Sen. Dela Rosa placed under Senate protective custody — ANC

[0:00] The Philippine Senate places Senator Ronald De La Rosa in its protective custody after NBI agents attempted to serve an ICC arrest warrant for him. [0:09] De La Rosa emerged from hiding Monday, six months after the International Criminal Court reportedly ordered his arrest for his role in the Duterte drug war. [0:18] Victoria Tula joins us now live from the Senate. [0:21] Tony, after disappearing since November of last year, Senator Ronald Bato De La Rosa surprisingly emerged here in the Senate and participated in the ouster of former Senate President Vicente Tito Soto III. [0:43] Senator Ronald Bato De La Rosa arrived at the Senate session this Monday in a state of fury. [0:48] He claimed that upon arriving at the Senate parking garage, personnel from the National Bureau of Investigation blocked his path and attempted to prevent him from entering the building. [0:57] De La Rosa recounted that he had to literally wrestle his way through the agents to run into the session hall. [1:04] The senator even displayed injuries on two of his fingers sustained during the physical altercation. [1:10] I'm absent. I've seen you. I'm not showing you. I'm not showing you. [1:26] De La Rosa had declined to confirm if his arrival was specifically timed to vote in the Senate leadership reorganization [1:42] or if it had anything to do with the impeachment process against Vice President Sara Duterte. [1:48] He further alleged that former Senator Antonio Trillanes IV was personally accompanying the NBI agents. [1:55] As of now, Mr. President, Antonio Trillanes and some NBI operatives are still at the library. [2:03] Mr. President, may I move that the sergeant-at-arms remove these people from the vicinity of the Senate? [2:14] Mr. President, Senator Trillanes, as a former member of the Senate, is welcome in the Senate and will of course be given due courtesy unless he has... [2:51] The Senate Sergeant-at-Arms was given 30 to 45 minutes to submit a formal report on the incident. [2:56] Outside the Senate session hall, Trillanes and the NBI remained on standby to serve a supposed international criminal court warrant of arrest against De La Rosa. [3:07] Trillanes presented the document, dated November 6, 2025, to the media. [3:12] Trillanes explained that while the warrant was originally sealed, the ICC supposedly transmitted it to the Philippine Center on Transnational Crime on Monday because De La Rosa finally resurfaced. [3:23] Trillanes insisted that a Senator can be arrested even while the Senate is in session. [3:28] Nung ako, in-issue-han ako ng warrant, binasahan ako ng Miranda rights doon sa lounge. [3:36] Alam niyo yan, publicly reported yan. [3:39] Pag kami valid na warrant, di ba ngayon, meron tayong batas. [4:05] Ngayon, nananawagan tayo kay Senate President Lancaitano, gawin niya yung tama. [4:16] Huwag siya mag-cuddle ng fugitive. [4:18] Trillanes warned that preventing the arrest would cause significant reputational damage to the chamber. [4:24] It will reflect badly on the Senate. [4:28] Kailangan ito ng public pressure. [4:30] Itong institusyon na to, this is a law-making body. [4:34] It's not a law-breaking body. [4:38] Ganoon lang kasimple, may valid warrant of arrest. [4:41] Trillanes admitted he is unsure if De La Rosa will be immediately flown to the ICC in The Hague, the Netherlands, [4:47] similar to what occurred with former President Rodrigo Duterte, should the arrest be processed. [4:52] Trillanes noted he joined the NBI today because De La Rosa previously challenged him to accompany authorities during his arrest. [5:00] Before the supposed warrant was shown to the media, we caught up with Senator De La Rosa to ask about his next move. [5:06] Sir, will you camp out dito sa senior? [5:11] Sir, will you stay here para po ma-ensure na hindi kayo masurpan? [5:16] Hindi po kayo nag-alala on the possible word. [5:19] Sa Diyos na pinayon lang. [5:22] De La Rosa also remained silent regarding a separate subpoena issued by the PNP-CIDG [5:27] concerning investigations into alleged extrajudicial killings in the Davao region. [5:32] Authorities say if De La Rosa fails to appear at CIDG headquarters on Thursday, [5:37] he may face indirect contempt for failure to comply with the subpoena. [5:41] The PNP also said that the CIDG's power to issue subpoenas was implemented [5:46] during the time when De La Rosa himself was chief of the Philippine National Police. [5:50] Hindi po ako nakakamali siya po mismo ang yung panahon na yun na na-aproban yung po tila-tawag na subpoena powerful ng CIDG. [5:58] The PNP said it will leave it to De La Rosa's legal team to decide what steps they will take regarding the subpoena. [6:08] Tony, during the session, the CCTV footage of De La Rosa running up the session hall from the parking lot area was shown. [6:16] He was followed by several people but they have not yet been identified if they are his staff or agents of the NBI. [6:23] Senator Dante Marcoleta motioned to put De La Rosa under protective custody of the Senate under Senate Resolution 44. [6:29] The motion was approved. [6:31] The unnamed NBI agents were also cited in contempt and ordered detained in the Senate for investigation. [6:37] As of this time, the session has still not been adjourned. [6:40] We are told that SP Alan Peter Cayetano is currently meeting with the chief of the NBI. [6:47] Tony? [6:47] Yeah, could you tell us exactly how many NBI agents are supposed to be detained by the Senate Sergeant-at-Arms? [6:55] As of this moment, we do not have a number yet, Tony. [7:20] But they haven't given us any information regarding those individuals. [7:24] And as I understand it, the Senate now is on lockdown. [7:29] And Senator De La Rosa will enjoy the Senate's protection while it's in session. [7:34] But the session ends, if I understood correctly, on June 6th. [7:39] Is that right? [7:39] That's correct, Tony. [7:44] Session is until June 5th. [7:46] So if he plans to seek refuge here, he has less than a month until session adjourns. [7:54] But as Trilliana said earlier, he can still be arrested even if it is in session, although that was rebutted by the senators, including newly elected Senate President Alan Peter Cayetano.
