It is the Evaluation Committee's responsibility to review the vendor's submittals to ensure the solicitation requirements are met to evaluate the submittals and make a recommendation to award a contract. Each Evaluation Committee member was appointed by the county administrator to serve on this committee based on their experience. The Evaluation Committee members are responsible for following the county's established committee procedures to select vendors which can provide the services that are in the best interest of the county. At the discretion of the board, the Evaluation Committee members may be requested to substantiate their recommendation and discuss their submittal reviews. In accordance with the Borough County Procurement Code, each Evaluation Committee member must affirm that they are free of conflict of interest as provided by Part 3, Chapter 112 of the Florida Statue and the Borough County Employee Code of Ethics. All committee members and the assigned project manager submitted the required Borough County Disclosure Forms and responded that they can be fair and impartial to all vendors. The Kona silence has been in effect since the solicitation's advertisement. Vendors are prohibited from discussing the solicitation with the commissioner's office, county staff, or a member of the Evaluation Committee. The Kona silence terminates when the awarding authority takes action, which ends the solicitation. Thank you. Proposals were received from the following vendors. Ace Parking 3 LLC, ITEC Security Services LLC, Blas Florida Parking LLC, NSP Plus LLC. The solicitation had six responsiveness requirements involving compliance. Bond requirement, criminal history screening practices certification, Domestic Partnership Act certification, living wage requirements, lobbyist registration certification, and pricing requirement. Three of the four vendors were found responsive to all the responsiveness requirements by the purchasing division. One vendor, ITEC Security Services LLC, is non-responsive for the following requirements. Bond requirement. ITEC did not submit a bid bond or alternate bid security with its submittal by the solicitation's closing date and time. Criminal history screening practices certification. ITEC submitted an incomplete form with its submittal, and after the county's request, resubmitted an incomplete form. Living wage requirements. ITEC submitted an incomplete form with its submittal, and after the county's request, resubmitted an incomplete form. Refer to the responsiveness and responsibility matrix for additional information. The solicitation had seven areas of responsibility requirements, affiliated entities of the principles, financial information, financial ability, foreign country of concern requirements, insurance requirements, litigation history, payment card processing questionnaire, and workforce investment program requirements. Three of the four vendors provided the required documentation for evaluation committee's review for responsibility. For one vendor, ITEC Security Services LLC, the following compliance concerns were identified. Financial information, financial ability. ITEC did not provide its financial information with its submittal. Insurance requirements. ITEC did not provide the required insurance documentation with its submittal. Payment card processing questionnaire. ITEC did not provide the payment card processing questionnaire with its submittal, and after the county's request, resubmitted an incomplete form. Refer to the financial, risk management, and payment card processing review memorandum for additional information. The solicitation required vendors to state whether they accept Broward County Standard Terms and Conditions, or if they do not accept them, to identify the agreement provisions and vendors' proposed changes. Two of the four vendors accepted the county's standard terms and conditions, without exception. The following vendors took exceptions to the county's standard terms and conditions. Ace Parking 3, LLC. And Last Florida Parking, LLC. SPEAKER_0010:45

Thank you. The next order of business is to determine the vendor responsiveness as defined in the Procurement Code, Section 2140A. Committee members, is there any discussion regarding the determination of responsiveness?

SPEAKER_0311:02

None from me.

SPEAKER_0011:04

Hearing none, may I have a motion with regards to responsiveness?

SPEAKER_0311:10

I'll make a motion. I'll make a motion to determine the following responsive vendors. That will be, so that'll be, bear with me for one second. I've lost it. Okay. Ace Parking 3, LLC. LAS Florida Parking, LLC. And SB Plus, LLC.

SPEAKER_0011:52

It seems as though you're eliminating one vendor. So, if we're going to do a motion for non-responsiveness, we have to do that motion first. Okay. So, are you determining a vendor to be non-responsive?

SPEAKER_0312:03

Yes. So, I'm making a motion to hold, to find one vendor non-responsive, and that will be I. Gosh, I've lost my list. I'm sorry. I-tech, non-responsive.

SPEAKER_0012:26

May I have a second?

SPEAKER_0112:27

I'll second that. Alex Bukala.

SPEAKER_0012:30

All in favor, say aye.

SPEAKER_0112:31

Aye.

SPEAKER_0012:32

Any opposed? Motion passes unanimously. For the record, we have a motion of non-responsiveness. Therefore, we need to have a motion of responsiveness right now. Committee members, may I have a motion with regards to the responsiveness of the vendors?

SPEAKER_0112:47

John Prokrifke, I'd like to make a motion to find Ace Parking 3, LLC, LAS Florida Parking, LLC, and SP Plus, LLC, as responsive to the solicitation responsiveness criteria.

SPEAKER_0013:01

May I have a second? All in favor, say aye.

SPEAKER_0313:09

Aye. Aye.

SPEAKER_0013:10

Any opposed? Motion passes unanimously. The next order of business is to determine the responsibility of the vendors, as defined in the Procurement Code Section 2140B. Committee members, is there any discussion regarding the responsibility of the vendors? Hearing none, may I have a motion with regards to the responsibility of the vendors?

SPEAKER_0113:38

John Prokrifke, I'd like to make a motion to find iTech Security Services, LLC, as non-responsible to the solicitation responsibility requirements.

SPEAKER_0013:48

May I have a second?

SPEAKER_0113:51

Aye. Alex, we'll call a second on that one.

SPEAKER_0013:53

All in favor, say aye.

SPEAKER_0113:54

Aye. Aye.

SPEAKER_0013:56

Any opposed? Motion passes unanimously. Again, we have a motion of non-responsibility. Therefore, we need to have a motion for responsibility. Committee members, can I have a motion with regards to the responsibility of the vendors?

SPEAKER_0114:12

John Prokrifke, I'd like to make a motion to find Ace Parking 3, LLC, LAS Florida Parking, LLC, SP Plus, LLC, as responsible to the solicitation responsibility criteria.

SPEAKER_0014:25

Thank you. May I have a second?

SPEAKER_0114:27

Second. Ian Mitchell?

SPEAKER_0014:29

All in favor, say aye.

SPEAKER_0114:30

Aye.

SPEAKER_0014:31

Any opposed? Motion passes unanimously. So the next order of business is to determine the vendors that were found to be both responsive and responsible. Alex Bugallo, I'll make a motion that the following vendors have been found responsive and responsible. Ace Parking 3, LLC, LAS Florida Parking, LLC, and SP Plus, LLC. Thank you. May I have a second?

SPEAKER_0115:09

John Prokrifke, second.

SPEAKER_0015:10

All in favor, say aye.

SPEAKER_0115:12

Aye. Aye.

SPEAKER_0015:12
