Good afternoon, everyone. I am Dania Cohen-Ebanks, Purchasing Manager and the Meeting Facilitator. Information reviewed by the Evaluation Committee as part of the evaluation process will also be posted on the repository. This meeting has been publicly noticed. The purpose of today's meeting is to determine the responsiveness and responsibility of the proposing vendors. Only those vendors that have been determined by the Evaluation Committee today to be both responsive and responsible to the solicitation requirements may proceed to the final evaluation meeting for presentations and ranking. At the time of the solicitation deadline, 2 p.m. on July 13, 2026, three proposals were received. Meeting attendance is recording in the following ways. Neil Cochera, administrative manager, port division's office, port of a glaze department. Present. Thank you. It is the evaluation committee's responsibility to review the vendor submittal to ensure the solicitation requirements are met to evaluate the submittals and make a recommendation to award a contract. Each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience. The evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county. At the discretion of the board, the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews. In accordance with Borough County Procurement Code, each evaluation committee member must affirm that they are free of conflicts of interest as provided by Part 3, Chapter 112 of the Florida Statute and the Borough County Employee Code of Ethics. All evaluation committee members and the project manager assigned submitted their required Borough County disclosure forms and responded that they can be fair and impartial to all vendors. The Kona silence has been in effect since the solicitation's advertisement. Vendors are prohibited from discussing the solicitation with the commissioner's office, county staff, or a member of the evaluation committee. The Kona silence terminates when the awarding authority takes action, which ends the solicitation. During the Kona silence, inquiries regarding the solicitation should be directed to the project manager or the director of purchasing and or his designee. Also, vendors may communicate with the designated representatives from the Office of Economic and Small Business Development at any time regarding the solicitation small business enterprise or county business enterprise participation. The Summary of Vendor Rights regarding the Borough County Competitive Solicitation was issued in the solicitation. At this time, the purchasing agent will report on the findings on the responsiveness and responsibility and state whether any exceptions were taken to the county's terms and condition. Thank you. Thank you. Proposals were received from the following vendors, Bright Wheeler Group, LLC, Conrack Solutions Acquisition, LLC, DBA, Conrack Solutions Operators, LLC, and Field Facility Management, LLC. The solicitation had six responsiveness requirements involving compliance. Bond requirement, criminal history screening practices certification, domestic partnership act certification, living wage requirements, lobbyist registration certification, and pricing requirement. Two of the three vendors were found responsive to all responsiveness requirements by the purchasing division. One vendor, Bright Wheeler Group, is non-responsive to the following requirements. Bond requirement, Bright Wheeler submitted an incomplete bid bond with its submittal. Pricing requirement, Bright Wheeler submitted an incomplete pricing worksheet with its submittal. Referred to the responsiveness and responsibility matrix for additional information. The solicitation had five areas of responsibility requirements. Affiliated entities of the principles, Enterprise Technology Services vendor security questionnaire, financial information, financial ability, insurance requirements, and litigation history. All vendors provided the required documentation for evaluation, committees review for responsibility. The solicitation required vendors to state whether they accept Broward County Standard Terms and Conditions, or if they did not accept them, to identify the agreement provisions and the vendors' proposed changes. All vendors accepted the county standard terms and conditions without exception. This concludes the purchasing remarks and is prevented for the consideration of the Evaluation Committee. Thank you. Thank you. The next order of business is to determine the responsiveness as defined in the Procurement Code, Section 2140A. Committee members, is there any discussion regarding the determination of responsiveness? Hearing none, may I have a motion with respect to the responsiveness of the vendor submittals? Neal Kuchera, I would like to make a motion to find Bright Wheeler Group is non-responsive to the solicitation's responsiveness requirements. May I have a second? John Prokufki, second. All in favor say aye. Aye. Aye. Any opposed? Motion passes unanimously. So since we have a motion for non-responsiveness, we now have to do a motion for responsiveness of the vendors. Committee members, may I have a motion with regards to the responsiveness of the vendors? John Prokufki, I'd like to make a motion to find Conrad Solutions Acquisitions, LLC, and Fuel Facility Management, LLC, as responsive to the solicitation's responsiveness criteria. May I have a second? Second. All in favor say aye. Aye. Aye. Aye. Any opposed? Motion passes unanimously. The next order of business is to determine the responsibility of the vendors as defined in the Procurement Code, 2140B. Committee members, is there any discussion regarding the responsibility of the vendors? Hearing none, may I have a motion with respect to the responsibility of the vendors? Angelica Love, I would like to make a motion to find all the vendors responsible to the solicitation and requirements. May I have a second? Richard Boskwood, second. All in favor say aye. Aye. Aye. Any opposed? Motion passes unanimously. So the next order of business is to determine the vendors that were found to be both responsive and responsible. Committee members, is there any discussion regarding this motion? Hearing none, may I have a motion with respect to the vendors that were determined to be both responsive and responsible? Neil Kachara, I would like to make a motion to find all as both responsive and responsible to the solicitation's requirements. Earlier you made a motion to find a vendor non-responsive? Correct. But my understanding is that non-responsive members do not proceed to this portion because they're not responsible, so they're no longer under consideration. Is that accurate or incorrect? Incorrect. So you have a motion of non-responsive, right, and you have a motion with all vendors being responsible. Okay, I withdraw that motion. So may I have a motion with regards to the vendors that were found to be both responsive and responsible? That will proceed to final evaluation. Richard Waskowitz, I'd like to make a motion to have Conrack Solutions and Fuel Facility Management to be both responsive and responsible and move forward to the next stage. May I have a second? Mr. Gloss, I second. Thank you. All in favor, say aye. Aye. Any opposed? Motion passes unanimously. The final evaluation committee meeting will be held on Thursday, September 24th, 2026 at 10 a.m., and will include vendor presentations. The evaluation committee establishes a length of presentations. This does not include the unlimited question and answer period. Committee members, is there any discussion with regards to the length of presentation for the two vendors that move forward? Hearing none, may I have a motion to set the length of presentation? John Perkifke, I'd like to make a motion to set the length of presentations at 20 minutes. May I have a second? Angelica Love, second. All in favor, say aye. Aye. Aye. Any opposed? Motion passes unanimously. As established, each vendor will have 20 minutes for their presentation, followed by an unlimited question and answer session. Both vendors will have five minutes to set up for their presentation in the team's meeting. At this time, the purchasing agent will use a random list generator to determine the order of presentation. This can be viewed on your screen momentarily. I currently have the vendors in alphabetical order. I will now click on the randomize button to produce the order of presentation. First order of presentation is Fuel Facility Management, LLC. And second presenter will be Conrack Solutions Acquisition, LLC, DBA, Conrack Solutions Operators, LLC. Thank you. Thank you. Committee members, is there any other business we'd like to discuss today? Hearing none, I would like to thank all the vendors that responded to the solicitation. We appreciate your time and interest in doing business with Broward County. The time is 2.15 p.m. This initial evaluation committee meeting is adjourned. Thank you. Thank you. Chair Thomas is now exiting.
