[0:10] It's a riot. [2:19] We remember that the senator actually did say they will exhaust all [2:25] legal remedies. So an arrest warrant and whole departure orders have been issued [2:32] by the Sandigan Second Division. Other respondents include former DPWH [2:38] Secretary Manuel Bonoan and three other DPWH officials. Of course this is still in [2:43] connection to the flood control mess from last year. Estrada says he will exhaust [2:50] all legal remedies, says his rights were violated and he's questioning due [2:55] process. We did share this earlier statement from the senator who said he [3:28] will personally post bail before the Sandigan buy-in. Posting bail is a legal [3:32] remedy available to him under our justice system and he intends to avail himself [3:35] of every lawful means to defend himself and clear his name. He goes on to say, [3:42] mariin kong itinatanggi ang mga paratang laban sa akin ang mga ito'y walang batayan at walang [3:48] bahid ng katotohanan. He goes on to say he respects the rule of law and the judicial [3:53] institutions and this is precise. There you go. He has arrived at the Sandigan Bayan to post bail [4:00] following that arrest order issued over the flood control mess. Of course, his arrest is being ordered for his [4:10] graph case stemming from alleged budget insertions and kickback schemes involving [4:14] supposedly 573 million pesos in flood control projects. The court's second division has issued [4:21] warrants of arrest and hold departure orders against Estrada and former Department of Public [4:27] Works and Highway Secretary Manuel Bonoan earlier in the day. We're now seeing Senator Estrada [4:33] personally arriving there to personally post bail before the Sandigan buy-in reiterating [4:38] that the claims against him are baseless and false. We did hear from Secretary, Interior Secretary [4:51] John Vic Remulia telling ABS-CBN News at around 2 p.m. today saying that they still don't have the [4:59] criminal case numbers so they still don't have the power to arrest him. Again, that is a statement [5:04] from Interior Secretary John Vic Remulia who told ABS-CBN News at around 2 p.m. this was around 2 p.m. [5:10] that they still don't have a criminal case number for Senator Estrada so they don't have the power [5:15] to arrest him just yet. Meanwhile, National Bureau of Investigation Director Melvin Matibag earlier urging [5:22] Estrada to surrender saying, [5:24] Now, a different body, this time the Sandigan Bayan 5th Division is handling Estrada's separate non-bailable [5:36] plunder case and another count of graft related to the flood control scandal. Now, Estrada was dragged into the [5:43] controversy after former DPWH Bulacan District Engineer Bryce Hernandez accused him of receiving 30% kickbacks from flood control [5:51] projects in Hagonoy and Malolos Bulacan in 2025, something that the senator has repeatedly denied. [5:58] Ombudsman prosecutors later claiming that the public funds were, quote, [6:03] deliberately funneled into infrastructure projects in exchange for predetermined commission fees. [6:10] The criminal information also alleges that the accumulated sum of illicit payouts was delivered to Estrada. [6:16] Estrada said this Thursday that he would exhaust all legal remedies and here he is, arriving at the [6:23] Sandigan Bayan, we just showed you live footage, to personally post bail. He did say, the senator did say [6:30] that he was not given any chance to review the resolutions of the Department of Justice and the Ombudsman. [6:37] Also, named respondents in the case were DPWH NCR engineers Dendril Cortuna, Arturo Gonzalez Jr., and Mani Bulosan. [6:47] There you go. [6:49] Bunoan. [6:51] Mani Bulosan. [6:56] Engineer. [6:57] So there you go. [7:05] We're now flashing on screen the names of those facing charges at the Sandigan Bayan over the flood control mess. [7:13] Once again, if you're just tuning in, we just saw Senator Jinggoy Estrada arriving at the Sandigan Bayan a few minutes ago [7:28] to personally post bail after it ordered his arrest for his graft case stemming from alleged budget insertions [7:34] and kickback schemes involving P573 million in flood control projects. [7:41] So these are live shots we're showing you now. He is wearing a jacket if you can see him. He is there to personally post bail. [7:55] The court's second division has issued warrants of arrest and hold departure orders against Estrada and former Department of Public Works and Highway Secretary Manuel Bunoan earlier in the day. [8:10] Our correspondent Agatha Gregorio is now on the line. Hi Agatha. [8:19] Hello, we just saw Senator Jinggoy Estrada enter the Sandigan Bayan earlier and that's right after he gave a statement saying he's personally posting bail before the Sandigan Bayan [8:31] in relation to the arrest warrant issued by its second division. [8:35] He said in a statement posting bail is a legal remedy available to me under our justice system and I intend to avail myself of every law [8:42] who means to defend myself and clear my name. Other than that, he denied the allegations against him. [8:48] He said these have no basis and have no truth to them but he does respect the rule of law and the judicial institutions [8:55] and this is precisely why he's posting bail and personally submitting himself to the jurisdiction of the Sandigan Bayan. [9:01] Now we weren't allowed to enter the building of the anti-grass court and so we're waiting for him outside. [9:07] But when the media tried to ask him for a statement, he simply kept quiet and so we're still trying to get his comment on what's happened so far. [9:16] Michelle? [9:17] Alright. Agatha, what are we expecting to happen here after he posts bail because there is another division, the fifth division, [9:28] which is handling the plunder case which is a non-bailable. So what are we expecting here? [9:36] Michelle, we're still waiting for information on what happened to that case but we do know that his legal team filed a motion [9:43] seeking the withdrawal of the Sandigan Bayan's order for his arrest in the grass case. [9:48] That's stemming from alleged budget insertions and that's involving flood control projects. [9:53] But as for the other case, we don't know what's going to happen yet but we're going to be staying tuned to find out. Michelle? [10:00] But of course, just to help put things in perspective and in context, he is not the only senator feeling the heat as we speak. [10:10] So there is Senator Estrada. But we did see the Ombudsman turn up the heat on two others. [10:16] There's Senator Mark Oletta and they say Senator Joel Villeneuve could be up next. [10:22] We're still awaiting information about what would happen to other senators. [10:30] In fact, we will find out on Monday what will be happening at the Senate, what the numbers will be considering that there are arrest warrants against multiple people in the Senate. [10:40] But for now, the information that we do have is that there is an arrest warrant against Senator Estrada. [10:46] Michelle? [10:47] All right. Maybe we're expecting... [10:50] Are we expecting the Senator to give interviews after posting bail? [10:54] The bail is how much? 90,000 pesos, correct? [10:58] Michelle, we're still waiting inside but we are hoping to get an interview. [11:02] We're hoping to get a statement on what happened inside and if there are any other actions that his legal team took other than what was earlier mentioned. [11:11] But we're still going to find out. We're still here outside. Michelle? [11:15] And just to confirm, he is posting bail that is 90,000 pesos for this particular graft charge. [11:22] Michelle, yes. That's what we are aware of in terms of this graft page at the Sindigen buy-in. Michelle? [11:35] All right. Thank you very much for that update. Agatha Gregoria joining us on the line. [11:41] Once again, ladies and gentlemen, if you've just tuned in, we are showing you... [11:50] Well, these are shots from earlier, about 15, 20 minutes ago. [11:55] The camp of Senator Jingo Estrada has also, by the way, filed a motion to withdraw the warrant of arrest against him. [12:02] The warrant was issued by the Sindigen Second Division in connection with alleged budget insertions and kickback schemes involving some 573 million pesos in flood control projects. [12:14] So they are filing. He is personally posting bail, a 90,000 bail for that one. [12:21] He's not the only one. The court's Second Division issued warrants of arrest and hold departure orders against him. [12:27] Former DPWH Secretary Manuel Bonoan and three other DPWH district engineers. [12:36] DPWH NCR engineers Denril Cortuna, Arturo Gonzalez Jr. and Manny Bulosan. [12:46] So this is... Now these are live shots of the Senator posting bail. [12:54] We don't see him here. He was wearing a jacket, a white jacket as he arrived earlier. [13:02] So we're going to have to wait. He might give an interview after this. [13:07] But he is posting a 90,000 bail for graft charges after the Sindigen buy-in Second Division issued an arrest order for his graft case stemming from these alleged budget insertions and kickback schemes involving 573 million pesos in flood control projects. [13:26] This is not the only legal challenge she's facing because another, a different division. [13:34] The 5th division is handling a separate non-bailable plunder case and another count of graft related still to the flood control scandal. [13:45] As we mentioned earlier, the Ombudsman has been turning up the heat on some of these senators. [13:54] Senator Estrada was on that. They talked about him. [13:58] There's also reportedly a plunder complaint against Acting Senate Majority Leader Joel Villanueva, which the Ombudsman, [14:08] of course, is already ripe for filing within the next two weeks. [14:15] And then, of course, there is the legal challenge to Senator Mark Goleta. [14:20] All three are part of the Senate majority now. [14:23] So a lot of things have happened really since that May 11th Senate leadership shake-up. [14:30] And, of course, all of this must be taken into context as part of a bigger story that is the looming impeachment trial of the Vice President Sara Duterte. [14:44] There you go. Live shots there from the Sandigan Bayan where Senator Jim Goy Estrada is personally posting bail that is 90,000 pesos. [14:57] If we could just read again the statement. He did give us a statement earlier. [15:15] There you go. If we could just share with you again his statement. [15:23] He did say he will personally post bail before the Sandigan Bayan. [15:26] He explains posting bail is a legal remedy available to him under our justice system. [15:32] And he intends to avail himself of every lawful means to defend himself and clear his name. [15:38] He goes on to say, [15:40] I respect the rule of law and our judicial institutions. [15:52] And this is precisely why I am posting bail and personally submitting myself to the jurisdiction of the Sandigan Bayan. [16:12] The camp of Senator Jim Goy Estrada has also filed a motion to withdraw the warrant of arrest against him. [16:22] The warrant was issued by the Sandigan Bayan Second Division in connection with alleged budget insertions and kickback schemes involving 573 million pesos in flood control projects. [16:33] Earlier, we did hear from the DILG Secretary John Vic Remulia who did say that Jim Goy had a knee problem. [16:43] So we'll see how that one pans out. [16:47] In the meantime, our correspondent Jeff Kapadas is now on the line and he's joining us from the Sandigan Bayan. [16:52] Hi, Jeff. What can you tell us? What more can you tell us? [16:56] Hi, Mimi. [17:02] Go ahead. [17:03] Roughly around, let me check. [17:11] At around 4.09 p.m. when Senator Jim Goy Estrada arrived here at the Sandigan Bayan. [17:18] And I believe that he was accompanied by loved ones. [17:22] And he just passed by here and we believe that he's going to the third floor to post bail. [17:27] But right now, me together with other members of the media are awaiting for the senator to talk to us. [17:35] Because apparently his aide said that he will be accommodating the interviews. [17:40] But we're really still awaiting here outside the Sandigan Bayan, Mimi. [17:45] Jeff, if you could just give us a little bit more background about Senator Jim Goy Estrada and the political color of what is happening here, if at all. [17:57] I'm sorry, Mimi? [17:59] Can you give us a little bit of background or context? [18:03] As Senator Jim Goy Estrada being part of the majority, he's been saying this, that this is why he is feeling the heat from the ombudsman ahead of the looming impeachment trial. [18:15] Several other senators are facing legal challenges as well. [18:19] And of course, we know this is not the first time he's facing charges, graft and plunder charges. [18:26] I'll get back to you, Mimi, when the good senator talked to us. [18:30] So I'll ask that question in particular, Mimi. [18:32] Just one more quick question. [18:34] Do we have an idea about the timeline and the process of posting bail? [18:39] What happens when someone posts bail? [18:43] How long does it usually take? [18:44] What are the requirements? [18:45] What happens? [18:46] We're seeing the senator now seated down, talking to his team and maybe people from the Sindigan Bind. [18:53] So how does this work? [18:54] Unfortunately, Mimi, I don't have any more information to give you. [18:57] Right now, we're waiting for the good senator to come down. [19:00] I'll ask that question in particular, Mimi. [19:02] Thank you. [19:03] All right. [19:04] All right. [19:05] Thank you very much, Jeff Capadas. [19:06] We are looking forward to more updates later on, but we're now showing you live footage there. [19:11] You can see the senator seated down there with his team and loved ones as he personally posts that 90,000 peso bail for graft charges over the flood control scandal that has dragged the Senate and a lot of other agencies and even private businesses into what they're calling one of the biggest corruption scandals in Philippine history. [19:40] So as Jeff mentioned, he did agree to an interview after he posts bail. [19:51] So we're going to have to be on standby for that one. [19:54] Once again, for those who are just tuning in, the senator, Jingo Estrada, personally showing up at the Sandigan buy-in to post bail after it ordered his arrest for his graft case stemming from alleged budget insertions and kickback schemes involving 573 million pesos in flood control projects. [20:20] The court's second division also issued warrants of arrest and hold departure orders against him and former DPWH Secretary Manuel Bonoan earlier in the day. [20:31] We also know that a different body, the Sandigan buy-in 5th Division, is handling Estrada separate, but this time non-bailable plunder case and another count of graft related still to the flood control scandal. [20:46] Now remember, Estrada was dragged into the controversy after former DPWH Bulacan District Engineer Bryce Hernandez accused him of receiving 30% kickbacks from flood control projects in Hagonoy and Malolos, Bulacan for the year 2025, which the senator has repeatedly denied. [21:06] The Ombudsman prosecutors earlier claimed that public funds were, quote, deliberately funneled into infrastructure projects in exchange for predetermined commission fees. [21:17] The criminal information also alleged that the accumulated sum of illicit payouts was delivered to Estrada. [21:23] More updates, keep it here on ANC for the latest. Top story is up next. [21:29] We have the land, we have the resources, and amazingly, we have the interest. [29:25] Cassandra, this was asked a while ago by Mimi to Jeff, but I wanted to ask, so okay, the posting bail, 30 to 2 hours, but after he posts bail, what's next? [29:36] Cassandra, you mentioned that the posting of bail usually takes 30 to 2 hours, but after he is able to post bail, what happens next? [29:52] What are the next steps after this? Estrada? Mukha ba siyang confident na everything will work out? Is he nervous? [32:21] Cassandra Salonga with that report. [32:24] Again, Cassandra was saying that Senator Estrada's posting bail usually takes 30 minutes to 2 hours. [32:33] She also mentioned there was a grave expression on the Senator's face. [32:37] Again, we repeat that this is the third time that the Senator has been charged with graft. [32:48] Still on the flood control scandal, former House Speaker Martin Romualdez again rejecting claims. [32:53] He was the mastermind of alleged budget insertions in Congress. [32:57] His legal team belied the Ombudsman's statement he had functional control over the budget process. [33:02] Reiterating, the spending proposal comes from the President and is deliberated by the House and the Senate. [33:08] Bumal Gonzalez [34:46] Dumball Gonzalez [34:46] Anong mamas? [35:10] Dumball Gonzalez [35:12] Sorry. [36:28] Sorry. [36:28] There po. [37:10] Thank you. [38:03] Simply, what happens to one particular Filipino individual may be the Vice President. [46:27] A political analyst says allies of the Duterte family in the Senate are now going all-in to protect the political future of Vice President Sara Duterte ahead of the 2028. [46:38] They will attain victory in the next elections. [46:46] We will look at the incentives, the political incentives, why they're doubling down because to their mind... [46:55] ...include the Boeing solar plant in General Santos City and an undertaking to transform a diesel-fired power plant in Salangani into a renewable energy facility. [1:05:49] ALSUNS is also advancing studies on a hybrid technology and battery energy storage system for its conventional power plants in Zamboanga. [1:05:56] Now, as we reported, Senator Jango Estrada has surrendered to the anti-graft court over criminal charges tied to last year's flood control scandal. [1:28:09] We are showing you live shots from outside the Sandigan Bayan in Quezon City, where the senator turned himself in to post bail this afternoon. [1:28:18] He has vowed to use all legal means to defend himself and clear his name. [1:28:23] He has posted a bail bond of 90,000 pesos for the graft charge. [1:28:29] Senator Estrada is accused of making irregular insertions in the 2025 national budget in exchange for kickbacks from contractors. [1:28:38] Now, the senator, in a statement, insisted the complaints of plunder, graft, and bribery against him were baseless and said he's hoping for a fair trial. [1:28:49] The Sandigan Bayan has only released an arrest warrant for the graft charge today. [1:28:54] No warrant is out yet for the plunder charges, which are non-bailable. [1:28:58] But the court barred him from leaving the country. [1:29:02] Now, also facing charges alongside Estrada are former DPWH Secretary Manuel Bonoan and other officials of the DPWH NCR Engineering Office. [1:29:14] Senator Estrada will fight plunder charges for the third time in his political life. [1:29:20] He was a co-accused in a similar case involving his father, former President Joseph Estrada. [1:29:26] Allegations of funds misuse also landed him in detention in 2014. [1:29:32] Now, in both instances, he was acquitted and walked free. [1:29:39] And still in the flood control scandal, former House Speaker Martin Romualdez again rejecting claims he was the mastermind of alleged budget insertions in Congress. [1:29:48] His legal team belied the Ombudsman's statement. [1:29:52] He had functional control over the budget process. [1:29:54] Reiterating the spending proposal comes from the president and is deliberated by the House and the Senate. [1:30:01] Romualdez's lawyers also said lawmakers do not approve the release of funds, nor are they in charge of implementing government projects. [1:30:10] They add sweeping pronouncements tagging the Leyte representative as a grand architect of a multifaceted process [1:30:17] does not help the public's search for truth and only reinforces views not backed by evidence. [1:30:24] President Ferdinand Marcos Jr. speaks for the first time on the ongoing turmoil in the Philippine Senate. [1:30:32] He is coming home from his state visit to Japan with great concern over the developments, recalling he watched with horror as they unfolded. [1:30:41] Marcos questions how the Senate has reached this level of conflict, saying it is very different from his time then as a senator. [1:30:48] I look at my other fellow senators, madalas kaming nagtitinginan ni E.S. Ralph, [1:30:59] ganyan ba tayo nung senador tayo? Meron ba tayong ganyan na ginagawa? Hindi tayo ganyan. [1:31:05] Paano nangyari? Yung senado hindi nakagaya nung panahon natin. [1:31:11] Dahil nagpe-personalan na eh. Naging personal. Ang babaw na ng usapan. [1:31:21] I was watching the comments of former SP, another colleague of ours, Senator Frank Dillon. [1:31:31] Sabi niya pa paano nangyari dito. The Senate is now sheltering fugitives from justice. [1:31:38] How did that happen? I don't understand how a Senate is supposed to function if those are the kind of things that the Senate is embroiled in. [1:31:51] I hope they figure it out. [1:31:56] Meanwhile, Marcos denies the government is targeting the new Senate majority amid the growing number of legal cases filed against its members. [1:32:05] He also rejects a proposal by Senator Rodante Marcoleta to allow absentee senators to vote online. [1:32:12] As a former senator, I disagree with that. I understand that we had to do it in COVID because there was a health risk. [1:32:23] But I do not see any particularly good reason for us to allow it now. [1:32:30] It seems to only be applicable to Senator Bato para makaboto si Senator Bato dahil nagtatago siya. [1:33:49] Two of the prominent figures in the country's flood control corruption scandal are at the Sandigan Bayan today. [1:34:00] Senator Jingoy Estrada and former Department of Public Works and Highway Secretary Manuel Bonoan [1:34:07] both appeared before the anti-graft court today to post bail in their graft case. [1:34:13] The Sandigan Bayan 2nd Division issued an arrest warrant and hold departure order against both men [1:34:19] in connection with the graft case filed against him with bail set at 90,000 pesos each. [1:34:27] Now, Senator Jingoy Estrada, a veteran legislator and son of former President Joseph Estrada, [1:34:35] this is not his first time in this situation. [1:34:38] This is the third time in 25 years that plunder and related charges have been filed against the senator. [1:34:46] The first case was back in 2001 when then-San Juan Mayor Jingoy Estrada was arrested [1:34:53] alongside his father, ousted President Joseph Estrada. [1:34:58] Now, the senator was co-accused in his father's plunder case, [1:35:02] charged with conspiring with his father in amassing ill-gotten wealth through illegal gambling. [1:35:08] Father and son were held in separate cells at Camp Crame. [1:35:11] Now, the charges involved allegations of receiving 545 million in protection money from wetting operators, [1:35:20] diverting 130 million pesos in tobacco excise tax shares, [1:35:25] receiving 189.7 million pesos kickback from Bell Corporation, [1:35:31] and maintaining a 3.23 billion pesos Jose Velarde account with Equitable PCI Bank. [1:35:38] Now, on March 6, 2003, after spending almost two years in detention, [1:35:44] Senator Jingoy Estrada was allowed bail after the Sandigan buy-in found [1:35:47] that he had probably collected wetting protection money, [1:35:51] but only for his own purposes and not in conspiracy with his father. [1:35:56] In September 2007, he was ultimately acquitted of the plunder charge. [1:36:03] Now, the second case happened years after, in 2014, [1:36:05] when Jingoy Estrada was now serving, was then serving as senator, [1:36:10] he was charged with plunder, graft, direct, and indirect bribery [1:36:14] over the alleged misuse of his 183 million Priority Development Assistance Fund, [1:36:20] or PDAF, the discretionary funds of lawmakers that were later declared unconstitutional by the Supreme Court. [1:36:28] Now, before we continue on this rundown of his previous cases, [1:36:31] we check back in with Agatha Gregorio, joining us on the line [1:36:35] to report on the arrival of ex-DPWH Chief Manuel Bonoan at the Sandigan Bayan. [1:36:43] Yes, Denise, earlier we saw former Department of Public Works and Highway Secretary Manuel Bonoan [1:36:51] arrive here at the Sandigan Bayan, [1:36:53] and just before that, we also saw Senator Jingoy Estrada arrive here to post bail for the graft case. [1:36:59] As we can recall, the Sandigan Bayan 2nd Division issued warrants of arrest [1:37:04] and hold departure orders against both Estrada and Bonoan. [1:37:08] But when we asked for comment from Bonoan on why he was here [1:37:11] and about the warrant of arrest, he did not answer. [1:37:14] Now, we're here, we're monitored outside the anti-grast court, [1:37:18] and we're still waiting. [1:37:19] Our last sighting of both of these people were that they entered the building, [1:37:24] but as of now, we haven't heard if they plan to go out yet. [1:37:27] Denise? [1:37:28] Agatha Gregorio with that update. [1:37:31] Again, on May 28-2026, the Office of the Ombudsman filed plunder [1:37:36] and two counts of graft charges against Senator Jingoy Estrada before the Sandigan Bayan. [1:37:41] This time, the third time, over alleged kickbacks from government flood control projects [1:37:46] and also charged, as reported by Cassandra Salonga and Agatha Gregorio, [1:37:51] former DPWH Secretary Manny Bonoan, and also several DPWH district engineers. [1:37:57] According to the Ombudsman, the charges stem from an intricate mechanism [1:38:01] involving illegal budgetary insertions and project allocations [1:38:04] within the DPWH infrastructure portfolio for fiscal year 2025. [1:38:09] And prosecutors say substantial public funds were deliberately funneled [1:38:14] into designated infrastructure projects [1:38:16] in exchange for predetermined commission fees or kickbacks. [1:38:20] Both figures have posted bail costing 90,000 pesos each. [1:38:27] Now, we will continue to monitor developments at the Sandigan Bayan.
