[1:22:22] But we also have a responsibility to ensure that the policies we enact today do not destroy the very jobs we seek to protect tomorrow. [1:22:34] A legislated 200 peso across the board wage increase is not just another wage adjustment. [1:22:42] It is a structural change to the Philippine economy. [1:22:45] It deserves careful deliberation because the consequences will be far-reaching. [1:22:50] The first consequence is inflation. [1:22:53] Businesses do not operate in a vacuum. [1:22:57] When labor costs rise sharply without corresponding productivity gains, those costs are inevitable passed on through labor higher prices. [1:23:08] Food, transportation, healthcare, housing, and basic services all become more expensive. [1:23:15] Workers may receive higher wages, but if inflation erodes their purchasing power, as what Sunny Africa just said on his study, we will have solved one problem only by creating another. [1:23:32] In 2023, the Philippines experienced an average inflation rate of 6%, which is reflected by the EBON study, with food inflation peaking above 8%, already straining household budgets. [1:23:48] Studies by the BSP have shown that wage increases not matched by productivity can contribute to second-round inflation effects, further pushing prices upward across sectors. [1:24:02] The second consequence is competitiveness. [1:24:07] The Philippines is no longer competing only with ourselves. [1:24:11] We are competing every single day with Vietnam, Indonesia, Thailand, Malaysia, and the rest of the ASEAN for investments that create jobs. [1:24:24] Vietnam continues to attract manufacturers because it offers competitive labor costs, efficient ports, stable policies, and a government singularly focused on industrial growth. [1:24:37] In fact, Vietnam attracted over 36 billion U.S. dollars in foreign direct investment. [1:24:44] Compared to the Philippines, we only attracted only 9 billion U.S. dollars. [1:24:51] Thailand has invested for decades in productivity, automation, supply chains, and advanced manufacturing. [1:24:58] Toyota already moved to Thailand. [1:25:01] Vietnam continues to gain foreign direct investments coming from the Philippines, and even Philippine companies are relocating to Vietnam. [1:25:14] GDP, 27% of its GDP compared to roughly 18% in the Philippines. [1:25:21] Investors are asking one question. [1:25:24] Where is the best place to build the next factory? [1:25:29] If the answer is not in the Philippines, then the jobs of the future will not be in the Philippines. [1:25:36] And today, there is a third competitor that did not exist a decade ago. [1:25:44] AI. [1:25:44] May narinig ako. [1:25:45] Artificial intelligence and robotics. [1:25:48] Companies no longer have only one option when labor becomes expensive. [1:25:53] They can relocate to another country or they can eliminate jobs altogether through automation. [1:25:59] Nakita na ho namin yan nung pagpunta ho namin sa China. [1:26:05] AI-powered customer service, automated warehouses, robotic manufacturing, autonomous logistics, and intelligent production systems are no longer concepts of the future. [1:26:22] They are today's businesses. [1:26:24] We always see that in the platform economy, yung mga Lazada, that they're doing regression analysis on the delivery schedules. [1:26:33] According to the International Federation of Robotics, global installations of industrial robots reached over 500,000 units in 2022, with ASIA accounting for more than 70% of deployments. [1:26:50] Meanwhile, McKinsey estimates that up to 50% of current worker activities globally could be automated using existing technology. [1:26:59] Capital now moves faster than legislation, investment follows productivity, productability, and competitiveness. [1:27:09] At the same time, global trade is changing consumer markets. [1:27:13] Rice, meat, vegetables, processed food, and manufactured goods can increasingly be sourced from countries with lower production costs. [1:27:22] Example, we now import rice from Thailand, raising the cost of producing goods locally while other countries produce them more efficiently. [1:27:34] The Philippines risk becoming merely a consumer economy, importing what other manufacture instead of producing it ourselves in 2023. [1:27:45] The Philippines recorded to trade deficit exceeding US$50 billion, highlighting our growing reliance on imports over domestic production. [1:27:56] A nation cannot consume its way to prosperity if factories close. [1:28:00] Na intindihan namin kayo, if investments move elsewhere, and if automation replaces jobs faster than we create new ones, it is our workers, not businesses, who will suffer the greatest loss. [1:28:14] The answer is not to suppress wage growth. [1:28:17] The answer is to make wage growth sustainable. [1:28:20] Let us increase productivity. [1:28:22] Let us reduce electricity costs. [1:29:32] So, for PIMAP, let me just read a summary of our comments and suggestions in relation to the proposed increase in minimum wage. [1:29:43] So, PIMAP extends support to the proposed increase in minimum wage. [1:29:47] In fact, any measures aimed at alleviating the lives of the workers are lauded and commended by PIMAP. [1:29:59] However, such measures should be made in consideration of all stakeholders, including the employers, regardless of the size of the business. [1:30:09] Employers should not be left alone with this burden, and the proposed measures entailed the employer's additional operational costs, not just on the basic wage, but also on statutory labor standards benefits and production costs as well. [1:30:27] Resultantly, these additional costs, and fundamentally will result in the generation of less job or reduction of manpower, rendering futile the aim of these proposed measures. [1:30:42] Some employers, in order to maintain their workforce, would pass the additional expenses or costs to their consumers or customers. [1:30:50] In turn, employees who should stand to enjoy the increase in minimum wage will be spending more and taking less money because of the increase in their personal expenses. [1:31:07] PIMAP is not in any way opposing the proposals to increase the minimum wage, as the association understands the clamor for a higher take-home pay. [1:31:16] However, such measures should be made through a phased approach, and the burden should not be passed to the employer sector alone. [1:31:26] The interest of all concerned stakeholders, both the employers and the employer sector, should be considered. [1:31:33] With this, PIMAP strongly suggests for the government to take an active role in elevating the employment sector by also implementing measures aimed at economic development and improve economic performance in order to ease the burden on the employers that may be brought about by the increase in minimum wage. [1:31:52] This is for the benefit of both the employers and the employees. [1:31:55] And lastly, PIMAP also suggests for the increase of the tax-except threshold from $250,000, as well as to revisit existing cash assistance to include vertical and horizontal expansion in times of crisis.
