Good morning, Reginald Gaffney, Jr., District 8. Thank you. We have one action item on the agenda. I will open. It's Bill 2026-0540. I'd like to open our public hearing. Do we have any cards, anyone to speak on the bill? We'll close the public hearing on that. We have some Scriveners. Can I get someone to explain? Through the chair to the committee, the Scriveners items are technical in nature and correct some formatting. As well as clearing up a couple of sentence structure issues. Once again, good morning to everyone. I simply want to be added as a co-sponsor as it's very obvious that looking at the title history of the bill that this is in District 9. And the Honorable Past President, Matt Carlucci, did hold a notice meeting in regards to the content and as to why he wanted to honor Dr. Gopal with this particular marker. So, I am in full support of it. Thank you, Chair. Thank you. Mr. Carlucci. Thank you, Mr. Chair. I don't want to just pass this by because he was such a great man. But first, I want to thank the District Councilperson, Ms. Clark-Murray, Council Member Clark-Murray, for sprinkling her holy water on this and supporting it. Thank you. Dr. Gopal was a veterinarian on the west side for over 30 years. He was like a legend over there and just one of the kindest people I ever met in my life. I met him early on. Actually, when I was running for City Council back in 1987, somebody said, boy, you need to go see Dr. Gopal because he knows everybody over there. And he's asking me if he'll put a sign up. And I went over there and introduced myself. And, man, he was so kind, so decent. And as fate would have it, as time went by, his daughter now lives across the park from where my family lives. And Lakshmi is her name. She's a doctor, Lakshmi Gopal. And her son is Dr. Gopal. And he is my doctor. One of my doctors. And they are, I just, the Gopal family is very unique in that they've got this sweet disposition about all of them. And they're very kind, very giving. And so the way that I was asked about this bill is kind of funny. I won't go into great detail. But I was there to see Dr., the son, Dr. Gopal, the person that we're actually naming this after. Dr. Gopal, he passed away about five years ago. And like I said, he was legendary throughout Jacksonville, mostly on the west side. He played soccer at the University of Georgia. And they have a renowned veterinarian school at Georgia. And if you read about his life, it's remarkable. Came over from, I think, India and found his way and made his own way. Now all of his children are doctors. And so the son saw me. And it was just before I was fixing to go under a procedure. And just before they were about to put me out, he said, look, we've got this street where my dad used to live in our family. And there's nobody lives on that street anymore. You know. Yeah. Yeah. I said, well, remind me when I wake up, okay? I'm counting on you to wake me up. But I would do anything for this family. And for those of you who don't know the Gopals, they are, if you ever meet any of the Gopal family, you'll know exactly what I'm talking. And not a thing I would not do to help them. So it's a little gesture. And they already had it all figured out. They didn't want to cause any inconvenience for anybody. So this little portion of the road, nobody lives there. So it's not inconvenience to anybody. And, you know, for a couple of children that are doctors that are well into their 40s that want to honor their father in such a way, there's nothing I would ever do to not help somebody like that. And having personally known this gentleman, and he was known for a lot of the pro bono work he did, particularly with horses. Because if you get out to the west side, particularly the southwest side of Jacksonville, that's where a lot of our ranches, a lot of our cowboys are. You know, if you go to breakfast over the, I think, the last remaining famous Amos over on Normandy, you'll see the cowboys walk in every morning early. They have the hats on, belt buckles, big belt buckles. And, but he did a lot of, he did a lot of pro bono work. So anyway, that's a little bit about who this gentleman is and who his family is. And I was delighted. And I want to also thank Ms. Carla Schill for her work on this. And she's helping me on a number of other one of these as well. So it's gone through the process. Takes a two-thirds vote by the council. And so, like I said, it's the only bill we got this morning. And that's all I have. Maybe with Dua. Oh, Jerry. I'm sorry. Is Jerry here? Jerry. Okay. As you're speaking, I'm reminded of, I think it was Mother Teresa who said something, that some people come into your life as blessings and some come into your life as lessons. And it is clear that he's been both. And so it's good to recognize him, even if it's posthumously, for the contribution he's made to our city. Any other discussions on the legislation? And Council Member Boyle yesterday in rules announced that he will hold a notice meeting on August the 17th at 1130 a.m. in the Henry Koch room on his legislation on electric bikes. Item number 4, 2026-0573, item number 5, 2026-0574, and item 2026-0587. Do we have any public comment cards? None? That's good, I guess. Yes, Mr. Carlucci. 811 bill before the Council at this point. Mr. Carlucci, that was introduced to rules yesterday. Okay. I was thinking maybe that could give a sign to TEU. That would seem to make sense to do that. And I don't know if I'll let legislative services handle that. I'm not, that's not my bailiwick, but it's just an observation. And maybe that can be mentioned to the Council President.
