Gatchalian rejects Cayetano's claims: New majority won't control VP trial, cover up flood probe — ANC

[0:00] Senate President Sherwin Gatchalian rejects claims the new majority is out to take control of the impeachment trial of Vice President Sara Duterte. [0:09] Meanwhile, two former Supreme Court justices weigh in on the debate on whether the conviction threshold for the impeachment can be reduced. [0:18] Senate President Sherwin Gatchalian belies accusations from his predecessor Alan Peter Cayetano that the goal of the majority in getting the Senate leadership is to control the course of the impeachment trial. [3:04] As for the conviction threshold or the needed number of votes to convict the Vice President, [3:08] Ascuna believes, the basis should be 24 or all of the Senators. [3:13] Two-thirds or 16 votes are needed for conviction. [3:17] Ascuna says, however, that this may be lowered because of Senator Ronald Bato de la Rosa, [3:21] who is hiding from a possible arrest warrant from the International Criminal Court. [3:26] He can be considered, in my view, as resigned, constructive resignation, [3:32] because being a fugitive entails running away from the legal system. [3:38] And if one runs away from the legal system, he relinquishes all membership in that system. [3:46] Then you have 15 to convict. [3:49] Carpio, meanwhile, believes a senator who has been preventively suspended cannot participate in the impeachment. [3:55] Senator Jenggoy Estrada is in jail for graft and plunder charges and slapped with a 90-day preventive suspension by the Sandigan Bayan. [4:04] Sabi ng Korte Suprema, you cannot hold office. [5:06] As of 5 a.m., there is tropical cyclone wind signal number one, a race of the provinces of Batanes, the north-eastern portion of Cagayan, including the eastern portion of Baboyan Island. [5:18] So over these areas, expecting strong gusts of wind within the next hours. [5:25] Meanwhile, for our rainfall outlook, we are expecting cloudy skies with scattered rains and thunderstorms over portions of Visayas, Mindanao, and Palawan due to the effect of the southwest monsoon or hanging habagan.
