[1:57] Antigrap.
[2:54] They were a group of members of the Senators.
[3:09] He was a survivor of the Secretary of State,
[3:13] and was a member of the Senators that came out of the village.
[3:17] And that was the government of the Senators.
[3:20] The government of the government of the government
[3:23] The last half of the people who are in the standing ground.
[3:25] The ground is in the KBSCB.
[3:27] The KBSCB.
[3:46] How are you?
[3:50] How are you?
[3:52] How are you?
[3:54] How are you?
[3:56] How are you?
[3:58] What are you guys now?
[4:00] How are you?
[4:02] General 그건
[4:12] The next one
[4:16] B societies
[4:25] Japan
[4:39] Great
[4:41] The price
[4:43] Claire
[4:45] What are you doing?
[4:47] There are more
[4:49] what is this?
[4:51] i was wrong
[4:55] i got a man
[4:57] i got married
[4:59] let me take care of this
[5:00] i got married
[5:02] he told me that one
[5:05] I got married
[5:07] but I got married
[5:09] but I got married
[5:10] I got married
[5:11] I got married
[5:13] ...
[5:23] ...
[5:32] ...
[5:41] ...
[5:47] Laino kayo. Laino. Maliit lang nga, maliit lang nga.
[5:51] Dad, duman lang kayo, sir.
[5:52] Kayaanin natin kung pwuna kayo.
[5:53] Mas...
[5:55] Ilo na nga ha...
[5:56] Malakihan.
[5:57] Malakihan. May rap-rap yan.
[5:58] See dito...
[5:59] See dito?
[6:01] Ate! Dentah kayo. Maka masanda.
[6:03] Maka masanda. Maka masanda nga ha.
[6:05] Lipat mo. Pinase na natin.
[6:09] Ayun ako masanda na. May pag-iitin.
[6:12] Maka dito.
[6:13] Maka dito.
[6:15] Maka dito.
[6:15] Ladies and gentlemen, what happened today was a clear abandonment of responsibility,
[8:20] a dereliction of duty, and a blatant disregard of the rules that govern this institution.
[8:29] Notice the Senate cannot be made to stop working simply because its presiding officer refuses to lead.
[8:37] Under Rule 14, Section 41, the Rules of the Senate, the Senate President may postpone the holding of the session after consultation with the majority leader and the minority leader.
[8:52] That rule was violated. This is not merely a procedural lapse.
[8:57] A direct violation of the rules of the Senate and a serious disrespect for the institution and the Filipino people.
[9:04] Senate President Alan Peter Cayetano should resign as he has shown that we cannot function as the leader of the Senate anymore. Thank you.
[9:17] That is our joint statement of the S.P. 11, the minority at the Senate.
[9:31] Yes, Mr. President of the Senate.
[9:35] It was a secretary. Yes.
[9:37] We will be here because that's our duty.
[9:44] I may appeal to all our colleagues.
[9:47] In case of a 10 session, it is their duty.
[9:59] Sir, last session day nila po.
[10:01] Sir, paano po tomorrow, last session day nila po?
[10:58] Mabuti, binawi nila yung South Committee.
[11:01] And the numbers will always speak for themselves.
Alal.
[11:37] We will be tackling that, hopefully by tomorrow.
[11:42] Dahil, again, the rule, the rule says, and the Constitution says,
[11:47] that we should be at 3 p.m.
[11:51] We will cross the bridge when we get there proceed.
[12:11] Magkita-kita tayo dito.
[12:12] Pwedeng pagdibatihan kahit anong bagay.
[12:15] Pwede pong pag-usapan kahit anong bagay.
[12:40] Sir, if they will still not show up tomorrow,
[12:42] mag-a-adjourn without settling anything?
[12:44] Tingnan natin.
[12:46] Tingnan natin.
[12:47] That's why we're appealing to our colleagues.
[12:49] Magkasama natin.
[12:50] Nagagampana natin yung ating trabaho
[13:04] Yung, uh, gaya kanina, yung, uh,
[13:23] Figment of their imagination lang ang ginagawa nila.
[13:26] Wala naman kaming ginagawa nila.
[13:27] Wala naman kaming ginagawa nila.
[13:28] Sa proseso ng Senato.
[13:30] At mga agenda ng Senato, wala.
[13:33] Yung sinasabing Senate Independence,
[13:36] ay naniniwala.
[13:38] This is actually madami na nilalabag
[13:41] ng rules ng Senato.
[13:43] It's actually impunity masquerading
[13:46] as assertion of the Senate
[13:48] as an independent institution.
[13:51] Impunity ito.
[13:53] Sunod-sunod ang paglabag.
[13:55] Mula nung May 11.
[13:57] Mula nung pagbubuo ng mga committee.
[13:59] Mula nung kami nag-walk out.
[14:01] Dahil nga hindi inikilala
[14:03] o ginidisregard.
[14:06] Binabaliwala ang ating rules.
[14:08] At hanggang ngayon.
[14:09] Hanggang kanina.
[14:10] Hanggang kahapon.
[14:11] Binabaliwala ang ating rules.
[14:13] Hindi ito tama.
[14:14] Kaya kami sa SB 11 ay total dito.
[14:18] Dahil impunity ito.
[14:19] Hindi ito Senate Independence.
[14:21] Sir, sabi po ni SB.
[14:23] Sir, sabi po ni SB.
[14:24] Sir, sabi po ni SB.
[14:26] What are the measures
[14:27] we will then account?
[14:28] Okay, ganito na lang, no?
[14:29] We appeal to the rest of the members
[14:31] of the Majority Plac.
[14:32] Pag ni si Senate President,
[14:34] kasi we appeal to their sense of duty,
[14:36] of their responsibility.
[14:44] So, we now appeal to the rest of the members
[14:47] of the Majority Plac.
[14:48] We appeal to their sense of duty
[14:50] na sana mag-attend sila ng sesyon.
[14:53] So, sir, pwede ba mag-session
[14:56] pwede na si SB 11?
[14:58] Well, under the rules,
[14:59] pag wala yung SB,
[15:01] pwede mag-preside ang Pro Temp.
[15:03] Pag wala yung SB and Pro Temp,
[15:04] pwede mag-preside ang Majority Leader.
[15:06] Pag wala yung tatlo,
[15:07] pwede mag-preside.
[15:09] Any of the two Deputy Majority Leaders.
[15:11] Or any other member designated
[15:14] by the Senate President.
[15:16] Sir, you have information na talagang utos ko
[15:18] ni SB.
[15:19] Pwede na huwag mag-attend.
[15:20] Yun ang gulilay sa amin,
[15:21] yung Secretariat.
[15:22] So, nag-live na naman siya
[15:24] sa Facebook kanina
[15:25] para sabihin,
[15:26] in-infect you.
[15:27] At maling-mali pa,
[15:28] yung sinabi na kahapon na,
[15:30] let the Senate go quiet.
[15:32] Ang Senado ay dapat
[15:35] boses ng mamamayan.
[15:37] Bakit niya bubusalan?
[15:38] Kung bubusalan niya
[15:39] at hindi niya bibigyang daan niya
[15:41] ang boses ng Senado,
[15:42] alang-alang sa mamamayan,
[15:44] talagang hindi na siya
[15:46] karapat-dapat mamuno.
[15:47] Pag nag-intero ang kayo binto,
[15:49] at what price?
[15:50] Ang pinoprotektahan lang yung
[15:52] Senate Presidency,
[15:53] power,
[15:54] posisyon.
[15:55] Kaya nag-appel kami sa isang
[15:56] pang samahan namin
[15:57] sa majority block.
[15:58] Ano bang,
[15:59] ano bang price para sa inyo?
[16:01] Sa tingin namin wala eh.
[16:02] Sa tingin namin nakikisama lang sila
[16:05] kay Sen. President Kaytano.
[16:07] Apo na niniwala,
[16:08] hindi naman lahat sa majority
[16:10] ay mahal ng pagbota.
[16:11] Meron pa rin sa kanang mamamay.
[16:13] So, I feel to those members
[16:14] of the majority
[16:15] na meron pang inuwan sa pag-iisip,
[16:17] kumasok po lang kayo.
[16:18] Sir, may pag-alok po ba kay Sen. Ginggo Estrada
[16:21] na umanib kapalit pag-basura
[16:24] na po nung kaso sa kanya?
[16:25] Alam ganyan.
[16:26] Alam ganyan.
[16:27] Alam ganyan.
[16:28] Alam ganyan.
[16:29] Yung pagigipag-usap sa isang kasama namin,
[16:31] the same member of the majority,
[16:33] pinaka-alok ng minority,
[16:34] o yung minority,
[16:35] pinaka-alok ng minority,
[16:36] pinaka-alok ng minority.
[16:37] Normal yun.
[16:38] In any parliament,
[16:39] normal yun.
[16:40] Pero yung para sabihin
[16:42] na Mayor Dantid,
[16:43] walang pananalawad.
[16:44] Walang press.
[16:46] Akukulong.
[16:47] We don't have that power.
[16:48] We have no power
[16:49] ombudsman.
[16:50] Eh,
[16:51] what happened is
[16:52] the rule of law.
[16:53] What can we do?
[16:55] Sir,
[16:56] are you also appealing to the majority
[16:57] na lumipat sa inyo?
[16:58] Yes.
[16:59] Sa minority?
[17:00] Why not?
[17:01] Sino-sino po kaya?
[17:02] Meron na po ba sa kahanan na...
[17:04] Meron na po ba sa kahanan na...
[17:05] Meron na po ba sa kahanan na...
[17:06] Meron na po ba sa kahanan na...
[17:07] Alam pita namin.
[17:08] Alam pita namin.
[17:09] Alam kaysa amin.
[17:10] Pero si Alam pita namin.
[17:11] Pero si Alam pita namin.
[17:12] Pero si Alam pita namin.
[17:13] Meron na po ba sa majority
[17:15] nagsapel,
[17:16] hindi nila gusto kong ginagawa
[17:17] ng pag-boycott sa kahanan?
[17:19] Meron.
[17:20] Marami.
[17:21] Alam po,
[17:22] marami.
[17:25] Ang trabaho,
[17:26] hindi nila maintindihan
[17:27] bakit nagkaganito.
[17:28] For the first time
[17:29] in my 14 years
[17:30] in this institution
[17:31] nangyari ito.
[17:32] Na hindi po tinawag ng session
[17:34] dahil ayaw ng presiding officer.
[17:36] Never has it happened
[17:37] in my time here.
[17:38] In the Senate
[17:39] and I'm sure
[17:40] the longest serving
[17:41] in the Picos
[17:42] 70%
[17:43] ay hindi po nangyayari pa yung
[17:45] pag nangyayari dito sa akin.
[17:47] So talagang
[17:48] this is unprecedented
[17:49] and I think
[17:50] it is really
[17:51] an irrelectional duty
[17:52] and an abandonment
[17:54] is opposed
[17:56] as the leader
[17:57] of this institution.
[17:59] And I told them,
[18:10] I apologize to them,
[18:11] I apologize to the Filipino people
[18:13] on behalf of the Senate
[18:14] that this is going
[18:16] the way it is.
[18:18] Apat
[18:19] dun sa walong
[18:20] naka-agenda today
[18:21] dapat
[18:22] dalawang
[18:23] agri bills
[18:24] na makikinabang sana
[18:26] ang ating mga magsasaka
[18:27] at mga mga mga mga
[18:28] at yung citizenship bills.
[18:29] Lahat
[18:30] hindi na actionan
[18:31] dahil dito sa
[18:32] abandonment
[18:33] of responsibility.
[18:34] Mas na noong health bills.
[18:36] Mas na parto
[18:37] of Barangay Health Workers
[18:39] at saka anti-hospital detention bill.
[18:41] Nasa amendments na
[18:43] eh hindi nila biglang daan
[18:45] ang seson
[18:46] para makumpleto yan
[18:48] para sa atin.
[18:49] Sa lahat
[18:51] sa lahat
[18:52] sa hospital na yun
[18:53] na mga mahihirap
[18:54] natin makumayan
[18:55] na hino-hostage
[18:56] ng hospital
[18:57] na hindi makabayan
[18:58] kasalanan niya
[18:59] Alante
[19:00] na yan
[19:01] dahil ipapasa na sana
[19:02] namin
[19:03] ang batas na yan
[19:04] na ipagbabawal
[19:05] yung paggagawa
[19:06] ng ganyan
[19:07] na i-hostage
[19:08] yung maserine.
[19:09] Thank you.
[19:10] Sir, kaya daw sila
[19:11] hindi pa mapas.
[19:12] Thumbs down!
[19:13] Thumbs down!
[19:14] Thumbs down!
[19:15] Thumbs down!
[19:16] Thumbs down!
[19:17] Thumbs down!
[19:19] Sir,
[19:22] Sil!
[19:24] Hában?
[19:25] Sil!
[19:27] Sil JV!
[19:28] Sil JV!
[19:29] Sil JV!
[19:30] Sil sino pwede mag tharsight po?
[19:32] Sil sino lang pwede mag tharsight po?
[19:34] Let me address that.
[20:23] Diba?
[20:51] So, this is not a radio or TV program. This is not entertainment.
[20:55] This is the Senate of the Philippines.
[20:58] So, we have to be more professional.
Diba?
[21:07] Pero ang reality is, because nandiyan kayo, because you have a strong voice, use it for the good of the country.
[21:14] There are also issues facing you. So, you asked Joel Villanueva, you asked Jingo Estrada, you asked Cheese Escudero to face it squarely.
[21:25] So, face the issues also squarely. Huwag yung hitigilan natin yung Blue Ribbon na committee.
[21:30] And then, gagawin natin personal yung lahat ng issues. There are issues facing all of us.
[22:23] I've always treated you well, whether I'm close to you or not.
[22:27] Whether you're in the minority, majority. And I will continue to treat all of you well.
[22:32] But kayo ang namemersonal because it has been one issue after the other, di ba?
[22:54] So, you keep saying fresh start, every Senate President that I've served under,
[23:00] whether I was their majority leader or minority leader, whether I was in the leadership
[23:04] or I was just a simple follower, I gave them a chance.
[23:08] So, let me ask the 11 minority who's asking me to resign now.
[23:12] Well, kahit na isang oras, binigyan nyo ba ako ng chance?
[23:16] So, let me go to the bigger issue ngayon. Yung pong dignidad, yung pong karanganan, yung pong honor ng Senado.
[23:26] Simple matters. Nabanggit ko na po ito before.
[23:29] Why do we get angry pag binastos ang ating flag?
No.
[23:50] But to us, those are holy books, di ba? To the Muslim, the holy book is the Koran.
[23:55] To the Christian, the holy book is the Bible.
[23:58] So, it's more than just a piece of paper, whether soft-bound o hard-bound yun.
[24:03] There's a symbolism that matters.
[24:06] So, nashock ako sa sinabi ni Sen. Laxon.
[24:17] because napakaganda na ng usapan namin, first with the CIDG through informal channels
[24:23] that susuko naman si Sen. Gingoy, dadaling namin doon.
[24:27] And then afterwards, sa labas, nung dumating si Secretary Renoya,
[24:30] ang insabi niya, sige, kasi nga yung pamilya medyo dating to a huddle, kasi nga medyo emotional na.
[24:54] All parliaments, for that matter, parliaments in the past have been attacked by kings and queens,
[25:00] by president, prime ministers, by dictator, by tyrants, but even by the most democratic leaders.
[25:07] That's why may mga privileges.
[25:09] So, in the case of former Sen.
President Salonga, President Corrie,
[25:23] in our conversation, minsan nasabi ko, panahon ni Corrie, panahon ni Salonga.
[25:27] I meant to say yung buong pangalan, but it was, you know, a fast and a big long turn eh.
[25:32] Kasi ibang-ibay yung pag-usapan namin ng Secretary Lumulya,
[25:35] who's the friend?
[25:36] That's why they try to keep it civil.
[25:38] But nung sinabi niyang, doon mismo sa hallway, i-arresto.
[25:42] You know, it's not about Alan.
[25:45] It's not about Jingoy.
[25:46] It's not about what they can do.
[25:48] Na-shock dun ako nung sinabi niyang, you lost that right when may not escape.
[25:53] Okay, first of all, it's not Alan's right or the Senate President's right.
[25:57] It is the right of the Senate of the Philippines.
[26:00] The Senate of the Philippines is different from the 24 senators and the SP.
[26:04] I never claimed to be the Senate.
[26:06] Diba?
[26:07] The Senate is the Senate.
[26:08] And it's a co-equal branch.
[26:19] Diba?
[26:20] Ganun din, diba?
[26:21] When we criticize the President, huwag naman yung office of the President ang babuyin natin.
[26:25] May free speech tayo, but let's hold certain things sacred.
[26:40] Assalamualaikum, which is a greeting sa ating mga kapatid na Muslim.
[26:49] At minsan, this last time, siya pa bumati kasi nga kung ano ng issues na nangyayari that day, nakalimutan ko.
[26:55] So, we honor each other and symbols matter to us.
[26:59] That's why nga, I was insisting, sir, labas lang tayo ng pinto ng Senado.
[27:04] At siya naman po ay susurrender.
[27:08] Just to skip back and forth, no?
[27:10] Remember, Senator Baton did not escape.
[27:13] Mismong si Secretary Romulia said that day, wala naman silang haurap na warang at hindi naman sila nandun para arrestuin siya.
[27:21] So, he's free to do.
[27:23] But, you know, I didn't feel like arguing that time because that wasn't my point.
[27:27] Senator Jindoy was not asking for protective custody or sanctuary.
[27:32] So, baka nandun nangyayari yung miscommunication.
[27:34] But, pagdating sa elevator, nakapag-usap kami ng Secretary John Dick.
[27:38] So, more or less, nagkaroon ng paglilinaw.
[27:44] But, I disagree with that, but I won't disagree with it.
[27:47] I mean, I disagree with it, but I won't argue.
[27:49] But, doon lang ako nagtaal.
[27:51] Senator Laxon, may sinabi pang mabigat.
[27:53] Yung iba, wala naman na magsalita.
[27:55] Si Senator Win, gusto maging Senate President.
[27:57] Tatudod din his chance.
[27:59] Umakyat, minority-majority.
[28:02] At sabihin, Sen, hindi isyo si Jindoy.
[28:04] How you respect the Senate premises and how you will process his arrest is more important to all of us.
[28:12] That's why I was emphasizing, marami akong pwedeng namitin na example.
[28:15] Bakit ko ginamit yung sa the great statesman and the great Senate President Salonga?
[28:20] Because, Sen. President Salonga was put in jail.
[28:25] He was injured in Plaza Miranga.
[28:27] Sen. President, former Sen. President Enrique, he wasn't Sen. President yet then,
[28:33] was Minister of National Defense.
[28:36] He issued some of the arrest orders.
[28:39] And despite na halos kahit anong gawin ni President Corilon
[28:44] at kahit anong sabihin, kasi talagang sa tao, sobra yung pagmamahal.
[28:48] Ano sinabi ni Sen. President Salonga?
[28:50] Not here.
[28:51] Tapusin niyo yung isasyon.
[28:52] Pasalitain niyo muna.
[28:54] Sabi niyo na, hindi.
[28:55] Kasi pagka below 6 years, pwede nungunod.
[28:57] Yung pong kinasa kay Sen. Ililer na rebellion complex with murder was non-relatable.
[29:03] Diba?
[29:04] So, yun pong ang pakiusap ko.
[29:05] Huwag natin idamay yung mga institusyon.
[29:07] Diba?
[29:08] VOJ o Bootsman.
[29:09] We'll have issues with who holds the office.
[29:12] But we have to be mature enough, rational enough, professional enough
[29:16] to protect the image, to protect the dignity of these institutions.
[29:21] Alright, joining us this morning is Senator Irwin Tulfo.
[29:25] Senator Tulfo, good morning to you.
[29:28] Ms. Karen, good morning.
[29:29] First of all, I'd like to apologize.
[29:31] I don't have a very good internet connection at this point.
[29:34] So, we can just do this through a phone patch.
[29:37] Alright.
[29:39] Well, I hope your internet gets better within the hour.
[29:42] Alright.
[29:43] Senator Tulfo, mahalaga pong ikwento niyo muna.
[29:47] Take us behind the scenes, right?
[29:50] Kasi marami po sa mga Pilipino, hindi nila alam kung ano exactly ang nangyayari before the press conference,
[29:59] before the majority decided not to show up.
[30:02] Take us through the timeline then.
[30:05] Did the minority know?
[30:07] Did they give word?
[30:09] Did Senate President Alan Peter Cayetano give word at any point that there will be no session that day?
[30:18] No, Ms. Karen, let's not just talk about yung walkout.
[30:23] Let's rewind some more.
[30:26] Like, all the way back to the time the coup d'etat happened.
[30:32] Umpisahan po natin doon, bakit may coup d'etat?
[30:35] The question was, bakit may coup d'etat, Ms. Karen?
[30:37] That is the right question.
[30:38] Not that may nag-boycott, may nag-walkout.
[30:44] Why was there coup d'etat?
Lakson
[31:39] dahil tatamaan ang mga kasama.
[31:41] Tapos nagre-reklamo sila bakit yung iba daw, yung sila Speaker Romualdez, yung Tiga Congress, yung Tinamaan, yung Executive Department, bakit ganon?
[31:51] Eh, ang sabi naman po ni Sen. Lakson, pumirma kayo dyan lahat, lahat kayo member kasama po Sen. Marcoleta
[31:57] para mapag-usapan natin sa floor, then you can open up all these questions.
[32:02] You can bring all these questions.
[32:20] From recommend filing of charges, ginawa na na to soften, to further investigate yung flood control na ito.
[32:48] Okay, but then the leadership change, a Senate coup, is typical in the Senate naman eh, Senator Tulfo.
[32:57] Diba?
[32:58] Kahit ano pa ang dailan, it's happened many, many times before.
[33:02] So, they had the numbers, they had 13, they had 13, so there's a new leadership.
[33:09] Ang tanong is, bakit nangyayari ito ngayon?
[33:13] Because, because I'm miscarried, may mga issues sila na, eh, saliwa naman yung issues nila.
[33:21] Number one, they're trying to protect yung grupo na, ilan sa grupo nila.
[33:28] Okay.
[33:50] Pangalawa...
[33:51] Oo, but why would they refuse to work?
[33:54] Yan ang tanong.
[33:55] Why would they refuse to work?
[33:57] Because not having sessions for two days is already at the expense of the Filipino people.
[34:04] What are they fearing, Senator Tulfo, pag nagka-corum?
[34:08] Bakit maayaw mag-session?
[34:17] Isa yun.
[34:18] Yung first day po, nag-walk out, talagang binoykot po nila, hindi po sila pumasok,
[34:25] na wala naman pong paalam.
[34:27] It's already a violation.
[34:45] that I will faithfully discharge my duty.
[34:48] And duty niya po, Senate President, magkaroon po ng session every day,
[34:52] every Monday, Tuesday, and Wednesday at exactly 3 o'clock.
[34:55] Pangalawa pong rule na binoyulate niya,
[34:58] na before na magkaroon ng ikang no session, na walang session, walang pasok,
[35:05] he will have to consult the majority leader and the minority.
[35:31] kung hindi man sa text or what, letter, communication, etc.,
[35:54] Ang problema, at the end of the day,
If you're not calling a session,
[36:25] wala pong quorum,
[36:27] paano natin pag-uusapan yung mga hini-hearing-hearing daw nila ngayon?
[36:31] Even that blue ribbon hearing
[36:34] na they're planning on Thursday,
[36:36] mag-hearing sila na mag-hearing.
[36:37] Eh kung wala naman pong session,
[36:39] where will it lead us?
[36:53] There must be a session kasama po sa duty namin yan.
[36:57] So there must be a session.
[37:01] And I think it's important for the public to understand the process.
[37:06] Because all over social media,
[37:08] the minority is hit na,
[37:10] eh kayo naman ang unang nag-walk out.
[37:12] Pero nung nag-walk out ang minority,
[37:14] may session na kayo doon.
[37:16] Do you need, what do you need for there to be a session?
[37:21] Right? So you need of course the presiding officer.
[37:24] What if the Senate President is not available?
[37:27] Then we call on the Senate pro tempore,
[37:36] Senator Loren Legarda.
[37:38] We are calling also for Joel Villanueva
[37:43] to report for work so that we will have a forum.
[37:46] Kailangan po silang dalawa mag-attend.
[37:50] Kung ayaw ni Sen. Cayetano,
[37:52] at least silang dalawa.
[37:53] Kung meron pa po silang sense of responsibility to this country,
[37:58] sense of duty,
[38:17] because that's where Sen. Loren Legarda came.
[38:20] Paano naman po ito, Sen. Legarda,
Villanueva.
[38:35] Meron ka mga constituents mo sa Bulacan.
[38:38] Bakit hindi po kayo magsipasok?
[38:40] Pumasok po kayo para may quorum tayo
[38:43] dahil kailangan po kayo ng taong bayan.
[38:46] Binabayaran po tayo araw-araw.
[38:48] Ang sweldo po namin, Miss Karen,
[38:49] believe it or not,
[38:50] we're making like around P10,000 every day.
[38:54] Victoria, ano ang nagtulak sa minority
[38:57] para manawagan na magbitiw si Cayetano?
[39:01] Karen na nawagan nga ang minority block
[39:06] na magbitiw na sa pagiging Senate President
[39:08] si Sen. Alan Peter Cayetano
[39:10] matapos hindi muli dumalo sa sesyon
[39:13] ang mayorya ngayong Martes.
[39:15] Pasado alas tres ng hapon
[39:18] nang sabihin ni Sen. Juan Miguel Zubiri
[39:20] at Francis Pangilinan
[39:22] na hindi na dadalo sa sesyon
[39:24] ang majority block.
[39:25] Matapos makatanggap ng mensahe
[39:27] si Sen. Sekretary Jose Luis Montales.
[39:29] Ayon kay Montales,
[39:31] nakatanggap siya ng mensahe
[39:32] mula kay Sen. Alan Peter Cayetano
[39:34] na nagsabing no-show ang mayorya.
[39:42] Agad nagbunta ang minority senators
[39:47] sa Senate lounge para magpulong.
[39:49] Matapos ang ilang minuto,
[39:50] humarap sila sa media
[39:52] at kinonde na ang diumanoy pa ulit-ulit
[39:54] na paglabag sa Senate rules
[39:56] ng mayorya.
[39:57] What happened today was a clear
[40:01] abandonment of responsibility,
[40:03] a dereliction of duty,
[40:05] and a blatant disregard of the rules
[40:07] that govern this institution.
[40:09] Because the Senate cannot be made
[40:13] to stop working simply
[40:15] because its presiding officer
[40:17] refuses to lead.
[40:18] Panawagan ng minorya,
[40:23] magbitiw si SP Cayetano.
[40:25] Sen. President Alan Peter Cayetano
[40:30] should resign
[40:32] as he has shown
[40:34] that he cannot function
[40:35] as the leader of the Senate.
[40:37] At maling-mali pa,
[40:38] yung sinabi niya kahapon na
[40:40] let the Senate go quiet.
[40:43] Ang Senado ay dapat
[40:44] boses ng mamamayan.
[40:46] Bakit niya bubusalan?
[40:48] Kung bubusalan niya
[40:49] at hindi niya bibigyang daan
[40:51] yung boses ng Senado
[40:52] alang-alang sa mamamayan,
[40:54] talagang hindi na siya
[40:55] karapat dapat mamunod.
[40:57] At what price?
[40:58] Ang pinoprotektahan lang
[40:59] yung Senate presidency,
[41:00] power, position.
[41:02] Nanawagan ang Solid Block 11
[41:07] o Minority Block
[41:08] sa mga kapwa nila Senador
[41:10] na gawin ang kanilang tungkulin
[41:11] lalot maraming nakabimbing trabaho.
[41:14] Every day,
[41:16] ang Senado gumagastos
[41:17] ng 25 milyon
[41:19] sa kuryente,
[41:20] sa utility,
[41:22] sa sweldo,
[41:24] pero walang seso nangyari.
[41:26] Walang batas na na-approve,
[41:28] walang resolution na-approve,
[41:30] sayang ang bayad ng taong bayan saan.
[41:33] I apologize to the Filipino people
[41:35] on behalf of the Senado
[41:36] that this is going the way it is.
[41:42] Nanawagan din ang minority
[41:43] sa majority
[41:44] na lumipat na sa kanila.
[41:46] Para lang si Alan Peter.
[41:51] Lahat.
[41:52] Ipita namin.
[41:53] Sumalit kayo sa amin.
[41:54] Pero si Alan Peter,
[41:55] steady ka lang dyan.
[41:57] Ayon kay Senador Rafi Tulfo,
[42:01] may tatlo hanggang lima
[42:02] na posibleng pa rin lumipat sa kanila.
[42:04] Naniniwala siya
[42:05] na marami pa rin sa mayorya
[42:06] ang may sense of responsibility.
[42:08] Marami rin umano sa majority
[42:10] ang nagpapadala ng mensahe
[42:11] kay Zubiri
[42:12] para sabihin gusto nilang magtrabaho
[42:14] at hindi maintindihan
[42:16] kung bakit umabot
[42:17] sa ganito ang sitwasyon.
[42:18] Puna ni Senador Rafi Tulfo
[42:20] sa Plenary Hall
[42:21] dapat magsalita
[42:22] at makipag-debate
[42:23] si SP Cayetano
[42:24] at hindi
[42:25] sa Facebook.
[42:26] Tinanggi naman ng minority
[42:32] na hinahadlangan nila
[42:33] ang anumang committee hearing.
[42:38] Partikular ang nakatakdang
[42:39] Blue Ribbon Committee
[42:40] sa Webes
[42:41] tungkol sa flood control scandal.
[42:43] Pinabulaanan din ng minorya
[42:44] na may nanakot
[42:45] kay Senador Jinggoy Estrada
[42:46] para talikuran ang may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may may
[43:16] July 27.
[43:46] Thank you, sir. Karen?
[43:47] Maraming salamat, Victoria Tulad.
[44:05] Sen. Mabilisan tayo, no?
[44:15] We have no idea, Ms. Karen.
[44:41] Hmm. Ipaliwanag po ninyo, no, Sen. Tulfo.
Ika nga, what we did was to defend,
[45:13] ang pinakaiba naman po, we have to defend the institution. We have to defend the Senate rules.
[45:20] Sa kanila naman po, pag-walk out nila, they're defending. Ika nga, yung pagka-aresto po kay Sen. Jingo Estrada,
[45:26] saan naman po ang hostesya doon? They're not defending.
Eh, gusto nilang gawin pong rules.
[45:54] Eh, kailangan, bago po gawin yung aprobahan, kailangan pag-debatihan, kailangan diskusyon.
[45:59] Hindi, sasabihin po agad ni Sen. Alan Peter Cayetano, let's divide the house.
[46:27] So, yung amin po, we're defending the institution, we're defending the rules, Senate rules.
[46:32] Sa kanila naman, it seems like they're defending yung pagka-aresto at kumukontra sila sa pagka-aresto po kay Sen. Jingoy.
[46:39] Oo. Pero, Sen. Linawin nyo, yung walk out nyo kasi sa minority, the session already started.
[47:18] E pumalag ho kami dahil wala pong diskusyon, wala man lang debate.
[47:27] And gusto niya magbutuhan. Siyempre, outnumbered ho kami. Anong gagawin nyo namin?
[47:31] So, napilitan po kami mag-walk out. Yung sa kanila naman po, ibang-iba eh.
[47:36] Boycott po, hindi po sila pumasok. Hindi man po sila nagpaalam.
[47:40] Okay.
[48:09] ang sabi niya po doon, that I will well and faithfully discharge to the best of my ability the duties of my present position.
[49:37] What does he tell you?
[50:33] But I know what he means, Ms. Karen, na wala siya mapagsumbungan.
[50:38] Eh, nung may susumbong mo, ikaw ngayong may mali.
[50:41] Ang gusto lang po namin, Senator Alan Peter Cayetano, I know you're watching,
[51:13] Quick reaction on that.
[51:14] Dalawang bagay, Ms. Karen.
[51:53] How is that, di ba?
[52:14] We don't have the numbers.
[52:15] So how can we do that?
[52:34] Wala pong humaharang.
[52:36] Gusto niya pong mag-hearing.
[52:37] Bukas, walang problema.
[52:39] Sa isang bukas, walang problema.
[52:41] Hindi po namin haharangin.
[52:42] Siya nga pong may problema eh.
[52:44] Natatakot siya.
[52:45] Alam mo ba, Ms. Karen, dahil ex-officio siya,
[52:48] dahil minority leader siya,
[52:50] nung binuo po yung Blue Ribbon,
[52:52] na sa pangunguna po, Senator Pink Lakson,
[52:55] hindi siya nag-attend ni Minsan.
[52:57] Wala pong inatenan niya na Blue Ribbon hearing.
[52:59] Pangalawa, ayaw niya pong pumirma.
[53:01] Ex-officio ka?
[53:03] Ayaw mo pirmahan yung Chairman's Report?
[53:09] Dapat nakalagay doon with reservations, with amendments.
[53:19] Tipo mirma ako, nilagay ko doon with amendments.
[53:45] Labing isa kayo, labing dalawa sila,
[54:18] is may pasa itong mga nakabimbing panukalang batas, Ms. Karen.
[54:26] all we can do is ask them to come to work tomorrow.
[54:30] Kung kailangan po namin lumuhod,
[54:32] we will do that to just,
[54:33] ika nga, please, please come to work,
[54:36] Sen. Cayetano.
[54:37] Please come to work, majority members.
[54:40] Para naman magawa natin ang trabaho,
[54:42] dahil nakakaya sa taong bayan,
[54:44] we are being paid almost 10,000 po,
[54:47] or over 10,000 pesos a day po ang bayad sa amin.
[54:50] And then, pakaangkaang lamang po, paupo.
[54:53] Kaya nga, it's on the majority staff
[54:59] because they keep on boycotting decisions.
[55:03] Sir, sabi niyo under attack yung sila ito,
[55:05] bakit umpunan?
[55:07] Kaya, kaya, kaya, kaya.
[55:10] Kaya, kaya.
[55:11] Kaya, kaya.
[55:11] Kaya, kaya.
[55:12] Kaya, kaya.
[55:13] Kaya, kaya.
[55:13] Kaya, kaya.
[55:14] Kaya, kaya.
[55:14] Kaya, kaya.
[55:14] Kaya, kaya.
[55:15] Kaya, kaya.
[55:15] Kaya, kaya.
[55:16] Kaya, kaya.
[57:25] Bukas po ang TV Patrol sa panig
[57:27] ni na Senate President Alan Peter Cayetano
[57:29] para tumugon sa mga naging payag
[57:32] ni Senator Irwin Tulfo.
[57:35] Cassandra, ano ang behilan kung bakit
[57:36] tapos po ang arraignment?
[57:42] Bernadette, ayon sa korte,
[57:44] ay kailangang resolbahin muna
[57:45] yung mga nakabimbin na mosyon
[57:46] ni na Sen. Gingoy Estrada
[57:48] at dating DPWH Secretary Manuel Bonoan.
[57:51] Kaya naman ay sa June 4,
[57:53] Uwebes na sila nakatakdang basahan ng sakdal
[57:55] sa kanilang kasong grasp.
[57:57] Binigyan din ang pagkakataon
[57:58] ng Ombudsman Prosecutors
[57:59] na tumugon sa mga mosyon
[58:01] matapos silang sabihin
[58:02] na hindi pa sila nakakatanggap
[58:04] ng kopya ng mga ito.
[58:08] Matapos magpalipas ng gabi
[58:09] sa Quezon City Jail sa Payatas,
[58:13] muling humarap si Sen. Gingoy Estrada
[58:15] sa Sandigan Bayan 2nd Division
[58:17] para sa itinakdang pagbasa ng sakdal
[58:19] sa kaso niyang graft ngayong Martes.
[58:22] Sabi ng kanyang anak,
[58:23] hindi nakatulog si Estrada
[58:25] sa kanyang unang gabi sa kulungan.
[58:27] Sunod namang dumating
[58:28] ang kanyang kapwa-akusado
[58:29] na si dating DPWH Secretary Manuel Bonoan.
[58:33] Sakay ng ambulansya
[58:34] at naka-wheelchair
[58:35] ang dating kalihim
[58:36] matapos i-anunsyo
[58:37] ng PNP Health Service
[58:39] na stable na ang kondisyon niya.
[58:41] Pero bago magsimula ang pagdinig,
[58:42] nagpabalik-balik ang ilang health personnel
[58:44] para suriin ang nakababahala
[58:46] umanong blood pressure level
[58:47] ni Bonoan
[58:48] na umabot ng 160 over 90.
[58:51] Kaya humiling ang kanyang kampo
[58:52] na i-reschedule
[58:53] ang pagbasa ng sakdal.
[58:54] Nais din nilang ipatingin si Bonoan
[58:57] sa cardiologist
[58:57] para alamin kung may
[58:59] cardiovascular symptoms ba si Bonoan
[59:01] na nakararanas ng alta presyon.
[59:03] Yung cost ng high
[59:05] ng blood pressure niya
[59:07] has many modifactors, right?
[59:08] Siyempre,
[59:09] for personal quality.
[59:10] Ang alam ko last time kanina
[59:20] na isip-usip kami sa taas
[59:23] ito was well-weighted.
[59:24] Ang gamit ng billet na yung
[59:25] pinatala kay Sir 5-5 days.
[59:28] Well, wala akong hindi
[59:28] pagdawa.
[59:29] Hindi lang magandang.
[59:30] Is that a consumer?
[59:32] Hindi kailangan tanawin?
[59:32] Definitely.
[59:34] Nakakahiya eh.
[59:35] We're being paid.
[59:36] Sabi ka na nga, di ba?
[59:38] How much we're making?
[59:39] Sinasabi ka na,
[59:39] we're making 10,000 pesos every day.
[59:43] Pero pwede ba silang
[59:44] friends?
[59:45] Sabi na nagsang luminary,
[59:46] legal luminary?
[59:48] Pero may process pa yata yun eh.
[59:51] That's why it's not
[59:52] this would be a process.
[59:54] You know, basta-basta
[59:55] parang criminal
[59:56] na bitbitin mo na lang.
[59:57] Dahil wala naman siyang
[59:58] criminal liability.
[1:00:00] May violation lang sa rules.
[1:00:02] Are you looking at
[1:00:03] illegal action?
[1:00:04] Kasi pag natatang
[1:00:05] third consecutive thing.
[1:00:06] Pag-aaralan namin
[1:00:07] siguro papaya.
[1:00:07] Siguro sa executive law.
[1:00:09] Siyempre.
[1:00:09] But right now,
[1:00:11] walang kasabi
[1:00:11] na si Lauren.
[1:00:12] So, wait.
[1:00:13] Hindi ba makuusap?
[1:00:14] Lahat nga sila wala eh.
[1:00:16] But you're going to wait?
[1:00:17] Until now, sir,
[1:00:18] wala kayong namin
[1:00:19] na-speak.
[1:00:19] Kaya tanong
[1:00:20] pag may 3-3,
[1:00:21] hanggang lang mo ba?
[1:00:22] I'm number 11.
[1:00:24] Pag-bating siya,
[1:00:24] 12.
[1:00:25] Magsabi si Lauren,
[1:00:26] 13.
[1:00:27] So, wala pang
[1:00:28] nag-over the back
[1:00:28] on from joint.
[1:00:29] So,
[1:00:30] ba si St. Lauren po
[1:00:32] ay kinakausap niyo
[1:00:33] po actively?
[1:00:34] You mentioned
[1:00:34] ko.
[1:00:34] Wala.
[1:00:34] Wala na.
[1:00:35] I mean,
[1:00:35] ayun namin.
[1:00:36] Kinausap niyata
[1:00:37] hanggang the other day.
[1:00:38] Okay.
[1:00:39] Thank you, guys.
[1:00:40] Thank you, guys.
[1:00:47] Sir,
[1:04:59] President is already
[1:05:01] appealing.
[1:05:01] Aray,
[1:05:01] ito ko yan.
[1:05:02] He's already appealing
[1:05:03] get back to work
[1:05:04] daw,
[1:05:05] sabi niya.
[1:05:05] Tama lang.
[1:05:06] Tama lang.
[1:05:07] Okay.
[1:05:08] Pero how can you
[1:05:09] work, sir?
[1:05:10] How can we work?
[1:05:10] Wala naman yung
[1:05:11] majority.
[1:05:12] Wala yung
[1:05:12] Senate President.
[1:05:13] How can we work?
[1:05:13] Tama nga naman
[1:05:14] sa President.
[1:05:14] Oo.
[1:05:15] Ang dami niyo
[1:05:16] pool bills, sir,
[1:05:16] na hindi na-discuss
[1:05:17] in the past 2 days
[1:05:18] or 3rd day.
[1:05:19] Does that concern you,
[1:05:20] sir?
[1:05:20] It concerns us
[1:05:21] very, very much.
[1:05:22] At yung taong pa
[1:05:23] yan,
[1:05:23] kasama na kayo dyan,
[1:05:24] kung paano pa
[1:05:24] niyong makapagkabawin
[1:05:25] sa President,
[1:05:26] hindi pumapasok.
[1:05:27] At yun,
[1:05:28] sana pumasok siya.
[1:05:29] I don't know.
[1:05:30] Sabi ni SP Kayetano
[1:05:31] kung may 13 na raw,
[1:05:33] willing siyang bumaba.
[1:05:34] May 13 na ba
[1:05:34] kayo, sir?
[1:05:35] Wala pa eh.
[1:05:36] Oo.
[1:05:36] May siya pang 13 sana.
[1:05:38] Kung sumanib
[1:05:39] para,
[1:05:39] sabi ko,
[1:05:40] kung nasa sumanib
[1:05:40] sa amin.
[1:05:41] Oo.
[1:05:41] Why is it hard
[1:05:42] to get the number, sir?
[1:05:43] Anong nagiging challenge?
[1:05:44] Ba't hindi kayo
[1:05:44] makabunang 13, sir?
[1:05:45] Sa ngayon,
[1:05:46] 11-11,
[1:05:47] I presume 11-11.
[1:05:48] Tama pang bilang po.
[1:05:49] Yes, sir.
[1:05:50] Yes, sir.
[1:05:50] 11 sa amin.
[1:05:51] So,
[1:05:52] well,
[1:05:53] deadlock.
[1:05:54] Sa pagong blue ribbon,
[1:05:55] sa pagong blue ribbon,
[1:05:57] pagong blue ribbon,
[1:05:59] hindi kami,
[1:06:00] ano eh,
[1:06:00] ginawang member.
[1:06:01] Kaya sabi ko,
[1:06:02] eh,
[1:06:02] i-legitimate yun
[1:06:03] because it was born
[1:06:04] out of illegitimacy.
[1:06:06] Meaning,
[1:06:07] kasi nasa
[1:06:07] rule 10,
[1:06:10] section 13,
[1:06:13] paragraph 2,
[1:06:14] kailangan 17
[1:06:15] ang members
[1:06:16] ng blue ribbon.
[1:06:17] Nine lang sila
[1:06:18] plus yung minority
[1:06:19] equals to
[1:06:20] more or less 12.
[1:06:22] So,
[1:06:22] pulang pa rin.
[1:06:23] Plus,
[1:06:23] hindi naman
[1:06:23] kinolout yan sana eh.
[1:06:25] Sa floor,
[1:06:26] yung election
[1:06:27] ng members
[1:06:28] wasn't
[1:06:29] tackled
[1:06:30] on the floor.
[1:06:31] What's happening
[1:06:32] in your session today?
[1:06:33] May legal way ba?
[1:06:34] Paano,
[1:06:34] ma-offer sila
[1:06:34] kapateng?
[1:06:35] Yeah,
[1:06:36] are you talking
[1:06:36] about legal work?
[1:06:37] Legal action?
[1:06:37] I don't know,
[1:06:38] pinag-usapan pa namin.
[1:06:39] Maraming mga
[1:06:40] nagt-detect sa amin
[1:06:41] sa grupo.
[1:06:42] Tinuturoan kami
[1:06:43] mga legal minds
[1:06:44] kung anong
[1:06:45] supposed to be
[1:06:46] next move
[1:06:46] and we're still
[1:06:47] studying it.
[1:06:48] What can you say
[1:06:48] to the public?
[1:06:49] Medyo nakakahiyana
[1:06:50] po yung nangyayari
[1:06:51] sa Senate?
[1:06:51] Mga kababayan,
[1:06:52] I'm very sorry.
[1:06:54] Yes,
[1:06:55] mga kayo
[1:06:56] nakakahiyana
[1:06:57] kung mga
[1:06:57] naganap sa amin
[1:06:58] pero it's
[1:06:58] beyond our control
[1:06:59] dahil yung mga
[1:07:00] kasamahan namin
[1:07:01] sa majority
[1:07:01] sila ang
[1:07:02] hindi po mga
[1:07:04] pasok,
[1:07:05] hindi na ikisama
[1:07:05] sa amin
[1:07:06] na boboykot
[1:07:06] of course
[1:07:07] sa pangungunan
[1:07:08] ng kanilang
[1:07:08] ng aming
[1:07:09] Senate question.
[1:07:10] What's the
[1:07:10] minority's plan
[1:07:11] if hindi pa rin
[1:07:12] mag-session today,
[1:07:13] sir?
[1:07:13] What's the
[1:07:13] minority's plan,
[1:07:14] sir?
[1:07:15] Third consecutive
[1:07:15] day na po
[1:07:16] na walang session
[1:07:17] if ever?
[1:07:18] Wala.
[1:07:18] Anong gagawin namin?
[1:07:19] Wala.
[1:07:19] Putulang kami dyan.
[1:07:20] Taantayin namin
[1:07:21] as long as it takes
[1:07:22] kumabuti kami
[1:07:23] ng 3 hours
[1:07:23] then we're just
[1:07:24] gonna sit there
[1:07:25] for 3 hours
[1:07:25] at sabi ko
[1:07:26] as a staff
[1:07:26] kung mag-ready
[1:07:27] ng kape
[1:07:27] at sa kapamay
[1:07:28] tayo
[1:07:28] sa karik
[1:07:29] na 10-5 hours
[1:07:30] Panawagan nyo
[1:07:31] sir kay SP?
[1:07:32] Ang panawagan po
[1:07:33] tulad ng
[1:07:34] Sir,
[1:07:34] you need a dog
[1:07:35] singgaw?
[1:07:35] Come on,
[1:07:36] let's work.
[1:07:37] Mayaya naman tayo
[1:07:38] sa taong bahay.
[1:07:39] Binota tayo po
[1:07:39] na magkabaho
[1:07:40] hindi para
[1:07:40] gumawa ng
[1:07:42] kahayan
[1:07:42] which is
[1:07:43] para i-boykot.
[1:07:45] Panawagan nyo
[1:07:45] sa majority
[1:07:46] kay SP yan?
[1:07:47] Sa lahat?
[1:07:48] Panawagan
[1:07:48] sa lahat
[1:07:49] ng majority
[1:07:50] para sa minority
[1:07:51] kasi kami sa minority
[1:07:52] ay kung kabawa kami
[1:07:53] nakita nyo naman
[1:07:53] hindi ka malikukulaw
[1:07:54] we're doing
[1:07:55] everything necessary
[1:07:56] bilang mga halal
[1:07:59] sir tuloy dalong
[1:08:00] tuloy daw yung
[1:08:01] Blue Ribbon bukas?
[1:08:03] Are you at illegal ba yun?
[1:08:04] kasi sabi nyo
[1:08:05] hindi pa proper
[1:08:05] yes, hindi ako atin
[1:08:06] kasi
[1:08:06] hindi ko naman
[1:08:08] recognize eh
[1:08:09] pero ima-monitor
[1:08:10] ko yung mga kaganapan
[1:08:11] itong masama oh
[1:08:11] ummm
[1:08:13] controlada nilang
[1:08:14] narrative
[1:08:15] kasi sila sila
[1:08:16] lang members
[1:08:16] don eh
[1:08:17] so
[1:08:17] since hindi kami
[1:08:19] member
[1:08:19] walang member
[1:08:19] sa minority
[1:08:20] kapag nagsinungaling
[1:08:22] yung mga resource
[1:08:22] person nila
[1:08:23] hindi namin
[1:08:24] masight and content
[1:08:25] kasi dapat para
[1:08:26] masight mo yung content
[1:08:26] mag isang sinungal
[1:08:27] resource person
[1:08:28] you have to be a member
[1:08:29] number one
[1:08:29] and then in second
[1:08:30] demotion dapat
[1:08:30] member pa rin
[1:08:31] number two
[1:08:32] eh wala sa amin yun
[1:08:33] so kahit na magsinungaling
[1:08:34] harapan
[1:08:35] wala kayong magagawa
[1:08:36] kasi hindi namin
[1:08:36] masight and content
[1:08:37] so therefore
[1:08:38] bag pa kayong mag-attend
[1:08:39] magbukulito na lang kami
[1:08:40] sir, nung goal nila
[1:08:41] anong tingin nyo
[1:08:41] yung goal nila sir
[1:08:42] sa Blue Ribbon?
[1:08:42] I don't know
[1:08:43] your church is as good as mine
[1:08:44] sir, sir, sir
[1:08:45] minority
[1:08:46] I'm first
[1:08:47] sadyado
[1:08:47] ng minority
[1:08:50] anong sinasadya
[1:08:51] they could have
[1:08:52] come to us
[1:08:52] we could have
[1:08:53] dyan pa na support
[1:08:54] pinag-usapan
[1:08:55] kung sino mga gusto
[1:08:55] mag-member
[1:08:56] racial and
[1:08:57] wala kong member
[1:08:58] ng minority
[1:08:58] sir?
[1:08:58] wala
[1:08:59] tingnan mo
[1:08:59] sa Blue Ribbon
[1:09:00] wala
[1:09:00] nine
[1:09:01] kasama ng
[1:09:02] chairperson
[1:09:03] so ex-official
[1:09:03] saman na natin
[1:09:04] so 12
[1:09:05] at the most
[1:09:05] walang minority
[1:09:06] so kailan ng
[1:09:07] panggahansa
[1:09:07] tumulad sa supreme
[1:09:08] court
[1:09:09] tingin nyo
[1:09:09] I cannot speak
[1:09:11] for themself
[1:09:11] but I can speak
[1:09:12] for myself
[1:09:12] ako ay
[1:09:13] pupunta ko
[1:09:15] sa office
[1:09:15] at bumalito
[1:09:17] ako kung ano
[1:09:17] mga kagalapan
[1:09:18] kung ano mga
[1:09:19] kasi naman
[1:09:19] leo
[1:09:19] kung nagsabi
[1:09:20] na toto
[1:09:20] yung mga resource
[1:09:21] personal
[1:09:22] so do it
[1:09:22] good
[1:09:22] pero kapag
[1:09:23] nagsinungaling
[1:09:24] I love to use
[1:09:25] social media
[1:09:25] para sa
[1:09:26] dina
[1:09:26] sinungaling
[1:09:26] para sa akin
[1:09:29] questionable
[1:09:30] kasi
[1:09:30] hindi
[1:09:32] wala ko sila
[1:09:33] sa sagan din
[1:09:33] okay
[1:09:33] thank you sir
[1:09:34] thank you sir
[1:09:34] thank you sir
[1:09:35] thank you sir
[1:09:35] thank you sir
[1:09:36] is dapat
[1:09:37] yung members
[1:09:37] so you all
[1:09:38] you
[1:09:39] review members
[1:09:39] sa ilang gawin
[1:09:40] wala
[1:09:40] walang members
[1:09:41] at saka
[1:09:42] isa pa
[1:09:43] ako
[1:09:44] nirespeto ko
[1:09:46] yung Blue Ribbon
[1:09:46] umatin ako
[1:09:47] ng ilang beses
[1:09:48] in fact
[1:09:49] isa ako
[1:09:49] sa mga pumirma
[1:09:51] parcial committee report
[1:09:55] ay signed
[1:09:56] at karamihan
[1:09:57] dyan sa
[1:09:57] majority ngayon
[1:09:59] meron po pumirma
[1:10:00] sa kanila
[1:10:00] ni isa wala
[1:10:01] as far as I know
[1:10:02] okay sir
[1:10:03] thank you sir
[1:10:03] sabi hindi natin
[1:10:04] ng CLM sir
[1:10:05] di ba
[1:10:05] si ESP Cayetano
[1:10:06] minisan di siya
[1:10:07] umatin ng hearing
[1:10:08] so may moral high ground
[1:10:09] pa siya
[1:10:09] para sa
[1:10:09] wala
[1:10:10] wala siya moral
[1:10:10] tuloy ang hamon
[1:10:12] niya sir
[1:10:12] tuloy ang hamon
[1:10:13] kumatapang ka
[1:10:14] pumunta ka nito
[1:10:15] dito
[1:10:15] magmakpakaan
[1:10:16] sa debate
[1:10:17] sa planner
[1:10:18] otherwise
[1:10:18] duwag ka
[1:10:19] duwag kang maribat ka
[1:10:20] duwag kang
[1:10:21] masupalpal ka
[1:10:22] thank you
[1:10:22] thank you sir
[1:10:23] thank you sir
[1:10:24] any members of the majority
[1:13:24] as of the moment
[1:13:26] according to one of the members
[1:13:28] of the minority
[1:13:29] they will stay here
[1:13:30] at the session hall
[1:13:31] for the time being
[1:13:31] and wait
[1:13:32] if the majority members
[1:13:34] will also arrive
[1:13:36] we don't know yet
[1:13:37] until what time
[1:13:37] they will come here
[1:13:38] but they said
[1:13:40] that they will wait
[1:13:40] so earlier
[1:13:42] we also
[1:13:43] were able to interview
[1:13:44] Senator Rafi Tulfo
[1:13:46] and we asked him
[1:13:47] about the possible
[1:13:48] the ribbon committee hearing
[1:13:50] which is scheduled tomorrow
[1:13:51] about anomalous
[1:13:52] flood control projects
[1:13:53] and he said that
[1:13:54] he will not
[1:13:55] attend that hearing
[1:13:56] because he does not
[1:13:57] recognize
[1:13:59] he does not recognize
[1:14:01] the hearing
[1:14:01] because there are no members
[1:14:02] of the minority bloc
[1:14:04] in that committee
[1:14:05] he said
[1:14:06] the minority
[1:14:07] the BRC hearing
[1:14:08] for tomorrow
[1:14:09] is questionable
[1:14:10] because of the composition
[1:14:11] of the committee
[1:14:13] Michelle
[1:14:14] so Victoria
[1:14:16] just very quickly
[1:14:16] you did say
[1:14:18] there are no members
[1:14:19] of the majority bloc
[1:14:20] in the session hall
[1:14:20] but are they in the building
[1:14:22] at least
[1:14:22] have we reached out
[1:14:23] and has anyone
[1:14:24] responded
[1:14:25] to any of our questions
[1:14:27] earlier Michelle
[1:14:29] around 1pm
[1:14:31] a security officer
[1:14:32] told us
[1:14:33] that we have not yet
[1:14:34] seen any member
[1:14:34] of the majority bloc
[1:14:36] in the Senate building
[1:14:37] we are not sure
[1:14:38] if no one has arrived
[1:14:40] until now
[1:14:41] Senate President
[1:14:42] Alan Peter Cayetano
[1:14:44] and Senator
[1:14:44] Rodante Marcoleta
[1:14:45] had a Facebook live
[1:14:47] around past 12 noon
[1:14:49] but the two
[1:14:51] did not mention
[1:14:52] if they will attend
[1:14:53] today's hearing
[1:14:54] they just said
[1:14:55] that there will be
[1:14:55] a committee hearing
[1:14:56] of the Blue Ribbon
[1:14:58] Committee tomorrow
[1:14:59] and also a hearing
[1:15:00] on Friday
[1:15:00] about the May 11 events
[1:15:03] in the Senate
[1:15:03] and the May 13 gunfire
[1:15:05] here
[1:15:05] we are hoping
[1:15:07] and also the minority
[1:15:08] senators are hoping
[1:15:09] that members
[1:15:10] of the majority
[1:15:11] will show up soon
[1:15:13] Michelle
[1:15:14] for those who are
[1:15:15] not too familiar
[1:15:16] with the language
[1:15:17] in the Senate
[1:15:18] and how things
[1:15:18] actually work around there
[1:15:20] today is supposed
[1:15:21] to be the last
[1:15:22] session day
[1:15:23] correct
[1:15:23] but even if it's
[1:15:24] the last session day
[1:15:25] they can still hold
[1:15:26] hearings up until Friday
[1:15:27] when Congress
[1:15:28] actually adjourns
[1:15:29] Sina Diye
[1:15:30] that's correct Michelle
[1:15:32] today is the last
[1:15:33] session day
[1:15:34] before Congress
[1:15:34] adjourns
[1:15:35] we will resume
[1:15:37] on July 27
[1:15:38] which is the same day
[1:15:39] as the State of the Nation
[1:15:41] address of the President
[1:15:42] but Congress
[1:15:45] can still have
[1:15:46] hearings
[1:15:47] during the break
[1:15:48] not just this week
[1:15:49] it can also have
[1:15:50] our scheduled hearings
[1:15:52] the next week
[1:15:53] and also we are
[1:15:54] awaiting the process
[1:15:56] or the procedure
[1:15:57] for the impeachment trial
[1:15:58] so the legislative function
[1:16:01] can still proceed
[1:16:02] and also the function
[1:16:04] of the Senate
[1:16:06] as an impeachment court
[1:16:07] we will also see
[1:16:08] activities related to that
[1:16:10] but session itself
[1:16:12] is suspended
[1:16:13] after today
[1:16:14] until July 27
[1:16:17] Michelle
[1:16:17] and can the Senate
[1:16:20] adjourn
[1:16:21] Sina Diye
[1:16:22] without a session today
[1:16:24] that is actually
[1:16:26] one of the questions
[1:16:27] we would like to clarify
[1:16:28] because up until now
[1:16:30] we do not know
[1:16:30] if there will be
[1:16:31] majority senators coming
[1:16:32] so there are 11 senators
[1:16:34] on the floor
[1:16:34] but they do not
[1:16:35] have a quorum
[1:16:36] we need 13
[1:16:38] for a quorum
[1:16:39] and for the session
[1:16:40] to begin
[1:16:40] and also
[1:16:40] we need a presiding officer
[1:16:42] so yesterday
[1:16:43] the minority senator
[1:16:44] said that
[1:16:45] if there is no
[1:16:46] senate president
[1:16:46] the senate president
[1:16:47] pro tempore
[1:16:48] can preside
[1:16:49] if there is no
[1:16:50] pro tempore
[1:16:51] the deputy majority
[1:16:52] leaders
[1:16:53] can preside
[1:16:54] but at the moment
[1:16:55] there are still
[1:16:56] no majority
[1:16:57] deputy majority
[1:16:58] leaders
[1:16:59] elected
[1:17:00] so
[1:17:00] we do not yet
[1:17:02] know
[1:17:03] who will preside
[1:17:04] the session
[1:17:05] even if there is
[1:17:06] a quorum
[1:17:07] if the authorized
[1:17:09] leaders of the senate
[1:17:11] are not present
[1:17:12] for today
[1:17:12] Michelle
[1:17:13] and Victoria
[1:17:14] I'm just really
[1:17:15] just curious
[1:17:16] so you've got
[1:17:17] 11 members
[1:17:18] of the minority bloc
[1:17:20] the majority now
[1:17:21] without Senator
[1:17:22] Bato De La Rosa
[1:17:23] and Senator
[1:17:23] Jingo Estrada
[1:17:24] they're also just 11
[1:17:25] will a standoff
[1:17:27] like this
[1:17:28] indicate that
[1:17:28] there are no more
[1:17:29] names
[1:17:30] planning to jump ship
[1:17:31] to tip the scale
[1:17:33] yesterday
[1:17:36] Senator Afri
[1:17:37] Tulfo
[1:17:37] was still hopeful
[1:17:38] that about
[1:17:39] three to four
[1:17:40] members of the majority
[1:17:41] will jump ship
[1:17:42] to their side
[1:17:44] but earlier
[1:17:45] we were able to talk
[1:17:46] to Senator Afri
[1:17:46] Tulfo
[1:17:47] and he said
[1:17:47] that
[1:17:48] it doesn't seem
[1:17:50] that there will be
[1:17:51] any other senators
[1:17:53] who will be joining them
[1:17:54] so it might be
[1:17:55] status quo
[1:17:56] 11-11
[1:17:57] as of the moment
[1:17:58] so we are
[1:17:59] in an impasse
[1:18:01] and we are still
[1:18:01] awaiting
[1:18:02] if there will be
[1:18:04] any resolution
[1:18:04] to the situation
[1:18:05] Michelle
[1:18:06] alright
[1:18:06] thank you very much
[1:18:07] for that update
[1:18:08] Victoria Tula
[1:18:08] joining us live
[1:18:09] from the Senate
[1:18:10] now our next guest
[1:18:14] leave it
[1:18:15] one of the
[1:18:15] we are going to talk to you
[1:19:50] for a minute of silent prayer. Amen. The secretary will call the roll. Let it be put on record
[1:26:26] that the secretary refused to call the roll. Let the deputy secretary for legislation
[1:26:32] to call the roll.
[1:26:34] Roll call of members, the Honorable Senators
[1:26:37] Aquino, Cayetano Pia, Dalarosa, Ejercito, Escudero, Estrada, Villar Camille, Villar Mark, Zubili, Senate President Cayetano Alan, Pangilinan, Soto, Tulfo Irwin,
[1:27:03] Tulfo Rafi, Villanueva, Villar Camille, Villar Mark, Zubili, Senate President Cayetano Alan.
[1:27:15] With 12 senators present, the chair declares a quorum.
[1:27:20] Mr. presiding officer, Mr. presiding officer, I move to declare all elected positions in the Senate vacant.

[1:29:03] Is there any objection?
[1:29:05] I will be safe.
[1:29:06] Thank you.
[1:29:07] I am a representative.
[1:29:08] Thank you.
[1:29:09] Thank you.
[1:29:11] Thank you.
[1:29:12] Thank you.
[1:29:13] Mr.orea.
[1:29:14] Mr. сил, Mr. President, thank you.
[1:29:15] Mr. President, I do not have an appointment.
[1:29:17] Mr. President, I have been elected.

[1:29:22] Mr. President, I will hereby solemnly swear.
[1:29:26] Mr. President, I will well and faithfully discharge.

[1:29:54] promulgated by the truly constituted authorities
[1:29:59] and maintain true faith and allegiance to the Republic of the Philippines
[1:30:05] and that I impose this obligation upon myself all the time
[1:30:08] and impose this obligation upon myself
[1:30:09] without mental reservations
[1:30:12] or purpose of the nation
[1:30:14] so help me God
[1:30:15] thank you sir thank you
[1:30:21] congratulations Mr. Senate President Pro Tempore
[1:30:24] majority leader
[1:30:25] Mr. President I move that we proceed with the election of the Senate Secretary
[1:30:29] uh is there any objection hearing none motions approved
[1:30:32] Mr. President I move to nominate and elect
[1:30:35] Secretary Ray Bantug Jr. to the position of Senate Secretary
[1:30:39] there being no other nominations present
[1:30:41] is there any objection
[1:30:42] Julie seconded the motion is approved

[1:34:46] to provide for the election of a presiding officer in all cases not involving the President of the Philippines.
[1:34:51] Thank you, Mr. President.
[1:34:54] Mr. President, I also move to consider proposed Senate Concurrent Resolution No. 10.
[1:35:02] The Secretary is directed to read only the title of the resolution without prejudice of inserting the full text thereof.
[1:35:08] Concurrent Resolution providing for the adjournment scene idea of the first regular session of the 20th Congress of the Philippines

[1:35:41] I so move, Mr. President.
[1:35:42] Is there any objection?
[1:35:44] The Chair hears none.
[1:35:45] The motion is approved.
[1:35:47] Senators J.V. Ejercito, Francis Pangilinan, Rafi Tulfo,
[1:35:50] and shall compose the Committee of the Senate to inform the President of the Republic of the Philippines
[1:35:56] that the first regular session of the 12th, 20th Congress is ready to adjourn Sinedia.
[1:36:03] Thank you very much, Mr. President.
[1:36:04] And just for clarity, the PS resolution we earlier approved is 430.
[1:36:12] The number is 430.
[1:36:15] 430.
[1:36:16] 430.
[1:36:18] Mr. President, before we adjourn, the Chair would like to state for the record...
[1:36:23] Mr. President, before we adjourn, allow me to give a few remarks.
[1:36:27] Before we adjourn, ladies and gentlemen, the Chair would like to state for the record that we are compelled to call the session to order today.
[1:36:37] After the Senate adjourned on May 26, 2026, session was scheduled to resume on Monday, June 1, 2026, and on Tuesday, June 2, 2026.
[1:36:49] But the former Senate President failed to appear in both instances.
[1:36:54] Further, Article 6, Section 16.5 of the Constitution provides that neither House shall, during sessions of Congress, adjourn for more than three days without the consent of the other House.
[1:37:13] The Senate has been adjourned and unable to resume session for the past two days, placing us on the brink of constitutional violation had we not convened today.
[1:37:25] Thus, in the absence of a duly consulted postponement and the continued absence of the former Senate President, former Senate President Potempore, and members of the majority, we are compelled to call the session to order.
[1:37:41] The quorum of 12 is based on majority of 22 senators over whom jurisdiction can be obtained by the Senate.
[1:37:50] This is in full accord with the ruling of the court in Avellino v. Cuenco, that an absolute majority of 12 out of the 23 members can constitute a constitutional majority of the Senate for quorum purposes.
[1:38:06] And with precedent, specifically the May 5, 2015 session, where the quorum was based on 17 available senators, with seven others beyond the Senate's coercive jurisdiction.
[1:38:20] Thank you.
[1:38:21] Thank you very much for the clarity, Mr. President.
[1:38:24] Mr. President, let the record reflect that the Chair, a Senate President pro tempore, shall serve as Acting President pursuant to Rule 5.
[1:38:34] Yes.
[1:38:36] Presiding Officer of the Senate pursuant to Rule 5, Section 4C and 5 of the Rules of the Senate.
[1:38:47] Pursuant to our Rules, the wording is actually Acting President, Mr. President, on our Rules.
[1:38:52] Just for the record, Mr. President.
[1:38:54] Is there any objection?
[1:38:56] Hearing none, the motion is approved.
[1:38:59] Mr. President, I move that the President of the Republic of the Philippines and the House of Representatives be informed of the election of Senate President pro tempore and Acting Senate President Sherwin Gachalian.
[1:39:10] I so move, Mr. President.
[1:39:11] Is there any objection?
[1:39:13] Hearing none, the motion of the majority leaders hereby approved.
[1:39:16] Mr. President, I move that the first regular session of the 20th Congress of the Philippines on the part of the Senate be adjourned, CNEG.
[1:39:24] Is there any objection?
[1:39:26] The Chair, here's none.
[1:39:28] The motion is approved.
[1:39:29] The first regular session of the 20th Congress of the Philippines on the part of the Senate is adjourned, CNEDIA.
[1:39:36] The question of Mr. President, is not sure if Department of the Intelligence is adjourned,
[1:40:30] but here's the host average.
[1:40:33] The Defense of the Suiren in the strike is adjourned, CNEG.
[1:40:37] Oh, here we go.
[1:40:41] Oh, here we go.
[1:40:44] Cheers.
[1:40:57] Cheers.
[1:41:00] Cheers.
[1:41:27] Hey, hello, hello, ladies.
[1:41:29] No, no, me.
[1:41:31] No.
[1:41:35] Go.
[1:41:37] Go.
[1:41:38] Go.
[1:41:39] Hey.
[1:41:41] Come.
[1:41:41] I'm out.
[1:42:11] Thank you so much for joining us.
[1:42:41] Thank you.
[1:43:11] Thank you.
[1:43:41] Thank you.
[1:44:11] Thank you.
[1:44:13] Thank you.
[1:44:15] Thank you.
[1:45:40] Thank you.

[1:52:22] Thank you.
[1:52:24] Thank you.
[1:52:28] Thank you.
[1:52:31] Thank you.
[1:53:22] Thank you.
[1:53:25] Thank you.
[1:53:34] Thank you.
[1:53:36] Thank you.
[1:53:40] Thank you.
[1:54:19] Thank you.
[1:54:59] Thank you.
[1:55:34] Thank you.
[1:55:36] Thank you.
[1:55:39] Thank you.
[1:55:41] Thank you.
[1:55:43] Thank you.
[1:55:45] Thank you.
[1:55:48] Thank you.
[1:55:50] Thank you.
[1:55:53] Thank you.
[1:55:55] Thank you.
[1:55:57] Thank you.
[1:56:00] Thank you.
[1:56:02] Thank you.
[1:56:04] Thank you.
[1:56:34] Thank you.
[1:56:36] Thank you.
[1:56:38] Thank you.
[1:56:40] Thank you.
[1:56:42] Thank you.
[1:56:45] Thank you.
[1:56:47] Thank you.
[1:56:49] Thank you.
[1:56:53] Thank you.
[1:56:55] Thank you.
[1:56:57] Thank you.
[1:56:59] Thank you.
[1:57:01] Thank you.
[1:57:03] Thank you.
[1:57:06] Thank you.
[1:57:08] Thank you.
[1:57:10] Thank you.
[1:57:12] Thank you.
[1:57:14] Thank you.
[1:57:16] Thank you.
[1:57:18] Thank you.
[1:57:20] Thank you.
[1:57:22] Thank you.
[1:57:24] Thank you.
[1:57:26] Thank you.
[1:57:28] Thank you.
[1:57:30] Thank you.
[1:57:32] Thank you.
[1:57:34] Thank you.
[1:57:37] Thank you.
[1:57:43] To invite resource persons, you do not give it out to the media.
[1:57:45] You give it to the members first.
[1:57:48] at sinasabi nilang, and invited sa blue ribbon,
[1:57:51] hindi po dumaan sa tamang process.
[1:57:52] It should have been given first to the members
[1:57:55] para kung may dadagdag may papabawas doon
[1:57:58] sabihin hindi wala ito.
[1:58:00] The members should have been consulted.
[1:58:02] You have to give me time until Monday next week.
[1:58:06] Kung sino po at yung oras po at exactly 9 a.m. on Monday,
[1:58:14] there will be a Blue Ribbon Committee hearing.
[1:58:18] Thank you.
[1:58:19] Question.
[1:58:23] Because it's 13.
[1:58:26] It's in the law.
[1:58:27] Kailangan mo 13.
[1:58:28] We don't have 13.
[1:58:29] But then we can elect the pro tempore because it doesn't say 13.
[1:58:35] Senate President, so Senator Cayetano is still the Senate President
[1:58:42] because we don't have 13.
[1:58:46] It's against the law naman, di ba?
[1:58:47] We only have 12.
[1:58:48] So, well, he will be a virtual Senate President.
[1:58:55] All seats vacant for all the committees.
[1:58:58] Simula po sa pro tempore.
[1:59:00] We cannot touch the Senate Presidency because we don't have 13.
[1:59:04] It is what the law says.
[1:59:07] You have to have 13.
[1:59:08] We don't.
[1:59:10] We only have 12.
[1:59:12] No, Senate pro tempore.
[1:59:16] Acting President.
[1:59:18] Acting Senate.
[1:59:20] But he's the presiding officer from now on.
[1:59:22] So, kaya hindi pumasok Senator Cayetano,
[1:59:25] it will be Senator Wynne who will be presiding from now on.
[1:59:41] and I still urge, we're still open.
[1:59:48] We will accept you with open arms.
[1:59:51] Let's work together for the nation.
[1:59:54] Not for ourselves, not for the political parties, not for certain individuals,
[1:59:59] but for the entire country.
[2:00:01] Let's work together.
[2:00:02] We will accept you.
[2:00:04] We will embrace you.
[2:00:05] Sir, pwede yung makakatawin ngayon ngayon ng Senate Presidency.
[2:00:08] Say again?
[2:00:16] Well, right here in Rule 4 of the Senate, Section 5, it says,
[2:00:20] a pro tempore may act as acting president.
[2:00:25] Acting, acting Senate President.
[2:00:28] Ang pro tempore.
[2:00:29] Well, Senator Migs, and then actually yesterday pa, he's not very happy anymore.
[2:00:43] Then we really thought na yesterday he would join us, but he did not.
[2:00:47] He was thinking it over, consulting his family, his friends.
[2:00:51] And then kanina morning, he said he will attend, but we didn't expect it.
[2:00:58] Kasi kahapon he said he'll come, but he did not.
[2:01:00] So kanina, we were surprised when he joined us, when he arrived.
[2:01:05] No, pag 12 po pwede, kasi majority na kami, of the 22,
[2:01:17] because it should be 11.
[2:01:19] Divided by 2, 22 divided by 2 is 11, plus 1.
[2:01:23] So we have 12.
[2:01:27] Not on SP.
[2:01:28] I'm sorry, not on SP.
[2:01:29] That's why we did not elect a Senate President,
[2:01:32] because we'll be violating a law.
[2:01:34] We'll be violating the Constitution.
[2:01:37] He was enlightened.
[2:01:44] I mean, kaya nga po, niyakap na yun kanina, we were surprised,
[2:01:46] because SenMigs was already,
[2:01:48] we asked SenMigs kanina,
[2:01:52] meron bang ikang kapalit, may sinasabi-sabi niya,
[2:01:55] wala naman, nothing.
[2:02:02] There was none.
[2:02:04] Kanina, no, nag-cocos kami ng 1 o'clock, wala pa eh.
[2:02:11] Kasi yesterday, he said that he will join, but he did not.
[2:02:14] I was already preparing one to tell you guys,
[2:02:22] na pag hindi na naman sila sumipot,
[2:02:25] na I will say, bahala na ang taong bayan.
[2:02:36] Wala naman kapalit.
[2:02:37] I mean, bakit, bakit yun ka number 2?
[2:02:38] Bakit makikialam ang palasyo?
[2:02:42] Bakit ma makikialam?
[2:02:43] I mean, this is the Senate.
[2:02:45] I mean, we're another branch of government, di ba?
[2:02:50] Then, pag dumating siya, it's okay.
[2:02:54] I mean, we welcome him.
[2:03:00] Well, we already declared it.
[2:03:01] Kung susipot siya.
[2:03:02] Kung susipot siya.
[2:03:06] Actually, vacant yung Senate President.
[2:03:17] I mean, because may acting na tayo, di ba?
[2:03:19] There's an acting President.
[2:03:22] Si Sen Wyn, in his capacity as pro-tempore,
[2:03:26] until a new Senate President is elected.
[2:03:29] And the only way that we can elect is we will have 13.
[2:03:33] Otherwise, we cannot elect a new Senate President.
[2:03:36] So, we will be, ikaw nga, the Senate pro-tempore,
[2:03:39] will be the acting Senate President.
[2:03:42] Definitely.
[2:03:48] He will preside.
[2:03:50] Yes, he will preside.
[2:03:57] I think it's already stable because 12 kami, 10 lang sila.
[2:04:05] You're Senate President, yes.
[2:04:06] But what can he do?
[2:04:09] I mean, he might be a virtual president,
[2:04:10] dahil majority na kami, di ba?
[2:04:12] 12, 12 to 10.
[2:04:25] We have already instructed the Senate Deosa,
[2:04:28] the Senate Sergeant at Arms, the Senate Secretary.
[2:04:31] All seats vacant na po, di ba?
[2:04:35] We declared it.
[2:04:36] So, illegal na po yung gagawin niya.
[2:04:37] Because there's already a new Blue Ribbon chairman.
[2:04:48] I mean, sana tinignan niya muna yung kagrupo niya.
[2:04:53] Ilan doon ang sabit.
[2:04:54] Of course, yes.
[2:05:00] Because the new majority, there's 12 of us.
[2:05:03] There's 12 of us.
[2:05:04] And then, another thing.
[2:05:08] Did you hear Senator Cheese abstain?
[2:05:11] Hindi naman na.
[2:05:11] So, he did not abstain.
[2:05:16] When we said, when Senator Wynne said,
[2:05:20] declare all committee, I mean, seats vacant,
[2:05:23] except for the Senate presidency.
[2:05:29] I don't know how they will do that
[2:05:32] because there's already instruction to the Senate Sergeant at Arms.
[2:05:35] There's a new Sergeant at Arms.
[2:05:38] They will not be.
[2:05:40] And then, there will be, we have, we're contacting now the House of Representatives
[2:05:49] that this is the Senate new majority.
[2:05:51] And even Malacanang, there's already communication.
[2:05:54] We're just waiting for the reply.
[2:06:05] Because it's invalid already.
[2:06:06] This is already a press conference, right?
[2:06:08] I'm telling you.
[2:06:08] I'm the new Blue Ribbon committee chair
[2:06:12] because there's a new Senate majority.
[2:06:15] Yung sinasabi po nila sila, Senator Marcoleta,
[2:06:19] hindi na po sila majority, nasa minority.
[2:06:23] They only have 10.
[2:06:30] We will review upon consultation with the new members.
[2:06:40] Like I said, everybody is a member of the Blue Ribbon.
[2:06:45] Kasama po si Senator Marcoleta,
[2:06:48] kasama po si...
[2:06:49] Kung gusto niya pa ang ex-official,
[2:06:52] Senate President Cayetano,
[2:06:54] they're all invited.
[2:07:02] Meron na nga yun, Monday, di ba?
[2:07:09] Yeah, of course.
[2:07:10] Because, number one, okay,
[2:07:12] subcommittee, dapat i-constitute ang subcommittee
[2:07:14] upon the instruction of the chairman of the committee.
[2:07:18] Sino ba yung chairman noon?
[2:07:19] Si Senator Pia Cayetano.
[2:07:22] Number two, yung mga invitations,
[2:07:24] hindi man lang dumaan,
[2:07:25] kahit naman lang sa minority leader.
[2:07:27] Eh, ang minority leaders,
[2:07:29] the ex-officio of the Blue Ribbon.
[2:07:31] Wala hindi siya binigyan ng copy.
[2:07:33] Mabuti pa ang media meron.
[2:07:35] So, that's another violation of the rules of the Senate.
[2:07:38] Dapat ba yung mga resource persons,
[2:07:41] ang bigyan mo,
[2:07:42] yung mga member ng committee,
[2:07:43] para mapag-aralan nila,
[2:07:45] para we can formulate questions.
[2:07:47] Anong itatanong ko dito?
[2:07:48] So, not the media,
[2:07:49] because the media cannot ask them questions.
[2:07:52] Not the bloggers.
[2:07:56] No, we will,
[2:07:57] of course,
[2:07:58] we will look yung mga,
[2:08:00] we will still invite those people,
[2:08:02] some of those,
[2:08:02] pero we will have to,
[2:08:04] ikang,
[2:08:05] review yung list nila.
[2:08:08] Hindi yung,
[2:08:08] kung sino-sino,
[2:08:09] wala na pakundangan.
[2:08:10] May mga pangalan ako na,
[2:08:11] hindi ko na kilala,
[2:08:12] hindi naman contractor.
[2:08:13] Sino ba yung mga yun?
[2:08:14] Nakita ko,
[2:08:15] may 18 Marines na yun.
[2:08:16] We will have to consult,
[2:08:19] of course,
[2:08:19] the members
[2:08:20] until Friday.
[2:08:27] Say again?
[2:08:31] Kung may lumipat,
[2:08:32] yeah,
[2:08:32] then we can convince,
[2:08:34] then we will elect.
[2:08:38] I hope so.
[2:08:40] But for now,
[2:08:41] ang sigurado lang is 12.
[2:08:48] Ang mensahe,
[2:08:49] ang tao pagod na po.
[2:08:51] Ang mensahe,
[2:08:53] lahat po nadadamay,
[2:08:54] pati po ang minority na pumapasok kami,
[2:08:56] ang gulo-gulo ng Senado,
[2:08:58] wala na kayong ginawa.
[2:08:59] Nakakahiya din po,
[2:09:00] pinapaswelduhan kami araw-aw.
[2:09:03] Pagkatapos,
[2:09:04] three days,
[2:09:05] it's a violation of the Constitution.
[2:09:07] So we really have to act drastically.
[2:09:10] Ito na nga po.
[2:09:11] Kung sinasabi lang,
[2:09:12] wala silang korum,
[2:09:13] walang bilang.
[2:09:14] Paano walang bilang?
[2:09:15] There's only 22 of us now.
[2:09:16] Yung isang nagtatago,
[2:09:17] ay na magpakita.
[2:09:18] Sinasabi mo,
[2:09:19] kung magpakita,
[2:09:20] sana magpakita siya.
[2:09:22] Sana hindi siya magtatakbo
[2:09:23] sa hagdanan ulit.
[2:09:24] Mag-stay siya dito sa floor,
[2:09:26] bumoto siya.
[2:09:27] Sige, let's go.
[2:09:34] Yes.
[2:09:36] Kung may warrant of arrest.
[2:09:38] If there's a warrant of arrest.
[2:09:41] Pero there's no warrant of arrest pa naman.
[2:09:43] Ongoing po yung investigation.
[2:09:47] Well, depends.
[2:09:48] It depends to the ombudsman po.
[2:09:50] Diba?
[2:09:51] Then we have to,
[2:09:52] then we have to talk it over.
[2:09:56] Diba?
[2:09:56] Well, one by one.
[2:10:01] I'll take four more questions.
[2:10:06] We'll have to choose.
[2:10:07] We'll have to choose
[2:10:08] from amongst ourselves.
[2:10:09] Not yet.
[2:10:10] Not yet.
[2:10:11] We'll have to choose.
[2:10:17] No, that will be done on July 6th.
[2:10:26] July 6th,
[2:10:26] we'll still follow the July 6th schedule.
[2:10:30] Then doon po,
[2:10:31] mag-i-lick kami ng
[2:10:32] impeachment trial officer.
[2:10:35] No, no, no.
[2:11:50] Ito, ito, ito, ito kayo.
[2:11:52] Pero lahat tayo may.
[2:11:53] Hindi, pero anong question pa
[2:11:55] yung gusto ninyo malah
[2:11:56] masagot?
[2:11:57] We want the truth.
[2:11:59] Pwede tayong matamago
[2:12:00] sinong kisigod
[2:12:02] at tamaago.
[2:12:03] Pwede tayong mag-i-turo.
[2:12:04] Pero hindi naman pwedeng ituro
[2:12:05] na sila mag-turo.
[2:12:06] Bano naman may maxi,
[2:12:07] yung serisal,
[2:12:08] mag-turo.
[2:12:09] Ito, what's that?
[2:12:10] Pag-turo mo,
[2:12:11] give us a receipt.
[2:12:13] Pag-turo ka,
[2:12:14] give us a receipt.
[2:12:16] Pag sinabing tumanggap ito,
[2:12:18] bakit tumanggap?
[2:12:19] Ay, kasi may flood control.
[2:12:20] Saan ang dokumento
[2:12:21] na flood control siya lang?
[2:12:22] Tumanggap siya ng maleta,
[2:12:24] tumanggap siya ng anin na maleta.
[2:12:25] Anong, anong, anong purpose
[2:12:27] ng maleta?
[2:12:28] Ay, kasi flood control.
[2:12:29] Ay, may kasi.
[2:12:30] Kasi bumoto siya po
[2:12:31] impeachment sa Sarah.
[2:12:32] Kway daw, sila,
[2:12:33] dahan-dahan sila.
[2:12:35] Bakit ka magbibigay?
[2:12:36] Bakit si Salty ko
[2:12:36] magbibigay ng pera
[2:12:37] kung wala namang
[2:12:38] flood control project?
[2:12:39] Bakit magbibigay si Salty ko
[2:12:41] ng pera
[2:12:41] kung hindi bumoto
[2:12:42] sa impeachment sa Sarah?
[2:12:44] Thank you for that.
[2:13:13] Pagbibig,
[2:13:15] sa inyo,
[2:13:16] sa Senate cu India,
[2:13:17] mga kapatid nating sa...
[2:13:18] All right, so we're now just trying to fix the audio of the live, the Facebook live of Senate President Alan Peter Cayetano.
[2:13:29] We just have to clarify, is he still the Senate President? Technically, yes.
[2:13:34] But while the majority, Senator Irwin Tufo earlier saying, is basically vacant, the Senate presidency is basically vacant.
[2:13:42] So we're going to have to clarify with the legal experts.
[2:13:52] Thank you for saying that tomorrow,
[2:15:23] it will be illegal.
[2:15:25] If a Senate Blu-Revend Committee will happen tomorrow, it's illegal because they've declared those vacants vacant earlier.
[2:15:33] And there is a new chairman, and the new chairman says it's on Monday.
[2:15:36] Also, they've already informed the Malacanang and the House, the lower chamber of Congress,
[2:15:43] that there is a new majority in the Senate.
[2:15:46] So it used to be 11-11, but with Senator Cheese Escudero showing up, they're considering him as number 12.
[2:15:56] So it's already 12 for them and 10 for the ex-majority.
[2:16:00] We understand Senate President Alan Peter Cayetano is holding a live Facebook briefing.
[2:16:09] We're trying to get that online.
[2:16:13] But anyway, we'll keep you updated on the developments from the Senate.
[2:16:18] But in the meantime, first, a quick look at the flash business headlines from overseas.
[2:16:23] Wait a minute. Wait a minute.
[2:16:25] Senator, all right, before we go there, still, we wanted to share with you a statement from Senator Francis Cheese Escudero.
[2:16:32] He earlier released a statement where he did say the current impasse in the Senate is untenable and unacceptable.
[2:16:39] When political divisions become too extreme and obstruct our mandate, we must all have the courage to pause, gain perspective, reflect, consider, and realize that we should put the Senate as the institution that we serve above ourselves.
[2:16:53] This is not a political contest. I'm not taking sides. I am taking a stand for the Senate.
[2:16:59] He goes on to say that my allegiance is not to any faction, personality, group, or alliance.
[2:17:04] This is not about loyalty, betrayal, or choosing one group over the other.
[2:17:07] This is about duty.
[2:17:21] Kanino man.
[2:17:47] And of course, all of this happening after the former Senate majority headed by Senate President Alan Peter Cayetano skipped the sessions.
[2:17:57] There were no-shows during the session that was scheduled on Monday and on Tuesday.
[2:18:02] On Monday, remember, that was the day when instead of attending the session, the Senate President actually accompanied Senator Jingo Estrada, who then had an arrest warrant.
[2:18:16] We even saw tensions between Senate President Alan Peter Cayetano and DILG's Secretary John Vic Remulia, who was trying to serve the arrest warrant to Senator Jingo Estrada.
[2:18:31] And of course, he was served in the arrest warrant by the Sandigan Bayan 5th Division for a non-bailable plunder.
[2:18:39] That's just a few days after he posted a 90,000-peso bail for graft charges under the Sandigan Bayan 2nd Division.
[2:18:48] So, Senator Jingo Estrada is one of two senators that they're no longer counting when they count the quorum.
[2:18:55] So, there are originally 24 of them.
[2:18:57] So, one is Senator Jingo Estrada, who has been arrested.
[2:19:01] And the second one, of course, is Senator Bato De La Rosa, who's now in hiding.
[2:19:06] There is a warrant out for him by the International Criminal Court for Crimes Against Humanity for implementing that deadly drug war by former President Rodrigo Duterte.
[2:19:17] Remember, all of this started, really, the drama in the Senate began to unfold on May 11th.
[2:19:22] Remember, that was the day when we were all shocked.
[2:19:26] We were hearing about Senate coups.
[2:19:29] We were hearing about leadership change, the rumors about this.
[2:19:32] But it was on May 11th when Senator Tito Soto, then-Senate President, was replaced by Senator Alan Peter Cayetano.
[2:19:41] Two days later, was the dramatic shootout.
[2:19:44] Remember that?
[2:19:45] The dramatic shootout at the Senate when they were going after Senator Bato De La Rosa, who, in the early morning of 14th, did leave the Senate complex.
[2:19:59] And now, nobody knows where he is.
[2:20:01] Now, President Marcos Jr. earlier telling the Senate Majority Block to get back to work.
[2:20:07] A former senator himself, President Marcos, said there are rules on the cancellation of a Senate session which were not followed.
[2:20:17] Get back to work.
[2:20:19] Get back to work.
[2:20:20] Because it's important.
[2:20:21] Dami nating kailangan gawin.
[2:20:45] The best description I can have is that the legislature is now in disarray.
[2:20:54] But that is exactly the opposite from what we are trying to achieve.
[2:20:57] We are trying to achieve some form of stability so that people can get on with their lives, so that people can plan ahead for their future,
[2:21:06] so that people can count on the assistance of government during this time of an emergency.
[2:21:11] And we cannot do that if the legislature decides to stay at home and have a vacation.
[2:21:18] That is anathema to everything that governance is about.
[2:21:26] The president's sister and one of his staunchest critics, Senator Aimee Marcos, denying they're not getting anything done.
[2:21:33] In the upper chambers, Senator Marcos says committee hearings have in fact pushed through,
[2:21:38] and documents for the pretrial conference of the impeachment trial of Vice President Sado Duterte are being processed.
[2:21:44] Meanwhile, the families of members of the pre-martial law Senate issuing a strongly worded statement
[2:21:49] on what is now happening at the upper chamber.
[2:21:52] The signatories denouncing some senators for making a mockery out of public office,
[2:21:58] noting some of them have been charged or are facing criminal charges in court.
[2:22:02] They have to face the music.
[2:22:06] Kung anong man ang inaksyon nila noon, or ginawa noon, harapin nila ang consequences ng kanilang desisyon at aksyon.
[2:22:15] I really think we elected the wrong people.
[2:22:19] That's my opinion.
[2:22:22] And if you put the wrong people in office, by wrong people, I mean people who really don't have morals.
[2:22:29] I am not talking about religious, faith-based morals.
[2:22:34] Moral means what is right, knowing what is right, from what is wrong.
[2:22:40] Lalabas at lalabas yan.
[2:22:44] Business and civil society groups once again urging government to fast-track the investigation and prosecution
[2:22:50] of those behind the flood control scandal.
[2:22:52] In a joint statement, the Management Association of the Philippines, the Justice Reform Initiative,
[2:22:57] the Institute for Solidarity in Asia and the Institute of Corporate Directors said that while charges have already been filed
[2:23:03] against several high-profile officials, many have yet to be brought to justice.
[2:23:08] They warn the government's failure to make the perpetrators accountable and implement reforms in government's procurement system
[2:23:14] and monitoring of infrastructure projects risks repeating the same governance weaknesses seen in previous corruption scandals
[2:23:22] like the pork barrel scam and the ZTE scandal.
[2:23:25] An obstruction of justice complaint has been filed against Senate President Alan Peter Cayetano,
[2:23:32] Senator Robin Hood Padilla, and the suspended Senate Security Chief over the escape of fugitive Senator De La Rosa.
[2:23:39] Civil society group Tindig Pilipinas lodged the complaint before the office of the Ombudsman.
[2:23:45] They believe the respondents knowingly and willfully obstructed the arrest of Senator De La Rosa
[2:23:50] who is wanted by the International Criminal Court for his role in the bloody drug war.
[2:24:12] Civil society groups are also set to file a complaint before the Senate Ethics Committee against the Senators
[2:24:17] who allegedly aided De La Rosa in leaving the Senate building.
[2:24:21] All right, joining us now on the line to weigh in on the recent developments at the Senate is former Senator Coco Pimentel.
[2:27:29] Conduct or pag-usog ng impeachment court.
[2:27:45] Bukod pa po doon, pwede mag-motion for reconsideration.
[2:27:53] So this is their answer to the crisis they made.
[2:27:58] From May 11 till now, crisis after crisis, pinapasok yung NBI noong May 11.
[2:28:03] Binaboy din tayo noong May 13.
[2:28:06] Pagkatapos, issue after issue at ngayon naman po.
[2:28:09] Instead of a simple adjournment synergy,
[2:28:21] they're going to bring the Senate and the country into a political crisis.
[2:28:26] Ako'y nakikiusap sa lahat.
[2:28:29] Correct your mistakes.
[2:28:30] Walang mang problema because I issued an advisory kanina na nakasinedya tayo.
[2:28:35] The country is already in an economic crisis.
[2:28:41] The world is in crisis because of what's happening in Israel, Iran, US,
[2:28:50] in what's happening with that conflict.
[2:28:57] We need the impeachment to be fair and impartial.
[2:29:01] We need to investigate the flood control scam in a very impartial way
[2:29:07] that will be satisfactory to all our people.
[2:29:09] And we need a functioning Senate, an independent Senate.
[2:29:13] Huwag niyo po kaming alalahanin mga kababayan.
[2:29:16] Okay po ako.
[2:29:18] They can try to remove me.
[2:29:19] They can kill me.
[2:29:21] But they will not kill the idea of a democratic Philippines
[2:29:25] led not by men but by laws.
[2:29:29] Led by the Philippine Constitution.
[2:29:34] the President is under attack.
[2:29:36] 2023 pa lang ho.
[2:29:38] Yung PI.
[2:29:39] Gusto pong amingahan yung Constitution.
[2:29:41] After magsalita si Senator Irie, wala daw patutuhanan yun.
[2:29:50] So mga kababayan, again, God is sovereign.
[2:29:54] Let's all reflect on this and pray.
[2:29:58] But tomorrow, tuloy ang hearing ng Blue Raymond Committee.
[2:30:01] I am still the legitimate, legal, moral, Senate President of the Republic of the Philippines.
[2:30:10] There is still functioning committees.
[2:30:13] We have to hear the testimonies.
[2:30:20] You can try to stop us, but you will be stopping the Filipino people.
[2:30:23] So sa ating mga kababayan who wants to pray or have a prayer vigil sa Senado bukas,
[2:30:29] pumunta po kayo.
[2:30:31] Pag hindi po kami pinapasok,
[2:30:33] de sama-sama na po tayo outside the pulambo.
[2:30:37] Ang problema po,
[2:30:38] pag in-outside nyo the pulambo,
[2:30:41] ang mga legitimate leaders ng Senado,
[2:30:44] para nila pong sinabing,
[2:30:46] sinunod nyo po ang Philippine Constitution.
[2:30:49] Sana naman po,
[2:30:50] tonight,
[2:30:51] makapag-isip-isip ang mga gumagawa nito.
[2:30:53] Again,
[2:30:54] sincerely po,
[2:30:56] we pray for all of our leaders
[2:30:57] and we tell everyone here,
[2:31:00] let's pray for our country
[2:31:01] and may God bless the Philippines.
[2:31:04] I mentioned Senator Sherwin Gatchilian,
[2:31:35] who was elected as Senate Pro Tempre,
[2:31:37] who will act as an acting president,
[2:31:40] who will be this presiding officer
[2:31:42] when Mr. Cayetana is not there.
[2:31:44] He did say,
[2:31:44] Senator Wyn, ingat kayo dyan.
[2:31:47] You're playing with fire.
[2:31:48] This is not about the Senate.
[2:31:49] This is about the Philippine Constitution.
[2:31:52] He also brought up,
[2:31:53] when his colleague said
[2:31:55] that no job was already being accomplished by the Senate,
[2:31:58] he did say,
[2:31:59] wala naman daw nagawa ngayong araw,
[2:32:01] kundi baguhin ng committee
[2:32:03] para hindi ma-invite yung mga 18 Marines bukas.
[2:32:07] Which, by the way,
[2:32:08] he clarified,
[2:32:09] the Senate Blue Ribbon Committee hearing
[2:32:12] is going to push through tomorrow.
[2:32:16] So are we expecting a showdown?
[2:32:17] Because we earlier heard from the new majority
[2:32:19] that would be illegal already.
[2:32:22] But he's still,
[2:32:23] Senator Cayetana saying
[2:32:25] that the Senate Blue Ribbon Committee hearing
[2:32:26] on the flood control scandal
[2:32:28] will happen tomorrow.
[2:32:29] He is still the legitimate legal Senate president,
[2:32:32] and there is still a functioning committee.
[2:32:35] Of course,
[2:32:35] all of this happened
[2:32:36] after
[2:32:38] Senator Chief Escudero showed up
[2:32:40] today,
[2:32:42] giving the now new majority quorum.
[2:32:46] They were now 12.
[2:32:47] From 11-11,
[2:32:48] they were now 12-10.
[2:32:50] So with that quorum,
[2:32:51] they were able to declare
[2:32:53] the former minority,
[2:32:56] declared all positions,
[2:32:58] committee chairmanships,
[2:32:59] in the Senate committees,
[2:33:00] vacant and assigned new chairman,
[2:33:02] which we are flashing
[2:33:03] on screen right now.
[2:33:05] Earlier,
[2:33:07] Senator Erwin Tulfo
[2:33:08] held a press briefing.
[2:33:10] He was asked one question,
[2:33:12] and I wanted to bring that up again.
[2:33:14] One of the reporters asked him
[2:33:15] about whether Malacanang had a hand
[2:33:18] in this,
[2:33:19] in Senator Chief's
[2:33:20] showing up and joining
[2:33:21] them
[2:33:21] to form a new majority.
[2:33:24] His only reply was,
[2:33:26] Bakit makikialam ang palasyo?
[2:33:28] This is the Senate.
[2:33:29] We are another branch of government.
[2:33:31] Now, for context,
[2:33:32] we know that
[2:33:33] Senator Cheese Escudero
[2:33:34] himself is facing
[2:33:36] corruption allegations.
[2:33:37] In fact,
[2:33:38] the former Senate President
[2:33:40] Cheese Escudero
[2:33:41] submitted about six days ago
[2:33:42] a counter-affidavit
[2:33:44] answering allegations
[2:33:45] of his supposed involvement
[2:33:46] in the flood control
[2:33:48] kickback scheme.
[2:33:49] The Office of the Ombudsman
[2:33:51] earlier,
[2:33:51] before that,
[2:33:52] announcing that the
[2:33:53] plunder and graft complaints
[2:33:54] against him
[2:33:55] had passed the fact-finding stage
[2:33:56] and was under
[2:33:57] preliminary investigation already.
[2:34:00] And that's it
[2:34:01] for Market Edge.
[2:34:02] I'm Michelle Long.
[2:34:03] Keep it here on ANC
[2:34:04] for the latest.
[2:34:17] For three decades,
[2:34:18] ANC...
