[39:47] And in my first year back in the White House, farm [39:49] income has soared by 20 percent very quickly. [39:54] I repealed the Biden EPA's ridiculous water [39:57] restrictions. [39:58] You had water restrictions that gave you [40:00] everything but water. [40:01] You had to need a little water. [40:03] They wouldn't give you it. [40:05] It was crazy. [40:06] To keep federal bureaucrats off your [40:08] land and out of your pockets is a big deal. [40:12] With the help of Republicans in Congress, [40:15] we passed the largest tax cuts in American history. [40:19] Already, 45 percent of filers have taken advantage [40:22] of our new tax provisions, with an average refund so [40:25] far of almost $5,000 a record. [40:51] It's the biggest tax reduction in the history of [40:54] our country. [40:55] It's also the biggest regulation reduction in [40:59] the history of our country, which, as farmers, [41:01] you know what that means. [41:02] It means a lot of good things. [41:03] We made the small business tax deduction [41:06] permanent, benefiting 98 percent of America's [41:09] farmers and ranchers. [41:10] And thanks to bonus depreciation, farmers can [41:14] now deduct 100 percent of the cost of new tractors [41:18] and all equipment in the first year. [41:20] In other words, you buy a tractor, you deduct the [41:22] whole price. [41:23] Normally, it goes over a 38-year period. [41:25] This is slightly better. [41:29] You got these tiny little deductions that weren't [41:31] even worth it. [41:32] Now you can do it at one time. [41:34] Only Trump could do it. [41:34] He would have gotten you that one. [42:53] Sometimes the farm is very valuable, but the [42:56] cash isn't so readily available. [42:59] And they'd go out to a bank, and they'd borrow [43:01] money, and they'd borrow and borrow and borrow to [43:03] pay the tax. [43:04] They'd be working for 20 years to pay it off. [43:06] If they had a bad season, they'd lose their farm. [43:09] We lost it many, many times. [43:12] And you'd have actually many, many suicides over [43:15] it. [43:15] They would actually commit suicide because they [43:18] couldn't stand the concept of losing their [43:20] family farm. [43:22] And I ended the death tax, or the estate tax, on [43:26] family farms and small businesses. [43:28] So I think you're appreciative of that. [43:30] It was a terrible thing. [43:36] It's too bad that so many people in the past [43:38] couldn't have taken advantage of it because [43:41] it would have... [43:42] It would have made a lot of happy people out of [43:45] people that really have had a miserable life. [43:48] When they lose their farm, they're never the [43:50] same. [43:52] And I hope our farmers never forget that every [43:54] single Democrat in Congress voted against all [43:56] of the provisions I just mentioned, including the [43:59] estate tax. [44:07] But the Democrats voted against every single [44:10] provision that I just mentioned. [44:12] Including the tax reductions and including, [44:15] frankly, the estate tax. [45:24] The farmers come to my office a lot, and they [45:27] never want — they just — sir, please just give [45:29] us a level playing field. [45:31] Others want more than that. [45:32] They want everything. [45:34] The farmers want a level playing field. [45:36] And it's — I talk about it all the time. [45:38] That's all they want. [45:40] Because you were — you were just the first [45:43] last four years — four years before this one, [45:45] before our great first year — our great first [45:47] year. [48:01] It's vital to everything that we do, everything [48:03] from financing to crop insurance, and it's vital [48:07] to the USDA and the farm credit system. [48:10] Also, just — we appreciate the bridge [48:13] payments, your policy on trade, everything. [48:16] It's going to help strengthen what we do, so [48:19] I just want to thank you again for just everything [48:21] you're doing to make America great again. [48:22] The President You know, while I'm up here, [48:29] I'm looking around. [48:30] I love construction. [48:31] You see all those nice caterpillars and John Deere's. [49:35] Last month, we issued a major new rule declaring [49:37] that farmers have a right to repair your own equipment. [49:41] Can you believe that one? [49:42] And your action — that action will save [49:47] the typical farmer up to $30,000 on major repairs. [49:52] I mean, I heard about this. [49:53] I said, you got to be kidding. [49:54] You don't have the right to fix — these guys, [49:55] these guys can fix anything, but you didn't [49:58] have the right to fix your own equipment. [49:59] We ended that rather quickly. [50:02] And now you do. [50:03] And I did another thing, and I'll explain it in a [50:07] second, because we had a ridiculous Washington [50:10] restriction called the so-called Diesel Exhaust [50:15] Fluid requirement. [50:16] Do you know about that? [50:18] It was a basic disaster. [50:21] Today, we're announcing new guidelines drastically [50:23] limiting these ridiculous DEF. [50:25] EF rules, saving farmers and consumers billions [50:29] and billions of dollars. [50:35] And when I was in Iowa recently, I met a man who [50:39] was the chairman of John Deere — great company. [50:44] And I asked him, I said, could I ask you a question? [50:48] We cut a lot of the restrictions, almost all [50:51] of them on cars. [50:53] What have we done for tractors and trucks and [50:56] different things that you use on the farms? [50:58] He said, sir. [50:59] They never got to us. [51:00] They never did that. [51:02] I said, well, we're going to have to — that was [51:03] about two months ago. [51:04] We've worked very hard. [51:07] And Lee is working on that. [51:09] It's a top pri- — I told him, Lee Zeldin, a top [51:12] priority. [51:13] So when you buy a tractor today, you spend 50 percent [51:17] of your time fixing the environmental — I say [51:21] environmental impact statement garbage that's [51:24] on the tractor. [51:26] In fact, I buy a lot of things that have to do [51:28] with farm equipment. [51:30] I own clubs and other things. [51:31] And I used to — I said, give me 10-year-old [51:34] equipment. [51:35] Do you have any 10-year-old equipment that [51:38] hasn't been used yet? [51:40] And whenever they had it, I would buy it, because it [51:43] was much better than the new stuff, which has so [51:45] much environmental nonsense on it that it [51:48] ends up costing thousands of dollars more to produce. [51:52] And it doesn't work well. [51:54] Too complicated. [51:56] And then you'll get somebody that is a farmworker. [51:58] And then you'll get somebody that is a farmworker. [52:18] And to save fuel — many of you are working over [52:21] massive deposits of fuel — to save a quarter of a [52:24] glass of fuel this much, just a little bit, they'll [52:27] have two extra computers in it that never work. [52:30] And I said to the head of John Deere, [52:34] Is this a good thing or a bad thing? [52:36] He said, Sir, you have no idea how bad it is. [52:39] It's made our tractors so complicated. [58:35] And I'm trusting Speaker Johnson and Leader Thune [58:44] — they're two good men — I'm trusting them to [58:47] find a deal that works for farmers, consumers, and [58:49] refiners, including small- and mid-sized refiners. [59:30] These new standards will generate over $10 billion [59:33] of rural economic benefit, [59:36] create an estimated 100,000 new jobs, [59:39] and massively increase our nation's energy supply. [59:43] It'll come right out of the farms. [59:45] In addition, to help bring down grocery costs even more, [59:48] today, I'm pleased to announce [59:50] that the Small Business Administration — [59:53] that's Kelly — [59:54] is opening up massive new loan guarantees [59:56] for farmers and food suppliers, [59:58] including vegetable farmers, grain farmers, and seed farmers, [1:00:02] cattle, pig, and poultry producers, [1:00:05] grocery wholesalers, and many more. [1:00:08] So if you're in the industry, Kelly, you better get ready. [1:00:10] You're going to be inundated, right? [1:00:12] It's the first time that's happened. [1:00:17] And, you know, when they say she's the head of small business, [1:00:19] small business, when you add it all up, [1:00:21] it's got to be the biggest — [1:00:22] it's like the biggest — [1:00:23] bank in the world or something. [1:00:25] There's nothing small about it. [1:00:27] But you'll do a job, Kelly, right? [1:00:29] Help them out, right? [1:02:12] And the work that you guys have done — [1:02:14] it's unexplainable how big it is for the American farmer [1:02:17] and the next generation that don't have the headache [1:02:20] and don't have to worry about the death tax. [1:02:22] It's astounding what you guys have done. [1:02:24] It's absolutely spectacular. [1:02:26] And also, the working families, [1:02:27] the family tax cut policies, [1:02:29] that allowed us to get my daughter a Trump account. [1:02:32] And we can teach her fiscal responsibility, [1:02:34] compound interest and investment, [1:02:36] and plan for her future. [1:02:38] And it's just absolutely astounding [1:02:39] what you have done with that. [1:02:41] Also, your energy policies. [1:02:43] Up in Potter and Tioga County, Pennsylvania, [1:02:45] the gas companies are leasing mineral rights again, actively. [1:02:48] And that's putting money back into the farmers' pockets [1:02:50] up there, too. [1:02:51] So, for all that, I applaud you and thank you, Mr. President. [1:04:22] But she's so highly trained, and she loves it, [1:04:24] and she loves the farmers just like I do, and ranchers, [1:04:27] and everybody else having to do with this very [1:04:29] special world that you live in. [1:05:05] One year in, I can't tell you the honor, the joy, the blessing [1:05:13] of getting to fight every day. [1:05:16] There is no better job than this. [1:05:18] Even President, I believe, there is no better job than [1:05:24] being your 33rd Secretary of Agriculture. [1:05:29] And I just, President, Mr. President, thank you for [1:05:31] your trust. [1:05:32] It's just incredible. [1:05:33] Not in our lifetime. [1:06:08] I want everyone to get to their feet and just thank him [1:06:11] for what he has done for our community, for our farmers and [1:06:15] ranchers. [1:06:16] He's the best. State legislator Helen Kirwan, thanks to [1:07:52] Donald Trump, is doing remarkable work for us in Texas. My beautiful sister. We [1:07:58] talked about Mr. President, the future of farming with a faith born not of words [1:08:03] but of deeds. You have the FFAs and the 4Hs here. We're so glad you are our [1:08:08] future and we are so grateful. Thank you. And speaking of the FFA, sir, my ag [1:08:16] teacher from 35 years ago came all the way from Glen Rose, Texas. Mr. Rosen [1:08:22] Bush, stand up. I love you. There were a few times he put me in the back of [1:08:30] the bus. [1:08:31] being too sassy and we've come a long way mr rosenbusch god bless you and thank you for [1:08:37] everything you mean listen everyone the president did it so well what we inherited when we came in [1:08:42] just over a year ago we left with an agricultural trade surplus when we walked out of here [1:08:48] in january of 2021 we came back with an agricultural trade deficit of 50 billion dollars [1:08:56] not one new trade deal under the biden administration when we left the cost of [1:09:02] inputs were 40 percent less for our farmers and ranchers than when we came back four years later [1:09:12] we inherited a mess but this president understands that there is no more american [1:09:19] of the americans than our farmers and ranchers and the pioneering spirit [1:09:24] that you all represent and to [1:09:26] on the South Lawn of the White House to have the largest gathering of farmers in [1:09:33] American history at this White House is historical. It will go down in the record [1:09:39] books. I believe this president will be remembered as the president and our [1:09:44] administration with Bobby, with Lee, and with Kelly, who are all here, my [1:09:50] best friends from the cabinet, across the cabinet as the moment in American [1:09:55] history where we reversed the trend, where we stopped losing family farms, [1:10:00] where we fought for rural America because this is the very, very best of who we are. [1:10:06] And that began with this president, with his leadership, and we just couldn't be [1:10:12] more grateful. God bless you, Donald Trump.
