[0:00] Let's go back to the airport. [0:04] Recently, there was a foreigner who was in the airport. [0:12] Is the MIAA? [0:16] Yes, sir. [0:17] It's just a good day. I'm going to say it. [0:20] We're going to call it. [0:22] That's the answer. [0:24] Let's show you a video. [0:28] Why didn't we have audio? [0:43] Anyway, let me explain the audio. [0:47] Go ahead. [0:48] Three of them. [0:53] This one is like a limited edition. [0:56] And 15 million pesos is not small money. [0:59] I was waiting for my grab. [1:01] Then the person came and took my luggage. [1:06] I realized two minutes after I took the luggage. [1:09] I was ordering my grab. [1:11] And when I finished to order the grab, I looked and my baggage wasn't there. [1:15] So I started looking for the police and I run in the airport to try to find the person. [1:19] Unfortunately, the guy went the other way. [1:21] We checked the CC camera and the guys did it intentionally. [1:25] Unfortunately, the person is not the first time that they do it. [1:28] And the airport police already know him. [1:30] So they know his face, they know his name, and they have already some information about him. [1:36] He's been doing this for a long time. [1:38] Okay. [2:41] I have a Chinese friend who wants to go to RELO. [2:44] Actually, the total amount is 18 million. [2:49] Because one of them is blue. [2:51] The face of RELO is worth 12. [2:54] And then one is 3, 3, 5 something. [2:56] So more than 18 million is not. [2:58] So who wants to answer first? [2:59] Who wants to answer first? [3:00] Who wants to answer first? [3:01] Who wants to answer first? [3:24] Who wants to answer first? [3:26] Who wants to answer first? [3:28] Who wants to answer first? [3:31] Airport Police? [3:34] Naya Police? [3:36] Sir, good afternoon, sir. [3:38] Airport Police Superintendent Rainante Dato, sir. [3:41] Rainante? [3:42] Okay, Superintendent. [3:44] Yes. [3:46] That's what happened to us in the area. [3:50] That's why I know, based on our information, [3:55] the victims didn't file a reclame. [4:01] Then, if that's why, [4:03] that's why it was arrested for a few times. [4:06] So, why are we still trying to get out of the area? [4:12] Why are we trying to get out of that? [4:13] Is there any plain clothes in the personnel? [4:16] In the intel? [4:18] Are they trying to get out of the picture? [4:21] Or on the CCTV? [4:22] There's this mokong, the sikawatan. [4:25] Kukwelyohan. [4:27] To get out of it. [4:29] Oh, why are they trying to get out of it? [4:31] Sir, the airport police didn't have any deployment [4:35] in the criminal. [4:37] Why didn't they? [4:38] When they turned over to the NNIC Tumiya, [4:42] the airport police was not allowed to be deployed [4:47] in the Pacific area, sir. [4:49] You were not allowed to be deployed by the new NIA International? [4:56] Yes. [4:57] So, sir, we didn't have any deployment of people, sir. [5:02] Why? [5:05] Why? [5:07] Why? [5:08] Why? [5:09] Based on the airport security program signed by the NNIC, [5:15] it was determined that only aviation security of NNIC [5:21] are visible on that area. [5:23] Okay. [5:24] NNIC? [5:26] Andito ba? [5:27] New NIA Infra Corp? [5:30] Magandang hapod po, Mr. Keir De Castro po, from NNIC Terminal Security. [5:35] Yeah, Mr. De Castro. [5:37] Okay. [5:38] So, hindi allowed yung airport police na magbantay sa perimeter, [5:47] outside the main airport building? [6:00] Why are not they being allowed, Mr. De Castro? [6:03] I'll cross check, Mr. Chair, with the standard, but I concur that it is included po doon sa ASP natin [6:12] na hindi po allowed ang ating MIA airport police doon sa particular curbside areas po. [6:19] But, it is supplemented and collaborated by AVC Group. [6:31] So, hindi allowed yung airport police. [6:33] Yung airport police ba PNP yan? [6:35] No, sir. [6:37] We are part of the MIA law enforcement. [6:40] I'm sorry? [6:46] No, sir. [6:47] Hindi. [6:48] So, sila parang mga security guards? [6:50] No, sir. [6:51] Nag-handle din po kami ng mga cases. [6:54] In fact, kami po ang nag-file ng case against doon sa suspect, Sir Miento. [7:03] Nag-file kayo ng case against him. [7:05] Okay. [7:06] Bakit ano yung mga nakara niyang kaso? [7:10] Sir, i-walk through ko po kayo how namin na-identify yung tao. [7:32] And then, sabi nila, nung tinawagan yung phone, kasi sir, yung pinagbebentahan niya duda na ninakaw yun. [7:39] So, may apps doon, sir, na na-identify yung may are. [7:43] Pinawagan nila, that time po, na-reach nila yung tao is, nakaalis na po OFW. [7:50] Okay. [8:04] Right. [8:05] Then, sir, doon po namin nakuha yung identity niya. So, nung nagkaroon po ng... [8:12] Pakisaran nyo nga, pin 2, John. [8:14] May ingay. Pakisaran nyo nga. [8:17] Can you tell them not to shut up? [8:19] Patahimikin nga sa likod? [8:23] Okay. I'm sorry, sir. Go ahead po. Sorry. Go ahead po. Kasi po, to view the CCTV. [8:59] And then, nung makita nga po na yun po, yung napanood na ganun yung ginawa niya, [9:04] dinala na po siya sa intelligence and investigation ng airport police to process kung ano po yung... [9:09] So, investigan niya siya? [9:11] Yes, sir. [9:12] So, while you were investigating him, ano yung mga naibigan niya info sa inyo tungkol sa kanyang mga activities sa airport? [9:28] Yung pong... [9:29] Complainant po. [9:30] Ah, yung complainant. [9:31] Yes, sir. [9:32] Okay. [9:33] So, yung complainant, pero yung complainant ayaw magsampan ng kaso. [9:36] But the suspect himself, hindi niyo pa nakausap? [9:39] Wala, sir. Hindi pa. Hindi namin siya nakikita or... [9:42] Nandun lang siya sa Rogue Gallery because of the pictures na binigay sa amin ng Rosario PNP. [9:50] Rosario PNP. [9:51] Yes, sir. [9:52] Okay. [9:53] Pero, was that the first time na... [9:56] I'm talking about the Rosario PNP incident na tinawagan kayo. [10:09] Then, nalaman namin, sir, sa Mexico, Pampanga. [10:12] Kasi, sir, pinalo-up po namin siya. [10:14] Nagkanda kami ng hot pursuit dahil... [10:16] Ah, ano eh. [10:19] May picture kami sa Rogue Gallery. [10:21] And then, nakita siya sa CCTV. [10:23] So, sir, positive yung mukha eh. [10:25] Hmm. [10:26] Tapos, mayroong kaming hawak na ID na mayroong address. [10:29] So, time off of the essence, sir. [10:31] So, pinalo-up namin, sir. [10:32] Kaya, nakapunta kami sa Carmona, Cavite, with the address na binigay sa amin dun sa pictures. [10:41] And then, negative dun, sir, kinabukasan. [10:44] Pumunta naman kami ng Angeles, Pampanga. [10:47] Yun din yung ginamit yung address. [10:49] Ah, negative din siya dun, sir. [10:52] So, yung arrest na data na nakuha namin na iba is from Mexico, Pampanga. [10:59] Noong kumuha siya ng police clearance. [11:02] Okay. [11:04] Ah, nakita dun, sir, na meron siyang petsuara. [11:09] So, na-aresto siya dun, sir. [11:10] Yun yung pangalawang beses na nahuli siya. [11:13] But, not the airport police, sir. [11:20] Okay. Good. [11:27] So, bakit yung mukha niya hindi nyo binabantayan? [11:49] And yet, pinapayagan pa siyang gumagala-gala dun sa airport. [11:52] Why is it being allowed? [12:02] Oh, why is he allowed not to roam the airport freely when he's a residivist? [12:06] Yes, sir. [12:07] Kasi wala napong hand yung airport police dun sa patakbo. [12:11] Kasi, sir, turnover na sa NNIC. [12:13] Sino ang may hawak ng CCTV? [12:15] Sino ang nagmo-monitor sa CCTV? [12:17] Ang nagmo-monitor po, sir, is dalawa po kasi. [12:20] Sino? [12:25] So, may authorities. [12:26] So, kayo ang nagmaman dun sa CCTV. [12:30] Tama? [12:48] We're willing to transfer the CCTV to NNIC. [12:53] Yung buong CCTV, provided hindi pa nga... [12:56] At this time, sir, yung ating MOA na pinapipirman kay NNIC, [13:03] tsaka po yung transfer, nasa kanila po, for review, to transfer them. [13:13] Kasi, we are the government agencies, like PNPN kami, [13:17] na dapat, malaman din namin yung mga i-release [13:20] o yung kukuni ng CCTV doon because they are the government. [13:23] Yeah, I got you. [13:24] Okay, Mr. De Castro, siguro it's about time to let us revisit the contract. [13:30] That's government property. [13:32] So, as such, dapat allowed din yung mga taga-gobbyerno ng mga otoridad [13:37] na gamitin yan for the purpose of making sure [13:42] yung mga pasahero going in and out ay secured. [13:50] So, sa ngayon kasi, paano yung in-implement yung siguridad outside the airport? [13:55] Kasi sabi nila, it's a pueran naro itong airport police. [13:59] So, ano yung ginagawa ng NNIC? [14:02] Sir, since the incident happened po, we implemented immediate corrective measures po and enhancement. [14:09] Number one, sir, yung na-discover natin po to off the suspect discreetly on the ground security operations po, [14:18] is kinascade po natin ito for familiarization sa NIA Terminal 1. [14:23] Not only that, sir, we've issued a security advisory notice along with other terminals po [14:30] para mapalawig yung ating interoperability sa ground security operations. [14:33] Thank you. [14:34] Aside from that, sir, during peak hours po, [14:37] meron po tayong augmentation from different posts to manage the peak hours at main arrival curbsides, [14:43] particularly for patrolling duties po, sir. [14:51] This is still, sir, Mr. Chair, the contracted aviation security provider of the new NIA Infra Corp. [14:58] Who are these people? [15:00] They are contracted po under NC Lanting po. [15:04] Ito yung mga white guards or blue guards? [15:06] Affirmative po, Mr. Chair. [15:08] Okay. Well then, I would advise you guys, [15:11] I would advise you to review the contract. [15:14] Maybe you could, [15:15] if the augmentation was discussed, [15:18] train the ABSICOM, [15:19] train the airport police, [15:21] for that matter. [15:34] So, but these people are trained, [15:36] especially ABSICOM. [15:37] So, why don't you just [15:39] I would advise you to augment [15:41] sa kung sino mga agency [15:44] para security guard din mga ito, [15:46] diba? [15:47] Inukuha nyo sa mga security agencies. [15:49] Correct po, Mr. Chair. [15:51] They are trained lang po. [15:53] They have a specific specialization lang po [15:56] for aviation field po. [15:58] Aviation security field. [16:22] Magbabantayan talaga nyan. [16:24] At mas ganda yung augmentation. [16:25] So from now on, [16:26] allow the airport police, [16:28] allow the ABSICOM [16:29] na para bantayan [16:31] in and out of the airport [16:32] maging sa perimeters. [16:33] We are open for intel... [16:36] Tapos intel sharing na rin. [16:38] Yes po, [16:39] we are open for intel sharing, sir. [16:41] Subject for operational scope [16:43] and limitations of every agency po. [16:45] Thank you po, Mr. Chair. [16:47] ABSICOM daw, [16:48] pinapayagan na. [16:49] Saan yung ABSICOM dito? [16:50] Oh, ABSICOM pinapayagan daw. [16:52] So anong ginagawa ng matag ABSICOM? [16:54] We are not, [16:55] we don't have access to the CCTV, sir. [16:57] So we have to, [16:58] whenever we would like to request for viewing, [17:01] we ask NAC and MIASA. [17:05] Ah, wala kang access. [17:07] Actually sir, [17:08] nung nangyari yun, [17:09] yung na-approach yung security guard [17:13] and then, [17:14] in-approach din yung polis natin, sir. [17:16] Ang next na move natin, [17:17] we went to the CCTV room [17:19] because he wants to view [17:20] kung ano nangyari dun sa nawalang bagahin niya. [17:23] Okay. [17:25] Pero, [17:26] eh, kung wala kaming access nun, sir. [17:28] So from there, [17:29] na-coordinate ng MIASA, [17:32] they will take cognitions of that. [17:33] Okay, sige. [17:34] Wala kang access CCTV [17:35] pero pag-usapan nyo ngayon. [17:36] Yes, sir. [17:37] We will talk with them. [17:38] Hopefully, [17:39] papayag naman siguro sila. [17:40] Yes, sir. [17:41] Pero, [17:42] hindi naman pala kay pinagbabawalan [17:44] na [17:45] i-secure yung [17:46] outside the airport perimeter, [17:48] outside the airport building. [17:50] We have. [17:51] We have deployment, sir. [17:53] Meron? [17:54] Yung unang na-approach... [17:56] Yung mga sibilyan? [17:57] Yes, sir. [17:58] Actually, [17:59] yung [18:00] corporal natin na nandito, sir, [18:01] is, [18:02] siya yung unang polis [18:03] na nakausap ng mga [18:04] security, sir, [18:05] nung [18:06] na-approach [18:07] nung one, sir. [18:08] Foreign law. [18:09] Na-approach na foreign law. [18:10] No. [18:11] Ibig sabihin, [18:13] yung before na it will happen. [18:16] Eh, [18:17] kasi, [18:18] in-approach siya after na mangyari na. [18:19] Nakakatawa naman yun. [18:20] Pinayagan niyong mangyari. [18:21] Dapat, [18:22] huwag niyong payagan mangyari. [18:23] Kaya nga sabi ko, [18:24] mag-deploy kayo ng [18:25] outsider uniform. [18:26] Kasi pag may uniform, [18:27] that will act as deterrent. [18:35] Well wishes. [18:36] O yung mga greeters. [18:37] Then, [18:38] the uniform policemen, [18:40] the visibility of uniform [18:41] aviation security policemen, [18:43] might serve as a deterrent. [18:46] Not only that, [18:47] mag-deploy din kayo ng [18:48] mga naka-plane clothes. [18:49] Personnel. [18:50] Di ba? [18:52] Na-misma nung naka-uniform, [18:54] at malakas pa ng loob [18:55] ng magnanakaw, [18:56] at least, [18:57] may kita ng mga [18:58] naka-sibilyang clothes. [18:59] Na personnel. [19:00] So, from now on, [19:01] you would do that. [19:02] We are already enhanced [19:04] deployment, sir, [19:05] of our personnel there. [19:06] Since, [19:07] this is going to the [19:10] UNDAS celebration, sir. [19:12] So, [19:13] nag-beef up na kami ng tao. [19:14] Pero, [19:15] we'll make it [19:16] on a long term na, sir. [19:18] Dadagdagan na namin [19:19] ng tao namin dun [19:20] sa mga areas nyo, sir. [19:21] So, [19:22] blano magdapatin ng UNDAS. [19:23] So, [19:24] make sure, [19:25] secured yung mga paseo natin. [19:26] Mula sa mga magnanakaw, [19:27] mapagsamantala, [19:28] sa mga nananalisi. [19:29] Tama? [19:31] Okay. [19:59] And I applaud and commend [20:01] yung sa mga commercial, [20:03] Philippine Airlines, [20:04] Ibu Pacific, etc. [20:57] So, ibig sabihin, [20:58] hindi na susto na maintenance [20:59] kasi sa, [21:00] I'll tell you this, [21:01] attorney Masiglat. [21:02] Kunyari, [21:04] nakalagay doon, [21:05] by 100,000 hours, [21:07] kailangan palitan itong [21:08] certain pyesa. [21:09] Ang ginagawa nila, [21:10] sinasagad up to 100, [21:12] kuminsan up to 101 pa. [21:13] Dapat, [21:14] before na mag-reach 100, [21:15] 90,000 pa lang, [21:16] kung pwede palitan na eh, [21:18] kasama sa maintenance. [21:19] Doon kayo maluag eh. [21:21] Totoo yan. [21:22] May nagsabi sa akin, [21:24] na sinasagad nyo yung mismo, [21:26] pinapayagan nyo. [21:27] Dapat kung sinabi o 20 hours, [21:29] dapat itong pyesa na ito, [21:31] palitan na. [21:32] Dapat, [21:33] before na ma-reach yung 20 hours, [21:34] nasa 15,000, [21:36] o 15,000 hours, [21:38] o 20,000 hours, [21:39] o 15,000 hours pa lang, [21:41] palitan na, [21:42] bigyan ng palugit, [21:43] o gawin yung pulisiya yan. [21:46] Yes, Mr. Chair. [21:47] Okay. [21:48] Bawa ka makalimutan pala si, [21:50] ano, [21:52] ang dyan pala si Anthony. [21:53] Anthony, [21:54] yung foreigner, [21:55] na nanakawan. [21:56] Anthony, [21:58] are you still there? [22:00] Yes. [22:01] Good morning. [22:02] I have some good news for you. [22:05] I can't see Anthony. [22:07] Where are you at, Anthony? [22:08] Are you here in the Philippines [22:09] or abroad? [22:10] I'm abroad. [22:12] Excuse me. [22:13] I'm abroad right now. [22:15] Okay. [22:16] Let me go in, [22:17] like in the quiet area. [22:19] Give me just like 30 seconds, please. [22:21] Okay. [22:23] Ang good news ko sa lahat, [22:25] of course, [22:26] sa airport, [22:27] narecover na po, [22:28] yung relo niya, [22:29] at nasa Kusudiya ko na, [22:31] and, [22:32] pabalik sa Pilipinas by Monday, [22:34] para, [22:36] i-turn over ko sa kanya. [22:38] So, [22:39] habang inaayas pa ni Anthony, [22:40] yung kanyang audio, [22:42] video, [22:44] ayan. [22:47] Yung relo niya sa gitna, [22:50] yung relo niya sa kaliwa. [22:52] Ayon sa isang friend ko, [22:55] and then chinek ko yan sa Google, [22:57] that's 18, [22:58] that's 18, [22:59] I mean, [23:00] that's 12 million. [23:01] So, [23:02] kung pag sumasumay niya, [23:03] tapos yung dalawa sa gitna at sa kasaray, [23:05] that's 3 million, [23:07] 3.5 million. [23:08] All in all, [23:09] that's more than 18 million. [23:11] Tapos, [23:12] binenta lang po yan, [23:13] nang magnanakaw, [23:14] ng 120,000 sa baklaran. [23:18] 18 million, [23:21] tiba-tiba sana yung bumili sa baklaran. [23:28] Nung malaman niya, [23:30] na, [23:31] na sa Facebook page ko, [23:33] na Pinos ko, [23:34] kinabahan ni Nervios, [23:36] ayon, [23:37] sinuli. [23:38] Hello Anthony, [23:39] where are you at sir? [23:40] Yes, [23:41] I'm in Tokyo right now. [23:43] I'm in Tokyo, [23:44] and I will be back to the Philippines, [23:46] probably on Sunday. [23:47] On Sunday, [23:48] so I'll see you on Monday. [23:49] Yes, [23:50] thank you very much. [23:51] I have some good news for you. [23:52] As a matter of fact, [23:53] it's really good news. [23:54] And I have, [23:55] under my custody, [23:56] your three watches. [23:57] Thank you very much. [23:58] And Monday, [23:59] I'll turn it over to you. [24:00] And as I promise you, [24:01] it will be included in my Senate hearing, [24:04] which is being conducted right now. [24:07] So, [24:08] do you have a message to our authorities? [24:10] Because when I was talking to you during my radio program, [24:13] you seem to be, [24:15] of course, [24:16] instead of being mad, [24:18] you seem to be lenient and luxe in saying something that is not good against the [24:27] Philippine authorities at the airport especially. [24:29] But do you have a message, [24:31] and what is it that you might want to say? [24:33] Maybe there is something lacking that we haven't done at the airport, [24:37] you being a frequent traveler, [24:39] so that we can come up with a policy and system to make our airport safer against thieves. [24:47] If I could like give my personal opinion, [24:54] so I'm not telling you that what I will say is the right things, [24:58] but it's just a personal opinion, [25:00] as you say, [25:01] as someone who travel like quite often in Manila airport. [25:04] I was very surprised to hear that some of the CCTV was not operational, [25:10] was not working. [25:11] Some of the CCTV was not operational? [25:14] That's why they told me. [25:16] They say that some area around the airport, [25:20] and they have like also like some area in front of the grab, [25:24] without CCTV or when CCTV was not working. [25:28] And for such a big airport in the capital city, [25:32] and I was very surprised on this situation. [25:36] Okay. [25:37] Who told you that some of the CCTV around the airport were not working or are not working? [25:44] I believe the people who was in the CCTV room. [25:49] Okay. [25:50] So also it was like a very, a little bit confusing, [25:54] because basically like the, from my understanding, [25:59] the CCTV of the airport was what's controlled by one team, [26:07] and the CCTV outside of the like the airport, [26:13] but around the airport was part of the police and a different team. [26:18] So both of them was not having access of like each CCTV. [26:22] So it was like making very, more complicated to get the footage of the suspect. [26:29] That is being fixed. [26:30] That is being fixed right now. [26:32] Mr. De Castro, [26:34] What I asked somebody was saying [26:37] about him while he was fikr [26:42] before he came to my show. [26:43] Excuse me. [26:46] I asked일 about how many CCTV did not work or did not work for it. [26:50] Is that true? [26:51] Mr. Cheider has any bit to his evidence. [26:54] I'll find out [26:55] if anyone's who is from the NIC declaring that paper is errors. [27:01] or somebody from the scene on responsible salatong cctv in and around the airport uh [27:08] sir uh hati po majority of the cctv within the airport po is uh rest with miaa maintenance [27:18] operations and management po uh maa majority sir but some parts po may nnic man but particularly [27:27] on this case po saan yung some parts na sana isa um ongoing enhancement po po sir meron na po sa terminal [27:34] three uh for terminal one sir it is on the curbs c and the po sa curves okay mia but ganon may mga cctv [27:44] ka but baki naglagan ng cctv kung yan pala inutil at hindi naman pala gumagana at sira yan daw [27:49] ang sinabi ninyo sa sa foreigner actually sir ah yung talagang yung cctv natin ah at this time kasi [28:00] ah nasa transfer na po ng nnic and nnic willing to upgrade na po tong cctv nagkataon lang this time [28:10] sir eh hindi pa namin na na na na decisionan kung yung mga rules nga na dapat meron din kami [28:17] mga mimiya sa kanayan sa kanayan mga rules na sinasabi nyo is it true na ilan sa mga cctv dyan [28:23] sa airport na under sa inyo kasi hati daw meron under sa nnic meron under sa inyo na hindi [28:29] gumagana eh yan yung sinabi nyo sa foreigner yes sir ah ganon talaga po yes yes po tris naman [28:36] napaka inutil nyo isa ka na sa inutil doon alam mo pala na hindi gumagana o ba't di mo pag-anahin [28:43] ba't di mo palitan grabe ka naman we already completed sir itong cctv natin is last five years [28:51] five years sir it doesn't matter even if that was 20 years na yung cctv nyo once na nalaman mo [28:56] na hindi gumagana ayusin nyo palitan nyo e ba't ka pa maglalaga ng cctv kung hindi gumagana [29:02] e for all we know baka alam nung magnanakaw ah hindi ito ito hindi gumagana e alam nila blind spot yun [29:09] siyempre gumagana ng po yun meron lang ibang kasinga sa mga kasi hindi ba ho ba nag take over [29:16] ng nnic most of our cctv was taken na ibig sabihin nyo sa mga parking tinanggal na po nila [29:22] sinagtanggal so ibig sabihin wala ng cctv sa area na yun yung may mga area po na tinanggal [29:27] pero dun sa sinasabi natin sir meron po kaya nga so dun sa mga area na tinanggal ah i think you guys [29:34] have to talk and then i see it kayo absicom airport police get your acts together and come [29:39] on sige po sir ah we will do na lang we will do we will come up with the diba may cctv tapos hindi [29:45] gumagana useless inutil pinaglulokan nyo kami some part lang po yun maskin na some part no part [29:50] dapat okay sir noted po sir gagawin namin lahat diba dapat ano mr dicastro na kainit na ulo to may cctv tapos [29:59] ni palagong bagana parang panduloko yung ginagawa nyo sa amin diba pagganahin nyo so from now on [30:05] i want by tomorrow ganado ganang lahat ng cctv lang ng ngayon parating na itong undas eh crowded [30:11] lahat ng mga airport eh syempre pag crowded lang airport crowded din yung mga maggana ko mapagsamantala [30:16] dyan so for the safe and security of the passengers pagganahin yung lahat ng cctv so ilan ngayon [30:22] ang mga cctv dyan sa andres sa inyo ang hindi gumagana be honest ilan ilan nga po tansya nyo [30:32] hindi ko ma assume kasi buong 10 20 30 50 doon sa original po sa original documents kasi [30:40] na sinapit sa amin ilan nga ang sira mga assuming mga sa terminal po ah sa terminal kasi kasama [30:47] yung perimeter kaya nga po lahat ilan ah mga 500 po yan pero gumagana po lang hindi po yung mostly [30:54] gumagana po yung mga nasa terminal kaya nga ilan po yung mga hindi gumagana na sabi nyo luma na [30:59] hindi nyo pinapagana pinapabayaan nyo na lang ilan ah we'll check na lang sir di ko pero [31:04] meron meron po marami okay kayo po dyan ah mr de vega ilan po yung mga cctv under [31:15] sa nnic na hindi gumagana sa pagkakalam po ninyo um in my to the best of my knowledge sir ah [31:23] ah yung mga nnic installed cctv po is gumagana po gumagana sir sa inyo mia within 48 hours [31:33] i want you to submit to this committee a full report ah tungkol sa status ng lahat ng cctv na [31:39] under sa mia and i want it fixed pagganahin nyo yes sir we'll do that otherwise i'll raise hell [31:47] yes sir totoo yan deon na bibiro and you know me diba yes sir okay now um anthony [31:57] um when you get back here if you allow me uh to uh just uh one point uh so it was in uh [32:06] uh in tagalog so i couldn't understand what was being said i just wanted to add one point for the [32:11] safety of the passenger um the there is like for nobody the people who haven't been to the [32:17] airports the terminal one so outside of the terminal one when we arrive there is like a grab [32:23] pickup area and this is the place where most of the traveler get their ride to go to the airbnb [32:30] hotel or wherever they are going um and so there's like this big um big pickup area and all of this [32:39] pickup area where actually all most of the passenger are waiting for their ride there is zero camera so [32:46] it's not like zero camera there is no camera this area uh which area is that again one more time the [32:52] grab pickup area so where we are catching our ride the the grab ride oh zero camera yes so actually like [33:02] the uh from the message i receive online uh following your interview uh i got like a lot of like uh people [33:10] who are like supportive and sending me like message online telling me that it's also happened to them [33:15] and um it also happened to them they said yes some of the passengers you talked to yes so what they [33:23] was saying is actually the thief wait around this area because people are waiting for the ride and there [33:29] is no camera there and the the people have the luggage next to them but they are not like checking on [33:35] the luggage all the time so he allowed the theft to take the luggage and then to to go away without [33:42] being filmed and uh and uh and not having our uh camera in this area i think it's it's a big then [33:50] it's very dangerous for the passenger okay now uh mr de castro and then i see and uh mia so now [33:57] uh mr chair i i think the mr bockers is referring to the grab located at the main arrival [34:28] curb b where the incident happened yes so this particular area sir i cannot comment on the cctv deployment [34:35] and operationally uh operational status because uh uh again the the cctv system that covered that [34:43] covers this area is uh lies with mi a poser okay mi a bucket bucket walang camera dito sa pickup area [34:51] sa inyo pala sabi ng nnic eh territory niyan responsibility niyan [34:58] ba hindi niya lagyan ng camera sir we will check on that kasi the improvement [35:03] done yung ginawa ng mga nnic they they usually transfer mga mga area na dati hindi naman doon [35:11] nag improve sila nag extension hindi ho sa amin na coordinate yung mga ganong klaseng changes [35:17] sa mga boot na mga grab grab e kaya po yung siguro yung nalagay sa ngayon sa walang [35:23] blind spot ng cctv hindi nga simple na sinabi niya eh dun sa mga grab pickup area passenger pickup area [35:32] zero zero cctv cameras ngayon sabi ng mr de castro ng nnic hindi na ro nila teritoryo yun yun [35:43] ay teritoryo ng mia o tama nga naman kasi labas na malayo na yun eh diba so bakit [35:51] hindi nyo nilagyan ng camera you will check nga po namin kasi yung this is a five years [35:59] na it check check po namin may verify namin yung mga sinasabi nilang areas ng cctv before uh [36:04] kasi hindi ko masyadong kabisado lahat yung cctv doon kung saan nakapokus po [36:10] mag-usap nga kayo [36:11] masarap pag untugin ang ulo niya eh [36:13] sa totoo lang [36:14] mag-usap nga kayo ng nnic tapos kaya mia kung ano ba yung mga areas na [36:19] para sa inyo galing sa inyo teritoryo nyo at teritoryo nila [36:23] mas maganda siguro sige [36:25] kanya kanyang teritoryo pero iisa lang yung mag ika kayo mia tapos nnic meron taong nakamonitor sa cctv [36:35] and then kayo rin po mr de castro hindi ro kayo ko operative hindi ro kayo nagbibigay ng cctv footage [36:42] nung mag-request si mr anthony maging kami parang adam and care magbigay ng footage [36:49] uh pero mia pinagbigyan kami uh mr chair uh please allow me to clarify that no in fact mr chair when the [36:57] incident transpired on october 20 our nnic contracted security attended to the concern as [37:03] reflected also in the cctv footage um aside from that sir our uh uh supervisor facilitated to [37:12] de-escalate the situation in fact sir we are the ones who endorsed and requested the cctv footage [37:18] to mia po okay well go ahead uh mr the mr dato na mia yes sir uh sir uh meron po tayong camera [37:28] uh hindi lang talaga siya malinaw actually blurry siya nagpipixelate pero yung nakatulong [37:36] sa amin ng malaki nung para ma-identify itong si mr samiento is the camera of the nnic na malinaw na malinaw [37:44] oh ah meron po tayo doon na nakapuesto yung parang fish eye uh it is uh an unmanned camera [37:54] mga kalagay lang siya ron para nagre record lang tuloy tuloy yun po yun ni review namin na pinagbigyan [38:00] naman po kaming makita ng okay sa kanila okay sir uh parang positive na positive na kami na ito na [38:08] yung kayalan blarde na kuhan namin yung identity niya doon sa malinaw na camera ng nnic okay ito po [38:15] yung gusto ko mangyari um mr de castro sa nnic and mia and abseco uh very important of course first and [38:25] foremost yung magkaroon security personnel whether plane clothes or um uniform para sa siguridad [38:37] ng mga pasahero in and out of the airport that's number one so payagan nyo na nnic baguhin [38:44] sigurong kontrata nyo we have to revisit that and see paano ano yung mga dapat natin palitan doon baguhin [38:50] para maalaw naman yung mga absicom yung mga taga airport police na gumala sa area kasi sabi nila [38:58] sa ngayon meron damang places na hindi sila allowed for me i don't think that's proper a [39:05] government property on that but as government property allowed ang mga taga gobyerno uh government [39:11] resources na magamit at uh ma ma islagay sa ayos yung set up doon tulad ng pag provide [39:20] ng mga siguridad to airport police okay now pangalawa yun sa cctv siguro mag-usap din kayo [39:28] ah cctv gusto ko lahat ng areas may cctv and then dapat lahat may access hindi lang nnic dapat may access din [39:39] ng absicom may access yung naia police or the mia hindi yung isang grupo lang sir mr dicastro [39:46] ayoko na kayo lang may access diba gusto ko lahat may access okay so is that clear and then ang gusto [39:56] ko like i said malapit na tong undas in 48 hours submit to this committee a report that will show to us [40:05] that all areas in in and out of the airport around the airport uh all cctvs are working and [40:13] there will be all cctvs that needs to be installed in certain areas that doesn't have cctvs yet would [40:20] have cctvs in within 24 within 48 hours is that okay understood okay so uh mr anthony let you go so [40:29] to um on monday you can come by my office and uh you can pick up your uh three uh watches thank [40:37] you very much thank you for your help thank you to your team and uh and to all the filipino people [40:42] who was very supportive during all these uh um difficult time so i want to say that everybody was [40:49] very supportive and very nice to me so i'm very thankful for the filipino people very good that that [40:56] that is really something that uh makes us all feel good for what you just said because like i said [41:02] to you earlier when first time i talked to you not all filipinos are like sarmiento who is a thief [41:10] millions and millions of majority of filipinos are good and kind-hearted accommodating and what have you [41:18] you know it only sarmiento is the one who's done that and he should be only the one be blamed by the [41:24] way let me ask you this okay you put up a one million reward there's a problem now how is it [41:31] we can handle it of course i i don't want you to give the reward to the thief it's a big no-no in fact [41:39] i want him incarcerated i want him to go to jail because actually yes actually um after i um say that on [41:49] uh while i was having the interview with you um i received a lot of message again and everybody was [41:56] against me giving the reward to the thief and i understand their point of view does make sense and [42:02] he will give the wrong image uh to people because he will show to people that you can uh stall and [42:09] still get a reward and that's wrong and that's totally not what i want to do i don't want to show [42:14] um to the people that you will be doing something wrong and still get a reward very good um but [42:22] also um people was messaging me that the person who gave the tips might be um also connected to to [42:31] to the to suspect and they must share the reward so no no no no i can guarantee the tipster is not [42:39] connected with uh the uh the tipster uh is a member of the intelligence unit of the caisson city police [42:50] they're the one who okay who contacted us because this guy the suspect he already have a previous case [43:00] in caisson city and which is also theft and he was incarcerated for that and he served his sentence [43:07] and that's why because it was in quezon city when that incident happened so that's why these people [43:13] in intelligence uh they will pretty much know uh were the the residents of uh the thief sarmiento [43:20] and they tipped us about that uh that because of previous warrant of arrest that was uh issued against [43:28] uh sarmento so that the the quezon city police and us went to the residence of sarmiento that's how it [43:35] happened i see i see i see i see so i wasn't aware of the full situation but when i received this [43:42] message i was also like uh confused and i don't want to make the wrong decision because the the main [43:48] reason is i don't want to give the wrong image and i don't want to make the wrong right uh because it's [43:53] not the way it works because the uh the thief he was expecting that he's going to get the one million [43:59] pesos said heck no whatever happens yeah yeah because at first uh since the conversation was in in [44:06] tagalog i couldn't understand and i thought that he surrendered by himself no he did not surrender [44:12] he did not surrender we went to his place because like i said uh the uh an operative from the intelligence [44:19] unit of caisson city police tipped us about his whereabouts that's when we went there accompanied by [44:25] the caisson city police and another thing that i would like to add to you though and [44:30] uh uh the buyer the guy who bought the uh the watches for 120 000 which is pretty much two thousand [44:38] dollars compared to your 18 million i've some of my friends saw the posting they said it's more more [44:44] than 15 is 18 millions matter of fact he bought that for 120 000 pesos yeah and then when he when he saw [44:53] the posting in on my facebook page he got scared and he went to my uh he went to the tv station but at [45:01] that time we were close so what he did he turned it over to the barangay but still don't give him [45:10] any reward but it's up to you because the 120 000 he bought the three watches for 120 000 and uh the thief [45:19] has it and when i asked the thief was 120 000 he said it's gone so maybe maybe it's up to you if you [45:28] want to reimburse that 120 000 since he's he was all too willing to surrender it to us the three my my [45:35] my question was and what i was like um wondering about is uh how how a dealer or someone who make [45:43] business a legit business can buy um a luggage from someone with three very expensive watches [45:53] and not be suspicious and not calling the police or not making like the right uh check that is correct [45:59] that is definitely it sounds very suspicious to me also i agree if if i was i i'm not part of the like [46:06] the the justice or the law but um if i was uh i will definitely um also have a check on on these people [46:14] because um basically this this the suspect stole the watch for me and they they scammed the suspect [46:24] by giving him as a matter of fact i've already recommended to some authorities to investigate this [46:29] person because uh it is impossible like you said you know this guy was goosing i'm sorry this guy [46:36] the thief you know he's not dressed for that kind of uh uh amount that kind of watches yes bringing [46:42] that kind of luxury watches you know by the way he carry himself he cannot afford those watches and [46:48] this guy who bought the watches you know he he is a buyer and buyer and seller of secondhand uh watches [46:57] in baklaran and believe this guy that that uh that the the watches uh that he owns those watches that he's [47:06] selling to this uh guy in baklaran but anyway that is something that's going to be investigated [47:12] by the authorities now one question for you the watches that you were that were stolen to you were [47:20] stolen to you when you bring it over to the country was it that you have to sell it or is it for personal [47:28] use no it's for personal use so i i love watches i've been collecting watches um pretty much since i'm 21 years [47:37] old you're sure it's for personal use yes because if it's not for personal use you have to go to the [47:42] uh customs and pay for yes of course of course of course yes of course but the the the watches was [47:50] never on the purpose to sell it in in philippine um because the i never sell my watches if you sell [47:58] this kind of expensive watches you are blacklisted from the seller so odema piguet will not sell you [48:04] any watch anymore so you're not allowed to sell your watches because i have here some personal [48:09] from the bureau of customs so if uh those are for sale and you're going to sell it then we have to [48:14] make an assessment already so how much taxes do you have to pay so yeah no they're not going to be [48:19] sold you're sure about that yes i'm sure about it then i'm very grateful to have found my watches [48:25] i'm going to keep them then on monday then you can come to my radio station my tv station and uh we're [48:31] gonna uh huh monday's november one oh uh tuesday anyway i have in under my custody those watches [48:44] so it's safe it's secured nothing's going to happen to it so when are you going to be coming back here [48:50] i mean i will fly on sunday on sunday um correct let's see if i can give it to you on sunday or [48:58] monday if i'm not around maybe i'll have some of my stuff give it back to you well since monday is a [49:04] holiday maybe on tuesday okay i understood thank you very much thank you to everyone and thank you [49:12] to you it was uh it was very very helpful i would have not find my watch without you with no doubt [49:19] because the police was really struggling to find the search left all right okay no problem sir [49:25] have a good day good luck you too thank you very much thank you
