I would like to call to order this initial evaluation committee meeting for a request for proposal, RFP number GEN-212-9622-P1, Parking Management Services for Facilities Management Division and Port Everglades Department. The time is 2.04 p.m. on June 23, 2026. This meeting is being held virtually through Microsoft Teams. Representatives from the county are physically here in room 430 of the Governmental Center Building, located in Lauderdale, Florida. Attendees, please mute your microphones on your devices to limit background noise. This is a public meeting and is being recorded by Burrard County. The video recording will act as the official recording of the meeting. The recording will be made available on the Purchasing Division website under the RLI slash RFP repository. Information reviewed by the Evaluation Committee as part of the evaluation process will be posted on the repository. This meeting has been publicly noticed. The purpose of this meeting is to determine the responsiveness and responsibility of the proposing vendors for both Facilities Management, Parking Management Services and Port Everglades Parking Management Services. Only those vendors that have been determined by the Evaluation Committee today to be both responsive and responsible to the solicitation requirements for both Parking Management Services may proceed to the final Evaluation Committee for presentation and ranking. At the time of the solicitation deadline, 2 p.m. on February 25, 2026, five proposals were received and all five proposals submitted responses for both Parking Management Services, for Facilities Management and for Port Everglades. Meeting attendees, meeting attendance is recorded in the following ways. The Purchasing Division will record attendance of county staff physically here in room 430. Present. Thank you. Ahmed Ali, Construction Project Manager, Construction Project Management Supervisor, Facilities Management Division, Public Works and Environmental Services Department. Present. It is the evaluation committee's responsibility to review the vendor submittals to ensure solicitation requirements are met and to evaluate the submittals and make a recommendation to award a contract. Each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience. The evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county. At the discretion of the board, the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews. In accordance with Borough County Procurement Code, each evaluation committee member must affirm that they are free of conflicts of interest as provided by Part 3, Chapter 112 of the Florida Statue and the Borough County Employee Code of Ethics. All evaluation committee members and project managers assigned to all evaluation committee members and both project managers assigned the required disclosure form and responded that they can be free and impartial to all vendors. The Kona silence has been in effect since the solicitation advertisement. Vendors are prohibited from discussing the solicitation with the commissioner's office, county staff, or a member of the evaluation committee. The Kona silence terminates when the awarding authority takes action, which ends the solicitation. During the Kona silence, inquiries regarding the solicitation should be directed to the project managers or the director of purchasing and or his designee. All vendors may communicate with the designated representative from the Office of Economic and Small Business Development at any time regarding the solicitation's small business enterprise or county business enterprise participation. The summary of vendor rights regarding the borough county competitive solicitation was issued in this solicitation. At this time, the purchasing agent will report on the findings on the responsiveness and responsibility for both facility management services, again, for Port Everglades Department and for FMD, and identify any exceptions that were taken to the county's terms and condition. Thank you, Madam Facilitator. Proposals were received from the following vendors. LAS Florida Parking, LLC, DBA LAS Parking of Florida, P2 of Florida, LLC, DBA Pivot Parking, PSA Constructors, Inc., DBA PSA Management, Inc., SP Plus, LLC, and Universal Parking and Transportation, LLC. The solicitation had five responsiveness requirements involving compliance, which applies to both parking management services, criminal history screening practices certification, domestic partnership act certification, living wage requirements, lobbyist registration certification, and pricing requirement. For the facilities management services, the director of purchasing recommends that four out of five vendors be deemed responsive to all the responsiveness requirements. One vendor, Pivot Parking, is deemed non-responsive to the pricing requirements for not submitting their completed pricing sheet. For Port Everglades Parking Management Services, the director of purchasing recommends that all vendors be deemed responsive to all the responsiveness requirements. The solicitation had nine areas of responsibility requirements, which applies to both parking management services. Affiliated entities of the principals, affiliated entities of the principals, enterprise technology services, vendor security questionnaire, financial information, foreign country of concern requirements, insurance requirements, litigation history, office of economic and small business development program requirements, workforce investment program requirements, and payment card processing questionnaire. Subsequent to the solicitation's closing date, the enterprise technology services vendor security questionnaire responsibility requirement has been removed from the solicitation and is not being considered for both facilities management and Port Everglades Parking Management Services. For the remaining eight responsibility requirements, all vendors provided the required documentation for Evaluation Committee's review for responsibility for both facilities management and Port Everglades Parking Management Services. Refer to the responsiveness and responsibility matrix for additional information. The solicitation required vendors to state whether they accept Borough County Standard Terms and Conditions or, if they do not accept them, to identify the agreement to identify the agreement provision and vendors' proposed changes. For facilities management and parking management services, all five vendors accepted the county's standard terms and conditions without exceptions. For Port Everglades Parking Management Services, all five vendors accepted the county's standard terms and conditions without exceptions.
