[0:00] senator murray thank you madam chairman mr secretary you know how important the interstate [0:06] bridge replacement project is across the columbia river between washington and oregon [0:11] it's important for the entire west coast and it is really critical as we have talked about many [0:16] times to keep this project moving and on track and we know that delays mean higher costs so i [0:22] wanted to ask you when you're in front of us today will you commit to publishing the record [0:26] of decision for the ibr project no later than july 1st i don't know that i i got to take a look at [0:31] that but i but to the issue of uh of the i-5 i have been wildly aggressively involved in the process [0:40] for the last year and a half um it's probably the project i know more about um now i i think [0:45] we have to work together i think the the initial estimate was 14 billion dollars for that project [0:50] i think we have to work together to get to a number that's going to be that is true but today i just [0:55] wanted to ask you about the record of decision because delaying that is going to make it cost [0:58] even more i'll look and i'll look and see on the timeline i don't know that i can commit to you by [1:02] july 1st let me look and i can circle back with you um on that time thank you um i want to ask you [1:07] about the bipartisan infrastructure law as you know it expires september 30th and communities across [1:13] our country are immediately going to lose access to about 37 billion dollars in transportation funding [1:19] along with tens of billions in other critical funds in other agencies i heard um senator gillibrand [1:27] mention these facts earlier but the american society of civil engineers gives our infrastructure [1:32] a c grade roads and aviation d plus transit gets a d and these grades tell us really that we have a lot [1:39] more work to do and if we don't asce estimates that american families will pay seven hundred dollars more [1:45] a year 344 000 jobs lost and our economy is going to take a hit as well so we have to address this [1:53] infrastructure cliff in our 27 funding bills or our cities our airports our transit systems are not going [2:00] to have the funding that they need for vital projects in in actually every one of our states [2:05] meanwhile we have a budget from the president and he is proposing a half a trillion dollars more for the [2:11] war budget but his budget proposal does virtually nothing to prevent a 37 billion dollar cut to this [2:19] transportation funding so i'll just be blunt is it the position of this administration that we should [2:25] stop fixing our roads and bridges to fund a war abroad so senator i appreciate the question so first [2:33] when you look at the c rating um and we should be a rated in america i agree with you you and i are on [2:38] the same page no i'm asking you about i will ask that question i'm just talk what i'm talking about [2:42] but i have limited time okay so i i have pulled out a lot of the green requirements that you all didn't [2:47] put in the legislation iija and i pulled out a lot of the dei from the last administration to make us [2:53] build faster and build better i know what you've been doing but just you know we the budget proposes a [2:58] flat funding funding for transportation it proposes a huge funding for war so to all it's looking like [3:06] at this budget it's fewer bridges and more bombs and i just got to say that as the committee we [3:12] have to address this infrastructure cliff in our funding bills we cannot let this funding expire and [3:18] leave our communities dry i think it's important that's my point i just wanted to understand that [3:22] can we be on the same page um you all do the advanced appropriations and you're melding together [3:28] the budget with the advanced appropriations correct and that's what we've been doing for a number of [3:32] years and all i'm saying is that there's going to be a huge cliff and instead of giving us a budget [3:38] that helps us address that cliff we did not the last administration didn't give you a budget that [3:42] included advanced appropriations and i didn't either so we've actually in increased the money [3:47] in the base budget this year that is why it's not but i never you if i came in and told you all what [3:52] to do with advanced appropriations you'd be offended by that no but i am offended by a budget that comes in [3:57] for with one and a half trillion dollars more for war and no increases for infrastructure when we [4:04] all know that in october there's going to be a huge funding cliff on transportation which is not [4:09] addressed in the budget which i've had i have 114 billion dollars the biggest base budget in transportation [4:15] ever submitted to congress but the advanced appropriations is not what i do you all do the [4:20] advanced appropriation and this is a problem we're all going to face but but let me move on because i i do [4:25] want to address this um issue because over 39 million americans are expected to hit the road for [4:33] memorial day weekend and you are encouraging americans to spend the summer road tripping across the country [4:39] but let me just ask you how much did you rack up on gas during your great american road trip [4:46] i understand that was paid for by groups and sponsors sponsors a non-profit uh funded the great [4:53] american road the non-profit actually solicited funding from private organizations i do not right [4:57] okay do you know how much gas no i don't you don't but i know i know it's not as much as it was under [5:02] biden which was five dollars a gallon holy cow okay so just listen americans don't have corporate [5:08] sponsors to pay for their gas and for families that are hitting the road this weekend the national [5:13] average gas price is now four dollars and fifty cents per gallon that is more than 50 percent higher than [5:19] before trump's war in iran when gas was less than three dollars a gallon um so the and i just want [5:27] to make the point the families are seeing this at the gas pump but they're also seeing it costing more [5:32] for airline trips the cost of a domestic flight is up 31 percent over last year and they by the way are [5:39] stuck paying ridiculous junk fees why because you decided to rip up some basic protections that gave people [5:46] automatic refunds and hotels when their flight was delayed or canceled so here's the problem here's [5:52] how americans see this and who are talking to me you've been recording a promo of yourself and not [5:57] working to lower the cost sure senator so i just it just this show is incredibly out of touch with where [6:04] americans are and i echo senator gillibrand's concerns that it really raises some serious ethics [6:10] concerns about who you answer to because the people organizing your show solicited corporate sponsors [6:18] and promised rewards at each level of funding i'll be honest that's not true i'm looking at your thing [6:28] there's a memo of understanding that says no one gets any benefit for anything i'll ask you a question [6:34] maybe you can answer it sure if i'm an airline executive and i paid a million dollars for this great [6:39] american road trip what would i get out of that with from me nothing well look as i said the deck [6:47] that is out there says that if you give a million dollars you get six vip invitations to receptions [6:54] you get to go to round tables you get to networking events if someone from someone from [6:59] the healthcare industry gives you two million dollars what do they get for it the question what do you [7:03] give them i do not oversee the f i do not regulate your jurisdiction i do not regulate you have jurisdiction [7:08] two million dollars to put your face on tv to buy steak dinners mr secretary listen listen to my [7:15] point here that's what you do mr welcome to maga welcome to drill baby drill are you going to drill [7:20] do you want to support lower gas prices i welcome that i asked let's drill let's refine let's pipe [7:27] fuel across the country you obviously you have not been supportive of that of every one of us so that [7:32] instead of answering our questions i'm answering your question you're asking you're asking about gas [7:37] prices you have done everything you can to increase gas prices for americans and make us buy evs [7:42] secretary this is my trump is lowering the cost of energy you are wasting my time you're wasting my [7:48] time responding with a book of claims that you have come at us do you deny that you got two million [7:52] dollars from health care i can go down the list here mr secretary that is not mr secretary it is my [7:58] advisor gave you 102 000. i am asking to be able to ask a question here i do not point out your record [8:03] by a secretary who is the witness at
