members and other parties of interest. The final scoring meeting for RPS 26-00282 Van Dyke Flow Diversion Comp Station and Pipeline will be held in part by means of communications media technology. Active participation will be for committee members only. Provisions have been made for any member of the public desiring to have access to view the meeting. My name is Ashley Ruggiero and I'm the senior buyer for this project. For the record, this meeting is being reported and has been publicly noticed. At this time, I'll ask each committee member to introduce themselves for the record, beginning with the committee chair. Good afternoon, everyone. My name is Gita Iwanipur. I'm Program Manager with Water Resources Department, CIP Section. Chris Repack, Utilities Manager, Infrastructure Maintenance Division. Duane Phillips, Assistant Section Manager, Plant Operations Division. Carter Borland, Engineering Intern with Water Resources Department. Thank you. The committee will evaluate and discuss the scores of the firms that were shortlisted from the previous evaluation meeting that was held. The Evaluation Committee Chair, Gita Iwanipur, will lead the discussion for the final scoring. After each firm is discussed, please state the final consensus score agreed upon so that I may record it for the score sheet. After the conclusion of the scoring, I will verify the scores with the committee and provide the ranking of the proposals. Starting with Ardura Group, Gita. Thank you, Ashley. All right, guys. For Ardura, looking at the answers, I think they explained the Riverops diversion projects very well. I really think absolutely it matches our project and the key team members are very experienced with this, but unfortunately they are not within the five years. You said this. Yeah, I would agree with that as well. I mean, that's the only problem that doesn't meet the criteria for that. Otherwise, other than that, I think most of the comments were general and mentioned already in their proposals. So I will say the scores, the total scores remain the same. Any comments you guys have? No, I agree. Yeah, I have nothing to add. Do you agree, do I? Yeah, I agree. I didn't hear anything that would really warrant adding additional points or anything like that? I agree. So the score remains the same. So for Ardura, criteria 1, 30 points. Criteria 2, 30 points. Criteria 3, 12. Criteria 4, 4. They received five bonus points for SBE participation, four bonus points for past performance, zero bonus points for volume of work, and that gives their total 285. You're going to agree with that? Yes. Yes. The next firm is Brown and Caldwell Corporation. Answer the questions very well. Criteria number two, they elaborated on their projects for City of Largo and the Colusa Trace and about all the conceptual and preliminary study they've done on the bandaid flow diversions. So to me, they deserve two more points. And I'll go with four points for criteria number two. What do you think, guys? Yeah, my notes are the same. I thought they did very well in that category. I came to the same conclusion. I felt that the presentation and mentioning the Largo work is warrant some additional points. But it's within the five years. Yes. Largo was a big addition. So I would agree to the additional four points. We go with additional four points. So for Brian Caldwell, criteria 2, you want to go from 30 to 34 points? Yes. And then they also talked about their workload. All the key members were there and they're all very experienced and they mentioned that their largest project with City of Largo is now moved to construction. So that brings up some time for them so they can give us more commitments and they fully committed to stay on this job. And Duane, I know that it's so important for you for the project to be on time and schedule and even ahead of schedule, right? Ideally, yes. I would also agree that they, I would agree to the additional scores on that or additional point on that one there. I think the maximum is five. I think we initially had four and I would go be willing to go to the maximum of five. I agree. I can give them the maximum points of five. Agreed. Yes. Agreed. So for Brown and Caldwell criteria 4, we're going to increase it to five points. Yes. Other than that, the comments were mentioned in their proposal. No. Do you have any other points or extra points? That's all. I think I was going to have one. That's it. Okay. Okay. Thanks. So to recap for Brown and Caldwell criteria 1, 29 points. Criteria 2, 34 points. Criteria 3, 13 points. Criteria 4, 5 points. They did receive five bonus points for SBE participation, four bonus points for past performance, one bonus point for volume of work. This brings their total to 91. Is everyone in agreement with this score? Yes. The next firm to discuss is Mott McDonald, Florida LLC. Mott McDonald's questions were all same as what was in the proposal. So for me, no points. Extra points. I would agree to that because I didn't hear anything in their answers that would warrant additional requests. Farther. Yeah. I mean, they mentioned the, I think it was the Jacksonville reclaimed and some projects that went from multiple miles, but that was. Yeah. About it. Additional clients. So no change on my end. No change. No change. Okay. To confirm the scores for Mott McDonald, Florida. Criteria 1, 32 points. Criteria 2, 32 points. Criteria 3, 18. Criteria 4, 5 points. They did receive five bonus points for SBE participation. Three bonus points for past performance. Five bonus points for volume of work. And this brings their score to 100. And the last firm to discuss is Stantec Consulting Services, Inc. Stantec did a great job with criteria number one and two. My opinion for criteria number one, they talked about South Hillsborough for Tampa Bay water, water, and that was, they elaborated the scope very well, explained that directly and related to our project. So I would like to add more score to that. And criteria number two, they also elaborated on the projects local and there's, yeah, they talk about other projects and explain all. So I would like to also add more points to that. So I would go for criteria number one, two points. Do you agree? Yeah, I would agree with that. I liked how they spoke about the Hillsborough pipeline for Tampa Bay water. They had a lot of environmental, HOA, um, county center, public, public challenges. So I think I would agree to an additional two points on that. About the stakeholders and everything else. Yeah, they talked about everything, elaborated very well like that. And for criteria number two, again, they talked about, uh, a lot about their projects. So I would, I give them four points as well. For both one and two. For, I, for number one, I said two for, uh, number two, four, but if you guys want to change the number, let me know. We contact. I would prefer to stick with the two points for the, uh, criteria one and then the four points on the, on the experience. I can agree with that. Chris. Do you agree? So criteria number one, add, add two more points. Okay. Criteria number four, two, add four points. Okay. So criteria one from 30 to 32 and criteria, um, two from 28 to 32. Correct. Okay. To confirm Stantec consulting services, criteria one, ability of farmers professional personnel. We went from 30 points to 32 points. Criteria two went from 28 points to 32 points. Criteria three, 18 points. Criteria four, five points. SBE participation, five points. Past performance, three points. Volume of work, three points. This brings their total to 98. Is everyone in agreement with this? Yes. Three. Okay. We have discussed all four of the shortlisted firms, and I'm just going to confirm the total of the rankings for the firms. Ranked number one, we have Mott McDonald. Ranked number two, we have Stantec consulting services. Ranked number three, Brown and Caldwell Corporation. Ranked number four, we have Adura Group Inc. Ranked number five, we have Chen Warren Associates. And ranked number six, we have Garver LLC. The committee's wish to award to the highest ranked firm. Thank you. Before we conclude, please be reminded that the cone of silence remains in effect until the notice of intent to recommend award and the subsequent five-day protest period has ended. During this time, all questions and communications must be directed to me. I thank all the firms for their time and effort they put into these proposals. And this has concluded the meeting. Thank you, everyone. Hope you have a great day. So do we or do you have
