[0:00] Tonight, I'm announcing the immediate declassification and release of critical intelligence, [0:06] revealing shocking vulnerabilities in our election infrastructure. [0:11] This evidence shows that the election system we have dangerously exposes [0:16] and really exposes, like levels never thought possible, [0:22] to hacking, exploitation, and foreign interference. [0:26] Just as disturbingly this vital information has for many years been covered up and hidden from you, [0:34] the American people are beautiful, are great American people, but that all changes right now. [0:41] The documents cover five major areas of concern. [0:45] First, they show that over a period of years, starting during the 2020 election cycle, [0:51] the People's Republic of China carried out what is believed to be the largest compromise of election data in history, [1:00] resulting in China's illicit acquisition of 220 million U.S. voter files. [1:08] That information includes names, addresses, phone numbers, political party preferences, [1:13] and other sensitive data that would be needed to register to vote [1:18] and engage in other nefarious activities, which is exactly what was happening. [1:24] This data loss presents an unprecedented election security nightmare. [1:30] The intelligence even shows that China has signed a data exploitation unit [1:34] specifically to this new project. [1:38] Compounding the travesty, the second set of documents we are releasing reveals that members of the Deep State, [1:46] a very, very famous group of people, in many cases, in our intelligence agency, [1:52] work to actively suppress and downplay information about the extent of China's sinister election meddling, [1:59] covering it up from both the President and the American people like nobody thought was possible. [2:06] U.S. spy agencies began learning about the compromise of voter registration files in 2020 [2:12] when they discovered that tens of millions of voter data, [2:17] think of that, tens of millions of voters' data in 18 states have been bought, stolen, or hacked by China. [2:27] Yet those responsible for sounding the alarm instead kept the information secret and hidden. [2:35] They did not disclose to me as President or to anyone else, and to the best of our knowledge, [2:41] they did not inform Congress. [2:43] In fact, all they kept saying is, [2:47] this is the most secure election in the history of our country, [2:51] a standard, very pat line that was divvied out to say. [2:54] The cover-up of this colossal security breach is even more disturbing in light of the additional information [3:02] showing that China engaged in other election-related activities to undermine my first administration [3:09] and our 2020 campaign. [3:11] They did not want, and they just didn't want it. [3:14] They fought like hell not to have it, Donald Trump to win. [3:18] And for good reason. [3:21] As the documents we are releasing show, CIA reporting explicitly stated, [3:27] and I quote, [3:27] In mid-2018, the Chinese Communist Party's policy was to leverage all domestic and foreign elements [3:36] that were opposed to the U.S. President in an effort to reduce the U.S. President's votes [3:41] and make him resign or prevent his re-election. [3:46] Isn't that nice? [3:47] Also, in mid-2018, China was working to influence the results of the U.S. midterm elections [3:54] and later the results of the 2020 presidential election itself. [4:00] Separately, in mid-2019, the Chinese government's strategy against the United States [4:05] was focused on undermining domestic confidence in the U.S. President. [4:09] They wanted to just make you sound like your president wasn't so hot [4:14] when actually your president has done a great job [4:18] and they did everything possible to do exactly that. [4:22] Going on, this document says, and this is by the CIA, [4:27] the strategy included efforts to use Chinese contacts with big U.S. companies [4:32] to influence U.S. business leaders to turn against the president of the United States of America. [4:38] The Chinese government sought to identify U.S. journalists [4:42] who had reported negatively on the U.S. president [4:47] and pay them large sums of money to write more negative articles about him, [4:52] as many as they could, and they didn't care what they said. [4:57] The Chinese government wanted U.S. president to lose the next election, [5:01] and the reason they wanted me to lose is because they knew I was wise to them, [5:07] charged them billions and billions of dollars worth of tariffs, [5:12] and built the strongest military anywhere in the world. [5:15] We have the strongest military anywhere in the world. [5:19] These are exact quotes from the CIA reporting. [5:24] The name of the person doing the quote is now under review, [5:29] but it gets even worse. [5:31] This raw intelligence obtained by the FBI in 2020, [5:35] yet buried by rogue bureaucrats, stated that China's activities [5:39] even included an attempt to manufacture illegal ballots for Joe Biden. [5:46] Documents show that during this period, [5:48] dozens of significant CIA and NSA reports about China's election targeting [5:53] were kept out of the presidential briefing. [5:57] These were briefings I would get almost every day. [6:01] Everything was kept out that was of importance. [6:05] Yet concealing China's meddling was only the beginning. [6:09] The third set of documents we are releasing proves that for many years, [6:14] Americans were blatantly lied to about the security of our election infrastructure, [6:20] including electronic voting machines and ballot counting systems, [6:24] and dishonest almost all. [6:27] They're vulnerable, and they're easily compromised, [6:31] and people within our government knew that. [6:34] Tonight we're publishing a series of previously classified U.S. intelligence community assessments [6:40] and other reports proving that our government has long known [6:44] these machines are extremely exposed to attack. [6:48] As one assessment states, we judge that the United States adversaries, [6:54] including at a minimum Russia, China, Iran, North Korea, [6:59] as well as non-state groups, have the capability to compromise U.S. election infrastructure. [7:06] That's unquote, but that's some statement, isn't it? [7:09] Made by supposedly great patriots of our country. [7:13] The document goes on to further state that, quote, [7:17] we assess that centralized election-related data repositories, [7:23] such as voter registration databases, poll books, [7:27] and other official election websites, [7:30] are most vulnerable to exploitation, [7:33] and adversaries could use this access to these systems [7:36] to disrupt election processes within the United States of America. [7:41] Tonight we're releasing all of those findings, [7:44] and spanning from January 2020 to June 2026. [7:50] This is a cyber threat aimed at the very heart of our democracy. [7:55] Many people have questioned whether it could actually be possible [7:59] to electronically manipulate vote totals [8:01] or change election results on these terrible machines. [8:06] Today we are releasing documents that show the CIA obtained reporting [8:11] of a specific plot to do a big number [8:15] in favor of the corrupt Maduro regime in Venezuela, [8:21] and that's exactly what happened, [8:24] conspiring to digitally rig their own country's elections in 2020, [8:29] and that's what they did. [8:30] This reporting included precise details about methods [8:34] to regime develop to digitally alter vote totals [8:39] in ways that could not be detected, even with an audit, [8:44] no matter how deep they went. [8:46] This intelligence underscores why we must take urgent action [8:50] to ensure that our own system can never, ever be hacked [8:54] or compromised like it was in the past. [8:57] The fourth set of documents reveals that even when significant evidence [9:01] of fraud has been detected, it has been buried and covered up. [9:07] Among the disclosures tonight are FBI files detailing evidence [9:12] of alleged fraud by a large-scale voter registration operation in Michigan. [9:18] In 2020, Michigan State Police raided a Democrat [9:22] that get-out-the-vote organization corrupt group in Muskegon, [9:28] and were so concerned by what they found. [9:31] They were just so concerned, they couldn't believe it, actually, [9:34] that they contacted the FBI in Detroit. [9:38] The documents state that some canvassers admitted to FBI agents [9:42] that they signed voter registration forms and other people's names, [9:46] submitted fraudulent registration for people who did not exist, [9:50] and received gift cards tied to their number of applications that they produced. [9:56] In other words, it was pay, play, and cheat. [10:02] The FBI agents working on the case believe that crimes were committed, [10:08] yet the Biden Department of Justice slow-walked the investigation and killed it. [10:13] Tonight, I'm asking the FBI director to ensure that the matter is fully investigated [10:19] and to work with the Department of Justice [10:22] to prosecute those responsible for any crimes. [10:25] Finally, to reveal just how vulnerable our elections continue to be, [10:29] we are releasing the results of a stunning investigation [10:32] by the Department of Homeland Security. [10:36] According to the DHS review, state voter rolls and public records, [10:41] they identified approximately 278,000 non-citizens [10:46] who are registered to vote in federal elections. [10:50] Since Democrat states refuse to share their voter files, [10:54] the real number is actually much higher than that. [10:58] Yet, even this limited analysis found more than a quarter of a million foreigners [11:04] illegally registered to vote. [11:06] Put together, these disclosures reveal an election system so broken and so vulnerable [11:12] that no one can possibly defend it. [11:15] It is not defensible. [11:18] Hundreds of millions of U.S. voter files are in the hands of foreign governments. [11:24] Our machines and ballot counting systems are exposed to hacking and manipulation and corruption. [11:31] China and other countries have been trying to meddle in our elections. [11:35] Evidence of fraud has been buried. [11:37] Hundreds of thousands of non-citizens and dead people are listed and active on the voter rolls. [11:45] And yet, we still have elections with no voter ID, no proof of citizenship, [11:51] and tens of millions of ballots floating aimlessly through the mail. [11:56] As one example of the insanity, California's recent election for mayor of L.A. and governor [12:02] was held on June 2nd, a long time ago, but it was just completed a few days ago on July 10th. [12:11] Think of that much more than one month. [12:14] It took a month to count the votes. [12:15] I wonder what they were doing. [12:17] This is worse than any third world country. [12:20] There is no third world country that has elections like we have.
