President Trump Signs an Executive Order, Mar. 31, 2026

[38:10] Thank you very much. This was a meeting set up very proudly by us, having to do with voter [38:16] integrity and mail-in ballots and stopping the massive cheating that's gone on. And so we're [38:23] going to be signing an executive order. I believe it's foolproof. And maybe it'll be tested. Maybe [38:30] it won't. I think it's very obvious what's said. And I'll ask Will Schaaf, his attorney, [38:35] a great talent, a very brilliant young man, and if you could discuss it. And then I'm going to [38:41] ask Howard Ludnick to say a few words, and then I'm going to sign it, and we'll take a couple of [38:45] questions. Okay, thank you. Mr. President, as you said, you have in front of you an executive order [38:49] that deals with a number of issues relating to election integrity. As you've consistently [38:54] identified, two of the biggest problems we have with election integrity in this country [38:58] are, one, inaccurate voter rolls that allow ineligible people to vote in various federal [39:04] and state elections all over the country. And secondarily, you've consistently identified [39:08] that vote-by-mail in this country [39:11] is a very important issue. And so I'm going to ask Howard Ludnick to say a few words, and then I'm [39:11] going to ask Mr. President to say a few words, and then I'm going to ask Mr. President to say a few words. [39:11] has become rife with fraud, people returning ballots who aren't eligible to return ballots, [39:17] ballots being sent to people who aren't confirmed to be eligible voters. So what this executive [39:21] order is going to do is, one, we're going to take federal data, we're going to ensure [39:26] that each state's election officials are provided with a comprehensive view of who the eligible [39:32] voters in their jurisdiction actually are, allowing them to properly verify that everybody [39:37] voting in their elections is legally able to vote. And then, [39:41] it orders the Postmaster General and the U.S. Postal Service to take bold new measures to verify [39:47] that ballots both being sent to people are being sent to people who are eligible to vote, [39:52] and then the ballots being returned are being properly returned by eligible voters only. And [39:57] we believe that combined, the measures in this executive order will help secure elections in [40:02] the future and ensure that the many abuses of our election system in the past aren't repeated in [40:07] future elections. Right. Howard? So the fundamentals of our [40:11] democracy are built on voter integrity, right? We all need it. You've said it time and time again. [40:17] It's a total agreement amongst everybody. So here's the idea. The states, right, run these [40:24] elections. They will, if they want to use the U.S. mail, U.S. Postal Service, they're going to get a [40:30] code, a barcode from the U.S. Postal Service, and they're going to put that on the envelope, [40:36] and we will have one envelope per vote. None of this time where we have no idea, [40:41] there's no observers to mail, there's no envelopes, there's no certainty. That's all [40:46] going to go away, and what the president is doing today is he's going to make sure that mail-in [40:51] ballots are safe, secure, and accurate, and will have a clear distinction. If you voted by mail, [40:59] you will have it on the envelope. Obviously not on the ballot, but on the envelope. So we will [41:04] know a million mail-in ballots, there'll be a million envelopes, and you'll be able to know [41:12] that. And this came up with some great legal minds. They looked at the various documents and [41:18] everything that was going on because the cheating on mail-in voting is legendary. It's horrible [41:23] what's going on, and it's very clearly covered, very, very clearly. So I think this will help a [41:32] lot with elections. We'd like to have voter ID. We'd like to have proof of citizenship, and that'll [41:37] be another subject for another time. We're working on that. You would think it'd be easy. It's a 98% [41:42] issue for repeal. We're working on that. We're working on that. We're working on that. We're working on that. [41:43] It's 86% with Republicans. It's 86%. The thing just came out, a poll, and it's 86% with Republicans [41:50] and Democrats, not leaders, because the leaders of the Democrats cheat. And the only people that [41:56] don't want to do voter ID are people that cheat. There's no other reason for proof of citizenship. [42:01] They want to be able to cheat. There's no reason. They have all sorts of reasons, excuses, but it's [42:05] all nonsense. They want to cheat. But the Democrats themselves are very high. It's a very positive, [42:11] very good thing. [42:13] Democrat voters, the Democrat leaders, guys like Schumer, who are corrupt, they want to use it for [42:19] cheating because their policy is so bad with, think of their policy, open borders for everybody, [42:24] where people pour into our country from countries all over the world. Think of that. You look at, [42:29] just take any issue, take anything. Everything they have is so crazy. But the fact that they [42:36] don't want to sign voter ID is another issue. It's a big issue. The fact that they don't have [42:41] proof of citizenship, that they want to cheat, that's a big issue. [42:43] They want trans-gender for everybody. That they want men in women's sports. So the only way, they assume, the only way they can win is to cheat. [42:53] When you have men in women's sports, it's fine, it's wonderful. By the way, I worked very hard with the Olympic Committee and got that terminated for the Olympics. Very nice. [43:02] Now girls won't have to get beat up in the boxing ring like they did last time, if you saw those fights, two people that transitioned beat the hell out of everyone. Out of other people, women. [43:13] And it was not a pretty sight to watch. [43:16] So I worked very hard with the Olympic Committee, [43:19] and we were able to get that out. [43:20] So the Olympics will not have men in women's sports. [43:24] But these are the things that they vote on. [43:27] And that's why we're having a problem with them. [43:29] They don't want ICE because they don't want people [43:31] to be taken out of our country that are murderers, [43:34] that are drug dealers, [43:35] and that are people from mental institutions. [43:38] They're criminally insane. These are not nice people. [43:41] And it's amazing. I just — it's not even believable. [43:47] If you go back — if you go back 12, 13, 15, 20 years, [43:53] that we even have to bring up a separate — [43:56] like, there will be no transmutilization. [44:01] We don't want any transgender mutilization of our children. [44:05] We don't want to have people pouring into our country [44:08] from other countries all over the world. [44:10] Where prisons are opened up all over the world, [44:13] they're open. [44:13] They're opened up. [44:14] And they pour into our country — murderers. [44:17] 11,888 murderers. Think of that. [44:22] We got many of them out. [44:24] And by the way, Washington, D.C. [44:26] just set a new record for safety. [44:28] And I'm sure you know that. [44:29] Because, Peter, when you walk down the street, [44:32] you're not mugged lately. [44:34] But it just — it's a very safe city now. [44:37] We took great pains to make it that way. [44:40] But it actually happened pretty quickly. [44:41] Within three months, it was good. [44:43] Within four months, it was — [44:43] within five months, it was great. [44:46] Now it's better than it ever was. [44:48] And so Washington, D.C. is now considered [44:50] a very, very safe city. [44:52] We removed almost 4,000 people, just so you understand. [44:55] You know, an interesting stat is that 2 percent of the people [45:01] create more than 90 percent of the crime. [45:05] And the good thing about that is, [45:06] when you get rid of 2 percent — it's not that many — [45:09] you don't have a lot of crime. [45:11] But Washington, D.C., we're very proud of. [45:13] We're very proud of Memphis. [45:14] Tennessee and Louisiana and New Orleans is unbelievable. [45:19] They had the safest — they just finished their Mardi Gras. [45:22] Their Mardi Gras. [45:24] They had the safest Mardi Gras in 58 years. [45:27] The governor just called me. [45:29] Jeff Landry just called me. [45:31] He said, it's the safest Mardi Gras in 58 years because of us. [45:35] And, really, Chicago should call and say we'd like help. [45:39] New York should call. [45:40] They've had a lot of problems that we want help. [45:44] Los Angeles. [45:45] They should call and probably will. [45:47] I think they have to. [45:47] Now, we're going to have to do something when it comes World [45:50] Cup time, and we're going to have to force ourselves upon [45:53] them, which we have the right to do, [45:54] because we don't want to have any crime. [45:56] We don't want to have any problems for the Olympics and [45:58] the World Cup, and even for 250. [46:01] So, with all of that, I'm very happy to be signing the voter [46:06] integrity, and I think it's going to be really great. [46:57] We want to have honest voting in our country. [47:01] Because if you don't have honest voting, you can't [47:03] have, really, a nation, if you want to know the [47:06] truth. [47:16] And Coast Guard is one of them, which is very [47:18] important, especially with things going on in the [47:21] Strait of the Roots and here in our own country. [47:24] You have power to transfer control from the [47:28] Department of Homeland Security. [47:29] Are you concerned doing that? [47:30] The President No, I have a lot of powers to do [47:34] things, and we use the powers where appropriate. [47:37] Sometimes you don't have to use those powers. [47:39] You know, they're a little severe. [47:41] And then people accuse me of being a king. [47:44] You see, the king, this is the new one. [47:46] They tried. [47:46] They've been trying for a long time, including four [47:50] years, where I was out of office watching how badly [47:52] this country was run. [47:54] But they've been trying for a long time. [47:57] You know, what they really are doing is they want to [47:59] have people coming into our country. [48:00] They want to have open borders. [48:01] They want to have criminals coming into our country. [48:04] They want to have people unchecked, unvetted, [48:07] coming into our country that you can look at them [48:09] and say, this is not good. [48:11] And that's what happened. [48:12] They allowed 25 million people into our country. [48:14] Many of those people were criminals. [48:16] Many of them were drug dealers and murderers and [48:20] people that were let out of mental institutions, [48:24] prison populations. [48:25] In some countries, the Congo, almost its entire [48:29] prison population, was allowed to come into the [48:32] United States of America, the Congo. [48:36] Many of the countries in South America, they emptied [48:38] their prisons out into our country. [48:40] This was under Biden. [48:42] And nobody can tell me that's a good thing. [48:44] And yet, they haven't changed their ways. [48:46] Because if they ever took power, they would open up [48:48] the borders and they would let people pour in and [48:50] destroy our country. [48:51] So I have many powers, but I don't have to use them. [48:54] I mean, only in severe cases. [48:55] Yeah. [48:56] The Press Thank you, Mr. President. [48:58] If you were able to sign the U.S. [49:00] executive order to pay the TSA agents, why not do [49:04] the same for FEMA and other agencies within the [49:07] Department of Homeland Security? [49:08] The President Well, FEMA is different. [49:09] Because FEMA, I really believe that it's fine, [49:12] but I think it's very inefficient. [49:13] I think, you know, we have smart governors. [49:16] And one way to tell whether or not they're [49:18] smart is how well they do. [49:20] FEMA is a very expensive way of trying to put out a [49:25] problem. [49:26] But what I'd rather do is let the states do it and [49:29] help them financially, but let the states do it. [49:31] In other words, you'll have a hurricane in [49:33] Florida, and people will come from Alaska. [49:36] They haven't been to Florida. [49:38] By the time they get used to it, you know, the [49:40] problem can be solved. [49:41] So I've never been a big fan of FEMA. [49:43] I like to keep it local. [49:44] I like to see governors and neighboring states help [49:47] each other, as opposed to FEMA. [49:50] FEMA is very expensive, and it really doesn't get [49:53] the job done. [49:54] You know, North Carolina, they did a terrible job [49:57] until I became elected a second time. [50:00] And I went and, you know, we had that [50:01] tremendous water flow. [50:02] There was a water hurricane the likes of which [50:04] nobody has seen. [50:06] Land areas that never had lakes all of a sudden had [50:09] lakes that you couldn't even get to it. [50:10] And, actually, we were helped by Elon Musk with [50:13] the communication, with his great communication [50:15] system that worked very well. [50:17] We were very lucky. [50:18] Saved a lot of lives. [50:20] But, no, I — we got to do things right. [50:24] And if we don't do them right, we shouldn't do [50:26] them at all. [50:27] Yeah, please. [50:30] After you said today that's the Iran war, [50:32] it may be ending soon, the stock market closed [50:34] much higher, do you have thoughts on that? [50:35] And also, a judge just ordered you to stop [50:38] construction of the ballroom. [50:39] Are you planning to stop? [50:40] The President Well, we'll appeal that. [50:42] But it's not — I don't know. [50:43] It's basically — I mean, I wrote — I wrote a part [50:48] of his opinion, but basically he's saying, [50:51] I need congressional approval. [50:53] And he's so wrong. [50:56] This is being financed privately. [50:58] It's a donation that's being given by [51:01] companies, very rich companies, very rich people. [51:04] So that for 150 years, they've wanted a ballroom [51:08] here. [51:09] We're going to have the finest ballroom, I believe, [51:10] anywhere in the world. [51:12] And he said, we need congressional approval. [51:14] Well, they don't get congressional approval [51:16] from the White House. [51:17] When they do things, they don't — especially when [51:19] you don't — we didn't ask for any tax money. [51:21] We have no tax — this is taxpayer-free. [51:24] We have no taxpayer putting up 10 cents. [51:27] And I see right here — I just wrote it out — he [51:30] said, we need congressional approval. [51:32] Well, we've built many things at the White House [51:34] over the years. [51:35] They didn't — they don't get any money. [51:35] They don't get congressional approval [51:37] when they build in the White House. [51:38] It's totally separate. [51:40] And especially when it's a donation. [51:42] I mean, the ballroom is a donation. [51:44] It's gotten great reviews. [51:46] People love it. [51:47] And Presidents, for 150 years, have wanted this [51:49] ballroom to be built, because when we have [51:51] President Xi or other Presidents or Prime [51:54] Ministers coming, we don't have a big room. [51:56] We have the East Room, which is very small. [51:59] And he said, we need congressional approval. [52:02] He also said — but this is positive for us — I'm [52:06] allowed — meaning, we are allowed to continue [52:10] building, as necessary, to — let's see, what is [52:16] that — to cover the safety and security of [52:22] the White House and its grounds. [52:23] So it says here, very carefully, the safety and [52:27] security have to be protected of the White [52:29] House grounds. [52:30] Well, that's what we're doing, because [52:31] everything is bulletproof glass, et cetera, et [52:33] cetera, including the ballroom. [52:36] And then it goes, construction. [52:37] Construction and all of the things necessary. [52:42] It says, personal safety of the President and his [52:45] staff are a part of that. [52:46] So it talks about that we're allowed to continue [52:49] building. [52:50] In other words, he put an order on — and even that, [52:52] he gave 14 days. [52:53] We don't need it, because that's what we're doing. [52:56] He's allowed to continue building, as necessary. [53:00] And when it talks about the safety and security of [53:03] the White House and its grounds — so, just so you [53:08] know, I wrote some of the thing down. [53:09] We have a drone-proof roof. [53:12] And it talks about the President and his staff. [53:15] Well, we don't have a lot of bulletproof glass. [53:17] The White House was built a long time ago. [53:20] This has the highest level of — in fact, they call [53:24] this graph — this grass, this — the glass, it's [53:30] bulletproof and it's ballistic proof. [53:34] It's very thick. [53:35] It's like that. [53:37] And it's going 45 feet high. [53:40] And every window is covered. [53:41] Every door is covered. [53:42] The roof is drone-proof. [53:44] We have secure air-handling systems. [53:47] You know, bad things happen in the air if you [53:49] have bad people. [53:51] We have biodefense all over. [53:54] We have secure telecommunications and [54:00] communications all over. [54:02] We have bomb shelters that we're building. [54:06] We have a hospital and very major medical [54:11] facilities that we're building. [54:14] We have all of these things. [54:16] So that's called — I'm allowed to continue [54:18] building as necessary. [54:20] So, think of that. [54:22] For the safety of the President. [54:24] So, we have all these things. [54:25] So, on that, we're okay. [54:28] Where he's totally wrong and he made, you know, a [54:31] statement that's fine, but where we're yet — I'll [54:34] give you an example. [54:36] You have right here $300 to $400 million, depending [54:40] on finishes, if I use very expensive marble, if I [54:44] use very expensive wall coatings, if I could bring [54:47] it up to 400 otherwise we're right now ahead of schedule we're under budget but depending on [54:54] finishes from 300 to 400 million dollars are being given by great people people that you all know [55:01] rich people rich companies big companies they wanted to see this bill because every president [55:08] literally for 150 years has needed a space like this many of you have gone to the tent when we [55:13] have a president of a big country or somebody being honored of great distinction and they sit [55:20] in a tent and if it rains you get soaked because the grass gets wet here very fast it's it's a very [55:25] a wet area they used to call it a wetland but i guess they don't do that for the white house but [55:30] it's essentially a wetland and when it rains you're in trouble the water can go up to three [55:35] to four inches over their shoes it's not a good feeling for prince what who was prince charles who [55:41] will be who was will be here next uh [55:44] a couple of weeks is king charles who's a great guy we don't want him to sit in a pool of water [55:51] and they've been wanting this for a hundred think of it 150 years and we're building it [55:55] and it's covered perfectly what's not covered perfectly is the fact that the judge [56:00] said we need congressional approval many things have been built in the white house they haven't [56:05] gotten congressional approval especially when the money is being not put up by the taxpayer the [56:11] taxpayers not putting up a dime this building was necessary for many years by the fact that [56:16] that I've built many ballrooms and I've built many things and I know how to build. I'm not [56:20] building the Federal Reserve where the guy's spending four billion dollars for a tiny little [56:24] building. Four billion dollars for the Federal Reserve building. That contractor is going to [56:31] be one of the richest men anywhere in the world after he finishes the Federal Reserve. The man [56:35] is totally incompetent. Jerome, too late, pal. He's totally incompetent and he's got to get out [56:42] of office pretty fast. He's doing a bad job, but he's also done a bad job in shepherding the [56:47] construction of that building. Do you know they ripped down a part of that building and it was a [56:51] nice, they say it's one of the nicest buildings in Washington. They ripped it down. So we feel, [56:58] and we don't feel, we know that congressional approval is not necessary to put up a ballroom. [57:04] And many things have been built on the site they've never gotten congressional approval. [57:09] And especially when the money is all put up. This is all donations by people that love our country, [57:16] that love the White House, and that feel it was very nice. [57:18] Mr. President, a couple of questions for you on Iran. The first one that affects Americans' [57:23] gas prices. Today they hit four dollars. Four dollars, yeah. And we have a country that's not [57:29] going to be throwing a nuclear weapon at us in six months. Of course, but Americans are feeling [57:33] the effects in the interim. And they're also feeling a lot safer. What is the plan to bring [57:38] them back down? All I have to do is leave Iran and we'll be doing that very soon. And they'll [57:43] become tumbling down. And stock prices were up today almost to a record. [57:48] Because they know two things. Number one, we have a safe country. We had to take a little detour [57:56] because we had a madman named Khomeini, who sadly is no longer with us. And we had regime change [58:03] already. We've knocked out one regime. Then we knocked out the second regime. Now we have a group [58:07] of people that's very, that are very different. They're much more reasonable. I think much more, [58:12] much less radicalized. It's a, we have had regime change. We're dealing with people that are much [58:18] more rational. And it's very, it's amazing what we've done. We had to make a little detour. So when [58:25] the stock market broke all records just a few weeks ago, when it hit 50,000 on the Dow, 7,000 [58:32] on the S&P, I said to the American people, it's time that we have to make a little detour because [58:38] we have a madman that wants a nuclear weapon. And if we did not come out with a B-2 bomber, [58:42] we would have a nuclear weapon right now. We would, it would have been used, it would have [58:46] been used before this, before today. And we would have a nuclear weapon right now. And we would have [58:49] a nuclear weapon right now. And you may not be standing there asking that question. Okay. So I [58:53] think we have a country that understands that. I see CNN did a poll and they talked about voters [58:58] or MAGA voters. And my poll came out at a hundred percent. Nobody, nobody covers that poll. They [59:04] had another poll where it's at 92% approval. I think that the people understand it. We'll be [59:11] leaving very soon. And if France or some other country wants to get oil or gas, you know, go up [59:19] to the Strait and almost straight, they'll go right up there and they'll be able to fend for [59:25] themselves. I think it'll be very safe actually, but we have nothing to do with that. What happens [59:30] to the Strait? We're not going to have anything to do with because these countries, China, [59:35] China will go up and they'll fuel up their beautiful ships and they'll leave and they'll [59:39] take care of themselves. There's no reason for us to do it. We hit them hard. We got rid of a lot [59:44] of, a lot of the radicalized lunatics along the Strait, but if they want something, but I would [59:50] say that within, uh, two weeks, maybe two weeks, maybe three, we're hitting them very hard. Last [59:56] night, we knocked out tremendous amounts of missile making facilities. We, as you probably read or [1:00:02] wrote, we knocked out, excuse me, pardon me for interrupting. The US will be gone or done with [1:00:08] the war. I think with two or three weeks, we'll leave because there's no reason for us to do this. [1:00:13] Look, problem with the Strait, a guy can take a mine, drop it in the water and say, oh, it's [1:00:19] unsafe. [1:00:20] You're taking out an army or you're taking out a country or you didn't, they can drop it. Or you [1:00:25] can take a machine gun from the shore and shoot a little few bullets at a ship or maybe an over [1:00:29] the shoulder missile, small missiles. Uh, that's not for us. That'll be for France. That'll be for [1:00:38] whoever's using the Strait. But I think when we leave, probably that's all cleared up today. I [1:00:43] heard tremendous numbers of ships were sailing through. Uh, we're negotiating with them right [1:00:48] now. Uh, they've been, again, we have had regime change. Now, [1:00:52] regime change was not one of the things I had as a goal. I had one goal. They will have no nuclear [1:00:58] weapon. And that goal has been attained. They will not have nuclear weapons. But we're finishing the [1:01:04] job. And I think within maybe two weeks, maybe a couple of days longer to do the job. But we want [1:01:11] to knock out every single thing they have. Now, it's possible that we'll make a deal before that [1:01:16] because we'll hit bridges. And we've hit some. We'll hit some bridges. We've got a couple of nice [1:01:21] bridges in mind. [1:01:23] But if they come to the table, that'll be good. But it doesn't matter whether they come or not. We've set them back. It'll take 15 to 20 years for them to rebuild what we've done to them. They have no Navy. They have no military. They have no Air Force. They have no telecommunications. They have no anti-aircraft systems. They have no leaders. You know, their leaders are all gone. That's why we have regime change. We have nice new leaders. Peter? [1:01:47] Thank you, President Trump. You talked about how the ballroom needs to have a drone-proof roof. [1:01:53] There have been drone swarms flying over sensitive military installations in the U.S. over the last couple of weeks. The reports are they don't look commercial and they can't be jammed. Is this another country's military? [1:02:06] I don't think so. We have a great system of... Do you notice that over the last four or five days, you haven't seen very many drone hits, right? We have some unbelievable anti-drone weaponry that's incredible. But you want to have, like, for instance, the ballroom. We have a very powerful steel, very steel roof. [1:02:24] Other things in it. And you want to have, if you're building a building for security, like, just like is judges' opinion, you have to have security for the president and the staff. They have... You need heavy, strong ceilings. You need seriously thick, bulletproof, ballistic glass. And we have that. Other buildings don't. You know, modern, fairly modern buildings don't have that. They have roofs that are weak and they have regular glass windows. [1:02:54] There's a lot of really important planes down there. How concerned are you that this is some other country just skulking out? [1:03:07] I know about it. They've checked that out and they've gotten to the bottom of it. You know, you have a lot of people now that fly these things all over the place and we're coming down very hard on them. But we're able to take them out. Militarily, we're able to take them out very easily. [1:03:25] And a new thing is... [1:03:26] There's lasers. You know, the lasers are becoming very, very effective. You hit a drone and it melts in air. It's a beautiful thing to see. If it's coming at you, having a laser is a very nice thing. But we have... There are methods of defending against... I mean, the advantage from the standpoint of defense is they don't go very fast relative to a F-22, that plane right over there. They go very slow. They can be also shot out of the air by, you know, high-quality aircraft, which we have more than anybody. [1:03:57] And this is your... There was a viral video this week. I don't know if you saw it. Army helicopters hovering near Kid Rock's house in Nashville. Did you see that video? [1:04:06] I didn't see it, no. But I'm sure they had a good time. [1:04:08] Well, so the Army just said the crews of these helicopters have been suspended. What do you think of that? [1:04:13] Well, it depends. Are they... Well, they probably shouldn't have been doing it. Yes, you're not supposed to be playing games, right? But I'd take a look at it. They like Kid Rock. I like Kid Rock.
