[1:35:19] toe by 2020 only 29 percent of the lgs past the sglg 2023 29 percent or 37 30 percent yes sir but in
[1:35:33] in 2024 to make up tayo sir tumaas na tayo in for the 2024 mr chair we had 714 total of local
[1:36:46] government units units that passed the seal of good local government units that passed the seal of good
[1:36:50] local government units 714 sir out of one thousand seven hundred twenty four okay so
[1:37:01] unlocking medyo ano na improving yes sir

[1:37:27] The challenges, sir, that we have seen during the implementation of the annual SGLG assessment is on the part, sir, of the LGUs, the ORAs, sir, they had six months for LGUs to prepare.
[1:37:46] The requirements, yes, sir. And of course, they also have to submit 300 plus documents.
[1:37:54] Just to prepare and for the requirements to be passed for the criteria of SGLG, how many, how many personnel are needed just to, for an LGU to be able to come up with the requirements or the documents.
[1:38:18] Sir, on the part of the DILG, we need 4,22 or 85% of our personnel are involved in the SGLG from the assessment to validation and to the awarding.
[1:38:38] And we had 4,894 man-hours to complete the cycle.
[1:38:46] That's why, sir, meron po tayong reprogramming of the SGLG.
[1:38:51] This is also based on the report of the impact review.
[1:38:57] We are proposing for a term-based assessment.

[1:41:05] For our local leagues, what are your observations about the impact of the SGLG in the constituents?
[1:41:11] You can start with Dr. Ernie or ULAP.
[1:41:14] Often, Mr. Chair, the SGLG is for compliance with LGUs.
[1:41:28] So, minsan po, yun nga po, parang iba-iba po yung results po nila every year na mga baba-tumataas po yung mga nakakuha ng SGLG.
[1:41:40] So, depende din po talaga po sa if makakapag-comply po yung LGUs po.
[1:41:46] Halimbawa po, yung sa social workers po, parang minus po sa kanila if hindi po licensed yung social workers po nila.
[1:41:53] Pero, gumagana naman po yung local social welfare office po nung LGU po.
[1:42:04] So, usually po for compliance po kasi yung Navy Standard.
[1:42:08] So, we commend po yung ano po ng DILG na gawin po itong term-based at i-defer muna po to review the parameters po of the SGLG.

[1:42:54] And also, it rewards, in a way, nare-rewarden po yung LGU sa mga efforts nila in delivering basic services.
[1:43:04] So, we were working closely with DILG to come up with a new assessment na truly captures the efforts that has been done.
[1:43:17] And, sana po yung pag-assess po natin is within naman the term of the sitting official na hindi po siya, kasi it gives honor din po sa mga efforts nila po na nagawaan sa mga programs that are innovative.

[1:50:01] Like, may isang case po, take the case of one province, wala lang po silang na-hire na licensed social workers sa PSWDO nila.
[1:50:11] Hindi na sila nabigyan ng SGLG all because non-compliant sila sa indicators.
