[0:00] We are interrupting our programming here on our 24-7 channel, WLTX+.
[0:05] There is right now a court hearing taking place in downtown Columbia.
[0:08] This is all involving a mother who's facing charges in connection with a fire at her home that left three of her children in critical condition.
[0:17] Now, this is the first time that she is being set before a judge since her arrest yesterday.
[0:22] Let's go ahead and take you right now inside that hearing.
[0:25] My job today is to determine only two things.
[0:27] Whether you're a flight risk, meaning you are unlikely to appear for court, and whether releasing you would pose danger to the community.
[0:33] In a few minutes, I will ask you questions to assist me in making that determination.
[0:37] But before I begin setting bonds, I'm going to explain this process and your rights and responsibilities.
[0:42] You have the following rights.
[0:44] You have the right to understand the nature of the charges against you and the possible punishment.
[0:48] If you have questions about that, please let me know when I speak with you individually.
[0:52] You have the right to a trial by jury.
[0:55] You have the right to be present at trial.
[0:56] For general sessions charges, you have the right to a preliminary hearing if requested within 10 days.
[1:02] A preliminary hearing is when a judge determines if the officer had probable cause for your arrest.
[1:08] If the charges brought against you are dismissed, discharged, null-crossed, or you're found not guilty, you may have your record expunged.
[1:15] You have the right to an attorney.
[1:17] If you cannot afford an attorney and you meet certain income guidelines established by the court,
[1:21] an attorney will be appointed to represent you if you so choose.
[1:23] If you do not need the eligibility guidelines to have an attorney appointed to represent you,
[1:28] you still have the right to an attorney to represent you on your charges.
[1:31] You just must pay for one on your own.
[1:34] You also have the right to represent yourself and proceed without an attorney.
[1:37] But I must inform you that self-representation can be dangerous,
[1:41] and you have the right to have the assistance of a lawyer at all stages of the proceedings,
[1:45] and if you cannot afford a lawyer, one can be appointed to represent you.
[1:49] Criminal defense is a highly specialized and technical area of the law.
[1:52] There may be certain factual, legal, or other defenses to the charges you are facing,
[1:57] and if you choose to proceed without the services of a licensed attorney,
[2:00] you may not be aware of certain defenses.
[2:03] There may be issues related to the conduct of trial or a guilty plea that could arise in the future
[2:07] that you may not be aware of, and it would be your attorney's responsibility to be aware of those issues
[2:12] and how to properly address them before the court,
[2:14] and, if necessary, preserve the issues for appellate review.
[2:17] There may be collateral consequences of a conviction or plea that you're not aware of,
[2:22] including but not limited to.
[2:24] You can face increased penalties for subsequent offenses,
[2:27] suspension of your driver's license,
[2:29] restriction of the right to possess firearms and or ammunition,
[2:32] or your immigration status may be affected.
[2:35] And if you exercise your right to proceed without the services of an attorney,
[2:38] you are responsible for complying with all applicable rules of court,
[2:42] including rules of evidence, procedural rules, and proper behavior before the judge and or jury.
[2:47] And you must understand that if you waive screening for a court-appointed attorney,
[2:51] you are responsible for hiring a private attorney if you want one.
[2:55] You also have the following responsibilities.
[2:57] You must comply with the terms of any bond I set today.
[3:00] A warrant for your arrest may be issued for violation of any condition of the bail bond order.
[3:04] Failure to appear in court as required may result in the institution of additional criminal charges.
[3:11] You have the right to be present at trial,
[3:13] and trial may proceed in your absence if you fail to attend,
[3:16] and you are required to keep the court notified of any change of address
[3:19] until final disposition of the charge.
[3:27] First up, Mr. Locke.
[3:30] Come on up with Mr. Mowgli.
[3:44] Good afternoon, Your Honor.
[3:45] You find him for three counts of a lawfully placing a child at risk or cause harm
[3:56] or willfully abandon the child.
[3:58] Do you understand that, Mr. Locke?
[4:01] Yes, ma'am.
[4:04] These are general sessions offenses.
[4:07] Your first court date is September 25th at 10 a.m. at 1701 Main Street,
[4:13] which is the big courthouse right downtown.
[4:15] Yes, ma'am.
[4:16] Mr. Mowgli, have you been retained in full?
[4:21] Is this a special appearance?
[4:23] This is a special appearance, Your Honor.
[4:26] So, Mr. Locke, Mr. Mowgli is representing you today,
[4:31] but as far as for the rest of the case,
[4:35] are you going to represent yourself, hire a private attorney,
[4:38] or would you like to be screened for the public defender's office?
[4:43] Um, I'd probably be screened for a public defender.
[4:47] I'm going to ask you some questions to determine if you qualify for the public defender.
[5:04] I currently have the Florence Street address.
[5:09] Is that the correct address for you?
[5:12] Where I'm living right now?
[5:14] You can put it in 1051 Southern Drive, apartment 3501.
[5:19] Are you presently employed?
[5:28] I'm not currently.
[5:28] I'm trying to be employed soon.
[5:30] You're trying to what?
[5:31] I'm trying to get employed soon.
[5:32] I was making plans for my family to be employed soon.
[5:36] When was the last time you worked?
[5:37] The last time I worked was probably, like,
[5:40] towards the middle and end of last year.
[5:42] And children are dependents?
[5:53] Um, besides, uh, no.
[5:56] I might say besides my daughters are all right.
[5:59] So do you have any source of income currently?
[6:05] Currently, I might say no, ma'am, but I, from time to time, probably DoorDash.
[6:10] Based on the information that you have provided to me today,
[6:24] I find that you qualify for an attorney with the Richland County Public Defender's Office.
[6:28] Yes, ma'am.
[6:29] Uh, is there anything from the city in regards to this?
[6:40] Um, Your Honor, I would like to give you a recitation of the facts.
[6:43] If you get appropriate time, and just for the record,
[6:45] my name is Morgan, and I'm with the circuit solicitor's office here on behalf of the state.
[6:49] Um, I'd be happy to go into the facts, excuse me, into the facts now, Your Honor.
[6:55] Um, on June 29th, um, 2026, the Columbia Police Department went out to a home on Corn Drive
[7:01] for a structure fire, um, where three minor children were inside the home.
[7:05] Um, those kids were ages six and under.
[7:08] They had to be removed from inside of the home, and all were in critical condition.
[7:11] Um, the oldest child and the youngest child were, um, in two back bedrooms.
[7:16] The youngest child was in a playpen.
[7:18] The middle child was, um, unresponsive in the hallway of the home and had to be removed.
[7:23] Um, all kids were taken to the local hospital and then subsequently sent down to the Augusta
[7:28] Burns Center for further treatment.
[7:29] Um, at this time, all three children are still critical, but they are stable.
[7:34] Um, they are all still down at the Augusta Burns Center, and they are receiving care as
[7:38] we speak.
[7:38] Um, when first responders went out to this home, there weren't any adults.
[7:43] There weren't any caregivers inside the home.
[7:45] It was simply the three children there by themselves.
[7:47] Um, as the investigation progressed, um, they learned that this particular defendant is the
[7:53] father of one of the children, um, but did live in the home and helped care for the other
[7:58] two.
[7:58] Um, and then the co-defendant is the mom of all three children.
[8:01] Um, neither mom or dad were home at the time, um, that the fire broke out.
[8:06] Um, throughout the investigation, law enforcement learned that nobody had been in the home with
[8:12] the kids for at least a week.
[8:13] Um, they talked to mom.
[8:15] Mom said she has not been in the house, um, for almost a week, uh, exactly.
[8:20] Um, and it was unclear how long dad had been away from, um, from the home.
[8:25] Um, but also none of the parties had gone by the home at any point during that week to
[8:29] check on the kids to make sure that they were okay.
[8:31] There is actually a text message between mom and dad, um, where mom tells, uh, this defendant,
[8:38] dad, we need to check on these kids before something happens to them.
[8:41] And that text was sent last Wednesday on June 24th.
[8:44] Um, the fire was, uh, this past Monday night.
[8:47] Um, when law enforcement went into the home, it was very clearly in deplorable conditions.
[8:52] Um, there were, um, bugs and, um, mites.
[8:57] There was food everywhere.
[8:58] Things were unsanitary and uninhabitable.
[9:01] Um, I actually have some pictures for your honor.
[9:04] Um, if you would like to take a look at both the home and the condition of, um, all three
[9:08] of the kids as of, um, current.
[9:11] Thank you.
[9:12] Um, your honor, as, um, you've seen in, in some of those photos, um, there really wasn't
[10:26] a whole lot of, um, food for these kids to eat.
[10:28] The food containers were either empty, spoiled, or out of reach.
[10:31] Um, the youngest child was, um, is very malnourished.
[10:35] Um, you can also, uh, see in the photos that they really didn't have a, a clean, um, place
[10:40] to sleep.
[10:41] There was a mattress, but it was incredibly dirty.
[10:43] Um, and so these conditions really are not suitable, um, for any human being, let alone
[10:48] three children.
[10:49] Um, and they did present to medical staff with injuries consistent of that.
[10:54] Um, all kids had scarring all over their bodies that medical professionals believe are from
[10:58] bed bug bites that maybe had been scratched repeatedly.
[11:01] Um, but they are all, um, suffering physically, um, because they were left alone at the home
[11:08] for at least a week.
[11:09] Um, I did want to add there was a neighbor that, um, spoke to, I believe it was DSS and
[11:14] said they hadn't seen mom in, um, about a month.
[11:16] Um, but those are the facts really as we know them right now.
[11:19] Um, this particular defendant, Malik Locke, he does not have a criminal record, Your Honor.
[11:24] Um, but in terms of his bond, you know, the state would ask that bond be denied just because
[11:29] of the seriousness of the case.
[11:31] He is facing three felony charges, so he is looking at, um, at most 30 years.
[11:36] I'm incarceration.
[11:37] I can't deny bond on these charges.
[11:38] They're not violent pursuant to the law, so don't ask me to do something that I legally
[11:43] cannot do.
[11:44] Well, Your Honor, we do have some conditions that we would like to request.
[11:46] Um, in that case, um, we would ask that that bond be a high surety bond, and we ask that
[11:53] he not have any contact with, um, these victims or any, anybody under the age of 18 while he's
[11:57] out on bond.
[11:58] Um, and just because, um, the seriousness of the allegations, we would also be, he also
[12:02] be placed on GPS so that we know his whereabouts at all times.
[12:05] Is there anything further than the evidence?
[12:12] Your Honor, I believe Investigator 3 does want to make a statement to the court.
[12:16] If you don't mind, I'd like to introduce myself.
[12:23] I'm Investigator 3, um, and on the behalf of the City of Columbia Police Department, I've
[12:27] been assigned to the Special Victims Unit for quite some time, and I'm the police officer,
[12:31] or I have been a police officer for the last six years, and I have been assigned as the lead
[12:35] investigator to this case.
[12:36] Um, if you would allow me to say a couple things on record.
[12:40] Um, the minor children were abandoned for approximately one week, maybe more, we're not really sure,
[12:46] um, along with no supervision in the home.
[12:49] Um, to my understanding, uh, the defendant, Locke, was last at the home on Floor and Drive
[12:54] on or about June 17th.
[12:56] However, days prior to the fire incident, he was made aware that the minor children were
[13:00] home alone and failed to return to the residence to either retrieve, check on, or direct someone
[13:04] to follow up on the wellness of the minor children.
[13:07] Um, both dependents were contacted by third-party, um, individuals about the incident, and they
[13:15] still failed to come forward to law enforcement or medical staff to try to locate the children.
[13:19] Um, during the early morning hours of yesterday, dad was made aware of the condition of the
[13:25] home.
[13:26] Um, neither defendants, like I said, contacted law enforcement or any other authority personnel
[13:31] regarding the well-being or the whereabouts of the children.
[13:34] Um, in addition to this, all the facts that I've already stated, this is one of the worst
[13:38] homes I've seen in my career to date.
[13:40] Uh, and this home would not have gotten in these deplorable conditions in a matter of a week
[13:45] while these children were left at home alone.
[13:47] In fact, medical staff reported that one of the minor children presented with maggots,
[13:51] worms, and bed bugs in her diaper.
[13:53] All the children still remain stable, but in critical condition.
[13:56] Um, my stance is kind of the same as the solicitor's office on bond in regards to those, um, that
[14:03] they asked.
[14:12] Anything for another family?
[14:14] They are.
[14:15] Thank you, Your Honor.
[14:18] May I please record Derek Mobley with the Lexington and Richland County Bar Association.
[14:23] I represent Mr. Lock in this matter on a limited appearance basis, uh, for bond purposes only,
[14:31] and it may end up retaining me on this case with the family.
[14:35] Do have the mother here to support him, as well as his new girlfriend and a best friend
[14:40] and their friend.
[14:42] Why that's important is because my client had gotten kicked out of that apartment where he
[14:49] did not have his name on the lease.
[14:52] He was not an occupant listed on that particular apartment, and they are correct.
[14:58] On about the 16th, though, they said the 17th, it was the 16th.
[15:02] My client could not access that apartment without permission from the homeowners.
[15:08] He was kicked out, so that's why he's living with his best friend.
[15:12] And we have the backup social media text messages as well that confirms when my client goes to
[15:20] this residence seeking shelter because he is kicked out.
[15:25] Now this event occurs approximately a week later at that particular time.
[15:31] Even if he was contacted to advise of conditions in regards to the children, he could not access
[15:38] that apartment without permission.
[15:41] Then he would be standing up here with a burglary charge.
[15:47] So he was kicked out, the child, because there is only one child that is his, of the three.
[15:55] He was kicked out, the child was left in the custody and care of the mother of the child
[16:00] at that time.
[16:01] My client was with his best friend, his girlfriend, and their friend at a different location.
[16:07] We have the apartment location as well.
[16:11] Now the reference that they give in regards to being notified in regards to the children,
[16:17] he did not have any transportation to even get there.
[16:24] Now my client is a South Carolina native.
[16:27] He is 21 years of age.
[16:29] He has absolutely no prior arrests at all in this particular matter.
[16:34] He is currently employed and he's currently living with a best friend.
[16:39] He is not at that location.
[16:41] Now we are going to ask for a reasonable surety bond in this particular matter.
[16:49] I know his mother.
[16:51] His mother is going to help along with providing him shelter since he has been kicked out of
[16:56] that particular location for about two to three weeks at this particular point, Your Honor.
[17:01] And we are going to be able to provide him with a stable address and environment for
[17:07] him when it comes along.
[17:09] Now this is a sad situation for all parties involved, but I wanted to make sure I distinguish
[17:14] my client with regards to this matter as to where his whereabouts were and why they were
[17:20] there.
[17:21] And we have proof in regards to that with one of the witnesses sitting in court today.
[17:25] So, Your Honor, because of that we are respectfully asked for a reasonable surety bond and allow
[17:31] my client to go through the court process for appropriate adjudication.
[17:36] Thank you.
[17:49] One, there is to be no contact with the victims unless following DSS guidelines.
[18:08] Contact with the co-defendant, Luzana Odin, EPS Monitor, just a moment, but as far as EPS
[19:01] Monitor, is the Southern Drive address the mother's address?
[19:05] No.
[19:06] No.
[19:07] It's a friend's address.
[19:08] Is that where you're going to be staying full time?
[19:10] Yes, ma'am.
[19:11] Because my friend just thought he was going to help me also.
[19:13] Of the GPS Monitor, you are to stay at the Southern Drive address.
[19:26] If that needs to be changed, you can do that through the court as appropriate.
[19:39] And you are basically under house arrest.
[19:48] You are not to leave the location except for work, and you must provide the offender management
[19:54] services with your work schedule and route if you do.
[20:00] Yes, ma'am.
[20:03] Yes, ma'am.
[20:16] So, you will comply with all the terms and conditions of the Richland County Home Detention
[20:19] Program and with the offender management services staff.
[20:21] Stated you will reside at 1051 Southern Drive, 3501.
[20:38] You may not leave the residence except for the following reasons, and that's for work.
[20:45] You must take the shortest route to and from work.
[20:47] It may not stop anywhere other than work in your residence.
[20:50] You must apply offender management services with your work schedule and route of travel.
[20:55] You must notify offender management services and the trial court with any change of employment
[21:02] or schedule.
[21:03] You must provide offender management services with proof of employment.
[21:08] Leave the house for medical or legal appointments or religious services.
[21:22] You must apply offender management services in advance with the police appointment time and
[21:26] route of travel for any of the above appointments or religious services.
[21:29] As I stated, you may not have any contact direct or indirect nor ask any third party, friend,
[21:48] relative, etc. to contact the following individuals and that's the victims and the co-defendant.
[21:53] And then, Ms. Oden, when I say no contact, I mean no contact.
[22:00] No in-person phone calls, text messaging, social media, phone apps.
[22:03] Just because I don't name it doesn't mean you can do it.
[22:05] No smoke signals, no nothing.
[22:07] Do you understand that?
[22:08] Yes, ma'am.
[22:09] If you are at a location, which you won't be in very many locations,
[22:14] but if you are at a location and any of those people walk in, you are to leave even if you were there first.
[22:20] Do you understand that?
[22:21] I do understand.
[22:22] All right.
[22:29] The fees associated with the home detention program.
[22:32] Failure to abide by the terms of this order or the directions of the Richland County Home Detention Program staff
[22:38] as determined by the court's own investigation or affidavit of offender management services
[22:44] or law enforcement officers may result in the return of the defendant into the custody of the Richland County Detention Center
[22:49] without notice to the defendant.
[22:51] This order terminates upon the final resolution of the charges or upon completion of the sentence
[22:57] or by written order of the court.
[22:59] Do you understand all of that?
[23:00] Yes, ma'am.
[23:01] I do.
[23:13] Impose a cash or surety bond amount of $200,000.
[23:37] We'll get you your paperwork in a few moments.
[23:42] Thank you very much.
[23:43] Thank you, Your Honor.
[23:44] I'd like to be screened.
[26:13] I did ask for an attorney when I first got like interrogated and they never gave me one.
[26:18] They just took me straight to jail.
[26:19] I've never seen an attorney this whole time.
[26:21] I haven't had a chance to.
[26:22] 1-10 Tawney, T-A-W-N-E-Y, Forest Drive in Blythwood, South Carolina.
[26:49] I'll probably say about two years ago before I became like a full-time caregiver for my children.
[27:05] Do I bond, probation, parole, and court supervision of any sort?
[27:39] No.
[27:40] Your Honor, the facts are the same with regard to this.
[27:54] The only thing I would like to add is she does have a pending case here in Richland County
[27:58] as of March of this year.
[28:00] What are those charges?
[28:01] Driving without a license, first defense, transporting alcohol in a motor vehicle with steel broken,
[28:06] and simple possession of marijuana.
[28:08] I did not know that.
[28:11] I wasn't aware that I had any.
[28:13] I'm just letting you know because you did ask if I had any prior, like if I was on the bond or something like that.
[28:18] What are those charges?
[28:21] I was arrested.
[28:23] I went to Alvin S. Glenn and they let me go the next day as far as I know.
[28:27] It's most likely a personal reconnaissance bond, so it's still considered a bond.
[28:34] You just did not have to pay anything to be released at that time.
[28:37] Okay.
[28:38] Are you from the Columbia area?
[28:45] I am not.
[28:47] I am originally from New York City.
[28:50] I come from a military family background.
[28:54] I have three children.
[28:57] Like I said, I became a full-time caregiver.
[29:01] At the time that the situation happened, I actually do have my own proof that the father informed me that he...
[29:09] I mean, I don't know because I don't have a lawyer.
[29:11] I'm sorry.
[29:12] Go ahead, ma'am.
[29:13] My fault.
[29:14] This is not your trial today.
[29:15] Okay.
[29:16] This is your bond hearing.
[29:17] Yes, ma'am.
[29:18] I don't wish to discuss the facts.
[29:19] Okay.
[29:20] So I'm happy to hear from you, but I'm just letting you know everything in this courtroom is being recorded and utilized in the future.
[29:26] Yes, ma'am.
[29:27] So if you don't wish to discuss the facts...
[29:30] I just feel a little bit off because I don't have representation that I asked for over 24 hours ago.
[29:36] So I'm just kind of a little bit trying to make sure I speak up or whatever I need to do to make the point or have my own back.
[29:44] I don't have no representation that I do have a right to, which they explained to me multiple times.
[29:49] The office to represent you and so they will open up a file on you and if possible.
[29:59] I think you were saying you were from...
[30:00] New York City.
[30:01] Yes, ma'am.
[30:02] The middle of the area.
[30:04] I've lived in Columbia a few times once as a child while my mother was stationed in Fort Jackson and then another time closer to adulthood.
[30:13] So typically about two years as far as being an adult.
[30:17] But yes, I did live here previously before.
[30:19] Just go around?
[30:22] Yes.
[30:24] In just about two years.
[30:25] Yes, ma'am.
[30:29] That's my mother's residence.
[30:57] Danger to this community or flight risk, which are the only factors I appear to consider...
[31:01] Is there anything else you wish to tell me?
[31:04] No, ma'am.
[31:06] To make it clear so that I'm complying with everybody's rights.
[31:40] Is there anything further from the victim?
[31:43] Your Honor, ma'am.
[31:44] Approach.
[31:45] Yes.
[31:46] Your Honor, this one will be a little bit shorter because the facts still remain the same in regards to the house and the condition of the home.
[31:55] I would like to add that post Miranda, the defendant, Ms. Oden, admitted that she left the residence on Floor and Drive about a week prior to the incident and had not returned since.
[32:04] She admitted post Miranda that she attempted to come up to the scene but saw several police cars and personnel and decided to leave the scene based on those facts.
[32:15] When she was interviewed, she gave me a statement post Miranda and the only time that a lawyer was mentioned was after her phone was brought up, at which point the interview was stopped and she read her warrants and here we are.
[32:30] Ms. Oden, as a condition of your pod, I'm going to propose electronic monitoring as well.
[33:23] Conditions are very similar to Mr. Locke's.
[33:27] You must comply with the Richland County Home Detention Program's electronic monitoring and you will comply with all the terms and conditions of the Richland County Home Detention Program and with the Offender Management Services staff.

[34:01] You must take the shortest route to and from work and may not stop anywhere other than working residence.
[34:06] You must supply Offender Management Services with your work schedule and route of travel.
[34:10] You must notify Offender Management Services in the Trial Court of any change of employment or schedule.
[34:15] For medical or legal appointments or religious services, you must supply Offender Management Services in advance with the police appointment time and route of travel for any of the above appointments or religious services.
[34:28] You may not have contact direct or indirect nor ask any third-party friend, relative, etc. to contact the following individuals and that is the victims unless that's through DSS and following DSS guidelines.
[34:42] If you have no contact, it would be good.
[34:45] I am leaving all the fees that are associated with the Richland County Home Detention Program.
[34:52] Failure to abide by the terms of this order or the directions of the Richland County Home Detention Program staff as determined by the Municipal Court's own investigation or affidavit of Offender Management Services or law enforcement officers may result in the return of the defendant into the custody of the Richland County Detention Center without notice to the defendant.
[35:11] And this order terminates upon the final resolution of the charges listed above or upon completion of the sentence or by written order of the court.
[35:18] Do you understand that?
[35:20] Yes. Yes, Your Honor.
[35:21] Cash or surety bond on these charges, well, and concerned about the ties to the community, so I will impose a cash or surety bond in the amount of $300,000.
[35:48] You just heard the bond hearing for the 28-year-old mother as well as one of the fathers, a 21-year-old.
[37:08] We're going to start over.
[37:10] We have had this breaking news there during this bond hearing as we have now seen the 21-year-old father named Malik Locke has now been charged as well.
[37:21] He was there in that bond hearing as well as the mother, three counts of child endangerment.
[37:26] This all comes after three children.
[37:28] As a reminder, the ages are six, four, and two years old, found inside a home.
[37:34] All of this during a house fire.
[37:36] This is some video there of the scene.
[37:39] According to the Columbia Police Department, we're hearing that Miss Odin was evading police before she was arrested.
[37:44] Neither, as we mentioned, were home at the time of the fire and did not return home following this fire.
[37:50] Again, all of this happening Tuesday night at around 930.
[37:53] This is on Florence Street.
[37:55] So there was that court appearance today.
[37:57] We have learned that one of the child's fathers, that is Mr. Locke, also arrested and had his bond hearing as well.
[38:04] He went first.
[38:05] Now, during this, the state also made a statement there and gave us new information about what exactly happened inside that house.
[38:14] The state saying that the four year old was found unresponsive by firefighters when they went into the home.
[38:20] They also telling us today that two of the children were together in the home while the two year old was found in the playpen during this fire.
[38:28] Also saying the two year old was found malnourished.
[38:31] They also talked a little bit of details yesterday in the press conference about the conditions that were inside the home.
[38:36] The state saying tonight that there were no clean places to sleep and eat for these children.
[38:42] And in fact, all the children there had scarring on their bodies where the state said they believed were from bug bites.
[38:50] We are also learning that all three of these children are still in Augusta, Georgia.
[38:54] They are still in critical but stable condition tonight.
[38:58] We also have learned from the state that these children were left inside that home alone for at least a week.
[39:05] That is according to the state there.
[39:08] And also saying that the Department of Social Services has not heard from the mother in at least a month, saying that they haven't been home for at least a week, have not checked on the kids.
[39:17] However, they did mention that there was some text message conversations between Miss Odin and Mr. Locke.
[39:23] They also mentioned inside the home.
[39:26] According to the state, there was mice, food, bugs, unsanitary and quote uninhabitable and livable conditions.
[39:33] They also said the condition of all three of their children.
[39:37] The state also provided some photos to the judge there.
[39:40] Also mentioning we did hear from the police department also saying that at least one week alone unsupervised for these children.
[39:47] They also said that the father, Mr. Locke, was last home on June 17th.
[39:51] Also, according to the police department, the dad knew that they were home alone and did nothing, according to the police department, saying that they both failed to come forward and locate their children at the time.
[40:02] Also saying that the dad was made aware of the home, worst home that she's ever seen to date.
[40:07] According to the police department, medical staff showing that even the diapers on these children had quote maggots and worms.
[40:15] We did hear a little bit from Derek Mobley, the one who's representing the father here.
[40:19] He also wanted to go into detail that the father was kicked out of that apartment.
[40:23] His name is not on this lease. He was not living there. He was not listed there.
[40:27] He said that he could not even get into that home and even if he could without permission, saying that he was kicked out.
[40:32] He said he couldn't get in without that because he said if he did, that would be considered burglary.
[40:37] He also said that the father, Mr. Locke has no prior arrest and not live in that location there.
[40:42] So in total for Mr. Locke, the judge has ruled no contact with the children, no contact with the code defendant, a GPS monitor and a surety bond of $200,000 there.
[40:54] Odin, on the other hand, did receive a $300,000 surety bond. Same things.
[41:00] We did also hear that their court date is scheduled for September 25th at 10 a.m.
