[5:38] I remain steadfast in my belief that defending our nation's honor and sovereignty to the attainment [5:45] of a credible defense posture must transcend partisan loyalties, political considerations, [5:51] and personal interests. The defense of our nation must always rise above politics and remain [5:57] firmly anchored in our shared commitment to national security, sovereignty, and the Filipino people. [6:03] Maraming salamat po. At this juncture also the chair would like to acknowledge the presence of our [6:07] Senate President, Sen. Erwin Gatchalian. So I would like to ask my colleagues if they have [6:14] any opening statement or let me start with our Senate President. [6:17] Magandang hapon, Mr. Chairman. Magandang hapon, Secretary Teodoro, [6:23] sa lahat po ng ating kasamahan sa Armed Forces of the Philippines. [6:27] Talaga pong mabilis pong nagbabago ang geopolitical situation dito sa ating region [6:33] at sa buong mundo na rin. Nakikita po natin yung iba't ibang mga conflict na nangyari [6:39] sa Middle East, sa Eastern Europe, at sa iba pang parte ng buong mundo. [6:46] At sa ganitong punto, importante po na maging handa tayo at patuloy po natin [6:53] minamodernize at pinapalakas po ang ating Armed Forces. [6:56] Kasama na rin po dito yung pagdating po sa cyber warfare. [7:00] Marami rin po akong napabalitaan at napapanood po sa balita na ang cyber warfare [7:09] ay isa po sa mga bagay na nagiging realidad na sa mga ganito pong sitwasyon. [7:16] Alam ko, komplikado po itong cyberspace, pero ganun paman, importante na nakakabilihit po tayo ng mga kagamitan [7:30] na makakatulong po tayo sa pagpaprepera sa mga ganitong conflicts at warfare. [7:39] At sa kabilang punto, ang Armed Forces of the Philippines ay hindi lang tag-defend ng ating bansa [7:49] kung hindi rin meresponde rin ito sa mga kalamidad na nangyari po sa ating bansa. [7:55] At isa rin po sa mga bagay na dapat natin tignan, yung multi-role capability ng ating Armed Forces [8:04] lalo na pag tumatama sa ating malaking bagyo o merong mga malalaking kalamidad na nararanasan natin. [8:12] So kami po ay sumusuporta sa pagbibigay ng dagdag kapasidad ng ating Armed Forces [8:20] at importante rin po na tuloy-tuloy yung suporta, sustainable yung pagsusuporta ho natin [8:25] hanggat umabot ho tayo sa kakayahan na gusto ho natin makita. [8:29] So maraming salamat, Mr. Chairman. [8:32] Thank you, our Senate President. Maraming salamat din sa suporta mo nung isang taon sa ating Armed Forces, no? [8:39] The biggest ever, probably, budget for the AAP modernization. [8:42] Our colleague, Senator Banfield or Laxon? [8:45] None from this presentation. [9:00] Maganda garo po sa ating lahat. [9:03] Today, as we deliberate the proposed 2027 budget of the Department of National Defense, [9:10] let us be guided by our commitment to protect our sovereignty, [9:15] uphold our territorial integrity, and ensure the safety and security of every Filipinos. [9:22] But how can we do that if the budget of the National Defense is cut down? [9:28] If I'm not mistaken, about 43.01%. [9:32] But paano po natin mapoprotektahan ang ating soberenya, [9:38] pagtatanggol po ang ating teritoryo, [9:41] at masiguro ang siguridad kapakanan ng bawat Pilipino kung binawasan po ng budget? [9:47] Ang budget na ito hindi lamang tungkol sa numbers and allocations that represents our investment [9:53] and is stronger, more capable, and more modern armed forces of the Philippines. [9:59] Ang bawat pisong inilaan sa pambansang depensa ay dapat magsilbi sa kapakanan ng sambayan ng Pilipino. [10:04] Every allocation must translate into tangible improvements in our country's defense posture, [10:12] operational readiness, and ability to respond to both traditional emerging security challenges. [10:18] Nabawasan nga po ang external threat, ang ating internal threat. [10:24] Tumaas naman po ang external threat, meaning kalaban galing sa labas. [10:29] How do we address that kung mas malit po na budget? [10:32] We also recognize that national defense goes beyond preparedness. [10:37] It encompasses our commitment to our soldiers and their families, [10:41] our support for communities affected by conflict and disasters, [10:45] and our contribution to its peaceful, secure, and resilient Philippines. [10:49] We look forward to a constructive discussion of D&D's 2027 proposed budget [10:54] to ensure that every peso strategically allocated, responsibly spent, [10:59] and aligned with our national defense priorities. [11:09] Before we ask the Department of National Defense and the AFP for the presentation, [11:14] I seek the indulgence of our colleagues to allow the department [11:17] and the Dutch agency to conclude their presentation before asking questions. [11:21] Each center will be allowed later with about 10 minutes for questions. [11:25] In keeping tradition, of course, we will give priority to the officials [11:29] of the Senate, followed by the senators according to the order of the arrival. [11:33] So at this point, let me disjuncture. [11:35] I would like now to call to our Secretary of National Defense, Gilbert Tudoro Jr., [11:41] to deliver his opening statement and the presentation of the department [11:44] and its attached agencies thereafter. Thank you. [11:47] Secretary Tudoro, you now have the floor. [11:50] Secretary Tudoro Jr. Thank you very much, Mr. Chairperson. [11:53] And to our Senate President and our sponsor last year, [11:57] to Senator Laxon, the Vice Chairman, and Senator Tulfo, Vice Chairman likewise. [12:03] It is indeed an honor to present our budget request once again to this honorable chamber. [12:11] And might I just give a short preface and then, with the indulgence of the senators, [12:22] go straight to page 15 of the presentation, which is the highlights of the proposed budget per NEP. [12:33] Firstly, the Armed Forces of the Philippines at the forefront, [12:41] together with the Department of National Defense in cooperation with other agencies, [12:46] have been at the forefront of external defense operations in order to deter further aggression [12:55] in the West Philippine Sea and other areas now not traditionally encompassed. [13:01] Secondly, there still is robust presence to preserve the gains of internal security [13:13] in areas which have been cleared of the CPP, NPA, NDF threat. [13:19] Nonetheless, we estimate that robust presence of the Armed Forces of the Philippines, [13:27] considering that the coverage of the Armed Forces of the Philippines, [13:32] not only for operational purposes but also for administrative and logistical purposes, [13:38] is not as robust within the 7,600 islands as we want. [13:46] For this reason, the Philippine Army has been tasked to scope its areas of operations [13:54] and also to determine for logistical and staging purposes and support purposes for our strategic basing, [14:04] which we have proposed, is necessary to establish new presence, whether this be brigades or divisions. [14:13] Secondly, these areas will serve as nodes for our critical infrastructure, [14:19] which has to be, as we determined, standalone. [14:23] As you mentioned earlier, our cyber systems, we do have capabilities. [14:32] However, these rely on the, shall we say, sterile nature of critical basic infrastructure, [14:47] which we have had to remediate and deal with. [14:52] As you know, in terms of IT, you start with IT and then you progress to cyber, [14:59] because your IT foundation is the basis of your resilience and stability. [15:06] And one compromise in any area can lead to systemic compromises in others. [15:12] This we had to continue to remediate. [15:16] And as we construct our new infrastructure, we will incorporate the resilience necessary in these areas. [15:28] For our Navy, the major thrust, once again, is not only for the new platforms to complement with the Coast Guard [15:41] our presence in the 360-degree area, but we have a big gap, which we are starting to fill, hopefully by the end of this year, [15:53] in our dockyards and our berthing facilities. [15:59] Our naval bases per design, except for a few, very few, are not deep nor big enough to support the type of operations that we will need. [16:16] Thirdly, our Philippine Air Force continues. [16:20] It's the sustainment of the systems already ordered and the upgrade of those systems, [16:33] because we have to upgrade these systems while we try to segue, or to not segue, to complement this with platforms that we can afford in the meantime. [16:51] And which provide sufficient deterrence for us. [16:56] The Philippine Marine Corps, we have a new commandant here, Major Brigadier General Apostol, [17:06] who was tasked to scope the areas which need marine operations, [17:15] knowing very well that the Philippine Marine Corps is a maneuvered corps. [17:20] It is not a territorial corps, and with three infantry brigades and one support brigade for 7,600 islands. [17:38] I think the math, just the math alone shows that it is too small. [17:43] Secondly, the Air Force or the Navy or them must ensure their mobility and must ensure their firepower, [17:53] because a fixed marine unit is not a marine unit. [17:58] Its essence is its deployability and mobility. [18:05] So Brigadier General Apostol, once he is confirmed, your honours, hopefully soon, will devote his time to the growth plan of the Philippine Marine Corps. [18:26] That includes equipment. [18:27] We have talked about the internal security dimension, but a lot of operations right now have seen the connection between territorial defense and internal security. [18:42] that is in the front of FIMI and other illegal activities by undesirable state adversaries that have been proliferating, [18:58] as the Senate president knows, in our space, which served to weaken economic resilience, connectivity, and basic infrastructure, [19:16] and perhaps other forms of malign activity, which we continued in coordination with the law enforcement agencies to disrupt and to discover. [19:36] I think that is a major issue right now on internal security of which we devote a lot of cooperative time with the lead agencies, namely the NBI. [19:54] In HADR, of course, it is a constant threat. [20:01] However, we have refined our deliverables now to a coordinated response as quick as possible. [20:09] And we concentrate on that in the OCD so that we do not lose focus on what people need immediately. [20:21] Because filling that need alone for those who may be displaced is already a very, very tall task. [20:30] And to exceed that will eat into the competence of the other agencies, [20:36] which should be doing resilience and other foundational efforts. [20:46] So we try to balance the need to focus, the need to coordinate, [20:53] with the ability also to coordinate international cooperation for collective resilience. [21:09] On the veteran side, we continue to innovate services to our veterans, [21:19] which not only will be in terms of payment, but in terms of giving them wellness and dignity, [21:33] so that they can continue their lives after they have served in a manner which fits their service. [21:42] The Veterans Memorial Medical Center, as we said, your honours, now has what we call the Valor Clinics, [21:54] to disaggregate basic medical services throughout the country so that the veterans do not need to come to the Veterans Memorial Medical Center. [22:10] They have a scope that before the spread of the veteran services through the Valor Clinics, [22:19] only 6% of the veterans were able to avail of medical treatment. [22:26] And we have reported to the president that the structure itself of the medical center is a cause for high infection rates because of its age and because of its design. [22:38] So it has to be torn down and rebuilt because it was made right after liberation, your honours. [22:49] And it was a dormitory type of hospital just like the Quezon Institute before. [22:56] And with today's day and age, with the strength of viruses and bacteria that have mutated over time, [23:07] we cannot tolerate a structure of that kind. [23:14] Therefore, I believe the president has approved phase one where we will be constructing an annex where we transfer the patients while the major reconstruction work is done. [23:30] And there will be a big outpatient service to co-locate with the subway exit that is being constructed for the convenience of veterans. [23:40] And the end goal is for it to become a specialized hospital where the outreach clinics cannot handle anymore. [23:52] Likewise, to be a specialized hospital for cases where the AFP Medical Center cannot handle the case anymore. [24:05] On the part of the government arsenal, we have instructed them to refocus their efforts on higher technological munitions and other implements. [24:24] For so long, the government arsenal has not operated as an arsenal, but as a factory. [24:34] And we cannot have it continue that way because at the end of the day, higher technological transfer will only happen on a government-to-government secret basis with our preferred like-minded partners. [24:58] And the government arsenal will be the foundation for these venues of joint cooperation on highly, potentially highly, highly confidential platforms and mechanisms and the evolution of the same. [25:20] So their concentration on small arms, ammunition shall shift to indirect fired weapons, cruiser weaponry, which are in demand throughout the world. [25:39] And as a forum for government-to-government cooperation with our like-minded and shall we say comprehensive strategic partner countries. [25:55] I gave a brief backdrop, Your Honor, of the operations of the agency. [26:07] We, of course, of course, as the Senate very well knows, we're also very busy in building up our like-minded alliances. [26:14] And we thank the Senate for recently ratifying our status of visiting forces agreement with France. [26:22] And I believe there are two more under negotiation to this day with like-minded partners. [26:31] And we await the culmination of those processes so we can have a greater synergy with them as soon as possible. [26:41] With that, Your Honors, I will move to the highlights of the proposed budget per the national expenditure plan. [26:52] We have a regular fund allocation, Your Honors, of 324.6 billion pesos. [27:01] It's 10% growth and 10% year-on-year growth. [27:12] But that's year-on-year, Your Honor, not from last year. [27:15] So, the annual growth will come on the later slides. [27:27] But year-on-year is based on fiscal year 2021, that is the base year. [27:40] So, it's 10% year-on-year from 2021. [27:44] Next slide. [27:48] It shows the percentage share of the OSEC, which is the whole department proper. [27:55] The AFP, civilian bureaus from the regular agency funds, Your Honor. [28:11] Previous slide, please. [28:53] And it was reduced by 31% from year 2021, which means to say we have to work more and higher, [29:03] less, for less. [29:04] To date, Your Honor, the DND proper has filled up of only 268 warm bodies, to include myself. [29:18] And we have to handle all of these systems. [29:22] So, it is unsustainable in the long run. [29:25] And we have already pending in the house DND regular organization bill. [29:32] Which, I mean for 260 fill up, 324 approved plantilla personnel. [29:39] That's way, way too small for the amount of work that we do. [29:44] Hence my shiny forehead which progresses, Your Honor. [29:50] For the armed forces of the Philippines, it has 312 billion, Your Honor, 313, which is 96% of the budget. [30:03] For the civilian bureaus, Your Honor, it has a 3% share in the national expenditure plan. [30:18] Next slide, please. [30:19] The breakdown, Your Honor, shows that the DND proper received a decrease, the government arsenal decreased, NDCP decreased, OCD decreased, and PIBAU decreased, Your Honor. [31:44] So, sir, may I proceed to the next slide already? [31:52] Next slide already. [31:58] The automatic appropriations, the regular funds, sir, is 324.63. [32:06] The automatic appropriations for personnel is 4.1 billion. [32:14] And the special purpose fund, which is composed of the pensions, is 132 billion. [32:24] The modernization program is included here with 50 billion. [32:38] On the next slide, personal services, we have a slight increase of 179 in line with our goal to increase our footprint. [33:02] On MOE, sir, which is quite important for us because of the tempo of operations right now. [33:13] I can say, your honours, that our tempo now is beyond 100%. [33:21] Meaning to say it's beyond design because of the number of personnel we have to sustain the number of activities we do. [33:33] That takes into account internal security, HADR, and for joint exercises, retraining. [33:43] What suffers here is the amount of rest and retraining time that our men and women have. [33:56] Right now, we do not have enough forces, both on the operational side, to have adequate R&R for them. [34:07] And secondly, we lack personnel on the support side. [34:12] The ratio of operating to support personnel is 80-20, more or less. [34:20] Which is unsustainable because logistics, intelligence, planning, we need a robust infrastructure in order to sustain the operations. [34:33] So the MOE increase is much, much welcome, particularly your honours with the cost of fuel right now. [34:48] Last year, it is good that we were able to hedge the cost of fuel and assume that they would rise. [34:55] So this year, the increase is relevant. [35:06] With capital outlay, this is where our biggest gap is. [35:12] We need a lot of infrastructure like right now. [35:15] Particularly your honours on the eastern seaboard, where we do not have naval presence. [35:22] We do not have substantial infrastructure also in Palawan, not for the naval purposes, but for the army purposes. [35:36] Which will serve as hubs for supporting our strategic bases. [35:41] Mindoro. [35:44] Our presence, too, in Mindoro is only one brigade. [35:50] And with the size of Mindoro, Your Honour, that is not sufficient. [35:57] In Northern Luzon, we have only one division. [36:00] For how many provinces. [36:01] For how many provinces. [36:02] And we only have one naval force in that area, which spans the South China Sea to the Pacific Ocean. [36:11] So we really need to refocus our strategic positioning in these areas, Your Honour. [36:22] And we cannot do that sustainably until the army solidifies its footprint in the Philippines. [36:31] So capital outlay, Your Honour, is extremely important. [36:37] Also for building critical infrastructure facilities for security of our platforms and security of our operations. [36:48] I believe the capital outlay gap has been one of the major gaps that we have found out right now we have to catch up badly with. [37:03] And it includes also access to our bases in terms of the durability of the infrastructure. [37:13] For example, the roads and bridges that will link our bases. [37:17] We have found that normal roads and bridges will not be able to support some of the platforms that we have currently because of the weight. [37:29] So our mobility is a sacrifice that we cannot really bridge the whole of the Philippines. [37:37] But the best that we can do is to provide hubs, as many hubs as possible, which will support sustained operations. [37:50] Secondly, Your Honour, just like any other entity in the world right now, it's not a matter of just in time, but a matter of reserves and stores. [38:00] And that we are busy building up our reserves and stores, not only in terms of munitions, but we need it also in terms of petroleum, oil and lubricants. [38:15] We have big notional amounts of petroleum ready. [38:19] But if we do not have physical custody of this, we will be relying on private gas stations to serve our needs, which is a vulnerability of our operating troops. [38:37] And it poses difficulties for the troops rather than have them serviced in a durable basis that perhaps up to the battalion level. [38:52] Next slide, please. [38:56] Next slide, please. [39:02] The breakdown of regular fund versus the 2026 and 2027 comparatives, Your Honour. [39:15] So we have a slight increase of 6.13% versus last year of 18 billion. [39:28] But I believe the increase is reflected more in MOE than any other item. [39:41] Next slide, please. [39:51] Modernization, Your Honour, 2026 was 90 with the program of 40 and unprogrammed of 50. [40:01] This year, 50-50. [40:06] Pensions have increased by 13.15% total. [40:20] Next slide. [40:24] For proposals, Your Honour, our proposals are based on our approximation of threats and costs and sustainability of activities as we plan them based on threats. [40:48] It's lower by 248 billion compared to the original proposal we made, but this does not include one-time enhancements of equipment and capabilities, which will balloon the figure to very, very high amounts. [41:14] So we just included our basic requirements, Your Honour. [41:26] Next slide, please. [41:31] Our breakdown shows as follows, Your Honour. [41:34] Of course, from the Office of the Secretary, it's less 16% from what was asked. [41:42] From the Army, it's less by 23%. [41:47] Air Force, 24%. [41:50] Navy, 30%. [41:51] And GHQ, 82%. [41:55] And why GHQ? [41:57] GHQ, Your Honour, includes the area commands, which are the principal operating commands. [42:04] There are five area commands. [42:06] And the budget of the area commands come from the GHQ. [42:12] Our intelligence command, our sustainment command, and importantly, our strategic command, from which our deterrent capabilities will flow, are sourced from the GHQ budget. [42:27] So this does not mean to say that it is GHQ itself, but the budgets of NOLCOM, SOLCOM, WESCOM, BISCOM, EastMINCOM, and WestMINCOM. [42:47] These are the operating budgets that come out of the GHQ budget. [42:52] So the reduction in GHQ will result in a gap of operations by the area commands, which are the principal operating commands. [43:08] And therefore, if that is the case, then we will have to concentrate the budget on the areas where there is the biggest threat possible. [43:19] And that will open us to gaps in the other areas. [43:23] In the government arsenal, there is a reduction of 11%. [43:34] NDCP, 6%. [43:38] Office of Civil Defense, 53%. [43:42] Philippine Veterans Affairs Office, 23%. [43:46] And Veterans Memorial, it's 61%. [43:50] But this does not reflect the infrastructure that is going to be sourced from the Office of the President. [44:01] And for these agencies, they have one-time items for 2025, which increased their budgets, thus the reductions, Your Honor. [44:16] And with the Veterans Memorial Medical Center, they have trust receipts from the DOTR because of the subway. [44:24] The AFP modernization, Your Honor, the proposal was 133 based on the ReHorizon 3 of the modernization program, which has already, it's in the process of being revised again because of increased threats and increased costs. [44:58] So we once again will appeal, and I think it's pending on the House to already abolish the modernization law because we cannot work on 15-year horizons, Your Honor, which the modernization law provides. [45:15] It is not a sustainable way of planning your modernization anymore. [45:25] In a more, for lack of a better term, but to use an economic term, an opportunistic defense market and environment. [45:38] We propose, Your Honor, 134 billion, but only 50 billion was included. [45:48] I think the 50 billion, Your Honor, there is a sort of attachment to the 50 billion amount for the past how many years already? [46:03] And it was also due to the alignment, perhaps, of the revised AFP modernization to the basis conversion law and dividends from that. [46:18] But we know that the basis conversion, BCDA has only remitted a total of 26 billion pesos to the AFP for the past, no, I'm sorry, 45 billion for the past 26 years. [46:37] So it is not a sustainable way of going forward. [46:43] And yet it has taken away from us assets which cannot be replicated because of their strategic location and strategic makeup. [46:54] So I believe that the situation cannot be allowed to continue, that more military reservations which have to be devoted to national defense are thought of as commercial endeavors. [47:19] Because at the end of the day, it will not fund your modernization in any significant way at all, as history has proven. [47:35] So there are relatively few changes, Your Honor, for the rest of the items. [47:45] Next slide. [47:49] For the physical accomplishments, Your Honor, we accomplished 100%, next slide please, of DND OSEC policies. [48:03] And I also have to beg the indulgence of everybody here under our department because any new policy causes a headache to them. [48:18] And they would wish that I would not be churning out more and more policies anymore. [48:23] Sorry. [48:25] So 80% of those policies and strategies were accepted by the president and the cabinet, Your Honor. [48:34] Next slide, please. [48:39] For the AFP, 81% of the tactical units provided force employers. [48:51] For the Philippine Army, Philippine Air Force, 100%. [48:59] And for the Philippine Navy, 100%, Your Honor. [49:02] However, I would like to point out that in the case of the Air Force and the Navy, the 100% is not a figure that, of course, for this year and last year, we should be very proud of. [49:20] But we should be worried if it continues in the future because 100% is unsustainable. [49:26] That means to say we are already at max capacity, if not less. [49:33] So that means to say that the capacity of the agencies are not enough to sustain the needs of the environment, Your Honor, that we work in. [49:47] Continue, please. [49:54] Continue, please. [49:57] Next slide, please. [49:59] On the Joint Force Planning Program, Your Honor, 234 plans and programs were accomplished. [50:10] And for the first semester of this year, there were 117 already accomplished. [50:15] Most of these, Your Honor, are for joint and combined anticipative actions, training exercises, scenario building and scoping exercises. [50:31] On operations, Your Honor, the Joint Force Operations Program for operations 159 were complied with last year out of 182. [50:48] And most of these plans were not, the unfulfilled portion was due to natural calamities that would, of course, necessitate the diversion of the resources to humanitarian assistance and disaster response. [51:14] This year, Your Honor, we have already completed 54% of our targets as of the first semester. [51:24] However, at the end of the year, we expect to complete 100%. [51:30] Security operations, of course, Your Honor, in connection with and in cooperation with our civilian law enforcement agencies, there are about 5,900 activities that were covered last year. [51:46] And this year, 3,000, the most important of which are the ASEAN series of engagements. [51:55] For capability programs, Your Honor, the patients treated by the AFP Medical Center and other station hospitals were 12,000. [52:09] Accomplishment was 11,000 as of 2025 with 12,000 targets. [52:18] While this year, Your Honor, since there was a gap last year, we reduced the target level to 10,000. [52:31] We have already had an accomplishment of more than 50%. [52:38] 10 signed AFP modernization projects are being implemented. [52:46] So we have 60%. [52:48] Six have already been accomplished for this year. [52:52] Last year, there were 10 targets. [52:56] 10 targets, Your Honor, we accomplished 17 because of the previous year's unfulfilled targets. [53:08] Next slide, please. [53:11] For the government arsenal, Your Honor, 98% is the target this year. [53:42] Last year, we accomplished only 63% of the target because of the unavailability of propellants, the shortage of propellants and other critical components in the international market. [53:57] The situation, Your Honor, in the international market now, it is a seller's market. [54:03] And even though you have fixed contracts, they will willingly pay the liquidated damages and other punitive amounts because of the amounts being offered by other users given the several conflicts that are occurring now, both in the Middle East and in Ukraine. [54:29] The defense and security leaders capacity, Your Honor, 100% of our research papers have been accepted at the same target this year. [54:42] 33% of 53% of 53 senior leaders from the DND and AFP. [54:56] And may I correct this too? [54:57] It's not only senior leaders. [54:59] Well, we can say senior leaders too because we opened up the MNSA program to enlisted personnel on the NCO level because their leadership and their critical skills and critical knowledge is just as important as our officer corps. [55:19] And, Your Honor, there is a growth challenge with the NDCP now because we are in the process of reshaping the curriculum, knowing fully well that national security is multidimensional. [55:45] So, a fixed paradigm of national security as an academic endeavor will not help. [55:53] Therefore, we continue with faculty development, advancing coordination and cooperation with other high-level research agencies, security agencies. [56:07] Probably the national security paradigm before work in an internal security environment, but nowadays with the different dimensions of conflict to include cyber conflict and cognitive warfare and who knows what will happen in the future. [56:28] So, it is not anticipated enough, the academic output of the NDCP. [56:37] The teacher-to-student ratio is still one is to ten, but I still want to know the research output of the institution. [56:50] And that is what I keep on pushing them to be doing because if they do not publish, they do not produce peer-reviewed publications, then we are not passing our job. [57:07] We don't pass the test. [57:13] So, next slide. [57:19] On OCD, Your Honor, we said that 65% of the – we are concentrating right now on response. [57:37] And we also had to change the view of the minimum required standards for local governments. [57:48] For example, the Gawad Kalinga Awards. [57:51] They were even awarding before awards for more than compliant. [57:57] But how can you say you're more than compliant when disaster risk reduction is a continuing endeavor? [58:07] And actually, how can you be more compliant with, for example, an earthquake scenario which nobody knows the outcome? [58:15] So, a more than compliant rating to me is impossible. [58:21] So, we abolished that standard and asked them to refocus on the ability to coordinate, to exercise leadership in coordination with the different departments and the local government units. [58:40] So, even the training for first responders, Your Honor, it should be on a clustered basis as we see the disasters now. [58:54] Because the paradigm of first responders coming from the affected community, it does not hold water right now. [59:06] Because how can they respond when two or three municipalities are subject to stress at the same time? [59:14] So, it needs a different approach. [59:18] And I give an example for the Ligtas Pinoy app where each town should have an evacuation center. [59:25] We had a very difficult time right now identifying if that is feasible or not. [59:33] Each town should have an evacuation center. [59:38] But in an area, perhaps even outside the physical boundaries of that town, which can support the evacuees. [59:48] So, we had the first list of approved areas for the Ligtas Pinoy centers. [59:57] But it will be a continuing challenge for us to identify suitable areas that can accept the quantity of evacuees should a disaster affect one area. [1:00:17] An example would be in the Negros Ashfall, Your Honor. [1:00:22] About four or five municipalities were affected. [1:00:25] But the only safe evacuation center would be in another distant municipality. [1:00:32] The same area, the same situation with Bicol, when you have a six-kilometer exclusion zone. [1:00:39] So, that is a dimension which we are working with and we will also report the results to Congress to refine whatever modifications are needed, Your Honor. [1:00:54] The rest of the accomplishments, Your Honor, we met 100% of the targets. [1:01:04] Next slide. [1:01:08] For PIVAO, Your Honor, on the Veterans Welfare and Benefits, 100% of the target was accomplished because these are regular pensions and it is only in the efficiency of the payment. [1:01:33] On the Veterans Affairs Management programs, still it is a question, Your Honor, of getting the number of bona fide accredited veterans or their dependents. [1:02:00] So, 57% of the target was accomplished. [1:02:11] This is of particular importance, Your Honor, because of a recent phenomenon that we worked with with the U.S. government. [1:02:23] The U.S. government recently gave a grant to the Veterans Memorial Medical Center because of the prevalence yet of, no, the presence, not prevalence, the presence of tuberculosis among our veterans. [1:02:44] We are able only to track 600, no, how many, there is a gap of 2,000, I believe, that we need to track. [1:03:00] And this will only happen, Your Honor, if the PIVAO is adequately tracking our veterans. [1:03:11] So, this PIVAO, rather than have recognition ceremonies, which are also important, they need to go out in the field right now to scope the number of veterans and to bring them within the VMMC environment so we can adequately track their wellness and their healthcare. [1:03:36] And they have also been tasked to work with the VMMC, to build hospices, Your Honor, where our veterans can retire with dignity. [1:03:47] A lot of them, as Senator Laxon knows, have been constrained to have an extended period of stay in the hospitals, although they do not need medical care, but they need aged geriatric care. [1:04:14] Why? [1:04:15] Why? [1:04:16] Because they have no families and nobody to take care of them. [1:04:18] And it will be heartless for the doctors in the VMMC to discharge them. [1:04:26] So, the PIVAO was tasked to make this a priority. [1:04:32] We have also seen, and I have witnessed personally, retired officers who, because of the detachment from military life, have lost their social circle. [1:04:52] And a lot of them who have been afflicted by age-related diseases withdraw and become, you know, are affected and afflicted with self-pity, loss of morale. [1:05:11] So, they also need their social environment to be able to mingle and to keep their mental wellness intact. [1:05:24] So, this in connection with the hospices, so that we can also support them, that in the most vulnerable period of their time, when they need us most, we can preserve their dignity, Your Honor, just like they do in Korea, for that matter. [1:05:45] Next slide. [1:05:49] So, for veterans, Your Honor, the accomplishment, as you see, is 9,000 patients treated, but this is only 6% because it is in Manila. [1:06:03] And the design now, there is a veterans health service that's being, before it was solely the Veterans Memorial Medical Center as the sole focus of medical care for veterans. [1:06:22] That situation is untenable, because rather than prioritizing veterans wellness, you prioritize a physical, a hospital. [1:06:34] So, it does not serve the purpose, Your Honor. [1:06:37] So, we refocused the programs and plans to have the welfare of the veteran first, and how we can service that need, rather than to maintain a hospital alone, which was the focus of the VMMC. [1:06:57] So, these targets, we hope to increase with the number, Your Honor, of outpatients treated, and with the establishment of new clinics where we can diagnose and treat our veterans throughout the Philippines. [1:07:18] In the Philippines, there are three already in existence now, so that they do not need to come to Manila anymore, or to go to private medical centers, of which the government has to reimburse if the public hospitals cannot take care of them. [1:07:41] So, we have three, and the reason for three alone, Your Honor, it is hard to find people to staff the centers. [1:07:50] So, we continue the recruitment drive, and to establish them where we can, in collocated with our station hospitals, and we want to build an ecosystem on that also for the hospice somewhere else, and then the social homes for our veterans. [1:08:10] 85%, 83% are the target, Your Honor, of discharges. [1:08:17] Once again, Your Honor, I have to point out that the last time I reviewed, the average hospitalization was 16 days, because of the fact that there are extended stay veterans who do not have anywhere else to go. [1:08:38] Financial accomplishments. [1:08:44] Next slide. [1:08:45] Next slide. [1:08:46] Next slide. [1:09:01] For 2025, Your Honor, the appropriations were 448, allotment was 443, 414 was obligated, 330 were disbursed, 29 was unobligated, and 83 unpaid. [1:09:22] So, obligation versus allotment was 93%, and payment versus obligation was 79%. [1:09:33] Next slide. [1:09:36] Next slide. [1:09:39] For 2026, the first semester, Your Honor, the appropriation for this year was 489, allotment 406, obligated is 191 billion. [1:09:56] Disbursements, 163 for the first semester, unobligated was 214, and unpaid was 28. [1:10:09] So, obligation versus allotment, 47% for the first semester, and disbursement versus obligation was 85% from last year's 70. [1:10:21] Next slide, please. [1:10:24] Next slide, please. [1:10:29] For comparatives, Your Honor, which is the source also of the year-on-year, which probably does not reflect current needs. [1:10:38] What is important here is we will see, Your Honor, that there is an increasing trend of both obligations and allotments. [1:10:57] Our challenge during the start, Your Honor, was the low approved budget ceilings for items that we needed to acquire. [1:11:14] And with the inflation catching up, particularly for defense material, we could not obligate the amounts. [1:11:25] And it would have been a waste of taxpayers' money to do so. [1:11:31] And I discouraged the practice of rushing to obligate just to satisfy the 100% obligation rate. [1:11:42] I felt that, you know, let's just give a good reason why it was not obligated. [1:11:50] And we refuse to obligate, I particularly refuse to obligate, if we're just going to end up with something that is something not optimal for us. [1:12:08] But it has, particularly for the 2024 and 2025, when there have been very major changes in the nature of the equipment that we need. [1:12:28] And we had significant lessons learned for the supportability and integration and interoperability of platforms. [1:12:41] So we required full sustainment to come with acquisitions and, most importantly, guaranteed supply chains and guaranteed interoperability and upgrades. [1:12:59] Plus, we required a reserve of at least 30 days of munitions with every platform that we notionally will acquire. [1:13:10] We also had the experiential honor of purchasing bear platforms and the weaponry to follow. [1:13:22] I do not think that is a proper way to go, which was why we stopped the practice. [1:13:27] However, this results in increased acquisition costs beforehand because, as we know, prices just keep on going up. [1:13:40] So you might as well lock it in at one time and get the whole package guaranteed. [1:13:47] This also has resulted in the ABCs being too low for us. [1:14:00] So it is a continuing challenge, your honor, with the greater costs of the essential platforms we need. [1:14:12] Of course, we have also been investing in mitigation hybrids and, you know, evolutionary platforms. [1:14:21] However, this is part and parcel of a mix that you will need to have. [1:14:29] Once again, I reiterate, our gaps are infrastructure, basic platforms, and logistics facilities and support facilities that we will need on a resilient basis. [1:14:48] Next slide. [1:14:51] Issues and concerns, your honor. [1:14:55] Next slide. [1:14:56] We submitted 21 lines. [1:15:00] The 21 line items which we submitted just to complete programs, only three have been approved. [1:15:12] But this is reflective, your honor, of the consideration of infrastructure that we need to underscore. [1:15:28] Given the fact that we were deprived of infrastructure that were designed really for military use that have been converted. [1:15:45] So the unfunded, your honor, comes out to about 87, but I do not know after the House, your honor, would have submitted to the Senate their version how much of this would have been answered for. [1:16:07] Next slide. [1:16:13] For the modernization, your honor. [1:16:18] Minimum of 70. [1:16:19] Minimum of 70 just for Horizon, re-Horizon 3, but we should see there is still Horizon 2 projects that need to be completed. [1:16:33] But we also scrapped, repurposed some of them because a lot of Horizon 2 projects are already obsolete. [1:16:41] But this does not include, we have not yet come out, your honor, with the recalibration of Horizon 3, which we need to submit to the Senate for, the President for approval. [1:17:01] The program of 50 billion, your honor, if we obligate and contract out all of these, we will need 80 billion, [1:17:21] we will need 20 billion more from the current 50 billion that is being proposed just to pay for the continuing multi-year continuing obligational authority, [1:17:37] which is why also our obligation rate is low, because if we obligate for that year, our payments would balloon and it will be beyond the modernization. [1:17:52] With the indulgence of the committee, I will move to the next slide, your honor. [1:18:29] Under the control of the Secretary of Finance, your honor, we fully understand that this has to be subject to fiscal space limitations. [1:18:41] And we fully accept the seniority and the primacy of the Secretary of Finance in these matters. [1:18:52] So it has been enacted last year. We did not avail of it, your honor, because of the mechanism with the Secretary of Finance. [1:19:02] So we appeal for the same flexibility to be enacted this year, in anticipation also, your honor, of the repeal of the $300 million limitation. [1:19:23] It is a continuing provision, your honor, and we have not availed of it because knowing fiscal space limitations. [1:19:38] Next slide, please. This is the last slide, your honor. [1:20:29] So ano ba ang treatment ng DND sa mga gantong statement ng isang foreign diplomat? [1:20:35] At both of us are subject to being attacked by, I don't know, [1:20:42] kung itong mga ito, mga tools to. [1:20:45] But we are both, we just want to make it clear but that both of us, [1:20:51] me and myself and my secretary is a good, [1:20:54] we both studied in Xavier School, both studied Chinese. [1:20:57] And I'm sure that he, we love our Chinese schoolmates and classmates. [1:21:03] So it is not the Chinese people just to be straight at the, to set the record straight. [1:21:10] It's the expansionist, um, um, uh, [1:21:17] fact of, uh, Xi Jinping's government. [1:21:19] So probably, um, just quickly, [1:21:21] Secretary Gibo, how does the DND treat this kind of public statement that convey a threat of, uh, use of force from, uh, the Chinese Ambassador? [1:21:30] Your Honor, uh, consistent with our earlier pronouncements, [1:21:36] uh, number one, we refute all allegations made by the Ambassador that we are troublemakers and are provoking. [1:21:44] Uh, we reiterate, uh, nulit namin, Your Honor, [1:21:49] ang aming, uh, pag, uh, uh, pag, uh, pag, uh, pag, uh, taguyod sa UNCLOS and the UN Charter. [1:21:59] Uh, pangalawa, uh, pinahiwatig na po natin ang ating, uh, uh, pag-object sa kanyang pananalita. [1:22:10] Kasi hindi lang naman isang beses sinabi niyang you lose. [1:25:50] Okay, in 2025, nasa mga 31 billion, again, unobligated and unreleased, so what, ah, would account for the, ah, I think, this is huge, ah, numbers, 31 billion in unused appropriations for 2025. [1:26:11] Ah, what would account, sir, are the, ah, inflationary pressures dun sa mga kinakailangan po natin i-acquire? [1:26:21] At dun naman po sa limited na capital outlay, dahil po sa costings ng, ng materials, umaakyat po yung halaga. [1:26:33] Kaya po, kung, ah, ah, pangantlo po, yung pag ginamit yung ibang items po dun sa unobligated, pag inobligate po, tataas pa po yung mica natin sa amount ng modernization. [1:26:50] So, yung fiscal constraints po, and yung, ah, pag costing po ng mga horizons, gumagapang po yung presyo halos araw-araw. [1:27:03] So, so, pag, ah, may nakit, unang-una po, baka dun po sa approved bid ceiling kasi, doon po sa mga reglamento natin, ah, hindi na po aayon sa presyo na gusto natin, ano. [1:27:21] Ah, pangalawa po, yung, ah, ating pong, ah, patakaran na kailangan po yung platforms are fully weaponized and provided with reserves. [1:27:34] Kasi, yung po ang nakikita, actually, very, very conservative yung reserves natin na 30 days na munitions per platform. [1:49:46] Historically po, after the fall of the Berlin Wall, [1:49:53] in-scale down po yung tooling of production for defense equipment worldwide, [1:50:01] lalo na po sa Europe. [1:50:03] So, ngayon, humahabol pa po sila sa capacity [1:50:06] just to supply Ukraine insofar as the EU is concerned. [1:50:12] So, wala pa po sila sa full capacity. [1:50:15] Actually po, [1:50:15] ang Germany po ay, [1:50:22] if I'm not mistaken, [1:50:23] 500 billion euro ang kanyang modernization. [1:50:26] Hindi pa niya na uubos po kasi [1:50:29] wala pong capacity to produce pa ang kanyang bansa.
