Today's press conference pertains to the filing of criminal and administrative charges in connection with recent incidents involving alleged violations of existing laws and regulations governing online conduct statements. [0:34] Joining us today are USEC Aboy Paraiso of the Cybercrime Investigation and Coordinating Center, Director Melvin Matibag of the NBI, and USEC Precious Hipólito Castello of the Presidential Communication Office. This is in connection with the case to be filed against Attorney Harold Rispicio, Vice Mayor from Isabela, for his behavior sa social media. [1:30] So, ang tinitingnan natin kaso rito is inciting to seditions, rebellion, and unlawful use of means of publications, unlawful utterances. [1:43] So, ang nag-issue ng complaint abidibit, ang nag-execute is no other than Aboy Paraiso. And of course, with the support ng ating USEC Precious Hipólito. [1:57] So, yun lang. Nag-pile sila sa amin, we'll do the investigation and case bill that, and eventually, we'll file it to the Department of Justice for proper disposition. [2:09] Good morning. [4:16] Maging responsable rin po tayo sa pag-po-post. [4:18] Maging maingat din po tayo at igalang din po natin ang karapatan ng bawat isang mamamayan. [5:05] Ang tanong na seryoso, kapag hindi na gumagana ang traditional principle ng ating konstitusyon na seryoso, [5:14] kapag hindi na gumagana ang traditional principle ng ating konstitusyon na demokrasya, [5:25] anong sagot? Malapit na kasi ang 2028 and dadami na naman yung mga gano'ng mga posts, [9:16] incendiary posts and other forms of expression that may go beyond free speech. [9:21] So ano yung paghahanda ang ginagawa ng CICC in terms of these matters and in part the NBI and the PCO? [9:29] Ito ho, itong ginagawa ho natin, this is in furtherance ho nung MOA na nilagdaan ho ng PCO, ng DOJ at ng DICT. [9:39] Alam nyo naman ho, ang NBI is an attached agency of the DOJ at ang CICC ho is an attached agency of the DICT ho. [9:47] So ito ho, ito yung kampanya, ito yung katuparan, ito yung execution ng kampanya natin, [9:52] not against fake news but false information. [9:55] At ang tinetreshold na, ang ginagawa ho natin threshold, those post expressions na nag-i-incite na ng kaharasan. [10:14] At ito yung mga expressions na pag binagbabatayan ng mga kababayan natin, ng mga opinion nila, [10:20] yung pinag-aalab yung damdamin nila, pero ang pabatayan ng mga damdamin, yung galit nila sa atin is maling information. [10:27] So maybe, [10:28] Ito yung giving opportunity para yung ima sa atin na minamagal. Every opportunity, the DOJ is a pre-processed. [15:39] So, are we talking about the same person doon sa post niya? [15:42] Yeah, doon sa Facebook page niya, tsaka doon sa mga other social media channels niya. [15:48] We are, we have seen a lot rin namin para pag pinasa namin sa NBI, medyo kompleto na ho. [15:57] Again, this is born out of a partnership. [16:00] Kami naman ho ni Director Melvin. Dave Gomez at saka ni Yusek Precious na [16:48] pag mga ganitong klaseng tao na alam nyo na yung ipopost, we're talking to the... [16:52] The last note alam po, Director, doon po sa binagat niya po mga posibleng isang pangreklamo po laban sa kanya, [18:58] ano po yung karampatang parusa na maaari po niyang harapin sa kasakali pong lumusot po [19:04] sa ating pong pagsukat ng ebidensya yung kanya pong mga ginawa? [19:10] Iba't-ibang penalty to, ranging from prison correctional to prison mayor. [19:15] So, more than 6 years to 20 years na mga penalty na to. [21:40] At siguro, ito ho, magsilbing babala sa inyo na ang PCO, ang NBI ho, ang CICC ho, [21:46] nakabantay na ho sa mga post ninyo na mayroon na tayong sukatan [21:51] na ginagamit, para naman ho, hindi na, pag lumagpas kayo sa sukatan na ito, [21:55] hindi na siguro tama na palagpasin pa kayo, talagang dapat maging accountable tayo [22:01] doon sa mga pinupost natin. [22:03] Last na lang po, dahil naging grounds noong sa disbarment ni Atty. Larry Gadon, [22:08] yung pagbumar niya sa media, basta yung mga talagang maanghang na salita, [22:15] na disbar siya, pwede bang maging grounds ng disbarment itong mga salita ni [22:21] may restisyo at may magpapail ba sa inyo ng disbarment?
