two one three zero four seven zero p1 roofing and waterproofing consultant services for the facilities management division the time is 307 p.m on thursday may 14th 2026 this meeting is being held through microsoft teams representatives from the county are physically here in room gc430 of the governmental center building located in fort lauderdale florida or virtually through teams attendees meeting the recording will be made available on the purchasing division website under the rli rfp repository information reviewed by the evaluation committee as part of the evaluation process will be posted on the repository this meeting has been publicly noticed the purpose of the meeting is to determine the responsiveness and responsibility of the proposing vendors only those vendors that have been determined by the evaluation committee today to be both responsive and responsible responsible to the solicitation requirements and shortlisted may proceed to the final evaluation committee meeting for presentations and ranking at the time of the solicitation deadline 2 p.m on march 6 2026 10 proposals were received meeting attendance is recorded in the following ways the purchasing present thank you it is the evaluation committee's responsibility to review the vendor's submittals to ensure solicitation requirements are met and to evaluate the submittals and make a recommendation to award a contract each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience the evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews in accordance with broward county procurement code each evaluation committee member must affirm that they are free of conflict of conflicts of interest conflicts as provided in part three chapter 112 florida statutes and the broward county employee code of ethics all evaluation committee members and the project manager assigned submitted the required broward county disclosure forms and responded that they can be fair and impartial to all vendors the cone in silence has been in effect since the solicitations advertisement vendors are prohibited from discussing this solicitation with the commissioner's office county staff or a member of the evaluation committee the cone of silence terminates when the awarding authority takes action which ends the solicitation during the cone of silence inquiries regarding the solicitation should be directed to the project manager or the director of purchasing and or his designee also vendors may communicate with designated representatives from the office of economic and small business development at any time regarding the solicitation small business enterprise or county business enterprise participation the summary of vendor rights regarding broward county competitive solicitation was issued in the solicitation at this time the purchasing agent will report the findings on the responsiveness and responsibility and identify if any exceptions were taken to the county's terms and conditions thank you proposals were received from construction moisture consulting ecs florida llc the epstein group incorporated nova engineering and environmental llc rodriguez architects incorporated terracon consultants incorporated terracon consultants incorporated ues professional solutions llc and walker consultants incorporated the solicitation had two responsiveness requirements involving compliance criminal history screening practices certification and lobby lobbyist registration certification the director of purchasing recommends that all 10 vendors be deemed responsive to all the responsiveness requirements the solicitation requirements the solicitation had five areas of responsibility requirements affiliated entities of the principles financial information financial ability insurance requirements professional architect or engineer license requirement and litigation history all vendors provided the required documentation for evaluations committees review for responsibility the solicitation required vendors to state whether they accept brower county standard terms and conditions or if they do not accept them to identify the agreement provisions and vendors proposed changes all vendors accepted the county standard terms and conditions without exceptions this concludes purchasing's remark and it's presented for the consideration of the evaluation committee of the evaluation committee thank you thank you thank you the next order of business is to determine vendor responsiveness as defined in the procurement code section 21.40a is there any discussion from the evaluation committee the evaluation committee may number one shortlist vendors and then score or rank only the shortlisted vendors or two score and or rank all responses in accordance with procurement code section 21.44 procedures for ccna services states that the evaluation committee shall establish a shortlist of vendors for further consideration of award of the solicitation unless the director of purchasing determines that shortlisting would not be in the best interest of the county finally in accordance with florida statutes for consultants competitive negotiation act there shall be no fewer than three responsive responsible vendors evaluated however the evaluation committee determines the final number of vendors to shortlist shortlisting is based on the evaluation committee's evaluation of vendors entire submittals including including responses to the evaluation criteria is there any discussion regarding shortlisting hearing none may have them i'm sorry yes i did have a question um to is it to confirm are we selecting one vendor from this list or more than one vendor from this list so there's there's no fewer than three no i meant as a final award that's just one contract one contract for one vendor yes from this advertisement okay are there any other questions see me i have a motion with regards to shortlisting of vendors uh ahmad ali i would like to make a motion to shortlist 10 vendors for all vendors to move forward to the final evaluation committee meeting for the presentations and ranking see so i under i understand your motion but that's moving all the vendors forward so you don't want to shortlist i think we want to move forward that's just my opinion that move forward with all all 10 all 10 all 10 okay for for presentation and okay are there discussion from the other evaluation committee members um i'm okay with that as well but uh maybe we can limit the time for each presentation that is possible that was the reason for my question about how many awards there would be for this because if there's just one um if there were two i would think going through all 10 presentations would be um very appropriate but um if if it's a more of abbreviated period of time i don't have any conflict with listening to all 10 and not short essentially not shortlisting essentially not shortlisting okay then may i have a second to the motion that would shortlist all 10 or actually move forward all 10 10 responses just um if i may just just to let the ec know even when time is limited to 15 minutes question and answers are not timed so 10 vendors does take up a no no no nothing specific um as some of the teams are um um not local i mean there are there's some local presence but the main firm is not necessarily in florida or not in south florida i would like for each team to be very specific about the the team that would be responding to our projects who the licensed professional is the professional of record and um the team that would be responding to
