Consideration of a request for a waiver request, conditional use, site plan, elevation, and landscape plan approval for Z car wash. The properties are located at 551 North State Road 7 and 4101 Northwest 5th Street and zoned B-AM Gateway Auto Mall. Staff, if you would. Good evening, planning and zoning board members, assistant city attorney, members of the public. My name is Thelene Rainford, a planner with the City of Plantation's Planning, Zoning, and Economic Development Department. Presenting tonight's item number one, PP23-0046, the Z car wash. Johnny, if you please. We're ready for you. I have terrible drawing. All right. Thank you so much. The applicant has three requests tonight. The first is for a site plan, elevation, and landscape plan approval to construct a 3,998-square-foot automated car wash with vacuums. The second request is for conditional use approval to allow an automated car wash with vacuums in the B-AM, which is the Gateway Auto Mall. And the third is for a landscape waiver from Chapter 27 of the City Code, and staff has also identified one area of the plan that does not meet code, which will require at least one zoning waiver. The location map shows that the property is located in our C-R-A, which is our community redevelopment area. It is on North State Road 7 on the west side. The zoning map shows that the property is zoned B-AM, which is Gateway Auto Mall. It is existing land use, is local activity center, and the property is currently vacant. There are actually two properties, two parcels here, one located at 551 North State Road 7, and the other at 4101 Northwest 5th Street. The adjacent zoning districts, we have B-AM, which is Gateway Auto Mall, and we will see that on the north and on the east. And to the west and to the south, we have health care services. The agent tonight, Eric Munoz, is not here, but we have Daniel Ruiz from the Zuman Group. The area map shows the public notification boundary in purple. Any property that is within or touching the public notification boundary received a notice informing them of the proposed use. Twenty-four notices went out, and only one objection was received from the property owner to the west. The aerial map also shows the errors characterized by the following uses. To the north, we have a used auto establishment, which is the SLJ Motors of Miami. To the east, we have North State Road 7, along with some commercial uses and auto-related uses. To the south, we have an existing service station, northwest 5th Street, and then the legal aid of Broad County. And to the west, we have a medical office building. So the site plan shows that the proposed two-story building on the northern portion of the site. It also shows the related parking. We have 19 parking spaces proposed, the 14 of which will be designated for customer use with the vacuum pumps, and five designated for the employees. The applicant did state in their letter of intent that they will have two ships with five employees each. The site plan also shows that there are two means to enter the site. One is from North State Road 7, and the other is from Northwest 5th Street. There is only one exit to the site, which will take you on to Northwest 5th Street. And the site plan also shows the proposed landscape buffers and landscape islands throughout the site. So the architectural style of the building, it's typically a flat roofing system. It's contemporary and linear, and it introduces or uses colors both in white and in gray. We see here, both on the north and south elevation, we have a stone veneer wall to table, which is about four feet in height. And we see the stucco wall finishes, along with storefront glazing. On the east elevation, which faces State Road 7, this is the exit from the single tunnel car wash. And we also see the open terrace on the second floor. On the west elevation, we see a continuation of the stucco walls and the stone veneer. On the west elevation, this is where the cars will enter the single tunnel car wash. So this is a perspective view, excuse me, of the building at the main entrance to the site from State Road 7, looking west. We're looking here both at the north and the east elevation. So we can see not only the materials that we discussed before, the open terrace. We see the storefront glazing. But we also see the two pay booths that they will utilize to take the cars around. This perspective view of the building is from the interior when you enter from northwest 5th Street. We're looking at the south and the west elevation. This is, remember, how you enter the single car tunnel, car wash tunnel. And we see the parking spaces here with the double and the single vacuum pumps. The material schedule and color palette. We see the stone veneer that's proposed for the building and also those color finishes in white and in gray. And we also have impact glazing. The development has to provide us with a proposed landscape plan. And this has been provided. We also have the landscape architect of record here tonight also. It shows the proposed landscaping material and planting material for the site. So the first floor plan, we see the single car wash tunnel to the north of the building. And there is an office along with two bathrooms. We have a little bit of storage, an equipment room. And there's an area for vending machines and the staircase that will lead you to the second floor. And that will lead you to another two additional offices, two bathrooms, a conference room, and an open terrace. A traffic study was also provided by the applicant. And we have the engineering director to speak a little bit more on this. So the critical, good evening, Samira Shalan, the city engineer of City of Plantation. And the critical portion of the traffic study was focused on two component, the queuing analysis to ensure no spillover on 441 or 5th Street, and a traffic management plan. So the applicant had selected an equipment with a production rate of 110 cars per hour, and this is what the applicant had provided. And throughout the traffic study, he ensured through a thorough analysis that the stacking and the queuing will not negatively impact the roadway system. In addition to that, at peak hours, also the applicant had provided throughout the traffic study a traffic management plan where he is planning to deploy staffing with cones and handheld paying devices where he can manage his traffic on site to ensure no spillover on 441 or 5th Street. And I will be available after Selene conclude her presentation for any additional questions. This slide will show the site circulation and connectivity. We see in blue as you enter the site from North State Road 7 and from 5th Street and how the traffic will circulate interior to the site. And the green arrows show as you leave the car wash tunnel and you exit the site onto 5th Street. I should let you also know that there is a sidewalk that will connect to North State Road 7. So the parking ratio for an automated car wash is one space per vacuum machine. The applicant has indicated that there will be eight vacuum pumps, six of which will be double pumps and two will be single pumps. For the six double pumps, 12 spaces are required and 12 are provided. And for the two single vacuum pumps, two parking spaces are required and they're providing two. They have also dedicated five of those parking spaces to employees. And so the total required parking is 19 and they have provided 19 spaces. Of those 19, two are ADA and one is EV capable. So the second request that the applicant has is for conditional use approval to allow an automated car wash with the vacuum pumps in the Gateway Auto Mall zoning district. The applicant did respond to the criteria in Section 27-45. And in summary, the proposed use will be consistent with the general plan for the physical development of the district. The proposed development is compatible with adjacent commercial uses and the proposed conditional use will not adversely affect the general welfare of residents, visitors, or workers in the neighborhood. The third request is for a landscape waiver, only one, and the staff has also identified one area of the plan which does not meet the code, which is a zoning waiver. From Section 27-85-1, and the site is required to have a minimum open space of 30%. And the request will be to reduce that open space requirement from 30% to 27%. The landscape waiver, it affects the LPZ, which is a landscape pedestrian zone length, width, and the number of shaded trees. With respect to the length, the applicant is required to have, and this is all affecting the South LPZ. 90 feet in length is required to 36.71. For the width, 10 feet is required, and they're reducing that to 3.81. And for the number of shaded trees on the South LPZ, they are required to have three trees, and they're reducing it to zero trees. The applicant did hold a community meeting on October 26th at the Jim Ward Center, and in the backup, you would see those community meetings summary and notes. The applicant did indicate that no members of the public attended the meeting. At the time your staff reports were provided to you, there were no comments, there were no objections in writing or phone calls to the youth. However, on February 2nd, we did receive a phone call with an objection from the property owner to the west, and that's the medical building. And I believe that property owner may be here tonight. And at this time, there aren't any violations issued for the subject sites at this time. So the staff analysis, we find that when it comes to combatability, that the proposed development is compatible with the surrounding development pattern and zoning designation, that it meets and is in compliance with the comprehensive plan. It is consistent with the zoning code with respect to 27-50, which is the site development plan sufficiency, which it meets. The zoning for the notice for zoning measures, which is 27-41, that is also met. The condition use criteria in 27-45D and 27-52G to the practical difficulty waiver is also met. And in conclusion, based on the findings and conclusions outlining the staff report, staff recommends approval subject to the staff conditions noted in section VB of the staff report. So obviously it's a car wash, so you wouldn't need as much of a pedestrian area. But where are the seating for the people while the car wash? So, where they can, you know, if it's too hot outside, they can buy something from the vending machine and sit there as well. And as for the terrace, I'm not 100% sure. I think that will be the owner. Would that be open to the public or is that? Okay. So, yeah. So, the only open area to the public will be this area here. If they want to sit inside, comfortable with the AC or they'll also have the space here. Um, with the sidewalk where they can. So, there wouldn't be trees, you're saying, for the outside seating? So, I'm just trying to figure out, um, so you want a waiver not to have as many trees. So, I'm trying to figure out, at car washes like this, people either, usually their seats outside where they wait for their cars or they go inside. Okay. So, I wanted to see, you were saying outside seating, inside seating. Okay. How many people does it fit inside? And is your intent to have outside seating but without shading? Okay. The system is, uh, is an automatic car wash system. And in this system, uh, there is, uh, no need to, the customer should sit there. Okay. They, they, the automatically, it will be washed the car within one to three minutes and then the customer will drive it to any vacuum parking and vacuum it and have a nice day. That's it. There is no need to, yeah, if they need any accessories like, uh, anything, they want to buy some water or something, anything for the accessories for the car, then they come inside and park and leave it and come inside and take it and they can go. So, but, uh, it's a self-cleaning. It's not that, uh, they have to sit and the employees are going to clean it. It's not that system. Okay. So, you're driving through. Yes. My other question then, what is the purpose of the conference room and that top terrace then? Okay. For the conference room is, I have five employees. In the morning, I have five employees in the evening. We have to manage them. We have to train them. We have to tell them how to do the customer service for the customers. We have to teach them because employees are not, uh, I mean, it's, it's not guaranteed that they're going to keep it over there. We have to continuously train them. So we need some space that where we can train them and then send them for the service. And, uh, another good point to make that he's talking about that is that part of the, of the, uh, success of, of the whole project is the team that will be part of, uh, of this, um, of this company. Because a lot of the traffic management plan is based on the employees that will be on site to make sure. Because one of the biggest concerns that we received from, from engineering, from traffic was during peak hours, you know, that cars don't back up or that they don't start cutting other cars. So we'll have the employees on site and they really have to make sure, or, you know, the owner has to make sure that they understand this traffic management plan, uh, you know, to keep the traffic flowing during this peak hour. So, uh, if you guys want more details with the traffic management plan, we'll be more than happy to explain that as well. So that's a conference room training room. What is the purpose of the open air terrace? Basically just to control the traffic. If I am there, if the manager is there, he can see from all side that is there any blockage or is there any issue? Is there any problem? So they can, he can assist and they can, in the intercom, they can ask the employee to do and help. So this is the reason that we have on the front that the manager can see that, or myself, I can see that. Is there any issue? Is there any problem? Then we can take care of it right away. Okay. My other question, and I'm not sure if you know this or not, is, I assume this is a car wash where, you know, you drop your car if they wash it and whatever, but this is an automated car wash. And so there's automated car washes at several gas stations. Do you know how close is the nearest car wash to your facility? Yes. We actually, I don't, I think we would have to look at the, I think it's on the letter of intent. I'm not sure if you have that number somewhere. I can look through my report. But I believe within the city of plantation, we didn't find any of these type of automated car washes. I believe that, or there might be one, right? Or there's none, right? Yeah, I think it's in the city of, of Lauderdale. But within the city of plantation, there's none automated car washes. So, I'm sorry, I'm just trying to get the details. So, an automated car wash, how is it different than the car wash where I'm at the gas station and drive-through, since this is a self-drive car wash? Like, what's the difference? How long is your car wash? What is, what makes your car wash different than Chevron's car wash? It's totally different. It's a hundred feet tunnel in which the car was pulled inside by itself. And there is a conveyor by which the car is pushed from one side to the other side. And, and each panel, we have 10 to 5 feet, 5 to 10 feet places where the brushes, where the car shiner, where the tire shiners, where the cleaning and blowing system to blow all the water and all the grease from the body. So, it's more convenient for the customer as compared to sit somewhere for two hours or three hours and give some people to clean the car. I mean, the way it's, it's, change is there. So, in one hour, minimum 50 to 80 cars, you can easily clean it. And if the customer want, they can vacuum by itself or they can leave rather than if you go to the Chevron gas station or somewhere. First of all, it's a simple old system. It's a 5 to 10 feet place where there, there's a brush is running around the whole car. And the cleaning and the quality of the cleaning, it cannot be matched with this type of system. I mean, Chevron gas stations, car wash, you can install it in $100,000 to $200,000. I am spending only in the tunnel at least $2 million, only in the equipments to make it, everything is done within three minutes. And you're going to save the time of the customer, you're going to save the time of your workload also. So, you're saying it's an average of three minutes to make it through the car wash. Yes, and after that, if customer want to vacuum, it's up to him that you can park the way you want it. Vacuum is free. The way you want it, you can clean it. Thank you for answering my questions. I appreciate it. Good evening. I'm Brandon White with Landscape Architectural Services, the landscape architect of record. We're located at 1708 Southeast Joyhaven Street, Port St. Lucie, Florida. Just to clarify the nature of the landscape waiver question, there's a landscape pedestrian zone area requirement for all sides of the building. The waiver is regarding the width and length that's being provided for that. There are three trees required on that south side of the property or the south side of that building that aren't able to be planted there due to spatial constraints. We are planting those trees around the building, so we're meeting the total number of required trees. We're just moving them around the building where we can plant them. That makes sense. Thank you for clarifying. Vicki? You have two shifts. What are the hours that your business will be open? Might as well stay here. I've got a few questions. Okay. Exiting onto State Road 7, 441, north and south, I can understand going south. They make a quick right turn. The people that want to go north on State Road 7, how do they do that without holding up traffic? I can answer that question. So the best way to enter the site, if you're going through State Road 7, they would have to enter through Northwest 5th Street, which would be, you know, with the less traffic other than coming around. So when they exit, if they wanted to go north on State Road 7, is there an exit lane? Is there a place to make a U-turn? If they're coming from where? From State Road 7. Well, you're right on State Road 7, right? There's no exit onto 441. No, there's no... Okay, so is there a way to, if you're on 5th Street, can you go north? You have to go through three lanes of southbound traffic to make a turn to go north. Is that correct? Okay, so I'm sorry. I want to make sure I understand your answer correct, your question correct. You're exiting 5th Street. Uh-huh, so right here, right? You're going to make a right turn, which means you're going south. Is that correct? So here, this is 5th Street, right? So you're saying if you make a right turn... Right on to State Road 7, you'd be going south. Yes. If you wanted to go north on State Road 7, is there an... If you have all these people backed up, what happens to that? This is, and I'll let you... I'm not saying, I'm not putting, like, a wish on you, but it does happen. Oh, absolutely. Everything breaks down. Yeah, that's what we're here for. We want to answer these questions. So my answer to that would be, again, the staff. And that's why, as I mentioned before, it's very crucial that the staff is very well trained because they're the ones, they're going to be the people critical during either peak hours or if anything happens, you know, a car breaks, the car wash breaks, anything happens there, there will be a minimum of five people there that will help guide the cars around in case that there's any issues within the car wash. Okay, the only other question I have is, I'm going to have my car washed. So I drive to your location, I pay my money to whoever's there, and I stay in my car while it goes through the automatic car wash. And then when I get out, the car's wet, right? No, it should be dry. Yeah, there's a dryer. Okay, is it in the dryer? Okay. But I still say, gee, you know what, I always pop the trunk of my car because water always gathers, and when I wash my car, I always dry it off. Is there a place where I'm going to be able to move my car? And how many spaces are there for people that after they do the wash that they pull out? Yes, absolutely. So that's one of the things that the owner was mentioning as part of this car wash that compared to the Chebron's or other car, is that they'll actually have the opportunity to vacuum, or if they want to do any polishing, like clean around, they'll have all of these spaces available in here right in front of the building, or they'll have one, two, three, four, five spaces here to use the vacuums or just park there and do whatever they need to do before they head out. And the vacuum is included in the price of the car wash? Correct, they'll be free for the users. Thank you very much. Thank you, Ms. Vicky. Any other questions? Yep. Does a city architect agree with the total number of trees is being planted? Do you agree with that statement? Yeah, Indeli's not here today. No. Well, I know the landscape architect said the total number of trees was the same. I'm just wondering, is there anybody that can confirm that? The city landscape plans reviewer, he's not at this meeting at this time. I'm not sure if the director will be able to provide some information regarding that. Well, for the record, Dan Holmes, planning, zoning, economic development director. This has gone through the development review committee process, and the landscape architect has reviewed the request, and all their comments are here. So they are aware of the proposal. Is that your question? Are they aware? Well, I'm just saying the company's landscape architect made a statement that it still is the total number of trees is the same. And I just don't know if we can confirm that. We can confirm that. It should be confirmed, yes. Okay. And then secondly, I'm sure like most people, traffic is a big concern. My concern with having staff direct traffic is the drivers today don't listen to police officers. Why are they going to listen to your staff? And what happens if we say yes to this, and it's a total disaster, and we're blocking 441 all the time? What is there? Is there any recourse to the city for that? Hello, Mr. Spear. Yes, that's a great question. We've actually gone through this not just with the city, but with FDOT, since this is a state road. So that was their number one concern. So we've gone through several rounds of discussing the impact of this project, not only on State Road 7, but in the whole site as well. And the way that we are proposing our project is, I mean, I don't want to say impossible because everything is possible, but we've taken care of every detail that has been brought up to our attention. I strongly believe that we've created the most efficient possible site plan to avoid any type of car stacking up into State Road 7 or even, you know, anywhere else in the site. As you can see here, I'll give you a brief explanation of how it's coming up. So here, so the way you have it here, cars are coming into from State Road 7 here, and they'll come in here, and they'll have two lanes, as you can see here, this great area to stack up. And in case that these two lanes get full, the cars will be able to go all the way around the site. And, you know, as they come through here, they'll be able to assess this Q&A lane as well. So if they do decide that they don't want to wait, you know, since there's a lot of cars in there, they'll have the opportunity to exit the site from here. So there's no way that they're going to be scared or get caught up in there and say, oh, crap, you know, I don't want to be here, or, you know, there's too many cars, and now I'm stuck here waiting for nothing. So they'll have the opportunity from the moment they enter to assess the situation, and also the staff will be there to tell them more or less the wait time that they'll have to be there in order to access the queue. And then we also have all of the space in here as well for the cars that do decide to stack up in here. So we have plenty of space for the cars to wait in there. I believe, per the code, it requires four cars in there. So we got four, eight, and then here is 12, 12. So, but, you know, but more cars can fit there as well. So, you know, and then we also have the cars that do decide to come from this side that can also wait in this area here as well. But, you know, again, that's where the staff comes into play to make sure that the cars are moving through and there's no cars stacking up either here or here causing any traffic. As the city engineer and the engineering department, we work also on traffic management throughout the city. If the site plan gets approved by this body and by council and get implemented and they have negative impact on the roadway system, we will issue a citation throughout our code violation process and can end up in closing the business or recourse to answer your question of the recourse that the city has. Okay, perfect. Thank you. Thank you. And then, hello, good evening. My name is Eric Munoz. I'm the owner of the company. And our address is 2893 Executive Park Drive in Western Florida, 33331. And I just wanted to add to the good faith of the owner. They actually, when we first started this project, that parcel on the bottom left corner is a completely separate parcel. He was actually going to do a completely different business, nothing to do with the car wash. When we went through the planning, we determined that this was the best option. So he actually completely, you know, gave away and gave up any other opportunity for another business to kind of dedicate this and give more parking and more fluidity of the traffic. So it shows, it's kind of a good faith gesture of him to show his dedication to actually making sure that this doesn't impact 441. So you can flow back and forth very, very freely throughout the site. I just wanted to add that because it's something that it was a very important decision for him, which was a financially important decision. And that's the route he decided to go. I just wanted to add that. Anything else from the days? Any comments from the chamber? Staff, you got a journey? I wanted to address Mr. Spears' question a little bit more detail. Give me a second. Michael Alpert, in response to your inquiry about landscaping. So the building requires landscape, pedestrian zone, wherever it abuts parking areas. So that, in this case, it would be where the vacuum spaces are. Because of the configuration, they weren't able to provide the length of that area and the trees in that area. There was an exhibit that's in your backup. And bottom line is the required trees for the whole landscape, pedestrian zone is eight trees. And they provided eight trees. But, for example, they provided four where three were required on the north, zero on the south where three were required, three where one was required on the east, and one where one was required on the west. So they made it balanced overall. And there's a provision in the landscape code called flexibility in landscape design, which applies to the gateway area. So they're allowed to do this kind of thing. If they can't actually feasibly make it work, if they provide the same – if they essentially meet the requirement somewhere else on site, then that's acceptable. You're welcome. I just have one more question, I guess, for engineering. I assume, and if you say yes, I'm satisfied, that the water collection separation for all of the grease, et cetera, that would come off of washed cars as a result of that car wash, is there a separator that is built into this system that has to be used and trapped and everything else, and you're happy with the specs on it? So there was no detailed plans for that yet because this is site plan, not production plans. However, this property is within Broward County Environmental Protection Regulations, and they have to obtain not just surface water license, they have to adhere to higher regulation because of the car wash and the detergent that may negatively impact the stormwater runoff. So the details will be provided part of that plan for the city approval and Broward County approval. Got it. I'm okay with that then. I'm just going to bring up something that I've been speaking with you about, Mr. Chair, and that's regard to the murals in the city. I have been working on that, getting a little description of the murals. So, what it looks like, I am going to be able to get the information from the artist. Okay, good. What I think we've been kind of looking at doing in the city, instead of providing information there at the site, is to look at possibly providing a QR code, which would go back to the city's website. And then, I think we could maintain that information. So, that's kind of where we are. I just wanted to give you an update that I'm working on that, that it hasn't fallen on deaf ears. I actually, like, as you know, you said we've been talking about it, and I've always been a huge supporter of that. And I actually like the idea of a QR code linking to the city site, because that means you can then link all the separate QR codes, hopefully, into a map of the city to eventually create a walking tour. Right. So, I am all for that. And that's then easy also to correct, and you don't have to worry about somebody ripping it down or vandalizing it, because it's easy to just straight reproduce.
