48:17] natin
[48:17] yan
[48:17] is
[48:18] yung
[48:18] four
[48:18] years
[48:18] po
[48:19] So
[48:19] sila
[48:19] rin
[48:20] yun
[48:20] Mr.
[48:22] Chairman
[48:22] I hope
[48:23] you can
[48:23] join us
[48:24] one of
[48:24] these
[48:24] days
[48:25] with
[48:27] beneficiaries
[48:28] we are
[48:28] very
[48:29] thankful
[48:29] to
[48:30] the
[48:30] Senate
[48:30] this
[48:31] August
[48:31] body
[48:31] for
[48:32] providing
[48:32] that
[48:32] allocation
[48:33] meron
[48:34] po tayong
[48:35] 31
[48:35] partners
[48:36] na
[48:36] SUCs
[48:36] throughout
[48:37] the
[48:37] country
[48:37] nagsalita
[48:43] yung
[48:43] isang
[48:44] scholar
[48:46] po
[48:46] natin
[48:47] kasama
[48:49] yung
[48:49] mga
[48:49] iilang
[48:50] mga
[48:50] anak
[48:51] sa
[48:53] MNLF
[48:54] kapamilya
[48:55] nila
[48:55] talagang
[48:57] pinigilan
[48:57] na lang
[48:57] naming
[48:58] emosyon
[48:59] tuwang-tuwa po
[49:00] sila
[49:01] yung pondo
[49:02] pong binigay
[49:02] ninyo
[49:03] sa scholarship
[49:03] nagbigay
[49:04] po ng
[49:05] pag-asa
[49:05] sa kanila
[49:06] at ngayon
[49:07] po may
[49:07] hopefully
[49:10] within the
[49:10] month
[49:11] may MOU
[49:11] pa kami
[49:12] mag-uumpas
[49:12] sa
[49:13] SAP
[49:13] semiconductor
[49:15] industry
[49:16] tinitingnan
[49:16] na po
[49:17] natin
[49:17] yung
[49:17] production
[49:17] line
[49:18] natin
[49:18] na
[49:18] masama
[49:19] sila
[49:20] ang
[49:21] gusto
[49:21] natin
[49:21] mangyari
[49:22] ng
[49:22] narrative
[49:22] natin
[49:23] anak
[49:23] ng
[49:24] isang
[49:24] dating
[49:25] combatant
[49:26] the
[49:26] former
[49:26] rebel
[49:27] that
[49:27] eventually
[49:27] be
[49:28] joining
[49:28] yung
[49:30] future
[49:30] ng
[49:31] mga
[49:31] industriya
[49:31] sa
[49:32] at
[49:33] malaki
[49:34] pong
[49:34] pasalamat
[49:34] namin
[49:35] dito
[49:35] at
[49:36] nakatulong
[49:37] po ito
[49:37] sa
[49:38] prosesong
[49:38] pangkapayapaan
[49:39] dahil
[49:40] sino ba
[49:40] naman
[49:40] ang
[49:41] magulang
[49:41] pag nakita
[49:42] niyang
[49:42] anak
[49:42] niya
[49:42] nag-aaral
[49:43] mag-isip
[49:44] pa
[49:44] ng
[49:44] masama
[49:45] kaya
[49:46] ulitin
[49:46] ko
[49:46] nagpapasalamat
[49:48] sana
[49:48] makasama
[49:49] po
[49:50] kayo
[49:50] minsan
[49:50] sa aking
[49:51] pag-ikot
[49:52] galing
[49:53] pa lang
[49:53] po kami
[49:53] sa
[49:54] Bilal
[49:54] the
[49:54] other
[49:54] day
[49:55] mga
[49:56] bata
[49:57] rin
[49:57] namin
[49:57] nakasama
[49:58] umaasa
[49:58] rin
[49:58] sa
[50:05] mesolidom
[50:06] dahil
[50:09] po sa
[50:09] Starlink
[50:10] nakakariting
[50:12] na po
[50:12] yung mga
[50:13] suporta
[50:15] sa sektor
[50:16] ng edukasyon
[50:17] elementary
[50:18] high school
[50:18] siguro
[50:20] kung
[50:20] minsan
[50:21] magkasama-sama
[50:22] papadala
[50:23] po kami
[50:23] ng
[50:23] panyaya
[50:24] sa inyo
[50:25] kung
[50:25] makasama
[50:25] po
[50:25] kayo
[50:27] pagpunta
[50:27] namin
[50:27] sa mga
[50:28] binibisita
[50:29] nating
[50:30] komunidad
[50:31] ng mga
[50:31] dating
[50:31] reperde
[50:32] salamat
[50:32] po muli
[50:33] laki
[50:33] po
[50:33] ng tulong
[50:34] ng binigay
[50:35] nyo
[50:35] iba pa
[50:35] rin
[50:35] talaga
[50:36] dati
[50:36] po
[50:36] kong
[50:36] alkalde
[50:37] iba po
[50:38] talagang
[50:38] epekto
[50:39] ng
[50:39] scholarship
[50:40] sa mga
[50:40] bata
[50:41] nagpipigay
[50:42] po
[50:42] ng
[50:43] pag-asa
[50:43] kailangan
[50:45] lang
[50:45] nagpipigil
[50:46] din kami
[50:47] sa aming
[50:47] emosyon
[50:48] pag
[50:48] nagsasalit
[50:48] ng mga
[50:49] bata
[50:49] nagpapasalamat
[50:50] kung
[50:50] tutusin
[50:51] hindi
[50:51] sa amin
[50:52] dapat
[50:52] magkasalamat
[50:53] kundi
[50:54] sa ating
[50:54] pamalaan
[50:55] lalong
[50:55] lalo
[50:56] na po
[50:56] sa
[50:56] sinado
[50:56] at
[50:57] sa
[50:57] kamara
[50:57] nagpipigay
[50:58] po
[50:58] ng
[50:58] pondo
[50:59] para
[50:59] sa
[50:59] kanila
[50:59] Thank you
[51:01] a sec
[51:01] actually
[51:02] yan
[51:02] ang aking
[51:02] pananaw
[51:03] sa
[51:04] how to
[51:05] sustain
[51:05] the gains
[51:06] of peace
[51:06] is through
[51:07] education
[51:07] kahil
[51:08] education
[51:11] talaga
[51:11] ang
[51:11] makakatulong
[51:12] para doon
[51:14] sa pamilya
[51:14] makahanap
[51:15] ng trabaho
[51:16] makapagtayo
[51:17] ng sariling
[51:18] negosyo
[51:19] the only way
[51:21] to sustain
[51:21] peace is
[51:22] they have
[51:22] their own
[51:22] livelihoods
[51:23] they have
[51:24] their own
[51:24] jobs
[51:25] they have
[51:25] their own
[51:26] businesses
[51:26] dahil
[51:28] kung walang
[51:28] kinikita
[51:29] o walang
[51:30] pagkukuna
[51:31] ng kita
[51:31] doon talaga
[51:32] pumapasok
[51:33] sa
[51:34] hindi magaganda
[51:35] whether it's
[51:36] ideology
[51:38] or
[51:39] even
[51:40] crime
[51:41] alam ni
[51:41] Will Bento
[51:42] ganyan talaga
[51:44] ang
[51:44] natural
[51:46] tendency
[51:46] so education
[51:47] is
[51:48] a very
[51:49] potent
[51:50] solution
[51:51] to
[51:52] sustain
[51:53] the gains
[51:53] of peace
[51:54] kaya
[51:54] natutuwa naman ako
[51:56] Bill
[51:56] you also
[51:58] included
[51:58] almost
[51:59] a billion
[51:59] pesos
[52:00] 800 million
[52:00] dito
[52:01] sa education
[52:03] Mr. Chair
[52:04] alam niyo po
[52:05] nung
[52:05] tama po
[52:07] kayo
[52:08] usaping
[52:09] kaldero
[52:09] ito
[52:10] pag walang
[52:11] laman
[52:11] ng kaldero
[52:11] ng isang
[52:12] pamilya
[52:13] ang taong
[52:13] gutom
[52:14] madali
[52:14] talaga
[52:15] makumbinsi
[52:15] gumawa
[52:15] ng
[52:16] labag
[52:16] sa batas
[52:17] pero
[52:18] ang pamilya
[52:19] ang nakakain
[52:19] ng tatong
[52:20] beses
[52:20] isang araw
[52:21] mag-iisip
[52:22] ng mag-iisip
[52:23] bago po
[52:23] gumawa
[52:24] ng
[52:25] labag
[52:26] sa batas
[52:27] nanggaling
[52:27] lang po
[52:28] kami
[52:28] sa Davao
[52:28] Nelonorte
[52:29] nagpaparating
[52:31] din po
[52:32] ang pasalamat
[52:32] ng mga
[52:33] IPs
[52:34] na dating
[52:34] mga rebelde
[52:35] ang isa
[52:36] po sa ating
[52:38] tinutulungan
[52:38] ay nagre-review
[52:40] po siya
[52:40] ngayon
[52:41] para sa
[52:41] bar exam
[52:42] niya
[52:45] malaki pong
[52:45] tulong
[52:45] talaga
[52:46] ng scholarship
[52:47] na binibigay
[52:47] ng ating
[52:48] pamalaan
[52:49] sa mga
[52:50] dependents
[52:50] ng
[52:51] itong
[52:52] nagre-review
[52:53] ng bar
[52:53] member
[52:54] talaga
[52:54] ng
[52:54] New People's
[52:55] Army
[52:55] at excited
[52:57] na siya
[52:57] at sabi ko
[52:58] sa kanya
[52:58] tutukan niya
[53:00] yung kanyang
[53:00] pag-review
[53:01] at sana
[53:02] aming
[53:03] pinapalang
[53:04] dinadasal
[53:05] na ika nga
[53:06] pumasa
[53:07] sa bar
[53:08] exam
[53:08] Thank you
[53:11] Secretary
[53:12] Mr. Chairman
[53:13] I'll
[53:14] go for my
[53:19] second round
[53:19] I'll
[53:22] listen to you
[53:24] first
[53:24] We're talking
[53:27] already about
[53:27] the progress
[53:28] in Mindanao
[53:29] so we're
[53:30] happy that
[53:30] the historic
[53:31] bar election
[53:33] just concluded
[53:34] may mga
[53:34] isolated incidents
[53:35] but generally
[53:36] peaceful
[53:37] hopefully
[53:39] this will
[53:39] really
[53:40] be the
[53:41] path
[53:41] to
[53:41] lasting
[53:42] peace
[53:42] we
[53:42] passed
[53:43] the
[53:45] bang
[53:46] samoro
[53:47] organic
[53:47] law
[53:48] in 2018
[53:48] hoping
[53:49] that
[53:49] finally
[53:50] peace
[53:51] with
[53:51] the
[53:51] rain
[53:52] in
[53:52] Mindanao
[53:53] but
[53:53] what
[53:54] is
[53:55] bang
[53:55] some
[53:56] more
[53:56] organic
[53:56] law
[53:56] although
[53:58] it gave
[53:58] us
[53:58] time
[53:59] for peace
[54:01] but
[54:02] we need
[54:03] to follow
[54:04] this up
[54:05] with
[54:05] economic
[54:05] development
[54:06] as you
[54:07] mentioned
[54:07] Secretary
[54:07] Mel
[54:08] the reason
[54:13] for all
[54:14] of this
[54:14] secessionist
[54:15] movement
[54:16] in Mindanao
[54:17] Mindanao
[54:18] is the
[54:20] richest
[54:21] among the
[54:21] islands
[54:22] it
[54:24] is
[54:25] land
[54:26] of
[54:26] promise
[54:26] hindi
[54:27] lang
[54:28] natin
[54:28] harness
[54:29] full
[54:30] potential
[54:31] because
[54:31] of the
[54:31] peace
[54:32] and
[54:32] order
[54:32] problem
[54:33] through
[54:33] the
[54:34] decades
[54:34] we have
[54:35] tried
[54:35] everything
[54:36] full
[54:38] military
[54:38] operations
[54:48] through the
[54:49] decades
[54:49] but
[54:51] we're
[54:51] hopeful
[54:52] that
[54:53] with the
[54:53] bang
[54:53] sa
[54:53] more
[54:54] organic
[54:54] law
[54:54] and
[54:54] with
[54:55] the
[54:55] recently
[54:55] concluded
[54:57] barm
[54:58] elections
[54:59] hopefully
[54:59] ito
[55:00] na
[55:00] yung
[55:00] peace
[55:00] but
[55:01] we need
[55:03] to
[55:04] follow
[55:04] it up
[55:04] with
[55:04] economic
[55:06] development
[55:06] meron
[55:08] tayong
[55:08] nabigyan
[55:09] tayo
[55:10] ng
[55:10] oras
[55:10] but
[55:11] we need
[55:12] to
[55:12] follow
[55:12] it
[55:12] up
[55:12] with
[55:12] economic
[55:13] development
[55:13] and
[55:14] ang isa
[55:15] sa
[55:15] kinalulungkot
[55:16] ko
[55:17] dito
[55:17] well
[55:19] Mindanao
[55:20] has
[55:20] been
[55:20] blessed
[55:21] with
[55:21] very
[55:23] nice
[55:23] roads
[55:23] right now
[55:24] infrastructure
[55:24] Mindanao
[55:25] pero
[55:25] kinalulungkot
[55:27] alam na
[55:27] SP to
[55:28] na matagal
[55:28] ko
[55:28] sinusulong
[55:30] talaga
[55:30] infrastructure
[55:30] development
[55:31] improve
[55:32] the
[55:33] airport
[55:36] sports
[55:36] and
[55:37] itong
[55:37] Mindanao
[55:37] railway
[55:38] system
[55:38] sayang
[55:38] which
[55:40] was supposed
[55:41] to be
[55:41] started
[55:41] during
[55:42] the last
[55:43] administration
[55:44] but
[55:44] unfortunately
[55:44] because of
[55:45] our
[55:45] problems
[55:47] in China
[55:48] medyo
[55:48] nahold
[55:48] siya
[55:49] but
[55:49] Sekmel
[55:50] do you
[55:51] think
[55:51] it's still
[55:52] worth
[55:52] pursuing
[55:53] kasi
[55:53] alam
[55:53] nyo
[55:54] yung
[55:54] basa ko
[55:55] lang
[55:55] dito
[55:55] simple
[55:55] sa eastern
[55:56] side
[55:56] of Mindanao
[55:57] nandyan
[55:58] yung
[55:58] insurgency
[56:00] CPP
[56:01] CPP
[56:01] in the eastern
[56:02] side
[56:02] of Mindanao
[56:03] and then
[56:03] the western
[56:04] side
[56:04] and the
[56:05] central
[56:06] Mindanao
[56:06] dandyan yung
[56:07] secessionists
[56:08] MILF
[56:09] MNLF
[56:10] Abusayap
[56:12] Ano pa
[56:14] ba
[56:15] lahat
[56:15] sa letra
[56:16] nasa
[56:16] Binanao
[56:16] It's
[56:19] lack of
[56:20] opportunities
[56:21] kasi
[56:21] pag
[56:21] meron tayong
[56:22] railway
[56:22] maganda
[56:23] naman yung
[56:23] highways
[56:25] I think
[56:26] we will
[56:27] create
[56:27] growth
[56:27] areas
[56:28] in this
[56:28] area
[56:29] in the
[56:29] different
[56:30] parts
[56:30] of Mindanao
[56:31] lalo na itong
[56:32] mga
[56:32] area
[56:34] ng
[56:34] BARM
[56:34] I had
[56:35] the chance
[56:36] a few
[56:37] months ago
[56:38] to visit
[56:39] BARM
[56:39] nakamotor po
[56:40] ako
[56:40] to promote
[56:41] motorcycle
[56:41] tourism
[56:42] first time
[56:44] sabi nga ni
[56:45] chief
[56:45] minister
[56:46] sabi makakuha
[56:48] first time
[56:48] a senator
[56:49] visited us
[56:50] nakamotor pa
[56:51] it's a big
[56:53] boost to them
[56:54] that knowing
[56:55] that the
[56:55] former
[56:56] conflict
[56:56] areas
[56:57] is now
[56:58] safe
[56:59] ready for
[57:00] openness
[57:00] for business
[57:01] and for
[57:01] tourism
[57:02] first time
[57:03] to visit
[57:03] Maguintanao
[57:04] Del Norte
[57:05] and the newly
[57:05] created new
[57:06] provinces
[57:07] in Del Sur
[57:08] ang ano
[57:10] ko lang
[57:10] doon
[57:11] would you
[57:12] suggest
[57:12] or would
[57:12] you
[57:13] push for
[57:14] the revival
[57:15] of the
[57:15] Mindanao
[57:15] railway system
[57:16] because I
[57:16] think
[57:17] that with
[57:17] the railway
[57:18] system
[57:18] this will
[57:19] really
[57:19] spread out
[57:22] the development
[57:22] especially
[57:23] in these
[57:23] areas
[57:24] ito yung
[57:24] mga
[57:24] isolated
[57:25] areas
[57:25] kaya
[57:25] naman
[57:26] nagkakaroon
[57:26] ng
[57:27] kaguluhan
[57:28] it's easy
[57:29] to recruit
[57:30] rebels
[57:32] or for
[57:33] secessionist
[57:34] movement
[57:34] paggutom
[57:34] ang tao
[57:35] di ba
[57:35] pag walang
[57:36] makain
[57:36] madaling
[57:37] maghikayat
[57:39] para sumama
[57:40] sa
[57:41] armed
[57:41] movement
[57:42] and again
[57:43] I guess
[57:43] through the
[57:43] years
[57:43] that was
[57:44] what happened
[57:45] in Mindanao
[57:46] so
[57:47] would you
[57:48] Sekmel
[57:49] pursue
[57:52] itong
[57:52] development
[57:55] continuous
[57:56] development
[57:57] of infrastructure
[57:57] para
[57:58] ma-spread
[57:58] out
[57:59] and
[57:59] stimulate
[58:00] economic
[58:00] growth
[58:00] in the
[58:01] different
[58:01] areas
[58:02] of Mindanao
[58:02] you're
[58:03] very
[58:03] correct
[58:03] your
[58:04] honor
[58:04] actually
[58:05] this is
[58:06] something
[58:06] we're
[58:06] looking
[58:07] forward
[58:07] to
[58:07] hopefully
[58:09] that
[58:09] Mindanao
[58:09] will be
[58:10] able to
[58:10] contribute
[58:10] at least
[58:11] 30%
[58:11] of our
[58:12] national
[58:12] GDP
[58:12] as of
[58:13] now
[58:14] it's
[58:14] below
[58:14] because
[58:15] conflict
[58:15] has really
[58:16] affected
[58:16] the image
[58:17] of Mindanao
[58:17] if there's
[58:18] conflict
[58:18] in the
[58:19] barm
[58:19] area
[58:20] the
[58:20] tendency
[58:21] is
[58:21] being
[58:21] reported
[58:22] as if
[58:22] the
[58:22] whole
[58:23] Mindanao
[58:23] is in
[58:23] trouble
[58:23] that
[58:24] basically
[58:25] is
[58:25] affecting
[58:25] the
[58:26] image
[58:27] of
[58:27] not
[58:28] only
[58:28] of
[58:28] Mindanao
[58:29] but
[58:29] the
[58:30] country
[58:30] for that
[58:31] matter
[58:31] it's
[58:31] something
[58:32] that we
[58:32] really
[58:32] have
[58:32] to
[58:33] pursue
[58:33] but
[58:33] there's
[58:33] a
[58:34] there's
[58:35] there
[58:35] are
[58:35] I
[58:36] would
[58:36] say
[58:37] light
[58:37] at the
[58:37] end
[58:37] of the
[58:38] tunnel
[58:38] if
[58:39] you're
[58:39] going
[58:39] to
[58:39] we're
[58:40] going
[58:40] to
[58:40] look
[58:40] at
[58:40] the
[58:40] 2025
[58:41] growth
[58:43] of
[58:43] the
[58:44] GDP
[58:44] growth
[58:46] of
[58:46] barm
[58:47] is
[58:47] at
[58:48] 5%
[58:48] and
[58:49] in
[58:50] 2018
[58:50] poverty
[58:52] rate
[58:52] was
[58:52] 54%
[58:53] and
[58:55] in
[58:56] the
[58:56] 2025
[58:56] data
[58:57] it's
[58:57] down
[58:57] to
[58:58] 12.8%
[58:59] your
[58:59] honors
[58:59] a
[59:00] great
[59:01] improvement
[59:01] on the
[59:02] part
[59:02] of
[59:02] the
[59:03] poverty
[59:05] incidence
[59:06] in
[59:07] the
[59:08] area
[59:08] with
[59:09] the
[59:09] rail
[59:09] peace
[59:10] has
[59:11] been
[59:11] the
[59:11] major
[59:12] issue
[59:13] there
[59:13] are
[59:13] so
[59:13] many
[59:14] people
[59:14] who
[59:14] are
[59:14] really
[59:14] interested
[59:15] in
[59:15] financing
[59:16] the
[59:16] railway
[59:16] system
[59:17] in
[59:17] Mindanao
[59:17] but
[59:18] one
[59:18] simple
[59:19] question
[59:19] what
[59:20] if
[59:20] pinasabog
[59:21] yung
[59:21] relays
[59:21] maya
[59:22] maya
[59:22] pinapasabog
[59:23] paano
[59:23] kami
[59:24] makakabawi
[59:24] so
[59:25] babalik
[59:25] din po
[59:26] tayo
[59:26] sa
[59:26] kapayapaan
[59:27] pag
[59:27] meron
[59:28] po
[59:28] may
[59:29] kapayapaan
[59:30] sa
[59:30] Mindanao
[59:31] matutuloy
[59:32] na
[59:32] matutuloy
[59:33] po
[59:33] yan
[59:33] ang
[59:34] maganda
[59:34] po
[59:35] dahil
[59:35] nasa
[59:36] ground
[59:36] po
[59:36] kami
[59:37] bago
[59:38] pa
[59:38] mag
[59:39] eleksyon
[59:39] ang
[59:40] tindi
[59:41] ng
[59:41] planning
[59:41] nagpapasalamat
[59:42] po
[59:42] tayo
[59:43] sa lahat
[59:43] ng
[59:43] mga
[59:44] leaders
[59:45] doon
[59:45] mamayan
[59:46] doon
[59:47] at
[59:48] kunin ko
[59:49] din po
[59:49] itong
[59:50] oportunidad
[59:50] magpasalamat
[59:51] hindi lang
[59:52] po sa
[59:52] security
[59:53] cluster
[59:53] siyempre
[59:55] ang
[59:56] COMELEC
[59:56] sila po
[59:57] ang
[59:57] may hawak
[59:59] ng
[59:59] buong
[1:00:00] proseso
[1:00:02] ng pagpili
[1:00:03] ng ating
[1:00:03] mga
[1:00:04] leaders
[1:00:04] doon
[1:00:05] pero
[1:00:05] nagpapasalamat
[1:00:06] din po
[1:00:07] tayo
[1:00:08] sa mga
[1:00:08] partner
[1:00:08] natin
[1:00:09] sa
[1:00:09] ating
[1:00:11] partner
[1:00:11] sa
[1:00:12] MILF
[1:00:12] sa
[1:00:13] mechanism
[1:00:13] po
[1:00:14] may
[1:00:14] CCCH
[1:00:15] yung
[1:00:15] cessation
[1:00:15] of
[1:00:16] hostilities
[1:00:16] natin
[1:00:16] at saka
[1:00:17] adyag
[1:00:17] ang
[1:00:19] bilis
[1:00:20] po
[1:00:20] ng
[1:00:21] coordination
[1:00:21] ang
[1:00:21] ganda
[1:00:22] ng
[1:00:22] coordination
[1:00:22] between
[1:00:23] the
[1:00:23] armed
[1:00:23] forces
[1:00:24] and
[1:00:24] the
[1:00:24] MILF
[1:00:25] kaya
[1:00:26] yung
[1:00:27] dalawang
[1:00:27] incidents
[1:00:28] may
[1:00:28] incidents
[1:00:29] sa
[1:00:29] Sharifa
[1:00:30] Idona
[1:00:30] ang
[1:00:31] dali
[1:00:31] kaagad
[1:00:31] na
[1:00:32] pigilan
[1:00:33] pag
[1:00:34] sinabing
[1:00:34] tama
[1:00:34] na yung
[1:00:35] putok
[1:00:35] tama
[1:00:35] na yung
[1:00:35] putok
[1:00:36] kaya
[1:00:37] nagpapasalamat
[1:00:38] din po
[1:00:38] tayo
[1:00:39] sa
[1:00:39] kanila
[1:00:39] napaka
[1:00:40] successful
[1:00:40] po
[1:00:41] ng
[1:00:41] eleksyon
[1:00:41] kinakabahan
[1:00:42] silang
[1:00:42] lahat
[1:00:43] inassure
[1:00:44] natin
[1:00:44] kaya
[1:00:44] nasa
[1:00:45] ground
[1:00:45] kami
[1:00:45] masiguro
[1:00:47] ng
[1:00:47] gobyerno
[1:00:49] ay
[1:00:49] balang
[1:00:50] papanigan
[1:00:51] neutral
[1:00:52] at
[1:00:52] masiguro
[1:00:53] may
[1:00:53] kapayapaan
[1:00:54] 84.35%
[1:00:57] po yung
[1:00:58] turnout
[1:00:58] napakataas
[1:00:59] po
[1:00:59] ng
[1:01:00] kinakabahan
[1:01:00] nila
[1:01:01] paka
[1:01:01] hindi
[1:01:02] nga
[1:01:02] makatating
[1:01:03] doon
[1:01:03] yung
[1:01:04] kung
[1:01:06] ikumpara
[1:01:07] po
[1:01:07] natin
[1:01:07] sa
[1:01:07] 2026
[1:01:08] 82.41
[1:01:09] ito po
[1:01:10] 84.35%
[1:01:12] nang umaga
[1:01:13] akala nila
[1:01:14] hindi maglalabasan
[1:01:15] ng tao
[1:01:15] dahil magkakagulo
[1:01:16] hindi po
[1:01:17] nangyari yun
[1:01:18] nagpapasalamat
[1:01:19] tayo ulit
[1:01:19] sa security
[1:01:20] cluster
[1:01:21] na atin
[1:01:21] kasama na rin
[1:01:22] po ang ating
[1:01:22] mga
[1:01:22] partner
[1:01:23] sa
[1:01:24] MILF
[1:01:25] na nagkooperate
[1:01:26] po sa atin
[1:01:27] masiguro
[1:01:27] may kapayapaan
[1:01:28] ng
[1:01:28] eleksyon
[1:01:29] doon
[1:01:29] at yung
[1:01:30] eleksyon
[1:01:30] na yun
[1:01:31] ang dami
[1:01:31] pong
[1:01:31] ang dami
[1:01:35] po ngayon
[1:01:35] nakaabang
[1:01:36] sa Mindanao
[1:01:37] kasama na
[1:01:37] po sa
[1:01:38] VARM
[1:01:38] pero yung
[1:01:40] eleksyon
[1:01:42] ang binantayan
[1:01:42] muna nila
[1:01:43] dahil po
[1:01:44] mapayapang
[1:01:45] eleksyon
[1:01:46] yung isang
[1:01:46] paanang
[1:01:48] negosyante
[1:01:48] doon na
[1:01:49] inaantay naman
[1:01:51] ngayon
[1:01:51] ang pagpili
[1:01:52] ng
[1:01:52] kanilang
[1:01:55] mga
[1:01:56] leader
[1:01:59] sa
[1:01:59] parliament
[1:02:00] at
[1:02:01] nagpapasalamat
[1:02:03] po ako
[1:02:04] nag-issue
[1:02:05] po ako
[1:02:06] ng statement
[1:02:06] kahapon
[1:02:07] at sumagot
[1:02:08] po ang
[1:02:08] MILF
[1:02:09] ngayong
[1:02:10] araw
[1:02:10] sa pagrespeto
[1:02:12] sa proseso
[1:02:13] at pagpapasalamat
[1:02:14] sa ating
[1:02:14] mahalang
[1:02:15] Pangulo
[1:02:15] na hindi
[1:02:16] makikialam
[1:02:17] sa pagpili
[1:02:18] ng kanilang
[1:02:19] leader
[1:02:20] dahil
[1:02:20] palagi po
[1:02:22] nating
[1:02:22] panindigan
[1:02:23] dito
[1:02:23] ang hugot
[1:02:24] po ng
[1:02:25] BOL
[1:02:25] is self
[1:02:26] determination
[1:02:27] and each
[1:02:27] one of us
[1:02:28] should respect
[1:02:29] that
[1:02:29] allow them
[1:02:30] to choose
[1:02:30] their leaders
[1:02:31] and they're
[1:02:32] very thankful
[1:02:33] to the
[1:02:33] national
[1:02:34] government
[1:02:34] for providing
[1:02:35] them
[1:02:36] the space
[1:02:38] for them
[1:02:38] to select
[1:02:39] their own
[1:02:40] leaders
[1:02:41] for them
[1:02:42] to somewhat
[1:02:43] determine
[1:02:44] their future
[1:02:44] they want
[1:02:45] a progressive
[1:02:46] Mindanao
[1:02:48] in fact
[1:02:49] for almost
[1:02:52] five years
[1:02:52] po nagprobo
[1:02:53] no community
[1:02:53] development
[1:02:54] work po
[1:02:55] ako sa
[1:02:55] BARM
[1:02:55] helping
[1:02:56] 27
[1:02:56] local
[1:02:57] government
[1:02:57] units
[1:02:57] ang battle
[1:02:59] cry po
[1:03:00] ngayon
[1:03:00] tama
[1:03:01] si
[1:03:01] senator
[1:03:02] jb
[1:03:03] chairperson
[1:03:04] po
[1:03:05] natin
[1:03:06] ang battle
[1:03:06] cry
[1:03:06] po
[1:03:06] ngayon
[1:03:07] sa
[1:03:08] basilan
[1:03:09] basulta
[1:03:10] basilan
[1:03:10] sulu
[1:03:13] jxs
[1:03:13] so
[1:03:13] is from
[1:03:16] terrorism
[1:03:17] to
[1:03:17] tourism
[1:03:18] nakafocus
[1:03:19] talaga
[1:03:19] sila
[1:03:20] sa
[1:03:20] turismo
[1:03:20] ngayon
[1:03:21] and
[1:03:22] in the
[1:03:22] boutique
[1:03:22] area
[1:03:23] what used
[1:03:24] to be
[1:03:24] Abu
[1:03:25] Abubakar, dinatawag natin Camp Abubakar.
[1:03:27] Tawag po natin ngayon is Iranun Development Corridor.
[1:03:31] Kasama po dyan ang Parang, Matanog, Barira, and Buldon.
[1:03:38] Battlecry po nila sa area ngayon is from war zone to economic zone.
[1:03:41] I can provide you a copy of the video that was presented in Parang.
[1:03:52] Kasi ililipat po doon ang kanilang government center.
[1:03:57] BGC din ang pangalan.
[1:04:00] Pang Samoro Government Center.
[1:04:20] Ang inspiration is Putrajaya.
[1:04:22] I have a copy of the video.
[1:04:24] I can provide our senators present this afternoon, a copy of it.
[1:04:53] Infrastructure support, social development, housing support.
[1:04:56] And we're going to work closely with all the multinationals, multilaterals, working in the area to ensure that each one is coordinated.
[1:05:03] And it should be orchestrated as well.
[1:05:06] Kasi mahirap yung daming pumupunta doon, pero halos para-pares ang ginagawa.
[1:05:11] Sinisiguro po namin and we would like to invite our good senators, perhaps give us a month.
[1:05:36] So, sa CAMP transformation po, infrastructure, social development, housing support, we're working closely with Minda.
[1:05:42] Mayroon pong MOU na napirmahan very recently.
[1:05:46] Transitional justice and reconciliation, tapos na pa yung parcellularity inventory project, na-launch na pa ito.
[1:05:51] Kung may sobra po po tayo, bigyan natin ng kopya ang ating mga senators natin, ating Senate President,
[1:06:02] ang ating chairperson ng Finance Committee, Truth and Justice Commission, the TGR Bill.
[1:07:37] So,
[1:07:37] Secpel, I'm just sorry to interrupt you, but I remember during my visit a few months ago,
[1:07:42] I had a chance to meet, I don't know if it was Governor Midtimbang,
[1:07:47] sagang Maguindanao, the newly created Maguindanao del Norte, and Maguindanao del Sur, si Bastura.
[1:07:54] Nagkaroon ng issue doon, that there was, I don't know, complantation yun,
[1:07:58] na there are about 5,000 workers already there, no?
[1:08:02] At parang, for some reason, nagsara, sayang din yung 5,000 workers that's providing employment,
[1:08:22] I just slip my mind kung ano yung rason kung bakit siya nagsara.
[1:08:26] Bili ba ko sa ating butihing chairperson, tama po yun, ang laki pong plantasyon na yun,
[1:08:38] sa Camp Bader po yun, sa Bader.
[1:08:40] It's a conflict area before.
[1:08:41] Sa Maguindanao, sa Campo Miss, isa po yan sa six camps.
[1:08:45] That's why ako nanginayang, Mr. President,
[1:08:48] President, kasi ito na yung nagbibigay livelihood as alternate doon sa mga dating rebelde.
[1:08:55] Tapos, maganda na yung hanap buhay nila, 5,000 of them, no?
[1:08:59] Biglang nagsara.
[1:09:00] So, what can we do?
[1:09:02] Can we try to revive this?
[1:09:04] Kasi sayang ito, eh.
[1:09:05] Dahil, alam niya, sa totoo lang, kinakabahan din ako noong nandun ako siya,
[1:09:09] magpa-alasing ko na, nakamotor lang ako doon.
[1:09:11] Mataw nga ako, no?
[1:09:13] Kasi baka umabot na ng 5 o'clock, maggagabi na.
[1:09:16] Pero, I mean, happy sila, dahil nag-dalaw.
[1:09:19] It's a good boost to them.
[1:09:21] Lalo na sabi nga ni Chief Minister Sami Makakuha,
[1:09:25] na, I mean, isa na door ka, national official, visiting us, nakamotor.
[1:09:30] So, it's a good...
[1:09:49] Napakalaki.
[1:09:51] Napakalaki, ang daming natutulungan.
[1:09:53] Yan ang hinayaya ko, eh.
[1:09:54] Ano ba pwede ba natin makaisin?
[1:09:56] Kompleto yun, pati yung saging, kompleto po yun.
[1:09:59] Nagkaroon lang po ng problema yung investor doon.
[1:10:01] Nagmuka, nagka...
[1:10:03] Hindi ko preview sa dahilan talaga.
[1:10:05] Pero, hinahanapan po natin.
[1:10:07] Sinasabi natin sa mga nasa negosyong yan to consider, no?
[1:10:31] Especially these are former...
[1:10:33] Most of them are former rebels, no?
[1:10:35] Sa kampo mismo.
[1:10:36] Kama sa kampo mismo.
[1:10:37] Tapos, may isa rin silang,
[1:10:39] I remember that they wanted,
[1:10:41] they were proposing parang bypass road
[1:10:44] that would make,
[1:10:45] that would link Maguindanao to Sultan Kudarat
[1:10:47] na mapapabilis.
[1:10:49] No?
[1:10:49] And that this, ito yung mga, ano,
[1:10:51] Mr. President, eh.
[1:10:52] Ito yung mga infrastructure that I think
[1:10:56] will really open up
[1:10:58] and will really stimulate economic growth sa area.
[1:11:01] Yan ang talagang,
[1:11:02] alam ni SP,
[1:11:03] yan talaga yan ang aking,
[1:11:04] that has been my advocacy,
[1:11:07] yung infra development
[1:11:08] because it will stimulate economic growth.
[1:11:10] Can you find out na segment
[1:11:12] or kung alam niyo yung details
[1:11:13] na wala sa isip ko
[1:11:15] kung sa Maguindanao yun,
[1:11:16] going to bypass,
[1:11:17] going through,
[1:11:18] alam ko sa mga plantation,
[1:11:19] going to Sultan Kudarat
[1:11:20] para mapaaga na,
[1:11:21] hindi na yung iikot pa na malayo,
[1:11:23] diretso na.
[1:11:24] Actually,
[1:11:25] nagpapaschedule na po kami
[1:11:27] ng meeting sa DPWH,
[1:11:29] konsulta sa kanilang planning office.
[1:11:32] Tama po yung sinabi nyo
[1:11:33] at kasama din po dyan
[1:11:35] ang pag-connect
[1:11:35] ng,
[1:11:36] yung Iranon Development Corridor,
[1:11:41] ang tawag din lang
[1:11:41] yung Iranon Development Council,
[1:11:44] nasa saligang batas naman natin,
[1:11:46] nasa local code
[1:11:47] at inadapt ang Bangsa Moro local code,
[1:11:50] yung interlocal collaboration,
[1:11:52] shared service concept.
[1:11:53] So,
[1:11:54] nag-isa-isa,
[1:11:55] naging inspirasyon po
[1:11:56] yung Iranon Development Council.
[1:11:58] Ngayon,
[1:11:58] may SUDC,
[1:12:01] ito naman yung sa butig,
[1:12:03] limang bayan naman sila.
[1:12:05] Tapos,
[1:12:05] yung dito sa Maguindanao,
[1:12:08] sursa,
[1:12:08] Dato P yang,
[1:12:10] sama rin sila.
[1:12:11] So,
[1:12:11] may proposal,
[1:12:12] tama po yung sinabi ni Chair Person,
[1:12:15] Your Honor,
[1:12:15] tama po yung sinabi nyo.
[1:12:18] At yung kalsada from,
[1:12:20] from Parang,
[1:12:23] papuntang,
[1:12:24] diretso ng Marawi,
[1:12:27] malaki pong epekto noon
[1:12:28] ng infrastrukturang yun.
[1:12:32] In fact,
[1:12:32] pag nangyari po ito,
[1:12:34] ang parang magiging city po ito.
[1:12:37] Pero hindi nga lang,
[1:12:38] pwedeng tawagin
[1:12:38] parang city,
[1:12:40] parang ang sama ng dating eh.
[1:12:42] Parang city.
[1:12:42] City of parang.
[1:12:44] So,
[1:12:44] kasi parang,
[1:12:46] pag sinabi mong parang city,
[1:12:47] mukhang walang maniniwala eh.
[1:12:48] So,
[1:12:49] ang biruan namin ni Mayor Ibai,
[1:12:51] kailangan city of parang
[1:12:53] kasi
[1:12:53] ang laki ng porti na tama po yun
[1:12:56] at
[1:12:57] dere-dere
[1:12:57] so that we can,
[1:13:01] ano natin yun eh,
[1:13:02] kailangan natin mag-accelerate
[1:13:04] ng
[1:13:04] spending,
[1:13:06] kasi
[1:13:06] after the flood control
[1:13:08] scandal,
[1:13:10] medyo bumagal,
[1:13:11] so we need to
[1:13:12] accelerate spending.
[1:13:13] But we need to
[1:13:14] pinpoint
[1:13:17] projects that will
[1:13:19] be
[1:13:20] contributory
[1:13:21] to nation building.
[1:13:22] Tulad po nito,
[1:13:23] hindi yung,
[1:13:24] sorry po ha,
[1:13:25] may mga project kasi,
[1:13:26] parang pin-roject lang,
[1:13:27] para alam nyo na,
[1:13:27] hindi ko na alam,
[1:13:28] ayaw ko nang
[1:13:28] I'm going to details.
[1:13:29] But these are the projects
[1:13:31] that contribute to
[1:13:32] nation building.
[1:13:33] Ito yung mga talaga
[1:13:33] sinusulong,
[1:13:34] tinutulak natin eh.
[1:13:35] Diba na,
[1:13:36] may returns to.
[1:13:38] Ito yung may balik eh.
[1:13:39] Kaya kung even if it
[1:13:40] will cost some,
[1:13:40] of course,
[1:13:42] it will cost,
[1:13:43] but I think
[1:13:43] that by
[1:13:45] being able to open
[1:13:46] a gateway,
[1:13:49] going to
[1:13:50] barm,
[1:13:51] a cold thick area
[1:13:52] that will create growth areas
[1:13:53] that will provide
[1:13:54] opportunities.
[1:13:55] Yan naman kailangan
[1:13:56] natin pagtalungan.
[1:13:57] So probably,
[1:13:59] you can,
[1:14:00] siguro yung part of
[1:14:01] your pamaan na projects
[1:14:02] isa i-infra,
[1:14:03] baka tignan nyo
[1:14:03] kung pwede natin
[1:14:04] pagtalungan dyan.
[1:14:05] We can also
[1:14:05] augment if necessary.
[1:14:08] After our meeting,
[1:14:09] Your Honor,
[1:14:09] we'll brief you about it.
[1:14:10] I'll visit your office,
[1:14:11] Your Honor.
[1:14:12] Thank you.
[1:14:12] Likewise,
[1:14:13] yung ano po ron,
[1:14:14] napunta ko,
[1:14:15] Mr. Sir President,
[1:14:15] yung mga mosky doon,
[1:14:17] gaganda.
[1:14:18] Diba?
[1:14:19] May punta ko yung
[1:14:19] Pink Mosk
[1:14:20] and the others,
[1:14:21] yung Grand Mosk,
[1:14:22] papicture nga ako
[1:14:24] sa harap nun eh.
[1:14:26] Pero medyo kailangan
[1:14:27] na nila.
[1:14:27] They're requesting
[1:14:28] for rehabilitation
[1:14:30] and we will help
[1:14:31] doon sa Pink Mosk.
[1:14:33] Pintura lang yun eh.
[1:14:34] And I think
[1:14:36] it will be a good
[1:14:36] tourism
[1:14:38] destination.
[1:14:41] It's very unique.
[1:14:44] Pink Mosk,
[1:14:45] saan nga ba yun?
[1:14:46] Magiginda na din yun eh.
[1:14:48] Mamaya,
[1:14:48] alam ko yung number
[1:14:49] niyo.
[1:14:50] Alam ko saan si Mayor
[1:14:51] mihingi nung
[1:14:52] para mabukha yun.
[1:14:53] So,
[1:14:53] these are the things
[1:14:54] that I noticed
[1:14:55] when I had the chance
[1:14:57] to visit Barman.
[1:14:58] I would like to
[1:14:58] kami,
[1:15:00] Sir President,
[1:15:02] or authors
[1:15:03] of the Bank
[1:15:04] Sa More Organic Law,
[1:15:05] we want this to work.
[1:15:05] Sabi ko nga,
[1:15:06] kailangan natin
[1:15:06] dito to follow up
[1:15:07] ng development.
[1:15:08] Hindi pwedeng,
[1:15:09] hindi naman makakain
[1:15:10] yung batas eh.
[1:15:11] Of course,
[1:15:11] it gave us time.
[1:15:13] Diba?
[1:15:13] May peace tayo,
[1:15:14] pero pag hindi natin
[1:15:16] na-follow up yan
[1:15:16] ng trabaho,
[1:15:17] tanap buhay,
[1:15:19] eh,
[1:15:20] madali na naman
[1:15:21] manghikayat yan.
[1:15:22] Pag gutom yan,
[1:15:23] madali manghikayat
[1:15:24] sa kaguluhan yan.
[1:15:26] Diba?
[1:15:26] Ganyan naman
[1:15:27] nangyari noon eh.
[1:15:28] Pero pag may trabaho,
[1:15:29] tanap buhay,
[1:15:29] hindi na yan
[1:15:30] mag-aarbas ulit.
[1:15:32] So that's why
[1:15:32] I'm hoping itong
[1:15:34] please,
[1:15:35] please check on
[1:15:37] that bypass road
[1:15:38] that I mentioned
[1:15:40] yun sa may
[1:15:40] open Maguindanao
[1:15:44] to Sultan Qudarat
[1:15:45] sa Barham area
[1:15:46] and
[1:15:46] yung tourism,
[1:15:48] yung
[1:15:49] Pink Moss,
[1:15:51] mura lang nga yung pinturo,
[1:15:52] 5 million,
[1:15:52] baka pwede pa-sponsor
[1:15:54] natin yun
[1:15:54] Pink.
[1:15:56] And among others,
[1:15:58] yung mga
[1:15:59] na-pick up natin doon.
[1:16:00] So that's those,
[1:16:02] these are the,
[1:16:03] this I don't mind
[1:16:04] spending
[1:16:05] for infrastructure
[1:16:06] because these are really,
[1:16:08] this will stimulate
[1:16:08] economic growth.
[1:16:09] Kaya na siguro,
[1:16:10] Sekmel lang ano ko,
[1:16:11] inaano ko dito,
[1:16:12] lalimindanao railway,
[1:16:13] I think this will
[1:16:14] create growth areas.
[1:16:16] You create
[1:16:16] commercial areas,
[1:16:18] industrial parks,
[1:16:19] no?
[1:16:19] Sa bawat
[1:16:20] dadaanan
[1:16:21] ng railway,
[1:16:23] magkaka-commercial,
[1:16:24] magkaka-industrial parks,
[1:16:25] magkaka-food terminals.
[1:16:27] Diba?
[1:16:28] So we'll create
[1:16:29] growth areas,
[1:16:29] we'll create
[1:16:30] jobs,
[1:16:31] and opportunities
[1:16:31] in the future.
[1:16:32] Yan naman na lagi
[1:16:33] kong sinasabi.
[1:16:34] Ay,
[1:16:35] hindi tayo naniniwala
[1:16:37] na mabubuhay tayo
[1:16:39] sa ayuda,
[1:16:39] buong buhay natin.
[1:16:40] This is not sustainable.
[1:16:41] Dapat ito,
[1:16:42] pansamantala lang.
[1:16:45] What we have to work on
[1:16:46] is jobs
[1:16:47] and opportunities
[1:16:48] in the future.
[1:16:49] And these are,
[1:16:49] ano,
[1:16:49] yung mga nation-building
[1:16:50] infrastructure.
[1:16:52] Sana yan ang ating push.
[1:16:53] May pag-asa na po yun,
[1:16:55] Your Honor,
[1:16:56] kasi
[1:16:56] yung na-mention mo kanina
[1:16:58] sa
[1:16:59] Eastern Seaboard
[1:17:00] ng Minanaw,
[1:17:02] yung Caraga,
[1:17:04] ang maganda po noon,
[1:17:05] nagkaisal po lahat
[1:17:06] ng gobernador doon.
[1:17:08] At ngayon,
[1:17:09] ang laki po ng improvements
[1:17:10] of peace and order
[1:17:11] sa region na yun.
[1:17:14] As we all know,
[1:17:14] the provincial governor,
[1:17:17] sila po yung chairperson
[1:17:18] ng peace and order council.
[1:17:19] Hinagampanan talaga po nilang
[1:17:21] kanilang obligasyon,
[1:17:23] ang kanilang papel
[1:17:24] bilang chairperson
[1:17:25] ng peace and order council.
[1:17:27] Nagsama-sama po
[1:17:28] yung lahat ng gobernador
[1:17:29] sa Caraga.
[1:17:31] At ganoon din po
[1:17:32] ang nangyari
[1:17:32] sa Dabao region.
[1:17:34] So,
[1:17:34] malaki na pong improvement
[1:17:35] sa kapayapaan
[1:17:37] sa Mindanao.
[1:17:38] Hindi lang po
[1:17:39] sa barn,
[1:17:39] kundi sa kabuhang Mindanao.
[1:17:41] Siguro,
[1:17:41] Sekmel,
[1:17:41] yung nabanggit ko
[1:17:42] sa Dato,
[1:17:43] ano to,
[1:17:43] Saudi,
[1:17:44] ang patuan,
[1:17:45] doon yung Pinkmos.
[1:17:47] 5 million na,
[1:17:48] makapwede nyo naisama
[1:17:48] sa Community Infrastructure,
[1:17:50] 375 million na,
[1:17:52] 10 million pa.
[1:17:53] Baka may mag-sponsor
[1:17:54] pang paint
[1:17:54] ng napakaraming pink na paint.
[1:17:57] Maka-libre pa kayo.
[1:17:59] Pero I think it's worth
[1:18:00] fixing,
[1:18:00] ano,
[1:18:01] developing
[1:18:02] itong mga ito.
[1:18:04] Sige,
[1:18:04] pagtulungan nyo natin
[1:18:05] lalo yung infrastructure.
[1:18:06] Sige pa.
[1:18:07] The special infrastructure
[1:18:08] needs of the barn area.
[1:18:10] Gusto natin mabuhay dun eh.
[1:18:11] Gusto natin magkaroon
[1:18:12] ng livelihood.
[1:18:14] Diba?
[1:18:14] Again,
[1:18:15] after the bangsa
[1:18:16] more organic law,
[1:18:17] kailangan natin
[1:18:17] i-follow up talaga
[1:18:18] ng livelihood yan,
[1:18:20] ng kabuhayan.
[1:18:21] Okay.
[1:18:22] Ang ano lang,
[1:18:23] siguro sa budget,
[1:18:24] as Chairman of Finance,
[1:18:26] original Opapro
[1:18:27] proposed an amount
[1:18:28] of 13.443 billion,
[1:18:30] but the NEP
[1:18:31] approved budget
[1:18:32] for Opapro
[1:18:33] is only 9.305 billion
[1:18:35] for 2027,
[1:18:37] a 14.4% bump.
[1:18:40] Yet,
[1:18:40] as of mid-2026,
[1:18:42] Opapro has disbursed
[1:18:43] only 21.7%
[1:18:45] of its total
[1:18:46] allotments
[1:18:47] and obligated
[1:18:47] only 39.1%
[1:18:49] of its funds.
[1:18:50] If an increase
[1:18:51] of funds
[1:18:51] is still needed,
[1:18:53] ang syempre,
[1:18:53] tanong lang natin,
[1:18:54] why should the Senate
[1:18:55] approve an increase
[1:18:55] when over
[1:18:56] 3.35 billion
[1:18:58] in allotments
[1:18:59] are unobligated
[1:19:00] and over
[1:19:01] 2.53 billion
[1:19:02] unpaid
[1:19:03] obligations
[1:19:04] piled up
[1:19:04] in the first half
[1:19:05] of 2026
[1:19:07] alone?
[1:19:07] So siguro,
[1:19:09] anong update na lang,
[1:19:10] anong status ngayon
[1:19:11] ng inyong obligation rate
[1:19:12] at ng inyong pong
[1:19:13] disbursements?
[1:19:18] Thank you,
[1:19:18] Mr. Chair,
[1:19:19] your owners.
[1:19:21] Based on our records
[1:19:22] for the fiscal year
[1:19:23] 2026 regular fund,
[1:19:26] we are allotted
[1:19:27] 8.1 billion
[1:19:28] and we obligate
[1:19:31] 6.4 billion
[1:19:34] that represents
[1:19:37] 73.56
[1:19:38] obligation rate,
[1:19:41] your owners.
[1:19:42] We have also
[1:19:43] continuing fund
[1:19:44] of 208 million
[1:19:47] and the obligation
[1:19:49] amounts
[1:19:51] 226 million.
[1:19:54] Our obligation rate
[1:19:55] is 60.82
[1:19:57] percent,
[1:19:58] I mean,
[1:20:00] with a grand total
[1:20:01] of balance
[1:20:03] of 2.2
[1:20:04] billion
[1:20:06] and the
[1:20:08] percentage
[1:20:08] of obligation,
[1:20:09] your owners,
[1:20:11] is 73.24
[1:20:13] percent.
[1:20:14] For fiscal year
[1:20:16] 2026,
[1:20:17] the bulk
[1:20:18] of the remaining
[1:20:19] balance is
[1:20:20] 40 paman
[1:20:20] projects.
[1:20:21] Ongoing po kasi
[1:20:22] yung mga projects
[1:20:23] na yun,
[1:20:23] your owners.
[1:20:24] So by the end
[1:20:24] of the year,
[1:20:25] you expect
[1:20:25] disbursements?
[1:20:27] ending namin
[1:20:30] ng third quarter,
[1:20:32] your honor,
[1:20:33] very satisfactory
[1:20:34] po ang rating
[1:20:35] namin.
[1:20:36] Napabilis na po
[1:20:37] natin.
[1:20:39] So ano,
[1:20:40] just a question
[1:20:41] also,
[1:20:42] because of the
[1:20:43] fiscal,
[1:20:43] low fiscal
[1:20:44] space this
[1:20:45] year,
[1:20:46] but
[1:20:46] 13.43
[1:20:49] billion proposed
[1:20:50] by the
[1:20:50] budget
[1:20:50] proposed
[1:20:51] 9 billion.
[1:20:53] So what are
[1:20:53] the priority
[1:20:53] programs that
[1:20:54] will be affected
[1:20:55] sa tingin nyo?
[1:20:56] Or is 9 billion
[1:20:57] enough already
[1:20:58] for you?
[1:20:58] Pero that's an
[1:21:00] increase already
[1:21:00] from last year,
[1:21:01] kahit pa paano,
[1:21:02] kahit yung 9 billion.
[1:21:03] Kasi ano eh,
[1:21:04] pasensya na po,
[1:21:05] almost all the
[1:21:06] departments are
[1:21:07] seeking
[1:21:07] higher
[1:21:09] budget for this
[1:21:11] year,
[1:21:11] kaya lang,
[1:21:11] because of our
[1:21:12] very,
[1:21:12] very low
[1:21:13] fiscal space.
[1:21:14] So is 9 billion
[1:21:18] enough for you?
[1:21:19] Anyway,
[1:21:19] may increase
[1:21:20] din yun.
[1:21:20] Sa pamanan nyo
[1:21:21] from 5 billion
[1:21:22] last year,
[1:21:23] we have 6 billion
[1:21:24] for 2020.
[1:21:25] Ah,
[1:21:25] 5 billion this year,
[1:21:26] mag 6 billion
[1:21:27] tayo for next year.
[1:21:29] Your Honor,
[1:21:30] this is what
[1:21:30] I'm going to
[1:21:31] discuss with you
[1:21:32] after the...
[1:21:34] Mr. Chairman,
[1:21:35] kita ko lang dito
[1:21:36] in my notes.
[1:21:38] Yung normalization
[1:21:39] program for
[1:21:40] 2026
[1:21:41] is 918
[1:21:43] million.
[1:21:44] So,
[1:21:44] of course,
[1:21:46] far cry
[1:21:47] from the
[1:21:48] 14 billion
[1:21:49] na kailangan.
[1:21:51] I'm putting
[1:21:52] emphasis on
[1:21:52] the normalization
[1:21:53] because,
[1:21:54] una-una,
[1:21:55] that's part of
[1:21:55] the deal.
[1:21:56] And then,
[1:21:57] pangalawa,
[1:21:59] that's also
[1:21:59] part of the
[1:22:00] sustaining
[1:22:02] the peace
[1:22:02] efforts.
[1:22:04] Ang ayaw
[1:22:04] kasi natin
[1:22:05] is,
[1:22:06] after doing
[1:22:07] all of this,
[1:22:07] nagkaroon tayo
[1:22:08] ng signing
[1:22:09] ng batas,
[1:22:10] tapos babalik tayo
[1:22:11] sa dati.
[1:22:12] Mukhaan naman
[1:22:13] hindi,
[1:22:13] because the
[1:22:14] election,
[1:22:14] for me,
[1:22:15] is a sign
[1:22:16] that people
[1:22:17] are yearning
[1:22:17] for peace
[1:22:19] and stability.
[1:22:21] But we need
[1:22:22] to sustain it,
[1:22:23] especially those
[1:22:24] agreements that
[1:22:25] we entered
[1:22:25] into.
[1:22:26] So,
[1:22:28] pero tama ba?
[1:22:29] Dito sa
[1:22:30] 2016
[1:22:33] is 918.
[1:22:36] Ang normalization,
[1:22:42] 2026 pala,
[1:22:44] 918.
[1:22:45] and then
[1:22:46] for 2027,
[1:22:47] walang
[1:22:48] amounts
[1:22:49] for
[1:22:51] normalization.
[1:22:52] Tama ba,
[1:22:53] Yusek,
[1:22:53] Wilben?
[1:22:54] For,
[1:22:56] Mr. Chair,
[1:22:57] your honors,
[1:22:57] for 2027,
[1:22:59] that's,
[1:23:00] for normalization,
[1:23:01] is 1.3 billion.
[1:23:02] 1.3,
[1:23:03] hindi ko pala
[1:23:03] nakita.
[1:23:04] 1.3.
[1:23:05] But again,
[1:23:06] far cry from
[1:23:07] that 14 billion
[1:23:09] that we are
[1:23:10] requesting.
[1:23:12] Mr. Chairman,
[1:23:13] with your permission,
[1:23:14] I think
[1:23:14] si Secretary Mel
[1:23:15] wants to
[1:23:16] have a
[1:23:17] five-minute
[1:23:18] conversation
[1:23:21] with us.
[1:23:22] If you allow,
[1:23:23] Mr. Chairman,
[1:23:24] so we can
[1:23:25] suspend.
[1:23:25] Sure,
[1:23:26] the session
[1:23:27] is
[1:23:27] pended.
[1:32:27] Just a question
[1:32:28] also,
[1:32:29] Sekmel,
[1:32:30] dito sa
[1:32:31] Educational
[1:32:32] Assistance Program,
[1:32:33] what challenges
[1:32:33] or dilemmas
[1:32:34] cause the
[1:32:34] delayed release
[1:32:35] of the
[1:32:36] 850 million
[1:32:37] for Educational
[1:32:38] Assistance
[1:32:39] and can
[1:32:39] OCPAP
[1:32:40] realistically
[1:32:41] obligate
[1:32:42] and disperse
[1:32:42] the remaining
[1:32:43] 45%
[1:32:44] of its
[1:32:45] 2026
[1:32:45] program
[1:32:46] before the
[1:32:46] year end?
[1:33:09] Yes,
[1:33:10] we can.
[1:33:11] We have a
[1:33:11] very good
[1:33:12] relationship
[1:33:12] except for
[1:33:13] one university
[1:33:13] who recently
[1:33:14] had a new
[1:33:14] president.
[1:33:15] But they
[1:33:17] were able
[1:33:17] to submit
[1:33:18] their
[1:33:19] liquidation
[1:33:20] and we
[1:33:22] are very
[1:33:22] confident
[1:33:23] that we
[1:33:23] can do
[1:33:24] it,
[1:33:24] Mr. Chair.
[1:33:27] Okay,
[1:33:27] by the
[1:33:27] year end,
[1:33:28] no?
[1:33:29] Okay.
[1:33:30] And then
[1:33:30] I think
[1:33:31] that's one,
[1:33:31] of course,
[1:33:32] that's the
[1:33:33] advocacy
[1:33:35] for the
[1:33:35] president,
[1:33:36] but he
[1:33:36] was very
[1:33:37] much
[1:33:37] concerned
[1:33:38] with
[1:33:38] educational
[1:33:39] assistance
[1:33:40] in the
[1:33:41] educational
[1:33:42] program
[1:33:42] in the
[1:33:43] area.
[1:33:45] Just like
[1:33:46] to ask
[1:33:46] about the
[1:33:46] unliquidated
[1:33:47] fund
[1:33:47] transfers,
[1:33:48] about
[1:33:48] 9.9
[1:33:49] billion
[1:33:50] according to
[1:33:51] COA
[1:33:52] finding,
[1:33:52] implementing
[1:33:52] agency
[1:33:53] partners
[1:33:53] of
[1:33:54] OPAPRO.
[1:33:54] Under the
[1:33:55] COA audit
[1:33:55] report,
[1:33:56] OPAPRO has
[1:33:57] 9.936
[1:33:58] billion in
[1:33:59] unliquidated
[1:34:00] fund
[1:34:00] transfers
[1:34:00] to
[1:34:01] implementing
[1:34:02] agencies,
[1:34:02] some dating
[1:34:03] back as far
[1:34:04] as 21
[1:34:04] years.
[1:34:06] Whereas the
[1:34:06] agency
[1:34:06] issued
[1:34:07] 43
[1:34:07] checks
[1:34:08] totaling
[1:34:08] 1.45
[1:34:09] billion
[1:34:10] in new
[1:34:11] transfers
[1:34:11] to
[1:34:12] agencies
[1:34:12] that
[1:34:12] hadn't
[1:34:13] liquidated
[1:34:14] prior
[1:34:14] funds.
[1:34:14] Anong
[1:34:15] action
[1:34:16] o
[1:34:16] akbang
[1:34:16] nagawa
[1:34:17] ng
[1:34:17] UPAPRO
[1:34:17] sa
[1:34:17] issue
[1:34:18] na ito?
[1:34:19] Magkano
[1:34:19] na?
[1:34:19] At out
[1:34:20] of
[1:34:20] the
[1:34:20] 9.936
[1:34:21] billion
[1:34:22] ang
[1:34:22] na-recover
[1:34:23] or
[1:34:23] na-liquidate
[1:34:24] ngayong
[1:34:24] taon?
[1:34:25] Baka
[1:34:25] lang po
[1:34:25] ito
[1:34:26] matanong
[1:34:26] kasi
[1:34:26] sa
[1:34:27] plenary.
[1:34:28] We
[1:34:28] are
[1:34:28] asking
[1:34:29] already
[1:34:29] some
[1:34:29] questions
[1:34:30] now
[1:34:30] that
[1:34:30] so
[1:34:31] it
[1:34:31] will
[1:34:31] make
[1:34:33] the
[1:34:34] agency
[1:34:35] ready
[1:34:35] for
[1:34:35] plenary
[1:34:36] debates
[1:34:36] and
[1:34:37] discussion.
[1:34:39] Sige
[1:34:39] po,
[1:34:40] yun lang
[1:34:40] about
[1:34:40] implementing
[1:34:41] the
[1:34:41] unliquidated
[1:34:43] fund
[1:34:43] of
[1:34:50] for
[1:34:50] the
[1:34:50] 9.9
[1:34:51] billion
[1:34:52] reported
[1:34:53] unliquidated
[1:34:54] fund
[1:34:54] transfer.
[1:34:56] 2.6
[1:34:57] billion
[1:34:57] has already
[1:34:57] been
[1:34:58] liquidated
[1:34:59] as of
[1:35:00] September
[1:35:01] 30,
[1:35:01] 20,
[1:35:02] 26
[1:35:03] and
[1:35:04] the
[1:35:04] 7.3
[1:35:05] billion
[1:35:06] balance
[1:35:06] is
[1:35:07] being
[1:35:08] addressed.
[1:35:10] Ongoing
[1:35:11] po ito
[1:35:11] your
[1:35:12] owners
[1:35:13] and
[1:35:14] karamayan
[1:35:14] din po
[1:35:15] dito
[1:35:15] yung
[1:35:15] mga
[1:35:15] pamana
[1:35:16] projects
[1:35:17] na
[1:35:17] one
[1:35:18] tuloy-tuloy
[1:35:19] po yung
[1:35:20] ongoing
[1:35:22] project
[1:35:22] so
[1:35:23] ang
[1:35:24] reflect
[1:35:24] po
[1:35:24] nun
[1:35:25] sa
[1:35:25] mga
[1:35:25] records
[1:35:26] is
[1:35:26] still
[1:35:26] unliquidated.
[1:35:28] May mga
[1:35:28] completed
[1:35:29] na rin
[1:35:29] po
[1:35:30] mga
[1:35:30] projects
[1:35:31] ang
[1:35:32] pamana
[1:35:33] and
[1:35:33] that's
[1:35:33] why
[1:35:34] paunti-unti
[1:35:34] po
[1:35:35] namin
[1:35:35] itong
[1:35:36] nireconcile
[1:35:38] with
[1:35:38] the
[1:35:38] reported
[1:35:38] 9.3
[1:35:39] billion
[1:35:39] but
[1:35:40] again
[1:35:40] it's
[1:35:41] 2.6
[1:35:42] billion
[1:35:42] na po
[1:35:43] yung
[1:35:44] liquidated
[1:35:45] and
[1:35:45] as part
[1:35:46] of the
[1:35:46] management
[1:35:47] action
[1:35:48] on
[1:35:49] this
[1:35:49] is
[1:35:50] we
[1:35:50] have
[1:35:50] already
[1:35:51] issued
[1:35:51] demand
[1:35:52] letters
[1:35:52] to
[1:35:53] other
[1:35:53] local
[1:35:54] government
[1:35:54] units
[1:35:54] as well
[1:35:54] as
[1:35:55] the
[1:35:55] national
[1:35:55] government
[1:35:55] agencies
[1:35:56] na
[1:35:56] nagbigay
[1:35:58] po tayo
[1:35:58] ng
[1:35:58] fund
[1:35:58] transfer
[1:35:59] your
[1:35:59] honours
[1:35:59] Mr.
[1:36:01] Senate
[1:36:01] President
[1:36:02] I'm sure
[1:36:09] hindi na
[1:36:09] mali-liquidate
[1:36:10] ito
[1:36:10] pag
[1:36:10] 21
[1:36:11] years
[1:36:11] na
[1:36:12] but
[1:36:13] I just
[1:36:14] want
[1:36:14] to
[1:36:14] just
[1:36:15] flag
[1:36:15] our
[1:36:16] agency
[1:36:17] na
[1:36:17] I think
[1:36:21] it's a
[1:36:21] documentation
[1:36:23] slash
[1:36:24] follow-up
[1:36:24] issue
[1:36:25] sa mga
[1:36:26] ganitong
[1:36:27] liquidation
[1:36:27] kalam
[1:36:28] may
[1:36:28] makulit
[1:36:29] sa
[1:36:29] pag
[1:36:29] follow-up
[1:36:30] kung
[1:36:31] hindi
[1:36:31] nagli-liquidate
[1:36:32] huwag
[1:36:32] na
[1:36:32] bigyan
[1:36:33] ulit
[1:36:33] kasi
[1:36:33] nanganganak
[1:36:34] yan
[1:36:34] we've
[1:36:35] seen
[1:36:35] this
[1:36:35] in
[1:36:35] many
[1:36:36] agencies
[1:36:36] nagpapatong
[1:36:37] patong
[1:36:37] yung
[1:36:38] kanilang
[1:36:38] liquidation
[1:36:40] so
[1:36:40] just
[1:36:41] be
[1:36:41] mindful
[1:36:42] of
[1:36:43] itong
[1:36:44] ganitong
[1:36:45] liquidating
[1:36:46] issue
[1:36:46] kasi
[1:36:47] malaki
[1:36:47] siya
[1:36:47] 9.94
[1:36:50] billion
[1:36:51] ang
[1:36:52] hindi
[1:36:52] na
[1:36:52] li-liquidate
[1:36:53] including
[1:36:54] 8.57
[1:36:56] billion
[1:36:56] for
[1:36:57] pamana
[1:36:57] medyo
[1:37:04] mababa
[1:37:04] na po
[1:37:04] ito
[1:37:05] we'll
[1:37:05] be
[1:37:05] able
[1:37:05] to
[1:37:06] submit
[1:37:06] our
[1:37:07] ongoing
[1:37:09] kasi
[1:37:09] marami
[1:37:09] rin
[1:37:10] dito
[1:37:10] Mr.
[1:37:13] Chair
[1:37:13] and
[1:37:14] ang
[1:37:15] iba
[1:37:15] nito
[1:37:16] yung
[1:37:16] matagal
[1:37:16] mga
[1:37:16] CSO
[1:37:17] ito
[1:37:17] ng
[1:37:17] araw
[1:37:18] years
[1:37:19] ago
[1:37:19] pero
[1:37:19] ngayon
[1:37:20] po
[1:37:21] sa
[1:37:21] peace
[1:37:22] room
[1:37:22] namin
[1:37:22] we're
[1:37:23] using
[1:37:23] a
[1:37:24] system
[1:37:26] that
[1:37:27] will
[1:37:27] be
[1:37:27] able
[1:37:27] to
[1:37:27] closely
[1:37:28] monitor
[1:37:28] the
[1:37:29] infrastructure
[1:37:29] projects
[1:37:30] that
[1:37:30] we're
[1:37:30] undertaking
[1:37:30] na
[1:37:31] sa
[1:37:32] telepon
[1:37:33] ako
[1:37:33] makikita
[1:37:33] kong
[1:37:34] pag
[1:37:34] hindi
[1:37:35] tumama
[1:37:36] sa
[1:37:36] schedule
[1:37:36] lalabas
[1:37:37] siya
[1:37:38] para
[1:37:38] matutukan
[1:37:39] kaagad
[1:37:39] namin
[1:37:40] anong
[1:37:40] catch-up
[1:37:40] plan
[1:37:41] para
[1:37:41] may
[1:37:41] iwasan
[1:37:42] po
[1:37:42] yung
[1:37:42] mga
[1:37:42] problema
[1:37:42] ganito
[1:37:43] in the
[1:37:43] future
[1:37:44] the
[1:37:45] use
[1:37:45] of
[1:37:45] technology
[1:37:46] of
[1:37:46] course
[1:37:46] the
[1:37:47] advantage
[1:37:47] of
[1:37:47] today's
[1:37:48] world
[1:37:48] is
[1:37:48] the
[1:37:50] digital
[1:37:51] platform
[1:37:52] they
[1:37:52] currently
[1:37:52] have
[1:37:53] already
[1:37:53] record
[1:37:55] Mr.
[1:37:55] Chairman
[1:37:56] during
[1:37:56] the
[1:37:59] suspension
[1:38:00] of
[1:38:01] the
[1:38:01] hearing
[1:38:01] si
[1:38:03] Secretary
[1:38:03] Mel
[1:38:04] will
[1:38:05] give
[1:38:06] us
[1:38:06] a
[1:38:06] proposal
[1:38:07] through
[1:38:07] the
[1:38:07] committee
[1:38:08] of
[1:38:08] course
[1:38:08] we
[1:38:09] cannot
[1:38:09] divulge
[1:38:10] it
[1:38:10] openly
[1:38:11] because
[1:38:11] it's
[1:38:12] confidential
[1:38:13] in
[1:38:13] nature
[1:38:14] but
[1:38:14] upon
[1:38:14] record
[1:38:15] that
[1:38:15] there
[1:38:15] are
[1:38:16] proposals
[1:38:16] to
[1:38:17] fulfill
[1:38:21] our
[1:38:21] commitments
[1:38:22] in
[1:38:23] relation
[1:38:23] to
[1:38:24] the
[1:38:24] decommissioning
[1:38:25] and
[1:38:25] the
[1:38:25] normalization
[1:38:56] that proposal through a
[1:38:58] position paper. Thank you.
[1:39:00] Thank you, our
[1:39:01] President.
[1:39:04] Please update
[1:39:06] us because of course, that will
[1:39:08] be very
[1:39:09] crucial in our
[1:39:12] quest really for lasting peace.
[1:39:15] Finally, hopefully,
[1:39:16] you can re-resolve para matapos na ito.
[1:39:19] Hopefully, it will
[1:39:20] hasten yung
[1:39:22] decommissioning process and talagang
[1:39:24] yung peace
[1:39:25] after all of this
[1:39:29] nang nakatapos ng
[1:39:30] Bangsamoro election
[1:39:33] and all. So, we're on the way
[1:39:35] there. Just like, just
[1:39:37] another
[1:39:38] issue
[1:39:41] validating, yung Opapro validating
[1:39:43] quarterly progress reports. Pamana
[1:39:45] and it's about Pamana also.
[1:39:47] Pamana infrastructure takes up nearly
[1:39:49] 5 billion across 176
[1:39:52] civil works projects. Yet,
[1:39:53] COA flagged that Opapro consistently failed.
[1:39:55] to validate quarterly progress
[1:39:57] reports within the mandated 10
[1:39:59] calendar days due to weak monitoring
[1:40:01] and follow-up. Paano natin ba
[1:40:03] sisigurado na yung higit sa
[1:40:04] 3.76
[1:40:05] billion na nakalaan para sa
[1:40:07] mga kalsada tulay sa
[1:40:09] 2027 ay hindi na madi-delay
[1:40:11] at hindi na magiging
[1:40:13] ghost project. So, ano yung
[1:40:15] mga ano natin dito to
[1:40:16] safeguards? Because, ano na,
[1:40:18] napasensya na.
[1:40:20] Sek, no, we are all, ano pa, still
[1:40:22] reeling from that
[1:40:23] 2025
[1:40:23] flood control
[1:40:26] scandal. So, we
[1:40:28] need, we want to hear the
[1:40:29] necessary safeguards
[1:40:30] regarding the
[1:40:32] infrastructure projects.
[1:40:36] Your Honor, we have people on the
[1:40:37] ground. We're very
[1:40:38] conscious about this. We're very
[1:40:39] strict about it. In fact, as I
[1:40:41] mentioned earlier, we do have a
[1:40:43] peace room already that
[1:40:44] that any member of
[1:40:45] Congress can basically check
[1:40:47] every project that we're
[1:40:48] currently doing. And, uh, in
[1:40:51] the system, once completed a
[1:40:52] gun chart, uh, a
[1:40:54] corresponding gun chart is
[1:40:55] geo-tagged to ensure that the
[1:40:57] project is existing. And we
[1:40:59] would know the status of the
[1:41:00] project real-time, uh, so
[1:41:03] that, uh, we'll be able to
[1:41:05] ensure regularly, uh, I've
[1:41:08] been going around the
[1:41:09] country, uh, your, uh, your
[1:41:11] honor to ensure that our
[1:41:13] projects are being
[1:41:14] administered well. And, uh,
[1:41:17] the roads most especially
[1:41:18] has, uh, huge impact to
[1:41:21] our beloved brothers and
[1:41:24] sisters who have been
[1:41:24] deprived of the service that
[1:41:26] they should have gotten, uh,
[1:41:28] for decades. And, uh, as
[1:41:31] I've said, our battle cry now
[1:41:32] is creating shared value. Uh,
[1:41:34] we're conscious about this and
[1:41:35] the instruction of the
[1:41:36] president is to strengthen on
[1:41:37] reconciliation, working
[1:41:39] closely with local government
[1:41:40] units. And we have
[1:41:42] partnered with armed forces to
[1:41:43] also end the Philippine
[1:41:45] national police to monitor
[1:41:47] the projects that we're
[1:41:48] doing, uh, on the ground. And
[1:41:51] of course, uh, to, uh, the
[1:41:55] instruction of the president
[1:41:55] is to focus as well on the
[1:41:57] socioeconomic, uh, condition of
[1:41:58] our people, treatment of our
[1:41:59] people. Rest assured, uh, your
[1:42:02] honor that we are addressing
[1:42:03] this. Since ASU office, we're
[1:42:05] using technology to ensure
[1:42:06] that, uh, our, uh, monitoring
[1:42:10] evaluation mechanism, as well as,
[1:42:12] uh, uh, validation of projects
[1:42:15] are, uh, are, uh, uh, managed
[1:42:18] well, uh, your honor. Your
[1:42:20] honors, uh, in addition to
[1:42:22] secretary Mel's, uh, statement,
[1:42:24] uh, the projects of PAMANA are
[1:42:27] monitored through multiple levels.
[1:42:29] Number one is, uh, local
[1:42:31] government units assigned focal
[1:42:32] person and submit reports to
[1:42:35] partner agencies. Number two,
[1:42:37] partner agencies use their own
[1:42:39] MNE system monitoring and
[1:42:42] evaluation system, uh, third
[1:42:44] party spot monitoring by civil
[1:42:45] society with OPAPRO and RDC
[1:42:49] RPOC meetings and prevent
[1:42:50] provincial technical working
[1:42:53] group for updates and issue
[1:42:54] resolution and periodic
[1:42:56] assessment, interagency
[1:42:59] meetings and site visits. We
[1:43:02] have also, uh, measures for
[1:43:04] transparency and accountability
[1:43:05] mechanisms. Uh, there are five
[1:43:08] of which feedback and response
[1:43:10] mechanism, third party monitor or
[1:43:13] community centered monitoring, the
[1:43:15] project and community billboards.
[1:43:18] We have also web posting of
[1:43:20] project status reports and
[1:43:23] performance space fund releases.
[1:43:25] Your honors. Thank you. And, uh,
[1:43:28] uh, your honor, um, coming from
[1:43:30] the local government unit, we've
[1:43:32] been, uh, going around reminding
[1:43:34] our local chief executives to, uh,
[1:43:39] religiously comply the requisites
[1:43:41] of, uh, our A7160, uh, specifically
[1:43:44] uh, with respect to people's
[1:43:48] participation as articulated under
[1:43:50] article 13 of the constitution. And
[1:43:52] that's why there is a chapter four
[1:43:54] in the local development code as we
[1:43:55] download the funds, uh, with respect
[1:43:58] to POs and NGOs, uh, relation
[1:44:00] at 106, 109, uh, not less than 25%
[1:44:04] composition, local development
[1:44:06] council should come from civil society,
[1:44:08] NGOs, POs. And, uh, we encourage
[1:44:11] former rebels organized to participate
[1:44:14] in the local development council, uh,
[1:44:18] to ensure that their voices are
[1:44:19] heard. They don't really have to pick
[1:44:21] up a firearm. If they're going to
[1:44:23] articulate the things that they need,
[1:44:25] the government should be addressing. So
[1:44:27] a good number of, uh, former rebels
[1:44:29] are now members of the, uh, local
[1:44:33] development council. And we would like
[1:44:35] to recognize, uh, of course, uh, Nueva
[1:44:38] Vizcaya and Nueva Ecea, uh, and Aurora
[1:44:43] wherein the former rebels are now
[1:44:45] members of, uh, the local development
[1:44:49] council and is part in drafting their
[1:44:52] annual investment plan. And under
[1:44:54] sections 106, 109, there's a monitoring
[1:44:56] evaluation mechanism in that prescribing
[1:44:59] the law. And we've encouraged them to
[1:45:02] help us monitor all these projects as
[1:45:05] well, uh, your honor. Uh, we now have a
[1:45:09] total of two in the region members,
[1:45:11] regional development council, provincial
[1:45:13] level 14 and municipal 13. We now have
[1:45:16] a total of 29 POs. And we would like
[1:45:18] to encourage other local government
[1:45:20] units to do the same, uh, allow former
[1:45:23] rebels to participate in governance
[1:45:25] because that is, uh, prescribed in the
[1:45:27] constitution as well, uh, your honor.
[1:45:28] We will just, uh, to not, we will just
[1:45:41] submit some of the questions here. We
[1:45:43] just have a lot, some, some more things
[1:45:46] that you want, we want to find out. Um,
[1:45:49] and also to help you prepare for the
[1:45:51] plenary debates, we will submit it to
[1:45:53] you. So please prepare the index cards
[1:45:55] para po prepared, para ready yung
[1:45:57] kayo. Um, so I, um, you'll be my
[1:46:02] backstop. So I'll be the one defending
[1:46:04] you there. So kailangan nakaredy po
[1:46:07] index cards natin. So I don't have
[1:46:10] questions for now. I will just submit to
[1:46:12] you the other questions that we still
[1:46:14] have here. So with that, the committee
[1:46:17] chair would like to thank everyone,
[1:46:19] especially our secretary, Mel
[1:46:20] Sinan Sarmiento, my, uh, batchmate
[1:46:23] also in, uh, in Congress when Congress
[1:46:25] was still not so controversial. I'm
[1:46:29] lucky. We're, no, we're lucky that we,
[1:46:32] you know, we were already happy with
[1:46:34] what, what, what we had before. Kaya
[1:46:36] hindi tayo controversial nun eh, di
[1:46:37] ba? Uh, anyway, um, to our, uh,
[1:46:41] esteemed resource person, thank you
[1:46:42] very much for actively participating in
[1:46:44] our discussions today. There being no
[1:46:46] further question, the budget of the
