met and evaluate the submittals to make a recommendation to award a contract each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience the evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews in accordance with broward county procurement code each evaluation committee member must affirm that they are free of conflicts of interest as provided in part 3 chapter 112 florida statutes and the broward county employee code of ethics all evaluation committee members and the project manager assigned submitted the required broward county disclosure forms and responded that they can be fair and impartial to all vendors the cone of silence has been in effect since this solicitation's advertisement vendors are prohibited from discussing this solicitation with the commissioner's office county staff or a member of the evaluation committee the cone of silence terminates when the awarding authority takes action which ends the solicitation during the cone of silence inquiries regarding this solicitation should be directed to the project manager or the director of purchasing and or his designee also vendors may communicate with representatives from the office of economic and small business development at any time regarding a solicitation's small business enterprise or county business enterprise participation the summary of vendor rights regarding broward county competitive solicitation was issued in the for the opportunity to present our qualifications to the selection committee i am alex constantinidis i am the proposed project administrator for for this uh effort i joined uh joining me is mr george ortiz our proposed senior project engineer our proposed construction support specialist uh briefly here is a little agenda what we're going to go through our team the understanding of the assignment our project approach uh key constraints uh and challenges uh relevant experience and commitment to time and budget i just want to emphasize here for the committee that mnj is ranked by enr magazine as in the top 50 of construction management firms we actually see that number 35 um and we have uh two offices in south florida one in miami uh and we have one in brower county in pampano beach this is where i personally work every day and i i live 10 minutes away so you're getting a local team for for your effort uh this uh next slide is uh our organization chart that we put together for the project uh george ortiz sits at the top as our senior project engineer and it is going to be your senior point of contact for this project um he will be engaged uh as needed as much as needed for the make sure the project is going well myself alex constantinidis i will be running the project uh day-to-day activities as a project administrator uh we have a couple of technical advisors mnj has a lot of good engineers to be advised but arnold rubinstein is our uh technology guru a technology uh principal uh he is uh going to be in charge of reviewing anything electrical cctv skater controls um you know he is very uh familiar with this stuff and john quack is our senior construction management in the firm um and he does projects in the 800 to a billion dollars for the work and if we need him we can tap into him kasha uh and samantha manage our construction administration and um and we'll have a field office staff underneath and i just want to mention here of course we want to emphasize that mnj and integral we have a ditch a deep bench of cei inspection personnel including specializing in structural uh uh components mep its work movable bridges you name it we we can mobilize them at a short notice and service the project a little bit about myself i am florida pe as i said before i work in the pampano beach office i have 33 years of experience um i have all the most of the ft ot uh certificates like mot final estimates uh quality manager uh quality manager but i'm also an iso certified 9001 quality manager with uh lead auditor and i also have training uh in codings with from the nace program a couple of my highlighted projects related to this one i was the resident engineer on the harley liver lifespan which was a 65 billion dollar sum uh structural rehab and mechanical rehab of the bridge i'll speak a little bit about it later on as well as the dutch skills drop bridge which was a 100 and it's an 1895 cast iron on swing bridge and on that job i was also the resident engineer that had to be lifted swap out the carousel and the wedges and all the mechanical components that was a very successful project uh george you want to talk about yourself a little bit yes uh uh thank you alex my name is george ortiz i'm a senior i'm going to be the senior project engineer uh i have over 40 years of experience i'm a civil structural engineer most of my experience have been a half of it in structural design and the other half in construction management also i work in several uh different consultants and i work for the department of transportation uh district one district four and district six so i'm very familiar with the procedures and documentation one of the uh a couple of uh projects that i did uh for the department was the uh brickle bridge which is also a vascular bridge and also the second avenue bridge in miami work for uh uh uh right now i'm working for integral integral uh eng integral eng a parent's company is integral sa integral is a global company that has uh offices so lower the uh all over the world and and they uh have they uh are experienced on uh different lines of uh engineering and starting with infrastructure water and sanitation uh energy and mining and oil and gas they also work for the uh uh broward county as a design uh section manager that was under richard turnese at that time and thank you thank you george good afternoon i'm kasha patera i will be serving as the construction support specialist for this project i'm a licensed florida pe with 14 years of experience handling final estimate compliance and project documentation oversight the rest of our team includes arnold rubenstein our technical advisor for electrical its cctv and scotta with over 30 years of experience john quack our senior technical advisor with over 40 years overseeing heavy bridge construction samantha vetera garcia our assistant project administrator with 15 years 15 years of experience assisting with construction project management and oscar garcia our senior inspector with 12 years of fdot bridge and roadway inspection experience so a little bit about our understanding of this assignment we know this is for the southwest fourth slash seventh avenue bascule uh span and the southeast third avenue um span of uh historic double leaf rolling bascule bridges uh these are two movable bridges rehabilitation done in sequence so if there's any delays in the first one you know there's definitely going to cascade through to the other one uh with a 45 day full closure with the leaves in the open position it will be the highest risk the highest visibility window of this 36 month long project the scobo work includes uh close coordination with the u.s coast guard uh it will have structural steel repairs um all sorts of mechanical stuff like the hydraulic drives uh bearings and of course electrical and and control systems um upgrades uh we uh we have uh split this up into six phases uh for in our approach um the first phase will be the pre-construction uh the single most valuable thing we do in the pre-construction on this job is to verify the long link procurement schedule uh we know that the hydraulic power units span lack control systems if those are not order fabricated and tested on time the 45 day closure window uh slips and everything downstream will slip with it um we validate that against the baseline cpm schedule we're going to try to do this within the first couple of weeks as soon as we get the cpm schedule from the contractor we're going to sink our teeth into it and make sure that those things are listed uh phase three uh hydraulic systems rehab and commissioning um we're going to witness it under varying conditions including emergency operations before we recommend acceptance uh deficiencies get logged and uh closed out before acceptance uh not carried into the patch list uh mnj i just want to mention that we have in-house systems testing and commissioning engineers under arnold rubens this group which we are going to dispatch to the project during the testing and commissioning and of course uh we understand that testing and commissioning starts at day number one uh when when we start engaging the project we want to make sure when we reach the testing and commissioning everything is flowing uh flawlessly phase four is a fabrication and factory acceptance testing uh nothing shifts until uh clears all our five checks listed in this presentation the reason we emphasize this is um on this project the specialized mechanical hydraulic and electrical components uh fabricated most likely off-site i'm pretty sure of that and if uh a control system fails the first test after it is installed on the bridge during the 45-day closure you're not going to recover from that uh we run this program in other in other projects that we have including the rfk bridge uh which uh uh we participated on and all the fabrication testing and commissioning there mnj has in-house uh also has in-house next level one two and three coding inspectors as well as special inspections including uh cwi certified welding inspectors and we can dispatch those to the project as needed and uh to the project or off-site to manage off-site uh in fabrication uh phase five is the systems integration and decision this is where we may have uh unforeseen changes and how you handle the unforeseen changes determines whether you become it becomes a change order or not our position is that we make the call in the field of course with the county fully informed we document it thoroughly and we give the county a support recommendation as quickly as possible uh kasha uh so phase six includes closeout and final acceptance we will maintain a running remedial items log and it will be reviewed and updated at every weekly progress meeting ensuring a smooth substantial completion all project records will be delivered within 30 days of completion including final quantities pay estimates warranties o m manuals material certifications and signed and sealed as built plans key constraints and challenges one important challenge for this project will be the 45-day bridge closure our team will implement heavy front end coordination and daily production tracking during the closure with recovery strategies rehearsed well in advance to prevent schedule slippage u.s coast guard coordination during this project will be one of the most important challenges this is something we have done before at the rfk bridge project which is a comparable waterway with active commercial traffic we will build permit lead time into the pre-construction plan to avoid any delays additionally when it comes to mechanical and electrical systems arnold rubenstein will be fully engaged through integration and commissioning back to you alex alex you're muted yeah of course it helps if i'm you one of uh a couple of projects that we uh that we've done um mnj has been done um similar to your projects is the rehabilitation of the devon bridge over the hasatonic river uh this was a 50 million dollar rehab uh over a rolling bascule bridge very similar to yours and uh what i want to mention here is uh we won uh three awards in this on this project cmaa cbc and the acc in connecticut of the best project of the year award and we want to do the same thing with your projects if we get the chance uh these two projects are uh i've been the resident engineer on the structural rehabilitation of the rfk bridge which included 65 million dollars of the uh uh of the uh of the lifespan over here you can see it on the left side and um it was also the the resident engineer the hans point interesting uh improvements 450 million dollars um and basically this thing had everything in it including a movable bridge um so i'm very familiar in running small and large projects so with that uh our presentation is came to an end we'd like to emphasize that we are committed to the 36 month schedule and the three million dollar budget and we'll manage both activities rather than report them after the fact our proposed team is fully available and can mobilize at the notice to proceed we toro so i i have a couple of questions for the jnm team so one is if a critical mechanical electrical or control issue develops during the 45-day closure who specifically in your team will take the technical ownership um to escalate um how to handle this situation to protect the reopening date uh okay i'll take this question um the way we work everything goes uh through the project administrator which uh basically we will identify an expert specialist in our firm most likely it will be under arnie rubenstein uh department we have uh many mechanical electrical um and controls type of personnel there um and um we will reach out to arnie rubenstein he will take in charge of the of the situation uh depending what it is let's say we have a malfunction in the in the controls that just got delivered for a very reason uh he'll come in he will assess the situation we have a plenty of engineers that we can tap into with specific specialties each one let's say a guy that we need a specialist in um in uh actuators actuators we have a guy that specializes in actuators let's say we have a need for somebody that needs to deal with motors the motor is not big enough we have experts in motors so we will reach out grab those specialists bring them in and arnie and arnie and myself and of course uh george will funnel through to the department and we're going to make sure that the contractor gets uh the proper guidance guidance and recommendations for them to bring this back uh into in in um you know not to lose any time okay just a follow-up question where is this thing uh arnstein located where are they located i'm sorry arnstein mr rubenstein team where is where where is his thing located rubenstein is located in new york but he's also a florida p and he spends time in our florida office as well okay we we can have any one of our uh any one of our engineers that uh let's say practice in other offices that we have along the east coast of the united states we can have them in within 24 hours uh and uh nowadays a lot of things with this uh you know technology and the internet we basically can have uh eyes and ears on the job immediately with arnie uh engaged at any time 24 hours a day thank you and uh one more question per the scope um our intent is to undo a sequential uh bridge rehabilitation project uh if we cannot do the this is we need to stagger the projects how that will change your project approach what you guys will change um it does not change a lot other than personnel being uh overlapping let's say if we don't do one bridge and then go to the next one let's say you can start the let's say the structural repairs on one bridge and then when you're working on components of the lifespan you may be able to go without disturbing the traffic and do some work on the other bridge simultaneously so one of the things that will change and i already ran this scenario i can show you if you like on our manpower distribution charts we did this exercise before we beat the project we basically want to start stagger personnel and that is not going to affect the budget overall we have a commitment to do your work under normal circumstances within the budget we don't um we're not going to deviate from that but yes i see that uh being done and it's no problem with us george say something yeah in in addition to that alex i will concentrate on the on the maintenance of traffic and traffic control plan uh that that is the key uh to prevent any uh people from complaining and uh from complaining and uh you know going over to the uh to different uh companies or i mean uh um government agencies or or even the uh the the newspapers on all that so we will concentrate on the mot on a daily basis and make sure that uh the least amount of 15 minutes okay we're ready for you to begin uh good afternoon thank you so much for having us for this shortlist presentation for the southwest fourth and seventh avenue baskill bridge as well as the southeast third avenue baskill bridge over new river next slide give you a little overview of what we're going to talk about today i'll introduce who pinnacle is our key personnel proposed for this project and then we'll go over the scoring criteria our project approach past performance workload of the firm our willingness to meet the time and budget volume of previous work and then we'll leave you with a few takeaways so a little bit about pinnacle we have 62 employees statewide of that 30 of our employees are professional engineers these are senior project engineers pas some of our css's and even some of our inspection staff have professional engineering licensure next we are headquartered in south florida several of our members are in broward county working and several of them reside in broward county we focus solely on cei and our bread and butter is movable bridge rehab and reconstruction we are pre-qualified in all the major cei categories you see them listed here next so with that i'll give you a brief overview of our key personnel and this is part of scoring criteria one this is the org chart that we presented to you we've teamed with wsp and keith the team is led by baskill expert senior project engineer al bands and he is assisted by project engineer also baskill expert mario sabi we filled out the team with inspection staff and subs that have expertise in this field as well as keith who brings a local survey component we feel it's the best team for this project next so with me today we've already discussed it i have al bands and mario sabi i'll be here as the qc and corporate liaison support next so a little bit about myself and why i'm here i bring 21 years of experience which is equates to about 400 million dollars worth of construction i've served in several roles for dot and on cei teams so my job is really to be a third eye looking in at quality assurance of the team making sure the client is happy i also have baskill experience so i can look at it from the same perspective and help the team next al hi my name is al bands and i am the proposed senior project engineer for these for this job i have over 34 years of experience in the maintenance design construction and in-service inspection of movable bridges i've been involved in over 50 movable bridge projects totaling over 400 million dollars including six complete baskill bridge replacements three emergency repair contracts two value engineering studies and numerous rehabs throughout the state of florida and the united states through my cei career i've served in numerous roles a specialty engineer mechanical electrical electrical inspection i've been in the role of project engineer as well as a senior project engineer right now i'm currently working on the sunrise boulevard and the las olas boulevard bridge rehabilitations as senior project engineer and those projects specifically utilize the proprietary aluma bridge deck that is proposed to be used in this in this project as well now mario would like take a few minutes to introduce himself thank you al uh good afternoon everyone uh again my name is mario sabi i have 13 years of experience in the cei world predominantly working on baskill bridge and bridge construction projects most recently i worked on the east sheridan street baskill bridge rehab in broward county and i'm currently finishing up the earmond river bridge reconstruction project in palm beach we also wanted to take a quick minute to introduce to you guys the uh the field faces of our team who will will be representing us daily uh chris panaris has worked on multiple bridge and baskill bridge projects including a complete reconstruction in miami without uh he'll be our senior bridge inspector franco de george brings 16 years of structural steel coating experience as our senior bridge coatings inspector and rebecca guerrero is our in-house community outreach specialist uh rebecca's experience and lessons learned on uh in community outreach on multiple high profile award-winning projects will be a huge key to our success of this project here quickly i just wanted to briefly note that our team was not just selected based on our experience with baskill bridges but with our experience with each other uh some combination of our team that's being proposed for this project has worked on seven baskill bridges uh just baskill bridges including these four projects that you see here uh al is going to talk to you about the next scoring criteria yep switching over to scoring criteria two um i wanted to briefly uh touch touch on some important factors in the scope of work next slide looking at the mechanical systems um we're going to be replacing the jaw locks on the toe of the bridge this is going to involve uh cutting the top flange and the web of the main girder we want to be looking at addressing the cuts to ensure that we have uh zero stress risers that could potentially introduce cracks once we put live load back on the bridge two um the drive system of the bridge uh it is composed of hydraulic motors that are directly coupled to uh the pinion shafts here hydraulic well cleanliness uh shaft alignment and uh proper gear tooth contact to ensure long-term serviceability of the the drive system for the county and last we have a tread plate girder repair that's going to be down in the basket appears um we understand that needs to start at specific locations it's called out in the plans um once we uh once contractor exposes the uh supporting steel underneath the concrete we're supposed to report findings to the engineer and we cannot advance to any other locations without prior approval looking at the electrical system next slide electrical system we are pretty much going to be replacing uh all of the components there including the control desk and the mcc uh emergency generator things of that nature but what i wanted to point out here is that we're going to be adding a pedestrian safety feature which is lidar um this lidar system is going to be interlocked with the new control system so that uh it will interrupt the uh the bridge operation if pedestrians are detected and it's uh and it's zoned uh we will have to field adjust that with contractor to ensure that it's at least 90 percent accurate and a takeaway from here would be that the contractor is going to have to maintain the system for a period of five years after the final acceptance with that mario is going to talk a little bit about some structural thanks al um again uh some of the structural upgrades that we uh that we are proposing or that are being proposed on this project is a replacement of several steel deck and girder components uh like al was talking about to expose the jaw locks a new sidewalk supports and plates widened approaches flanking spans and peers improvements to the machinery room accesses on both bridges and a new orthotropic aluminum deck system um al is going to talk a little bit more about this aluminum deck system now based off of his lessons learned from sunrise and las olas we've identified it as one of the major challenges on this project thank you um as i had stated earlier i am currently working on sunrise boulevard and las olas boulevard basco bridge rehabs that have this exact same deck system and right now i'm really excited to inform everyone here in the room that we've successfully installed two of the aluma bridge deck panels on on the uh on spans and we're working to get a third installed so for those that are not familiar with what i'm actually talking about the aluma bridge deck is uh it's a proprietary system that's composed of multiple extrusions in a waffle situation like you can see in the upper upper right photo there they are friction store welded together to form large structural panels those panels are then uh set on the framing system of the bridge uh covering each bay basically from floor being installed um during the fabrication process uh it was it was uh very challenging we observed that the welds were exhibiting a lot of oxide entrapment discontinuities and crack propagation into the weld nuggets the project team composed of myself and several other pinnacle members as well as our commercial inspection firm wsp who is again the same firm that uh we have teamed with here and we have the same personnel here as well so they're familiar with this uh we were able to uh partner with the contractor as well as a luma bridge to work through the challenges uh and also to uh help them establish a more robust in-house quality control plan so that they could more consistently produce acceptable welds moving to field installation um we're going to be setting stringers in the field and then we'll be placing the deck panels on top this is going to be the preferred method because pre-assembling these panels to the stringers in the shop we're basically going to have uh deck sections that are going to be about 14 foot wide by 23 foot long they're kind of oversized and it creates some uh some some challenges in transporting them to the job site so while we while we are uh while we're setting the stringers um we have uh there looks like their microphones are muted can you hear and see us now we can yes okay thank you your volume is very low though mary are are you able to hear us us yes we can hear you okay we apologize for that our system went down um no worries so we're gonna pick back up with um uh finishing answering um adriana's question if you need i'm not sure where um yeah we're cut out for you guys right so we're gonna ask her to to re-ask the question um and then you can answer okay thank you thank you you're welcome okay so i am back uh the my next question is related to public involvement since you already are about to complete or complete um several projects locally could you tell us um you know how the public involvement went and what which lessons that you learned you will apply to this particular project in downtown fort lauderdale sure so we have a in-house uh public information officer uh rebecca guerrero she has over 10 years of experience doing this uh type of work uh in particular with department of transportation um she's got several projects in the city of fort lauderdale including the two now that al is on which is the sunrise and the las olas bascule bridge rehabs um so she has established relationships with the city of fort lauderdale the elected officials um some lessons learned excuse me um anytime we have closures or impacts um to the public in particular this one's going to be downtown so you've got a lot of events you've got a lot of people down there um we keep uh the city of fort lauderdale in particular milos up to date um with any closures any lane closures any traffic shifts that way he can uh disseminate that information uh as well um a lot of the the door-to-door we do we we meet with all the businesses that are impacted um we make adjustments in the field if we see traffic is backing up um and and rebecca is very um experienced in doing this um we keep everybody informed we make detour graphics we have a proactive approach we do pop-up events there's great space downtown fort lauderdale to hold these pop-up events uh to let people know when there are closures uh notice to local mariners to make sure the voters are aware excuse me if there's any changes to the opening schedules um but we we definitely um we we have a presence in fort lauderdale now uh on these two um high profile i would say uh areas sunrise and las olas are main thoroughfares to the beach um and we're we've got zero public complaints uh to date which is quite the feat and to also add on that we we are in constant communication with uh uh coordinators as well as the international boat shows uh so that we can work hand in hand to accommodate any of the vessels and and uh traffic that might be going through the areas um becky reaches out we have regular coordination meetings with them yeah and community outreach is not just her job uh i make it a point to be with her on all door-to-door operations or at any of these pop-up events like angie was talking about so that there is um or if not myself al uh goes to these events as well so that there is somebody that's knowledgeable about the ins and outs of the actual project uh also available to answer any questions uh we feel like this is a big help to the community whenever they ask questions and actually get answers not oh let me check with the project team and i'll get back to you um rebecca is very knowledgeable about how you know the goings-on about the project but it's always good to have a technical voice at these events uh to kind of reinforce what what's happening on the job and we would bring all that with us to this job as well to ensure that we still have that continuity of communication with all of our contacts that we've already established and in in addition to that becky also has communications with uh broward county transit uh the fort lauderdale police department the ems systems um that we do big coordinations with them when we're getting ready to do either our traffic switches or if we're going to have uh just recently we had a uh a 48-hour uh closure to vehicular traffic while we were doing a systems changeover for the uh controls over at las olas and we're gearing up to do that right now at las so at sunrise um and and we've had a lot of uh uh you know outreach to ensure that the word gets out there and that there's no surprises or complaints from the community and one last thing um since you mentioned the how critical the traffic and pedestrian closures are your proposal reference as is the day closure period but our scope requires a 40-day closure could you please tell me how your approach aligns with the county scope uh i believe that the the schedule graphic that we created was it ended up being close to 52 days um so if we were to if it was a 45-day closure period it would just you know require maybe one or two extra shifts um within the closure period we could you know start some of the electrical uh some of the electrical work uh for the install of the new system prior to the closure um that would also really uh alleviate a lot of the work being done during the closure um some of the basketball painting could be also uh moved out of the closure which would uh shorten the time frame that we had on ours so um 45 obviously is is more aggressive than the 60 that was uh that was found but um it you know it'll have to be done thank you yeah i mean we could go back and revisit that schedule um and like maria said um there could be a lot of prep work that can get done um to in in preparation for the closure take out take out the uh all of the all of the temporary work can be done um to facilitate we can have it set up with knife switches so that when we do the transfers over we will not have to do the physical landings of the wires um we use the knife the knife switches to do the switchovers and start pulling stuff out that can save time and we can get that out of the closure like we did in our schedule um we can explore the possibility of of doing the demolition and starting the partial uh installation of of the new control systems and electrical components what have you um some of the mechanical work we might be able to explore and and partner with the contractor to try and get some of the prep work done so that when they actually have the closure it's it's going to be basically um non-stop yeah it's going to be non-stop work and they're going to be ready so any of the extraneous preparations can be done ahead of time so that when they actually have the closure they can just get right in there and hit the ground running so but that would have to be uh basically done we have to partner with the contractor identify those activities and basically have probably call it a workshop if you will so we can try and uh you know go through these these ideas uh to make sure that we can meet the time commitment but again as mario said um when we were reviewing contract documents so we did not see any language in in what we were provided um at the time of course we don't have a complete package but we didn't have any language either for incentive or disincentives uh pertaining to that closure uh which mario had touched on in the presentation um effectively the contractor with what we had to work with you know we identified that the contractor could in theory close that bridge to to traffic and to the public day day one um and there would be no recourse just like on the back end there's there wasn't any would appear to be any incentive or disincentive to uh to basically lock the opening or the closure at the end of the closure period in either and and just one more thing to add um we've done these several times um one thing that we've learned is that we make sure the contractor has all his materials procured on site before we even allow them to close the bridge um this way they're not closing the bridge for no reason which makes the public very unhappy um so this way they're prepared we have plenty of pre-activity meetings so we know when we close down it's it's it's go time yeah we we in in preparation um i typically go through all of the technical specs and identify all of the materials that are typically long lead items so that we can immediately partner with the contractor and and get them to get the submittals in so that the uh the designers can review and approve and we can get the the orders in um so that that material can be done um i i'm under the understanding that this is a pretty generous procurement period time um so that will work to our advantage to ensure that the materials will be on site prior to the closure period beginning thank you project manager do you have any questions yeah just one question um this john low um from your presentation um can you confirm that the critical or one of the challenging aspects of the bridge um work is the um aluminum deck yes yes it is um i'm going to be honest with you there are still um intermittent fabrication issues with the aluminum deck um just recently i believe uh several of the panels um did not pass uh qc and they had to be uh they had to be sidelined and they're going to have to refabricate um the friction store welding has been has proven to be very challenging um it seems to be very sensitive to the materials to the source of the aluminum extrusions uh once we had our pqrs established uh to to for for the friction store welding parameters um you know we would go ahead and start doing they would go ahead and start running these panels through um and then uh all of a sudden we would when we would do our macro etching checks uh we were starting to see again some some uh oxide entrapments in the forms of like uh the lazy s like i talk about in in the uh uh in the letter as well as the crack propagation again so uh the the general practice at that point would be to go ahead and and put them put the panel back in through the machine to try and restore it again and that is not proven to be effective either so um it seems that the the the actual panel manufacturing is very touchy so yes it's uh has has this been uh has this been reported back to feedback to the um proprietary team and is there any suggestions for to the to the what team i'm sorry to the to the manufacturers um and then secondly um is there any um john recommendation actually let me there's a very interesting hierarchy if you could let him finish his question first and then you can answer thank you sir yeah i i think you got the gist of what i was asking um yeah first of all um if there's feedback to the manufacturer and then secondly if there's any um recommendations for improving um the system so that we don't run into these um headaches um during our construction okay so to answer your question the aluma bridge um is is a very interesting situation john um aluma bridge itself does not manufacture anything they own a proprietary patent to the design and all of the work is subbed out to a fabricator having said that uh they have apparently a partnering understanding with one particular fabricator tabor extrusions um the commercial shop inspection uh team as well as ourselves were working hand in hand with tabor and their personnel to try and overcome these problems uh we ran multiple tests so the feedback has been direct to the to the fabricator um at one point we also reached out to the friction stir welding machine manufacturer we had represent representatives from them come in look at the machine go through it try to see if they could adjust the parameters and actually the solution that is in the works right now is that they are of the belief that they needed to make new friction stir tools the actual uh tool that that spins to melt the aluminum uh there's two of them on the machine one for the bottom and one for the top um and they are actually uh making uh a new tool for the bottom half and they they felt they they've they're they're reasonably confident that that is where the problem lies right now so john i i think um one thing that works in the favor of the county is that we're doing trial runs right now on two bridges um for la solace and sunrise that have this aluma bridge so hopefully by the time we get uh was it four panels per leaf al um by the time we get 16 of these panels done um the kink should be worked out in time for these projects great and we we will be experts with the aluma bridge yeah i mean that was you know our commercial inspection team ourselves uh aluma bridge and their fabricator we've all been partnering together and we all have a relationship which was why all of the individuals uh on our proposal uh as far as for commercial inspection and ourselves we we've already established that relationship so we can work hand in hand to get through any any future challenges that we have but again the the uh friction store welding machine manufacturer feels very confident that the new tool should be able to rectify the problems so it's a matter of of that product being completed it's going to get shipped down they'll have to install it and then they'll have to run tests on it see what what the uh results are going to be appreciate sharing that with us thank you pinnacle for your presentation the second presenter pinnacle consulting enterprise inc has now afternoon my name is antonio piedra senior project engineer and senior vice president for senior mcguire our firm and our partners f and j hntb and pga as well as ddc would like to thank the county for the opportunity to present today for this important project um our presentation will touch on the staffing on the job uh some similar experience uh project scope and issues and then we'll close out with a little bit of technology usage and qaqc and then open it up for questions for you guys um that's this uh or the work chart we have on um on the screen now shows that i guess previously found out that john lowe is going to be the construction project manager for this project as stated in the general uh session i will be the senior project engineer for the job we have two project administrators we have one leading our bridge crew which is uh mr mike hammond and mr jonathan guzman from cdr will be um leading the roadway crew we also have a specialty engineer daniel applebaum from hntb he'll be handling the mechanical electrical portion of this job um the expect inspection team that we have it will be comprised from all all the firms that we have uh cdr mcguire will lead the roadway portion pga will lead the bridge coatings portion fnj and hntb will handle the bridge inspection and building inspection portion of the project um our support staff consists of community outreach specialist lori grasso shepherd from fnj um and funding with the dec will be our admin support and our qaqc team will be led by heidi cuevas from cdr mcguire and victor's as well from fnj so on this slide we want to highlight the 17 completed basketball bridge projects that our team was a part of collectively we've successfully delivered numerous projects that you can see on the screen on the majority of these nine of them are actually local um and we've worked in collaboration with the eor on record hard to see in hanover one that's not listed here the cdr as a firm just completed the jupiter baskill job that won best project of the year ashto and ftba so a little bit about myself my name is antonio piedra i have 26 plus years of experience both on the public and private sector i work for dot and and for a consultant for the last 15 years i have extensive experience as an sbe on high profile projects on high profile corridors such as state road a1a um and northeast second avenue and design district in miami so that kind of falls in line with you know the high profile area we're now in downtown fort lardale and technically i have done also the csx of rolling lift bridge over the south fork of the new river and the adjacent uh fixed bridge rehab um the the bridge coatings that was right next to it my canon our bridge engineer has over 36 years experience in the industry and has completed many bridge projects throughout broward county including basco bridge rehabilitations with the exact scope of these projects he has 14 years of his no his past 14 years he has been at broward county in the highway construction and engineering division and their capital program administrator he is very familiar with broward county policies procedures jpas state and federal grant administration our specialty engineer daniel applebaum is nationally recognized for his expertise in movable bridge engineering and has played a key role in numerous basco bridge projects throughout south florida and across the continental united states these projects are highlighted right underneath the name over there and it only shows a portion of his extensive field experience that he has jonathan guzman our roadway pa he has successfully managed roadway projects throughout broward county and possesses the technical knowledge local expertise and hands-on experience necessary to deliver complex projects in highly urbanized areas such as the one in downtown florida like these um some of the key personnel we have here mr elliot on the left who will lead our proposed bridge inspection team he most recently worked on the the port everglades bypass road project which successfully completed ahead of schedule and was the largest cei services project for broward county public works and on the right there we have the gentleman jason and gus with pga they will lead our bridge coatings team and will have which have worked on numerous basco bridge projects throughout broward county as well our quality insurance team also includes victor's as well he possesses a thorough understanding of hbmd goals and performance objectives for this contract victor has proven his ability to perform qa for hbmd and he's always surpassing your expectations this is evident in handling of the andrews avenue basco bridge rehab project which had a very similar scope to these jobs and then on the right there miss heidi cuevas from cdr was a former fdot project manager for district four broward operations and served as the assistant materials engineer for the florida turnpike enterprise she has a deep understanding of the challenges of this job and especially jobs in highly urbanized areas and she will be assisting mr as well i'm going to hand the presentation over to mr mike ham thanks um i'll go quick here i know we don't have a lot of time but uh all right so basically the ces services uh are for two of the only three basket bridges that are owned or operated by broward county um the third avenue was built in 1960 and 47th was built in 1981 and both are record union type basket bridges so basically there's it's overhauls on both bridges structural steel uh four beams lateral racing stringers sidewalk support brackets access platforms railings tail stop jaw locks and uh new five inch decking with the wearing force which i'll get into a little bit later uh the mechanical overhaul with new pinion shafts bearing spears motors and hydraulics electrical with new submarine cable generators uh signals feeds nav lights control consoles and then modifications to the control house uh for maintenance access to safety upgrades including new windows doors rails stairs etc uh we also understand this project has federal grant money and a jk of the city of portland lauderdale and then one thing our bullet on the bottom there is due to the close proximity of the two bridges we recommend the rehabs don't happen currently to reduce the impacts that we take to the marine and pedestrian traffic right safety it's a critical issue safety number one priority all our field staff are also certified uh we'll ensure they all have uh the proper ppe including uh fall protection hard nets proper shoes vests uh protection devices high protection when needed um ensure the contractor safety plan will be check for such things as the emergency contacts and uh mot and work zone safety supervisors you know with backups and available 24 7. and we'll also ensure that the uh pedestrian maintenance and traffic plan is followed uh that's shown in the designed plans to provide temporary walkways protective barriers facilities were needed to ensure the safe pedestrian movement and we'll always monitor that make sure to make any necessary improvements uh during the project so there's a lot of stakeholders on this project as you can see here um obviously briar county is one of the main places the main one you know including um you know you know any commission requests or public official requests you may get so we want to make sure to provide timely and accurate information if the need arises um also you know fdot uh the contractor for city portfolio with the you know coordinate with mules um the army corps uh the coast u.s coast guard uh seven marine office jennifer uh zirker uh riverwalk local businesses residents emergency services including police fire um and one of the main players uh downtown or very multiple i should say is the downtown polaro civic association um melinda malpert uh we'll make sure you know try to keep her happy to uh maintain the things she's concerned with you know a lot of aesthetic items such as the lighting access to the riverwalk maintaining the access to the uh uh docking areas and adjacent parking and another thing here we have listed here is the waterway traffic important to note that this is a main route for the jungle queen so yeah that's a major tourist attraction so we need to keep that the on on schedule and there's numerous yachts that are parked along the seawall areas and uh and adjacent parking that people will work on um this side just kind of tells us we're going to coordinate with the other stakeholders as far as lane closures are concerned including the 45-day full closure that's going to necessary to complete the work uh so i mentioned you know we're happy to have glory shepherd and our community outreach specialist who uh you know recently joined our team from barrett county at the same time i did and uh it's thoroughly familiar with the county's expectations uh we'll show us to coordinate and help us coordinate during special events such as the boat show and winterfest boat break i wanted to bring up an item that we saw by the bridge tenders you know currently the bridge center looks like it's to be supplied and paid for by the contractor um which works well on dot projects where the it's independent contractors who actually provide service for fdot um but it might cause an issue on this project with the county since their county employees uh and this is an extensive amount of time on this project and i think it's scheduled for three years so um we just wanted to make the recommendation and it's up to you guys but you know we would suggest that the rfq be modified to uh have the county staff maintain uh their jobs as the bridge tenders during the life of the project which also creates substantial savings for the county um the other issue is environmental you know we saw that there was lead and asbestos present on the bridges so we'll make sure to modify the air program uh when necessary in the environmental services department uh for remediation support and safety um oh the last thing was the manatees uh the west indian manatee is you know present in this area so make sure that gsps have monitoring uh and uh restrictions for the contractor during construction all right this is a big one slide here but the basically the comprehensive bridge system integration and commissioning program we're basically saying that we're going to make sure that all the components work as intended and the electrical performance properly the mechanical is working as designed bridge is balanced and they provide spare blocks for future balancing you know all the components can be tested to ensure everything's working uh safely and efficiently and then of course prior to final completion a final functional checkout will be performed you know the warranties maintenance manual and everything like that it's going to be perceived and transmitted over to the bridge all right so the other thing main thing that we wanted to bring up here is sort of the tropic aluminum deck system so these bridges and a lot of the modern bridges now or a lot of the new rehab town are receiving this new five inch or the tropic logo bridge generation three decking it also has a quarter inch of the plexo like epoxy uh for a wearing force with the salt grip um to new uh it's really the new norm for basket bridge rehabs to replace the old steel decks which tend to suffer cracking fatigue in the welds and are much noisier and generally harder to maintain uh this new deck can be much quieter where it of course provides less maintenance and better salt water resistance you know and dot we're aware that you know they have this spec down on the last solos and sunrise bridge we have which are currently ongoing right now um and they're having some issues with the uh friction stir welding of the new deck system and basically friction stir welding is the hot joining of the extrude aluminum so they have a tool that spins in the joint and welds these things together and it cools down and creates a bond um kept up right into manufacturing issues because they had issues with the welding with micro cracking and that delayed production so it's been kind of an alert learning curve for them um so to avoid usage we're going to uh read you know read the shop to our next minute shop there i'm going to do concurrent reviews uh the contractor and the fabric and you need to certainly follow the gsb to ensure the quality of the welds and that way it'll ensure timely production anyway visual inspections will be performed as well as ultrasonic and uh diaponic penetrant testing um it's very important to have field measurements and surveys to be accurate to provide the final product fitment um in addition like the top surface will have uh bond strength tests on the flexi-width wearing course so we'll expedite the shop drives and certification submittals early on to get into the fabrication queue to hopefully not have delays in the decking system also our team is you know will qualify to provide inspection or possibly the county wants to partner with dot uh to utilize some of their inspection services um but as we know now there's only one uh one fabricator chamber which is in arkansas uh let's see critical uh critical issues uh project records final closeout we're just sorry to say we're extremely familiar with the county's documentation practices been doing it for years you know we'll set up a digital filing system for all the project related documents we'll maintain the as builds which are going to be critical for future bridge maintenance and you know our teams have closed out and done you know dozens of uh county projects project time and hospitals um as we know this is a like a three million dollar fee for cei uh it's a three-year contract the bridges are estimated around 18 million apiece you know we review the plans to uh resolve potential issues resolve them before they come prop become problems you know make sound change order recommendations in the event of unforeseen work monitor contractor schedule uh maintain uh accurate field records and a competent team while conserving time and cost uh victor um on technology how you guys doing i'm victor jarsuela i'm part of this team on technology cdl mcguire is a leader on the state of florida on on ai we put an exclusive use allocator for picture documentation of the project the same as hbnd likes to use we will also use gis collector to collect all the gis data we have many drones available for for the the documentation on the project i want to close it out by saying how why us we are a team that has been a specifically data for this project we have guys like such as mine that just came out of the county of all the the intricacies of the other county we understand the high profile uh uh aspect of the area i just completed the the uh annual vascular rehab which is very similar to this project and we are we really look forward to get this job done and be continuing to deliver a quality job to the county thank you very much everyone we move on thank you for your presentation are there any questions from the evaluation committee members miss toro good afternoon this is adriana so i i would like um to make couple follow-up questions for for this team um could you please tell me during the uh 45 day closure that um it isn't that the contractor is entitled to do the rehab if something happened related to the integration of the components who is going to be um speaking for the ci team who is going to take the lead and who is going to be taking ownership on providing recommendations to the county knowing that this thing is conformed of multiple uh sub teams yeah it would be a combination you know tony's senior project engineer of course is in charge of the project however um me knowing you know the the ins and outs procedures of the county you know i'll definitely um you know take the lead on on on following up with the county and trying to resolve the issue and you know if we have any particular issues um you know we'll i'll be the voice and i'll work directly with uh our cos and the county cos the community outreach specialist is there any type of updates for press releases for any kind of delays in the closure or or things like that um for the technical side mike is going to be part of the technical team when it comes to the bridge the components of the bridge we also have mr applebaum as well that if there's anything on his side to answer any technical questions um but the spearhead the the public involvement effort if there is any at that point would be worried yeah lori you know lori's ever seen probably going to speak a lot better than me so we can provide information yeah but we'll definitely work through lori and through the the county you know public information system to make sure that the timely accurate information gets out to the public and to the commissioners or to any other stakeholders that would be asking any questions i want to highlight that uh our team plans to uh set up uh very thorough uh pre-activity meetings for these shutdowns and where all of these eventualities should be planned out in the scenario that something we understand is construction thinking so much but nevertheless we are we will be planning this pre-construction free activity meetings where all of these you know the idea is to have a game plan in this scenario that any of these eventualities happen lori has been a senior lori shepherd has been a senior a community outreach specialist for the county for the last 30 years uh who you know with vast experience of handling these circumstances and obviously uh we will lead her into into the efforts of making sure that probably against the county is well uh you know uh advised about the the course of the course of action and i mean actually i mean if uh we're definitely you know prior to going directly to the public of course we would consult the county and and she would talk to them you know she's not in the same role she was before so you know depending on you know how you all want to manage it we could you know she could either take the lead or she'll definitely go through you guys to make sure that what we're going to say is is what you want to convey to the public and and just just to kind of close it with what rick was saying before the even closure the 45-day closure even happens we'll have you know we'll have the meetings not only with the county as part of the meetings with us but with you know ems elder emergency facilities get proper notification out to the yachting community to get proper notification out to the traveling public all the press releases you know we're very well vested in that you know that's part of you know one of our strengths is the communication aspect of this so prior you know we'll set everything up and coordinate all the effort before to make it as as possible during that 45-day time period and if anything any updates or anything yes so a channel through me and then mike and then you know obviously through laurie and then to the county and then to make sure that we get the information the county is comfortable releasing out to the public thank you um also i i would like to know um during the most critical testing and commissioning of the components of the bridges who will be physically available to take care of the testing and approval of the components it would be uh you know daniel is the expert on this you know he's the nationally renowned uh you know good guy that we have on our team but i'll be president as well and is daniel still on the call yes if you want to add to anything i am yes i would certainly be be heavily involved with the commissioning and and testing out uh you know with the the local uh staff there but i would anticipate that i would be heavily involved with the yeah commissioning and testing out of the bridge uh thank you and um my last question is if we need to change the uh the rehabilitation approach is we need to stagger the projects um and not doing it in the sequential order how is um how what's proposing the scope and we need to stagger the construction how this will change your approach to the services okay so i can start with that we have a staggered approach obviously we're not going to bring staff on just to bring staff on you know we'll bring staff on in as needed for example our specialty engineer will come in when it's needed almost like a witness and hold type of type of um type of thing there um the management obviously myself and mike will be on the project but when it comes to inspection services we'll stagger the inspection services out to make sure that you know at very minimal overlap you know one you know one after another after another kind of thing if we are going to do a plus b plus c rather than do a b at the same time and if there is overlap we can bring resources in and resources out the staff we have an extensive inspection pool between the three firms so we can bring key individuals in when we need them and then release them out of there when we need to to make sure that we stay within the budget constraints of the project and then when we do have you know an overlap of one or two projects we'll just bring them in and when it's not that's not the case and we do have to stagger then that's not a problem we can always just bring in the individuals that's any of them and have the key individuals like the key bridge inspector mr elliott on the project during the a plus b plus c but any supplemental staff we brought in and out thank you are there any other questions from the evaluation committee project manager no i'm fine thank you cdr mcguire for your presentation today the third presenter cdr mcguire has now completed their presentation and answered all questions this concludes all vendor presentations you may stay in the meeting because we are opening it up to the public would purchasing staff invite all vendors and members of the public back into the open portion of this meeting we are currently waiting for vendors and members of the public to rejoin the meeting we'll give it another minute minute and a half the next order of business is the scoring of the vendors the score sheets that have been distributed to the evaluation the short the score sheets have been distributed to the evaluation committee the score sheets include assigned points for willingness to meet time and budget and volume of previous work which is applied based on specific criteria stated in the solicitation when all evaluation committee members have completed and submitted their score sheets i will recess the meeting to tabulate the results committee members are there any questions committee members may begin scoring purchasing will notify me when they have received all score sheets and are ready to tabulate all score sheets have been submitted and received we will now take a recess to tabulate the business days if no vendor timely objects or protests the ranking shall be final provided that no county commissioner objects within five business days after receiving notice from the purchasing division of the final ranking once ranking is deemed final the county shall commence contract negotiations with the number one ranked vendor as a reminder all information reviewed by evaluation
