J.C., ready? Commissioner J.C., Commissioner Lopez. Madam Clerk, please call the roll. Good afternoon, Commissioner Bermudez, Commissioner McGee, Commissioner Regalado, Vice Chairwoman Lopez, Chairwoman Bastion. Here. Three members present, we have a quorum. All right, thank you for standing up for a short prayer followed by the Pledge of Allegiance. Dear Lord, unite our hearts and reveal to us your great purpose. Help us in all our endeavors and grant us the strength, the courage, and the wisdom to serve all the residents of Miami-Dade County. Leave us not to ourselves, dear Lord. Guide our steps by the light of your knowledge. Cheer our hearts by your love. Heal the sick. Shower us with your blessings and keep us safe in your embrace today and always. We ask this in your name, dear Lord, as we all say, amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, and the invisible liberty. Thank you so much. You may be seated. Now it's time to open reasonable opportunity for the public to be heard. I don't have any cards yet. No card today. Wow. All right. Okay. Is there anyone willing to speak on any of the items on the agenda today? Seeing no one approaching, reasonable opportunity for the public to be heard is now closed. Mr. Attorney. Good afternoon, Madam Chair. There are a number of changes to your agenda, the addition of item 3B, 3C, 3D, and 3E. In addition, Commissioner Millian Orbis is requesting a deferral to no date certain of item 3A. With those changes, a motion to set the agendas in order. You can also handle the deferral upon the approval of that motion. Would you need a motion for the approval? So moved. And a deferral also included. Yeah. Aye. Motion on the deferral of 3A. Move it. Motion to defer. Commissioner, Vice Chair, Vice Chair, Vice Chair. Yes. Moved it and then seconded by Vice Chair Lopez. All in favor say aye. Aye. Any opposed? All right. Mr. Attorney. Yes. Madam Chair, the, your first, item on the agenda is item 1G1, which is a public hearing. It's a resolution approving after a public hearing the significant amendment to the fiscal year 2026, 2027 annual public housing agency plan amended plan and authorizing the county mayor or county mayor's designee to submit the plan to the United States Department of Housing and Urban Development for final approval. Make any necessary revisions to the amended plan subject to the limitations of the significant amendment and substantial deviation definition contained therein, as may be required by regulation, statutes, court orders, or safety and security issues, and 3, submit any revisions to the plan to HUD for its approval. Madam Chair, there is a proposed amendment to that item that is being recommended by the department. The housing department is requesting an amendment to item 1G1 to add copies of the newspaper advertisements and related documents that announce the correct date of the public hearing for the fiscal year 2026, 2027 annual public housing agency plan. I believe it's already been handed out with the notices. Indeed, indeed. So now public hearing on 1G1 is open. I do not have any card. Is there anyone wishing to speak on 1G1? Going once, going twice. Public hearing on 1G1 is now closed. I'm going to make a quick statement to the record, and I'll open it up for my colleagues. This amendment gives the Department of Housing and Community Development greater flexibility to explore strategies to preserve and improve public housing in Miami-Dade County. While exploring new financing and redevelopment strategies is important, the needs of existing residents must remain a priority, and I haven't said that enough on this dais. Preserving affordable housing means ensuring residents have safe, well-maintained homes and that their concerns about their living conditions are heard and addressed throughout the process. Continued virtual and in-person meetings are essential to ensuring residents understand the proposed changes and have meaningful opportunities to provide feedback. Residents deserve clear information, timely responses, and ongoing communication about both future plans and these issues affecting their daily lives, and thank you Nathan and staff for continuing that process. As the Department explores potential housing strategies, staff should remain accessible to residents and answer questions, explain proposed changes, and follow up on outstanding concerns. Moving forward, we must go hand in hand with the commitment to addressing existing maintenance issues, and there are plenty, and ensuring residents feel heard and supported at all times. Approval of this amendment will not result in any additional fiscal impact for Miami-Dade County. It allows the Department to explore potential housing preservation strategies and maintaining responsible oversight of public resources. The Department of Housing, of course, colleagues, is here to answer any questions. Now the floor is open for your comments, if you have any. Everybody is okay? All right. Do I have someone? Can someone move? So move. Second it. Second it with the- With the proposed amendment, of course, Mr. Attorney. Call the roll. Commissioner Bermudez? Yes. Commissioner Magee? Yes. Vice Chairwoman Lopez? Yes. Chairwoman Bastian? Motion passes unanimously. Mr. Attorney? Yes. Madam Chair, your next public hearing item is 1G2, which is a resolution approving after a public hearing the filing of a substantial amendment to fiscal year 2025 through 2029, consolidated plan in order to update the citizen participation plan to include a public hearing for the consolidated annual performance and evaluation report in order to comply with requirements set forth by the United States Department of Housing and Urban Development. Item 1G2 is a public hearing. Public hearing on 1G2 is now open. I still don't have any cards. For anyone wishing to speak, I see Madam President of the NAACP here. Madam, please introduce yourself and then your address. And you have two minutes. I'm coming. And welcome. Thank you. I had to run over here. I think I missed the other item. Good afternoon. My name is Daniela Pierre. And good afternoon, Honorable Chairwoman and all commissioners and to everyone. Address 7151 Northwest 14th Place, Miami 33147. At a time when housing affordability and access to safe, decent housing remains a priority for so many families, it's important that we continue to put housing preservation first. I believe the item was just voted on, but as the county continues to move forward with the amended plan, especially as it relates to RAD and North Park, there are several questions that still remain, especially about the transparency. Mentioned publicly, there was not going to be any demolition at the time. However, in the plan, on page 38, that box is checked. It talks about demolition. Not certain if that's a standard or something that has to be done to submit the application, but the demolition box is checked. Also on the plan, on page 126, it talks about designating a lead continuum of care to serve as the agency to refer up to 50 units for the waiting list. It doesn't mention the agency. Is that already in place? Is that a requirement for the application? That's on page 126. Also on page 20, it talks about the deconcentration process and policy. How does that impact future RAD plans? Will it permit any additional barriers? Also during those meetings, a lot of concerns about maintenance was expressed. And it was talked about the P&A still ongoing. So how would that help the residents now who live there today? I made it. Thank you. Right on time, madam. Thank you so much. Thank you. Thank you. Anyone else wishing to speak on 1G2? Seeing no one approaching. One more? All right. All right. Please state your name, address for the record. And then you have two minutes, sir. Absolutely. Thank you so much. Welcome. Welcome. My name is John Vaudray. I'm at 300 Biscayne Boulevard, Miami. As the director of the Miami-Dade Digital Commission, but also as a community advocate and the owner of Vet Tech Ventures, which is a housing recovery for veterans. Doing quite a bit of development for housing. I'm just coming down here to just kind of express our intentions to be as much of a resource or as much of an assistance as we can to this body and to the efforts that you guys put forth every day. We know that there's a number of different ways that you involve the community and we have developed significant resources as well as tools that we use in our own development. And so I just want to make it known and just come down and say thank you for your service and offer our assistance in your ongoing efforts. We have been seeing a significant increase in our capacity to serve our recovery victims as well as veterans through some of the increased capacity of management with our AI systems, but also the efficiency we've been able to achieve as well. There's a number of new companies as well that provided some liquidity for the deployment of these technologies and just want to make the general county aware and you guys as well. So you have our support and we offer our service. Thank you so much. Thank you, sir. Anyone else? Okay. Seeing no one approaching. Public hearing on 1G2 is now closed. This amendment adds a public hearing for the county's consolidated annual performance and evaluation report, giving residents another opportunity to share their views on housing and community development programs. The additional hearing creates a more accessible opportunity for residents in low income communities to express their needs, raise concerns and help shape the programs that affect their neighborhoods, which is extremely important. Providing a public forum allows the residents to offer feedback on the county's performance and encourages greater transparency in how housing and community development resources are administered. Updating the citizen participation plan response requests from the U.S. Department of Housing and Urban Development and helps ensure the county meets federal requirements for public participation and reporting. And, of course, HCD is here to answer any questions and now the floor is open for my colleagues. I'll move the item, Madam Chair. Second. Second. Second. Commissioner McGee? Yes. Commissioner Bermudez? Yes. Vice Chairwoman Lopez? Yes. Chairwoman Bastion? Yes. Motion passes unanimously. We have the rest of the agenda. Yep. I'm calling to bifurcate any of the items. I'm going to bifurcate 3E, so moved. Second. Second. The bifurcated item. Madam Lopez, you have the floor. Thank you, Madam Chair. So I just really pulled the item one. Thank you for your hearing. You heard me. Thank you for your leadership on this in particular. This came up today, this morning. I serve on the RDA of Miami Beach, and we have been in a MOU with Miami Beach to help their CDC take over some of the buildings. And one in particular, Meridian LLC, has been a bone of contention because there are homeless people living with elderly people. And today we reported to Miami Beach that we, in fact, were applying for the recovery engagement and evidence-based treatment for homeless people because the issue has been that homeless people have been placed in these buildings with elderly people without any wraparound services. And it's created a real public safety issue for our elderly. But this, I think, goes in a long way, and I'm so very grateful that you would take leadership on this. So thank you so much, and I'll move the item. Thank you, thank you, thank you. Second. All right. All in favor? Aye. Aye. Any opposed? All right. Thank you. Terrence, can you? Madam Chair. Vice Chair. Thank you. We'd love to co-sponsor this one, with your permission. All right. Of course. Me too. Thank you so much, Vice Chair. Thank you. Anyone else? Just confirming the co-sponsorship is on 3E. Yes. Okay. Yes. Myself as well, Terrence. Okay. Before we... Is there anything else, Mr. Attorney? Did you vote? No. Before we... We did vote. We did vote. Okay. All right. So before we adjourn, I think the comments, Danila's comments, Danila Pierre's comments, related mainly to 1G1. So I'd like to come Nathan to see if he wanted to make any comments on some of the comments that she made earlier. Nathan Cogan, Director of Housing and Community Development, through the Chair. You're recognized, sir. Thank you. Yeah. I could say that the SCART Carver, there's absolutely no intent for a redevelopment. It is to set this property up in order to go through a RAD process, which would bring in significant funds for the renovation of these updated facilities. So yeah, we've heard... We've met with Resident Council and the residents October 1st, October 8th to go over this process. And again, there's no desire to redevelop. We do want to bring in a new provider. Again, it's privately managed. And we've recognized over the years, and Madam Chair, we've done a tour of it. There are significant issues, and we want to clean that up. So our desires to provide for new and updated units and resolve a lot of these management issues. Thank you. Thank you. Thank you. I want to... I wish you to thank you and your team for keeping your doors open for the residents. There's still a lot of concerns out there, but I really appreciate the fact that you and your team are willing to listen and keep the doors open. Yeah. It's our pleasure. Thank you so much. Mr. Attorney, anything else? Yes. We were just informed by the Homeless Trust that they're seeking an advancement to the next VCC of items 3C, D and E. All right. So moved. All right. Subject to the... Yes, of course. They have to send a memo. No, no. And I did see Malette here, so she knows what to do. Anything else at this point? To adjourn. Oh. Oh. Okay. Daniela Pierre. I was asking if Colgan could just... You are recognized. What... I was asking if Director Colgan could just mention on the record what he was saying. All right. Madam Pierre. Yeah. Public hearing is now closed. Nathan. Oh, okay. Nathan. Because the box is checked and he mentioned something. So I just wanted him... He told me something. Can you just say it? Oh, okay. So you can... Can you meet with him? Can you... Nathan, please meet with Madam Pierre. Yes, ma'am. Yeah. Thank you so much. Thank you. Bye. Thank you so much. Bye. Bye. Bye. I'm Bye. Bye. Bye. Bye. Bye. Thank you. Bye. Bye. Bye.
