[11:33] As I call this hearing of the Committee on Social Justice, Welfare and Rural Development [11:41] to order, we turn our focus to a simple but powerful principle that every Filipino deserves [11:50] a real opportunity to make their life better. [11:54] Ang ating pagtalalakay po sa institutionalization and sustainable livelihood program ng DSWD [12:02] ay nakaugat sa paniniwalang ito. [13:13] The sustainable livelihood program of the DSWD has shown that [13:20] when government creates the right condition, our people respond with resilience and determination. [14:26] So we have to make sure, and this is the reason why we're meeting right now, [14:29] to make sure na kahit na wala na ho tayo dito, iba na ang pangulo, iba na ang mayor, gobernor, et cetera, [14:38] iba na mga congressman, this program will still be here under the DSWD. [14:43] And as we proceed with this hearing, let us be guided by the shared goal to open more doors, [14:50] to remove barriers, and to empower our people to build better lives themselves. [16:28] And so, we now proceed with the presentation and discussion on Senate Bill number 766 and 787 on the institutionalization of the Sustainable Livelihood Program. [16:49] For the order of presentation, DSWD will present first, followed by DBM, DILG, DOLE, DTI, NAPSI, TESDA, NCIP, PSA, Union of Local Authorities, League of Privacy of the Philippines, [17:07] PEDS, Philippine Institute of Development Studies, Samahanan Kakaisang Pamilya ng Pantawid Incorporated. [17:16] But let me remind everybody, our resource persons today, please limit your presentation to five minutes. [17:23] Please limit. We have the position paper here, so please allow me to read this. [17:43] Honorable Chairperson, distinguished members of this committee, ladies and gentlemen, a pleasant good morning. [17:50] On behalf of the Department of Social Welfare and Development, under the leadership of Secretary Rex Gachalian, [17:58] It is an honor to address this committee today. In alignment with the President's vision of Bagong Pilipinas that fosters inclusive growth and leaves no family behind, [18:10] we are here to express our strong support for Senate Bills No. 766 and No. 787, which seek to institutionalize the Sustainable Livelihood Program or SLP. [18:25] The mandate of the Department has always been to protect the vulnerable, uplift the marginalized and disadvantage, and provide a clear sustainable pathway out of poverty. [18:39] For years, the Sustainable Livelihood Program has served as one of our most effective mechanisms in fulfilling this mandate. [18:48] To date, SLP has touched and improved the lives of over 4 million Filipino households, which 50 of such is Pantawid Familia Filipino Program. [19:01] These are not just numbers. These are families who have been given the dignity of work, the capacity to build their own small businesses, and hope of a secure future. [19:14] By transforming our beneficiaries from passive recipients to aid to active contributors in the local economies, the SLP directly advances the administration core target of reducing poverty incidents to a single-digit level by 2028. [19:34] The SLP operates a critical as critical bridge in our social protection framework. [19:41] It is particularly vital for beneficiaries who are transitioning out of our graduating from the Pantawid Familia Filipino Program for Peace. [19:54] While the four-piece provides survival and human capital investment, the SLP provides the economic engine. [20:03] Through its two main tracks, micro-enterprise development and employment facilitation track, the program ensures that our beneficiaries do not simply graduate from one social welfare program only to fall back into the graves of poverty when a crisis strikes. [20:24] Instead, we equip them with the capital skills and market linkages necessary to achieve lasting economic stability. [20:32] Institutionalizing these tracks will also mandate a stronger whole-of-government convergence bridging the disability with agencies like DTI, DOLE, DA-TESDA, and among others to provide a comprehensive support system that ensures no graduating family slips through the cracks. [20:56] Mr. Chair, your honor, you might ask, if the program is already successful, why do we need to legislate it? [21:05] First, institutionalizing the SLP align our grassroots intervention directly with the national poverty reduction targets outlining the PDP 2023-2028. [21:17] It provides concrete livelihood assistance as a permanent pillar of our national economic strategy rather than a mere temporary project, empowering our grassroots sectors to build resilient livelihoods that can withstand external economic and environmental shocks. [21:38] Second, a law will secure ongoing and predictable funding for the program. [21:46] The fight against poverty is a long-term commitment. [21:49] By institutionalizing the SLP, we ensure that the capital and operational funds necessary to reach the farthest and most vulnerable communities are insulated from the uncertainties of annual budget ships. [22:07] Third, these effectively transform our budget allocation from short-term relief expenditures into guaranteed high-return investment in the country's human capital and local micro-economies. [22:23] Third, these bills will establish a more robust sustainability framework and enhance transparency in the distribution of grants. [22:32] Third, legislation will provide strict permanent guidelines that promote accountability, ensuring that every peso of the taxpayer's money goes directly toward genuine livelihood development and capacity building. [22:48] In conclusion, the DSWD stands ready to work closely with this committee to refine these measures. [22:56] We firmly believe that the institutionalization of the sustainable livelihood program is not just an administrative upgrade, but a moral imperative. [23:08] It is a declaration that the Philippine government is committed to teaching our poorest citizens how to fish, providing them with a boat and nets, and ensuring they can navigate the waters of our economy independently and successfully. [23:25] With the passage of these bills, we transition from merely managing poverty to decisively eradicating it, moving closer to our collective vision of matatag, mag-inhawa, at panatag na buhay para sa lahat. [23:39] We humbly urge the swift passage of Senate Bills No. 66 and No. 787. [23:47] Thank you, Mr. Chair, and good morning once again to everyone. [23:50] Thank you, ASEC Edmond Monteverde. [24:34] Now, my next question will be is, bumaba po ang pondo ninyo this year? [24:41] Last year po, sa GAA, it's 6.285 billion. [24:45] Naging 5.305 billion po this year. [24:52] Naka-apekto po ba ito? [24:54] Sa tingin niyo, makaka-apekto po ito? [24:57] Other than, syempre, yung beneficiaries natin, mababawasan din ASEC Monteverde. [25:03] Thank you, Mr. Chair. [25:10] For the first question, the Sustainable Livelihood Program already accomplished and served 4.1 million beneficiaries since 2011 up to date. [25:24] So, of that totality, the SLP program able to monitor 1.2, representing 30% of the 4.1 million and as a result, 78.86% po yung success rate na nakuha namin. [25:46] How many percent? I'm sorry. [25:48] 30% of the total 4.1 million na naserved. [25:53] So, 1.2 million po yung na-monitor namin and 78.86% po yung success rate. [26:00] Oh, 78%. [26:02] Apa? [26:21] Isa po yan at marami po yan, very perennial po yan sa implementation nationwide. [26:26] Second, yung mistrust dun sa among the members. [26:31] Isa rin po yan. [26:32] Lalo na kapag nakita po namin dito, na-observe namin na kapag dumating yung second year of implementation, [26:39] kung saan mas nagkakaroon ng malaking income yung isang organization, [26:45] dun po nagkakaroon ng interest. [26:48] Kumaga there are mistrust due to vested interest. [26:53] So, yun po yung ina-address ng aming organizational development tools na ginagamit sa ngayon. [26:58] Then, yung pangatlo po is yung may mga instances po na pagkabigay ng pera, [27:05] ito yung lumipat sila ng tirahan at nawala na po. [27:11] So, pero ang may pinakalaking representation po ng failure talaga ay yung disaster, [27:17] yung mga natural calamities. [27:20] So, meron po kami, Mr. Chair, na ginawa na bagong guidelines. [27:23] This is MC03. [27:25] We're in addressing all those affected by the natural calamities na kung saan we will refinance. [27:33] Kapag ka napatunayan na ang operation ng SLPA ay maganda at kumikita, [27:39] pero nagkataong tinamaan siya ng bagyo, [27:43] so we will refinance the equivalent amount being funded prior doon sa calamities [27:48] so that they can start another business or yung existing business nila. [27:53] So, yun po yung ginagawa namin sa ngayon. [27:55] Alright. [27:57] Tama po ba ang pagkarinig ko po out of the 4.1 million, [28:01] 1.2 million lang po ang namonitor ninyo or you're saying success rate? [28:06] 1.2 million lang po yung namonitor. [28:10] Bakit po 1.2 million lang out of the 4.1? [28:14] Yes, Mr. Chair. [28:16] No, unang-una po, we have lack of administrative costs to hire our monitoring project development officer. [28:25] This monitoring project development officer hired po na sila yung bumababa sa municipal level to monitor talaga. [28:34] Pero given the limitations on the admin, [28:38] so kakaunti lang po yung na-hire with 240 project caseload na hindi talaga kayang i-cover yung total na 4.1 million na naserve. [28:49] Di po ba doon po sa 15,000, ang usual pinamimigay natin, di po ba na sa SLP, inaalisan niyo po ng administrative costs? [28:59] Tama po ba? [29:00] Or wala ng administrative costs? [29:01] Binibigay niyo lang po na kung magkano yung 15,000? [29:06] Hindi po siya, Mr. Chair, kasama doon sa 15,000. [29:11] The 15,000, now is 20 na eh, tinaas na po namin, 20,000, grant na po talaga yun to be received by the beneficiaries. [29:19] Hindi po siya, hindi kayo nagbabawas ng administrative costs. [29:23] Bakit po? Bakit? [29:25] Doon po sa total budget. [29:28] Kasi sinasabi niyo, because may problema kayo sa administrative costing, di ba? [29:34] Kulang ng tao. [29:35] Bakit hindi pwede ibawas na lang po dito? [29:37] Total grant naman po yan. [29:39] Nakahiwalay po kasi talaga yung pasweldo sa mga tao, Mr. Chair. [29:45] Under the MOE, meron talaga yung specific na grants at meron talaga din sa administrative costs. [29:51] So yun po. [29:52] Currently, the program has an allocation of 16% administrative costs. [29:57] So given na hindi po siya one-time, hindi siya ayuda, meron siyang binabalikan. [30:03] Kumbaga, we need to monitor on a three-year incubation period [30:07] to ensure the sustainability of the enterprise established by the association. [30:13] Panghuli na lamang po, di ba usually ito po yung ginagamit para sa exit, [30:19] pag nag-exit po ang mga nasa four-piece, [30:22] pero hindi naman po lahat ng four-piece binabibigyan po ng SLP. [30:27] Ito po talaga sana yung tinitingnan kasi nasa four-piece law po ito, [30:36] yung referral to the SWD livelihood program. [30:39] However, since medyo maliit po yung allocation niya compared dun sa exiting four-piece, [30:49] and even yung nasa level two, yung subsistence level po na tinatawag, [30:53] ito sana yung tinatarget namin before makapunta sana si four-piece beneficiary dun sa level three na self-sufficiency. [31:01] So dito po, disrepresent, currently kung hindi po ako nagkakamali, [31:04] it's around 1.4 million na yung nasa level two ng four-piece. [31:10] At out of this po, ngayong 2026, [31:12] ang kaya lang namin itarget dito is around 15,000, [31:20] which is wala pa siya sa 1% o 0.05% ng supposedly dapat natatarget na po ng SLP [31:29] because of the limited funds po talaga. [31:51] I have no presentation, [31:53] but we would like to express our strong support [31:56] for the passage of the Senate Bills 766 and 787, [32:03] which seeks to institutionalize the Sustainable Livelihood Program [32:06] as a key mechanism for poverty reduction and inclusive growth. [32:10] DTI recognizes the SLP complements its mandate [32:15] in developing micro, small, and medium enterprises [32:17] and empowering Filipinos through entrepreneurship and employment. [32:22] The proposed measures will significantly strengthen efforts [32:27] to transition beneficiaries from social protection [32:29] to sustainable income-generating activities. [32:33] To support the effective implementation of SLP, [32:37] the DTI stands ready to align its programs, [32:39] including the Negotio Center, Business Advisory and Registration, [32:44] and Kapatid Mentor Me program, [32:47] the Small and Medium Enterprise Roving Academy [32:49] for entrepreneurship training, [32:52] shared service facilities for production support, [32:55] the One Town, One product, [32:56] and various trade fairs for programs [32:59] that will access market for our SLP graduates. [33:03] In addition, DTI's Pondo sa Pagbabago at Pag-Ascenso [33:06] or your P3 program [33:08] can also provide accessible financing [33:11] to help SLP beneficiaries. [33:13] We also have a program, [33:15] the PPG, [33:16] Pangkabuhayan para sa Pagbago at Kinhawa, [33:19] which provides for around $80 million this year [33:22] for beneficiaries also. [33:24] So, with that, sir, [33:26] we strongly support the passage of the measures. [33:30] Thank you so much, sir. [33:31] All right. [33:32] Thank you, Assistant Director Salonga. [33:55] The National Anti-Poverty Commission [33:57] expresses its strong and qualified support [34:02] for Senate Beers 766 and 787, [34:07] recognizing their critical role [34:10] in advancing inclusive and poverty [34:12] in social development objectives. [34:16] Mr. Chair, [34:17] the 14 sectors recognize [34:19] and unionize on [34:21] to the substantial impact of SLP [34:24] to each and every sector. [34:26] Yet, they are equally at fear [34:30] that by chains of administration, [34:33] the SLP might be at risk of losing. [34:38] But by the proposed bills, [34:41] once it becomes a law, [34:44] such fear will be addressed [34:47] and be given a stamp of finality. [34:52] Mr. Chair, [34:52] on behalf of NAPSI, [34:55] we express our sincerest accusations [34:57] to your legislative initiative. [34:59] With the permission of the Chair, [35:04] we will just want to [35:05] read the NAPSI recommendations. [35:10] In light of the foregoing analysis, [35:12] the NAPSI, [35:13] Hervé recommends the options [35:15] of the following measures. [35:17] Number one, [35:18] NAPSI recommends [35:19] consolidating the beneficiary provisions [35:22] of both bills [35:24] to ensure the broadest [35:26] and most equitable coverage. [35:29] Senate Bill No. 787 [35:31] clearly provides [35:33] more comprehensive eligibility architecture [35:36] which includes [35:37] disaster-affected communities, [35:41] walk-in clients, [35:42] and re-entry [35:43] of previously-deserved participants. [35:46] Equally, [35:48] Senate Bill No. 766 [35:49] explicitly names [35:52] priority vulnerable sectors. [35:55] Together, [35:55] they will form [35:56] a complete framework [35:57] that aligns [35:58] with NAPSI's sectoral approach [36:00] to poverty elevations. [36:02] Second, [36:03] NAPSI strongly advocates [36:05] that local government units [36:07] be mandated [36:08] to integrate [36:09] the sustainable [36:10] livelihood program [36:11] into their local development plan [36:14] and annual investment program. [36:18] LGUs [36:18] should be encouraged [36:19] to designate [36:20] a livelihood [36:22] focal person [36:23] to ensure [36:24] efficient program delivery [36:26] and seamless [36:27] data sharing [36:28] under established [36:29] privacy protocols. [36:32] Number three, [36:33] NAPSI recommends [36:34] explicitly [36:35] prioritizing support [36:37] for green livelihoods [36:39] and artisanal industries. [36:40] This includes [36:42] climate resilience [36:43] farming, [36:45] circular economy initiatives, [36:48] and the preservations [36:49] of indigenous crops [36:50] all aligned [36:51] with the sustainable [36:52] development goals. [36:55] Fourth, [36:56] NAPSI orders [36:57] the ZENIC [36:58] to consolidate [36:58] Senate Bill 787 [37:00] and Senate Bill 766 [37:03] into a single, [37:05] comprehensive, [37:06] sustainable, [37:07] livelihood program act [37:08] which draws [37:09] on stronger provisions [37:11] of each. [37:11] The institute [37:13] to [37:15] analysis [37:16] of SLP [37:17] is not merely [37:17] a programmatic [37:20] decision [37:20] but a redeclaration [37:22] of the state [37:23] that the dignity [37:24] of the poor [37:25] is a permanent [37:26] legislative priority, [37:29] not a transient [37:30] executive preference. [37:33] NAPSI [37:33] stands ready [37:35] to provide [37:35] technical inputs [37:36] called [37:38] sectoral consultations [37:40] in legislative support [37:42] throughout the [37:43] committee deliberation process. [37:45] And lastly, [37:46] Mr. Chair, [37:47] NAPSI recommends [37:48] the participation [37:50] of the sectors [37:51] in program design, [37:53] implementations, [37:54] and monitoring. [37:56] While the bills [37:57] recognize [37:57] the sectors [37:58] as beneficiaries, [38:00] they currently [38:01] fall short [38:02] in this area, [38:04] creating a gap [38:05] between service delivery [38:07] and participatory [38:08] governance [38:09] which is central [38:10] to NAPSI Monday. [1:12:27] I'm Edmond Quaresma from the Union of Local Authorities of the Philippines, [1:12:30] and we thank you for inviting us to this session, [1:12:33] and reaching us to us for comments on the Sustainable Livelihood Program. [1:12:36] So, the Union of Local Authorities expresses its support for the proposed measure seeking to institutionalize and strengthen the Sustainable Livelihood Program of the DSWD. [1:12:47] ULAP recognizes the importance of these reforms in advancing a more sustainable and inclusive approach to poverty reduction by empowering individuals, households, and communities with the necessary skills, resources, and opportunities to achieve long-term economic self-sufficiency. [1:13:04] The institutionalization of the SLP is a critical step in ensuring continuity, stability of funding, and coherence in the delivery of livelihood interventions nationwide. [1:13:14] By shifting the focus from short-term assistance to capacity building, employment facilitation, and enterprise development, [1:13:23] the program contributes to breaking the cycle of poverty and enhancing the resilience of vulnerable sectors. [1:13:29] ULAP likewise acknowledges the importance of convergence among national government agencies, the private sector, and local stakeholders in strengthening livelihood outcomes and expanding economic opportunities. [1:13:40] Moreover, ULAP expresses its support for the provision encouraging LGUs to integrate SLP implementation into their local development plans, annual investment programs, and other local planning mechanisms. [1:13:54] This approach appropriately respects the principle of local autonomy by allowing LGUs the flexibility to adopt and align SLP interventions based on their unique development priorities and local contexts, rather than imposing a uniform mandate. [1:14:11] At the same time, ULAP underscores the effectiveness of the SLP will depend largely on the meaningful participation and empowerment of LGUs as key partners in implementation. [1:14:20] In this regard, ULAP respectfully puts forward the following initial recommendations. [1:14:26] Firstly, we would want to strengthen the role of LGUs as co-implementers by clearly defining their functions in beneficiary identification, project development, monitoring, and post-assistance support. [1:14:37] Secondly, provide adequate fiscal and capacity support to LGUs. [1:14:41] Thirdly, ensure alignment of SLP interventions with local economic development priorities, including local industry clusters, employment opportunities, and investment plans to improve sustainability and impact. [1:14:55] Fourth, institutionalize local convergence mechanisms to facilitate coordination among LGUs, disability, and other relevant agencies such as DOLE, TESTA, DTI, and the DA, as well as private sector partners. [1:15:08] Next, would be to clarify the transition and long-term responsibilities of LGUs in sustaining livelihood projects and supporting beneficiaries after initial program assistance. [1:15:21] Next, would be to strengthen market linkages and private sector engagement to ensure that livelihood initiatives are demand-driven and connected to viable economic opportunities. [1:15:30] And lastly, is to ensure access of LGUs to relevant data and monitoring systems to support evidence-based planning, implementation, and evaluation. [1:15:38] ULOP, likewise, highlights the role of LGUs as drivers of innovation in strengthening the implementation and outcomes of the SLP. [1:15:46] In this regard, LGUs may adopt the following priority innovations. [1:15:50] Promoting industry-based clustering of beneficiaries aligned with local economic strength to improve scale coordination and sustainability. [1:16:00] Establish market linkages mechanisms prior to livelihood support, including support, partnerships with local businesses, cooperatives, and institutional buyers. [1:16:08] To develop local livelihood incubation and mentorship hubs to provide continuous technical and business development support to beneficiaries. [1:16:16] Institutionalize local governance governance platforms to ensure coordinated delivery of services among national agencies, LGUs, and privacy actors. [1:16:26] And integrate SLP interventions into local economic development and planning frameworks to ensure alignment with long-term growth strategies. [1:16:33] ULOP remains committed to working with Congress, Gestability, and other stakeholders in refining the measures to ensure the SLP becomes effective, locally responsive, and sustainable pathway towards inclusive development and poverty reduction. [1:16:47] We will submit our official position paper once it is approved by the National Executive Board. [1:16:51] Thank you. [1:16:52] Thank you, Mr. Quaresma. [1:17:46] I think mababawasan po definitely itong pangamba natin, pangamba ko na baka magamit na naman sa ikang pamumulitika. [1:17:57] Yung what we're avoiding is kagaya po ito, ito po ay grant po ito eh. [1:18:03] Parang di ayuda siya but in a sense like parang pangmatagalan, hindi yung parang ban aid like AX na pangangailangan. [1:18:12] Ito ay parang capital, startup capital for business. [1:25:06] The PSA recommends the use of the National ID as the primary documentary requirement [1:25:11] in application and granting of assistance to be considered during the development [1:25:15] of the overall framework, guidelines, and operational procedure of the SLP. [1:25:20] Requiring the National ID as the primary documentary requirement in social protection programs, [1:25:25] directly advances the statutory objectives by institutionalizing a standardized and secure method [1:25:33] of identity verification. [1:25:35] Additionally, the PSA through the community-based monitoring system data [1:25:40] may be used by the DSWD in the pre-identification of potential SLP beneficiaries. [1:25:46] This is in accordance with the provisions under the Republic Act No. 11315 [1:25:51] or the CBMS Act that permits the appropriate national government agencies [1:25:55] to use the data generated by the CBMS in prioritizing timely, relevant, [1:26:01] and much-needed social protection programs.
