Minority senators walk out of Senate session — The Big Story Supercut

[0:27] The office of the Ombudsman is ready to file criminal charges against Senator Jingoy Estrada over the flood control scandal. [0:35] Then, Senator Joel Villanueva and former House Speaker Martin Romualdez could be next. [0:41] Law enforcement turns to the lawyer, Bato De La Rosa, on the ICC-wanted man's whereabouts. [0:47] And the campaign to disarm the senator is also in full sway. [0:50] And two years before his term ends, and President Marcos gets a poor rating in one survey, [0:56] with roughly a third of the population satisfied with his performance. [1:30] Now before we go to our top stories, this breaking news coming out of the Senate yet again. [1:36] Members of the minority bloc walked out of plenary moments ago. [1:40] And telling us about it is mobile journalist Merimon Reyes. [1:44] Merimon, ano ang nagbunsod nitong Senate walkout? [1:52] Ito yung sanais na mga miyembro ng majority bloc na matakil yung motion ni Senator Dante Marcoleta. [1:58] That is to amend yung Senate rules para magkaroon ng pagluluwag, lalo pata kung may justifiable reasons daw to allow a senator [2:05] to participate si Session remotely or virtually, so hindi physically present. [2:11] And to put context to this, ito yung motion ni Senator Marcoleta na ni Rizia sa Session floor [2:15] the same day na nagpakita sa Senado sa Senator Bato de la Rosa. [2:18] Kanina, nililinaw ni Senate President Alan Peter Cayetano na gusto niya raw i-divide yung house regarding this matter. [2:24] Pero hindi rao para i-botokan talaga yung amendment, but to see kung maaari na rao ba nilang ipag-usapan sa plenary, sa session, itong motion. [2:36] Ang concern dito ng minority senators, ang nakita natin kanina nagsalita, [2:40] sila Senator Irwin Tulfo, Senator Kiko Pangilina, Senator Rizia Anteveros, [2:44] is may tila bakit daw may pagmamadali para umusad itong amendment to the Senate rules. [2:52] Ang tinatanong meron daw, sino bang makikinabang dito? Is it Senator Bato de la Rosa? [2:56] Ano raw ba yung nais mangyari? Lalo pa ang kine-question nila is hindi pa naman daw fully constituted [3:00] ang Senate Committee on Rules na referred itong motion ni Marcoleta. [3:06] So ang isang technicality pa na ni Rizia na Senator Rizia Anteveros is [3:10] yung pagtatik ng consideration din sa ganitong mga motion, lalo kung bago yung motion, [3:15] ay kakailanganin ng one day pa. So sa context natin ngayon, may session today, [3:19] bukas holiday sa Senado. So ang next session day is Monday. [3:24] So yun ang pinapoint out nila na hindi ngayon pwedeng madaliin yung pagtatalakay [3:30] dito sa motion na referred sa Senate Committee on Rules. [3:33] Ang kanina nagkaroon pa ng confrontation between Senator Marcoleta and Senator Rizia Anteveros [3:38] nung sinuspend yung session. [3:40] And during those times, akita natin magkalapit yung dalawang Senado, [3:44] nag-uusap sila, and even yung mga staff sa paligid natin, medyo iba rin yung tension nila. [3:50] And nung nagpatuloy na yung session, again, nililinaw ni SP Cayetano yung gustong mangyari [3:55] doon sa division of the House, tumayo si Senator Migsubiri. [3:59] Tinawag niya na yung mga minority Senators. [4:02] Sinabayan na natin sila lubong natin sila at nakita na natin nag-walk out na [4:05] ang minority Senators. [4:07] Ang sabi ni Senator Migsubiri, this is a travesty of Senate Rules. [4:11] Ang sabi naman ni Senator Rizia Anteveros, hindi raw maaaring pagbutuhan yan ngayon [4:14] ng Senado, lalo ito wala silang quorum, subukan lang daw nila. [4:19] And so far nung na-ambush interview din natin si Senator Sherwin kanina, [4:22] sasabi nila hindi raw tama yun, may pagmamadali raw. [4:25] So ang nakita natin, umakyat sa elevator itong minority Senators [4:29] while yung majority Senators naman, huli natin nakasalubong si Senator Robin Padilla [4:34] na pumasok doon sa dulo kung saan usually nagkokokus itong mga Senador. [4:39] So we're yet to know kung ano ang magiging direction moving forward ng liderato. [4:44] SES. [4:45] Ano ba, Mary Mon, ang pakiramdam ng minority na rinirailroad itong pagbabago sa rules [4:54] kaya sila nag-walk out? [4:56] Ang nasabi ng ilang mga Senador is, bakit nga na sino nga ba daw ang makikinabang dito? [5:02] Is it because merong napapabalita ngayon na may ilang mga Senador pa [5:06] na maaaring masampahan ng kaso? [5:08] And to put it on another context, kasi si Senator Ginko Estrada ngayon, [5:12] merong recommended na ng charges ng plunder and direct bribery. [5:16] Si Senator Joel Villanueva, ang nasabi rin ng Office of the Ombudsman, [5:19] hinug na rin daw ang charges plus charges against other Senators [5:25] though wala ng ibang mga nabanggit na pangalan. [5:27] Throughout the day, kasi sinubukan din natin, mga kapatid natin sa media, [5:30] na makakuha ng comment from Senators, from the Senators, from the Majority Block. [5:35] Pero pare-pareho silang tikong mambibig. [5:37] Sabi niya, Senator Amy Marcos, hayaan na lang daw na yung abogado ang sumagot, [5:41] pumugundyaan, Senator Joel Villanueva, no comment siya. [5:44] Si Senator Ginko Estrada, ang nasabi niya naman, [5:46] if this is the price that he has to pay daw for standing on his principles, so be it. [5:51] And ang natanong pa ng media, kung ito ba ay yung mga kaso ba, [5:56] lalo na yung nagiging timing na ito, pamumuliti ko ba siya, [5:58] ano ba yung nakikita ba siyang agenda dito o motivo. [6:07] Throughout the past few days, throughout the past few weeks dito sa Senado, [6:11] sabay-sabay, sunod-sunod yung kalampag na nangyayari sa institusyon na ito. [6:15] SES. [6:15] So, pakinggan muna natin ang sinabi ni Senator Irwin Tulfo sa debate. [6:22] Madam President, my question is, why are we in so hurry? [6:26] Why are they, the majority, in a hurry to tackle this motion and divide the House, Madam President? [6:36] I need, we need answers in the minority. [6:39] Or is it because, Madam Chair, they are in a hurry because of news reports [6:44] that probably two of our colleagues might land in jail this weekend? [6:49] Is that the reason why? [6:50] Is that the reason why they have to have this inserted, [6:54] the Section 41C, [6:57] para makaboto po kung sino man yung makukulong [7:00] dahil sa announcement ng ombudsman [7:04] na may lalabas po ang warat [7:07] ng ilan sa mga kasama natin. [10:21] The office of the Ombudsman today announced [10:23] it will soon be going [10:24] after Jingoy Estrada [10:26] and Joel Villanueva [10:28] in connection with the flood control scandal. [10:30] Last week, it had recommended [10:33] plunder and indirect bribery charges [10:35] against Rodante Marcoleta [10:38] over campaign contributions. [10:40] Mobile journalist Arles De Los Santos [10:42] with tonight's big story. [10:46] As early as this Thursday, [10:48] May 28, [10:48] plunder and malversation charges [10:50] will be filed against [10:52] Senator Jingoy Estrada. [10:54] Ombudsman Boing Remulya revealed [10:55] in a press conference this Tuesday [10:57] that the case against Estrada [10:59] is just about done. [11:01] The last time, [11:03] it's been done, [11:04] and I'll be able to find [11:06] the information [11:09] against Senator Jingoy Estrada. [11:31] Remulya explained [11:32] that the filing had been [11:33] slightly delayed [11:34] after they reviewed [11:35] the Department of Justice's resolution [11:37] and found portions [11:38] that needed correction [11:39] and refinement. [11:40] Remulya also disclosed [12:09] that Estrada has co-accused [12:11] in the case, [12:11] although some of them [12:12] have already turned [12:14] state witnesses. [12:15] Aside from Estrada, [12:17] Senator Joel Villanueva [12:18] is also facing charges [12:19] tied to the flood control scandal, [12:22] though there's still work [12:23] to be done [12:24] on the acting majority leader's case. [13:13] The money was allegedly received [13:15] over a four-day period [13:16] from former lawmaker [13:17] Mike Defensor [13:18] and businessman [13:19] Joseph Espiritu [13:21] and Aristotel Viray. [13:23] Presidential Decree No. 46 [13:24] prohibits public officials [13:26] from receiving gifts. [13:28] The amounts also exceeds [13:29] the 50 million threshold [13:31] required for a plunder charge. [13:34] In his privileged speech [13:35] at the Senate on Monday, [13:37] Marcoleta implied [13:38] that majority senators [13:39] are now being targeted [13:40] which the Ombudsman [13:42] quickly tweeted. [13:43] If the intention of these cases [13:45] is to silence me, [13:47] let me say this [13:48] at the very beginning, [13:50] it has failed. [13:52] I will not be silenced.
