It is the evaluation committee's responsibility to review the vendor submittals to ensure solicitation requirements are met and to evaluate those submittals and make a recommendation to award a contract. Each evaluation committee member was appointed by the county, administrator, to serve on this committee based on their experience. The evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county. At the discretion of the board, the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews. In accordance with Broward County Procurement Code, each evaluation committee member must affirm that they are free of conflicts of interest as provided by Part 3, Chapter 112 of the Florida Statutes and the Broward County Employee Code of Ethics. All evaluation committee members and the project manager assigned have submitted the required Broward County disclosure forms and responded that they can be fair and impartial to all vendors. The cone of silence has been in effect since this solicitation's advertisement. Vendors are prohibited from discussing this solicitation with the commissioner's office, county staff, or a member of the evaluation committee. The cone of silence terminates when the awarding authority takes action to end the solicitation. And during the cone of silence period, inquiries regarding this solicitation should be directed to either the project manager or the director of purchasing and or their designee. Also, vendors may communicate with designated representatives from the Office of Economic and Small Business Development at any time regarding the solicitation's small business enterprise or county business enterprise participation. The summary of vendor rights regarding Broward County competitive solicitations was issued in the solicitation. Broward County will be utilizing a consensus approach to provide a summarized group consensus evaluation score at the final evaluation committee meeting. At this time, the purchasing agent is going to report on the findings on the responsiveness and responsibility and identify if any exceptions were taken to the county's standard terms and conditions. Thank you. Proposals were received from the following vendors. The solicitation had three responsiveness requirements involving compliance. Criminal history screening practices certification, domestic partnership act certification, lobbyist registration certification. All vendors were found responsive to all the responsiveness requirements by the purchasing division. The solicitation had six areas of responsibility requirements. Affiliated entities of the principals, affiliated entities of the principals, financial information, financial ability, insurance requirements, professional engineer or registered architect license, litigation history, office of economic and small business development program requirements. All vendors provided the required documentation for evaluation committee's review for responsibility. The solicitation required vendors to state whether they accept Broward County standard terms and conditions or if they do not accept them to identify the agreement provisions and vendor proposed changes. Six of the seven vendors accepted the county standard terms and conditions without exceptions. The following vendor initially took exceptions to the county standard terms and conditions, Kimley, Horn, and Associates, Inc. Kimley, Horn, and Associates, Inc. was given the opportunity to waive their exceptions prior to the initial evaluation committee meeting. The vendor waived all of the exceptions taken. This concludes purchasing remarks and is presented for the consideration of the evaluation committee. Thank you. Thank you. The next order of business is to determine vendor responsiveness as defined in the Procurement Code Section 21.40A. Is there any discussion from the Evaluation Committee regarding the determination of responsiveness? Hearing none, may I have a motion with respect to the responsiveness of the vendor submittals? I'd like to make a motion. This is Matt Harrell. I'd like to make a motion to find all vendors responsive. Thank you. May I have a second? Aye. Nirmal Datta, second. Thank you. All in favor, say aye. Aye. Aye. Any opposed? That motion passes unanimously. The next order of business is to determine the responsibility of the vendors as defined in the Procurement Code Section 21.40B. Is there any discussion from the Evaluation Committee regarding the responsibility of the vendors? Hearing none, may I have a motion with respect to the responsibility of the vendors? I, Nirmal Datta, would like to make a motion to find all vendors. Can you hear me now? Yes. Yeah. All vendors are responsible for the solicitation of the responsibility criteria. Thank you. May I have a second? Matt Harrell, I second. Thank you. All those in favor, say aye. Aye. Aye. Aye. Any opposed? None. That motion passes unanimously. The next order of business is to determine the vendors that were found to be both responsive and responsible. May I have a motion with respect to the vendors determined to be both responsive and responsible? Matt Harrell, I make a motion to find all vendors responsive and responsible for all the criteria. Thank you. May I have a second? I'll second. Thank you. That was Irina Tokar. All those in favor, say aye. Aye. Any opposed? That motion passes unanimously. Thank you. The Director of Purchasing recommends shortlisting in accordance with the Procurement Code Section 21.42. The Evaluation Committee may, one, shortlist vendors and then score or rank only the shortlisted vendors, or two, score and or rank all responses. Finally, in accordance with Florida Statute for Consultants' Competitive Negotiation Act, there shall be no fewer than three responsive responsible vendors evaluated. However, the Evaluation Committee determines the final number of vendors to shortlist. Shortlist is based on the Evaluation Committee's evaluation of the vendors' entire submittals, including responses to the evaluation criteria. Is there any discussion regarding shortlisting? Hearing none, may I have a motion with regards to the shortlisting of the vendors? Aye. I would like to make a motion to have four vendors to be shortlisted. Thank you. I second. Thank you. May I, any, may all those in favor say aye. Aye. Aye. Aye. Thank you. None opposed. Motion passes unanimously. So the Evaluation Committee will now shortlist the vendors. The Evaluation Committee's committee members are going to be emailed momentarily a ballot link to select the vendors to shortlist. And again, the number of vendors to shortlist is four. Once all committee members submit their shortlist ballots to purchasing, I will briefly recess the meeting to allow purchasing time to tally those ballots. When purchasing notifies me that they have completed that tally, I'll then reconvene the meeting and purchasing will read the shortlisting results. Are there any questions? So check your email and you should receive the ballot. Committee members, you can begin shortlisting. And purchasing will notify me when they have received all ballots and are ready to tabulate. I'm going to go on mute for a moment. Good afternoon. The shortlist ballots have been submitted and we will now take a recess. The time is 1.26 p.m. We are in a recess. Please remain on mute. Thank you. Thank you for your patience. I'd like to reconvene the meeting. The time is now 1.31 p.m. And the purchasing division will announce the results. Thank you. The shortlisted vendors are as follows. Vendors, BEA Architects, Inc., Bermelo, Ajemal, and Partners, LLC, Justin Architects, PA, and Kimley Horn and Associates, Inc. Can we put the tally on the screen, please, for the viewers? Thank you. So the four shortlisted vendors are BEA Architects, Inc., Bermelo, Ajemal, and Partners, LLC, Justin Architects, PA, and Kimley Horn and Associates, Inc. May I have a motion to accept the named vendors as those shortlisted? Matt Harreld, I'd like to make a motion to accept the named vendors as shortlisted. Thank you. May I have a second? Irina Tokar, I'll second. Thank you. All those in favor, say aye. Aye. Aye. Aye. Aye. Thank you. That motion passes unanimously. The final Evaluation Committee meeting will be held on Thursday, September 17, 2026 at 1030 a.m., and that will include vendor presentations. The Evaluation Committee establishes the length of the vendor presentations, and that time does not include the unlimited question and answer period. Is there any discussion regarding the presentation length before you make a motion for the presentation length? Do you think 15, 20 minutes is usually what we go with? I'm good with shorter, but 15, 15 minutes. Okay. Mr. Harreld has made a motion for 15-minute presentations. May I have a second? Thank you. All those in favor, say aye. Aye. Aye. All those in favor, say aye. Aye. Thank you. That motion passes unanimously. As established, each vendor will have 15 minutes for their presentation, followed by an unlimited question and answer session. All vendors will have up to five minutes to set up for their presentation in the team's meeting. At this time, the purchasing agent is going to use a random list generator to determine the order of vendor presentations, and that momentarily will be able to be viewed from the screen. The presentation order is as follows. The first presenter, Kim Lee Horn & Associates, Inc. Second presenter, Justin Architects, PA. Third presenter, BEA Architects, Inc. Fourth presenter, Bermelo, Ajimel & Partners, LLC. Thank you. Committee members, is there any other business that needs to be discussed today? Kristen, can we discuss what we want them to concentrate their presentations on? We invite the presentations to include information that will stick to the evaluation criteria, so we don't take other topics from committee members. The vendors are able to prepare their presentation based on what they feel will best address the evaluation criteria. Okay. Thank you. Mm-hmm. Any other questions or any other business to be discussed? No? Well, we would like to thank all the vendors that responded to this solicitation. We appreciate your time and interest in working with Broward County, and welcome the committee members to come back to the final EC meeting September 17th, and we will hear the presentations from those four vendors. Thank you very much. The time is 1.36 p.m., and this initial evaluation committee meeting is adjourned. Thank you. Cherie Pavlik is now exiting. Cherie Pavlik is now exiting.
