good afternoon i am carolyn messersmith purchasing manager and the meeting facilitator i would like to call to order this initial evaluation committee meeting for requests for proposals rfp number pnc 2130453p1 construction engineering and inspection services for increased vertical clearance of the sheridan street bridge over florida's turnpike for the public works and environmental services department highway bridge maintenance division the time is 303 p.m on january 8 2026. this meeting is being held through microsoft teams representatives from the county are physically here in room 430 of the government governmental center east location in fort lauderdale florida or virtually through teams attendees please mute the microphones on your devices to limit background noises this is a public meeting and is being recorded by broward county the video recording will act as the official recording of the meeting the recording will be made available on the purchasing division website under the rli rfp repository information reviewed by the evaluation committee as part of the evaluation process will also be posted on the repository this meeting has been publicly noticed the purpose of the meeting is to determine the responsiveness and responsibility of the proposing vendors only those vendors that have been determined by the evaluation committee today to be both responsive and responsible to the solicitation requirements and shortlisted may proceed to the final evaluation committee meeting for presentation scoring and ranking at the time of the solicitations deadline 2 p.m on october 24 2025 six proposals were received meeting attendance is recorded in the following ways the purchasing division records attendance of the county staff physically here in room 430 all you it is the evaluation committee's responsibility to review the vendor's submittals to ensure solicitation requirements are met and to evaluate the submittals and make a recommendation to award a contract each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience the evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews in accordance with broward county procurement code each evaluation committee member must affirm that they are free of conflicts of interest as provided by part 3 chapter 112 florida statutes and the broward county code of ethics all evaluation committee members and the project manager assigned submitted the required broward county disclosure forms and responded that they can be fair and impartial to all vendors the cone of silence has been in effect since this solicitations advertisement vendors are prohibited from discussing this solicitation with the commissioner's office county staff or a member of the evaluation committee the cone of silence terminates when the awarding authority takes action which ends the solicitation during the cone of silence inquiries regarding the solicitation should be directed to the project manager or to the director of purchasing and or his designee also vendors may communicate with designated representatives from the office of economic and small business development at any time regarding the solicitations small business enterprise or county business enterprise participation the summary of vendor rights regarding the broward county competitive solicitations was issued in the solicitation broward county will be utilizing utilizing a consensus approach to provide a summarized group consensus evaluation score at the final evaluation committee meeting at this time the purchasing agent will report the findings on the responsiveness and responsibility and identify if any exceptions were taken to the county's terms and conditions proposals were received from the following vendors f and j engineering group inc m and j engineering pc dba j and m engineering pc metric engineering inc pinnacle consulting enterprises inc solid consulting engineers inc inc w sb llc the solicitation had two responsiveness requirements involving compliance one criminal history screening screening practices certification and two lobbyist registration certification the director of purchasing recommends that all vendors be deemed responsive to all the responsiveness requirements the solicitation had six areas of responsibility requirements affiliated entities of the principal financial information financial ability insurance requirements professional engineer license f dot pre-qualification requirements litigation history office of economic and small business development program requirements all vendors provided the required documentation for evaluation committee's review or responsibility refer to the director of purchasing memorandum for additional information the solicitation required vendors to state whether they accept broward county's standard terms and conditions or if they do not accept them to identify the agreement provision and vendors propose changes all vendors accepted the county's standard terms and conditions without exception this concludes purchasing's remarks and is presented for the consideration of the evaluation committee thank you thank you the next order of business is to determine vendor responsiveness as defined in the procurement code section 21.40a is there any discussion from the evaluation committee regarding the determination of responsiveness okay hearing none may i have 2144 2144 procedures for ccna services states that the evaluation committee shall establish a short list of vendors for further consideration of award of the solicitation unless the director of purchasing determines that short listing would not be in the best interest of the county finally in accordance with florida statute for consultants competitive negotiation act there shall be no fewer than three responsive and responsible vendors evaluated however the evaluation committee determines the final number of vendors to shortlist shortlist shortlisting is based on the evaluation committee's evaluation of vendors entire submittals including responses to the evaluation criteria is there any discussion regarding shortlisting of the vendors um on time i'd like to suggest that we shortlist three firms is there any other discussion by any other evaluation committee members do we have anyone who um supports or would like to provide additional um consideration um to the motion right now that's standing mr han cesar galliano i second the motion are we going with three firms yeah that that's fine on i i just quite truthfully i did review all the proposals all the submittals i didn't review them in in great detail but i did you know uh scan through all of them um and um scan through all their um staffing and team members and and such um but i i don't know that i you know scan reviewed them to the to the level that that that you know that that i feel comfortable shortlisting and eliminating three firms at this point but i i think that i can do that if that's what we need to do so um but that i just wanted to i don't know if the other members have reviewed all the proposals in detail to the level that they feel comfortable shortlisting and eliminating three of the firms but i just wanted to well if if we i mean the option is we move all six firms to the presentation phase um and then or we shortlist three four i wouldn't shortlist five because if you shortlist five you might as well would go six yeah i would feel i would feel better shortlisting four maybe um and only maybe eliminating two possibly if if that's okay okay so either three or four so far anybody james you have any thoughts you okay if you could turn on your mic i'm okay with either okay anybody else you'll sway three or four one way another okay we either i'm okay we either i second vendors during question and answer period and do not have to be topics or questions to all vendors martin gross i have some items okay uh items to include in the firm's presentations um like for them to highlight specific major expressway bridge jacking projects for which the prime consultant has provided cei services and also would like the uh presentations to highlight specific consultant team staff which will be assigned to the project which have previous experience in overseeing a major expressway bridge jacking operation okay thank you are there any other evaluation committee members that have specific presentation topics i would like them to address um how they will coordinate with the seminole tribe of florida given its proximity to the project and some of the impacts it may have on the contractor's operations around the underpass okay thank you any other um i would like for them to include in their presentation and be ready to answer question on how they plan to monitor the jacking operation when the contractor is performing that operation anyone else hey the evaluation committee establishes the length of presentations this time does not include the unlimited question and answer period is there any discussion regarding the presentation length i suggest 20 minutes i agree at least yeah yeah i think it's going to be more than five minutes of q a okay okay
