over good afternoon i am Jeanette Farrell purchasing manager and meeting facilitator i would like to call to order this reconvened final evaluation committee meeting for requests for proposals RFP number BLD 212-8700P1 janitorial services for terminals 1 through 4 a o o a o c c and r c c for for the Broward county aviation department the time is now 1 0 9 p.m on tuesday june 30 of 2026 this meeting is being held through microsoft teams representatives from the county are physically here in room 430 of the governmental center building east located in fort lauderdale florida and virtually through teens attendees please mute the microphones on your devices to limit background noises this is a public meeting and is being recorded by the Broward county the video recording will act as the official recording of the meeting the recording will be made available on the purchasing divisions website under the rli rfp repository information reviewed by the evaluation committee as part of the evaluation process will also be posted on the repository this meeting has been publicly noticed the purpose of today's meeting is to reconvene the evaluation committee to remove points allocated to triangle services inc for a locally based business under section 1-74 of the Broward county code of ordinances that were included on the evaluation committee committee committee members score sheets and recalculate total points and re-rank firms for group 1 terminals 1 through 4 and airport operations control central meeting attendance will be recorded in the following ways one the purchasing present again we missed you in the mic present thank you each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience the evaluation committee members are responsible for the follow for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submitter reviews the corner silence has been in effect since the solicitations advertisement vendors are prohibited from discussing this solicitation with the commissioners office county staff or a member of the evaluation committee the cone of silence terminates when the awarding authority takes action which ends the solicitation during the corner silence inquiries regarding this solicitation should be directed to the project manager or the director of purchasing and or his designee also vendors may communicate with their designated representatives from the office of economic and small business development at any time regarding the solicitation small business enterprise accounting business enterprise participation the summary of vendor rights regarding broward county's competitive solicitation was issued in the solicitation at this time the purchasing division will report on the findings regarding the locally based business points that are based on section 1-74 of the broward county code of ordinance and evaluation criteria thank you madam facilitator the rfp was advertised on march 18th 2025 and at the time of the submittal deadline on may 16 to 2025 21 firms submitted proposals 11 was for group one for terminals one through four in airport operations control system center and 16 was for group two for the rental car center on september 5th 2025 an initial evaluation committee meeting meeting was held to determine the responsiveness and responsibility of proposing firms the evaluation committee determined seven firms for group one were both responsive and responsible to the rsp requirements on september 26 2026 25 a final evaluation committee meeting was held at the presentations at the presentations questions answers the evaluation committee members scored the proposals and submitted score sheets to the purchasing representative to tally the results for group one pursuant to section 1-74 of the broward county code of ordinance and based on the vendor's local location certification form and supporting documentation triangle services inc was administratively allotted five points for each evaluation committee member totaling 25 points for being a locally based business the total score were as followed diverse facility solutions 298.55 points black ship aviation services llc 446.17 points gdi services inc 415.74 points lm pro services llc 343 343 points sunshine cleaning systems llc dba pritchett industries 425.68 points triangle services inc 446.53 points and united maintenance company inc 348.57 points sunshine cleaning systems llc dba pritchett industries objected to the proposed the proposed ranking and the objection was denied by the objection was denied by the person the director of purchasing subsequently sunshine cleaning services llc doing business as pritchett industries protested the protested final ranking which the director of purchasing also denied sunshine cleaning systems llc dba pritchett industries then filed an appeal to the protest determination that was submitted to the state of florida division administrative hearing for a recommended final order sunshine alleged that triangle services inc did not qualify as a locally based business under section 1-74 of the broward county code of ordinance and stated that triangle services inc did not meet broward county's nerve center requirements on june 10 2026 the administrative law judge issued an order recommending that sunshine appeal be upheld pursuant to section 21.88 of the broward county procurement code the county administrator accepted the administrative law judge's recommended order to uphold sunshine's appeal as a result the 25 points allotted to triangle services inc for being a locally based business will be removed the evaluation evaluation committee will not rescore any other evaluation criteria thank you madam facilitator thank you are there any questions no thank you thank you okay purchasing can you please announce the updated ranking the updated scores for group one for terminal one through four and airport operations control center are as follows based on the removal of the location points for triangle services diverse facility solutions points total points is two nine eight point five five flagship aviation services llc is four four six point one seven gdi services inc is four one five point seven four ln pro services llc is three four three sunshine cleaning systems llc dba pritchett industries four to five point six eight triangle services inc four to one point five three and united maintenance company inc three four eight point five seven pursuant to the code of ordinance section 1-75 b local preference if a non-local vendor is the highest ranked vendor and one or more local businesses are within five percent of the total points obtained by the non-local vendor the highest ranked local vendor shall be deemed to be the highest ranked vendor overall sunshine cleaning systems llc dba pritchett industries scored as a locally based subsidiary vendor and is within five percent of flagship aviation services llc score a non-local business vendor therefore the number one ranked firm is sunshine cleaning systems llc dba pritchett industries the second ranked firm the second rank firm is flagship aviation services llc third rank firm is triangle services inc fourth rank firm is gdi services inc fifth rank firm is united maintenance company inc sixth rank firm is ln pro services llc and the seventh rank firm is diverse facilities solutions thank you madam facilitator thank you the next order of business is acceptance of the updated scoring and ranking may i have a motion to accept the evaluation committee's results and recommendation of ranking for approval i i just have a question before we do that so based on the code of ordinance section and the being within five percent even though flagship has a higher percent total of our rankings that five percent therefore catapults sunshine over flagship did i get that right correct so the right there's a the difference in points is is less than five percent of the total score okay and so with that that provides the preference provides that sunshine can now be deemed as the number one vendor all right so our role is just to reaffirm that with the new rankings the way you prepare yes i just wanted to be and and just also to be clear on that there is no recourse for the evaluation committee members to change what's already in the code i'd like to have that on the record please no confirmed no there there's this is the only thing that's been changed right now is the removal of points from triangle which changes their overall total score no no other evaluation criteria would be review or adjusted yes i understand that but also the today as we stand today the evaluation committee members have no authority to be able to change this outcome right now no okay thank you it's not under our purview or or review correct okay thank you thank you yes so may i have a motion to accept the evaluations with the results and the recommendation of um ranking so this is mike nanamaker um i'll make i'll make a motion but not what the recommended motion is because the recommended motion says i'd like to make a motion to accept the evaluation committee's results for group one and this is not the evaluation committee's recommendation so so i at mike nanamaker i would make a motion to accept the updated ranking as read by the purchasing okay can i get a second hi this is selena saucedo i second as outlined by mr nanamaker thank you okay so we have a motion to accept the revised rankings results and the updated ranking service code let me read this again we have a motion to accept the revised scores and the ranking as changed by the purchasing division if i may if i if you can accept i think that we need to the motion is to reflect the fact that we are accepting the updated scores based on the code of ordinance and the section the appropriate section that yielded these results i'll revise my motion thank you mike nanamaker i'll make a motion to accept the revised scoring as outlined in the code of ordinances section 1-75 paragraph okay i second thank you all those in favor say aye aye aye aye aye aye aye so opposed the motion passes unanimously the evaluation committee will be the evaluation committee's recommendation will be posted on the purchasing divisions website for three business days as a proposed recommendation of ranking following this three-day period if no objection to the proposed rankings have been received in writing by the director of purchasing a final ranking will be posted for the five days five business days if no vendor timely objects or protests the rankings shall be final provided that no county commissioner objects within five business days after receiving notice from purchasing vision of the final ranking additionally in court in accordance with section 21.42 j of the procurement code and agenda item subsequently will be submitted to the board for final consideration of the revised ranking for group one as a reminder all information reviewed by the evaluation committee is posted on the purchasing divisions website repository including closed portions of this meeting which we have not committee members is there any other business that needs to be discussed at this time
