how's everyone doing today welcome to the pre-bid welcome to the pre-bid conference for ifb 26-00263 public defender first floor security lobby my name is ashley rogero and i am the senior procurement buyer for this project for the record the meeting is being recorded and has been publicly noticed today's meeting is being held by means of communications media technology provisions have been made for any member of the public desiring to have access to attend the meeting the meeting will also be available via recording after the meeting has ended as a matter of being for participants please mute your audio unless speaking bidders are cautioned that only a written addendum may change the bid document any statements or comments made by the county at this meeting which might appear to modify the bid document shall be considered by bidders as only a tentative position of the county in order for these statements to be considered as an actual change to the solicitation they must be published in a written addendum please be advised the cone of silence is in effect and bidders should not contact any employees other than those identified in the cone of silence clause in the bid document all questions should be submitted in writing via the vendor discussions in una the deadline for questions is 14 days from the publish date pre-bid conference or site visit whichever is later please submit your questions early so responses can be provided in a timely manner everyone see my screen yes thank you so the public defender ifb 26-00263 is currently open the close date for this bid is going to be july 21st 2026 at 2 p.m eastern time the deadline for questions is going to be july 9th 2026 later today we will have a site visit at 1 p.m and the address for that site visit is 700 east twig street first floor lobby tampa 33602 here are the commodity codes that we have listed for this project and this is a renovation of the first floor lobby as you scroll down you can see all the documents we've provided the terms and conditions is going to be the solicitation document this is where you'll find the scope of work and the different requirements needed for the for the contractor we also have uploaded the different plans and specs for the project the insurance requirements the bid bond document that will need to be submitted with your offer here you will also find the forms for the small business enterprise goal this project does have a goal of 10 and the letters of intent the change recently is the letters of intent must be submitted with your offer now and there there is a there is a required document slot for that to make sure you upload them please make sure you download all the documents and upload them to the required sections here in yuna you can also find the different companies that have downloaded the documents and then also at the bottom you can find the interested contractors and you can also look for subcontractors if there's an area that you need subcontractors for you can also look down here for subcontractors to help fulfill that small business enterprise goal of 10 percent the very bottom is where you would enter your questions and these will be answered in a timely manner so if there's any questions that you have please do not go directly to the department make sure they come through yuna angelica i'll go ahead and hand it over to you if you like to go over the scope of work and the details thank you thank you ashley my name is angelica cordero i'm a project manager for the capital programs department i'll be leading the project once the contractor is awarded just to go over some of the scope items this is an existing space it's approximately 200 2 910 square feet it is located in in the southeast of the first floor there is a select some selective interior demolition to some of the existing room partitions uh finishes as well as some renovation work remodeling of the interior space with existing modifications to the hvc electrical fire system sprinkler system plumbing work as well as described in the uh plans and specifications that was included in the bid packet there is a permit already issued for this uh the construction and renovation work is to increase the lobby area a new store front at the elevator lobby uh front office two conference offices a security room and an expansion of the existing offices part of the base bid we are looking for some alternate alternates that are included in the plans as well as the specifications the first additive alternate is for the first floor security lobby of the cabinetry work uh the base bid is in the entry lobby at the west location there's an existing cabinetry wall to remain as part of the ad alternate is at the entry lobby at the west wall to add to the scope new cabinetry as shown on sheet number 8 12.1 section 3 at alternate number 2 is on the first floor room 118d base bid is an enclosure data with new closet as shown in the base bid move existing data box to the right closer to the corner to fit within the new closet data box must remain connected and in service throughout the construction add alternate 2 is to provide and install a kitchenette with cabinetry and appliances within this room all work as shown on sheet 9 dash a 12.1 plumbing work is shown on p 0.1 and p 4.1 electrical devices on north wall c sheet e 5.1 and lvt flooring as specified excuse me i need my reading glasses additive alternate number three is on first floor room 118 d base bid enclosure data with new closet move existing data box to the right closer to fit within the new data closet data box must remain connected and connected to the and in service throughout construction part of additive alternate 3 contractor to provide labor and material for the cabinetry in room 118 d as shown on sheet 10 slash a 12.1 and electrical devices on south wall additive alternate number four first floor lobby conveyor base bid no scope for conveyor belt existing conveyor belt to remain additive alternative alternative alternative alternative 4 contractor to provide and install all labor and material for conveyor belt shoot as shown on sheet 1 slash a 12.2 coordination with the user agency and county security for scheduling and sequencing we also have an allowance included in this space bid it's a seventy thousand dollars for any allowances as well as a five thousand dollar permit allowance and i'm actually referencing the special conditions of the contract which is also found in the base bid packet we have part of the item number seven county occupancy and restriction of contractors access on 7.1 it states that the site and building is currently and will remain occupied and only the area of construction on the first floor lobby at the southeast area will be vacated prior to notice to proceed the first floor construction area will be available to the contractor during construction and the contractor may use the site for staging and storage of limited areas on the north jefferson street that have been submitted for approval by the contractor and approved by the project manager so we would require to provide a layout of review of where the contractor is looking to store their materials we also have a 7.4 for all disruptive uh work any saw cutting concrete placement or equipment that would require any coordination would be considered after hours work this project would be performed and may need to be performed after hours 7.5 parking the contractor shall be responsible for its parking and any of any subcontractor and material delivery throughout the contract time the contractor shall make arrangements for off-site parking if required with other property owners at no cost to the county working hours and this will be normal working hours monday through friday from eight to five the building is open during those times the contractor would provide and the pre-construction the working hours that they are looking to to work and we would notify the the user agency and we can come to an agreement on that so in section 11 as part of safety and security 11.11 the contractor shall be responsible for providing names and social security numbers for all personnel accessing the building at 700 east twigs for the use by the county security and performing background checks before entering secure areas within these buildings contractor to provide a list of the vendors and complete the criminal justice information service form that service form will be provided to you what upon awarding and that would be what would be provided to your vendors and and the security and information will be provided to the um the user agency who would be verifying and and securing and clearing your vendors so no work to be scheduled prior to clearance of background verification provided by the user agency security contact if we go to item section 13 temporary utilities and facilities uh 13.3 references the temporary toilets uh says the contractor shall obtain approval in advance for any on-site facilities to the construction crew and custodial services would be in place for the duration of the construction activities on the first floor existing restrooms so that is understood that the contractor would be providing those janitorial services throughout the construction in the event that they will be using any of the building facilities the contractor would maintain the restrooms in a clean manner 13.8 temporary office the contractor as assigned shall set up a field office within the building the location would be determined and assigned by the approved as approved by the public defender so upon awarding the public defender would provide a location in section 16 salvaged by the county the county reserves the full right to salvage and take possession of any item within the work areas designed for demolition contractor shall have no claim to any items which the county may wish to salvage and the contractor nor the contractor have any right or to compensate any such items salvaged by the county so in our pre-construction and upon the contract award we would schedule a site visit with facilities to be able to walk the space with the contractor on any salvaged items our our sbe goal for this project is a 10 percent i believe we do have our our small business enterprise contact on call as well and i'm guessing ashley's going to have them speak as well but for this project we do have a milestone dates uh in order to meet these dates and not to incur any liquidated damages uh substantial supply so completion date has been established as 210 days from your notice to proceed and as well as the final completion day is established uh 240 days from the notice to proceed upon awarding your contract that's all i have ashley thank you angelica so much thank you to sean would you like to speak in regards to the small business enterprise school oh yes i would thank you thank you uh ashley uh good morning everybody my name is dashawn hines i am the uh sbego compliance officer for this contract once it's awarded uh on this uh in this meeting i'll be going over some details and information in regards to your pre-bid process for the sbego participation the documentation uh and so on and so forth so again as uh as it was mentioned there's a 10 goal on this project bidders are required to submit the completed sbe one form which is called the subcontractor material suppliers list identifying the registered sbe subcontractors you intend to utilize on a project also you're required to use the uh submit the letter of intent for each subcontractor listed on the sbe one form both documents again are to be provided are provided by the county and are to be provided with your bid submission always ensure the sbe firm utilize has an active sbe registration you can visit our vendor compliance site for a full updated list of our hillsborough county registered sbe firms the link is hcfl.gov forward slash sbe if you do need any assistance finding that you may reach out to me and i'll be more than happy to give you the link um also visit bidders are required to use the sbe1 form and letter of intent template provided by the county no alternate letters of intent or other additional forms for sbe1 will be accepted for review again a letter of intent for each subcontractor listed on the sbe1 form is required failure to complete uh and submit the sbe1 form and a letter of intent may result in your bid being rejected uh also keep in mind that insurance and professional services firms can be utilized to meet the goal requirement uh when it comes to reciprocals an sbe subcontracted that is not registered with hillsborough county may still be used for gold participation if they qualify for reciprocal with hillsborough county uh in order to in order for an sbe firm to be eligible and reviewed for reciprocal that sbe firm must be headquartered in hillsborough county hernando county pasco county pinellas county or pinellas county and they must have an active sbe registration with a local city county or state jurisdiction located within one of these counties either their certification or their sbe registration letter must be provided with your bid submission however if the firm has graduated or been denied or has previously received a reciprocal with hillsborough county as an sbe they cannot be utilized again for reciprocal to count toward the sbe participation goal i do want to mention that good faith efforts are no longer accepted in lieu of not meeting the goal so failure to meet the established sbe goal with your bid submission may result in your bid being rejected lastly the sbe division has created video tutorials to assist bidders with uh correctly completing the sbe one form the letter of intent and reciprocal eligibility information so please make sure that you uh review those videos and follow the instructions in the tutorials to ensure that you prepare uh yourself as best as possible for the sbe divisions review uh that's all i have for now if you do have any questions please feel
