manager for hillsborough county soft choice serving as a chair committee for this particular good afternoon eduardo busquets division director for the solid waste management department good afternoon lashonda singleton scale house section manager thank you on monday september 21 2026 the county received a total of five proposals in response to rfp- 26-00349 the evaluation committee will discuss the proposals in alphabetical order each proposal is to be evaluated based only on the information provided in the proposal as it correlates the requirements in the evaluation criteria set forth in the solicitation the committee will then agree on a consensus score for each criterion one criterion at a time the evaluation committee chair mr brian johnson will lead to this discussion mr johnson i will turn it over to you to lead the discussion on our first proposer bay point exterior services llc okay our criteria is divided into four sections approach qualifications experience and then price which procurement handles and discussing the first section of approach of the bay point through the transition plan overall i found the proposal to be a good representation of what we requested as far as approach goes i appreciated um that they clearly stated their ability and intent to perform to overperform we have a minimum of 200 service requests per day required and they stated clearly that they are staffing and equipping to to perform a minimum of 225 i appreciate the best statement um they also discussed staffing uh validated during the transition that they would verify their staffing plan i had a question about their discussion on the daily dashboard uh wasn't clear whether it was purchased or custom or to be created upon upon award their approach of uh 13 employees is a good number maybe a little high but there's nothing wrong with overestimating but i put a question mark next to a question mark next to that statement so i also marked uh the safety discussions under the approach also i really appreciated the way they stated their employee software authority they demonstrated a good understanding of safety in the workplace and in the field really stated requirements for example to discussing forklift operator certification and how it's being enforced as well as ppe usage so those are included by comments under approach for today point we'll continue in the same order so tell me you will go next real quick what was the uh the points you get well we're going to discuss points as we go right so points discussion okay so for uh phase one yeah for that piece of the yes approach yes gotcha gotcha uh i've provided a score of about 30. thank you sir hey for baitpoint on their technical approach uh the it was a detailed plan i did appreciate the same day csm close out um the aging review the end of the day review and the 225 service requests so they can complete daily um um same to the 13 staff members to think that that was a bit much but um did note that concern was in the financial and the hiring fleet um capacity it says insurance and training is set up mostly happening after the award just wanted to wasn't too sure if they were prepared for this contract so um for me i did also give them a 30. thank you so i have yeah approach transition plan on paper is very solid clearly um they noted in their in their approach that they have to hire and purchase equipment and the staffing so that is a concern of mine that they are waiting until the contract is awarded before they have to go and hire 10 to 12 employees plus the five to seven uh trucks and equipment to to clean the vehicles so that that's concerning to me um their safety plan is good uh and i too you know i scored them a 25. okay um i had the i thought that the ppe safety was good for them i thought that on paper i mean it was basically needs or needs for the um contract but i had some concerns with um the need for them to procure so many items at the start of the project um or contract i thought that with the insurance employees trucks those kinds of things they wouldn't be i have concerns with that they're ready to go and i scored them at 25. so at this point for this criteria um they can be able to discuss to come up with the consensus score okay all right okay so ms bailey would you be comfortable with a consensus score of 27. who would be comfortable with that okay would you be comfortable consensus for 27. same here yes you know shonda okay so for the approach category for bay point we have a consensus score of 27. thank you um to confirm consensus score of 27 for the a1 criterion of technical approach transition budget okay okay okay so we'll proceed to qualifications yes also reviewing the bay point proposal note of the fact that this is an entire new entity um even though uh principal has great experience operationally this is a new entity um qualifications include experience um managing 90 personnel and up to 180 vehicles found that to be very impressive uh likewise um 20 years of experience in the u.s air force is a high mark for qualification i made a note of um fleet inventory control with a stack of 13 and the principal's uh pmp designation and uh degree in logistics management although i've never heard of reverse logistics but logistics management is still very impressive so those qualifications stood out to me uh and i awarded a score of uh 12 under qualifications yes okay so for qualifications i did review some of the references for michael weaver i thought it was very strong his logistics and operations experience he had military experience a large field operating experience i thought that was good also his reference was very positive um about michael flagler another reference that we received um they highlighted the fleet and some assets but again to some points of this being an organization that just was established december 2026 um that uh that doesn't give enough experience so i gave them a 15 on this uh rating okay and that's under qualifications uh okay let's go uh yeah i i should know what mine was that there is no part of management history um with this company as it just recently was established however um they are familiar and have established uh many many years over 20 years of government-type contracts uh he does uh have the project management uh uh pmp credentials uh plenty of field operations logistics operations uh qualifications and experience and i rated them patients of 10. okay so overall i felt that the um experience was there and my concern with this was that it was a new company and the the um overall experience with the project this size um the references were good the in the background for logistics but i just felt that it was just too new to start and i rated it based on that as a 10. okay uh so to discuss a consensus score for this category under qualification would fairly would you be comfortable coming down to a 13. yes wouldn't be comfortable but that's it now shauna would you be comfortable with the consensus score of 13s yes okay so we have an agreed upon consensus score of 13 for paypoint under the category of qualification give copy to confirm for the a2 criterion of qualifications i have a consensus score of 13. thank you yes okay for the final category for power evaluation is experience uh this qualification ties closely together um i think we each come into both categories at the same time in many ways but specifically looking at experience uh for me uh obviously there was no cart management experience or similar customer service public facing experience of this nature even though the logistics and personnel management and other responsibilities are of significant size uh it varied quite a bit from what we're looking for in this purpose uh so under the experience category i offer the score of five for the experience category um i had down here similar to this mr bryant said baypoint was established september 2026 the proposal was clear um where the proposal was clear where it said the references um are the owner's staff experience and not the prior baypoint client and not baypoint roll card contracts it says the reference there's also experience about michael's individual experience rather than uh the corporate or some type of roll card experience so that definitely stood out also um transferable experience i know that michael has very experienced so of course we don't have the roll card experience and no company overall i would say that baypoint put together a well organized reference um i do have you know confident and michael but not in the overall thought of a roll card contract my concern is still the execution this is the brand new company um a lot of staffing issues still need to be addressed so overall i gave them a score of a seven for quality or sorry for experience experience okay so experience they point um as clearly stated in uh section six of their executive summary um when it comes to cart action experience they clearly identified it that they have no experience even though there's 20 plus years of field operations logistics um and uh inventory safety contracts however when it comes to cart um management they they have zero so that i scored them a five so again it goes back there's experience there with the logistics part of it um the experience but there's no experience with the roll card program or process uh and then you have to in my order or hire the new uh employees so the training level of those people they still don't have experience um and again there's no roll card it's a new startup and my concern would be the ready-to-go-ness at the start of the contract um again i'll repeat the experience is there for logistics but for this overall i scored them um seven okay so with all that in mind committee would you want to say objective um would you be comfortable with a consensus score of six yes yes yes okay but can we have a consensus score of six under the category of experience for bay point thank you sir i copy for the criterion a3 for bay point experience uh consensus score of six yeah correct so i just to go over the uh three criterion for the technical approach we have a consensus score of 27 for the qualification criterion we have a consensus score of 13 and for the experience criterion we have a consensus score of six yes so the total technical evaluation points for this for bay point exterior services was or is 46 out of 75. would you say that again for any points yes sir uh for bay point exterior services the a1 criterion for technical approach was a consensus score of 27th the a2 qualification criterion was a consensus score of 13. the a3 experience criterion was a consensus score of six for a total technical evaluation of 46 have 75. you're saying 75 yes it's not 75 it was for the a1 criterion the technical approach it's out of 40 points it's out of 40 points the a2 criterion is out of 20 points and the a3 criterion for experience i see 15. yeah it's important than registering are you saying okay okay i got you i see okay yes thank you thank you for the explanation for the summary and 75. you know out of yeah yeah that's why i was confused all right okay so we all continue yes the next proposer uh alphabetically proceeding proceeding the next proposal is fleet genius okay starts with the uh criterion of a technical approach uh overall found the uh proposal to be uh very well written very well presented um i appreciated a comprehensive safety discussion including ppes uh the camera monitoring system provided by samsara with gps uh part of the approach also very impressive uh i appreciated their discussion about property damage and their um dated plans for um repair and remediation i was somewhat fascinated by the agenda proprietary routing software found that to be a strong plus with the api integration day two planned for a minimum of uh in excess of 200 service requests per day had a good discussion about the uh report submission schedule which is a requirement for the county uh just reference the data integration plan or their system they do have a big integration plan with their system between their system and the counties and uh they are stating that they are planning to start with eight staff on site uh there's a reference to uh using temp staff being for surges on a low level that is a concern but i understand there is some uncertainty with uh a new company moving into a contract so it's a concern but not necessarily a negative from my point of view that's what i have on the approach for fleet genius and uh continue its core yes correct okay so in this category i award uh 35 points or two genius under for fleet genius when it comes to approach uh deep the plan uh similar to the process of trying set detail operating plan 200 service requests a day 72 hour delivery same day csm documentation the inventory forecast washing inventory forecast the washing capability um i thought that machine was pretty cool warranty processes and one day uh one business day complaint correction when at fault i thought that was really good to uh use this a agenda for routing pretty cool to have your own software has offline capability proposed on site to the eight people um i did have some concerns with the proposed four box trucks with additional capacity when the peak season happens um so my question the question that i had wrote down was my question is whether staffing and fleet gives enough cushion for hillsborough county values for hillsborough county values and outages so um i did see that as something that just needed a little bit more because hillsborough is a pretty big county overall for this one technical approach i gave fleet genius pay 37. all right for fleet teamless on the technical approach transition plan uh i noted that uh their plan is very thorough um they did a good job identifying the different sections within the proposal that they are able to either meet or exceed especially with the service request um i did have concerns with the proposed uh equipment on how many they they were opposing to utilize during the contract uh i too made a note for the a agenda that having their own proprietary software um is a is a bonus you know the software that they already are used to using so there will be no uh hiccups during the transition no learning curve so i thought that was a bonus and that's i scored them a 30. okay so i thought overall um their claim was solid i feel that it aligned with what we were looking forward and the sort of um start of the contract in the facility um they had a clear understanding of how roll cards processes work my concern it would align with staffing and using of temps and training and safety issues with that and how um successful that plan would be i thought that their use of um technology was great um it was in line and they understand what we need within that area so i thought reporting capabilities and keeping track of tickets and um cases when they come in was really good uh in that case i scored them a 30 30 30 30 30. okay okay committee would um the community be comfortable with a consensus score of 34. yes yes what was your original score 35 uh committee this is where i want to discuss on the documentation that we prepared as you know uh a pre-genius once held a contract with bill for our county and for a variety of reasons they received two cure notices to improve performance the county ultimately decided to make the contract for convenience so the contract was ended and led to different approaches by the county between staff and eventually another vendor um the fact that the determination was more convenience allows individuals they've endured to reapply at different times if they've been for different reasons sometimes that's not the case in this case they are um legitimately eligible to compete for this procurement but with that history in mind under qualifications um i scored and zero because of the history with hillsborough county so for fleet genius under qualifications i scored zero for that reason because of the history with the accounting so for fleet genius under qualifications i i highlighted um operating in 13 states and also uh customer include private waste haulers operating operations included 22 management contracts across the u.s so i thought that was very very good there i also put down established container cart service company established the state of container cart company with corporate safety um and also regional it technical approach uh similar to bryant all of this is great but the relationship with the county is something that that we just cannot forget um so for for that reason i would give fleet genius a score of a five for qualifications thank you yes it might allow to ask questions as far as i i've read the cure notice obviously i don't know the history all i know is what was in the cure notice am i allowed to ask we can discuss what the experience was that they are first-hand knowledges of the genius yeah the committee can assess the obviously the cure notice speaks to determination for convenience yeah because the county felt it could um conduct the contractor execute the contract internally with county staff can you elaborate basis for the determination if it if it was more than just the county staff could do the contract better more to what you were saying earlier as far as um not performing or can't remember your exact words yeah um i can only refer back to the cure notice letters you know i don't have first-hand experience i wasn't here speaking to it well i was in a different role at the time i can't say that the same name was leadership at that time so um i know that i don't know all that would happen but it wasn't a good experience i can't remember the logistics of everything that happened but here are the two periods that we do have and people will terminate that um because for convenience that's something that's like built in our contract already but it was something more to and i don't have all the particular example okay let's see these are the two most to see well one refers to the performance bond that was not provided so corrective action was required but not proof not provided second letter reference the first letter so it appears based on just looking at what i see it's because of technical requirements it was a bond not specific group performance however the company was notified in writing of the county's intent and provided five days to respond the company opted not to respond which means it needs to attempt to fulfill the requirements for whatever reason because the responsibility said we're working on it but it may take more than five days and that would have been an acceptable response but it was a non-response and for that reason yeah it was taken to the board for termination uh the agenda specifically says no objection was submitted by the company in response to the notification thank you for that um so we're in qualifications correct so with with the cure notice with the bond uh requirements and not being able to fulfill it um that was a key note that i took away from their qualifications um i don't want to confuse experience with qualifications even though it's kind of a fine line um but with that alone with the bond insurance being such a crucial part in having a contract with the county uh i would score them glad we discussed that because it was kind of like the qualifications experience thing was weighing on me and then the explanation of it i think the bond not um responded to that request i think there were two in there and then there was a letter from procurement discussing why certain things happened there um for me i'm still it's still i guess the qualifications for the most part they're minus the termination so i scored them as well for that okay so with that discussion in mind would the committee be comfortable with a consensus score of six yes yes okay victor we have a consensus score of six for our qualification category for fleet genius yes sir i copy for fleet genius criteria and a2 qualifications a consensus score of six okay thank you thank you okay a third category is experience as we've all discussed there's a close target for qualifications and experience uh however under experience i made a note of uh the years of experience of the principles 20 plus years which is impressive in the industry um it's a very well established service solutions company established present in 13 states currently holding 22 contracts uh 240 employees and stated um that they have closed just i think are on pace to close 2 million tickets this year that is all extremely impressive for me under uh the experience um times back to the personnel the buyer the vitals that were provided i scored under experience and found those to be equally as impressive um they had a question mark next to the mbe sbe certification but they provided a copy of a certification certificate so that question goes away even though it's still a little bit of a head scratcher for me overall i think their experience is extremely strong and i provided a score of 15 for the category of experience for creatures okay so overall fleet genius experience um similar very very strong um strongly directly related experience again the 13 states to 22 contracts significant ticket value 2 million that's very impressive i also pointed out the scat's tail reference for positive positive reference um the schedule and budget med quality and timeliness uh also fleet genius again the communication efficiency and operational processes highlight in that um but again same with the experience it ties back to hillsborough county and the two cure notices i hate to bring that up but that is an experience um that is with fleet genius so for that when it comes down to experience um i give fleet genius a 12 for that thank you thank you okay i agree with a lot with tony was saying uh with the 20 plus years uh how many different uh states they're in contracts they have um worked on um the the biggest takeaway for me was the eight years of specific cart management um experience um experience however some of those eight years are what we are discussing with the hillsborough county contract and the experience um and then receiving the cure notice so with that i have been as a 10th for me after reviewing everything um the experience references that kind of thing i um feel that given that they are in so many markets and they have established roll card programs and experience and experience overall i give them the 15. okay would the uh committee be comfortable with a consensus score of 13 for this category yes yes yes okay and do we have a consensus score of 13 for experience or food fitness yes sir i copy for fleet genius for the criterion a3 experience consensus score of 53 breaks down as follows for the a1 criterion technical approach 34 points for the a2 qualification criterion six points for the a3 experience criterion 13 points again for a total of 53 points for the technical evaluation criteria okay agreed okay we'll go on to the next proposer alphabetically that is national court services okay under the first category the criteria on technical approach uh consider the fact that this proposer is the incumbent and there is no transition concerns with this proposal part of the approach i wanted to discuss was they created the serialized database program basically merging on the records into a usable system um they have a very well developed uh warranty process warranty and refund process for the county they created a custom county-facing dashboard uh we'll point out that uh we've had a volatile couple of years and they endured an extreme reduction in service and continue to perform very well without uh disruption in service even though um the disruption they dealt with could very easily have destabilized the service they provided uh but it didn't they continue to provide the county with outstanding service regardless of the fact that the county basically changed rules which interrupted their business so very much so i found that uh as a part of their approach their work history to be very impressive um i like their drug and alcohol testing policy made note of the dot vehicle record checking policy also and i found it impressive that they also seek will seek employee consent before releasing that information to anyone outside of their company little thing but i thought was impressive okay with that in mind under the category of um technical approach i provide ncs with a score of 35 um national card services um ditto and echo everything that mr brian said currently the current incumbent they are um just doing a phenomenal job for us the biggest strength is they have direct knowledge with hillsborough county um this is an operating system that they already run here and that's something that we would have to build from scratch if we have to award it to them they also have the capability to do 200 plus service requests a day they give us sometimes next day service turnaround it can be under 72 hours dispatch working every dashboard that we can ask for we have been provided in addition to the links that we haven't has a necessity to this contract um the transition plan would be low um total low risk they're already on site they know the workflow they know the expectation they know how the county works they know our day-to-day operations and they have been successfully managing the roll cart program since last year july um so for that i give ncs a 36 all right technical approach transition plan for national park services um i felt their uh plan was very detailed uh very comprehensive i enjoyed looking at the maps and the charts that they provided obviously uh being that they're with account right now it is very uh specific to our needs and our current uh situation uh so i found that very uh good well specific to them they are fully staffed and and they're already working on the contract so there would be no transition plan they would just continue to operate as they as they currently are so that's a bonus for them um and with all that said i support them to clarify for our national card services and their technical approach and transition plan after reviewing this um i think because they hold the contract currently they know what we need um they've proved their plan has been proven already and tested uh they have a current it's active the experience is there for the roll cards i believe that um for me reading over this and going over their safety program and the training that they have that's ongoing was impressive for me um as opposed to just a little bit of what you what they could what someone could do they actually do it and it's in writing so i thought that was pretty impressive overall for this one um my score was a 35. okay can we have a little bit of a difference would the community be comfortable going with a consensus score of 35 yes or national park service so i support them yes yes all right victor we have a consensus score of 35 technical approach one national park services yes sir copy for national card services for the a1 technical approach criterion consensus score of 35. next category is qualification also for national park services i mentioned before their custom uh county facing dashboard uh it's also a custom kpi dashboard uh which allows the company the county a visibility into the operation uh found to be very important things i found the um qualification and experience of the principles to carry weight for me also strengthen their well written and well laid out proposal with that being said i provided a score of 18 under qualifications for national car services so for national park services when it comes to qualifications um one thing that i noted is that their core business is cart life cycle management that's the only thing they do they currently perform sustainable municipal work for hillsborough county and ballroom county um so for me i gave national card services when it comes to qualification 19. all right qualifications national card services uh i do agree that uh this is a company that is specific to roll card um whether it's repairs deliveries removals uh getting rid of damaged car recycling them uh with the six years to identify meeting all the necessary uh needs and qualifications outlined by the county i rated them a 18. love it one feet thank you for national card services qualifications um felt that they met all the requirements they have um the roll card process down this is their business and i like it's structured just on roll cards they're not focusing on other and for that given 15. committee would you be comfortable with a consensus score of 17. yes yes yes okay we have a consensus score of 17 for the criterion qualification for national card services thank you sir i copy for national card services for the a3 experience excuse me for the a2 qualifications criterion and census score of 17. agreed okay okay third category is experience hope to tie it together um also looking evaluating national card services proposal um i know from firsthand that they took over what i considered to be a disaster at the time that they stepped in and they outperformed expectations to bring the program into what i would consider compliance uh did an excellent job there their principles as i mentioned have good industry experience um with carts manufacturing business management uh standpoint i found it very impressive uh with their field warranty scanner the capability of that device that eliminates errors in the field i made a note of their safety plan the red red flag de-escalation process i found to be impressive they had a very good explanation of uh their routing priority which i made a note of talked about the dashboard the demonstration of the dashboard with the uh illustrations that we'll reference a little bit ago and i think i mentioned before that i found the reclaim reimbursement process and reconciliation tracking to be also an impressive quality currently seven staff on site api connection points already prepared in anticipation of full connectivity uh with all of that in mind criterion of experience i offer our score of 13 for ncs okay so for ncs when it comes to experience um for me actual hillsborough county performance gives me something concrete to evaluate ncs has um reported 43 329 service locations completed from july 2025 to august 2026 averaging about 3009 3095 per month and peak months we can range anywhere from up to 5000 to 6000 uh roughly 261 service locations per working day also ncs has the baldwin contract and they also rate exceptionally well with that contract employee turnover wasn't issued for them but of course with volume and with card you know that it's a busy business where you need to have it at a peak season or you may not have it at a big season hillsborough county also gave them a positive reference um which is us and we told them that they do an excellent job they're good they're timely exceptional they they respond to our citizens as if you know they were counting employees um i'm not putting them first simply because they're their incumbent uh what separates them from me is a combination of the strong approach um the direct comparable experience and the actual hillsborough county performance um the positive reference and the low transition risk so for me i give ncs a score of 14. speaking specifically to experience with national car services um i like that they have six years of cart management experience specific to you know cart deliveries repairs removals recycling but most impressive is the 16 months of direct experience with the current hosborough county uh contract and then in listening to two of you with their direct um history and experience with national card services i am rating them a 13. thank you for national card services experience um i appreciate the fact again that this is simply a roll card focused and that they have proven to meet our requirements and take on a heavy task of correcting and you know going through developing uh specific processes and um software compatibility with our uh processes and procedures uh based on that and the overall experience with role of arts and performance i have scored them at a 15. okay committee there's with the community compliance with the consensus score uh 14. yes sir we have a consensus score of 14 in the category of experience for national card services thank you sir uh so i copy for national card services for the a3 criterion of experience a consensus score of 14. agreed so for national card services the overall consensus score for the technical evaluation was 66 points out of 75. that broke down to the following the a1 criterion of technical approach 35 points the a2 criterion of qualification 17 points and the a3 criterion for experience 14 points agreement moving on to the next proposal uh for berkeley is our very specific company at the first criterion of technical approach made a note of their plans to staff to staff the contract with 11 which is for me a comfortable number a question mark next to plans to use uh backup support obviously that may happen during the transition but it's a little concerning that it was uh stated from the very beginning that that was part of the plan i have a little bit of a merge safety and approach i like their pre-shift safety briefings as well as the inventory reporting requirements and also i found it to be an excellent uh definition or explanation of for accident response procedures with that in mind under technical approach i gave rare specific company a score of 30. when it came to exactly the approach uh the proposed was one site manager seven drivers three yard technicians and seven dedicated trucks but that was really good um another thing was good details on the daily work control the inventory the washing the cms documentation the transition work stream was back up rental contract support um having backup is just so necessary in this industry in this hall of this industry um the concerns i have uh things that brian probably mentioned safety plan includes an internal finalization note and the note of the role saying is still need to be done there's still needed validation and the note should have been removed prior to the submission so i'm not sure if it was done on the fly or it was something that you downloaded it isn't complete but the safety plan wasn't um complete for me so for me when it comes to raric pacific and technical approach and transition plan i give them a score of 34. okay raric pacific company a1 technical approach transition plan i quickly identified that their transition plan technical um plan was it was very short um not very detailed i do appreciate that they you know um identified their 70 elements and their objective and their safety however i felt it was missing a lot of the core ingredients needed in the transition plan um i do think the staffing is it's more than adequate uh with their trucks the drivers and field staff so with that i scored then eight forward i'm sorry i'm going to the overall score sorry 20 for technical inversion transition plan that's a good one okay if i like it two zero okay my apologies so explain it's there i'm used to multiple screen so i'll have to take a few things around now yeah okay so um technical transition plan approach i thought overall it was basic um it lacked for me a little i'd like to see more detailed explanation as to how they would accomplish some of the tasks in there um overall i gave them a 20. okay okay we have a little range would you be comfortable with a consensus score of 25. might be welcome to score 34. how was it 34. it was a 30 34 20 20. and you're proposing a 25 25. okay okay i want to counter you don't want to counter okay um i wouldn't counter to 28. um they have they they have experience i mean let me fix it i need my explanation you come on back um so for the technical approach the whole setup about coming in with the site manager and the drivers the seven trucks that was good having the work details from um washing carts all that was good the only thing i had concern was the safety plan everything else was good for me when it came to the transition plan the safety plan wasn't complete but that may have just been a you know a quick submission where they forgot to put the right one in there so i would say 28 would count for my consensus well i have a concern that was also shared about the lighter detail um lack of specificity and for procurement of this importance and volume and incomplete submission is a significant most important detriment uh degrade downgrade for me so i have trouble with that score would you be comfortable with the a27 yes yes i'll agree okay all right victor we have a consensus score of 27 on the technical approach for raric pacific company rpc yes sir i cannot be for raric pacific company for the a1 criterion of technical approach a consensus score of 27. agreed okay a two second criterion qualification enjoyed learning about the history of the company founded in 1913 on the west coast in california that's excellent tracking their history uh been in the solid waste industry since 1787 which is also excellent history i appreciate that it's a family-owned business i really appreciate the description of the plan to zero safety culture they stated that this would be a low risk transition i put a question mark next to that that was not a justified statement as a new company coming in there would be risk but just made a note of that appreciated their habits hazards assessments so that was very well done um i made note of their training uh the training program which was clearly defined and expressed in my opinion and also appreciated the seven key elements of their value proposition it was nicely articulated and painted a nice picture a good clarity of the company so with that in mind their a2 for their specific company qualification i offered a score of the 15. a2 qualifications for raric um i got broke down year large the fab is covering with deep container manufacturing technology um so waste industry resources i do you know a2 and e3 always mix a little bit when you talk about um what they can do as qualifications having dealing doing business in miami-dade county there's a huge county 225 000 carts 350 transactions daily that was impressive i know it's kind of going into the experience but uh when it comes to the quality qualifications for raric i gave them a score of qualification score for raric you got a score of 19. thank you all right a2 qualifications rarity um getting the divorce with the comparisons of qualification and experience just want to be clear as it's hard to separate their list of experiences based but identify their qualifications and with between their executive summary and their technical approach again not very detailed uh so it's hard to kind of identify what qualifications outside of their experience which they have you know massive experiments um so with that being said i scored them a 10. thank you and under qualifications for me um again established company they have experience with leading into that again um i still feel that it it was not enough for me it was still too basic um needed more details for myself so i have scored them at a 10. okay committee would you be comfortable with the consensus score of 15. yes it seems high for me to tell okay so again you know there i want to make sure we're separating experience out from qualifications um and they didn't really put a whole lot of qualifications within there whether it was their executive summary or their technical approach employment okay so again i scored with 10 i've been jumping at 15 on the overall max you can get his 20s please let me a little hot okay what are you comfortable with 13. 19 i'm despairing comfortable with the this score 13. what was your score 15. what would you recommend for us to go to i said 19. yeah that was yours yeah and my recommendation i believe for this one and the consensus is 13. well it's cold box um 14. you need an example with the consensus score of 14 for the criterion qualification for air pacific okay okay victor we have a consensus score of 14 for a three qualification for a specific company thank you sir for a specific company for the a2 qualification criterion i have a consensus score of 14. agreement okay moving on to a3 third category um we've crossed over and spoken about which pass it a few times so i won't do labor the point appreciated the uh history of the company founding uh its duration its its tenure in the solid waste industry i did have a question mark of concern when a stated separate price will be provided for additional resources to respond to surges that will be the concern uh whether it belongs in this category or not but uh under experience i offer um for a specific company and eight okay so continuing on similar to the back end of my qualifications starting on my experience rarick's pacific or also orange county was impressive for me 200 000 cards roughly 100 to 300 daily actions in addition sarasota 142 000 cards roughly 200 of daily actions so for me all of those different contracts with big municipalities not quite as many cards as us but in similarity when it comes down to some of our areas um was impressive for me when it came to that we had a reference that also strengthened my view still the uh the system that we're asking towards a full ongoing road card management and it's different from different from manufacturing services but once i've seen miami-dade orange county sarasota that made me understand that they did have the experience in the road card management um i still look at how much experience represents the full-on long management model they were asking for and i also noted that the internal finalization of the safety plan as a quality control concern quality control concern for me rather than a disqualifier i just thought like you guys maybe i forgot to upload it so for me when it comes to experience i give weird pacific a 13. a3 experience with very clearly has extensive experience when it comes to waste recycle bin slash containers management of them repairs of them um as well as their current well that may be not correct i can't recall but working in miami-dade and sarasota um on the experience side i i rated them high and i gave them a 14. for experience um again established company they have contracts with other municipalities they have um experience with the roll cards on this one i rated i gave them a 10 for experience okay many of you have this point so would the committee be comfortable with a consensus score of uh 11. in that shooting them low i think they have all the experience um big municipalities it counts 13 i think i think 11 is this 13 would be the lowest that would go 13. when you have a score of eight and a score of 10 in the committee 15 and 13. can you explain the eight score i don't remember recall who that was that was the explanation on on giving only half on experience based off of what okay based on the discussion yeah i'm comfortable with that so what was your counter are you comfortable with the consensus floor 13 okay all right dr may have a consensus floor 13 for a jury experience for rfpc rare pacific thank you sir a rare pacific company the a3 criterion of experience i have a consensus score of 13. agree thank you so for your company the overall technical evaluation came in at a total of 54 points out of 75 that breaks down to 27 points for the a1 technical approach criterion 14 points for the a2 qualification criterion and 13 points for the a3 experience criteria agreed thank you okay so for our fifth and final proposer sponsor proposer racist support systems looking at a1 technical approach recommendation for a starting staff level of 10 i thought was in line a little heavy but not concerning i appreciated their uh discussion about the pre-trip inspections i thought it was very good as well as uh the electronic workforce system that they use by the county specific training i thought the county specific training was well articulated and uh that includes a provision of a safety performance reviews all right so with that in mind for waste support services criterion one a1 technical approach i offer a score of 30. for a1 a waste support system i i actually were very good um very specific on the operating model six production routes plus one relief capacity driver i thought that was good just to have somebody on reserve two yard technicians including the inventory technician one site manager and seven plan liftgate trucks that you guys will own in that rant so i thought that was a really great approach to having something dedicated for hillsborough county strong daily control for age expedited work and also anything related to the cms documentation reconciliation um you had all of that and you came to experience the major strength uh the relief drivers and the reserve capacities are specifically for absences of somebody's not there having that type of backup that type of backup is really helpful um let's see what else here for them so for waste support system when it comes to a1 i give them a 36. waste support support systems a1 technical approach transition plan um i thought they did a good job of identifying staffing and uh equipment needs i uh i was happy to see that the contingency climbing was in there i enjoyed seeing the the bin washing sb2 i think they called it uh beats yeah it's like that you know i've seen it in action in the streets and it's pretty easy and quick to clean up in as opposed to you know pressure washer being by hand so i think that would be very efficient um when it comes to making sure the parts that are being delivered you know for county are nice and clean i think they did a good job of identifying sapping equipment as well as their company history or operating capacity so that's i scored them a 30. okay for waste support systems um i thought they understood the requirements the equipment um was impressed with the cleaning that machine needs to clean the cars i thought that was a really good idea i liked the fact that they owned their own fleet and i um appreciated the transition plan and the way it was phased out it gave details on that in the operational readiness for you i thought it was there it was detailed or it provided some you could actually envision what their process would be um that being said i support them at a 30. the committee would you all be comfortable with your consensus score of 32. yes yes okay we have a consensus score of 32 for a1 technical approach for waste support systems thank you senator copy for waste support systems for the a1 criterion of technical approach a consensus score of 32 agree thanks server qualifications for a2 for wsss uh they are a company of 25 employees see uh as mentioned i really appreciated that sp2 being tool i think it's a beast uh noted that uh work orders will be worked in service now system in the county's system and note that the transition plan had a very good flow and i thought had good content and detail also appreciated the operational readiness checklist that can offer a very nice touch under qualifications day two i offer a score of 15. under qualifications for a waste support system the company was founded in 2022 so it's younger than the other competitive that was the number that i had here so for the qualifications focus always for when you came for the qualifications for a waste support system i gave them a full team qualifications way support systems um i liked how they identified their backing and their assets um they also clearly identified florida being one of their primary uh areas in geography as well as their core services being um cart work orders uh warranty scrap washing um field documentation and reporting of the carts um my concern is with the 25 employees that they currently have they also mentioned multiple other primary geography areas where they operate how many of those existing 25 employees would be allocated to those were county or are they going to be the one manager supervisor and having to hire um on the staff so with that i scored then a 15 okay thank you um being focused on this one will be the reporting and the data management i appreciated the breakdown on that and and them showing us i think it's big for us to have a way to track what's going on tick service tickets that kind of thing and they've proven via this demonstrate or they've demonstrated that they have a true truly solid plan for the reporting and the data management of the roll cards um so for this yes we'll do 13. agree this cluster would you be comfortable with the consensus score of 14. yes yes yes we have a consensus score of 14 for a2 qualification for waste support systems thank you sir a copy for waste support systems for the a2 criterion of qualifications a consensus score of 14. i'm moving on to a3 experience so for waste support systems wss they stated that they are an outsourced service provider to the waste industry which is a great niche to be in it is not targeted for our needs in my opinion i'm sorry i'm pulling a quote from their proposal they are an outsourced service provider to the waste industry but that's fine that's a great position again that's a niche that's identified um but it's not 100 targeted to our needs in my opinion with their experience um their boston contract is impressive and uh head collection of three thirty thousand mattresses per year is a bit of a head dispatcher but so that is absolutely impressive um their partnership with gfl in georgia also was very strong uh they admit that they've not held an identical contract but that they are partner and do provide uh similar or substantially the same services uh their mention of the rising connect as their online service provider first caused questions but i think they explained it as the proposal went on but they do provide the services that i needed i made a note of their mention of our safety meetings that are continually several every two weeks which is a little different than some of the other proposals we stated daily and weekly safety meetings uh they did provide a good description of their uh car handling safety procedures so definitely made a note of that piece okay with all that being sad from the category a3 experience for wss i scored a10 when it comes to voice support system a3 uh so i ended a2 referring to the age of the company i want to begin a3 but although this company is young it has done a lot um the references changed my view boston averaging 100 card actions a day gfl um three georgia sites averaging 350 a day waste pro reference um about 80 a day with special projects exceeding 200 daily requests i also noted gfl and their referencing exceptional work by wss for quality and timely service um said they consistently meet or beat timelines stay within a agreed price and have no default termination and strongly recommended but that was a really good reference um although they're young again the experience is is in there i did also note that i really like their operating model especially the data the dedicated capacity um the relief capacity the reference okay yep okay so for that for a3 for wss i give them a score of 14. wss experience i agree with a lot of what miss bailey said um their experience with boston gfl waste pro um and all the different markets they had in georgia and florida um they have about four years of cart management specific experience but 16 years of uh solid waste solid solid waste industry experience specifically to routing and we all know when it comes to car deliveries you got to get the routing correct and accurate in order to be successful so uh with that being said my score wss inexperience a13 under experience for wss um just to piggyback off of what tony said before this is a younger company uh so establishing like the 2022 um they clearly understand what we need the experience is there they have the employees that kind of thing um i would say just still being that it's a great company they have had some some other contracts but i'm going to score them at an 11. okay we have three number 14. maybe would you be comfortable with uh census 4 of 13. yes yes okay do we have a consensus score of 13 under a3 experience for waste support systems thank you sir i copy for waste support systems for the a3 criterion of experience a consensus score of 13. one third one third thank you sir fantastic got through that uh i will now go back through the committee scores announced the awarded points for total cost uh before you do that would you give us a total i apologize yes my apologies and i had myself so uh for waste support systems the total technical evaluation score was 59 out of 75 that breaks down as follows the a1 criteria for technical approach 32 points the a2 criteria for qualifications 14 points and the a3 criteria for experience 13 points concur thank you appreciate you pulling back on that all right so now i'm going to go back through the committee scores and i'm going to announce the awarded points for the total cost and provide a subtotal for each firm committee uh if you concur please confirm by saying agreed after i announce the scores for each firm so starting off with baypoint exterior services loc for the cost total criteria out of 25 points they received 23.83 points that combined with the 46 out of 75 points that they received for the technical evaluation criterion they received a total of 69.83 points out of 100 for genius llc for the cost total they received a total of 25 points out of 25 points for the technical evaluation piece they received a total of 53 points for a total score of 78 78 78 that was 25 for the cost total and then the combined score for the technical evaluation piece was 53 for the cost total for the cost total for the cost total for the cost total was 24.76 out of 25 points and the combined score again for the technical evaluation piece was 66 points so those two combined gave us a total for national card services of 90.76 six nine zero point seven six points out of 100 points great great agreed for raric pacific company for the cost total points they received 22.79 out of 25 points and again for the technical evaluation people my combined score was 54 for a total of 76.79 points out of 100 again 76.79 out of 100 points agreed agreed agreed thank you and for away support system for the cost total points they received 23.85 points out of 25 points and again for the technical evaluation piece they received a combined score of 59 for a grand total of 82.85 points out of 100 points again 82.85 out of 100 points agreed agreed great uh proposers please monitor you enough for future updates related to the solicitation if there is nothing else uh that will conclude the evaluation committee meeting for rfp excuse me rfq i'm sorry rfp-26-00349 roll cart management services thank you have a great day
