good for mine David you're good to go I'm ready on my end yes okay give us just a moment we have time left but we are good to go okay give us just a moment we'll set the timer you may begin well good morning my name is Sebastian Eilert I'm the building inspection division department manager at the Miami branch for UES and with me presenting we have yes my name is David Benson I am my specialty is the building envelope roof walls foundations and helping Sebastian with presentation here all right so that's that is the two of us that you will be hearing from today to start off UES is very strongly committed to our core values which is this is the the acronym that we use which is this drive that stands for safety teamwork responsiveness integrate integrity value and excellence which are the components that we will share with you today in relation to this RFQ and the hope that you'll see that we will be beyond qualified and able and willing to do these this project this contract for you because the project are going to be vast the quick outline for today's event we are going to do a quick firm overview showing you the capabilities and how we come about the key professionals that will be the professionals that will be part of this contract if we get it to be the successful vendor the project approach our past performances some reference projects for relevance and then the workload of vendor location are requirements of the submittal process as well as the willingness to meet time and budget so we will have those as part of those as part of those as part of those as part of those as part of this line and obviously you have that to leave behind so the firm overview UES has been around for over 60 years we are a national company with a very strong local presence over 4,000 over 4,000 staff and in Florida specifically we have over 20 firms 20 different branches with over 89 staff we have previously been known as Universal Engineering Sciences LLC which was changed to UES the professional solutions I do want to point out that the continuity has been the case but we had some feedback on past presentations in terms of the registrations with Florida so we just wanted to share that part we truly believe in a one-stop shop delivery and what UES has been focusing on and growing on strong is what I like to call the periphery services of the project so with that we do provide assessments testing creation the procurement everything that everything that you see on the screen here quality assurance all of which is important to have a successful delivery on the project for the architecture engineering as well as the construction portions of it we do have to achieve this we have a large staff in-house again both national and regional architects engineers inspectors we have a testing lab that is FDOFD certified specifically for roofing we have multiple wall consultants envelope specialists such as David from an architectural background from an architectural background we do have assembled for this particular proposal we do have assembled for this particular proposal the key leaders here which are local and right here in town in addition to some specialists that will support the role myself Sebastian Eilert I will be the primary point of contact the project manager will be Robert Payne and we do have some corporate support for quality control as well as assurance which is Andy Hortas who is the Miami branch manager designated regional component as well as designated regional component for quality assurance as well as making sure that we are in line we do have a very strong internal quality control process part of the the personnel that will be going out to the field and actually doing evaluations as well as the in-office staff that will contribute to creating the design documents that we will need in order to procure the vendors and then follow through you have a whole list here David is the one because he's really you know I have to do the work that will do the work that will be in the work from that building that entire office review and I'm done for that I think about finishing the work and forth and I think about the real work it is in a loop and then we're going to partner that will be a very long-standing And that will be the project based on different plans that will be based on that I will be the work on a little support for all those some of them are in europe and you will work from a live apo and as well as coming from an architectural background so if you can see a last week to come and a free program for all of your work. David Rick Rick Rick. Yes, as I said before my specialty is building an envelope roof walls foundation but my expertise is working in harsh environments I have over 20 years experience working on the road to our college in a long term ptd. It's in Indiana building. this has been a little further in our work in a big effort to figure it out. Rob, as well as coming from an architectural background. David, real quick. Yes, as I said before, my specialty is the Building Envelope Roof Walls Foundation, but my expertise is working in harsh environments. I have over 20 years' experience working and assessing and designing systems and fixes for buildings, systems and unique environments, harsh climates, post-storm events, and environments that require unique expansion and contraction needs, which you guys experience. Good. Again, Andy and Greg, we have this information here. You also have this information in the RFQ as well as in the leave behind. So as we're looking into the project approach, when it comes to construction, it is really all about the proper team management, setting good expectations from the start, which begins with scheduling and attending the meetings with the stakeholders, with the clients, which would be you, understanding the different portions of it. So going through the plan review, we know we're in South Florida, so high-velocity hurricane zones are a huge consideration here. We do have to comply. Anything that we do on the exterior has to comply. Like I mentioned, MIA is located in Miami-Dade, but Broward, I know, is following the same considerations. So we do have that process. We have the 24-hour availability, and you're looking at the key leaders to really be involved as part of this opportunity. So it is not that we're passing this on to something else. The people that you see right now, myself and David, will be the people that you see if we are being selected for this opportunity. So this is not something that somebody presents. We are the people that are doing the work here. It is important to stay with that. Again, the dedicated project lead, that is kind of the part, really reiterating that we are the people here, and we are the people that make it happen for you. In order to go through, like I said, construction is always complicated enough, but it is important to start with a dedicated people that know and can follow through on the project, and then coordinate both with the team outside as well as with the staffing on the inside. Interestingly enough, that is actually Rafael. He's one of our inspectors that is actually here as we're working on the signature pitch in Miami. So we really do believe in the team portion for that. Client participation and making the team truly work as needed for every step of the way is an important approach and schedule for that. David? The structure of our approach can generally be broken down into four phases. The assessment, phase A, is the key phase by which everything follows. This is followed by bidding, design, and then construction administration. In the assessment phase, this is done both physically, on the roof, on site, where we plot everything that's there. We provide equipment and testing of all of the available systems to be able to properly identify the issues and deficiencies by which you guys are dealing with. This will include structural as well. This all goes into the design phase. And then that we work with you guys on through that to be able to identify budgets and a good, better, best philosophy. So it gives us a variety. This leads into the bidding phase. We'll help and assist you with the bidding phase and help evaluate the bidders. And finally, this will go into the construction administration phase. We do provide on-site monitoring as construction progresses. We review any of the submittals, RFIs, anything that's required. We establish pre-construction meetings and weekly OAAC meetings. And then finally, the project closeout. We will physically walk and, both with the contractor and the owner, at the end of the project, provide punch lists, any kind of warranty information, and make sure that the contractor's final pay application and release of liens are performed. So one of the key components for that, we know construction always has multiple layers in terms of the quality, the time, and the budget. One of the ways that we do all of the processes is through record keeping. We do use some selective, some proprietary software and reporting components to make sure that there's consistency, as well as good record keeping from our end, as well as the client and the contractor. So we do understand that as this consultant position, it is key to be that interface for that. So as I talked about staffing, it is really about having the local staff available and having that ongoing communication throughout the project from the very beginning all the way through the project close and document along the way all of the elements that are required to make sure that the project is moving through smoothly, but it also can independently verify and confirm. Scheduling is an important part. David had briefly mentioned on that. Again, time, money, and quality are the most important portions of it. So we have a proven track record, and I'm sure all the other vendors do too, but we do use our reporting structure to make sure that our schedules stay in control. We do review the cost of the project throughout, trying to be very disciplined. Most of our staff are multi-licensed. So if we do, that is one opportunity where we can really hone in, because we have done this for many projects, to understand and optimize the cost for each project by staffing and moving through the project as effectively and efficiently as possible. And as I mentioned, for quality control, we do have not just a process throughout, but internally we have a separate designated regional staff that will follow on the QA, QC to have that independent third eye in addition to the one that is being done on the local parks. So let's give you a couple of just references. We do have vast experience for over 60 years, and that obviously includes substantial government, municipal work, administrative offices, courthouses, public safety facilities, libraries, community centers, any kind of project typology that we would be finding in Broward County that we would be able to work and serve with. We have served a vast array, just specifically in Florida, between cities, counties, as well as government part. So we do have an extensive list of our past clients, and note this is only over the past five years, so in addition to the overall 60-year part. I do want to briefly touch on safety. Safety is a key component that comes from the top down within UES. We truly have a culture of safety and not a safety culture where we believe in a multi-layered approach that starts with verification during the hiring process all the way through ongoing training. And these are mostly occurrences that happen from the field staff to the office staff to the regional and to the owners of the property. Everybody is being part of this, and safety is a key component for UES. A couple of examples to quickly go through. The challenges of this county project was multiple slopes, internal gutters, and they have roof penetrations and drainage areas. You know, when possible, you want to be able to design to minimize risk. We are able to change this and make modifications and implement materials that are able to expand and contract on the transitions. This project was also a coastal environment. It was a variety of expansions over the years. They had a deck that didn't meet wind uplift requirements, and there was no manufactured data to use. So we ended up testing on-site to be able to use our own data by which we were able to use factory mutual requirements and move forward the project. The next one is this prison, which is in Lubbock County, Texas. Mentioning this because we did include rooftop units as well. We are a one-stop shop, and being able to do mechanical as associated with roofing is important. This project, below grade, everybody deals with water table. This issue is no different, and being able to provide a waterproof cellar was the challenge of this project. Talking about Royal Caribbean, this is a new headquarters for the cruise line here in Miami. We are doing a plethora of services there, including some specific roof uplift testing, as well as verification of sloping and moisture on the perimeter edge. So very much involved with that, as well as some larger properties throughout. This is both in Florida and in Arizona. So we put this in here to show that it's not just individual buildings, but also larger campuses and process and communities that we can serve. So we truly have the capability to serve a variety of project and project types. We did review with our principals that we are available, and our workload will comply. So we do have the staffing, and we do have the ability to comply and work on that. We are located throughout the state, but this particular office that would serve this contract is right here in Medley. So while we're not in Broward County, we are right next door to it, and a fair amount of our staff actually does live and work within Broward County. So we do have the local staff for that. We are, of course, willing and able to meet your budget. So we do comply with all of your statements for that, just part of the process for that. And in summary, so we do have 89 local staff with over 4,000 staff throughout the country. We are committed to this. We have the experience for that. We are right here in South Florida. We know the region. We understand the part. And we are a one-stop shop for engineering, not just for these services, but for anything else that may come up as we're dealing with that. So that is really one of our core strengths as we're servicing the construction industry and any of the engineering elements in addition to the core elements of this specific contract. I do want to close with safety. It truly is a culture of safety for us. So here are some of the components that we do internally, which is ongoing training. We have our own university system. Thank you so much for your presentation. Thank you so much. Are there any questions from the evaluation committee for UES, Ms. Thompson? Yes. Good morning. I have a question. It says on your org chart that Robert Pion is your project manager. Is he also your professional of record? Or who would be your professional of record? And where are they located? I am the professional of record. Sebastian, I am the professional of record. Okay. Bob is the project manager. And where is he located? He is located in Medley as well. Okay. Thank you. Of course. Are there any other questions from the evaluation committee? Project manager, do you have any questions? No. Thank you, UES Professional Solutions, LLC, for your presentation. The first presenter, UES Professional Solutions, LLC, has now completed their presentation and answered all questions. Would purchasing staff please invite the second presenter, Cornerstone Special Inspections, LLC, doing business as Construction Moisture Consulting, to join the closed portion of the meeting for their presentation. Again, thank you so much, UES Professional Solutions. Thank you very much for your time. Thank you, guys. I appreciate it. Pay attention to the emails that will be coming to alert you when to rejoin the open portion of the meeting. Fantastic. Thank you so much. We really do appreciate it. Thank you. Thank you. Good morning. Cornerstone, have you joined the meeting? Good morning. Yes. Okay. Thank you for joining. As your team members join, please review the meeting attendees in the team's participants panel. And also, please review to ensure only your team members and county staff are in attendance. And we are displaying on the screen a list of Broward County staff that's in attendance. And while you're doing that, if you could let me know who will be the presenter. Stephanie Cruz will be the presenter. Okay. We will make you a presenter. Thank you. So you have Michael and Charles. Are they part of your team? And Rick Lane. Yes. Michael, Charles, and Rick Lane should be on the call. Okay. We are admitting them to the meeting. Okay. Stephanie, we made you presenter. We have Charles, Michael, and Rick Lane. They're all part of your team? Perfect. Correct. Okay. All right. And can you see my screen? I can. But before we get started, for the record, if you could please affirm that there are no other individuals in the meeting other than your team and Broward County staff. Correct. Your team will have five minutes to set up. Purchasing staff, if you could please start the timer. If you want to advance your slides to make sure your deck's working. Okay. It looks like we are good. Okay. All right. And I think that we are ready to roll, if you guys are ready for us. Okay. Give us a moment to set the timer to 15 minutes. Okay. Great. Thank you. Okay. The timer is set. You may begin. Great. Good morning. And thank you for the opportunity to present today. My name is Stephanie Cruz, and I'm here representing Construction Moisture Consulting. With me today, I'm joined by Rick Lane, who leads our technical services, Michael Stonyer, who will be your project manager and primary point of contact, and our CEO, Charles Beardsley. Today, we'll walk through our team, our approach, and how we will support Broward County as your roofing and waterproofing consultant. CMC is a woman-owned small business specializing exclusively in roofing, waterproofing, and building envelope consulting. We focus on roofing, waterproofing, and moisture protection systems across government and institutional facilities. Our experience spans aviation, healthcare, federal and municipal environments, which allows us to bring proven, consistent solutions across a wide variety of facility types. Ultimately, our goal is to reduce clients' risks, avoid failure, and extend the life of building envelope systems. With that, I'll turn it over to Rick, who is our technical lead, to walk you through our capabilities. Hey, good morning. My name's Rick Lane. Thanks for having CMC present this morning. I'm the field coordinator for CMC, directly involved with supporting both the team, Mike, and the field team. I'm sorry. Could you turn on your camera, sir? Oh, sure. Sorry about that. Thank you. Thought I had it on. Anyway, my name's Rick Lane. I'm the field coordinator for CMC. I'm involved with supporting both Mike, who's our project manager, and the field team. I wanted to touch on some of CMC's core capabilities and areas of focus, primarily roof systems, waterproofing, wind, hurricane preparedness, and resilience, as well as other building and closure interfaces. As a company, CMC supports the full cycle support from initial assessments and investigation through design and specification review to construction quality insurance. As a team, CMC would feel full cycle support is critical to help close gaps that may arise between design, installation, and verification. In addition to that, CMC also provides assessments, forensic investigations, testing services that identify deficiencies in performance issues, including moisture intrusion analysis, infrared thermography, followed by detail reporting, the documents, findings, and recommendations. CMC's goal is not just to identify problems, but to provide clear and direct communication on repair, replacement, and maintenance strategies. We feel at CMC that our abilities are closely aligned with Broward County's proactive facilities management approach. And with that, I'll turn it back over to Stephanie. All right. Thanks, Rick. Since submission, we've refined our team to ensure the strongest alignment with Broward County's needs and responsiveness requirements. Michael Stonier will serve as your project manager and primary point of contact, meaning he will be the person you work with directly on all assignments. He will be responsible for coordinating your work authorizations, scheduling, and ensuring each project moves efficiently from start to finish. Supporting him is John Macias, who brings over 40 years' experience and provides senior technical oversight and QAQC review, especially on the complex and high-risk conditions. Edward Spellman is our Florida-registered architect. He'll serve as our licensed professional, ensuring that all work aligns with Florida building code and integrates properly with building systems. With that, I'm going to turn it over to Michael, who will be your project manager. All right. Good morning. Thank you for our county for allowing CMC to present today. Our licensed professional, Edward Spellman, supports our work as a licensed professional. Providing architectural oversight where required. His role is to ensure that all work meets Florida building code requirements and that building envelope systems are properly integrated with the overall building design. That provides an added layer of assurance for compliance and coordination. Myself, Michael Stonier, will be serving as the county's project manager and primary point of contact. I have over 35 years' experience in roofing and waterproofing consulting and design, field inspections, and constructability reviews. A big part of my role is making sure that communication is clear and consistent across all assignments. From the county's perspective, the goal is to have one point of contact who understands your facilities, your priorities, and how to move projects forward efficiently. Our team structure is intentionally streamlined. I manage all assignments directly, which helps avoid delays and helps keep communication straightforward with the client. I'm supported by senior technical oversight, and where required, licensed reviews of complex issues are addressed quickly with the right expertise. This structure allows us to scale across multiple facilities while maintaining consistency and quality. Our quality assurance process is structured and consistent across all assignments. We begin with a document review to understand the scope and requirements, followed by field inspections to verify actual conditions in the field. Any discrepancies are documented and tracked, not just identified, but follow through to resolution. Our goal is to identify issues early before they become a larger problem, which could lead to costly, corrective work. Brown County presents unique conditions, including hurricane-force winds, heavy rainfall, and very high humidity most of the year. We've worked extensively in South Florida environments, and that experience allows us to anticipate where systems are most likely to fail. Our approach is not only to evaluate systems, but to ensure that they are designed, installed, and perform over the long term under these conditions. Our experience bans aviation, government, and institutional facilities. For example, at Sampson International Airport, we provided roofing and waterproofing consulting, including quality assurance inspections, and construction oversight. In Broward County, we've worked on projects such as the Omni Hotel, Broward County Convention Center, Port Everglades Harbor Master Tower, and Broward County Courthouse. These are all complex environments where failure is not an option, and we bring the same level of consistency and oversight to all of our projects. What sets CMC apart is our specialization and focus. For this contract, we're focused on the building envelope consulting, which aligns directly with the scope we've proposed. Because this is our sole area of practice, we bring a deeper technical expertise and a consistent approach that firms that treat the building envelope services as an accessory service within their portfolios. Building envelope consulting is what we do every day. It's our sole focus. This allows us to bring a more consistent approach. Ultimately, our goal is to help Broward County avoid failures and extend the long-term performance of all of your facilities. In closing, CMC provides Broward County with a responsive, experienced, technically-focused team. I'm familiar with Broward County and I've supported numerous projects throughout the region, working with local design teams, contractors, and navigating regulatory requirements specific to this part of the state. All of us at CMC appreciate the opportunity to present today, and we will be honored to support the county. Thank you, and we welcome your questions. Thank you. Are there any questions from the Evaluation Committee? Yes. Good morning, Ahmad Ali. Can you please elaborate on your experience working on waterproofing and restoration of parking garage types of buildings? Yeah, absolutely. So my background in construction started in 1991. One, and my background is very deep in the concrete repair restoration. I've got a lot of experience with parking garage facility repairs from expansion joints, concrete repair restoration, and stuff like that. Traffic coating, sealants, curtain wall repair restoration, roofing, blowgrade. And then if it gets into epoxy injection, chemical grout injection, I've got a three-decade background of experience to pull from for that. And our firm also has the same three decades of experience in all of those facets. Thank you. Thank you. Are there any other questions from the Evaluation Committee? Project Manager? The second presenter, Cornerstone Special Inspections LLC, doing business as Construction Moisture Consulting, has now completed their presentation and answered all questions. As the team is leaving the meeting, would purchasing staff invite the third presenter, Walker Consultants, Inc., to join the closed portion of the meeting for their presentation? Again, I would like to thank Cornerstone for your presentation, and please stay tuned to the emails to know when to join the open portion of the meeting. Thank you very much. Thank you for your time today. Thank you. Thank you very much. Good morning, Walker Consultants, Inc. Yeah, good morning. Good morning. Thank you for joining. As your team members join, if you could please review the meeting attendees in the team's participants panel and review to ensure your team members and county staff are in attendance. We're displaying on the screen the list of county staff in attendance. If you could just compare that to the participants list. I only see you, Matthew. Yes, it's just going to be me today. Okay. All right. We will make you a presenter. Okay. Okay. And you can affirm there's only yourself, your team, which is you, and Broward County staff in the meeting, correct? Correct. Okay. Then at this time, you have five minutes to set up. Okay. Share my screen here. I am ready when you guys are. Okay. Give us a moment to set our timer. Sure. Okay. You may begin. All right. Well, good morning. I appreciate you guys having us here today. Looking forward to showing you guys our capabilities. We are Walker Consultants, as I mentioned, and we'll go ahead and get started with some introductions. So introductions today will be a little bit brief. Unfortunately, Jan Sinker, who will be the project manager for us, planned a trip to Africa six months ago, and he is on PTO for the next two weeks. The good news is, though, is that he's got no PTO left after this. So he'll have plenty of availability to help with on the contract. So that's the good news. But he's a great building envelope consultant. He's got a commissioning certification, as well as several certifications, as you can see there, fenestration master, and then two through IBEG organization as well. And at the top there is Mark Santos. He runs our Fort Lauderdale office as the director of operations and was unfortunately out of the office today as well. So myself, though, Matt Doherty, it's great to meet you all. And again, I appreciate the opportunity. My role in this contract will be the QAQC reviewer, but I'm also a principal with the firm, as well as a director of forensics restoration and building envelope across the state of Florida between our two offices here in Tampa, as well as in Fort Lauderdale. And then also on our team is Terry Drakes. He's one of our great building envelope consultants, as well as Lewis, another consultant of ours that's in Fort Lauderdale. And then running out of the team is Leon, who's one of our building envelope technicians. So all of the construction documents that we put together, he's very much involved with and helps us create those. And I'll show you some examples of that here in a moment. But he also has a commercial drone license as well. So if we need to do anything with assessments involving taking some videos or photos from an aerial perspective, we can do that in-house. And it can also do infrared scans from the air as well as needed. And then we've got several other support staff in our Fort Lauderdale office that can help as well. So why Walker? What sets us apart from our competition? Well, the first one, we're 100% employee-owned company. And you may be wondering, well, what does that matter to us? Basically, what it means is we were a company that has a culture that really cares about the success of our company. And the only way for us to be successful as a company is for our clients to be successful. So it has created this culture within us where everyone is very much vested in making sure that every client is getting what they need from us and that they're being successful on all of their projects. The next key piece here, and it seems so simple, but it's communication. I mean, that makes or breaks a project at the end of the day. I'm sure you guys have all experienced that in one way or the other. But we really over-communicate as much as we can. We want to make sure our clients are up to date, whether it's through design and assessments all the way through construction. But at the end of the day, the most important thing is just answering your phone. And that's one thing that we do very well as people come into Walker. We push that on them to say, that is the most important thing, is be available, be there when somebody needs your assistance. Site presence, staff availability, responsiveness. I kind of touched on that with our Fort Lauderdale office. We've got staff there locally to help. And what's great about our two offices and how we work together is we've got varying level of experience between Tampa and Fort Lauderdale. We help each other out on projects constantly, talk on a daily basis, travel as needed to help each other out. So it's a really good synergy that we have in staffing these projects. And then one thing that I think you may not get with some of the other competition that you certainly get with Walker, it's pretty unique, is our national experience. So we are considered maybe a larger firm with about 400 people. But what's unique about us is that with our local offices, we've got about 25 or 30 staff here in Tampa and about 10 in Fort Lauderdale. So even though we are a larger firm, the experience that you actually have with us is more of a boutique type firm, very hands-on, engaging type experience. But when things, you know, something in the field that's maybe not something we've seen before or maybe it's a unique condition, we have so many other experts across the country that probably have seen it. And we're constantly talking, using technology to help with that, of course. So we've got this great kind of backbone, if you will, that comes with us if we're selected. And then detail-oriented. I would hope that everybody's detail-oriented, but we've got some really great examples and a couple projects that I'm going to share with you where you can see how detailed we are in our assessments, all the way through construction documents, with the ultimate goal of limiting change orders when it comes to construction projects. We're pretty fortunate here at Walker to have some great clients. One of them is Tampa International Airport. And I think this project will resonate well with you all because I know one of the projects outlined in the RFQ was inventory of the buildings throughout Broward County and then assessments following that. So this is something that we did last year with Tampa Airport, basically helped them identify which buildings they're responsible for maintaining. But on campus this big, it's sometimes difficult to understand who's responsible for what. There's a lot of tenant agreements that make that confusing. So the first part of that was understanding with over 200 different roofs, who needs to maintain it. So it was identifying those roofs and then ultimately putting together an asset management plan. And I'll show you what that process looked like here in a minute. So in developing that plan, basically, asset management plan, what it means to us is putting together an extensive condition assessment that helps prioritize and plan when projects need to be done. But the first step of that is so very important. It's the field work and looking at the current conditions. I can't stress enough that this is not something that can be done from the ground. It has to be on a roof. It can't be done by just a drone. That's a great tool. As I mentioned, we have that here. But it's not the end-all, be-all. Being on a roof and picking and prodding things and getting your hands dirty is so very important to really understanding the condition of roofs in this case. And then, of course, if there's things that come up that are immediate repairs and we need to tackle right then and there, it's something that we notify immediately. We're always looking out for it to make sure that the client understands what needs to be done and that there's some emergency repairs or active leaks, that sort of thing. But once all that field work's done and we've walked all of those roofs, it's coming back to the office, putting field notes together, developing those quantities, ultimately formulating those recommendations, whether it's a roof repair, roof replacement, but figuring out what needs to be done and when. And as you can imagine, with over 200 different roofs, it's a lot to organize. We don't want to just hand over a 700-page report and say, good luck with that. That's not very helpful. What we do is we want to create a user-friendly report working with a client, and that's exactly what we did here. It's giving them something that they can actually refer to later on and easy to look through. So we created these basically kind of these one-page fact sheets, if you will, where it basically covers what's the roof type, what's the area, when was it built, was there a roof repair project, was it replaced. And then another thing that's really important is access. When you have over 200 roofs that you're managing, it's really important to understand, how do you actually get on these roofs? Because that's a huge amount of time it takes to do all that. So increasing that efficiency down the road is really important in all of that. So it all kind of goes hand in hand and making sure, you know, as this gets updated, because this is really a living document and needs to be continuously updated as the sun, you know, destroys our roofs and hurricanes happen and all that kind of stuff. Making sure we're keeping tabs of all these roofs and understand those conditions. So after all that fieldwork's done, it's the planning, prioritizing, and the budgeting. So again, going back to creating a document that's user-friendly, ultimately, we're trying to plan for these future roof repairs or replacement projects. And ultimately, the whole point of this is reducing the unknowns. It's being more proactive, getting out in front of things so we don't have customers complaining about roof leaks or maybe tenants complaining about roof leaks. So it's prioritizing those projects. And again, going back to what I said about the custom documents in this example, they really wanted to understand what's the life expectancy of all of their various roofs. So we created essentially a roof life expectancy heat map that clearly shows here's when we expect the roofs will need to be replaced based off what we're seeing in the field and how long we expect various materials to last. And then at the end of the day, and you'll see it in a minute, I have an example of a construction project, but none of this is very valuable unless you're budgeting with real-world costs. RS Means is a great tool, but it's not the end-all, be-all. But what we've found over the years in doing projects like this is really understanding the market and how contractors approach these projects is so important when we're budgeting these. So we've got a great bid database of similar type projects that have bid. So we're able to pull all those numbers. And so when we're going through these assessments, we're using numbers that are actual numbers we're going to see in a bidding environment. So when you're budgeting these projects, it's not maybe based off national standards. It's based off of local Fort Lauderdale markets. So after you've got this huge report, you're kind of prioritized what you want to do and when you want to get it done. You know, we've defined that problem. The next step is really understanding what the client's goals are. You know, is there logistic concerns and phasing concerns that we need to work around? You know, in this case, there was planes that pulled right up next to the building. And how does that impact how the contractor is going to do their work? And all factors into putting together these construction documents. It's providing information then to the owner to say, to help them make decisions. You know, what type of roof do we want to put on? How long is this building going to be here? That may impact what type of roof system we put down. But it's identifying those potential issues early on. And again, the whole point of that is to avoid some of those unforeseen conditions, make sure the costs are staying in check, and we're meeting those schedules that are required. So we've done that big asset management plan, those condition assessments, and it's great for planning and prioritizing projects. But the next step, once a project's actually going to be going into construction, is doing a very thorough roof evaluation and assessment. And a lot of times this consists of bringing in a roofing contractor to do some roof course for us. You can see the example here. Because what we really want to understand is how is this roof put together? What's there right now? So that when a contractor is looking at our documents, they fully understand what they're going to get themselves into, and they're not going to run into a lot of unforeseen conditions and start to hit us with change orders. And then one thing I want to touch on is that many of our staff have actual structural engineering backgrounds. That includes myself. I'm a professional engineer at Florida. But my background is structural engineering. And there's not many building envelope projects that don't have some level of structural engineering component to it. Many times when we do roof replacement projects like this, we need to look at the existing roof structure. And sometimes it needs to be upgraded to meet current building codes. So it's something that factors into it that we're always considering. So in developing the construction documents, after we've done that field investigation phase, it's so important to put together a clear, concise set of documents. And one of the things that we really pride ourselves on at Walker is putting together a set of documents that are custom for the project. It seems like such a simple thing, but oftentimes we see other competitors putting together, you know, manufacturer standard details. And, you know, here's the detail. Well, what we do is, that may be a starting point, but at the end of the day, all of the things that we learned during that pre-design assessment, we're putting that into the construction documents. So we've got those custom details, and you can see some examples of that in the lower right corner. It's really diving in and understanding. So when a contractor opens up the roof, they're going to see exactly what's shown in our details. Again, it helps with the change orders and makes sure everything is clear and concise. And at the end of the day, it's signed and sealed, as it shows here on the slide, by a Florida professional engineer and makes sure for a good project. So after the construction documents are put together, we have a lot of experience with bidding assistance, as I mentioned. At the end of the day, the most important piece of this is providing that non-biased recommendation for award. It's looking at the bids, comparing apples to apples to make sure everyone is understanding what needs to be done, what the requirements are. And, you know, typically it is low bid that is awarded, but still it's dissecting those bids and understanding how they factored everything in and do they understand what we're asking. And then through construction administration, this is a big part of it as well. It's being out on site, being present, documenting those deficiencies, and making sure that we're following up on those deficiencies to make sure they're being complete and meet the owner's requirements. All right, next case study I want to touch on real quick here, recognizing we're running a little short on time, is at the University of Tampa. And this is a service that we offer that's a little more unique. It's not just looking at the existing buildings like I just went through. This is looking at a new construction. So it's the building envelope, peer reviews, and commissioning. So what is commissioning? Well, as defined by IBEC, it's essentially a quality-focused systematic process, and we're looking at the entire building and enclosure system, which is roofs, walls, waterproofing windows, and making sure that it's being designed, installed, and testing to meet the owner's requirements. And the owner's requirements is really important, the owner project requirements. It's actually a document that's put together during design to make sure all the testing and everything is being done the way it needs to be done. So it's doing the peer review. It's going through working hand-in-hand with your architect to make sure that details are being considered appropriately, and we're marking those up and basically asking questions, trying to, quote-unquote, poke holes in their design to make sure they've thought about everything. But ultimately helping with construction administration as well and being present during the site. So it's a whole process from design all the way through construction. Real quick, some of our other experiences that kind of tie into what I mentioned. Thank you so much for your presentation. Yeah, of course. Are there any questions from the evaluation committee? Yes. Yes. Good morning, Ahmad Ali. Can you please elaborate on your experience working on waterproofing and restoration of parking garages type of structures? Sure. Yeah. So for those that may or may not know, Walker is a big name in that industry. We used to actually be Walker parking consultants. And over the years, like many firms, expanded our services to diversify. But still a big part of our company is looking at parking garages. We've got staff that do both. But we've, I mean, in Florida alone, hundreds of different garages that we've worked on from, and that is similar to what I described with the asset management plan on the roofs at Tampa Airport. We've done that with garages all over the state, putting together comprehensive asset management plans and assessments and looking at, from a waterproofing perspective, and also as a structural engineering perspective, you know, is the structure safe? Are the components of that structure being protected by waterproofing? But again, it's, and it's similar type products that we deal with on the building envelope side, whether it's a garage or a building, there's sealants, there's coatings, there's windows, you know, and stair towers. So a lot of it kind of is, we see it in both aspects. But like I said, that is still a large part of our business as well, just like the building envelope is. Thank you. Sure. Are there any other questions from the evaluation committee? Project manager? I would like to thank you for your presentation. The third presenter, Walker Consultants, Inc., has now completed their presentation and answered all questions. As the team is leaving the meeting, would purchasing staff invite the fourth presenter, Terracon Consultants, Inc., to join the closed portion of the meeting for their presentation. I'd like to thank you, Mr. Doherty, for your presentation. And please stay tuned for the emails to know when to join back in the open portion of the meeting. Great. Thank you guys for your time. Thank you. Bye. Terracon Consultants, thank you for joining the meeting. Hello, everyone. Hello. As your team members join, please review the meeting attendees in the team's participants panel, which may appear on the right side of your screen, and also review and ensure the team members and county staff here are in attendance. There's no one else in attendance other than Broward County staff or members of your team. We are currently displaying a list of county staff that's in attendance. And while you're doing that, if you could tell me who will be the designated presenter to share the screen. Yes. So our designated, good morning, first of all, I think our designated presenter is Angie Magdi. She will share the screen, and she will be partnering the majority of the presentation part with Javier Jimenez. And the rest of the Terracon team will introduce themselves during the presentation as well. Okay. So currently, I see from your team, two, three, four, a total of five people. Is that correct? That is correct. Okay. And if you could affirm for me that there's no one else on your team or Broward County staff in this meeting. Yeah, I can confirm. Other than who's listed on the screen. Yeah, I do confirm. Okay. If you could, you have five minutes to set up. We'll start the timer now. Perfect. Can you all see our presentation screen at this point in time? Yes. Okay. Angie, are you able to move the slides so that we don't get any issues last seconds? We can see slides two and three. Yes, we see it moving. Perfect. Perfect. Thank you. All right. So Broward team, I think we are ready here from Terracon point of view. So let us know when you think we can start the actual presentation. We will restart the timer. You may begin. Good morning, everyone. Good morning, representatives from Broward County and to our Terracon team. We are pleased to have been invited to present our services and team for the roofing and waterproofing consultant services for Broward County. This is our Terracon team presenting right now. I am the principal with Terracon and also the manager of regional services. I'm in the industry for about 18 plus years. I'm also a licensed structural engineer in multiple states. I specialize in large to medium scale projects and project management. I have a degree in project administration and I do will act as your project executive and primary contact for this project annual entity. Charlie, you're up next. Thank you. My name is Charlie Sass. I am a senior project manager and the local point of contact here for Broward County. I do have my business degree, business management, but also my certifications are what help me stand out. I am infrared certified, I am an RRC, or an RRO, and I have my EPA level one and two. My experience is what also helps me come out and do a lot of my consulting work. I've been in the industry for 22 plus years, started in roofing, and have worked also on facades, below-grade waterproofing, et cetera. Thank you for having us. Angie? Good morning, everyone. My name is Angie Magti. I'm a licensed professional engineer in Florida. I'm the leader for the Building Enclosure Design and Consulting Group in Florida. And I bring 19 years of experience working with building enclosure design and consulting projects for K-12, government, counties, and healthcare facilities. I've been in the industry for a little over 19 years, and I'm excited about this contract. My role in this contract will be leading the design and consulting group with any of the consulting or design projects. With that, I'll hand it to Brian. Thanks, Angie. Good morning. I'm Brian Duchesne. I have 37 years of experience, including 13 years with Terracon. My role in this project will be to provide quality assurance reviews and any senior technical consulting. In my role as a senior engineering consultant with Terracon, I'm a licensed engineer. I'm also an accredited building commissioning professional and have extensive experience throughout Florida and across the country in building envelope, waterproofing projects, including roofs, facades, walls, windows, and subgrade waterproofing as well. And we'll just bring my technical expertise to support the project team on any projects that might be awarded under this contract. And with that, I'll give it back over to Javier. All right. Thank you, Brian. Brian, so for Terracon, safety is actually, is at the cornerstone, is at the primary core value. Safety is a core value that is actually driven by our incident and injury-free or IIF philosophy. It is actually built on a genuine care and concern for our people that fuels our commitment that each of our employee owners actually goes home safe every day. We focus on personal accountability, proactive communication, continuous improvement, while also delivering high-quality results for our clients. We actually find that driving safety culture through all of our projects consistently also helps our employees focus on the quality of the deliverables that we provide our clients. Terracon is a 100% wholly employee-owned company, and as such, we want to make sure that each one of our owners goes home safe. As I mentioned earlier, Terracon is a 100% employee-owned consulting engineering firm. We have been in business for over 60 years. We currently have over 8,000 employees spread across more than 200 offices nationwide. We provide a full-service support consulting engineering with our facilities consulting practice, which includes roofing and the roof consulting and waterproofing practice, construction materials, geotechnical engineering, and environmental engineering services. We are consistently ranked in the top 20 of NNR's top 20 engineering design firms at a national level, and we have a solid reputation for combining our local expertise with the depth of our national resources to deliver a wide-quality data-driven solution for both our public and our private clients. In South Florida alone, we have approximately 13 offices with just about 400 employees or over 400 employees across the state. This contract will primarily serve our Fort Lauderdale office, which is only minutes away from downtown Fort Lauderdale, and of course, is located within Broward County, but it will also be supported by our four Southeast Florida offices, including Port St. Lucie, West Palm Beach, and our Miami locations. Between these four offices, we have approximately 100 employees. This contract will be supported by approximately 25 dedicated facilities team members who have completed in excess of about 1,400 facilities projects in Florida in the last six years. We have a long history of partnering with government entities and clients such as Broward County, including here in Broward County, the city of Lauderhill, and in Dade County, the city of Homestead, Miami Dade College, and Miami Dade County in general. As you can see on the slide, we also have similar contracts for a multitude of other municipalities and school districts all across the state. So for us, Mr. Sapnis will be serving as the primary point of contact for the contract and as a project executive. And as you see from our proposed organizational charge, basically we have Charlie Sass, who will be the main project manager and local point of contract. And he will be overseeing basically the team of professionals and technicians that will be the boots on the ground and the hands-on project delivery for this contract, where I would be the principal in charge overseeing the QA, the quality assurance portion of all the deliverables to make sure that they confirm with our standards and your standards. Angie will now take over the presentation to go in more in-depth of our services on our team. Thank you, Happy Air. I'm just going to go over Terracon services and get you guys familiar with what we provide. We have a building enclosure services where we provide roof replacement design and construction administration. We also have infrared certified team members who provide leak investigation and IR scans of the roofs. We also perform roof and wall assessments and asset management programs. We also provide some peer reviews for other architects when it comes to waterproofing and building enclosure. We have an in-house testing department, which they pretty much deal with all the building enclosure related testing, which we definitely need in all of those old buildings that we try to investigate and find out what the problems are. We have an in-house structure engineering. We also have an in-house asbestos and industrial hygiene department as well. Most of our staff are certified PEs, we have registered roof observers, we have registered roof consultants, and we also have a certified IR thermographers. We have structure engineers, we have certified industrial hygiene and licensed asbestos consultants. I'm just going to go over quickly our staff and their experience on licenses. As St. Jacques mentioned before, he's a structure engineer. He has his P.E. in multiple states. His role in this contract will be the project executive. He brings in a little more than 18 years of experience. Charlie says, as he mentioned, he's a registered roof observer. He's going to act like the project manager for this contract, and he's bringing in 22 years of experience. Javier, he mentioned earlier, he's going to be a principal in charge for this contract. He brings in more than 20 years of experience. And myself, I'm a senior engineer and I'm a P.E. licensed in Florida and building closure commissioning provider and commissioning authority and building closure. And I bring in 19 years of experience. Along with that, we also have Brian, as he said earlier, he's a professional engineer, he's a commissioning provider, and he brings in 37 years of experience. We also have additional staff members who will be working on this contract. We have Vu, he's a registered building closure consultant. He is a registered water proofing consultant and commissioning provider as well. Along with Milan Nikolik, he's a senior project engineer. He brings in 10 years of experience. And we also have George Stamford, which he's a structure engineer, and he has his P.E. license in multiple states and brings in 38 years of experience. Along with that, we have some of the professional staff. We have Kevin Willer. He's an RRO. He's also a certified infrared thermographer. We have Wafiq Ghali. He is a staff engineer. He brings in 19 years of experience. And we also have Nate Greenwood. He's our certified remote pilot. And he brings in four years of experience. I'm just going to go quickly over a couple of projects that we worked on recently in the Miami area. We worked on a roof replacement design for Padron Campus for Miami Dade College. Our scope was pretty much doing the design for roof replacement. We assisted them with the bid services during the bid phase. We did some construction administration services as well during the construction period of the project. The project was successful at the end. It was really a nice project to work on. We also was the designer for the Kindle Lakes Branch Library roof replacement. Again, we provided investigation, design, bid, and construction administration services. We also did work for Tampa Port Authority. We did roof assessment for their 25 buildings of their facilities. We gave them reports from our findings. And we did an IR scan to help them figure out what the problem was with the building and give them recommendations and solutions how to maintain their buildings. We also did roof replacement projects for Cocoa Beach Library. This was, again, we provided design, bid, and construction services. With that, I would like to thank you all for giving us the opportunity to present to you. And now we're going to open up for questions. Thank you so much for your presentation. Are there any questions from the evaluation committee? Questions? Project manager? The fourth presenter, Terracon Consultants, Inc., has now completed their presentation. And as the team is leaving the meeting, would purchasing staff invite the fifth presenter, Nova Engineering and Environmental, LLC, to join the closed portion of the meeting? And I would like to thank Terracon Consultants for your presentation. And please stay tuned for the emails so you know when to join the open portion of the meeting. Thank you again. Thank you. Thank you. Good morning. Nova Engineering, have you joined the meeting? I see a Sammy and a Matt. Are you with Nova Engineering? This is Matt. I am not. Okay. Then what firm are you with? Mantis. Okay. You are not up yet for your presentation, so if you could please leave the meeting and we will alert you when it's your time. No problem. Sorry for the mistake. Thank you. Sammy De La Cruz. Okay. Gone. Nova Engineering, have you joined the meeting? Yes, ma'am. Good morning. Good morning. Could we have sharing privileges to share our presentation? So who will be presenting? I will. Okay. Myself and James Keeney. I will maintain the presentation sharing, however. And your name? Desiree Mahana. Okay. Will you make Desiree a presenter? There we are. And James, is he part of your team? Yes, ma'am. Yes. Jim Keeney. Good morning. Good morning. If you could stop sharing your screen for just a moment. So we're going to share a list of Broward County staff that will be in the meeting, and you'll see that on the left side of your screen. If you can compare that to the team's participants list, which should appear on the right side of your screen, and make sure that there's no one in the meeting other than your team or Broward County staff that's listed. Looks good to me, Melissa, or Caroline. Yes. Okay. Thank you. So for the record, you've affirmed there's no other individuals in the meeting, correct? Yes, ma'am. Okay. You're going to have five minutes to set up. Apparently, you don't need five minutes, but you do have five minutes to set up, and just make sure that you can advance your deck before we get started. Hey, we value you guys' time. We're trying to be efficient here. I know. Right before a holiday. I wouldn't want to be on the other end of this. I would not want to be where you guys are today. So we're going to try and not waste any of y'all's time. Make sure we can move through it here. There we go. And we do appreciate the five minutes. We've had technical difficulties, as everyone has before, and then you start panicking and sweating, so thank you. Okay, so we're going to reset the timer and let you know when you can begin. We're all good advancing, Desiree? Advance is good? Yes, sir. Here we go. You're seeing it? Double checking. This is slide two. All those beautiful Nova faces. Yes, we did see your presentation forwarded. Perfect. Okay, you may begin. Thanks. All right. Good morning, and thank you for shortlisting Nova for your roofing and waterproofing consulting services. I'm Jim Keeney, and have been your point of contact for the past five years with our current contract, and very much want and hope to have that same role moving forward for the next five years. Desiree? Yeah. I'm Desiree Mahana. I am the business unit manager here in Fort Lauderdale for our building enclosure and roofing team. You can see all these tiny little faces on the screen, but this is our squad, as we call them, right? You can see we've got several engineers here on our team, several architects, as well as a master code professional, and a few other folks that are just our general consulting support squad. And if I can add to that, we've also have more consultants and folks that are part of this team. As you see, it's a busy screen already, but we wanted to show you the depth of our certification. It's a diverse group of experience and certifications and professional registrations. And I also did want to throw out a fact, to be honest with you, over half this team has been together for over nine years. And another fact is, is Brandon Mahana and me have been together for 20, and Desiree and I and Brandon have been together for 15 years. And one other thing is, yes, and I did want to say Desiree and I gave this presentation around five years ago, a little over five years ago, and enjoyed that scene. It is familiar, and you will notice already, Desiree and I have been together for so long. We are classic interrupters, and we do talk over each other, but it works for us, and hopefully we get the point across. So when we do interrupt, it's not being rude to each other. It's just who we are, and you'll see our familiar face and move it forward. Well, it's what we brought here for, and that's, of course, for roofing, waterproofing, and building enclosure services. That's what the contract is. And it's got, we call it the starting team. These are the services that you need. It starts with forensics investigation, and then it goes over to some type of remediation or maybe replacement design. It goes through contract administration, and then QA testing and commissioning. We've done all these services for five years, and that's what you're asking for. That's what we've given. Yeah. And honestly, I thought this visual really captured the approach very well. As you know, this contract is for roofing, waterproofing, and building envelope-related work. And that is our starting lineup, but over here on the bench, these guys are ready to jump in the game, right? So we can, at any point, pull on the strength of our sister service lines, which include environmental, our structural forensics investigation team and design work, code team, materials testing, and we have a geotechnical department as well. A great example of that is, in fact, just yesterday. Yesterday, as in Thursday, our guy, who you saw his cute little thumbnail face, Jacob McAdams, was over here at the BCJC complex doing a stucco evaluation, which came from a structural investigation that we had previously performed. And during our original investigation, we made the determination that there could very well be asbestos on that property. So we actually pulled in our environmental group, too. So we had Jacob and Jamie, Jamie from our environmental squad out there yesterday. So it just shows how that all works together and ties in. And there's no need for Broward to, you know, work with a separate consultant. We can loop that all in when necessary on these types of jobs. Yeah, basically, there's no unnecessary complexity. And one of my favorite words is there's no minutiae involved. It's handled under one contract with one company. Again, that cute little star says, hey, we're right here in Broward County, right down the road from you guys. We are accessible to all of your projects. We have been, obviously, for the last five years. Our staff is primarily locally based. You know, we're here. We're your local expertise. We've got the roots with you guys. All right. Here we go. Again, I mentioned I've been with you for five years. And I'm saying we know Broward because we've been here. The old cliche, we walk the walk and talk the talk, is true. We have much knowledge of your facilities, most of your facilities. In fact, we've worked on some part of 140 of your facilities, over 5 million square feet of roofing, over 2.5 million square feet of facade and windows and stuccos and every type of building envelope system you can have. And with that, we brought a lot of technical depth. The team you saw earlier, we handle that. And what's it mean? I believe it brings program continuity to you. It's been a consistency that we've set up going through this. And I've heard the term vendor before. We never look at Broward as our vendor. We look at you as we're your partner in this. We're in it together. We're here to come up with solutions and keep it going forward. Making it good for you. Because the experience matters, right? But so does the familiarity. We've been here for five years. We've developed an understanding of all of your priorities, your procedures, your reporting expectations, the facilities. That knowledge reduces a lot for Broward and your PM staff. It reduces your disruption. It reduces onboarding needs. And it helps the projects move on more efficiently. This is where the rubber meets the road. We call it from assessment to action. When we, five years ago, when we got with the program, really, there was a task at hand, which was we need all our buildings looked at. We don't, we have a lot of scattering of information and we want to put it all together. So, and they called that inventory and assessment. We met with Broward County on a couple of occasions. And Desiree will talk a little bit in a minute about how we put this together and moved it forward. But it's really six major steps that we've done. We go out there and look at your property from a building envelope standpoint, which is your cladding systems, your windows, your walls, and also your roof and everything that does with, as you would believe, look at as an envelope. We then do that assessment and come up with the problems, whether it's minor problems, whether it's a roof that needs to be replaced, windows that need to be replaced, or something minor like painting, we put that all up into a capital planning and prioritization plan, which I'll show you in just a bit. And with that plan, we move forward with remediation or replacement design and specifications. Put those plans together so you can have your contractors bid it out for competitive bidding. And during this whole process, we also communicate with Broward and our project managers. We've worked with several of your project managers. After the bid, we take over with some degree of construction administration. And during that, quality assurance, whether it's inspections during construction or testing during construction, to make sure that Broward County is getting what they're paid for, a good quality product, and one that meets the specifications, meets industry standard, and to be honest with you, is going to surpass expected needs. And then we actually get into the after part, the property management part, which is long-term asset management. We just don't leave the property alone and say, it's repaired or it's new. No, you've got to have a plan in place moving forward for maintenance needs, for taking care of that property. So it not only gets that expected 20-year roof life, you get 27, 28, 30 years for minimal money. So we're your trusted partner with that, from evaluation to implementation, all the way through to you're taking ownership of it. Yeah, we truly are your trusted partner. We do support the full life cycle throughout the entire project, which in turn helps you guys make informed decisions and protect those investments. I mean, you guys are long-term, what do we call them, Jim? Long-term end users. You own the properties for a long time. So we want to make sure that what we're specifying is going to give you at least that 20-year or 30-year warranty. And that we're teaching and educating on how we can maintain those structures appropriately to withstand more than that warranty. And Desiree, thank you for taking my tagline. I can't believe I forgot it, which is long-term end users. Counties, school boards, and cities, as well as health care, they never get rid of their buildings. They keep adding on and taking care of them. So I coined them long-term end users. So again, being your partner for the long term, we look at that. We know you only have a certain amount of money to spend. So we take your budgets in mind when moving forward and come up with those solutions for it. So you are long-term end users. You're going to keep your buildings. You basically don't sell off any once in a while, but not too old. This is a really great example right here of a project that's gone through the full life cycle process. One of my favorite examples of what the partnership and continuity actually looks like in practice, right? That last slide, all those six little columns. But this job here shows how it carries through from start to finish. The environmental monitoring lab was among one of the very first Broward County projects or facilities under this contract here to move through the entire life cycle. It started with us doing the inventory and the condition assessments that Jim just described. And then we moved it into prioritization and planning. And then, of course, the design work for this particular building, it was primarily roof related. And then the construction administration. And then ultimately, we did monitor those roofers installing that roof as well. So while we identified the deficiencies and we developed the practical and constructible solutions, you know, it supported the implementation and verified performance throughout the construction. Personally, this project is a little bit more meaningful to me, I think, than some of the other team members, just because I was involved very early on. This is actually the very first project that we stepped foot on under the contract when we started five years ago. And I was the one who did this particular site assessment in the inventory and then developed the report template. So this was kind of our guinea pig as we started. And that very same report template is still used today and relied upon for all projects under this contract. So moving on. Just wanted to show a few toys in our toy box that helps us in our evaluations and assessments of your properties. Everything from wind uplift testing to infrared, deck scanners, electronic leak detection. We have all those toys in the toy box in-house ready for us to use and the experienced technical staff to do it. Yeah, and this is just a brief little snippet of a few of those tools and toys. We could not possibly put them all on here. You wouldn't see them. They'd be smaller than the faces on the first slide. The contracting process. This is a doozy. At the beginning, I lost many, many hours of sleep getting to know your process. So we're familiar with how the contracting process is from WA's work authorizations to notice to proceeds to POs. And then our reporting expectations. We deliver on time. You would be hard-pressed to find your project managers that have said we've been late on projects. We believe we have hit the mark. And we've established relationships with Broward through every part of the way. We feel like, again, we are your project. Yeah. And real quick, I mean, if you get nothing else from us today, this is really the heart of our message here. We already understand Broward's workflows, you know, the reporting expectations, work authorizations, all of it, as Jim described. The familiarity means less onboarding, less disruption to you guys, and faster execution. We're already here. We're already operational. And from all the inventory and assessments, this is the sheet that I put together and update yearly for the project managers that you have about the prioritization of what projects are coming up soon that you need to repair or to replace. And then, of course, you'll find further down this list, projects that are in year 10, 11, and 12 that are newer buildings or newer facades or roofs that just need a little help along the way as far as maintenance. So we prioritize this for you, update it yearly. And it's a living, breathing document that's used by your project managers today. All right. A few more minutes here. I just wanted to include this example because storm response is often when a consultant relationship matters most, right? Those are the things that are in the back of our mind. We don't ever want to deal with them, but hey, they happen. So I wanted to give you a real quick example. You know, Hurricane Ian really impacted Southwest Florida pretty significantly. Similar to holding this contract with you, we have one with Charlotte County Public Schools. And we immediately responded. As you know, they were severely impacted. So immediately following that storm, we were able to mobilize. We reassessed the buildings to determine what was hurricane-related versus what was pre-existing. And then we jumped on right away. We had 230 buildings that we needed to redesign. 154 of those were repairs and 76 were replacements. And we had a 30 to 60-day timeline to get all that done. Students need to get back into school. So the takeaway from this quick little slide here for Broward is very simple. When a major event occurs, you need more than an inspection consultant. You need a trusted partner that already knows how to mobilize, be local, coordinate with you guys, document the conditions, and keep that recovering effort moving forward. And, Desiree, in group, what matters is it's not if a hurricane will happen. It's how many are going to threaten us every year. I've been here since I was 10 years old. You see my face. I've got a few years I've lived here. And every year we get threatened. And, Desiree, we are the partner. We're here for you. Correct. Well, what have I got to say here? It brings us – everything we've done brings us to here five years of sweat and tears and being your partners. And we want to be there for another five. We were ready day one to move forward. We're committed for the long run. We helped build this system for you. We're familiar face. We appreciate the partnership. Yeah. Yes. Yes. We appreciate it. Everything we've built, we've done together. And we truly do look forward to continuing to support Broward County. I want your work. We want your work. We want to be your partner for the next five years. Thank you. How do we do on time? I think we're good. Thank you for your presentation. You have 13 seconds left. Are there any questions from the Evaluation Committee? Yes. Good morning. Ahmad Ali here. Can you please elaborate on your experience working on waterproofing and restoration of parking garage type of structures? And preferably projects that are not for Broward County, other projects. Thank you. Okay. Definitely so. We've, well, we know in Florida itself, or even go back to Broward, there are many, many parking garages. And back to slide two, you'll see Kirk Heinrichs, which is one of our structural engineers. And that's his area of expertise is parking garages. And what that group does is they are concrete specialists for balconies, for parking garages, for retaining walls, for columns. And they may have all the toys in their own toy box to know how to assess structural problems, which waterproofing problems lead to structural problems. So with that. And that's how that team comes together, right? Because the structural guys come in and assess that structure. And then we come in and we help work on that remediation to get the waterproofing where it needs to be. That's exactly right. Because in many times you have to control or fix your structural problem, then to allow the next step, which is waterproofing. And that can be anywhere from epoxy to sealants, to coatings, to concrete inhibitor coatings that stop the capillary action. There are so many. And in the state of Florida, I could look this up for you, but we've done over 40 parking garages in the state of Florida. And in the four states we're in, which is Georgia and also the Carolinas, we're into the hundreds. We understand coastal regions. I'm sorry? We just wrapped one up in Tampa. That was a parking garage underneath the hotel. Same problem. And right on the water, too. So we had a condition of water literally at high tide flowing through the wall underground in the parking garage. And we had to develop a very comprehensive design to obviously keep structural integrity and keep that water out. Yeah. So while there's nothing that we can't do from a technical and performance standpoint on a parking garage to take that problem that you may have and take care of it and back to a condition where it's serviceable and we've extended its useful life. Great. Thank you. Did we hit the mark on that one? Did we answer it correctly? Yes. Not correctly, but... Sufficiently. Sufficiently. Thank you. Thank you. Thank you. Are there any questions, any other questions to the Evaluation Committee, Project Manager? Nova Engineering, I'd like to thank you for your presentation. The fifth presenter, Nova Engineering and Environmental, Inc., has now completed their presentation and answered all questions. Does the evaluation... And so please stay tuned for the email notifications to you so you know when to join the open portion of the meeting. Yes, ma'am. Thank you, guys. I appreciate it. Thank you. Thank you. Thank you. Evaluation Committee, would you like to take a five-minute recess? Okay. The time is 10.57 a.m., and we're in recess. And we'll be back at 11.02. I would like to reconvene the meeting. The time is 11.03 a.m., and we are back from our recess. Would purchasing staff invite the sixth presenter, Bluefin LLC, doing business as Mantis Facility Management Solutions, to join the closed portion of the meeting for their presentation? Mantis, have you joined the meeting? Yes, I'm here from Mantis. I'm waiting on a couple of other people that should be jumping in soon. Okay. Thank you for joining. As your team members join, if you could review the meeting attendees in the team's participants panel, which may be on the right side of your screen, and ensure only your team members and Broward County staff are in attendance. We are currently sharing a list of Broward County staff. Excuse me. Which member of your team will be the designated presenter to share their screen? I will. Richard Prince. Okay. We will make you presenter. Thank you. Has everyone from your team joined the meeting? It appears so. Okay. So we have Richard, which is you, Brandon, Carrie, Jose, Matt, Ronaldo, and Sammy de la Cruz. Those are all members of your team? Yes. Yep. Okay. Yes, that's correct. So then for the record, please affirm that there are no other individuals in the meeting other than your team and Broward County staff. That is correct. Okay. You will have five minutes to set up. We're going to start our timer now. Okay. We are ready. Okay. Give us a moment to reset the timer. And can you see my screen okay before we start the timer? We can see your screen. Do you want to move your deck forward? So make sure that, okay, we saw the second screen. Okay. You may begin at any time. Perfect. Thank you all for having us. My name is Richard Prince with Mantis Innovation. I'm our Vice President of Projects. I will introduce the team joining us during this presentation. I just have an agenda right here. Nice seven steps from overview, introducing our team, experience, understanding your challenges, our process, what it means to you and for you, our technology, as well as why Mantis. And just from a high level, overview and qualifications, we're one of North America's largest independent facility asset management consultants. A couple numbers I want to share, 70,000 buildings assessed and over 3 billion square feet of roof evaluated. And that's U.S., Canada, Mexico, and the U.K. We have over 200 team members nationwide with specialties in roofing, building envelope, energy, and we do have 12 engineers on staff. We've been around since 2005. We're not a fly-by-night company. We actually, and we are 100% vendor agnostic. We don't have Mantis products. Every recommendation we make is grounded that is right for your facilities and needs. So this is the team, and we're, Mantis Innovation is the prime consultant, and Canemco is our local engineering partner. So those in attendance here are Kerry Beazle, Matt Badalado, Reynaldo Pignade. Matt is actually our architect, our project architect. And then we have Jose Compres, who's PE, structural and civil engineering. And we have additional team members here that are behind the scenes as well. Canemco and Mantis have worked together for several years now. And so we have a tried-and-true process that's really evolving. And we actually are embedded in Broward County at Broward County Public Schools. And Canemco is local, licensed, and already on site. And so this is some of the team behind the scenes. One person I want to mention is Dave Green, our safety director. Those are his credentials. He's involved in every partnership and major project. So Dave is instrumental behind the scenes. And we have a tremendous track record in complex public portfolios. We do a lot in the public sector. So I mentioned Broward County Public Schools. It's blue showing that Canemco and Mantis are working together on this and really established a tremendous partnership. We focus on mechanical inspections and then also roof inspections, structural engineering, design, construction, restoration, supervision. Additional portfolio that you can tell by Canemco. There are also locally at Miami International Airport and Mantis Innovation nationwide. Some of our many partners or DGS or Department of General Services, Bricksmore, Emory University, and UTMB. And you see the size of properties and square footage as well. I mentioned Broward County Public Schools. And we actually were awarded an RFP in 2023, started the partnership in 2024. They're a tremendous partner. I have amazing things to say about our contacts there. But I do want to hand it off to Reynaldo to speak on this slide. So he's going to give a high-level story about Broward County Public Schools. Yeah, so we have a great relationship with Broward County Public Schools. And we want to expand that relationship to the rest of the Broward County. We manage a number of projects here in South Florida. And as we all know, Broward County is one of the biggest school districts in the country. Together with Canemco, we've inspected 34 million square feet of roofing every year for almost three years now for the school district. That translates to about 250 sites every year. And we do that same 34 million every single year. The inspections that we do for them, they gather information. They assess the condition of the roof. We mark and repair deficiencies while we're on the roof. And this helps the district prioritize budgets and forecasting for future spending. We also like to help them organize the roofing warranties, keep them active. We do warranty inspections for them every six months. We've also made thousands of repairs for them. We clean the roofs regularly, which the schools really love that we're out there, boots on the ground, to help them out with their everyday stuff. This helps the district make data-driven decisions for replacements, repairs, expenditures. The district already used this data to target which roofs are in the worst condition and are slated to be replaced this year and the upcoming year. And they can see all this data that we gather for them in our Perform software app. They map repairs. It pinpoints issues. They see how the roof looks in real time from our last inspection. They can use this map and this software to send trades through repairs. The schools love that we clean for them. We unclog their drains, their scuppers. We do parental maintenance for them. And like I said, we want to expand our relationship with Broward. We're local, so we want our county to succeed. Perfect. Thank you so much, Ronaldo. And I mentioned that we do a lot with the public sector, so we understand Broward County's challenges. These are the usual suspects, if you will, aging facilities, budget challenges. Let's face it, that's everywhere. Emergency leak reduction, rapid response to active water intrusion, mitigating operational disruption, defensive capital planning, data consistency. I know, Ronaldo just mentioned warranties and really data across all facilities. And then life cycle extension, extending roof life through targeted restoration. So from there, addressing, knowing that we actually have a proven four-phase approach to unlocking efficiencies across your building envelope portfolio. You may not have noticed, you will now. In the lower left-hand corner, it says unlocking efficiencies. We know no two buildings are the same, so we truly uncover that information and help you make data-driven decisions. So we start with investigate and diagnose. We have expert evaluation by IBEX-certified registered roof and wall observers. We identify root cause across roof, wall, and below-grade systems before small problems become costly failures. We present the findings, repair priorities, and preliminary cost estimates. And then between one and two, we check in with you to make sure that the vision is shared and you utilize this information to, again, make data-driven decisions. And then we have a playbook for plan and design. From plan and design, we deep dive into how your building envelope systems interact, roof, wall, cladding, waterproofing, et cetera. Recommend repair versus replacement, scope and site prioritization, because let's just face it, you can't do everything right now. Prioritization is key. And then we empower you to make informed decisions before committing to capital. And then design turnkey solutions from targeted corrective maintenance to full restoration. And from there, again, we check in and then build and implement. We manage selective repairs and replacements to completion. We have in-house architects, as we mentioned previously, and engineers to oversee bidding and execution. And then quality and warranty assurance. And then from there, we monitor and report. Reynaldo mentioned our perform software. Where that is most definitely involved in terms of ongoing impact tracking, stakeholder reporting, and then regulatory compliance. And then so what are the outcomes? Don't worry, I'm not going to read all of this. There's a tremendous amount of outcomes for the county. Preventative and reactive approach. Reverse reactive approach. Quality assurance for longevity. Reducing life safety incidents. I mentioned Dave Green, our safety director. So life safety incidents, emergency failures. We have notifications. We have a program for monitoring. And then we forecast future capital budget needs. Operating cost reduction and cost avoidance. Risk mitigation, regulatory compliance, and alleviation of operational disruptions. And then in doing all of this, we help you strategically plan so that you can spend capital more wisely. And spread out expenditures and really utilize them when you need them and when they're needed. So this is our technology. It's truly a game changer. It's your complete facility intelligence platform. You understand your facility condition, reviewing asset condition scores, which are updated regularly, property by property. We understand you may have facility managers who have responsibility for one site, and they would typically have access to that site. You have others with a full portfolio. Again, access is most certainly customized, just like our entire solution. And we keep the future in sight, visualizing your 5- to 10-year capital and operating budgets with property-level forecasting built directly from your data. We don't just say, hey, this is how it's done over there. We utilize your data for forecasting. And then we help set priorities with those safety alerts that I mentioned, review defect data, and help with capital spend overall. And budgeting with confidence, we mentioned a few times Broward County Public Schools, and during our business reviews, talk very often about the customized reporting that they receive to be able to help with budgeting. And full transparency, perform is continuing to evolve, and it's from Broward County Public Schools and our other many, many clients who bring up certain things where we can help evolve this great technology. And then the accurate records that Reynaldo mentioned, centralized warranties, assessment reports, construction documents, and work orders in one place for true process improvement. Okay, in closing, we have proven national expertise and really decades of leadership in roofing, waterproofing, and building envelope consulting, in addition to our dedicated South Florida team with Canemco, Reynaldo, Matt from Mantis. And the importance of having both is that for major projects, while we do have local presence, we can pull from our national team. And let's face it, we're not twisting anyone's arm to go to South Florida, so it's most certainly something that people enjoy doing. Mention Broward County Public Schools, so I'm not going to address on what we've already covered. Vendor agnostic independence. So, again, every recommendation is grounded, which is right for your facilities. And the technology power delivery, we'd love to be able to show you a full demo of Perform because there's so much more to it, but I'm glad you saw a really, I guess, glimpse. But it delivers real-time asset intelligence, capital forecasting, and seamless integration. That's all we have, so we definitely want to open up for questions. And, again, thank you so much for giving us the time to speak on this bid. Thank you, Bluefin, for your presentation. Are there any questions on the Evaluation Committee? Yes. Good morning. Ahmad Ali here. Can you please elaborate on your experience working on waterproofing and restoration of parking garage type of structures? Perfect. Great question. Matt Battilato is going to jump in on that question. Sure. Thank you for the question. Yeah, so we've been, as an architect, licensed for 20-plus years of projects I've seen of all various shapes and sizes, and especially dealing with concrete projects of different types of concrete construction. And we've been able to evaluate, analyze, be third-party consultants, as well as even hands-on in the design process on some projects in regards to those types of buildings, using those types of materials. So, you know, we look forward to, again, as I think the presentation mentioned, using all our resources from, you know, all around the nation to be able to just provide you with all angles, all sides of experience when it comes to evaluating really any kind of structure and any kind of design problem when it comes to waterproofing. So, we look very much forward to that type of problem when time comes. All right. Thank you very much. Are there any questions? Yes, Jill Thompson. I do have a question about the Mantis Perform platform. Is that a proprietary software, or how does that integrate for a typical project? Yes, it's a proprietary software, Perform's trademarked. Carrie, do you want to jump in on how we utilize and integrate? Yeah, absolutely. So, Perform is where we house all of our coding information that we gather from the field. Our design team relies on it a lot when we do have projects that turn into a full-blown design where we can go back in to perform and we can look at all of the surveys ever taken on that building. We can pull photographs of site-specific situations where we need to develop a very integral detail for the design. It houses all of the defects that we've ever found on your roof and whether or not they've been remediated. We can pull up budgeting, forecasting. So, we'll survey several buildings and then within Perform, it'll go through and it'll basically do a calculation on what buildings have the most defects, the most pertinent defects that need remediated before the less important ones. Not important, I shouldn't say important, but before the less immediate ones and it'll tell you, you know, these buildings we suggest you look into first that are causing the most problems and these ones can probably have minimal remediations and still last another five to ten years and get you what you need. So, you can generate reports from this if the county doesn't, would the county have to purchase that software or is that something that isn't a login because this is the way that you communicate and store information for your firm? So, Rich, I'll let you speak on that a little bit. Great question. So, yes, you have access. So, when we do a first project, you'd have access to perform and you'd have the login and we would customize who would be able to have access to the login information. You mentioned reporting. Yes, we customize reportings. We have condition assessment reports. There's safety advisory. There's a significant amount of customized reports that you can pull from the program as well. Thank you. Are there any other questions in the Evaluation Committee? Project Manager? I'd like to thank Bluefin for their presentation. The sixth presenter, Bluefin LLC, doing business as Mantis Facility Management Solutions, has now completed their presentation and answered all questions. As the team is leaving the meeting, would purchasing staff invite the seventh presenter, Rodriguez Architects, Inc., to join the closed portion of the meeting? Bluefin, if you could make sure that you stay tuned to your email so you know when to join the open portion of the meeting. Again, thank you for your presentation. Thank you. Thank you very much. Thank you. Bye. Good morning. Rodriguez Architects, have you joined the meeting? Yes. Can you hear us? Yes. Thank you. As your team members join, if you could review the meeting attendees in the team's participants list, which should appear on the right side of your screen. And then we have a list of Broward County staff that's shown on probably the left side of your screen. And if you could compare the list of Broward County staff and make sure there's no one else other than your team and Broward County staff in the team's meeting. So currently, currently, I'm only waiting for one participant, one of our consultants to join. I don't see him up there. And I just sent him the email. Okay. So it might take him a minute to, let me ask him and see if he hasn't responded. Let me see if I have another second to get him on his response. Okay. He says he's logging on right now. Okay. Thank you. She'll release that. So will you be presenting today? Yes. Okay. Yes. We'll make you a presenter and we'll wait for him to join. If you could. His name, ma'am? Frank Leju. Frank? Yes. Yes. Okay. If you could, if you could affirm that there's no one else in the meeting other than Broward County staff and your team. Yes. Okay. Can you see our presentation? Not at this time. You'll, you'll have five minutes to set up and you can start that now. Okay. Right again. Press the tap button to stop. Because that's to start the caps. Can I just put it now? Yeah. I know. Even now. Even now. Well, maybe not. Can you see it now? Yes. We can see the, the first slide in your deck. If you want to move forward to make sure that the deck's working. Okay. Okay. I see the second screen. Okay. Are you seeing it as a full screen? No. Just to make sure. No, we are not. No. It's only partial? It's only half? Yes. Okay. So just go, just go full screen. Yeah. Okay. How about now? Yes. No. Now it's a full screen. Okay. Okay. Okay. Perfect. Are you ready then to start? Yes. Okay. So we're going to reset the timer for 15 minutes. Okay. Okay. You may begin. Okay. Good morning. My name is Lourdes Rodriguez with Rodriguez Architects. I'm one of the principals. And I just want to clarify, I signed in to your list in the morning. No one else from the team did. Is that okay? To the sign-in sheet. Everyone from your team should sign in. Okay. Can I do that after the meeting? Yes. Okay. All right. So again, Lourdes Rodriguez, I'll be the principal in charge for this contract. And here with me is my partner. Good morning, everyone. I'm Miguel Rodriguez. I'm the founding principal of the firm. And on this project, I'll be handling quality assurance. And I'm the code geek, I guess. And then we have, you'll see here the rest of our team, our staff in the office. This is our consultant team. Frank has joined us today. Good morning, everyone. We have MEP, structural, and testing lab as part of our team. Let's start with our experience and qualifications. We've been doing roof and window replacement and building envelope for a really long time. And we've highlighted here our most recent work and within the last five to six years. And I want to highlight two projects that you see here that are in the black typeface. Well, we've been working with NDCPS on a comprehensive roof assessment and management service. It is really very close, the scope of work, to the scope of work of this RFP, mainly for the roofing. They're doing it for roofing only. But it's really geared exactly the same. So they have an assessment of all of their facilities throughout the district with all the information. And so that information can also be maintained by, and that's something that Frank is really helping us with, because he does this all the time. And we've worked with him on many projects doing this very same type of scope. So we basically will assess everything first, prepare the report, and then we go on to the design if needed. And also for the school board, we prepare a roofing and replacement manual that the district uses for all their re-roofing projects. So they have an entire set of details for a multitude of conditions, which appear in almost all of their facilities. And they have a term bid roofing contractor that basically the book has been approved through the AHJ. And from that point on, everything is already approved. They just get inspections from the building department and go from there. So it was a whole book of details and specifications on how to do all the different types of details that come up on a typical roof. So we have experience with multitude of roofing systems. I don't think there's too many out there that we haven't dealt with. So they're all kind of listed here. The same thing with the building envelopes. We've assessed many buildings that require, and in most cases require a more intense detailed review once they decide that they want to go ahead and do the replacement. But the assessment has to be done first so that then they can determine whether or not they want to replace and how, what type of system they want to replace with. We're currently finishing the one in the bottom that says curtain wall systems and building envelope for DMS, open for peers. And that was an entire building envelope, which we had to do the assessment first so that then they can determine what they wanted to do. So our experience and our qualifications and particularly our focus on investigation is what we think sets us apart. We believe, whether it's in our design practice or, you know, more focused scopes such as yours, where we're analyzing and we're cataloging and developing databases, that the investigation and the thoroughness of that investigation is a key to the success of the project. If we're designing the entire project and it's the key to making sure that the design is responsive to what the building's conditions are, actual conditions from the list and the images that we showed you on the previous slides, you'll notice that some of our buildings that we've worked on are historical. They've been around since the 20s. We've worked on campuses that have a multitude of buildings that were built in different time frames where construction systems and materials varied. So the investigation is the key part and the assessment of those and the cataloging of the information is critical. So whether we're working on a roof or we're working with a window replacement project or building envelope systems, we have to figure out what's there as a part of making, you know, informed decisions about where we want to go or where we want to advise the client to go. So that's our biggest focus on all our work. And we have quite a bit of experience with the list that you saw before. You can see it's pretty lengthy. We cataloged it so you see that we work in a variety of different systems, not just roofs. I actually grew up in a family of window installers, so the window side is sort of my forte. And we focus on that because that information then leads to detailed drawings, which we believe are among the best out there. We're familiar with National Lab Standards. We use it in the office. We are familiar with Master Format. We use that is what we use for our specification writing, as well as for our estimates of probable construction costs. And we are familiar with the Omni system, the Omni class system. So and we know how they work together. So the key elements that are part of your scope, we're familiar with, we've worked with. And as I said, the investigative part is a strength of that. On our next slide, I'm going to walk you through our typical project approach. And you'll see as I move through this that sometimes these are not in the linear fashion that we indicate them here. But in a typical project, this would be the linear process with at the beginning of project initiation, the planning and goals portion of that project requires us to meet with the stakeholders, as we would with you to understand that validate the scope, particularly if it's a new project, as opposed to an investigation. In this case, the scope is going to be similar on all of the buildings you asked us to assess, but it may not be identical. So we have to understand that, validate how it might differ, identify any project constraints, understand the specs of the project, and then review the existing data before we can set project goals that respond to all of that. The data acquisition phase is, as I said earlier, for us, the critical piece. In this instance, we're reviewing all of the information, maintenance logs, conducting infrared scans, core samples, pull tests of the roofs, digging into walls and looking at how the walls are made up to see how we respond to that. And if we're going to put windows in the wall, if we're going to put windows in the wall that's in the central picture, for instance, or the one that's at the bottom left, those two windows conditions are going to require different responses. So all of this is critical and work we do all the time on all our projects. Moving forward from there, we go to preliminary design, which for us basically is then taking the information that we have developed on the existing facility that we're working with and using that to prepare options for design responses that we bring to the client for the client to select. In some instances, we may have to phase and sequence the project if it's an operating school, for instance, or any operating facility so that that is taken into consideration and we take into consideration any sustainability requirements that are appropriate for the project or required by you as the client. All of this happens, a lot of this will happen in this project as the investigative piece and will already be in existence, so that when we are called out for a project where we're actually going to develop a response, we build on that to develop the response, providing you as many options as possible so that you have the opportunity to make the most informed decision on how to proceed. And then where the rubber meets the road detailing design in the form of documentation that is going to communicate the information to the people that are actually going to have to go out there and build it and, of course, permit the work that needs to be permitted and evaluate for code compliance. We are very strong on documenting existing and proposed conditions on re-roofing, for instance, the larger sheet at the upper left hand of this amalgamation showcases how we use actual images of the existing conditions on our drawings to document the existing conditions as part of the demolition. So that as a contractor is approaching the work, we try and be as clear as possible in informing them what it is that we expect them to do. This, we find, is the best solution not only to build a basis upon which to design the proposed work, but also to minimize the opportunities for there to be mistakes or things missed or unforeseen conditions. To the extent that we can, we want to see as much as possible as we're developing the documentation at the work and then communicating that to all of the people involved, including our clients. And this will, because we work with the national CAD standards and master format specs, this will tie in really well with your Omni system. So you'll be able to track everything, you know, real time, as long as every, all the information is up and linked to the Omni call system. So moving from there, the execution, of course, really is where the rubber meets the road. We do not shy away from our contract administration services. We do it on all our projects. We're thorough. We document photographically. We document narratively. And we are always there first during the permitting and bidding process to support the obtaining of the permit, as well as making sure that the bids are solid when they come in and that any information that the bidders require is provided and provided in a timely fashion. When the project starts construction, we believe we need to collaborate with, bring the entire team in a collaborative form, particularly with the contractor. We try and anticipate so that we can mitigate potential problems. Every existing building has its surprises. That should be no secret to anybody. So what we try and do is try and identify those surprises ahead of time. The most important part of this is continuous communication and documentation of the process of what is going on so that that record informs not only your use of the buildings moving forward after the work, but also the work of the contractor during the process of the project itself. And one of the things that we like to implement is a preventative maintenance program so that in forward, again, it'll all tie in with your database and you can perform or have a contractor perform maintenance on all the roofs because, as you probably very well know, just about any material or roof or whatever, the window it is, you have a warranty period and all warranties call for their product to be maintained. So if that maintenance does not occur on regularly scheduled times, you know, the warranty will get questioned. And the importance of this really is to develop and provide a roadmap for the people that are going to be working and operating the building on a day-to-day basis to make sure that we identify the things that need to be done on an ongoing basis. It could be as simple as observing to make sure that nothing is going wrong, but we want to make sure that we provide that roadmap so that the everyday, you know, we're all busy, we've all had that conversation either with ourselves or with our friends about how the day started before I knew it was over and I left everything on my desk that I intended to finish that day. So having this type of maintenance schedule and this type of operating manual, if you will, provides a backup to make sure that things are being looked at on a regular basis and that remedial work or preventative work is being done on a schedule that complies with maintaining the best use of that product or system within your building. So, why us? Thank you for your presentation. Are there any questions from the Evaluation Committee? Yes. Good afternoon or good morning still, actually. Ahmad Ali, can you please elaborate on your experience working on waterproofing and restoration of parking garage type of structures? Well, parking garages, I'm trying to think, parking garages, not a project that we have done as a standalone. What I'm thinking about is all the instances where we have worked within parking garages as part of a broader scope. Certainly in my investigative work, I also am an expert consultant on legal matters and virtually every issue that I work on has to do with parking garages. I'm very familiar with not only the need to protect those decks, but also how the movements of those parking garages under their loads affects the various movement joints and the sealant of those joints. But we don't have, I won't say that we've got a million parking garages that we've worked on because I'd be lying to you. But we do have decks that are our routes that are pedestrian decks that we have worked on that we recently completed, actually one for Miami-Dade College. So it's very similar because you have the waterproofing on the pedestrian level walkway and, you know, it's a route because underneath we have the building, the rest of the building. So in that sense, we've done that side of it more than, say, a parking garage and a tourist site. The loads are obviously different in a parking garage and on a pedestrian deck, but the systems are not that dissimilar other than accounting for taking the stresses of traffic. Okay, thank you. Are there any other questions from the evaluation committee? No? Project manager? I'd like to thank Rodriguez Architects for your presentation. The seventh presenter, Rodriguez Architects, Inc., has now completed their presentation and answered all questions. As the team is leaving the meeting, would purchasing staff invite the eighth presenter, ECS Florida LLC, to join the closed portion of the meeting? Rodriguez Architects, if you could pay attention to your email so you know when to join the open portion of the meeting. And again, thank you for your presentation. Thank you for hearing us and have a wonderful weekend. Thank you. I guess we're the one question we didn't have a very answer for. I kept thinking about whether I should insert myself or not. I just decided that. It is very easy. ECS Florida, have you joined the team's meeting? We are just waiting on a few more people to jump in. Okay, thank you. We're going to be sharing a list of Broward County staff. If you could compare that to the team's participants list and then verify once your entire team gets on that there's no one in the team's meeting other than your staff or Broward County staff. Good morning, everyone. Good morning. If you could identify who will be presenting for your team. Certainly. I'm going to start just with a quick mention. One second, Cliff. I think UES is on the call or they just dropped off because I was told to check and confirm. Ah. So we just need to know who at this time will be the presenter so we can make you a presenter in the meeting. Got it. It's Neha Verma. Okay, they are now our presenter. We will wait for the rest of your team to join. But meanwhile, if you can compare the list to the list of names that appears on your screen. Yeah, I think we are good now. Okay, so in the meeting I see Cliff Hendrickson and you. Is there anyone else joining? We were waiting for two more people, but let me just confirm quick. Okay. I think Goron is in the lobby. Yeah, okay. He's on. We have a Gordon, a deal? Yeah. Yeah. I think we can get started. We are taking time here. Okay. So after we get started, I cannot admit anyone. So currently you have five minutes to set up. You can take this additional time to make sure you have your entire team here. Otherwise, we can get started. But no one will be admitted once you start. Got it. So I'll just wait for that five-minute timeline. Yeah. Thank you. Okay. If you want, you can move forward in your slide deck to make sure that it's working appropriately. Yeah. You have about two more minutes left on your timer. Thank you. I think we'll get started. That's fine. Okay. We're going to reset the timer. You'll have 15 minutes. So you're confirming that there's no one else in the meeting other than your staff and Broward County staff, correct? Yes. I can see a GCA 430. So I don't know who they are. That's the room that we're in. Oh, okay. Then they're good. Okay. All right. We're resetting the timer. We are okay for you to start. All right. Well, I will start us. My name is Cliff Hendrickson, and I am a principal with ECS Florida, subsidiary of ECS Limited. And today I'm just going to introduce our team and tell you a very little bit about the firm. And then I will introduce you to Neha officially, and she will conduct the presentation. So thank you again for the time. We're excited to talk to you guys about our firm and how we think we're well-suited for this endeavor. Okay. So if we could move on to the first slide, please, Neha. I'll tell you a little bit about ECS. ECS, we all say ECS now, but ECS stands for Engineering Consulting Services. We were founded in 1988 in the Chantilly, Virginia area. And now, fast forward all those years, ECS has 100 offices scattered around the country, including 14 offices in the state of Florida. And if you didn't know, we are a building enclosure and waterproof consultant that serves all kinds of different sectors across the country. Right now, we have almost 3,000 employees, and those employees own the company. We are an employee-owned company, and we're very proud of that. Right now, I like to just focus a little on the 14 offices in Florida as we kind of focus in on the state of Florida and then, of course, into Broward County. You can see on the map where we are across the state of Florida by the little yellow location dots. And I just wanted to convey that we do have a strong presence in southeast Florida as well. We have a really great multidisciplinary team with building enclosure consultants. We've got engineers, architects, too. We've got engineers, architects on the call today. And then, of course, across our staff, we've also got roofing and waterproofing specialists, both in Florida and throughout the country. ECS has a long history of serving public sector clients, municipal clients. We've got a lot of deep experience in education and health care, aviation, and, of course, lots and lots of commercial-type work. One of the things that sets us apart, I think, is we're local and we're responsive. We understand design phase, construction phase. So we can work on all cycles of the project lifespan, which makes us a little bit more unique, I think, in addition to all the other services that we provide, which include geotech environmental and construction materials testing. So right now, let me just tell you who else is on the call. Gauran Adil is a PhD-level principal structural engineer who specializes in building exteriors, and he works hand-in-hand with Neha. Neha is an architect who specializes in building envelope as well. So both Gauran and Neha really are technical experts here, and they would be the two folks that are primarily going to be engaged on this contract. I, myself, am more on the executive level, contract level, have a lot of experience doing that as well. So I think your team is very, very well suited for this. We have a lot of experience, and that's what we're going to tell you about now. So, Neha, take it away. All right. Good morning, everyone, and thank you again for the opportunity to present today. Like Cliff mentioned, I am Neha Verma, and I lead the building enclosure, waterproofing, roofing, everything related to exterior, that service line here in Florida. And today, I'm going to briefly walk you through our approach, technical expertise, some relevant Florida project experience. We have experience all over the country, but we would like to focus Florida, South Florida specifically. Coming on to our building enclosure philosophy that we have here on the screen, a large portion of our work involves existing building investigations and forensic evaluations. So a big focus for us is understanding the root cause and not just the symptoms and giving the suggestions. A lot of times, what we have come across is initially what looks like a waterproofing issue or an enclosure issue might actually involve structural movement as the root cause or sequencing or transition details, condensation, maybe the HVAC wasn't working correctly, or coordination gaps between multiple trade that led to what we are seeing as a failure. So our approach is very holistic and the construction and more on the constructability focus of the enclosure system. We try to stay practical in our recommendations because these are occupied facilities that we understand if you're looking at an existing building with real operational schedule, budget constraints and challenges. One thing unique about our group, I would say, would be that the same team is involved in diagnostic and forensic investigation is also involved in new construction consulting. And this is unique and beneficial because whatever we have the lessons learned from existing building failures directly influence how we approach the detailing, constructability reviews, waterproofing system, enclosure design, etc. on new projects. So we take the lessons learned from old one and apply for the future upcoming projects so that we are not, at least from our end, we are ensuring the industry is not repeating the same mistakes again. Our work really covers the entire project cycle. That includes investigations, right from investigations to repair to the QAQC on site to specification writing and a new construction design development, working very closely with the owners to understand what they are asking out of an enclosure and making sure all that is accounted in the design stage, commissioning services and construction phase support. We would support, like I said, both remediation on a building and a new construction project, which gives us strong understanding of how enclosure systems perform from design through the long term operational phases. Moving on to what our ability of our professional staff looks like, and I would like to tell you that the list is much longer than what you see on the screen. I'll start with myself. My background includes over 17 years in building enclosure consulting, curtain wall systems, diagnostic repair design, and construction administration. The broader team includes structural restoration expertise. That's where Gauron is coming. We have certified thermographers in our team, construction-based site support. We have registered roof consultants, registered exterior wall consultants, air barrier specialists, court specialists, and wall system experts, all the IBEC accreditation that usually are called out for. One thing this industry, I would say, is unique in our industry, in the enclosure industry, is that the learning never stops. Materials evolve, codes evolve, failure patterns evolve, and construction practices evolve. So ongoing technical education and staying engaged with what's happening in the field is a big, major focus for our team. And our approach continues evolving with the industry, so we are not stagnant at a particular stage or an era in the project. We are always learning, always advancing. Technical expertise and the field presence. A large portion of our work involves occupied, like Cliff mentioned, municipal healthcare, education, public sector facilities, where phased construction and operational coordination are critical. Our familiarity with Florida climate conditions, waterproofing failures, enclosure, deteriorations, repair implementations, this helps us to develop a practical and a cost-conscious solution rather than overly theoretical recommendations. So we understand that the cost and schedule are equally important to you, as it is important to understand the root cause and fix it or do a new construction. We are also active in the local professional resiliency community that I would like to bring up. Since 2023 in AIA Fort Lauderdale, we have taken initiatives related to resiliency and aging buildings. So that's our current status. We are actively involved in literally Fort Lauderdale, AIA, looking after existing buildings and the failure and the causes overall as a group. We regularly do host, provide like AIA accredited education, CEU points related to Florida weather and enclosure systems all across the year. For our project approach, this slide summarizes, we generally begin our investigation and assessment to understand existing conditions and identify the root cause of water intrusion or enclosure-related deficiencies. From there, we develop practical repair recommendations and construction documents focused on long-term performance of the constructability. We stay involved during implementation through observations on site, coordination meetings, periodic site visits, construction management, and administration support to help verify the repairs were made properly and on time with the right documents and the right process. I'll quickly go through some of our past performance. I'll quickly go through some of our projects. I'll quickly go through some of our projects. A lot of them in South Florida, where we were involved right from investigation to diagnostic to bid document preparation, permit set preparation, and so on. Our workload and location. So we would say we remain actively engaged in roofing, waterproofing, enclosure, and forensic consulting of the projects throughout Florida, which helps us maintain current understanding of field-conscious constructability. Our South Florida presence is interesting because we have one office in Miami and one office in Florida, which gives the most needed boots on the ground and meet you when needed, keeping the time in constraint. Time and budget. Time and budget. I would say we understand the importance of responsiveness. That's why I said our offices are strategically placed. Communication is very important to us with our clients. Timely delivery for continuing services contracts. And our municipal facilities. A large portion of our works involves phased, scheduled operational constraints, ongoing capital improvement programs. So flexibility and coordination are a major part of our approach. I would also say that the team is very involved in identifying any red flags before prior. We do risk identification prior to it actually becoming a risk. So risk mitigation and value engineering is another big portion of our approach. Why ECS? I would say that to bring everything together, what really differentiates our team is the combination of national technical resources and strong South Florida experience and involvement. A large portion of our work is already centered around South Florida building performance challenges, including waterproofing failures, moisture intrusion, aging buildings, resiliency, complex, occupied facilities, and new construction. We are actively involved in local professional community through AIA Fort Lauderdale in their resiliency and aging building initiatives where we are driving that initiative and regularly provide AIA accredited CEU courses. Sorry. I would also like to mention that we had the opportunity to collaborate with one of the local architects in Fort Lauderdale to develop the design guidelines, the new design guidelines for Bovard County. And we helped them with peer review of specification, I think, division seven and eight. And we even helped them write quite a bit of those specifications, everything related to moisture, water, thermal, roof, windows, walls, etc. So we are very, very actively engaged in what the new design guidelines are coming to be. And we are very proud to say that we were heavily involved in that process. So beyond that expertise, I would like to add that I am an active member of IVEC Interface national team, and that gives us direct exposure to ongoing industries. Thank you. Thank you for your presentation, ECS. Are there any questions from the evaluation committee members? Yes, sir. Yes. Good afternoon. Ahmad Ali here. Can you please elaborate on your experience working on waterproofing and restoration of parking garage type structures? Gooran, you want to take this one? Parking garage? Yeah. Like, my name is Gooran, as Neha mentioned. And I have a, I'm a structural engineer and license in both Texas and Florida. And I have worked on multiple building, multiple parking garage in both Florida and Texas. So I am aware about that one. And I have been done a lot of parking garages, actually. I think the one that we recently did was in Almonte Springs. Even in Tuscany on Intercoastal has a parking garage. So our approach usually starts with doing a visual assessment and seeing what actually caused the failures and what type of coating was used. I have been involved in multiple new constructions where they try to avoid doing any kind of waterproofing on parking garages, which is very interesting. Secondly, it also matters a lot whether you use a primer below the traffic coating or not. I have seen, I have seen subcontractors cut corners saying it's a value addition if you don't use a primer below your material. That's the reason our team is very heavily involved with what product is being used. What is the manufacturer recommendation? What warranties your system and how the failure is happening because of what reason? So we kind of work backwards in existing buildings. And depending on the type of failure, if it is waterproofing failure, then we will look at the membrane. How old the structure was, when the membrane was applied, if there's any previous documentation. If not, then we can do either destructive testing or accordingly, you know, test the surface to understand where the issue is coming from. But yes, we do a lot of parking garages, not just in Florida, but it's across the country. Okay. Thank you very much. Are there any other questions in the evaluation committee, the project manager? The eighth presenter, ECS Florida LLC, has now completed their presentation and answered all questions. As the team is leaving the meeting, would purchasing staff invite the ninth presenter, A2 Consultants and Engineers, Inc., to join the closed portion of the meeting. Thank you. ECS Florida, thank you for your presentation. Please stay tuned for the emails coming your way to join the open portion of the meeting. Again, thank you for your presentation. Thank you. Thank you all. We're waiting for the next presenter. Someone will have an email? Okay. Alfonso, are you with A2 Consultants? Yes, I am. Okay. Thank you for joining. As your team members join, please review the meeting attendees in the team's participants panel, which is shown on the right side of the screen. And please review to ensure only your team members and county staff are in attendance. We will be displaying on the screen a list of county staff that's in attendance. Which team member will be doing the presentation or needing access to present? It's going to be me. Okay. We will make you a presenter. Do you have other staff members that will be joining? They're here in the office, but we'll need to have like a separate link for them to join. Okay. Will they be speaking? No. No. Just you? Yes. Okay. All right. So then for the record, please affirm that there are no other individuals in the meeting other than your team, you and county staff. That is correct. Yes. Okay. You'll have five minutes to set up. The timer is started. Okay. Can you see the presentation? Yes. We can see the first page of your presentation. If you want to move the deck forward, make sure there's no issues. Okay. Perfect. Yeah. So I'll go ahead and start. Good morning, everyone. One second. One second. Do you want to move your deck forward to make sure there's no issues? Your slide. Oh, sure. Yeah. Can I reset the timer for you? Yes. Okay. We can see the deck moving forward. Okay. We're going to reset the timer and you may begin at any time. Okay. Good morning, everyone. And thank you for the opportunity to present today. My name is Alfonso Zamora. I serve as principal here at A2 Consultants and Engineers. We appreciate the opportunity to be considered for Broward County's Roofing and Waterproofing Consultant Services contract. I'll briefly walk through who we are, our technical expertise, our project approach, and why we believe A2 is a strong fit for Broward County. A2 is a Broward County-based consulting engineering firm specializing in roofing, waterproofing, building, and envelope consulting services. Our work focuses heavily on evaluation, diagnostics, condition assessments, leak investigations, rehabilitation, and restoration, as well as field testing. One of the things that differentiates us is that we are a principal-led firm. Senior personnel remain directly involved throughout projects rather than work being handed off through multiple internal layers. We also maintain ASTM, AMA, and task testing capabilities. And we are a Miami-Dade County-approved testing agency to perform different tests, which support our technical evaluations and investigations. We understand that for Broward County, these projects are not simply a technical exercise. The county needs practical solutions that support long-term facility management, budgeting, and operational continuity. A large portion of our work involves facility evaluation, condition assessments, including investigations related to moisture intrusion problems, and or hurricane hardening. We always focus on a practical repair approach and recommendations, as well as construction administration and quality assurance inspections throughout the rehabilitation program. We understand the importance of responsiveness and communication, especially when dealing with occupied public facilities that are actively operating. So, our team is intentionally streamlined and hands-on. As I mentioned before, I serve as the principal. I'm a licensed professional engineer in Florida and have served as engineer record as well in different restoration and rehabilitation projects throughout Broward County. We have a very strong team. We have been, you know, working together for many, many years, over 15 years. And I have been working within this waterproofing and building envelope services for over 20 years. Some of my team members include Gabriel Rivera and Jaime Adams, who are consultants and project managers, and coordinate field activities and documentation efforts, as well as coordinating with our team of inspectors and field technicians when conducting this type of condition assessments and investigations. So, a very handsome team. And our office is headquartered in Weston, right here in Broward County, which allows us to respond quickly through Broward County. And also have that direct access to the projects from the senior level, including myself as the principal, to our consultants, project managers, and inspectors, which would allow us to be readily available to participate in meetings and or emergency response type situations and streamline the decision making process as well of the assessment of these facilities. Our technical expertise, as I mentioned earlier, focuses specifically on roofing and waterproofing systems and related building envelope components, exterior wall systems as well, which sometimes, you know, interface and integrate with the roofing assemblies. And we, this is our, you know, brown butter. We're regularly performing this type of roofing evaluation, waterproofing assessments, leak investigations. We, uh, utilize thermal imaging, uh, drones, you know, we have personnel that are, um, uh, qualified drone pilots, uh, to perform these type of assessments as well. And as I, and as I mentioned earlier, also, we are certified to perform a number of, uh, ASTM tests, including, uh, flood testing, um, as well as, uh, thermal moisture surveys on, on, on roofs. Um, these are some of the, uh, ASTM tests that were certified to perform among some others. Some others, um, our, our, our project approach, uh, generally begins with an assessment, uh, an investigation to understand existing conditions and identify pro pro causes of distress. Um, where appropriate after that initial assessment, uh, testing and, and, or further, uh, destructive evaluations may need, may, may be necessary to, to help verify concealed conditions and support, uh, conclusions that will allow us to come up with the proper remediation program or rehabilitation program for the for the, for the, for the structure, for the facility. Uh, so from there, after we conclude our investigation, we're able to develop those recommendations and we have a very, um, we're very, uh, solution driven approach to tailor our recommendations specifically for, in this case, for the counties operational and both taking into consideration the counties operational and budgeting considerations of these types of facilities. Um, we also routinely support projects through construction administration, uh, quality assurance inspections, observations, and, um, and final documentation throughout the whole process, you know, through, uh, reports, whether there's our weekly reports or monthly reports. Um, uh, uh, or as far as representative experience, um, we have had, um, experience involving large scale and complex facilities, uh, everything from high rise towers, public facilities, host, hospitality, uh, properties, mixed use developments. Um, and every project that we're involved with relates to, uh, these type of building envelope components like waterproofing and roofing systems. Um, just as a few examples here, we have 100 La Solas, which is currently the, the, uh, tallest building in, in, in Barrow County in Fort Lauderdale, the city of Fort Lauderdale. Um, I, I, I served as a building, uh, consultant and special inspector for the, for that building. Um, the Diplomat, uh, Resort, Olsenborough County in Hallandale Beach. Uh, I was the engineer record for a major, uh, restoration of that particular building. Um, and again, it was primarily related to building envelope. Uh, we had, uh, their components that relate to waterproofing, roofing, but also stocco and glazing systems. Um, Panorama Tower that's down in Miami-Dade County, but it's the tallest building in, in, in Miami, uh, currently. Uh, it was also the building envelope, uh, consultant on that particular project, um, and a special inspector as well. And, um, I was also involved with the, uh, restoration of, and waterproofing of the, uh, terraces at the, uh, Broadway Main Library in Fort Lauderdale. Um, so again, just some representative samples here of some projects that we have, uh, work on. Um, and we have, you know, many more that we can, we can, uh, share, uh, if requested. Um, we have, uh, significant, uh, experience as well with occupied facilities. Um, some of these projects that I was showing you here, like the Diplomat and, and the Library remain operational while, while we were, uh, performing the, uh, the restoration work. Um, so we know firsthand that these type of facilities require, you know, coordination with stakeholders, uh, face work planning, uh, communication with the, uh, personnel at the facility, uh, to minimize disruptions during our assessments, our initial assessment inspections, and, or throughout, you know, any type of, uh, uh, restoration program that is developed after the assessment is conducted. Uh, we, uh, understand the importance of maintaining these operations, um, while we are, um, evaluating and addressing any conditions, uh, that require, uh, repair. Um, um, um, as I mentioned earlier, we are certified, a certified testing agency, um, by Miami County. Um, this here is our, uh, snapshot here of our, uh, NOA listing, uh, or notice of acceptance for Miami County, um, listing all the, uh, tests that we are certified to perform. All these tests listed here, um, pertain to waterproofing systems, roofing systems, exterior wall systems, glazing systems. Uh, so again, everything that pertains to, uh, precisely, um, the envelope of the building. Um, here is, um, again, we, in some, um, in summer, we, we, we believe we can provide us from combination of a specialized technical expertise, um, um, that would allow us to, um, perform in a, in a manner that is efficient and handle everything locally right here in Broward County. Um, so that's all I have. Um, so that's all I have. Thank you again for your time and consideration today. We appreciate the opportunity and I would be happy to answer any questions. Thank you, A2 Consultants and Engineers, for your presentation. Are there any questions from the evaluation committee? No, project manager. The ninth presenter, A2 Consultants and Engineers, Inc., has now completed their presentation. As the team is leaving the meeting, would purchasing staff invite the 10th and final presenter, the Epstein Group, Inc., to join the closed portion of the meeting. If you would, uh, make sure you, um, uh, monitor your email so you know when to join the open portion of the meeting, sir. And thank you again for your presentation. Okay, well done. Thank you. Thank you. Good afternoon, Epstein Group. Thank you for joining our meeting. Hello. Hi. If you could, we will be displaying a list of Broward County staff on the screen in just a moment. But if you could ensure, um, and verify that there's, uh, no one else in the meeting other than your team and Broward County staff. Um, so I currently see Andrew Smith, uh, Bill and Richard. Are you expecting other members of your team? There may be one more person, but we can begin. We do not need to wait for that person. So just to let you know, um, so we allow you five minutes to set up in that time that person can join. Once we start the presentation, we cannot allow anyone to join. That that's completely fine. Okay. We understand. All right. So we're going to start the timer now for your five minutes to set up. And then close to the end of the, of the five minutes we'll reevaluate and see if your team member has joined. And then you can affirm that there's no one else in the meeting other than your staff in Broward County. Okay. Okay. Will you be, will you be showing our presentation or will we be showing it for you? No, you will be sharing your presentation. So who will be the presenter from your team? Uh, that would be myself. I'll, I'll, I'll, I'll start it off. And your bill. Yes. Okay. All right, Bill, we're going to make you the presenter and we'll give you the five minutes so you can, um, reach out to your other staff to get them to join. Great. Thank you. You're welcome. So you have about two more minutes for your staff member to join before we get started. We can actually start. Yeah. I just heard back from him and unfortunately he's got bad cell phone service right now. So it'll just be us on the call right now. Okay. Then, um, I'm going to ask you then to affirm that there's no one else in this meeting, um, other than your staff and Broward County staff. I can affirm that. Okay. Perfect. All right. Then we're going to reset the timer. Um, actually you have to, if you could go ahead and share your presentation and then, um, move a few slides so we can make sure that there's no issues with your slide deck. Okay. Perfect. All right. We're going to reset the timer and let us know when you're ready. Okay. I'm ready. Okay. Okay. You may begin. Great. Thank you. Appreciate that. And we, we appreciate the opportunity to speak with you all. I'm sure it's been a very long morning and you've, uh, gone through a lot of information with a lot of different teams. So, um, yeah, I will, we'll make this brief, uh, but we did want to introduce ourselves. We are Epstein Group. Um, we were founded in 1991. We're located in Atlanta, Georgia, but we have team members in Florida and have worked extensively throughout the Florida, the state of Florida. Um, we, we have several key services. Um, we were founded as an architecture firm, uh, back in 1991, again, by Dagmar Epstein. Um, she had a focus on sustainability. So that's always been at the core of everything that we offer. Um, and because of that, as the lead rating system grew, um, there's been a lot of new services that we got involved with very early on. And one of those is building envelope consulting and also building envelope commissioning. Um, so we have offered those services for more than 15 years. It has grown tremendously, uh, through the years as well, where we only had a handful of people involved in that, where now even our architecture group is involved as producing drawings, um, as needed. Um, I should have said, I'm Bill D'Onofrio. I'm a principal with Epstein Group. Um, I am director of operations, but I'm also an architect. Um, I am also the, uh, licensed professional in the state of Florida. I've been licensed in the state of Florida since 2005. So if there is anything that needs to be, um, stamped or signed officially, that would be myself. I would be the, uh, architect of record for any of those projects that, um, you would give us that would have that need. Um, if I click to the next slide, this is directly, um, off of what we submitted to, to you guys. Um, again, I'm principal in charge on the call here. We have Richard Schaefer. He's a regional manager for us. Um, and he is Florida based. Um, Andrew Smith is also on the call with us. He's our senior technical manager, um, and has extensive years working for architecture firms and general contractors and also building, um, uh, envelope consulting firms. Um, uh, yeah, I've just done projects, small projects, large projects. We've done work for, uh, municipalities, um, other, uh, higher education institutions with large portfolios where we're used to being the ones that are on call. And we get a call, um, or assigned a project that needs immediate attention from something small, like there's, you know, uh, a leak somewhere in the laboratory or complete facade renovations and everything in between. Our company also does everything turnkey. We, um, again, have the design staff in house. We have the field service team in house where they're basically doing, uh, a field observation, field reports. And we also have the testing team in house as well, where we provide all the testing related to the building enclosure. Um, I want to hand it over to Richard Schaefer at this point, cause he would be your point of contact. So you can get to know him for a few minutes. And he was going to go over a kind of, uh, what the, what the RFP said and our knowledge base related to it. So I'll hand it over to you, Richard. You may be on mute, sir. Yeah. Apologies for that. Thank you. Um, so we still need to see your presentation though. He's got it up on the screen now. Are you unable to see it? Okay. Thank you. Uh, Richard Schaefer, I'm the regional manager here in Florida. Uh, background real brief. I've been doing, I've been in the commercial construction industry since 2000 and, uh, well, actually, uh, 2009 starting with forensics, uh, prior to that commercial appraisals and working for a commercial, uh, real estate company. Uh, so in this process, uh, just to jump right in with the scope of services and our understanding is that we'll be providing comprehensive building enclosure program from assessment through construction delivery and specialized diagnostic testing when needed. And we'll begin obviously with a, uh, inventory evaluation of the building enclosures as needed, focusing on the roof and exterior wall systems as this is related to the RFP and documenting the conditions and identifying any deficiencies, which will give us the foundation for prioritizing repairs and the opportunity to develop strategies in that area. And then once that is completed per project or throughout, uh, for the program as a whole, then we'll move into the construction document development, uh, producing clear detailed, uh, drawings, specifications for the building enclosure systems. And our goal is to improve the constructability and ensure long-term performance of the enclosure systems. And then on the delivery side, we will provide full project administration, including the pre-bid support contractor coordination, ongoing construction services. We'll remain actively engaged during the construction process, doing design reviews, answering RFIs, reviewing submittals and job orders. And we'll also perform site observations to ensure that the work aligns with the design intent, quality standards and contract requirements. Well, what differentiates us in our team is the depth of the diagnostic capabilities that we do have. We do have all the equipment necessary to perform any of the infrared inspections, sampling, uplifts, moisture surveys, and a multitude of other, uh, testing abilities that we have that would possibly be seen. And then we also bring the ability to support expert witness services if needed. And then the overall approach is to combine the practical field experience, our technical depth and proactive project management to deliver clear solutions and reduce the risk risk and, and extend the service life of the buildings and enclosure systems that we would be, um, attending to. And all that falls into our project execution approach that, that we presented. And, you know, that, that approach is centered on delivering clarity, control and consistent quality from start to finish. And all that's underlying all, all of that is the, our discipline communication structure with the single point of contact, transparent reporting. So as a client, you're always fully visible to the progress and the decisions. And the result that you will receive is a proactive, predictable process that minimizes risk and delivers high quality outcomes that you're looking for in your program. And with the, uh, just, I can summarize our experiences here, the projects that we provided for you. One of the key takeaways, as you look through those, the projects is that you'll find that across all the projects that the teams consistently delivered the full lifecycle services from assessment, design, construction through warranty, that it shows, uh, strong expertise in the roofing and waterproofing, uh, systems. And that there's a deep, uh, capability for the forensic investigation and diagnostic capabilities within the company, as well as our proven experience in the construction phase, uh, QA, QC, and administration through the process of the, uh, construction. Well, they also, you'll see the ability that we provide to support both individual assets, as well as large portfolios that we manage. And the integration of sustainability and high performance are always part of our design goals. So bottom line being that the past performance, uh, demonstrates a well-rounded, technically advanced building enclosure practice where we combine our field experience or expertise, our technical design capabilities, our construction oversight at the pro and program level management. And all these align with the expectations, uh, in your RFP regarding the roofing and waterproofing consulting services. So we are at the point, if you have any questions. Uh, are you, have you completed your presentation? Yes, we have. Okay. Yes, ma'am. Uh, we have a lot of detail on, on the framework, you know, through the processes and stuff. If, if you would like on the, uh, phases initiation and, and all that. Uh, if you, uh, would like that information as well. Um, if you've finished with your presentation, we'll turn it over to the evaluation committee and see if they have any questions for you. Yes, ma'am. Yes, ma'am. Evaluation committee. Do you have questions of the vendor? Yes. Yes. Good afternoon. Uh, Ahmad Ali here. Um, my question is related to your office location. I see here, um, in the presentation as well as the submittal that you, the main office is in Atlanta. Um, and then you also mentioned that there are a few staff members that are located in Florida. Okay. So the question is, um, in case, um, of an emergency or, or, um, you know, county, Broward County needs, um, your services at a, um, uh, very quickly. Um, and I'm talking about, you know, after a hurricane or things like that, um, how, how quickly can you respond to, um, a site that is located in Broward County having your, your, um, primary office being in Atlanta? Sure. Yeah. I can go into that a little bit. Um, so Epson group, we, we merged with Solis O'Brien back in 2023. And, uh, Solis O'Brien is across the entire, uh, uh, United States. They have offices located everywhere, including an office in Daytona Beach, Florida, that focuses only on building enclosure consulting and, uh, related, um, um, um, field testing and things like that. So Richard is, uh, uh, uh, you know, he, he's in Gainesville, Florida. We're used to that. And actually the Daytona Beach office is they, they receive a lot of their work based on those type of triggers like hurricanes and other weather events, uh, to come in. So they were used to it. Um, and they're, they're able to mobilize anywhere within the state of Florida. So because of that, you know, if it is an emergency where we would need to mobilize that quickly, it really could be within hours of just them being able to get access into that area. Okay. Thank you. I must say we, we are, we are very much used to traveling. I'm Richard can attest to that. Yes. Jill Thompson. I have a followup question to that. Um, looking at your project examples, it looks as if most of your work is in Orlando area and Northern Florida. Do you have any work that you could speak to that you have done and completed in South, the South Florida region, Miami-Dade or Broward County? I don't, I don't think we have not for building enclosure work. Thank you. I should jump in here. I do have experience in Miami-Dade and I know that in speaking with our folks with MIS, um, they also have experience there, uh, with the work and NOAs and, uh, the requirements for, uh, building enclosure systems in terms of, uh, large missile impact and your high wind, uh, pressures. So, I have experience with several projects down there. This was before I was with Epstein, uh, but I do have experience, um, South Florida. Thank you. You're welcome. Are there any other questions from the evaluation committee project manager? The 10th and final presenter, the Epstein Group Inc. has now completed their presentation and answered all questions. This concludes all vendor presentations. Would purchasing staff invite all vendors and members of the public back to the open portion of the meeting? Um, Epstein Group, you can stay into the meeting since we will be opening it back up. Again, thank you for your presentation. We appreciate your time. Thank you. Thank you. Would purchasing staff invite all vendors and members of the public back into the open portion of the meeting? If you can make sure you mute your, um, cell phones or your computers. Thank you. Okay. The next order of business is the scoring of the vendors. The score sheets that have been distributed to the evaluation committee members include the assigned points for location, willingness to meet time and budget, and volume of previous work, which are applied based on specific criteria stated in the solicitation. When all evaluation committee members have completed and submitted their score sheets, I will recess the meeting to provide time to tabulate the results. Committee members, are there any questions? No? Committee members, you may begin scoring. Purchasing will notify me when they have received all score sheets and are ready to tabulate. Please mute your computers. Again, please mute your computers. It's very distracting. All score sheets have been received. We will now take a recess to tabulate the results. The time is 1.26 PM and we're in recess. I would like to reconvene the meeting. The time is 1.47 PM and we are back from our recess. Purchasing will you announce? So, there is a two-way tie for fourth place between Bluefin LLC doing business as Mantis Facility Management Solutions and UES Professional Solutions. Using the tiebreaker criteria, we have to re-vote of only these two vendors. I am sending the score sheets to the EC members for the re-vote or only those two. We received all of the score sheets. We will now take a recess to tabulate the scores. The time is 1.59 PM. We're in recess. No, they didn't hear anything. So, unmute. So, apparently we were on mute. We came back from our recess at 1.47 PM and I'll have purchasing discuss what happened when we took our recess to tabulate the scores. Thank you. So, there is a two-way tie for fourth place between Bluefin LLC DBA Mantis Facility Management Solutions and UES Professional Solutions. The next order of business is to accept the scoring and ranking. May I have a motion to accept the Evaluation Committee's results and recommendation of ranking for approval? Jill Thompson, I would like to make a motion to accept the Evaluation Committee's results. May I have a second? Aye, Harris Hammond. Second the motion. All in favor say aye. Aye. Any opposed? Motion passes unanimously. The Evaluation Committee recommendation will be posted on the Purchasing Division's website for three business days. As a proposed recommendation of ranking, following this three-day period, if no objections to the proposed ranking have been received in writing by the Director of Purchasing, a final recommendation of ranking will be posted for five business days. If no vendor timely objects or protests, the ranking shall be final, provided that no County Commissioner objects within five business days after receiving notice from the Purchasing Division of the final ranking. Once ranking is deemed final, the County shall commence contract negotiations with the number one ranked vendor. As a reminder, all information reviewed by the Evaluation Committee is posted on the Purchasing Division website repository, including the closed portion of the meeting. Committee members, is there any other business that we need to discuss today? Again, I would like to thank all the vendors that responded and their presentations today. I would also like to thank the Evaluation Committee members for their time and their participation. The final Evaluation Committee meeting is adjourned. The time is 2.44 p.m. Thank you. Thank you. . . . . . . . . . . . . . . .
