are now part of our record second we heard a statement of ramil madriaga who testified for the [13:37] very first time in a very first time in a public hearing through his supplemental affidavit we were [13:46] confronted with a staggering allegation that confidential funds were spent not just in 11 days but were [13:59] prepared purportedly disposed of within a mere 24 hours [14:06] hindi labing isang araw sa halip 24 oras [14:16] milyones na naubos sa loob lamang ng isang araw mabigat ang mga binitiwang salita ni ramil madriaga at [14:28] minsan pa siyang naiyak habang binabasa ang kanyang supplemental affidavit to back his words he signed a bank [14:42] waiver to prove that he has nothing to hide during one exchange congresswoman janet garin recalled the [14:55] formally controversy and could not hide her frustration upon hearing ramil madriaga's allegation [15:06] that the vice president's campaign may have been financed by formally an assertion that if proven [15:17] further deepens the seriousness of the issues now before this committee third and with the help of [15:29] congressman joel chua we have adopted the records from the committee on good government and public [15:38] accountability that testimonies of various resource persons regarding the envelopes and the questionable [15:49] receipts and other statements given in that legislative inquiry are now officially part of this impeachment [16:01] process fourth we heard from the nbi expert and their findings are very clear kinumpirma nila [16:14] na base sa kanilang pagsusuri several questions signatures were actually signed by one and the same person [16:28] this proves that there was a pattern and it raises even more questions about who was [16:39] really behind these documents [17:28] public education ay walang umiiral na psa record si mary grace piatos ay wala sa data [17:38] ng psa sixth we heard from attorney gloria camora of the koa who confirmed that the commission proper [17:50] has resolved the vice president's appeal on the notice of this allowance effectively affirming that this [18:00] allowance covering more than 73 million pesos she further disclosed that the koa has issued [18:11] issued three additional notices of this allowance indicating continued deficiencies in compliance [18:23] this developments lend significant weight to the financial irregularities under examination [18:34] as noted by congressman chel jocno and congressman antonio tino this effectively render the vice [18:44] president liable to return all these amounts 73 million pesos plus 375 million pesos to the national treasury [19:00] and when we heard all these resource persons the committee will note that while i disallowed certain probing [19:30] questions to ensure fairness i nonetheless permitted all inquiries that sought to clarify the truth [19:42] on that note the records will reflect that the arguments regarding the difference between credibility and [19:52] character as well as the confusion between page numbers and dates were stricken from the record [20:03] we have done this we have done this to maintain the integrity and order of this [1:29:39] At sa 2019 naman po, ay 3,460,790. [1:29:46] And 2,490,105,90 in 2020. [1:29:54] Kapansin-pansin po na mula 2021, tangin ang kanyang asawa na si Menezes Carpio. [1:30:03] Nagre-reflect ho ba yan dyan? [1:30:05] Natangin yung kanyang asawa na si Menezes Carpio ang may dineklarang mga liabilities at wala nang iniulat na utang o liability ni VP. [1:30:25] And it is stated there that the liabilities was a personal loan from various creditors po by Attorney Manasa Carpio. [1:30:35] Yes. How about on the part of VP Sarah herself? [1:30:38] Meron pa ho ba na mga riniport na liabilities in 2016, 2017, no, I'm sorry, beginning in 2021? [1:30:48] Meron ho ba riniport na liabilities? [1:30:50] Let me check your Honor with regard to the 2022 Salen of the Vice President. [1:31:04] Based on the submitted 2022 Salen of the Vice President, the liabilities stated or declared therein was a personal loan of Manasa Carpio. [1:31:20] That's all your Honor for the 2022? [1:31:21] Manasa Carpio. How about 2022? [1:31:24] So no VP, no Sarah Duterte. [1:31:26] For the 2023 Salen, Your Honor, based on the submitted Salen by the Vice President, the liabilities declared therein was a personal loan of Manasa Carpio, Your Honor. [1:31:42] Again, of Manasa Carpio and not Sarah Duterte. [1:31:46] 2024, please. [1:31:48] For the 2024 Salen, Your Honor, reading from the submission of the Vice President, the liabilities were declared to be loans of Manasa Carpio, only Your Honor, from various creditors and banks. [1:32:13] Observation with respect to this, for the record, Madam Chair, [1:32:17] Ang ganitong biglang pagbabago sa paraan ng pag-uulat ng liabilities ay lubhang kahinahinala at nararapat siya sa atin. [1:32:24] As it may indicate reclassification or possible circumvention of full disclosure requirements. [1:32:44] One last point of observation, pagdating naman po sa net worth. [1:32:55] The respondents declared net worth increased from 34,895,997 in 2016 to 71,658,841 in 2022, the year she assumed the office of Vice President. [1:33:39] Observation po, ang ganitong mabilis at medyo malaking pagtaas ng yaman with the absence of declared liquid assets and the diminution or transfer of liabilities [1:33:51] ay nagbubunsod ng seryoso rin pagdududahin gil sa veracity, transparency and integrity of the Vice President's financial disclosures. [1:36:48] And based on that, ano, that parang paragraph, in fact, it does not even require a complaint [1:36:55] to be filed for the Ombudsman to look into these things.
