[2:13] Today we're honored to be joined by four distinguished House members, all of whom are members of the [2:21] Philippine Bar, headed by House Committee on Justice, Chairperson, and Lead Prosecutor, [2:31] Jerbil Jinky Betrix-Louisro of Batangas. [2:34] House Committee on Ways and Means, of course, the veteran, the chairman, Miro Kimbo of Marikina City. [2:40] Yes, sir. House Assistant Majority Leader, Antonino B. Roman III of Bataan. [2:49] And House Assistant Majority Leader, Agata Paula Agay Cruz of Bulacan. [2:55] Today, Lead Prosecutor, Luisro, will provide updates on the ongoing impeachment proceedings against the Vice President. [3:03] And Chairman Kimbo, of course, will discuss the Kalinga Act. [3:09] And House Assistant Majority Leaders, Cruz and Roman, will highlight the legislative accomplishments of the House of Representatives. [3:18] The head of Congress, Congress synergy adjournment this week. [3:21] So, kung meron pong opening remarks si Ma'am Jinky and the two other guests, you may proceed po. [3:31] So, today, as everybody knows, last day ng filing ng answer ng respondent Vice President. [3:45] At nakamonitor din po ang buong prosecutors ng House of Representatives, no? [3:52] As soon as we receive the answer from the Vice President, we will be starting to prepare our reply, which is supposed to be filed within the non-extendable period of five days, no? [4:08] So, sana matapos namin within the week para lahat ng responsive pleadings filed now with the impeachment court. [4:18] So, after the receipt of the answer and subsequently of the reply, we will be looking forward to the conduct of pre-trial conference, no? [4:30] Itong pre-trial conference na ito, this is supposed to simplify the presentation of evidence and witnesses which will happen during the trial. [4:43] To be specific, kapag sinabi nating pre-trial conference, nagsasubmit tayo ng stipulation of facts, and then we respond whether to admit or to deny the stipulation of the defense team. [4:59] We also submit the list of the witnesses, and we do the marking also of the exhibits, which will be very, very helpful to us, considering that three out of four articles have voluminous documents to consider, no? [5:18] Ano itong tatlong articles ng four articles of impeachment which entail a lot of documentary evidence? [5:27] First and foremost is the confidential fund, second is the bribery, and third is the unexplained wealth, no? [5:36] So, we look forward to attending the pre-trial conference, which according to news report, ay sa June 15 daw. [5:46] And after this pre-trial conference, the initial date for trial, again, according to news report, will be on July 6, no? [5:56] Ang apprehension lang po namin, the prosecution team, while we have these dates coming from news reports, actually wala po tayong official notice about the schedule of pre-trial conference. [6:13] We have no official information as a matter of fact whether papayagan ba o hindi itong pre-trial conference na ito. [6:20] And even the first schedule of the trial, wala pa rin po tayong official na notice from the impeachment court. [6:29] But we look forward that since the Senate already convened the impeachment court, we are positive na magtutuloy-tuloy ito. [6:39] And in as far as the 11 prosecutors is concerned, kami po ay ready, ready to appear before the impeachment court. [6:49] As we have shared before, nagkaroon po ng assignment of articles of impeachment. [6:56] Ito pong four articles are being led by one, one public prosecutor. [7:02] Like, for threat, our team leader is SDM Illinois Defensor. [7:08] For confidential fund, it's now Congressman Joel Chua. [7:14] Because I yielded to all the team leaders, I will not be leading anymore an article of impeachment, no? [7:21] For bribery, it is now Congressman Keith Flores. [7:26] And for unexplained wealth, it is Congressman Terry Ridon. [7:30] Hanggat hindi po natatapos ang presentation of evidence, please anticipate that there will be changes on the assignment of prosecutors, no? [7:42] After all, ito po ay exclusive authority ng prosecution to decide on how we will present our evidence, who to present, what to present, and when to present them, no? [7:56] So, right now, full swing po ang aming preparation. [8:02] We are reading a lot of materials where we have workshops and we do MAC trials as well. [8:10] This is as we approach the schedule, although unofficial, of the pretrial conference as well as the trial, which will be on June 15 and July 6, respectively. [8:28] For the 11 prosecutors, rest assured that we are ready to fulfill our mandate under the Constitution. [8:37] That would be all for my opening statement. [8:41] Thank you, Chairperson Luistra. [9:26] And we hope before po tayo mag-adjourn ng ating pong session ay makapagpasa pa po kami ng additional na anim po na mga priority LEDAC measures, [9:36] which as you all know ay yung pong priority work plan po na as agreed by the executive at ng legislative. [10:31] Nakakatawa, last week po, meron ho kaming mga, on third reading, 36 ang pumasa, 5 ang national, 31 ang local, at meron ho 29 na panukalang batas na pumasa sa second reading, 8 ang national at 21 ang local. [10:51] Ang nais po sana namin mangyari, bago ho mag-adjourn, ay maipasa na ho ang third reading, yung 6 na lidak measures na pumasa ho ng second reading last week. [11:05] So tuloy lang po yung aming trabaho. [11:34] First, on the impeachment po muna kay Kong Jinky, may private prosecutors na po, Chair? [11:43] As I have said before, we have more than enough private prosecutors. [11:49] Only that, we are not yet done finalizing as to who will be entering their appearance as private prosecutors [11:59] and who will be working as part of our legal and research team. [12:06] So, to your question, yes, we have, in fact, a huge number of private prosecutors. [12:14] All of them are on a voluntary basis, and that is why we are grateful. [12:22] We are thankful to all these private lawyers who are really offering help to the public prosecutors. [12:30] Please bear with us as we cannot announce yet the list of our private prosecutors [12:36] as we still continue to assess who will be joining the trial [12:43] and who will be joining the preparation of the public prosecutors. [12:53] Ma'am, although wala pa po kayong formal notice whether it's July 6 na nga po yung trial proper, [13:01] but there were calls po kasi na i-reconsider yung date, [13:07] lalo't meron po ngayong kinerate na subcommittee on the flood control controversy ang Senado. [13:15] O baka daw po matakpan yung, o may ilihis daw po yung usapin ng impeachment. [13:21] May we know kung saan nanggagaling yung calls to reconsider the date of July 6? [13:26] I think one of the trial spokespersons, Tong Zia, parang nanawagan na, [13:35] i-reconsider man na po. [13:37] Well, my reaction to that is, let us remember that the mandate of the Constitution, [13:46] that is to be forthwith, is not only with respect to convening the impeachment court. [13:53] It says, trial forthwith. [13:56] In other words, by trial, we mean presentation of evidence, presentation of witnesses. [14:04] If ever there will be changes to July 6, it should be earlier and not later. [14:11] That is if our intention is to respond to the mandate of the Constitution, which says, trial forthwith. [14:21] Okay. I left others, ano na lang po, do the follow-up on impeachment. [14:32] But to Kongmiro na lang po siguro, can you walk us through po, [14:37] doon sa context ng kalinga in layman's term, [14:42] at gano'n po kahalaga yung measure po na ito para sa tao-bayan? [15:07] Ang kalinga bill ay sa pangarap at pagmimiti ni Speaker Bojidi [15:14] tsaka ni Majority Leader Sandro Marcos. [15:17] Ang gusto natin dito makreate isang framework na kung saan [15:20] ang gobyerno ay nagkakaroon ng framework within which [15:25] paano siya magre-react each time nagkakaroon ng oil price surge or crisis. [15:31] Kasi alam natin na hindi ito ngayon lang mangyayari. [15:33] Nakikita-kita natin ito na [15:35] as long as the Philippines remains 100% import dependent on oil, [15:40] maapektuhan talaga tayo tuwing nagkakaroon ng pagsirit ang presyo ng langis. [15:44] So, nagre-create tayo ng framework [15:46] dahil gusto natin meron ng step 1, step 2, step 3 ang gobyerno [15:53] each time nangyayari ang crisis na ito. [15:56] Nagdadala ito ng tatlong bagay. [15:58] Una, nagdadala ito ng malinaw na mga hakbangin [16:03] pagdating sa kung ano yung mga steps na dapat kinukuha [16:06] para hindi kalat-kalat ang activities ng gobyerno. [16:09] Meaning, ang focus talaga natin dito [16:11] is hindi ito parang COVID [16:14] na lahat ng tao ay may problema. [16:17] Ito ay supply issue lang. [16:19] Ibig sabihin, langis lang ang may problema, [16:22] paano natin kukontrol nito [16:23] such that hindi siya maka-apekto [16:25] ng presyo ng bilihin ng mamamayan. [16:28] Kasi kaya. [16:29] So, that is the first framework in terms of controlling inflation. [16:33] Pangalawa, sinisigurado natin na yung framework na yun [16:37] ay very consistent at hindi siya subject to pamumulitika. [16:43] Ibig sabihin, kung meron tayong tinatarget na mga beneficiaries, [16:48] nakatarget talaga siya dun sa unang na-apektoan. [16:50] First, are employees or sectors affected by fuel? [16:54] So, transportation nito, energy-related, [16:58] na gumagamit directly ng mahal na bilihin ng langis. [17:02] At pangalawa po, is yung paano kontrolin nito [17:05] para hindi maapektuhan naman yung presyo ng pagkain. [17:10] So, kaya ang second sector really is yung agriculture sector. [17:13] So, inaatasan under sa kalinga ang pamahalaan [17:17] na magkaroon na ng ready list of beneficiaries [17:20] basis sa objectives sa ito [17:23] para hindi na naghahanap pa ng listahan, [17:26] dumodoble listahan, [17:27] nanggagaling sa kapitan, sa mayor, sa congressman, [17:30] sa senador, governor, hindi na ganun. [17:33] So, merong fixed set of beneficiaries for that given objectives [17:37] para insulated siya sa politika [17:39] at namimit natin yung specific target [17:41] which is essentially to control prices [17:44] even in the event magkaroon ng matinding pagtaas [17:48] ng presyo ng langis. [17:49] At ang pangatlong framework is [17:51] kung paano tayo mas lilihis na sa oil-dependent economy. [17:58] So, nakalagay din dun sa kalinga, Bill, [18:00] ano yung mga steps natin kailangan gawin [18:02] so that we become less dependent on oil. [18:05] So, we are talking about tax incentives for employers [18:09] or companies na nagkakaroon ng solarization [18:12] o kaya renewable source of energy [18:14] hindi na galing sa power plants lang na galing sa diesel. [18:20] Pangalawa, employers din na nagpapautang [18:22] pagdating sa car loans [18:27] na ang patungkol ay electric vehicles. [18:31] Binibigan din natin ang incentives [18:32] at yung pagtulak din sa pamahalaan [18:35] na kung maaari, halos lahat dapat ng kanyang sakyan [18:38] ay magiging electric vehicle na ang kanilang mga sakyan [18:43] para hindi na tayo masyadong naapektuhan [18:46] pagdating po sa pagsirit ng presyo ng langis. [18:49] So, totoo, maraming aspeto doon [18:52] yung iba't ibang ayuda sa iba't ibang sektor. [18:55] From the ordinary employee, [18:57] from the middle class, [18:58] agriculture sector, [19:00] fisher folk, [19:01] pagdating po sa minimum wage, [19:04] pagdating sa lower middle class, [19:06] lahat po nandun, MSM is nandun po lahat. [19:09] Pero kagyat lang siya [19:10] or it's really in consonance [19:12] with the bigger framework [19:14] which is to make the economy more resilient [19:16] such that if the oil price [19:18] high crisis happens again, [19:22] we are more ready. [19:23] And more importantly, [19:24] what it does is [19:25] it gives businessmen and the economy confidence. [19:30] So kapag alam na ekonomiya [19:31] na ang gobyerno ay merong framework [19:34] how to respond, [19:36] mas nawawalan ng uncertainty. [19:38] And uncertainty [19:38] is the number one driver [19:40] of increase in prices of commodities. [19:44] Pag walang katiyakan. [19:45] So, yun ang pinakamabigat na epekto [19:47] ng batas na ito [19:48] kaya kinakailangan [19:49] dahil it really brings confidence [19:51] so that people [19:53] who participate in our economy, [19:54] especially businessmen, [19:56] alam nila na [19:57] hindi sila dapat magpanic. [19:59] So yun ang [20:00] essentially purpose talaga [20:01] ng Kalinga Bill.
