Alicia, how are you? I'm good. How are you? I'm well. Thank you. Thank you for putting yourself forward. I will support this because I've known Alicia for a number of years, and her heart is truly in this city. She's committed to doing what is necessary, what is right to move this city forward. So thank you for putting yourself forward. Thank you for your service. All right. Thank you. Council Member Pittman. Here, and to Alicia, I'm so glad. You know, I've known you for many, many years, and you have been a big advocate for the arts. I've seen you. We see you now. And thank you for giving yourself. This is, as you said, another way, because what matters to the arts matter to you. And so we're glad to have you in this space, and I appreciate you, and I'll be seeing you on the journey. Thank you. My name is Arlene Cameron Lloyd, 1039 Baines Lake Drive, Jacksonville, Florida. The cultural council actually started me off in my career in education. I worked for the Cathedral Arts Program, teaching dance to students. And 30 years later, I understand that arts and culture are extremely important to our children and our community. And I would love the opportunity to continue on this journey. All right. Thank you. Council Member Pittman, you're recognized. Chair and my colleagues, I also want to say, Ms. Lloyd, thank you for what you've done in the community. And I appreciate you looking to commit yourself to the cultural council because there is a space for you. And they're looking forward. I think you can add a whole lot to the cultural council. And I will support in this legislation. Thank you. Former Council President Freeman. Thank you, Mr. Chair. And through the chair to Ms. Lloyd. One, thank you all, as well as the previous person. Thank you for submitting the questions. As I was going through it, three things just jumped out. And I just wanted to put this on the record because I loved what I read here. The question is pretty basic. It says, how do you plan to collaborate with other board members and commission members and the community stakeholders to achieve the desired outcomes? And I really like to dig in on this question and really kind of get into the weeds when someone responds. But I couldn't with your response because it was spot on and it was as simple as this. And I'll abbreviate it. Listen, learn, and work. By listening, learning from others or learning from one another and working together. And that's how we come up with a strong solution. Sorry, Mr. Chair. As we're going through these deferrals, and I do this every year, dating back to when I was chair, through the chair to our auditors, our OGC, how long can a bill sit in deferment before it automatically falls off? Through the chair to Council Member Freeman and to the committee. So Council Rule 3.106 provides that any bill that's been on the agenda for two years will be administratively withdrawn and removed by the Chief of Legislative Services at the two-year mark. So that would be August 13th for this bill. All right. Thank you. And to the chair, I'd seem to be more proactive than reactive. And I really pressed a couple years ago for action to be taken by these council members. Like, hey, either we're going to move this forward or we're not just – I don't like me personally leaving things hanging out there as a threat. Either we're going to execute – I don't threaten my kids that I'm going to spank you. I either spank you or I don't spank you, right? For those who spank or time out, whatever is politically acceptable for the parenting choices in the audience or out watching, I kind of follow the Bible on that one. But that said, I don't understand why some of you – I like them, some of them, but do we have to wait for them to fall off or can we – or is there an appetite to just say, hey, reach out to them one last time and say, you know, if you don't like this, this is falling off by – so like this first one, August 13th, it was introduced. Is it from when it's introduced or is it from the last time it was heard? How does that work? Through the chair to the committee, it's from date of introduction. And I will say, you do have a couple of options. Deferral is requested. Obviously, you could take it up and hear it today in committee. The other option is if two-thirds vote of the full council votes to keep it pending, you could go that route as well. You do have a council meeting on August 11th, and if two-thirds vote to keep it pending, it could postpone the bill for another 60 days. And then at that point, you'd have to take it up, and some sort of final action would need to be taken during that 60-day period. So it buys you an additional 60 days if you were to go that route. Okay, thank you. And to the chair and to the body, I'm not forever taking action against the will of one of my colleagues if they're not here. This is going to fall off. So the first option, I would not feel comfortable with. However, if there's an interesting discussion on some of these other ones, I am interested in hearing if the council person is interested in moving forward with it. And if not, I'd make a motion then to move it off if they didn't have any heartburn about that. Thank you. Michelle, on the motion, is that a motion on the – I just want to make sure I heard he would make a motion. So I want to make sure we're in the right posture on that. Through the chair to Council Member Freeman or to the chair, I'm not sure I understand what motion you're suggesting. So, I'm sorry, through the chair, I believe the introducer would have to withdraw it if they wanted to. But if we as a body or a rules committee wanted to entertain trying to move this action forward, what would be the process then to get it to the proper posture? Through the chair, your option would be the next council meeting on August 11th. That falls before the two-year mark. You could vote to either postpone or re-refer the bill. And two-thirds – if two-thirds of you vote in that way, then it would give the bill another 60 days. May I? All right. Well, through the chair to my colleagues. I don't – I like to operate under the rule of never surprise your friends. And so I don't think there's enough time to have a notice meeting, at least on my end, with these introducers. But I do think maybe putting some on notice, if they're beyond this upcoming council meeting, that, hey, you might want to go ahead and think about taking action on these because this rules committee may entertain cleaning up the agenda. Thank you. All right. Let me go to former council president, Dr. Salem. Thank you, Chair. Just to clarify, it takes ten votes to pass it, but two-thirds to keep it on the agenda? Is that what I heard? Through the chair to Council Member Salem, yes. So it would be a two-thirds vote of the full council to keep it, either postpone it or re-refer it after that two-year mark. But ten votes to pass it if that should occur? Correct. Okay. Just wanted to clarify that. Thank you. All right. Thank you. Let me go to Council Member Lannan. Thank you, Chair. As finance chair, I will make sure Council Member Diamond is aware of the August 13th date. Also, through the chair to Ms. Schell, I do believe when this originally came out, it was a two-thirds required vote is what it was marked as. That is my memory from two years ago. So, again, don't need an answer. But I do recall us being told that that bill was a two-thirds required bill. Okay. Let me go to Council Member Morrow. Thank you, Mr. Chair. Chair, I'm going to wait until the August 13th date. But I think these two pending legislations really have been around too long. And if we're not going to do anything with them, I think the responsible government is to, governance is to have them removed. So I'm going to support it whenever that comes up. All right. Thank you all for the discussion. And I just wanted to, when I heard the motion, that's when I have to pause on that to make sure we're in the right posture. So we've already taken, we did item one. I believe we was on item number two, 2024-0996. That one is deferred at the request of Council Member Carrico. Item three, 2025-0775 is deferred at the request of Council Member Matt Carlucci. Item number four, 2024-0192 is deferred at the request of Council President Howland. Item number five, 2024-0203 is deferred at the request of Council President Howland. Curious to why this is a two-thirds vote versus, versus just 10. Ms. Kerr. Through the chair to Council Member Salem, this is because there is a waiver of Code Section 745-105H because this bill will rename only a portion of the street. And that code section requires a two-thirds vote for any waiver. So if he was naming the whole street, it would only be 10 votes? Through the chair to Council Member Salem, that's correct. Okay. I was trying to read up to see, and maybe I missed it in my pre-agenda meeting. But we do have the support of the community as well if we were to take this action. Thank you. We'll attach a revised Exhibit 1, which is the term sheet, to revise the payment terms to be on a reimbursement of $1,022.14 per month per additional bed and a one-time reimbursement of $21,398.24 for equipment and supplies. We'll update the deliverables, remove the line item budget, which is no longer needed, revise the contract term, and remove the Chapter 118 language. I mean, working with JFRD on this bill, this change to the term sheet will align this contract with the three other contracts that they have for the homeless shelter beds, so they will all be consistent. I've had multiple discussions with Captain Paramore that heads up the PATH program over the last two to three years. Her biggest issue has always been female beds. She has voiced that on many, many occasions of having females. And I don't know that this will solve it, but I think it will definitely help in that situation. Um, and, uh, I'm glad we're here to do that. Thank you. All right. Thank you. Let me go to Council Member Lennon. Uh, thank you, Chair. Through the Chair and Ms. Carraher, just to remind me on, uh, on the process here, uh, I believe Council Member Miller had a bill that anything that the Homeless Initiatives Commission recommended if it was over a hundred thousand had to come us, uh, come to us for approval. Approval, correct? Through the Chair and Council Member Lennon, that's correct. Thank you. And, uh, do you know what the remaining balance will be in that fund after this? Yes, through the Chair and Council Member Lennon, uh, there's about $690,000 left in that fund after taking into account this bill and another bill that's been introduced, 2026-578, which is for, uh, a day center. Through Chair and Ms. Carraher, so it's the 690 hours, uh, after both of those bills would be approved. That would be what was left over? That's correct. Okay, thank you. All right. Pastor President Freeman, you're recognized. Uh, thank you, Mr. Chair. And I do have a spill of water on aisle eight, so I just want to make sure anybody knows that. Um, Councilman Lennon, uh, Lennon just asked my question, so I'm just going to throw a softball out there. How did this bill, through the Chair to the auditors or whoever, how did this bill come forward for appropriations when, in the last budget cycle or the last committee cycle, we've been told that there's money sitting out there that didn't get approved? What's the difference in the process? Because I see on here, contact Chief Blanton or Dr. Tracy Polson, and Dr. Polson is listed as one of the liaisons to the commission, um, and so if nobody else is following me on this committee, but in our last meeting, we had a bill before us that wanted to mandate that we make someone attend their meeting. So I'm just trying to say, how does one bill come forward for appropriations, but yet other ones don't? Recommendations. Through the Chair to Council Member Freeman, I can't speak to that. But, uh, this bill was filed by the administration, so they probably would be the best to answer that question. Mr. Dennis. Uh, through the Chair to Council Member Freeman, uh, yeah, there was a, uh, robust, uh, conversation before, uh, and the difference, and I think, uh, it was explained, um, very well by, uh, general counsel. The difference between the JSEB having, um, an additional, uh, person there is totally different, uh, from, uh, from this commission, you know, whereas, uh, the, uh, monitor committee is just a, an oversight advisory, uh, committee. Uh, it was never set up to administer funds, uh, in the JSEB monitor committee versus, uh, this commission here was set up to, uh, be almost like a, a grant, um, issuing dollars. Uh, so, so that's the difference between the two. Uh, through the Chair. Thank you, Mr. Dennis, and I understand that, and I talk with you, or general counsel, and, and completely understand that aspect. My question was, and I love the fact that these dollars are getting on the street, so thank you all for the work that you're doing, but there's still money that's sitting out there waiting, um, that Council Member Peluso brought forward, and the reason we were told those dollars are still waiting is because that recommending commission did not have someone that wrote the memo that then initiated the act by the administration to get us to this point. my question through the Chair to, and it doesn't have to be answered. Now, I'm not trying to be adversarial. I'm just trying to understand, is it just because GFRD is actively engaged in the process, and so therefore, they stayed on the process, stayed up with you all, but how does this bill come with 400,000, and presented 623, 26, and then Council Member Peluso had a bill that was from 2025 when it was introduced that had not been funded, and that was the impetus of us being told that we needed to create legislation that someone was mandatorily on the board. We don't have to answer that now, but that's just the question that just came to my mind, is how do bills leapfrog each other? All right, thank you. Let me go to former President Dr. Salem. Thank you, Chair. This is more of a statement as we approach the budget process. We have done, as a city, a yeoman's job on homelessness since the advent of the bill by the state legislature that said that homeless people couldn't stay on public property, sidewalks, et cetera. I mean, the PATH program was initiated. We added beds to two of the homeless shelters. We've got this particular legislation, and that these dollars come from a percentage of economic development that's a permanent source of revenue for homelessness, just to remind everybody. So these dollars are continuous, and we saw a precipitous decline in the number of homeless people on the street. We all saw it in the downtown area. I'm just, as we go forward, and from the numbers that I've looked at, and I've looked at the most recent report, the numbers are fairly flat recently in terms of homelessness on the street between last year and this year. And I'm just concerned at maintaining this under the budget constraints we might be under as we move forward. And I just think we just all need to be aware of that. We have spent millions, millions in this particular area, and we've seen significant improvement. I'm just concerned how we go forward. And I just wanted to say that. Thank you. All right. Thank you, sir. Let me go to Council Member Bullen. Thank you. Thank you, Mr. Chair. I do appreciate the opportunity to speak to this. Obviously, going as far back with the CQLI, the focus on homelessness was very high on our list. I do appreciate the fact we're seeing an improvement downtown, but the fact of the matter is we're seeing a lot of migration to the suburbs. And Mandarin and other areas are seeing that. So hopefully, as we move forward in this process, we continue, and I agree with you 100%, Council Member Salem, that we need to continue to focus on this because pay me now or pay me later and pay me more much later. So I'm concerned that we don't, we compromise our ability to support the homeless community. As the Bible says, they'll always be with us. So I thank you for mentioning it, and I support your thought. All right. Thank you. Let me go to Council Member Amaro. Thank you, Mr. Chair. Through the chair, just want to make a quick comment. I'm very glad that Council Member Salem said what he said because there's still this narrative out there that the effort thus far has been ineffective when, in fact, it has been. And to empathize with what Council Member Boylan said, especially in District 1, I've seen this issue where this migration has taken place. I've stated before that this is a very complex issue. I've been on some of those campsites and with JFRD's PATH team and Al Ferraro from the blight office, and we've asked these individuals, do you want help? And they say no, and you cannot make them do anything. So it is very challenging. You move them from one location and they gathered another before you know it. But I'm glad to hear what you said and what you've said as well, Mr. Boylan, because the effort that has been put forth since I've been here, I think it's paying off, especially with a piece where individuals are given transportation back to their home, homeward bound. And so I think it's one of those things where we have to keep our foot to the pedal. Thank you. Thank you. No other speakers in the queue. We've got Ms. Councilmember Pittman. Chair, I also just wanted to add to what everyone else has said is that we definitely have to have availability and help with all of the legislation that you all know of, especially downtown. And so we have to have legislation that can address issues issues that we know that will take place after the development of downtown and La Villa and have an agency that could take care of the issues. As you all know, as Councilmember Merrill just stated, is that there are some people that just don't want services regarding or having mental capacity that just don't understand. But I think this is a trusted organization, and we need this facility. Thank you. All right. Thank you. There's no other speakers in the queue. I just want to kind of weigh in a little bit on this, and I appreciate, Councilman Bullen, your perspective on what's taking place in your district as Councilman Amaro. It's affecting him. It's affecting my district as heavily as well with these camps that are sprawling out. And so it's definitely a need that will continue to need to be addressed when the downtown is renovated, that we've got to keep this action moving forward. But kind of to support what Councilman Freeman was saying to the administration is, he was not speaking to the JSEP, but he was speaking to, in regards to Councilmember Peluso's bill about not getting the support from the administration. And I would just encourage the administration to give all these departments that are looking to reach out to have funds to help alleviate this homeless issue and any issue that the Council funds, that, you know, Council, I believe Council Freeman, you requested that attendance be sent. And kind of looking at that, I can see where there's some of the problem that there's been a lack of attendance from a lot of people that should have been in these meetings to help get it moved forward. So I just encourage that the, you know, we take a proactive look at what's taking place here and let's make the dollars that we've got available, make them go to use and meet the needs of the people out there. While itself perhaps is not public purpose overall, the resulting effect of the buildup of the basin is due to the public purpose, their broader public purpose that led to it. Florida leads the nation in underground infrastructure and utility damages, and we want to make sure that folks understand and recognize the importance of calling 8-1-1 prior to performing any digging to keep themselves safe, our utility workers safe, and keep the utilities and underground infrastructure that powers our city safe as well, and glad to take any questions should there be any. Through the chair to Councilwoman Pittman, Sunshine 8-1-1 is a private nonprofit organization that operates in Florida, and they spend a significant amount of money on getting their message out. As far as people's gas goes, we also share with our customers the importance of calling 8-1-1 and that it's required by law, but as far as what 8-1-1 spends on marketing, I couldn't tell you. So is there a significant amount, because not everybody use people's gas, and as he just said, just north of us, I just want to make sure that there is an intentional, intentions to get the information out, and I want to say or ask with people's gas, do you all put the information in your monthly bills, or is it just a separate, what do you do? Yes, ma'am. It's on our website that anyone, anyone can access at any time, our customers or not, and we also emphasize with contractors the importance of calling 8-1-1 before doing any large excavation projects. I really think that's important, because again, I had an experience where I didn't know that you were actually supposed to use locators to do the work, and it wasn't until someone told me, you know, y'all can't do anything before you get that. So, extremely important for small businesses to know that information, so I really would like to see special and older areas, you know, that information pointed out. Yes, ma'am. Thank you. All right. And then the other piece is that if you do cause damage, who's responsible? So I do think the education piece is necessary. All right. Thank you.
