We start with an invocation, start with an invocation. Please rise. Commissioner Bastien, can you lead us in an invocation, please? Thank you, Mr. Chair. Please close your eyes and bow your heads. Dear Lord, guide us, protect us, illumine the lamp of our hearts, and keep us safe in your embrace today and always. Heal the sick and give us the courage and the wisdom to make the right decision for the residents of Miami-Dade County. We ask all this, dear Lord, in your name, as we all say, amen. Commissioner Rogelow, can you please pledge to the flag of the States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Madam Clerk, can you please call the roll and announce the presence of a quorum? Good morning. The clerk's office received notice that Vice Chairwoman Steinberg would be absent from today's meeting. Commissioner Bastien? Commissioner McGee? Commissioner Regalado? Vice Chairwoman, sorry, Chairman Garcia? Three members present. We have a quorum. Madam Attorney, can you please walk us through the agenda? Yes. Now would be the time to extend the reasonable opportunity for the public to be heard. All right. Where the reasonable opportunity for public testimony is open. Is there anyone from the public willing, wanting to testify? Seeing no public testimony, we're going to go ahead and close it. Madam Attorney? The matters on today's agenda are those listed in the official agenda, along with the changes listed in the changes memo. There's a Scrivener's error on item 3E on pages MDC002 and MDC003. In the Mayor's memo, the references to seven conveyances has been corrected to six conveyances. Additionally, the sponsor of item 1G1 and its supplement has requested deferral of this item to no date certain. This item would be deferred to no date certain upon the setting of the agenda. A motion to set the agenda is now in order. Second. I see that the agenda is set. I would like to pull 3D. Anything else, members? All right. Perfect. All right, Madam Attorney. I guess we're agenda. Is there a motion to set the agenda? All in favor, say aye. Okay. Moving the balance. I'm sorry? We're moving the balance minus 3D that you pulled. Yes, ma'am. All right. All in favor of, I guess, is that a voice vote? Yes. All right. Madam Clerk, can you please call the roll on moving the agenda? Commissioner Bastian? Yes. Commissioner Regalado? Yes. Chairman Garcia? Aye. Motion passes unanimously. Mr. Chair, if I could co-sponsor 3E with you? Absolutely. Thank you. I was shocked that it didn't come earlier. But anyway, okay, so I guess we're now on 3D. Yes, Mr. Chair. Yes. For that, Mr. Chair. Okay. All right. Perfect. On 3D, I see, Madam Director, I see that we are spending $200,000 in appraisal of our parks, correct? Is that what we're doing? Good morning, Mr. Chair. While this is allowing us to spend up to $200,000 in a calendar year for appraisal services, should we need to? Okay. All right. Perfect. And I just want to make sure that I want to put on the record that recently there was an article talking about Grandham Park. And I know, Commissioner Regalado, this is in your district. I think we just have to be very careful as we move forward when we look at the redevelopment of some of our parks. I want to make sure that anything that comes with these redevelopment packages, we always keep in mind the pristine nature of our parks, not only Grandham Park, but all of our parks. You know how I feel about Amelia Earhart Park and the work that we've been doing up there. And it's extremely important that we're mindful and vigilant of the proposals that come to the county. And anything that may come to the county, I would like to make sure that this committee is made aware of from the onset when it comes to any proposals having to do with any of our parks. I would really appreciate that. Mr. Chair? Yes, Madam Chair. Yeah. No worries. Commissioner? So about Crandon, this, we have not received an unsolicited. This was a presentation that was made. And I've met with them. It would be a private fundraising effort. Not only is Crandon protected by Article 7, but it's also protected by the litigation that the county had with Crandon. So Crandon has supersized protections, which is why, as the article mentioned, this would be a gift to the county. This would not be a private venture. This would be fundraising to fix and expand the services that the county provides at Crandon. But it would be run by the county, owned by the county, operated by the county to the benefit of Crandon and the county. I'm not interested in privatizing any aspect of Crandon. But there is a need for a certain level of golf course that has come up. And that's why there's private donors that are considering doing that in Crandon. But that still has a lot of moving parts. And it would probably come to us as an unsolicited or as a gift, which would come before this committee and the Board of County Commissioners. Thank you. And I appreciate that. And the reason to bring up the issue is we see what's happening in our community. And it's great to have all these individuals, all this wealth that's coming into our community. And we're trying to transform a lot of our sites that we hold dear. And I just want to make sure that any issues relating to parks and the unsolicited bids that have to do with this committee, that they are brought to this committee immediately just so we can vet them as well. So I just would like to keep you and us informed of everything that happens with our parks. Understood. With that, is there a motion to move item 3D? Move it. Second. There's a motion to move item 3D. All in favor, say aye. All opposed, like, sign. See the motion adopted. I think we're at the end of our agenda. Anything else, members? Any other issues? No. The only thing that I think we might want to take on at some point is I know that we have a lot of things that we've added to, like, future funding. I think after the election, no matter what the outcome is, this board might, this committee might want to take a look at that and try to figure that out because there's a lot of things that we've packed into future funding before the current state of our parks department. So it might be a good idea to take a look at all those things and try to figure out what we can and can't afford and in what year because there's a lot of things that are coming automatically out of future funding, and the future funding is just not there. So I think it would be helpful for the department and for us to have that conversation and see what we really can do and what our current needs are to maintain our current facilities because it's great to, like, build new, but as we've talked about on several occasions, we have a lot of aging facilities. So I think we should probably have that conversation here because we didn't really get to do that during the budget. Absolutely. We'll do it right after the elections. I think that's the appropriate time. Madam Director, if you can start preparing for that conversation, regardless of how the election goes, I think it's important information for us to have and just to vet it so the public can know exactly what is happening with our parks and the future funding and the needs that we have for capital and so forth. I think that will be very good for the public to have that information as well, not only our committee. So I appreciate you. And Commissioner Regalado, thank you for bringing that up. And with that, yes. Mr. Chair, I think that it's a good idea. Thank you, Commissioner and Mr. Chair, to have these conversations because all parks are our jewel. They are our jewel. They play an important role in our communities, in our neighborhoods, and we need to do our best to keep them open for our children, for our neighborhoods, all the neighborhoods. So whatever we can do to maintain the parks and keep them available for the residents, I think we should. And I welcome this conversation, and I'm looking forward to partake in it because I think it's important. And it's better to always be proactive and reactive. And I agree with you on the concern that you raised, Mr. Chair, about parks. We need to be vigilant because not every space needs to be developed, needs to be privatized. So we need to be vigilant. Thank you. I appreciate you. And before we adjourn, I just want to take this opportunity and thank the PROS team, both the administration and everyone on the field for the amazing work you do to ensure that our parks are pristine. Thank you all for the work. Sometimes we forget to say thank you. So publicly just want to acknowledge you all and appreciate the work that you do to ensure that the people of this community have open and green spaces that they can enjoy with their families. So with that, Commissioner Regalado, moves we rise. Thank you, Commissioner.
