Good morning and welcome everyone. My name is Dawn Damina and I am the Chief Buyer assigned to this project. This is the pre-proposal conference for Request for Proposals RFP 26-00292 Insurance Consulting and Brokerage Services. This meeting has been publicly noticed and provisions have been made for any member of the public desiring to have access to attend this meeting. This meeting is being recorded and the recording will be made available as soon as possible after the meeting has ended. Only a written addendum will change the proposal documents. All questions and answers today are not official until submitted in writing through the public Q&A module. Responses to questions will be in the form of a public notification, an addendum if needed, and posted through the public Q&A module. As noted in Section 4.6 of the solicitation document, any statements or comments made by County staff at this meeting, which might appear to modify the solicitation documents, shall be considered by proposers only as a tentative position of the County. In order for these statements to be considered as an actual change to the solicitation, they must be published in a written addendum. All questions must be submitted in writing through the unit procurement portal. The deadline for questions will be 14 calendar days after this pre-proposal conference, first section 4.6 of the solicitation document. Please submit questions as early as possible so that we can provide responses in a timely manner. Please note the County has received a vendor question which is currently under review. We are in the process of obtaining the requested information and will be issuing an addendum within a day or two. If you've already submitted a question in unit procurement, those answers will be posted and for the sake of time there's no need to restate them here. The specifications, special terms and conditions, and instructions are detailed in the solicitation document. All supporting documentation and requested information can be found in the unit procurement portal and is available for download as you scroll down through the different sections. The public Q&A area is located at the bottom. Please be advised that the cone of silence is in effect. Proposers shall not contact any employees other than myself or those identified in the cone of silence clause in the solicitation document. As a reminder, proposals must be submitted through the unit procurement portal by the close date, which is July 24, 2026 at 2 p.m. We recommend early submission in case of any technical problems. Now I will ask that County staff go ahead and introduce themselves. Good morning. I'm Brenda Coggell, Director of Risk Management and Safety for Hillsborough County. I'm Pamela Thiel, Claims Manager for Risk Management and Safety with Hillsborough County. I'm Christy Alcino, Procurement Operations Coordinator. I'm Bindi Shukla, Fiscal Manager, Risk Management. I'm Paul Almeida, Contracts Manager for both HR and Risk. Thank you. I will now turn the meeting over to Brenda to discuss the project. Good morning, everyone, and thank you so much for taking the time to join us for our free bid conference for the county's insurance consulting and brokerage coverage. The purpose of this solicitation, as you're aware, is to procure a qualified and experienced insurance professional who can provide comprehensive property and casualty insurance services that protect the county's assets while supporting sound risk management practices. The county is seeking to partner with demonstrated expertise in public entity and property and casualty insurance markets, analysis, policy placement, claims advocacy, and strategic risk management practices. Our goal is to establish a collaborative relationship with a firm that can effectively assess our property insurance needs, identify coverage solutions, negotiate competitive terms and pricing, and provide us with ongoing responsive service throughout the term of the contract. As you prepare your proposals, we encourage you to focus on demonstrating your experience in providing property and casualty insurance services for governmental entities and similar organizations to the county. Your approach to marketing coverage, evaluating risk exposures, and recommending insurance solutions. Your ability to provide timely claim support, policy administration, and account management are critical. Your team's qualifications, communication practices, and commitment to proactive customer service, innovative strategies that enhance coverage, improve operational efficiencies, and provide value to the county. We encourage all prospective proposers to carefully review the solicitation requirements and submit questions as identified by the procurement staff. Thank you again for your time. We appreciate you coming to the solicitation bit. Okay, so just some important points of the solicitation. Again, the deadline for submissions is July 24th, 2026 by 2 p.m., and we do recommend early submission in case of any technical problems. The questions deadline is July 9th, 2026 by close of business. Also, please note that there are two different bid tables. Both bid tables are required and must be submitted. And the contract term also noted in section 2.7 of the solicitation document is effective for a five-year period ending on the last day of the final month. Does anybody have any questions? Hi, this is Chip Storm. I have one question. Is there a, I think previously there was a document that you asked us to submit if we planned on, you know, submitting a response? I didn't see that in this solicitation. Is that required? Can you say your proposal response? I'm not sure what you mean. Yeah, this is Daniel Thomas with LOCT and the prior RFP, I think it was last year, we saw a document that said intent to bid document, which you were required to send in, you know, prior to your response. If I'm mistaken, forgive me, but I thought we saw that. I didn't see that requirement this time, so we just wanted to make sure we weren't missing a form. It's not a document.
