[1:02] you for attending the public hearing of the committee and local government joint with is [1:08] on civil service government organization and professional regulation economic affairs [1:14] government corporations and public enterprises healthy demography ways and means and finance [1:20] this committee is here by call to order this juncture before we wait for the other [1:27] colleagues um the chair recognized the committee secretary attorney carabin uh to acknowledge the [1:34] our esteemed resource persons present for today okay mr chair um good morning everyone thank you for [1:42] coming today uh we would like to recognize our resource persons we have from the department [1:48] of interior and local government attorney maria rodora r flores attorney noel sana and miss arlene [1:58] b ramos from the dof bureau of local government finance director ricardo obis junior from the [2:09] department of budget and management mr reynaldo and moreno from the union of local authorities of the [2:19] philippines or ulap we have attorney ren puntalan from the liga ng mga barangay we have the national [2:28] national president uh honorable maria katrina jessica lee and we also have uh region nine president [2:36] honorable joseph daniel evangelista from the uh from the department of economy planning and development [2:46] or detective we have mr william gcse and the league of provinces of the philippines national president we [2:55] have director angelica sanchez that's all for now mr chan thank you um the chair like first to acknowledge [3:05] um um to uh give his um opening statement um to uh uh the chairperson of the committee of uh [3:23] chairperson of the committee of local government we have passed meaningful laws during the 19th congress [3:29] that will promote local autonomy and maximize economic potential for local government units [3:34] one of which one of which one of which is the automatic income classification of uh lgus no that was passed [3:44] during uh the term of this representation kaya lahat ng lgus yun no nag level up na karamihan especially [3:52] the municipalities sa pagdirig natin ngayon ay pag-uusapan na po natin ang magna carta [3:58] for barangays na iikot sa sweldo insentibo at beneficyo ng opisyalis at manggagawa sa ating [4:05] mga barangay atin mga barangay gay. Kasabay po nito tatalakayang niyo po natin um [4:24] good local governor [4:29] There are laws for our officials and workers such as the local government code. [4:40] When we talk about a fixed salary or an honorarium to the officials and workers, [4:47] we have a deadlock here. [4:49] We have a few years of voluntary basis. [4:53] We know that the financial implications, that is the last question of the League of President and President. [5:03] I said that we are not going to pass a lot of money. [5:07] It's a beautiful view, but I don't have a loan. [5:12] If this is one of our laws, we will make a loan. [5:18] In the same manner that when I sponsored and authored, [5:23] I authored the measure on the Magna Carta for Barangay Health Workers. [5:31] Hopefully, this time around, we will pass it. [5:35] I am the author. [5:37] So, we have to make sure that we have to make it. [5:41] In the same manner, the universal health care law is a great law. [5:45] We have to make sure that we have to implement the universal health care law. [6:00] So, the financial implications of how this is. [6:03] In 2019, it is estimated that the Department of Budget and Management [6:09] is about $330 billion per year. [6:11] It is about $330 billion per year. [6:13] It is about $330 billion per year. [6:15] It is about $330 billion per year. [6:16] It is about $330 billion per year. [6:17] It is about $330 billion per year. [6:21] It is about $630 billion per year. [6:22] And $840 billion per year. [6:25] It is of $300 billion per year per year. [6:29] So, in this sense, it is about $350 billion per year [6:31] won't just have the funds available for a year. [6:34] In this experience, we will not be able to offer to buy through the business [6:36] in 2014. [6:39] This is an estimate for the Secretariat of Liga of Barangay. [6:42] Mayroon po silang estimate na 34 billion kada taon [6:47] lamang kung ang basihan ay ang proposal na Barangay Salary Grade 1 [6:52] o 8,000 pesos kada buwan [6:55] para sa makagawad, secretary at treasurer [6:58] at Barangay Salary Grade 2 [7:02] o 10,000 para sa mga punong barangay. [7:07] Malaking pasanin ito para sa national government [7:09] at mga local government units [7:11] ngunit nararapat itong pag-usapan, tugunan [7:15] at upang matiyak na mabigyan ng makataruan [7:18] at sapat na binipisyo [7:19] ang mga barangay officials na kasalukuyang tumatanggap [7:23] ng mas mababa sa minimum wage. [7:27] Sa kapag ipag-usap ng ating tanggapan sa Liga ng Mabarangay [7:32] nalaman natin na ang mga barangay officials at workers [7:36] na tumatanggap lamang ng onoraryum [7:38] gaya ng mga BHWs, no? [7:40] Nung aming pong pinasayang BHW Magna Carta [7:44] umaabot ng onoraryum na 500 piso kada buwan, no? [7:48] So sa inang pagkakataon, hindi man sa lapi ang kailang natatanggap [7:52] bigas lamang ang naiuwi bilang kapalit ng kanilang paglilingkod [7:56] sa kanilang mga kabarangay. [7:59] Maswerte pong ating barangay health workers [8:01] dahil naipasa na sa Senado ang kailang Magna Carta [8:04] na ako rin po ang nabanggit ko, principal author [8:07] kapag ito ay natuloy na isabatas 3,000 pesos kada buwan [8:12] na ang kanilang minimum na matatanggap na onoraryum [8:16] na dati ay nasa 500 [8:18] meron pang 800 doon sa mga far-flung areas. [8:23] Ito rin po ang pangarap natin para sa ating mga barangay [8:26] officials bukod sa mga insentibo [8:28] na is po natin mabigyan sila ng mga katarungang sahod [8:31] lalo na mga barangay na saklao ng may hirap na LGUs [8:35] kasi yung BHW, suwerte pag maganda o mayaman yung LGU [8:40] maganda yung kanilang alawan sa Metro Manila [8:43] merong 8,000, 10,000, 5,000 [8:47] pero na meron namang mga BHW na 400 pesos, 500 amat lamang [8:53] ang kanilang natatanggap na onoraryum sa kanilang LGUs. [8:59] Bilang malingkod bayan alam po natin na walang katumbas [9:02] na salapi ang servisyo ngunit nais po ang inyong lingkod [9:06] na tiyakin na ang frontliners natin sa mga komunidad [9:10] katulad ng mga BHWs, mga tanod, mga barangay nutrition scholars [9:15] mga barangay officials ay makatanggap ng sapat [9:18] at makatarungang benepisyo dahil ito ay nararapat lamang [9:22] para sa dedikasyon, oras at servisyo na inilalaan nila [9:26] para sa ating mga kababayan. [9:29] Muli tuloy-tuloy po ang ating pagsulong [9:31] para sa mga pangangailangan ng ating mga lokal na pamalaan. [9:35] Sa pagpapatuloy po natin ng 20th Congress [9:38] hinihikaya ko po ang maaayansya ng gobyerno [9:41] makagapay natin sa pribanong sektor [9:44] at mga katuwang nating organisasyon [9:46] na magtulungan po tayo upang mapalawak [9:49] ang kakayahan at mapabuti ang pamamahalaan ng ating LGUs. [9:54] Maraming salamat po. [9:58] Today's hearing is a continuation of the committee's deliberation [10:00] on two major legislative packages [10:02] on Magna Carta Barangay [10:04] and seal of local [10:06] good local governments [10:09] or the ALSGLG. [10:11] These measures were previously taken up [10:13] and heard by the committee's previous [10:15] chairperson. [10:16] We are resuming today's hearing [10:19] to allow this chair to fully appreciate [10:21] the data and progress [10:23] of these bills. [10:24] These measures have already been discussed [10:27] in the previous hearing. [10:28] Our focus today will be primarily [10:29] on the salary and compensation [10:31] and to clear up remaining issues. [10:34] We have previously invited key agencies [10:36] whose position papers [10:38] are already part of the committee records. [10:40] With these objectives in mind, [10:41] we look forward to a productive discussion today. [10:46] Maximize our time since already [10:47] the second hearing [10:48] we will skip full presentations [10:50] of the bills [10:51] and go to the specific reports [10:54] and position papers [10:55] of the agencies. [11:34] Maraming salamat po [11:35] sa pagkakataong ito [11:36] at sa lahat po [11:37] ng mga stakeholders natin [11:38] na narito, [11:39] lahat ng mga kasama po natin, [11:40] lahat ng mga kasama po [11:41] yung barangay officials [11:42] na narito. [11:43] Maganda umaga po [11:44] and thank you, [11:45] Senator JV, [11:46] for this opportunity. [11:48] We've been waiting [11:48] for this hearing [11:49] since January [11:50] and sa wakas nangyari na po. [11:54] So I'd like to give us [11:55] the situation, [11:56] the current situation [11:57] of our barangays [11:58] but before I can do that, [12:00] we cannot talk about [12:01] the situation [12:02] without knowing [12:03] kung saan po ba [12:04] nagsimula [12:05] ang mga barangay natin. [12:07] Our barangays [12:08] have been here [12:09] even before [12:10] we had a centralized [12:10] national government system [12:12] in our country. [12:13] In fact, [12:14] yung salitang barangay [12:15] comes from the word [12:16] balangay [12:16] which is what they call [12:18] the boats [12:18] of the early [12:19] Filipino settlers [12:20] who are migrating [12:21] to the different islands [12:22] of our archipelago. [12:25] At dun sa bangkang yun, [12:26] yung mga nakasakay [12:28] sa bangka, [12:29] they became [12:29] the first people [12:31] in those areas [12:32] that they migrated to. [12:34] They were a cohesive unit. [12:36] At yung kanilang leader [12:37] ay yung bangkero [12:39] nung bangka, [12:40] nung balangay [12:40] na tinatawag nilang dato. [12:43] Kaya dyan po [12:43] nagsisimula yung salitang [12:45] barangay captain [12:46] na ngayon [12:47] tinatawag natin po [12:49] nung barangay. [12:49] That's how it started. [12:51] And the barangay [12:52] has been in existence [12:53] for over a millennium [12:55] even before [12:56] the Spanish [12:57] colonial rule. [12:59] When the Spaniards [13:00] came in our country, [13:03] nindi po nila [13:04] madismantle [13:05] yung barangay system [13:06] because it was [13:06] really structured. [13:08] Nindi nila madismantle [13:09] so they co-opted [13:10] the system [13:11] of the barangays. [13:13] And that has survived [13:14] so many different [13:15] types of government [13:15] that the country [13:17] has gone through [13:17] from the monarchy [13:18] to the revolutionary [13:19] government [13:20] to commonwealth [13:22] and to dictatorship. [13:24] Lahat po yan [13:25] na survive ng barangay. [13:26] It's the only thing [13:27] that remained constant. [13:29] It has just been [13:30] renamed [13:30] and restructured [13:32] but it has always [13:33] been there. [13:33] yung pong [13:34] indigenous [13:35] na political [13:37] unit po natin [13:38] sa ating bansa. [13:40] Pero hindi po ito [13:40] ibig sabihin [13:41] na primitibong [13:42] tribo po sila. [13:44] Actually, [13:44] the barangays [13:45] then, [13:46] even until now, [13:47] they had [13:48] laws, [13:50] they had [13:50] structure, [13:51] they had [13:51] systems of trade [13:52] and diplomatic [13:53] relations. [13:55] Kung titignan po natin [13:56] ang mga mayor [13:57] at governor [13:58] nanggaling po yan [13:59] sa Spanish civil law, [14:01] ang Congress, [14:02] Senate, [14:03] na concepto, [14:04] nanggaling po yan [14:04] sa US common law [14:06] at ng presidential [14:07] system nanggaling [14:08] din po sa Amerika. [14:09] Ang barangay lang po, [14:11] ang totoong [14:11] originally Filipino. [14:13] It is the smallest [14:14] unit of our government, [14:16] yes, [14:17] but it is also [14:18] the oldest [14:19] and it is the one [14:20] that is truly [14:21] indigenously Filipino. [14:23] Yet, [14:24] ironically, [14:25] it is also [14:26] the most left behind. [14:28] It is the most [14:29] undervalued, [14:30] overworked, [14:31] undercompensated [14:32] unit [14:33] in our government [14:34] and the least [14:35] represented [14:36] in our laws. [14:38] Since then, [14:39] hanggang ngayon, [14:40] ang nagbabago lang [14:41] ay parami ng parami [14:42] ang trabaho [14:43] at responsibilidad [14:44] ng barangay. [14:45] Ang hindi po [14:46] nadatagdagan [14:46] ay yung beneficyo [14:47] at siguridad nila. [14:49] Barangay officials [14:50] do not have, [14:51] do not receive a salary. [14:53] Ang natatanggap po nila [14:54] ay honorarium. [14:56] May mga kapitan tayo [14:57] na ang sweldo [14:58] sa isang buwan [14:59] ay 30,000 mahingit. [15:01] Meron tayong kagawat [15:02] na 2,000 mahingit [15:03] sa isang buwan. [15:04] Wala silang benefits, [15:05] wala silang health insurance, [15:07] social security, [15:08] pag-ibig. [15:09] They don't enjoy [15:10] the same benefits [15:11] that any other [15:12] government official [15:13] receives [15:15] or government employee. [15:17] And yet, [15:17] they are in charge [15:18] of our peace and order [15:19] in our barangay, [15:20] health and sanitation, [15:21] and many, many more. [15:23] May mga pinapasa tayong [15:24] batas [15:24] ng implementing body [15:26] ay ang barangay po natin. [15:28] Lahat ng data collection [15:29] kinukuha din po natin [15:30] sa ating mga barangay. [15:32] In times of disruption, [15:33] we depend [15:34] on our barangays. [15:36] They're [15:36] yung tinatawag natin [15:37] first responders. [15:38] But they're not [15:39] the first ones [15:40] who are there. [15:41] They're also the last one [15:42] to leave these areas. [15:44] They're the most vulnerable, [15:46] high risk, [15:47] pero wala silang insurance [15:48] to take care of them. [15:49] No health insurance, [15:50] no life insurance [15:51] to take care of them. [15:53] So this proposal [15:54] for the Magna Carta. [15:56] We are humbly saying this. [15:57] This is not a request [15:58] for a gift, [16:00] but it is a call [16:01] for equity. [16:03] We think that [16:04] it is about time [16:05] that we give [16:06] the due representation [16:08] for our barangays, [16:10] yung volunteerism spirit [16:12] that built our nation. [16:14] It's about time [16:15] na [16:15] babigyan po ito [16:17] ng professional stability [16:19] at dignity. [16:20] Kasi if we [16:22] strengthen [16:23] the smallest units [16:24] of our country, [16:27] we eventually [16:27] strengthen [16:28] the entire nation. [16:30] Sabi nga nila, [16:31] you're only as strong [16:32] as your weakest player. [16:34] So if you strengthen [16:34] the barangays, [16:35] you're going to strengthen [16:36] the entire government [16:38] and the entire country [16:39] of the Philippines. [16:50] As the former mayor [16:51] and local government official, [16:52] I know the value [16:53] in the contributions [16:55] of the barangay officials. [16:56] I work with them. [16:57] I have been with them [16:59] for sabi nyo natin [17:01] 12 years. [17:02] Nine years as mayor [17:03] and three years as congressman [17:05] at the local level. [17:07] I know that they are [17:08] the frontliners. [17:11] Mga barangay tanod, [17:12] they keep watch [17:14] over us [17:15] whenever we are [17:16] all asleep. [17:17] Mga barangay tanod natin, [17:19] magkano lang [17:19] nakukuha ng mga yun. [17:22] Meron nga dyan, [17:23] dalawang daan, [17:24] tatlong daan. [17:25] Inaabot-abutan lang. [17:27] Nakakaawa. [17:28] Pero nagbo-volunteer sila. [17:32] But BHWs, [17:33] BNS, [17:35] ikot ng ikot yan [17:37] to make sure [17:37] that primary care [17:39] is being implemented. [1:32:14] submitted an administrative uh version of the proposed bill which we asked uh for the for its uh [1:32:24] uh uh uh for its enactment uh so far sir uh in 2025 we deferred uh the conduct of the seal of good local [1:32:40] governance to our local government units uh pursuant to this directive of the president so um latest data [1:32:48] natin sir available is for cy2024 and uh we have already engaged with our uh up and sipag for the [1:32:58] impact review of the implementation of the sglg act and uh we are to receive necessary yung kanilang [1:33:07] report we have been into many consultations also with our stakeholders and we are now ready uh we have [1:33:15] already prepared our uh uh uh uh uh uh framework uh for the uh reprogrammed uh sale of good local [1:33:28] governance but this we cannot uh really uh proceed for the for the implementation without a uh an amendment [1:33:41] of this existing or the current sale of good local governance uh researcher and question since uh it [1:33:51] uh since mula no na isa batas lclg noong 2019 tumas tumas ba o bumaba ang bila ng lgs na [1:33:58] nagko-comply sa criteria ng program during the implementation sir [1:34:11] meron tayo certain years po na nagbabago po yung ating criteria because we uh we always tighten these [1:34:19] indicators uh so yung yung compliance po ng ating local government units even despite sir na [1:34:28] my time po na pag nagbago po tayo sir ng indicators nag-tighten tayo bumababa po yung [1:34:35] compliance ng ating local government units but uh later and to me pick up po ulit ang compliance [1:34:41] ng ating local government units after uh after a year or two of implementing the sglg with the same [1:34:50] indicators so in 2024 sir we had uh we're just checking the database uh mr chair and tayo to [1:35:19] toe by 2020 only 29 percent of the lgs past the sglg 2023 29 percent or 37 30 percent yes sir but in [1:35:33] in 2024 to make up tayo sir tumaas na tayo in for the 2024 mr chair we had 714 total of local [1:36:46] government units units that passed the seal of good local government units that passed the seal of good [1:36:50] local government units 714 sir out of one thousand seven hundred twenty four okay so [1:37:01] unlocking medyo ano na improving yes sir [1:37:13] uh [1:37:27] The challenges, sir, that we have seen during the implementation of the annual SGLG assessment is on the part, sir, of the LGUs, the ORAs, sir, they had six months for LGUs to prepare. [1:37:46] The requirements, yes, sir. And of course, they also have to submit 300 plus documents. [1:37:54] Just to prepare and for the requirements to be passed for the criteria of SGLG, how many, how many personnel are needed just to, for an LGU to be able to come up with the requirements or the documents. [1:38:18] Sir, on the part of the DILG, we need 4,22 or 85% of our personnel are involved in the SGLG from the assessment to validation and to the awarding. [1:38:38] And we had 4,894 man-hours to complete the cycle. [1:38:46] That's why, sir, meron po tayong reprogramming of the SGLG. [1:38:51] This is also based on the report of the impact review. [1:38:57] We are proposing for a term-based assessment. [1:39:02] Itong proposal namin, sir, na ito ay nakapaloob po sa isang proposed bill, which we have already submitted to the Office of the President, and I think it was also submitted to the House of Representatives and the Senate for consideration. [1:39:22] Just imagine, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no. [1:40:34] Because the SGLG is a good measure, sir, of their performance and they also see it as a form of incentive because of the incentive funds that we provide to those local government units that are passed in our assessment. [1:40:54] For ULAP, we can ask briefly, ULAP, LNB, Liga, Barangay, LCP, LLP. [1:41:05] For our local leagues, what are your observations about the impact of the SGLG in the constituents? [1:41:11] You can start with Dr. Ernie or ULAP. [1:41:14] Often, Mr. Chair, the SGLG is for compliance with LGUs. [1:41:28] So, minsan po, yun nga po, parang iba-iba po yung results po nila every year na mga baba-tumataas po yung mga nakakuha ng SGLG. [1:41:40] So, depende din po talaga po sa if makakapag-comply po yung LGUs po. [1:41:46] Halimbawa po, yung sa social workers po, parang minus po sa kanila if hindi po licensed yung social workers po nila. [1:41:53] Pero, gumagana naman po yung local social welfare office po nung LGU po. [1:42:04] So, usually po for compliance po kasi yung Navy Standard. [1:42:08] So, we commend po yung ano po ng DILG na gawin po itong term-based at i-defer muna po to review the parameters po of the SGLG. [1:42:18] So, ano siguro? Next siguro? Wala pa si Ma'am. [1:42:24] League of CPs. [1:42:27] Amelia Diguia, ang LCP Policy Head. Ano pong ano yung tingin niya sa SGLG? [1:42:34] Mr. Chair, just a general comment that we welcome the evaluation of SGLG. [1:42:43] We truly support this kind of assessment to LGUs because, again, it encourages LGUs to perform better. [1:42:54] And also, it rewards, in a way, nare-rewarden po yung LGU sa mga efforts nila in delivering basic services. [1:43:04] So, we were working closely with DILG to come up with a new assessment na truly captures the efforts that has been done. [1:43:17] And, sana po yung pag-assess po natin is within naman the term of the sitting official na hindi po siya, kasi it gives honor din po sa mga efforts nila po na nagawaan sa mga programs that are innovative. [1:44:52] Kung gagawin po siyang every term, ngayon po kasi since it's every year, [1:44:57] so lahat ng barangay po are on their toes dun sa mga iba't-ibang indicators ng SGLGB. [1:45:04] Because yun nga, pag merong kanyan, bragging rights yan, eh, sa barangay. [1:45:07] So it actually motivates sa barangay to perform better. [1:45:10] So kung gagawin siyang per term, sigurado po na hindi na po yung taon-taon na gaganahan yung mga barangay. [1:45:19] By the time mag-evaluate po tayo on the term end, saka lang po gagalaw ang mga barangay. [1:45:26] And yun po ang napansin ko rin, even with the higher LGUs. [1:45:30] Pag may parating na po na evaluation na SGLG, biglang nagkikilusan po lahat. [1:45:35] And then, pag in the future, iniisip na po nila, oh, we have to invest in this, para next year, makuha na natin yung SGLG. [1:45:42] Tapos nagkukumpiran lahat ng mga LGUs. [1:45:45] Oh, siya, wala na siyang SGLG. [1:45:47] Kami, meron, nakuha namin. [1:45:48] So, it may become more competitive. [1:45:51] But in effect, kasi, the purpose of the SGLG and SGLGB is for the LGUs to really perform better. [1:45:57] Incentive na lang yung cash, yung binibigay doon. [1:46:20] But we also have to see the bigger picture and how this can actually build our nation better by having better performing LGUs all over the country. [1:46:32] Yan naman po, Mr. Chair. [1:47:28] In fact, baka kailangan na matubi yun lang, parang for the whole LNB to be insured na, kumbaga para kayong automatic member na. [1:47:38] So, we will please coordinate with the new field health, coordinate with you, pero just hayaan lang muna natin siya mag-settle. [1:47:46] So, at least may bago kayong good news na may uwi, na yung bukod sa automatic members na ng field health, eto, hindi na kayo kinakailang magbayad ng premium, no? [1:49:16] Pero ang ano namin sana is, we implement a paradigm shift wherein we graduate from compliance monitoring into impact evaluation on the part of the delivery of services of the LGUs. [1:49:32] Ano pa talaga ang naitulong ng LGU para mapaunlad yung kabuhayan ng kanilang constituents sang-ayon sa ambition natin 2040. [1:49:42] Kasi po, Mr. Chair, based on the current indicators of the SGLG and I really beg the indulgence of the DILG partners. [1:49:54] Medyo ano lang po, Mr. Chair, talagang nakafocus lang sa compliance. [1:50:01] Like, may isang case po, take the case of one province, wala lang po silang na-hire na licensed social workers sa PSWDO nila. [1:50:11] Hindi na sila nabigyan ng SGLG all because non-compliant sila sa indicators. [1:50:19] Pero the whole PSWDO is working naman, na-deliver naman yung services. [1:50:25] So sometimes it's ironical, Mr. Chair, na masyado tayong nakafocus sa compliance to the requirements. [1:50:32] We forget that service delivery is more important. [1:50:36] So yun po, Mr. Chair, and then, kasi ang proposal ng DILG for a term-based implementation of the SGLG is [1:50:50] isang administration ang mag-work for it to get the seal. [1:50:55] Tapos yung kanyang, what we call this, yung recognition will be awarded in the next administration. [1:51:03] So, kumbaga, itong administration ang nagtanim, ang next administration ang aani. [1:51:11] So I think that's one of our reservations for a term-based SGLG. [1:51:15] Thank you, Mr. Chair. [1:52:44] Kailangan po ang ating local government units sumunod sa mga pinag-uutos ng ating mga batas. [1:52:50] So, but because of this reprogrammed SGLG, sir, hindi lang natin titignan itong mga indicators na to, [1:52:59] kundi pati rin yung mga outcome indicators, yung impact. [1:53:03] Titignan natin ang mga impact indicators na dito sa kasalukuyang framework ng ating SGLG [1:53:10] ay nalilimbitahan kasi nagpo-fokus lang tayo doon sa mga foundational indicators. [1:53:16] But with the reprogrammed SGLG, we will not only look at foundational indicators, [1:53:22] we will also be looking at outcome or impact indicators. [1:53:26] So yun din po yung clamor ng ating mga local government units. [1:53:29] And as to the assessment, [1:53:30] even a sinasabi natin, sir, is term-based, [1:53:34] but the awarding and provision of incentives is within the term. [1:53:40] So we are looking at the first tier of the term of our local government officials [1:53:48] as our baseline year. [1:53:51] So we will be assessing their performance on the second year. [1:53:56] And then during the second year, we will be looking at the impact [1:54:02] and monitoring their performance during their second year. [1:54:10] And we plan to have the awarding during the last quarter of their second year.
