Headstart: Ex-SP Franklin Drilon on Senate minority walkout amid clash on online voting rule — ANC

[0:00] all right joining us this morning to give uh some clarity on what happened last night from [0:06] an observer's point of view is former senate president franklin drillon uh senate president [0:12] drillon i'm still calling you senate president all right first of all did the minority have to walk [0:20] out couldn't they have debated or argued uh their points on why uh there should be no amendment to [0:29] the senate rules was the walk out necessary and frankly speaking was that the right behavior in [0:37] the middle of a debate yes the walk out was necessary because that was the only way to prevent [0:46] the tyranny of the majority when the minority black walked out there was no more quorum [0:52] and therefore the proceedings or the session could not proceed now but having said that really this [0:59] is a a a brute show of um of of of the tyranny of the majority and it had to be adopted quickly [1:10] you know if uh yesterday morning there was news of uh the ombudsman intending to file charges against uh [1:20] jingo estrada uh and uh if it is plunder and uh uh probable probable cause is found by the [1:30] sandigan to one of the issuance of a one of the veracity is not available uh mr senator bateau is out of [1:38] circulation and could not vote so that's already two uh and then you have fourth and then there are and [1:46] there is news that uh the villanueva will be charged in the next two weeks and uh of course there is [1:54] still a name the icc on senator bongo on on bongo so all of this would indicate that the majority would [2:06] lose its majority for purposes of voting on crucial issues maybe the minority would still have would still [2:15] have no 13 votes to reorganize but in terms of the issues uh being voted upon then the present majority [2:26] would not have the numbers to carry out the uh the uh measure any motion on the floor specific example [2:35] if during the impeachment trial uh the uh minority now will move that isopena be issued [2:46] uh to amlc or to the banks the presiding officer assuming still uh senate president cayetano will [2:56] deny the motion and therefore the subpoena will not be issued uh uh per the ruling of the presiding [3:04] officer the ruling can be appealed to the floor so it is very crucial now that electronic voting be [3:13] allowed because personal presence could not be possible and master the necessary vote to sustain the denial [3:22] of the uh subpoena on the bank records so this is all connected to the uh impeachment trial okay [3:31] i will repeat it in filipino yung makaboto yung mga [4:21] ruling ng presiding officer dun sa impeachment court kahit hindi kahit wala pong mayoria na na [4:31] na susuporta kung nakakulong yung ilang senador dahilan po sa waran to bares ng sandigan or [4:42] dahilan po nagtatago or dahilan po implementation ng icc waran for whatever reason kung wala pong labing [4:50] tatlo na magsusuporta ng ruling ng senate president eh by one has it always been a rule in the senate that when a senator [6:26] votes he has to be present because their argument is electronic voting has happened or has been allowed [6:33] before during balikan natin ang kasaysayan no para patas si [7:40] senator lila delima po nung siya ay nakulong she was detained for six years pinayagan po ba [7:48] siya ng senado noon na bumoto kahit siya ay nakakulong kahit po anong klaseng voto hindi [7:56] siya pinayagan pinayagan hindi ba nang siya pinayagan na mag-participate sa committee hearing [8:01] mm-hmm so isa yun diba isa yun si senator siya sa tradisyon ng senado so kaya ang gusto ng mayoria which was uh [10:00] the proposal of senator rodante marcoleta was to amend that particular rule ngayon no may 11 they uh he's [10:09] already brought to the floor that proposal and it was supposedly referred to the committee on rules so [10:16] yun yung una eto gusto ko uh senator maintindihan ng lahat ng pilipinong nanonood so yun yung una [10:23] ang sinasabi ngayon is ng mayoria is to take up that motion on the floor hindi yun bagong [10:32] mosyon sinasabi ng minoriya nag start na ang proseso hindi pa nga nagko-convene na ang [10:40] committee on rules okay ipaliwanag niyo uh senator drilon i don't know be right is it a point of view okay [10:51] and the same legislatura uh ang legislature uh senado including works on the basis of committees [11:01] ibig sabihin kung ano man ang trabaho sa senado bago po dalhin sa plenaryo yan po ay nirefer [11:08] mo na sa committee para pag-usapan at pangalawa pag napos ng trabaho ng committee yun po ay gagawa [11:16] ng report para po kapalakayin sa plenaryo halimbawa po yung issue ng flood anomalies hindi po may labas labas yung [11:28] report ng blue ribbon taylan sa kulang ang piruma ng mga ah senador na miembro [11:36] ng blue ribbon ah gano'n din dito dito worst karen dideclare ang ah ah ah ah ah ah membership sa [11:46] committee on rules all vacant dahilan sa in-organize ang senado there was a motion to declare all positions [11:55] vacant including the committees eh so sa ngayon wala pong na-organize the committee on rules [12:01] ngunit gano'n po man talagang in abuse of its discretion inabuso po ang kapangyarihan ay ipinilit po na [12:10] ilabas ang report kahit po hindi na buo yung committee on rules ito po'y baliwanag sa akin na pag-aabuso [12:19] sa discretion at dapat po makialam ang Korte Suprema dahilan po sa pag-aabuso [12:26] ng kanilang kapangyarihan binang nasa majority okay now they are supposed to adjourn on [12:34] Monday they are supposed to resume they've already adjourned so ibig sabihin kagabi yung ah ah [12:41] panukala yung hiningi ni senate president alan kayatano to divide the house was essentially hindi po yun [12:48] na tuloy nag walk out ang minority at ang nangyari na adjourn right na adjourn for Monday at 5pm [12:56] so magkita-kita po sila muli pag nag resume pag nag resume ng Monday ng 5 8 pm do they still need to go to the [13:08] supreme court or okay uh karen kung sa pag alam ko mayroon pang session na mayang hapon mercules [13:16] ngayon eh so mga mayang hapon mayroon pang session kaya pinipilit nila na maaksyonan ngayon [13:23] dahilan sa majority sila so it is up to the minority to employ [13:28] wala ata today senator kasi it's a holiday it's a holiday i forgot yes it's all right it's a holiday [13:34] because i watched the whole debate and at the end the presiding officer senator lauren legarda [13:42] she banged the gavel and said we resume on monday okay i i take that back okay it's all right [13:48] so anong mayayari sa lunes ipipresenta ulit na ang majority ang proposed amendment at ipipilit [13:59] na pagbubutohan sa lunes bago po mag mag mag recess at yan po nasa nasa minority yan how to prevent a vote [14:11] uh employing parliamentary procedures and techniques in order to prevent a vote and ultimately [14:20] if they if they are if they do not succeed bring
