problems [49:27] So the programs [49:28] We're supposed to pay for [49:29] We no longer can afford [49:31] To pay for [49:31] Because they're being [49:32] Taken advantage of [49:33] No more [49:34] No mas [49:35] Now the vice president [49:41] Is going to explain [49:41] In great detail [49:43] What happens after [49:44] The frosters steal the money [49:45] But what this woman [49:47] Kim [50:11] At CMS [50:12] Our agency [50:13] Is in charge of [50:14] Making sure the money [50:14] Never leaves the building [50:16] That's how you stop [50:18] The fraud from happening [50:19] And we're going to give you [50:21] Some examples of this [50:22] Because I want you to feel [50:23] Proud and hopeful [50:24] About where we are headed [50:25] With the fraud task force's efforts [50:27] So earlier this year [50:28] The program integrity team [50:30] Again led by Kim [50:31] But it also features [50:32] Janine Iwogo [50:34] Wisconsin's own [50:36] Jen Dupee [50:36] By the way [50:38] Ms. Wisconsin's [50:46] Desire to do the right thing [50:48] This is about loving your neighbor [50:50] So much [50:50] You're willing to make [50:51] Some of those difficult decisions [50:53] All of us serving [50:54] Undersecretary Kennedy [50:55] Who's passionate about this as well [50:57] Have identified a very troubling pattern [50:59] One that you should be aware of [51:00] A sharp increase [51:02] Dramatic increase [51:03] In billing for skin substitute [51:06] Claims based on last year's data [51:09] So let's put this up here [51:10] Now this is a fascinating bit of chart [51:12] This back in 2019 [51:17] Is how much money we were spending [51:18] On skin substitutes [51:20] Now what are skin substitutes? [51:21] Skin substitutes are little pieces [51:23] Of material the size of my nail [51:25] That you paste on the people's wounds [51:28] Unfortunately fraudsters can pretend [51:31] To do that [51:32] And sometimes they will actually paste [51:34] More little pieces of [51:35] Again stamp size material on your skin [51:39] That you have surface area of your skin [51:41] There are fraudsters making a million dollars [51:44] A patient on this stuff [51:45] And when that happens [51:46] You take a program [51:47] That used to be under 200 million dollars [51:49] You take it up to 14 and a half billion dollars [51:52] That's a lot of money [51:54] And that bankrupts not just hospital systems [51:57] And physician groups [51:59] But it causes major problems [52:00] Across the entire landscape [52:02] But it also sends a message [52:03] That we must not care about fraud [52:05] Because if in 2021, 2, 3, 4 [52:08] If you cared about fraud [52:09] You would have prevented this from happening [52:11] We thought this number was going to be [52:12] Over 25 billion dollars this year [52:15] So we took action [52:17] And the number now we're projecting [52:19] Is less than 1% of that [52:22] The numbers do the talking [52:28] In the meantime what we noticed [52:30] And protecting taxpayer dollars [52:32] Is what this is all about [52:33] We noticed that people were billing [52:34] For last year's [52:36] Because we set it down this year [52:37] They were billing for last year's work [52:39] And late March we began an investigation [52:42] And we stopped paying the bad guys [52:45] The money never left the building [52:47] I'll let the numbers do the talking now [52:50] Through May of this year [52:51] Just in the last few months [52:53] CMS reviewed more than 4,200 suspicious claims [52:56] So the bad apples that we caught last year [52:59] Were pretending to send us old bills [53:01] We said we're not doing that anymore [53:03] And the claims they were sending us [53:05] Were about 225 million dollars [53:07] A lot of money [53:08] Again claiming things that never happened last year [53:11] They're trying to make it true this year [53:13] We denied nearly all of them [53:16] All [53:17] Over 95% [53:19] They weren't legitimate [53:20] They just weren't accessible [53:22] And that protected the country [53:25] From that massive bill [53:26] Now here's the part you're going to love [53:28] And the vice president just enjoys [53:31] When this is the truth [53:31] Because it confirms what we did was right [53:33] What percentage of the 225 million dollars [53:37] Of bills that we stopped paying [53:38] What percent did the perpetrators [53:42] Come back and complain to us [53:43] That they were being wronged [53:45] Yeah [53:46] Less than 1% [53:47] Let me ask you a question [53:49] If I took 225 million dollars [53:51] Out of your back pocket [53:52] Would you say anything? [53:54] Right? [53:54] Less than 1% of the time [53:56] They came forward [53:57] And moaned and groaned to us [53:59] About the fact that we were doing things [54:00] That were wrong [54:01] That's a shockingly small number [54:03] And again, that's how easy it was [54:06] For these guys to start stealing money [54:08] From the federal taxpayer [54:09] We taught fraudsters [54:11] By what we did during COVID [54:12] We taught fraudsters [54:14] By what was happening [54:15] In the last administration [54:16] That they didn't have to worry [54:18] About law enforcement [54:19] It wasn't going to be a problem [54:20] And we certainly weren't going to [54:21] Be watching the billing [54:22] So carefully [54:23] That we would actually stop payments [54:25] Part of this effort, by the way [54:27] Has resulted in a massive decline [54:29] Across the board [54:30] In the amount of fraud in this area [54:32] That's our detect and prevent strategy [54:35] It's an action [54:36] It's enabled us to uncover [54:37] Problematic patterns [54:38] In roughly 80% of the denied dollars [54:41] We're concentrated in just a few [54:43] Little jurisdictions [54:44] You know what that tells us? [54:45] Organized crime is involved [54:47] These aren't broken up [54:49] Little mom and pop setups of fraud [54:51] This is a massive [54:52] Often multinational criminal network [54:55] That's taking advantage of the system [54:57] We're being attacked [54:59] Just as if they were firing rockets [55:01] At us from foreign countries [55:02] Trying to pierce the hide of CMS [55:04] Which is Medicare and Medicaid [55:06] We cover and protect 170 million Americans [55:09] They want our money [55:10] It's over half of all the fraud [55:13] At the federal level [55:14] Coming out of the health care system [55:15] Because we love our neighbors so much [55:17] We want to protect our neighbors [55:18] But we're not doing it right [55:19] If we're letting other countries [55:20] Steal our money [55:21] That's one big issue [55:22] Now let's talk about durable medical equipment [55:28] And Kim, you want to come up here? [55:29] This is, by the way, wheelchairs [55:30] And braces [55:31] And diabetic supplies [55:32] And similar products [55:33] Wisconsin, I should point out [55:34] This beautiful state [55:36] A 40% increase [55:38] In durable medical equipment [55:39] Supplying bills [55:41] Over the last two years [55:42] Kim, what's going on here? [55:44] Sure [55:44] So the day after the State of the Union this year [55:47] When the new anti-fraud task force was announced [55:49] The vice president announced [55:51] A nationwide moratorium [55:52] On all new durable medical equipment suppliers [55:55] To give us time to catch up [55:56] On the fraud in DME [55:57] So I'll tell you this [55:59] In South Florida alone [56:00] There are twice as many durable medical equipment suppliers [56:03] As there are McDonald's [56:04] Think about that [56:06] Just for a minute [56:07] So today we're happy to announce [56:09] That CMS has subsequently suspended [56:11] Meaning we have stopped paying [56:13] Medicare payments [56:14] To over 100 durable medical equipment suppliers [56:17] And revoked [56:18] Meaning stopped billing altogether [56:20] The billing privileges [56:21] Of an additional 725 suppliers [56:24] We're talking about massive operators here [56:27] This is a big thing [56:29] Altogether [56:31] Those firms that I just mentioned [56:33] Have billed the Medicare program [56:34] Over 1.5 billion dollars [56:37] What's exciting about this is [56:40] With that amount [56:41] We have wiped out [56:41] The majority of durable medical equipment fraud [56:44] In America [56:44] Official estimates are [56:51] That these suspensions and revocations [56:52] Will save the Medicare program [56:54] 4.1 billion dollars [56:56] Over the next three years [56:57] That's real money [56:59] So you don't have to look too far [57:02] To see what this looks like on the ground [57:04] Especially here in Wisconsin [57:06] Take Oconomowoc, Wisconsin [57:08] Hopefully I said that right [57:10] Where earlier this year [57:11] The owner of Kestrel Medical [57:13] Was sentenced to jail [57:15] And agreed to pay 2 million dollars [57:17] For the company [57:18] For a conspiracy [57:19] To pay healthcare kickbacks [57:21] In violation of the anti-kickback statute [57:24] They bribed doctors [57:25] For signed DME prescriptions [57:27] Where patients did not need [57:29] Or want the equipment [57:30] These claims were illegally submitted to Medicare [57:32] And that's a Wisconsin company [57:35] And that's [59:17] It requires a little cash [59:19] Disposable income [59:20] To buy one of those purses [59:21] She ran a Milwaukee company [59:23] That was supposed to coordinate [59:24] Listen carefully [59:25] Prenatal care [59:27] Taking care of mothers with young children [59:30] These are our most vulnerable [59:32] Of all the most vulnerable [59:34] Medicaid, which is the payer of last resort [59:36] The one that carries people [59:37] When they're really in trouble [59:39] Fifty-three percent of children [59:41] Are born in the Medicaid [59:42] So most children in the country [59:44] Can benefit from these programs [59:45] Yet we have a very high [59:46] Infant mortality rate [59:48] And maternal mortality rate [59:49] We're trying to fix that [59:50] And so we're trying to put money [59:51] Into these systems [59:52] You are supporting through Medicaid dollars [59:55] Parts of these programs [59:56] Together with us [59:57] As the federal government [59:57] But this woman, Marquita Barnes [1:00:00] Took advantage of this population [1:00:01] And she stole more than two million dollars [1:00:03] From that program [1:00:04] A federal jury just convicted her [1:00:06] On ten counts of health fraud [1:00:08] Along with, listen carefully [1:00:10] False statements, kickback violations [1:00:11] Money laundering, aggravated identity theft [1:00:13] She's been sentenced to ten years [1:00:16] In federal prison [1:00:17] Which is where she belongs [1:00:18] With other fraudsters [1:00:19] And here's the part [1:00:23] That should make every one of us angry [1:00:25] Fraud in this space got so severe [1:00:28] That in Wisconsin [1:00:29] Despite your kindness [1:00:31] This program [1:00:32] This very benefit program [1:00:34] That supports these mothers [1:00:35] Has had to be cut back on a little bit [1:00:38] Because the fraud got so bad [1:00:40] So remember [1:00:41] If she's willing to steal your money [1:00:43] And buy that nice expensive purse [1:00:45] She darn well is going to steal your health [1:00:47] She doesn't care about your life either [1:00:49] She'll sacrifice children [1:00:50] To be able to get that purse in her hands [1:00:52] And that smug look [1:00:53] Doesn't make it any better [1:00:54] This is the kind of audacity [1:00:57] That we were witnessing [1:00:57] Before the vice president [1:00:58] Was assigned by the president president's first action took place [1:01:11] We placed a moratorium [1:01:12] On all durable medical equipment supply companies [1:01:15] New ones in the country [1:01:16] So we didn't want the fraud [2:08:25] Tony, thank you so much, man [2:08:26] So proud of you [2:08:31] And of course, he's a little far away from home [2:08:33] But our representative [2:08:35] Or not yet a representative runner up from north [2:08:37] Look, this stand up [2:08:38] Good looking guy [2:08:39] Young guy is going to make the next great congressman [2:08:42] So here's the crazy thing [2:08:49] Ladies and gentlemen, we don't have two parties that disagree about tax policy or regulatory policy [2:08:56] We've got a party that is fighting for fraud [2:09:00] And a party that is fighting against fraud [2:09:03] And I don't know about you [2:09:05] But how about we give more authority [2:09:08] More power and more influence to the party that is trying to save your money [2:09:13] And send the fraudsters to prison [2:09:15] That's all we're trying to do [2:09:16] Now, let me talk about a few of the things that we've been accomplishing here [2:09:25] So the very day after the State of Union address [2:09:28] Where the president makes me the leader of the anti-fraud task force [2:09:32] What we do is we go about the business of stopping these companies [2:09:37] That are set up to provide durable medical equipment [2:09:42] You know, this is hospital beds, oxygen tanks, things like that [2:09:46] Things that the American people need [2:09:48] And the Medicare program exists to ensure that our seniors have access to [2:09:52] Now, what happens though [2:09:54] Is that there are people setting up these programs [2:09:58] Setting up companies that sell durable medical equipment [2:10:02] And they're not selling a single product [2:10:05] But they are billing for lots of product [2:10:07] Billions and billions of dollars was being billed to you [2:10:12] Was being billed to the program that exists to ensure that our seniors have health care [2:10:18] And you know what that means [2:10:19] Number one, the fraudsters were getting rich [2:10:21] But number two, our seniors who desperately needed those resources [2:10:26] Who needed the hospital beds and the oxygen tanks [2:10:29] They weren't getting them [2:10:30] Because the fraudsters were getting rich off the generosity of the American taxpayers [2:10:34] So you know what we did? [2:10:36] We came in and we said [2:10:37] We are not sanctioning a single one of these companies [2:10:41] To defraud the American people [2:10:43] If you say that you're going to provide medical equipment to our seniors [2:10:47] We're going to confirm that you're actually delivering product [2:10:51] Before we pay a single one of those bills [2:10:53] And we saved billions of dollars [2:10:58] And you know what happened is [2:10:59] We had great support from Brian Stile and Derek Van Orden [2:11:02] And all of the other great congressional representatives [2:11:04] To keep that money out of the hands of fraudsters [2:11:07] To ensure that it went to the seniors who needed it [2:11:09] And you know what happened? [2:11:11] Not a single congressional Democrat stood up and said [2:11:14] We are going to fight back against fraud [2:11:16] And that's the problem with modern congressional Democrats [2:11:21] You know, I was raised by blue-collar Democrats [2:11:24] They were Christian, patriotic people, union steel workers [2:11:28] Who loved the United States of America [2:11:30] But my mamaw and papaw, the people who raised me [2:11:33] They supported Democrats because they felt like the Democrats [2:11:37] Of 20, 30, 40 years ago had better policy [2:11:40] Now you may agree or disagree with that [2:11:42] But today this is not about better or worse policy [2:11:45] This is about who is supporting the fraudsters [2:11:48] And who's supporting you [2:11:50] And I know beyond a shadow of a doubt [2:11:52] That if mamaw and papaw were alive today [2:11:54] They would not recognize the modern Democratic Party in 2026 [2:11:59] They would not recognize a party that tries to send your money [2:12:03] To illegal aliens instead of our hard-working seniors [2:12:06] Who earned those benefits and ought to have access to them [2:12:10] They would not recognize a party that raises your taxes [2:12:13] So that we can give more money to the fraudsters [2:12:15] And they would not recognize a party that rewards the fraudsters [2:12:19] Rather than sending them to prison [2:12:21] So I ask you a very simple question [2:12:23] When you come to vote in November [2:12:26] Are you going to vote for the pro-fraud party? [2:12:29] Are you going to vote for the party who is sending your tax money to the fraudsters? [2:12:34] No! [2:12:36] We're going to support the party that is sending the fraudsters to jail [2:12:40] And is protecting your money [2:12:42] We're going to vote for Derek Van Orden and for Brian Stile [2:12:45] Now, I want to talk about another fraud crackdown [2:12:54] And this is almost hard to believe [2:12:56] But, you know, we have a program called the H-1B Visa Program [2:13:00] And this goes to show how broad-based the fraud tax force is [2:13:05] We're fighting for your taxpayer money [2:13:07] But we're also making sure that fraudsters don't take advantage of these visa programs [2:13:12] Now, why does this program exist? [2:13:14] This is a visa program that was set up to ensure that if you were a brilliant technology person [2:13:20] Or a brilliant scientist or a brilliant doctor [2:13:23] You could come to the United States and get access to this visa program [2:13:27] But you know what's happening way too much? [2:13:29] Is that big corporations and fraudsters overseas [2:13:32] Are using this program to undercut the wages of American workers [2:13:37] So you know what we're doing in the Trump administration? [2:13:39] We're saying no more [2:13:41] If you are trying to take advantage of that visa program [2:13:44] You are not allowed in to the United States of America [2:13:47] Today, I'm proud to announce that the Federal Department of Labor [2:13:53] Has started dozens of subpoenas and investigations into foreign fraudsters [2:13:59] Who are trying to take advantage of the H-1B visa program [2:14:04] Here's a simple principle [2:14:07] Ladies and gentlemen [2:14:08] American jobs ought to go to American workers and not foreign fraudsters [2:14:13] And the Department of Labor is fighting back against it [2:14:21] Now here, I want to talk about something else here [2:14:23] To my right, to your left [2:14:25] This is a program [2:14:26] Again, there is so much fraud [2:14:28] Or there was so much fraud in the Federal Government [2:14:30] We're taking it off of the books [2:14:33] But so much fraud [2:14:34] I didn't even know this program existed [2:14:36] Okay, so what is allografts? [2:14:38] These are the skin grafts that people get when they get a wound [2:14:42] Do they get a burn? [2:14:43] A very, very important medical procedure [2:14:46] But a medical procedure that was being radically taken advantage of [2:14:51] So if you go back to 2019, 2020, 2021 [2:14:54] You see less than a billion dollars is paid for these skin grafts [2:14:58] Again, these are very important procedures for the people who need them [2:15:02] What happens under the Biden administration? [2:15:04] All of a sudden, we go from less than a billion dollars spent on these skin grafts [2:15:10] To 15 billion dollars in 2025 [2:15:14] And actually in 2026, the number was supposed to be 25 billion dollars [2:15:20] But because we cut down on fraudulent payments and fraudulent billing [2:15:25] We saved you 25 billion dollars [2:15:27] That number is now well below a billion dollars today [2:15:30] That's a simple, good government action [2:15:33] And again, my friends [2:15:38] We want the people who deserve these treatments [2:15:41] Who need these treatments to have access to them [2:15:43] If we spend all your money [2:15:45] Giving these treatments to fraudsters [2:15:48] Instead of giving them to the people who need them [2:15:51] Then those programs aren't going to exist anymore [2:15:54] And I just have this very [2:15:56] Look, we're a generous country [2:15:58] I love that we're a generous country [2:16:00] My family sometimes benefited from these programs [2:16:04] That ensured that poor children would have a bite to eat [2:16:07] Or would be able to see a doctor [2:16:09] I sometimes had a meal [2:16:11] Because the American people were generous enough to say [2:16:14] That we're not going to let our young American kids go hungry [2:16:18] Because their parents can't afford a bite to eat [2:16:20] I think that's an amazing, amazing thing about our great country [2:16:24] Is we're generous enough to lend a helping hand to our fellow citizens in need [2:16:29] But when we allow, when your government allows [2:16:34] Whether in the state or the federal level [2:16:36] When we allow that money that ought by rights go to feed poor children [2:16:41] But instead goes to fraudsters [2:16:43] We destroy the social fabric of the United States of America [2:16:48] So what I take very seriously as your Vice President [2:16:51] What Derrick Van Orden and Brian Stile take very seriously as your Congressional Representatives [2:16:56] And what Donald Trump takes seriously as the President of the United States [2:17:00] Is this sacred promise [2:17:02] That it exists between the government of the United States and its citizens [2:17:06] That when you pay your tax dollars [2:17:08] It goes to the people who need it [2:17:11] Not to the fraudsters [2:17:12] Which is why we're throwing those fraudsters in prison [2:17:15] It's exactly where they belong [2:17:17] Let me talk about another program [2:17:24] So we have, again, these things that I didn't even know existed until I got into politics [2:17:30] We have a program, an amazing program, to help young mothers [2:17:35] And I, you know, I care about this very personally [2:17:37] Usha is currently pregnant with baby number four [2:17:40] She is 37 weeks pregnant [2:17:41] And I appreciate your prayers [2:17:43] I love you, honey, if you're watching at home [2:17:45] But we have a program to ensure that at-risk moms can get the prenatal care that they need [2:17:52] Now you may not know this [2:17:54] But one of the leading causes of infant mortality in the world [2:17:58] Is actually not what happens when the baby is born [2:18:01] It's what happens before the baby is born [2:18:03] When the mom can't get the medical treatment she needs [2:18:06] When the mom can't get access to the resources that she needs [2:18:10] Okay, we try to solve that problem [2:18:12] And again, we are able to do so in part because of the generosity of the American taxpayer [2:18:19] But you know what? In Milwaukee, with the government of this state looking the other way [2:18:26] We had people who were allowing fraudsters to get rich off of that prenatal care [2:18:32] Without providing a dime of services to the young moms who need it [2:18:37] And I want to point to this woman [2:18:39] I want to be clear that the woman in the back did nothing wrong [2:18:48] But look at this woman in the front with the smug look and the Louis Vuitton bag [2:18:53] A woman who quite literally stole from young mothers who needed prenatal care [2:19:00] And the state of Wisconsin, ladies and gentlemen, had to scale down that program [2:19:06] Because of insufficient funds [2:19:08] So that this woman could go and buy a Louis Vuitton bag [2:19:11] There were young mothers in Wisconsin who did not get access to the prenatal care that they needed [2:19:17] That endangers the moms, that endangers the babies [2:19:21] And you know what? Derrick Van Orden and Brian Stile fought against it [2:19:25] And the congressional Democrats that they go to work with every single day fought for it [2:19:30] So here's a simple question, here's a simple principle [2:19:33] If you fight to take money away from needy moms and give it to this woman in her Louis Vuitton bags [2:19:40] You should have your ass thrown the hell out of Washington D.C. [2:25:32] Well, first of all [2:25:35] If [2:25:37] I did get the letter from the mayor of Milwaukee [2:25:41] And he wants to meet [2:25:42] And he's welcome to come to Washington, D.C. [2:30:38] Well, my response is [2:30:40] Again [2:30:41] We have [2:30:42] What you might call [2:30:43] A social contract [2:30:46] In the United States of America [2:30:48] It exists between [2:30:49] All of us [2:30:50] Fellow citizens [2:30:51] Between those citizens [2:30:52] And their government [2:30:53] And the basic idea [2:30:54] Is [2:30:55] When I hand over [2:30:56] A dollar [2:30:57] To the federal government [2:30:58] I expect my government officials [2:31:00] To spend it wisely [2:31:01] To make sure [2:31:02] It's not going to fraud [2:31:03] And if you have somebody [2:31:04] Who's receiving those benefits [2:31:06] To make sure [2:31:07] They're at least looking for a job [2:31:09] Before they get a lot of free money [2:31:10] From the federal government [2:31:11] So [2:31:12] When I hear [2:31:13] When I hear [2:31:17] The Attorney General of this state [2:31:18] Saying [2:31:19] That we don't want to confirm [2:31:21] That people [2:31:22] Are looking for work [2:31:23] Before they receive federal benefits [2:31:25] My natural question is [2:31:27] Why are you so against [2:31:29] People looking for a job? [2:32:45] Yeah, so [2:32:46] First of all [2:32:47] The most important way [2:32:48] To ensure [2:32:49] That the people [2:32:50] Who deserve the help [2:32:51] Who need the help [2:32:52] Actually get it [2:32:53] Is to cut down on the fraud [2:32:54] Because money doesn't grow [2:32:55] On trees [2:32:56] And there are limited resources [2:32:57] This is one of the reasons [2:32:58] Why I personally care [2:32:59] So much about fraud [2:33:00] I want to save [2:33:01] Every single one of you money [2:33:02] But I also want to ensure [2:33:03] That when a young mom [2:33:04] Goes in to get [2:33:05] Some prenatal vitamins [2:33:07] And she can't afford them [2:33:08] She's able to get access to them [2:33:10] Because a fraudster [2:33:11] Hasn't taken advantage [2:33:12] Of that program [2:33:13] Part of what we're trying to do [2:33:15] Is to ensure [2:33:16] That these programs exist [2:33:18] For the next generation [2:33:19] Look, just take [2:33:20] One of the biggest [2:33:21] The biggest federal programs [2:33:24] Out there [2:33:25] Social security [2:33:26] People pay into social security [2:33:28] For their entire working lives [2:33:30] Every single day [2:33:31] Or every two weeks [2:33:32] I should say [2:33:33] We get a paycheck [2:33:34] And we see on that paycheck [2:33:35] The amount of money [2:33:36] That is going to social security [2:33:38] I am worried [2:33:39] That if we don't stop [2:33:40] Sending social security checks [2:33:41] To illegal immigrants [2:33:42] The people [2:33:43] Who paid into it [2:33:44] For their entire lives [2:33:45] Are never going to have access [2:33:46] To that money [2:33:47] That's a scam [2:33:48] And it's totally unacceptable [2:33:50] So the most important thing [2:33:51] We can do [2:33:52] To ensure those benefits exist [2:33:54] For the people [2:33:55] Who earned them [2:33:56] Is to make sure [2:33:57] That the fraudsters [2:33:58] Don't get them [2:33:59] That the American people do [2:34:00] But you also asked about [2:34:07] This mail fraud investigation [2:34:08] And absolutely [2:34:09] The answer to your question [2:34:10] Is yes [2:34:11] I think that's a great example [2:34:12] Of the federal government [2:34:13] And the state government [2:34:14] Working together [2:34:15] To cut down on fraud [2:34:16] And we want to see [2:34:17] That model replayed [2:34:18] And replicated [2:34:19] On a number of programs [2:34:20] The problem is [2:34:21] There are certain programs [2:34:23] That for whatever reason [2:34:24] Most [2:34:25] Not all by the way [2:34:26] Because I'll give great credit [2:34:27] To the blue state governors [2:34:29] Who are working with us [2:34:30] But most blue state governors [2:34:32] If you want to check [2:34:33] For example [2:34:34] Whether illegal aliens [2:34:35] Are getting food stamps [2:34:36] Most of them are saying [2:34:37] We're not going to do that [2:34:38] If you want to check [2:34:39] If illegal aliens [2:34:40] Are getting access [2:34:41] To Medicaid health benefits [2:34:42] Most of the blue state governors [2:34:44] Are not willing to do that [2:34:45] And I think it's [2:34:46] It's just sad [2:34:47] That this should be [2:34:48] A bipartisan issue [2:34:49] If you're a Democrat [2:34:52] And you believe [2:34:53] That Medicaid should exist [2:34:55] To provide good health benefits [2:34:57] To people who can't afford them [2:34:59] Then why don't you want [2:35:00] To cut down on the fraud? [2:35:01] If you care more about fraud [2:35:03] Than you do about these health benefits [2:35:05] It starts to make it look [2:35:07] That you care more about illegal aliens [2:35:09] Than you do about the citizens of Wisconsin [2:35:11] That's what it looks like to me [2:35:13] So I'll say to the governor of this state [2:35:19] Even though he's not in my political party [2:35:21] The attorney general [2:35:22] Anybody else [2:35:23] You have a open offer [2:35:27] To come into the White House [2:35:30] And to talk about [2:35:31] How we can combat fraud together [2:35:33] I will work with you [2:35:34] I will make it easier [2:35:35] I will give you federal resources [2:35:37] I will do whatever I need to do [2:35:39] But it's got to be a two-way street [2:35:41] If you're hiding [2:35:43] The food stamp rolls [2:35:44] Because you don't want to tell us [2:35:46] Whether illegal aliens are getting food stamp [2:35:48] That's not cooperation [2:35:50] That is you hiding criminal conduct [2:35:53] From the American people [2:35:54] And it's a scandal [2:35:55] And it absolutely has to stop [2:35:57] So let me just close here [2:36:05] With an observation [2:36:06] And that's that [2:36:07] You know, we're getting into election season [2:36:09] And you all obviously care a lot about politics [2:36:11] And sometimes in election season [2:36:13] It starts to feel a little bit like red team [2:36:15] And blue team [2:36:16] People look at the fundraising numbers [2:36:18] They read the media stories [2:36:19] You know, they read the scandals [2:36:21] Particularly in Maine [2:36:22] If you're into political scandals [2:36:24] Might I recommend a Google search on Graham Plattner? [2:36:26] But we ought to remember [2:36:29] That this is not red team versus blue team [2:36:33] This is about whether the American people [2:36:35] Get wise and honest political leadership [2:36:38] Or whether they are represented by a bunch of crazy people [2:36:41] In their Congress [2:36:43] Every two years [2:36:44] The American people get to vote [2:36:46] On who represents them [2:36:47] In the United States Congress [2:36:48] And the United States Senate [2:36:50] Every two years [2:36:51] We come together as a country [2:36:53] And make this determination together [2:36:54] My pitch to the voters out there [2:36:56] Especially the voters who haven't made up their minds [2:36:59] On Derrick Van Orden [2:37:00] On Brian Stile [2:37:01] On all of our great congressional representatives [2:37:03] It's not that you're going to agree with us every single time [2:37:06] Because nobody, even a committed Republican [2:37:09] Is not going to agree with me on every single issue [2:37:12] It's not that we're always going to see eye to eye [2:37:16] What I will tell you [2:37:17] Is that what separates Derrick Van Orden, Brian Stile [2:37:21] And all these great congressional representatives [2:37:23] From their Democrat counterparts [2:37:25] Is that right now [2:37:26] The Democrats don't even pretend to be fighting for you [2:37:29] Now we could disagree, for example [2:37:32] About what should the police department's budget be [2:37:35] That's a reasonable, rational conversation [2:37:38] For Republicans and Democrats to have [2:37:40] That's not the conversation that we're having [2:37:42] We're having the conversation about [2:37:44] Whether we support our police officers [2:37:46] Which is what Republicans want to do [2:37:48] Or whether we abolish police departments [2:37:50] Which is what the Democrats are proposing to do [2:37:54] We can talk about what our exact immigration level should be [2:38:00] Of course reasonable minds are going to disagree [2:38:03] But that's not the debate that we're having [2:38:05] The Democrats that are running today [2:38:07] Are running on abolishing ICE [2:38:09] And opening up the American southern border [2:38:12] We can disagree [2:38:13] We can disagree about tax policy [2:38:17] And what the optimal tax rate should be [2:38:19] That's not what they're doing [2:38:21] The Democrats are running on confiscating your money [2:38:24] And giving it to fraudsters and illegal aliens [2:38:27] They openly brag about fighting not for you [2:38:31] But fighting for some of the worst human beings that exist anywhere in the world [2:38:36] This is not a normal election [2:38:38] And so my request to you is not that you say that the vice president is right about every issue [2:38:44] My request to you is that you send people to Washington who are of good character [2:38:50] And recognize that you are their boss [2:38:53] Not the fraudsters, not the illegal aliens, and not the bosses of the 21st century Democratic Party [2:39:00] There are a lot of Democrats out there [2:39:02] A lot of independents and of course a lot of Republicans [2:39:04] Who look to Washington and don't recognize the congressional leadership of the Democratic Party in 2026 [2:39:12] Well I'd say to you, if you don't recognize that congressional leadership, you can join this movement [2:39:18] If you want an American political party that fights for the police instead of against them [2:39:24] Vote for Derrick Van Orden and Brian Stile [2:39:33] If you want an American political party that cuts your taxes instead of raising your taxes to give it to fraudsters [2:39:41] Then you've got to support Glenn Grothman and Tony Weed [2:39:44] If you want somebody who ensures that whether you're rich or poor or black or white [2:39:55] Public safety should be the God-given right of every single American [2:40:00] That you ought to be able to walk down the street without the fear of being mugged [2:40:04] That you ought to be able to take your family to a nice dinner downtown without having your carjacked [2:40:09] If you believe in basic public safety for all of us, rich or poor [2:40:13] Then send Michael Alfonso to Congress, don't send the crazy person running against him [2:40:18] My point is that this is not a normal election of people who disagree about this or that issue [2:40:27] By and large, there are exceptions of course, but by and large [2:40:31] The Democrats have thrown their lot in with the people who want to abolish the police [2:40:35] Who want to open the border and want to give your money to fraudsters instead of moms who need it [2:40:41] Ladies and gentlemen, I have a simple request [2:40:44] When you go to the ballot in November, when you cast your vote [2:40:49]
