a recommendation to award a contract each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience the evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews in accordance with broward county procurement code each evaluation committee member must affirm that they are free of conflicts of interest as provided by part three of chapter 112 of the florida statutes and the broward county employee code of ethics all evaluation committee members submitted the required broward county disclosure forms and responded that they can be fair and impartial to all vendors the cone of silence has been in effect since the solicitation's advertisement vendors are prohibited from discussing this solicitation with the commissioner's office county staff or a member of the evaluation committee the cone of silence shall terminate when the awarding authority committee takes action which ends the solicitation during the cone of silence inquiries regarding this solicitation should be directed to the project manager or to the director of committee meeting the following vendor waive all the exceptions to brower county's standard terms and conditions research triangle institute dba rti international following vendor elected to maintain the floor thank you yeah we are ready thank you all right i'm gonna get us started i'm tracy dombeck and good afternoon and on behalf of the rti and change environmental team i'd like to thank you for the opportunity to speak today about this important project at north perry airport so why is lead at north perry important north perry is a very active airport and an important part of the local community and economy the airport supports hundreds of flights daily and roughly 300 000 operations annually north perry's aircraft are piston engine aircraft that rely on 100 octane low lead gasoline the airport is adjacent to densely populated communities with schools parks and businesses as concerns continue to grow nationwide about lead emissions from small aircraft that still use lead aviation fuel this study is an important step toward gathering real data and understanding the effects that this may have on airport staff and the surrounding communities we understand how important communication learning and understanding will be in this process what really happens when lead is introduced through the atmosphere how far does it travel where does it land will it hurt me and my family and my pets i work at the airport how does this affect me does our airport meet compliance with federal standards what can we do to make things better these are all great questions our team is committed to working closely with this panel and the community in a transparent accurate and solution driven manner the goal is to ensure concerns are fully heard and addressed while helping everyone understand whether aircraft-led emissions are impacting the community our goal is not to make assumptions but to use the science and the monitoring to gather data objectively and if that if impacts are identified lay out a clear picture where the emissions may be transported and the extent of the impact and work together to evaluate practical solutions and appropriate findings this project gives the airport an opportunity to be proactive and take a transparent approach by evaluating these concerns carefully and responsibly by collecting and analyzing air quality data and soil data we can help provide a clearer picture of current conditions and support informed decisions for the airport and the surrounding community moving forward next slide please so who is rti rti is an independent of pollution pollutants in the environment and experience deploying ffa models enable enable our team to lay out a scientifically defensible and data-driven approach that will establish a clear understanding of emission patterns potential exposure gradients and the relationship between airport activity and the ambient air quality next slide please now we'd like to introduce ourselves i'm tracy dombeck i'm an analytical chemist with over 25 years of experience conducting chemical analyses of environmental samples validating those measurements through stringent quality control and assurance practices and interpreting and identifying trends i'm a senior program manager here at rti and manage work for two very large nationwide air quality projects completing instrumental analyses and chemical speciation of pollutants measured in fine particulate matter that's pm 2.5 for the epa and the national park service my role in this project will be as the project manager my next colleague is frank weber and frank was unable to attend today frank is an analytical chemist with over 30 years of experience working in air quality and measuring pollutants in a variety of environmental and industrial samples using various instruments frank worked closely with epa to develop and validated the federal reference method frm to measure lead in pm 2.5 air quality samples frank is a senior laboratory manager leading chemists in an epa nationally accredited laboratory with certification and gop practices frank's rule will be to lead the analytical chemical measurements of lead in the samples and next i'm going to pass the microphone to ryan ryan chartier analytical chemist by training much of my focus being on atmospheric and aerosol chemistry i've led the development and deployment of air quality monitors for dozens of air quality exposure studies both domestically in the u.s and worldwide looking forward to working with you all and i'm dr amelia smith i'm an environmental toxicologist that specializes in air quality research i have significant experience with field work to collect and then characterize fine particulate matter as well as working with the communities where we perform the research through outreach and science communication efforts my name is dr timothy mccauley i am a internationally recognized air quality and human health exposure expert i have over 15 years of designing numerous airport design studies looking at air pollution deposition dispersion using all approved faa and epa environmental models i also spent six years on the environmental aviation and impacts committee at the national academies of science and have a very strong fluency and what the demands of this project are and i also look forward to working with you all so the next part of the presentation here is sort of building into as part of the strategy of force a four-phase approach that has been proven to be effective and useful in numerous projects which typically comes through four parts first is the discovery where we review all the operations the flight patterns various fea reports and do an intensive meteorological data analysis to identify downwind upwind which ultimately impacts areas of deposition and dispersion of the of the pollutants coming from the aircraft during the landing and takeoff cycles which i'll discuss more in a minute followed by benchmarking which then is bringing together the appropriate methodologies that have been used at various airports that i've worked on and the team has worked on across the country on and then from there look at you know data collection which is then strategically from the meteorological analysis and initial air modeling to then deploy air samplers that are set up at various receptors both at the airport on the perimeter of the airport and within the community to ensure a comprehensive and robust assessment which then gets refined based on the data with additional models showing ultimate impact and then the most important thing through all of that in the end is stakeholder engagement so yourselves facilitating meetings that provide that transparency that tracy mentioned earlier and to provide educational materials and information that allows everyone the opportunity to ask questions and actually understand the science rather than just read reports and see data and how is that then transcribed to the community next slide please um and this has been a big focus of my work for several years both on a project base but also litigation cases where um the most important aspect is the landing takeoff emissions uh that's where the acceleration uh at the airport through the actual takeoff process up to about 3 000 feet uh generates the most emissions uh through that process the same thing in landing as the plane begins to decelerate and then accelerates as it lands on the runway uh which is critical because um through all of my work at the environmental aviation and impacts committee at the academies landing and takeoff emission strategies um were heavily studied um and a lead piston gas lead um in planes was one of those areas of focus where we want to look at and understand that this is and is the largest impact for ground level air quality in the vicinity of the airport um and it's been shown scientifically through numerous papers um including much of those papers i've been involved in in those projects that have shown that mixing with various atmospheric conditions and other um sources of air pollution um you know can certainly have an impact if these landing and takeoff objectives are not understood and studies are not set up correctly which again we have across the team a very strong fluency in ensuring that these uh processes of landing and takeoff are properly characterized and monitored uh for uh the most comprehensive approach thank you tim i'm excited to take you through a more detailed overview of our sampling prelim preliminary screening will be performed using a portable xrf analyzer which allows for the immediate detection of lead presence which will guide our comprehensive sampling strategy for maximum effectiveness triplicate soil samples will then be collected using a coring probe with gps documentation photographs and vegetation descriptions to ensure complete chain of custody if the results indicate a need for community sampling priority will be given to community gathering spaces such as broward county college south campus and nearby parks air quality monitoring will be performed with tish environmental wilbur air samplers samples will be collected onto filters with co-located samplers to collect duplicate samples to ensure data accuracy and scientific defensibility samples will be collected over 24-hour periods every third day over a two-week period analysis of the collected filters will take place at rti which is the home to a national environmental laboratory accreditation program certified lab that will follow epa methods rti has rigorous quality assurance standards um all sampling techniques laboratory analysis quality control procedures which include matrix max matched calibrations and control checks along with a chain of custody protocols will be documented in detailed sampling and analysis plan that will be both faa and epa compliant which is part of rti's quality assurance program results of analysis will be compared to appropriate safety standards air concentrations will be compared to epa's 0.15 micrograms per cubic meter standard over a rolling three-month period and soil samples will be evaluated against the florida department of environmental protection levels for both industrial and residential zones exceedances will be flagged with statistical analysis to identify trends that may require attention and results will be presented in a variety of formats including figures tables and contour maps if concerns are identified we will immediately notify stakeholders explore expanded monitoring mitigation planning and develop appropriate communication materials throughout this process working with the community is paramount to our institute's values we intend to keep airport staff and stakeholders informed about sampling methods and benefits share results transparently and create awareness about environmental health additionally we have budgeted to hire local students to assist with sampling this will allow them to gain hands-on experience as well as training and mentorship from environmental experts to build a local capacity and pipeline of locally trained environmental professionals community voices will be integrated throughout the scientific process as well as within the communication phase we intend to reach out to local teachers faith leaders and other community organizations via email and social media to build up attendance to follow up in person in virtual community meetings rti's prestigious science communication team will take the lead when creating information and information excuse me information and materials to build trust without alarmism but also in an inclusive way by using transcreation versus just direct translation to make sure we're including those who may speak spanish or creole overall this is an investment within the community this screening demonstrates brower county's commitment to the environmental stewardship ensuring data-driven decisions that empower the community with answers and a clear path thank you and we're ready for questions thank you very much i'm going to turn it over to the committee members as well as our project manager for any questions they may have mr van landingham yes i do have a question thank you it's david van landingham i'm director of brower county's environmental permitting division i have a couple of questions and then perhaps a follow-up my first question is can you please speak to your experience performing phase one and phase two environmental site assessments conforming to astm and epa all appropriate inquiry sorry let's try to get unmuted there uh yes that's uh certainly been a part of a lot of the work um i've had to do um as part of um as part of an environmental company um i've done phase one and phase twos in different states um and so far as far as the environmental set assessments you know looking at you know whether it's uh you know affecting property values or regulatory standings um i have uh utilized astm e1527-21 standard practice for environmental site assessments um and that within that satisfies the epa's all appropriate inquiries on the aai rule um that uh answers your question um thank you could you could you please explain how your approach would examine and potentially rule out influences from background um and then also more particularly point source versus non-point source introductions of contamination versus normal what i would call normal aviation operations at the airport you guys want me to start with that do you want to jump in yeah can you start we can jump in sure so yeah uh as part of every aviation project um i've ever done one of the biggest and foremost importance is to understand that's part of the operation phases of the airport um you know what type of aircraft are coming in what type of aircraft are coming out what is the volume of aircraft what are the different fuels that are used at that airport what are other local and or industrial stationary mobile sources around that which is often why i've had to in my work especially deploy various models um it's uh to adjust and account for all of that um so that's often done using the aviation environmental design tool model uh which often can be coupled with the um international civil aviation organization uh model uh then there's one where there's um subsets that to actually look at landing and takeoff um cycles which focuses on the emissions below the 3 000 feet um and then from there given that you know there are very few lead sources um you know as as lead is nearly phased out of the national ambient air quality standards considering the the rigorous amount of work that's gone over the years to which i've been part of on various committees assessing lead into the atmosphere um it should would not be too much of a stretch to be able to relatively quickly and effectively rule out um you know lead from other sources considering it'd be a very particular source uh by which would be um to which would be coming from but in short in summary all potential background emissions um would already be identified and characterized as part of this assessment um uh yeah i'll stop there and i can add on to what tim has said is uh equally to from how our team can support as well is uh we would also look in the literature and look at background studies at other similar airports with similar operations to your airport and uh one of the things that we we can do here as well is there's definitely banger printing in chemistry and that's something where you use isotope studies in our instrumentation the type of instrumentation and the experience that frank has we can definitely look deeper at some of those isotope ratios of the leaded uh fuels versus lead in other backgrounds and we can kind of compare that fingerprint and that gives us a little bit extra uh way to look to make sure that the uh lead is not coming from necessarily from the fuels but background and things like that so i think that that gives us a little bit of ability and maybe um a way to enhance the analyses as a further step that concludes my questions thank you thank you any other questions from the committee members yeah nina mcpherson director north perry airport um thank you for your presentation i had one question to start off with the air quality um equipment in your presentation the picture that you had um i i i see that you've done five airports in the last you all since 2019 2018 have you had any challenges with that equipment in the airfield safety areas a being sturdy enough to stay there and and b with the frangible component i can answer one question on behalf on behalf of my as part of the team here so we submitted five examples um as part of our proposal however i've you know have been involved in numerous studies where as a as a lead consultant um uh an advisor as i am on this team um and have seen including myself setting up monitoring stations using this type of equipment um i've never experienced um any issues um you know with equipment um you know becoming uh somehow risk averse or damaged or any other means um and so hence the you know i think the attention to detail and and properly setting up the equipment ensuring its stability and use um you know would certainly be at the forefront of what we would do to ensure that we don't affect any of the monitoring that goes on um through um you know any issues with the equipment itself or anything along those lines and i'll just echo that we've used similar equipment in a number of studies and as long as we work closely with you know broward county airport staff educate them on what the equipment is any securities concerns they may have on site we can mitigate ahead of time but generally as long as everyone that comes into contact with the equipment equipment is aware of what it is what it's doing and why it's there we have not run into any issues with the equipment thank you that concludes my questions thank you mr castillo any questions none go right ahead all right uh winston canicle with um aviation department project manager a few follow-up questions um to nina's point about the equipment for ear sampling you mentioned in your presentation that um the data will be collected every three days who's doing that and how is that done is that correct i can speak on that sorry um the data is collected so the air sample is collected onto a filter surface and the filters can be stored under refrigeration and our intention is to establish field sampling um ryan and i will probably be on the ground for the first week but we really want to reach out we saw that broward college south campus has an environmental program and our intention is to come and contact some of those students and form kind of a mentorship we budgeted to pay so training to help with that as it's just a removal filter and storage within a fridge and then a shipping process under cold storage if anybody has anything to add to that um this this approach has worked well for us in the past where we we train people and identify somebody who's capable of supervising the equipment long term even if we're not there in person and then we're readily available virtually for troubleshooting maintenance help um and then if we need to be on the ground that that's not a problem as well yeah and to follow that up uh i also have um local resources um in florida that i've worked with who are also trained air quality uh people that i can direct and help um you know when i'm on you know being on site if that is needed um outside of the students engagement and that kind of stuff so we have a full support team uh to make sure that the the operations and the data collection and the preservation of the integrity of the samples and the chain of custody is all followed to ensure full compliance with all federal regulations okay thank you for that um another question what type of data are you going to be needed are you going to be requesting from the airport or the aviation department or if not if there's none that's also fine i think i think well probably part of the initial data assessment uh that would go into the preliminary preliminary assessment would be accessing your meteorological data um and would be determined first off whether or not you guys have any kind of quality assist a quality control assessment as part of that data um you know numerous airports i've worked with typically have qualified data um after it's collected it's it's qualified under epa methodologies and then available to the public or for anybody else that needs to use it uh either for modeling or for any other purposes uh from there would then be um uh understanding you know the types of airplanes the volumes uh of airplanes operations and schedules um you know if there's been any you know recent changes to what we're aware of in terms of runways layouts um things like that um and so at least for a preliminary perspective that would be probably what we'd be looking for um and then any data demands um after that um you know we would uh you know we would ensure that there's proper you know a proper communication for that but typically from my experience um that's usually a really good start and then from there um you know a lot of those uh develop the mission factors that we would do and all that kind of stuff are then built into the models uh which doesn't require airport participation in terms of that which is then used to set up the monitors and and all that kind of stuff into the community and at the airport so um not a whole lot of information but just some stuff that is critical from the start which we would very uh uh specifically lay out um uh upon uh upon starting this work okay understood another question how can you ensure that your sampling plan is scientifically defensible i'm sure tim can speak more on this um but the we do a comprehensive literature review before we begin any project um what has already been done done before uh what is best practice but with the epa and ffa methods um these are well documented methods um tim can back me up here um that this is established and so scientifically defensible we take duplicate samples we make sure we have a robust quality control program the chain of custody i think as a research institute we definitely have those practices already in place um documentation is critical as well as our mini certifications uh so yes i i will back that up and thank you for amelia so more specifically um what i've been when i've developed sampling analysis plans for airports there are typically multiple steps um that are outlined in that um and so i'm not gonna um i won't go through every single subsection of everything but typically the they're the first part is defining the purpose and the scope of the work you're doing um and that's basically your objectives your decision framework um you know things that you know cleanups you know standards that you're going to be following that kind of stuff which we outlined in the presentation um not always needed but sometimes uh developing a conceptual site model can become part of the sampling analysis plan which really gives the site description what are those potential receptors um and then you know following sort of the scientific protocol methodology where you know if you if you felt the need to develop you know some sort of hypothesis of what you'd be looking at or expecting to find in the data can also become part of that the third part of that is typically the sampling design which deals with sampling locations what types of samples you're going to be collecting um how often so you know frequency and timing and then any duplicates matrix spikes um you know lab blanks field blanks all that kind of stuff is all laid out how often you'd be doing that um and then typically the fourth part is identifying what the analytical methods are so um you know that method selection uh reporting limits or minimum reporting limits or minimum detection limits uh and then the uh particular informed chain of custody um and how that actually is going to be that's probably one of the biggest aspects of of of these plans uh is how the how the samples are handled who has the rights to the samples and all that kind of stuff um and then you have a quality assurance and control program which is laid out that has you know all the calibration procedures whatever corrective actions are needed if there's an issue um you know um acceptance criteria falls within that and then how are you how are you validating your data um which is then you know independent do we need or find that there's an independent review uh but that's typically something that you know is done against the standards to assess if you're following your sampling analysis plan your data is very quickly usually validated um and then from there we would outline what the document and reporting aspects would look like that would be copies of all field logs um how we would organize the data in terms of either um a specific stuff statistical software program or an excel workbook um you know downloadable items that people could open on their computers um and then you know with that putting all of that together um making sure that it's the sampling analysis plan is it's transparent it can be read by anyone whether you have a technical background or not um and that it is uh is definitely aligned with the regulatory guidance um that's required so as you can tell i've written a lot of these i am very familiar with how they're laid out and what goes into them um so um to your to your question all of that together would put a fully defensible sampling analysis plan together great um so thank you for that one final question um could you just kind of give us an idea of your um your background in dealing with public meetings particularly in an or so for communities surrounding an airport i can start a little bit yeah go ahead go ahead go right ahead i'll go after um during my research we um actually work with agricultural communities but due to the agricultural communities we um had a lot of aircraft um because of the pesticide spraying and so forth so even though these are smaller communities we had a lot of air traffic in them and so with my work we had open um calls for community engagement we kind of identified what the community cares about we took questions prior to meetings to kind of help organize our thoughts and presentation but rti science community communication team is an independent group within our institute from the analytical work so they have expertise where all they do is build these wonderful information packets and really work their full-time job is working with community folks and identifying the best way to communicate with them but personally with these meetings meeting people where they're at taking questions beforehand and communicating with those local leaders has really been a big plus for these community meetings so you don't just go in blind and you show that you're working with and not against the community okay thank you i appreciate your time yep and just to add to that um i have been um i've had to deal with i would say hundreds of community meetings over the years uh airports ranging from logan airport to jfk uh east hampton new york santa monica california dallas fort worth uh albany new york um and ones i'm for you know not mentioning right now tf green where all of these were all studies i was part of where we would have to go to the community meetings answer questions um and discuss in detail um you know what we're finding and you know what we're using for data validation data collection modeling all that kind of stuff um i also have an atsdr certification in community engagement and public health uh both for phase one and phase two so i've been through their course and uh fully understand what um uh what often takes to uh ensure um a cooperative and um um fluent community engagement great thank you you're welcome thank you very much thank you uh good good afternoon javier novice assistant county attorney um outside of the question and answer i did want to make a point of legal clarification just because we noticed um rti on the bottom right of the presentation you mark um the powerpoint as and thanks for the opportunity to present today my name is mike so on behalf of gallagher bassett and our team we appreciate the you know the opportunity to to talk to vcat about our qualifications for the north perry uh lead emission screening we structured this presentation to align directly with the evaluation criteria in the rfq so you can see exactly how our capabilities align with what the county needs for this project before we get into the details i just want to make sure we all on the same page what this project is really about north perry is in a large commercial airport it's a high activity general aviation field with unique operations and traffic patterns so the first objective is building a framework designed specifically for north perry not adapting a generic template from there we click empirical data benchmark the results turn loose those findings into practical recommendations including support for transition to unleaded avgas and critically community engagement runs throughout not just a public meeting at the end but ongoing transparent communication from day one we'll get into specifics of how we do that shortly with those objectives those context let's hear how we we've struck the presentation we'll start by introducing the team with the senior technical professionals who'll be doing the field work and analysis and the dedicating communication teams you won't find at other firms then we'll cover our qualifications and experience from there we'll walk through our project approach the six phase methodology built for the specific scope after that we'll show you our stakeholder engagement and then and what makes it different and then we'll close with why gallagher facet is the right selection for this work let's start with our senior technical team sean nemser is your project manager and single point of contact sean is a florida professional engineer certified industrial hygienist certified hazardous material manager with deep experience craig clevenger is our professional geologist and he brings subsurface expertise designed specifically for defensible soil sampling programs richard gruppenhof so epa-led accredited risk assessor who evaluates exposure pathways against regulatory benchmarks john ojunes our director run just our director of industrial hygiene will be our senior technical advisor and i'll provide oversight across the entire project this team have done this work type of work before we'll bring the same rigor to north perry on the communication side we have two people bring a unique combination of aviation knowledge and public engagement expertise sasha lightburn brings stakeholder engagement and analytics she completed private pilot ground school at embryo and serves on the boards of the greater miami aviation association and embryo supporting her is lieutenant colonel willard shepherd our public affairs advisor he's an faa commercial instrument pilot a former mbc miami investigative reporter and holds a jurist doctor that media and legal background means you can navigate sensitive public communication with precision now you bet the team let's kind of look at our actual qualifications and experience behind them every license and certification you see right here on this slide is held by members of our in-house team we have epa licensed risk assessors epa licensed lead inspectors a florida licensed professional engineer florida licensed professional geologist certified industrial hygienist certified safety professionals certified hazardous materials managers faa remote pilots and all our labs are accredited no subcontractors will be used for the core technical role bcag gets a fully credentialed team from day one behind the licenses and certifications our team brings a few achievements that generally set us apart our team has developed a patent pending aviation safety data analytics capability proprietary technology for analyzing aviation operational data in ways that they reflect the ability to translate complex information for the public and a first-hand understanding of aviation operations now i'm going to get into our project experience environmental screening air monitoring and soil sampling is what we do every day our team regularly manages complex multi-stakeholder environmental assessments for the science has to be defensible the timelines are tight and the public scrutiny is high it's not especially pull off the shelf or certain pit it's our core practice on the screen you see three projects that demonstrate that depth of experience we supported the south water florida water management district on environmental monitoring and compliance efforts we conducted nationwide airport monitoring programs giving us broader perspective on how different airports handle data regulatory benchmarks and community engagement each of the engagements reinforced the technical rigor that stakeholders coordinating stakeholder coordination in this project demands the project i want to kind of focus on is the miami freedom park because of parallels the challenges in north perry this site was a former golf course and incineration dump with contamination of metals dioxins furans and other hazardous substances we were brought in to assess and delineate the contamination manage the soil excavation provide continuous air monitoring hazardous materials oversight and a full chain of custody protocols on extremely compressed fast track schedule with significant public and media screening throughout the project we coordinate closely with the miami day department of environmental resource management derm and multiple contractors to ensure every phase met regulatory requirements the pressure was real this was a high visibility project tied to the opening of a major sports and entertainment venue when there was zero room for delays or compliance failures we met the april 4th opening day target on time and in full compliance delivering defensible fully documented environmental records that same level of urgency coordination and technical discipline is exactly what will bring to north perry with that background on our qualifications and experience let me turn to our project our understanding of the project and the approach we will use to deliver it our approach is science-based decision making regulatory alignment and transparent ensuring technical findings translate into deformed decisions for bcad you'll see five guiding principles on the screen rather than walk through each one now i'll show you how they come to life in our engagement strategy and voice of the stakeholder framework in a few minutes the key takeaway is that we've designed the technical work in the community engagement to enforce each other at every stage with those guiding principles as a foundation let me show you how the work itself is structured our approach breaks down into six phases i'll cover the first three here phase one is understanding the problem we focus on the areas where emissions concentrate run-up pads taxi routes departure zones because that's where exposure potential is highest phase two is data collection more than 40 store samples across the property four boundary air monitoring stations and every point tracked and map for a spatially referenced data set phase three is the analysis system benchmarking epa-aligned methods compared against both regulatory standards and national airport studies so bcad can see north perry's data in context so once you've collected that and benchmarked it the natural question is how do we trust and what do we do with that's where the next three phases come in phase four is all about data quality and this is where a lot of projects fall short we run a rigorous qaqc programs duplicate field blanks calibrations strict chain of custody and independent lab verification the end result is a data set that would stand regulatory scrutiny and hold up under public review phase five is the risk evaluation we compare validated results against epa screening levels floor department our environmental protection soil cleanup target levels and assess exposure gradients and identify any hot spots or trends phase six is developing solution optimizing ground operations in high concentration areas managing soil hot spots and supporting the unleaded ab gas transition that covers our technical methods next i want to talk about something that's equally important and that's the community engagement earlier i mentioned that the community engagement runs parallel to our technical work not after it here's how we make that happen our engagement strategy is built on three pillars that you see here transparent communication multilingual outreach and community trust in practice that means at least two public meetings materials available in multiple language to reflect the diversity of the community and every piece of feedback formally documented tracked and addressed accountability is what separates general engagement from a checkbox exercise the end goal the community should never be surprised by the results and bcad should never feel exposed by the process so those pointers those pillars are the what let's see me how let me show you the how this is our voice of the stakeholder framework voice of the stakeholder it isn't a standard survey or public comment period it's a repeatable cycle of collecting stakeholder input put synthesizing it and translating it into decision grade insight bcad can act on think of it as an engine that makes those five principles we discuss actually work in practice the six elements on the screen from the hypothesis driven insight to the continuous integration of insights are what allow us to move beyond standard outreach and deliver engagement that generally supports bcad's decision making to wrap up i want to leave you a clear picture of what sets gallagher bassett apart and why that matters to this project we're a four-based firm with local staff which means rapid mobilization and responsive fieldwork when something comes up on site we're not flying in people from out of state we're already here afternoon thank you for the presentation this is david van landingham i'm director of broward county's environmental permitting division i can see from your submittal that that you all have uh extensive experience in conducting phase one and phase two assessments as well as contaminant assessment and remediation um i have two questions could you could you first speak to the air uh sampling side of things and give some comparisons to other projects um other airports perhaps where you've done these kinds of what i would call operational studies as it relates to air quality um so i don't know who on the team it's like so i can answer that right so um are you talking about you're you're talking about like the air so any kind of air sampling mike for example like on this freedom park this example that you gave there is we did continuous not only dust mining but we did boundary air sampling similar to what we're proposing here in a way we were looking for dust lead and arsenic in that example there we were doing it weekly um mike you guys will have to say specifically we've done it at airports recently but it's even if if we haven't specifically done it at an airport it's the same process david and and and and we have extensive experience doing these boundary air monitors calibrating the the the equipment the pumps the cartridges and and using a specialty lab for for analysis and mike i'll let you build upon that we also we also we have client that we do work with all around the country where we're doing air sampling for different constituents of concern right from from uh metals and uh things like iodine um on the starting at the at the manufacturing the parts all the way through hangers jetways terminals um so we've kind of worked in airports in that setting too um but as craig mentioned you know we do air sampling every day and a lot of it is boundary or area air sampling outside and so we we understand um you know the calibration of the pumps and the strict protocols and uh methods that have to be followed i don't know if we answered your question or not well i was just trying to flesh out i'm just trying to flesh out your experience related to air monitoring at airports i mean this is the basis of it i mean there's sure i understood david um you know i mean you you're familiar with with gallagher bassett and formerly eng is is more the phase one phase two that dealing you know with the regulatory the brownfields and things like that and our other half of of our firm is a completely industrial hygiene firm where it's a full service and they do this every day like mike is saying specifically to say at this airport we did this air monitoring i don't have that example for you in in this case but the way we approach all our projects whether they're they're they're residential smaller you know multi-family residential or construction sites or industrial hygiene site industrial sites we're doing uh the compliance inspections hygiene the personal uh worker protection things like that it's the same protocol for the for the air sampling in the comparison thank you i do have a follow-up question i'm sorry was an addition to that yeah i was just going to say as far as the industrial hygiene monitoring we do do a lot of work at as mike extension mentioned airports all over the country uh for a specific client they're they're a conglomerate of an insurance company um so it's it's a lot of worker-based area monitoring personnel monitoring um vocs uh noise monitoring anything ih that they they have an issue with they they come to us for um we've we've done monitoring on planes monitoring and hangers uh even the manufacturing facilities of of airplane parts so we've done a lot of aviation related ih monitoring and a lot of standard soil sampling groundwater sampling at airports we've been at that at fort lauderdale international airport we've been at miami international airport so we have extensive field experience in the ground doing those if i can add we also did a significant exposure and metal monitoring at the cape canaveral for the blue origin project which is amazon space flight program we were there for several years doing all kinds of exposure monitoring soil analysis and just the whole gamut of ih you know services thank you for that so a follow-up question um thank you committee members for your patience so um could you explain in greater detail how your approach to this project and your sampling plan would in implementation differentiate between what i would call point source and non-point source pollution or discrete discharges versus um perhaps aviation operations normal aviation operations at the airport yeah david when we we're going to research the history of the site you know do almost a typical phase one type research just to understand the history of how the airport's developed that the neighborhood and everything's developed just to look for if there's any potential concerns in previous uses and and and then you know walk the facility interview the the stakeholders that that that are necessary here and then develop a sampling plan and in that sampling plan we're we're going to take into account not only potential point source but also just just you know one one aspect might be a natural background consideration the other one just might be non-point source anthropogenic background type type sources it might be specific to the airport it might be more sub-regional there that that a pattern could be developed through the through the data set but we are uh you know based on the research and based on the site specific conditions we're going to take into account both point source discharges and also non-point source that concludes my questions thank you thank you miss mcpherson did you have any questions uh no i uh nina mcpherson director north perry airport uh i believe you clarified it for us david um that there was no airport specific experience however the one reference you have is the north america airports monitoring in which you did noise monitoring indoor air quality surveys and industrial hygiene monitoring is that correct i'd just like to clarify that we do have direct experience doing soil and groundwater sampling at major municipal airports including fort lauderdale international airport the fobs around fort lauderdale and miami international airport also the obelaca historically yeah and we're we're currently working at fort lauderdale with for bcad at fort lauderdale international i'm doing a lot of industrial hygiene stuff into air quality mold um sewage backups yeah we don't we don't have we done it have we done a lead emission screening at an airport like this no right i guess that's the answer to that we haven't done specifically this type of work yet no thank you for that clarification i appreciate it no further questions thank you mr castillo all right mr canicle go right ahead yeah hi winston canicle project manager uh a few questions i think and um you mentioned avgas transition what was your experience what was the team experience in that regard we don't have any experience in that regard we don't have any experience in avgas transition right we know about it right that there's there's a a a plan to try to transition i believe it's in 2030 away from leaded fuel into unleaded gas for for pistons but as far as actually doing anything besides that no we don't have any direct experience with with avgas transition okay thanks um what kind of data do you think you're going to need from the airport excuse me can you repeat that what type of data do you think you will need from the airport aviation department or is there or is there going to be a request for data from the aviation department there could be right so we i our plan is to look at the whole operation as part of like the initial um you know assessment and benchmarking is to kind of figure out you know the operations and maybe any records you guys have of spills um cleanups that you may have that we may not be able to get from you know any total regulatory file review okay um one last question will you have a list of your historic occupants by chance through this process can you repeat that please will there be ability to get a list of historic occupants you know through this investigation working with you guys like the users yeah the people have used the airport throughout you know the years former tenants i guess yeah former tenants yeah i think there's some possibility with that it depends on the nature of what is being requested when you say data i mean if you if if the airport operations have has data or any tenant have data like physical data that would be pertinent to our investigation yeah we would like to have a copy of that that's that's the thing and that's what i was asking because you know i just wanted to understand if there's stuff that you're going to be needing from the airport because we don't have specific data depending on what is being requested it just have to i guess it will be a case-by-case basis yeah we're assuming there's no data so we've gone into this assuming there's no data there's a concern and we're going to evaluate it from square one here okay you know sounds good historic use is what the current use is and develop a sampling plan and based on that data that we develop make some smart evaluations and recommendations here for you confidentially i would think if we could get fuel use how much i mean do they keep they have to keep track of how much fuel is on site or what their standard you know aviation fuel it's holding capacity is things of that nature like what do you you know someone's got to have that record just so we can see how much on average is used understand i guess we'll cross that bridge when we get here um one last question um i know you talk about um what was it having community engagement experience um how would you handle communities or community or stakeholder concerns about light emissions at north perry sasha you wanna you wanna handle that our communications team absolutely uh so the question there is how will the gallagher bassett lead team handle concerns about uh can you repeat the last part um lead emissions concerns for the stakeholders and at the airport okay so um we did the the solicitation invited us to um present innovative approaches and so what we seek to do as mr cyril cywil mentioned we are seeking to not start the community engagement at the end of the project but we seek to engage with the community and stakeholders throughout the entire process so before concerns arise before there's any type of escalation we would like to obviously with bcad's approval start messaging the community the community and stakeholders ahead of time and throughout the process that way we can educate and we believe part of this whole scenario requires quite a bit of education to the community now if there are concerns that pop up we do have in our proposal as noted a feedback and escalation management plan in place so we uh we want to execute on a very structured feedback process and we do intend to stand up a disposition tracker if you will a rubric if you will for determining what a level of concern there is and who are the owners and who are the decision authorities uh specific to that type of feedback or that type of concern so we can't say right now how uh it will be handled it depends on what's in that rubric that we would define with bcad it depends on what's in our disposition tracker and it depends on the type of concern that will pop up but nevertheless sir we do have a plan for a very systematic process for
