[6:30] uh he hasn't uh lost his position dahil nakadeklara sa rules na um since wala ang sp at 12 sila they can [6:43] declare uh all seats vacant maliban sa senate president at a pwede ang vice president maging [6:50] acting president in the absence of sp apa ah okay so in in other words this isn't actually a coup [6:58] it's just that they were able to hold the session without the senate president okay we were able to [7:06] ask the legislative staff here they said that uh technically this may be considered a coup [7:13] pero walang uh deklarasyon ng bagong senate president although maaari nga kasing maging acting [7:20] president itong si uh si senator win gachalian kung matatandaan natin uh apa matagal nang uh isinisulong [7:29] ng senate minority na maging sp itong si senator win dahil gusto nilang bumuo ng koalisyon sa senado [7:38] because uh they believe that uh gachalian can actually uh fulfill his duties dahil siya rin yung [7:44] nangunda sa uh pagsisulong or pagbuo ng maayos na national budget this year because he was then finance [7:53] committee chair bago nangyari itong uh naging udita noong may 11 na nagdeklara kay sp alan peter [8:00] cayetano bilang uh senate leader nga no so sa ngayon uh apa all those uh uh although [8:10] senate president uh alan peter cayetano is not here kailangan kasi ng 13 votes so that's required no a [8:16] quorum is required to elect uh a new senate president that's as per the legislative staff [8:23] here kaya sa ngayon ang posisyon itong si uh senator win gachalian ay senate president pro [8:32] tempore or vice president okay so so far we have no reaction from uh cayetano and uh are we expecting [8:40] him to say that this was an illegal session and that uh they cannot change the committee chairman [8:46] or what what do you think what what are we expecting uh uh nasana samagot itong si uh ano sa [8:59] sa nangyari uh sa sasyon ngayong hapon because um base doon sa senate rules no um [9:07] um yeah baka absences simula nung dunez so [9:53] kasama dyan yung majority senators hindi lang si sp alan at uh yan ay filed by a 21 year old legal [10:01] management student na sinabi niya na wala raw siyang uh sinasamahang grupo walang nagpapunta sa kanya [10:10] dito sa senate kanina pero filed na ito before the ethics committee at uh wala pa kasing na [10:17] idedeklarang uh ethics committee chair nung final niya ito pero maaari naman itong nakabindihan pa rin sa [10:25] sa sa komite although wala pang uh chair so uh hinihintay natin kung merong uh reaction mula sa [10:34] majority camp at naging kay kayatano dahil uh mabilis yung pangyayari no apa from the fighting of the [10:41] ethics complaint to escudero surfacing dito sa uh senate plenary at uh kahapon sinabi [10:50] uh okay well it remains to be seen uh what uh kayatano's reaction will be and uh of course we're [11:18] keenly awaiting to see what the other uh majority senators will say uh if there's going to be a [11:25] session [15:11] position because you you need to have a vote of uh of the whole senate uh to to do that uh however [15:20] he's no longer in charge because he's absent so um it was sort of a coup and uh gachalian is now the [15:30] acting uh senate president and has rearranged a lot of the committee chairmanships um tomorrow is a [15:39] key meeting of the blue ribbon committee in which um uh senator erwin tool for the events that [15:50] happened today here's the change of leadership was uh legit was legal because it was based on supreme [15:59] court uh decision diavelino versus cuenco case way back in 1949 february 18 1949 i know there was also [16:11] a precedent in 2017 when senator franklin lawn was the senate president there was a quorum 12 of them [16:19] because out of the 24 three were in prison nasa kulungan po in tatlong senador lima po ang [16:27] nakabakasyon kaya 12 po ang nagkaroon po sila ng quorum so we have a precedent the reason why we have to do [16:35] this there's already a violation of the constitution three straight days po that they they uh blatantly [16:44] disregard the rule of law the constitution so we have to act and we are very fortunate that one of [16:53] them a member of the majority before senator jesus kudero do not conform and do not believe in what [17:01] they are fighting for because he believes na yung kanila pinaglalaban ay malipo na yung kanilang [17:10] pagbuboykot ay para ipagtanggo lamang ang ilang sa mga kasamahan nila so the guy suddenly made a decision [17:20] today to join so para magkaroon po kami ng quorum and you may ask bakit hindi is there quorum yes [17:27] there is we're just considered uh 22 now so divided by two that's 12 plus i mean 11 plus one is 12 so we [17:37] have a quorum yung sinasabing 13 yun po ay kung kumpletong 24 at dalawa po sa amin yung isa nagtatago yung [17:45] yung isa nakakulong so we only have ang bilang po ay 22 so divided by two yung sabi po na majority [17:52] para makuha majority divided by two so that's 11 plus one and that was jesus kudero nga po arriving [17:58] today so the break po yung impasse uh when senator escudero showed up today because na sinasabi niya po [18:07] sa amin he doesn't believe anymore on what they're fighting for number two there will be a blue ribbon [18:16] committee hearing on monday we are just moving the schedule date from tomorrow to prepare all [18:28] members matter of fact i declare and i manifested that all members of the senate be in the majority [18:38] and the mine the new minority now we they are all members of the blue ribbon committee [18:44] para wala pong masabi na ikang may hokus pokus now pertaining to those invited resource persons [18:53] hindi po ako sangayon because we have to review these people may sasabihin po ba talaga [19:00] meron po bang ididisclose we have to review this number two the proper way to invite resource persons [19:07] you do not give it out to the media you give it to the members first and
