submittals to ensure solicitation requirements are met and to evaluate the submittals and make a recommendation to award a contract each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience the evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews the cone of silence has been in effect since the solicitations advertisement vendors are prohibited from discussing this solicitation with the commissioner's office office county staff or a member of the evaluation committee the cone of silence terminates when the awarding authority takes action which ends the solicitation during the cone of silence inquiries regarding the solicitation should be directed to the project manager or the director of purchasing and or his designee also vendors may communicate with designated representatives from the office of economic and project the way we say is not just about increasing the uh vertical clearance the way we see it this project is about safely executing a high risk bridge lifting operation over major stress when you turn back we're not tolerant for errors we're not to announce for surprises okay and the only way we see it will be to represent you the county in all the uh phases of construction especially the most critical phases of construction by providing independent uh ci oversight okay with real time that's very important real-time verification and recommendation and implementing stop work authority when conditions are not correct we have worked with the county before we are right now working community county and more importantly we are without work with hmbd we have members that work with hmbd and and also we have worked on this bridge before under emergency conditions okay we understand the risk we understand the aids that are involved and we also uh uh understand the consequences if the decisions are a rush a rush a rush today we will present to you how our approach to keep the county verifiable audible control over the theft information next next slide please okay what's it so far what's it so far is that we have worked in uh many bridges we have worked with the county before we have worked with the uh trunk pack before we have worked with the ci team that's right now working on the uh on the trunk project project okay okay and also we have worked on design build projects and that's that's very important it's a different way to manage design build uh projects there's like this our strengthing you know you can you can see our staffing while we we are presenting to you here is a clear line of authority from the project manager county project manager to me i'm going to be the senior project engineer to bend a vision which is going to be the pa for this project and then with the uh with inspectors it's like this so what we myself i'm going to be the senior project engineer uh 36 years of experience so my prior role will be to uh mainly to coordinate with the trunk but i work with the trunk by before as a ci and the project manager so i know how they and they do business i know their how for them the uh calculations is very important maintaining the uh the case rooms is very uh half is very important too i also have worked on design build project i have worked on 60 sun build projects so benavidia has 10 years of experience his role will be to to manage the project every aspect so the project project oversight bio documentation uh working with the utilities and working with brow of cancer and you also know the state uh the stakeholders next like this um with being the team of inspectors some of them have worked with the compact leo has worked with the hbrd michael is working right now in the compact project and also we have stanley that worked before on the bridge lifting operation next slide please we also have a support with the uh survey support we have a landscaping support and we also have uh david oak which is going to be handling it was was the aerial photography for this project and i think that's going to be doing the uh the office uh office files okay next slide please so while we've been experienced okay we've been experienced like i said before we have we have working met we understand how it is to work on the bridge especially a large place like this a large bit like this over expressway so some of the product that we have worked right now is the uh forever days uh the bypass flow is a bridge so that we bring in our experience from that job was to have work on broward county the uh the bridge over the uh by the by the airport and also i have myself i was involved in the dot uh 3d project in uh in lakeville where we have to work on over there we did uh implemented the cr cfrp and we also work already from that was a designed project with wsp so i have also had experience of working with wsp next slide please okay um good morning everyone thank you for giving us the opportunity my name is ben abidi i'm with atlantic construction engineers um some of the experience that we bring to the table uh when i was an in-house pa uh an augmented staff at ivium bridge maintenance division um i called to the mission to essentially address the emergency operation which involved a lot of detours um a day and night operation in two different phases uh so that's that's that's the experience that we bring to the table the other one that i that basically we worked on uh was uh during the during my uh central tenure at the fdot uh d4 palm beach operations uh i was i was a pa for the congress avenue bridge modification and lighting improvements very complex project during the covet time very aggressively scheduled so a lot of similarities that associated with the uh operation that we're going to be handling also as a rather another relevant experience as what we know what it entails to essentially perform the cfrp application uh during a live traffic operation um essentially i handled that uh for one one bridge uh job over at ivy bridge maintenance so now don't we understand what it's what it takes to get the job done but how ivy bridge maintenance division would like to get us get it done as well exactly so a little bit uh let's go back on about this project this project uh basically this bridge was built in 1965 195 feet uh four span extra girder range and essentially uh you know it's over the florida turnpike as you can see and it's essentially from uh northwest 64th avenue all the way to northwest uh 61st avenue the roadway classification is essentially class uh c5 urban urban center and the targeted uh essentially design speed is 40 miles per hour um and uh as far as the the target that we're going to be uh if you are the candidate team to handle it via the design the delivery method is design build our role is to ensure that design builder is in full compliance with contract documentations um of dot county and essentially uh of withholding the uh uh stakeholders of well-beings and public safety the owners that on this project is hdr which we have worked with them before uh design builders structural technologies and wsb uh the delivery method the construction delivery method is uh through gmp guaranteed maximum price uh 10 million dollars and six million seven thousand dollars in some change and the duration of the schedule uh is right now 18 months next slide please so as you can see uh during the emergency operation this is uh some of the pictures that we have um as far as a lot of like a lot of vehicles were essentially uh damaging the the beams uh we did a little vertical uh clearance that when it was designed in back in 1960s and it needs to be brought up to 16.6 so that way it gives the safer passage for uh but for for basically vehicles and longer service lights and reduce taxpayers uh costs um again these girders were like damaged repeatedly and they're keeping damage when we did our site business during several times a day uh day and night they're still like damage and that's part of the work we're going to be addressing uh some of these uh beam modifications and essentially uh rehabilitations a lot of significant repairs so also as part of the work uh you know in order to bring up everything to the um to the standards the roadway payments the vertical uh essentially the vertical curve is going to be adjusted there's going to be embankments in place the roadway and payment adjustments going to be in place drainage modifications uh lighting and signage updates pavement markings signalization improvements on the corridors that is associated with it and as well as some design landscaping enhancements so basically our role is to make sure not only it's in compliance but also uh making sure that all the stakeholders um have a buy-in into this project and essentially towards the end we bring in uh we make sure that our contractor and design team build is successful and then we're successful and as part of that the power county division highway and bridge maintenance division is expensive business successful and as the result of that the taxpayers get the money that they're paying for so that's that's how we see our role so as part of the uh some of the critical issues that we have essentially worked on to make sure we address during the short period of time that we have to present to you uh we have developed a very cohesive and detailed critical jacking operation um essentially a game plan or playbook and this is just a very temporary template that we have put in place to essentially get see what we are going to be monitoring uh what uh essentially um what critical item did you monitor what our role is going to be and who's going to be doing it and who's going to be and who's going to be doing the hold and uh stop work and go and then eventually what you're what what is it going to be doing for the project as a as a result standing here and i have here he's with vcc is going to be the one that essentially in charge of monitoring the the the vertical bridge uh um lifting so as soon as we get this one uh if you are part of the team as you can see we have a game plan in place we're going to bring in um the the owner's rep our county and our design builder and everyone so we make sure that we create a template that is acceptable we get everyone's buy-in and we move forward also i want to point out to you guys that we have concerns about anchor points of concern obviously existing beams uh that are that are uh concerned where it's going to be addressed and the load centers and service points concern that needs to be essentially withholding that extra extra way go ahead next next likely um also the carbon fiber wrapping enforcement uh pre pre-cfrp readiness we're going to make sure that uh we're not only going to follow the plans but also how highway and bridge maintenance division uh would essentially would like to uh essentially uh maintain this so that way because since they're going to be the maintaining agency they get a product that they're familiar with they know what it entails and they can go from there um again this is a procedure that you can see uh next uh slide please um and some of the the other concerns as philis and i like uh when we went to the job and several times a day that we see and as part of the lessons learned that uh that was done from the from the emergency operation is a separate capacity uh essentially some of the temporary and redistribute loads up to the abutments uh need to be and to the approach slabs need to be uh taken into account so we're going to go work with the designer and uh uh of the design build team to essentially bring up our concerns and and discuss with them what we can do uh we're going to discuss maybe some msc wall performances of how it's going to be uh improved and uh essentially we're going to monitor the settlements reversibility controls and essentially how it's going to be phased during the construction excellent uh coordination with other projects as felix mentioned uh he's going to be the one that's spear hitting with the with the long history that they have with the partner of the bcc on several projects that uh you know essentially that coordination is going to be done so as you can see just like how we have the jacking operation we have a game plan for that in place as well as who's going to be do what how are we going to monitor the process with them and uh essentially how are we going to coordinate with the lane closures with the jacking operation and uh what what outcomes are we going to be expecting so everyone is accountable from our side and their side to meet that uh to meet that part next slide please some of the other uh critical issues that we think it's very important uh again as part of the lessons learned from the emergency operations and there's a coordination of the mot and handling the troll points we understand that the the highway bridge maintenance division even by our county in general with it's a strong preference and to not to close uh not not to have detours during the jacking operation so that plans as you can see i'm not going to go through it because of the lack of the time but we have developed again another game plan as who's going to be doing what how are we going to be monitoring and also not only that we have a game plan in place in case god forbid something during the operation does not go well of how are we going to address the detours uh as a plan b in case god forbid again something happens so as you can see we come into the we're coming to the play we're ready to go from day one with no learning curve from the documentation side all the way to the close out of the project uh ready to go um again as part of the again lessons learned we learned that having a dedicated mot especially on during the uh mot inspection is very critical so that way as the and during prior and then after that mot is continuously being checked because you know sometimes you know people you know the mot subcontractor just misses stuff it's not intentional it's just like it happens so that is really key to making sure that you have you have an inspector dedicated during the critical operations so and then just like how we mentioned in our staff a lot of money is going to be part of that um next slide please other activities that is associated with the job is the uh roadway improvements did we uh did we talk about the uh uh seminal the or you deleted it no it's okay go ahead um it's coming the roadway uh the roadway signalization lighting pedestrian traffic bus stops landscaping transparent maintenance and irrigation next slide please um then and then another critical issue that we understand that you guys want to see i'm going to be spearheading the coordination with the seminal tribal south florida and uh as you can see again we have a we have a template in place of how are we going to be doing it and we also have a list of list ready from the from day one of who we're going to be contacting what's their email and so on and so forth please again a lot of agencies are involved in this from broward county uh turned by dot city of hollywood city of pembroke pines school board of broward county we have multiple multiple schools around the corridor that needs to be coordinated again i'm going to be as part of the team according to the school boards and this school principals and vice principals uh individually and i'm going to be the point of contact to address their concerns seminal tribe of florida tico florida gas uh fpnl atnt crown castle and comcast are just you know the name that beats you again we have a list ready to go from day one um i guess you want to take over from here right okay one of the ways uh one of the approaches that we have we're implementing and all our trading about these innovative practices on the use of technologies we use we we for each project we have a whatsapp group in which all the team members including the pm is included so we are we're giving constant real-time information about what's happening to the project we also we also use the whatsapp to have pictures so those are real-time pictures so everything that's going on on the project in addition to that we're going to be using microsoft teams microsoft team to be uh distributing all information that we have for for the project and and also we're going to be using drums uh to take aerial pictures so one thing that i want to say that this technology will will not replace the judgment that which we are going to have when we are uh overseeing the operations and another thing if i may interject we're very extremely familiar uh as part of uh how the documentation not only with dot and uh uh where are the turnpike but also broward county uh of how would how would they like to do the documentation the naming convention the frequency of the pictures and so on and so forth so that will be from there will be no learning curve and i will take a responsibility of training uh essentially leo knows that leo knows it very well as well so all the staff are going to be essentially trained from the day one from how we're going to what the expectations are and about that way it's done as broward county wants it and and our project manager requires it yes next next slide so that's the next question okay next slide so anyway so so what we're going to say here that we what we want to face here is that our our we understand our responsibility is is simple at the same time it's serious okay we have to ensure that a bridge lift is executed deliberately safely in a way that never becomes historic never become the issue for the traveling public for the contract or for broward county our job is to protect the county interest at all time we will do that through independent oversight clear decision authority which we show that in our in our the way we're going to manage the project also we have clear goal and no goal points like being explained okay and we also always have the willingness to stop work when conditions demand okay thank you for your time and we are ready for your questions now thank you for your presentation are there any questions from the evaluation committee for the vendor i have one yes mr jeffrey um during your presentation you mentioned the seminal tribe of florida uh what is the what is the main concern that you have with the seminal tribe of florida's proximity to the project and what is the biggest issue well the the biggest issue is that i see is this okay there's uh the the the bridge we're going to be reducing uh when when we'll when the when they are lifting uh let's say the westbound direction so all traffic is going to be in the eastbound in eastbound so we're going to we're going to be releasing four lanes to two lanes there's going to be the signalization on 64th street how do we address okay and also we have on 61st avenue on the east side so that that uh access is going to be affected okay and they're going to be and it's going to be really impacting because there's going to be a delay in traffic so i'm sure they're going to be uh raising concerns about the delay in traffic uh that is especially at the 64th intersection and may i add to that okay and and um cannot can i uh so i'm going to tell you what uh what felix said the way that we're going to address that proactively we're going to hold open houses at uh at their office uh and essentially answer and answer the uh the tribe management questions and they're under uh essentially a public relations office and we're going to do that throughout the phase of the project to not only prior to start of the job uh but also during during each critical phase we're going to go in there and hold open houses answer questions and they will have a point single point of contact of how are they going to be and how are they going to be affected and what's the duration and if there's any any sort of uh you know emergency or something you know god forbid happens they will give they will get to know that as well so that's the way of proactively addressing their concerns is through communication and single point of contact and and and um and addressing that yeah are there any other questions from the evaluation committee yes uh could you please highlight specific bridge jacking projects for which the prime consultant has provided cei services and similarly highlight uh consultants team staff which will be assigned to the project which have previous experience in overseeing a bridge jacking operation yes we are we have in our team um stanley okay he's up to be a senior inspector he's he's in our uh in our presentation in our uh slides that he has that experience uh overseeing the operation uh bridge lifting operation in in the uh uh palmeros pressway in the palmeros pressway so he's familiar with the process so he has been he has participated in the jacking operation and i think that bridge was lifted i remember it was 80 you want to talk to that yeah yeah answer that question sure hi my name is stanley babin i'm from mbcc engineering been with everybody 18 years i got a big amount of experience with uh roadway in bridges construction widening bridges rehabilitating joints all that stuff the last project was um involved uh the hyalia it was flyover at 100 there's northwest 103 street to palmetto which required increasing of a vertical clearance by about eight to ten inches because it's flyover was at the angle so the operation included uh disconnecting all the beams cutting everything existing concrete lifting existing beams replacing pads and existing beams to plan required uh clearance and installing temporary columns and uh my experience is a fiber rack as well so and that was assigned me another guy was assigned to pay close attention to operation observe in document taking pictures and uh pretty much final inspection was done with me and the guys from uh uh duty so and uh we had the issues was successfully done and uh that's that's about it thank you have a few questions um on time so i i'm hearing from the senior inspector with some bridge jacking experience has the project manager or the pa has ever been involved directly involved with a project and bridge jacking project no no thank you um our design build contractors proposing um looking at possibly detour or traffic pacing during a jack-in operation what is the the cei team's feeling on either one of those options can you say that again please so our design build contractor is proposing two different options one is traffic pacing for during the jack-in operation the other one is complete detour what is your recommendation for either one of those options okay okay uh the the uh with the running roadblock the problem with the running block without that's the way i see it the problem with the rolling block is is that you have very limited time you're going to do like for half an hour maybe 45 minutes so while you're going to be lifting is in that time might be a couple of inches at most okay so the the so and that's the thing so we have to lift this bridge 24 inches so we leave that we have to do this uh let's say 12 times okay and to uh lift the bridge the let's say for each upper for each running block we can only leave one to two inches that means that we have to do it 12 times that's going to be impacting the turnpike remember there then the turnpike is a business i used to work for the turnpike turnpike is a business they really care about impacting traffic okay they don't want to impact their customers okay so unless now we with the detour is different the detour the turnpike gives us a windows from nine of 9 pm to 5 a.m okay i used to work for the trumpet so that's that's their window so in in length you can do let's say 24 inches you can do let's say lift of i'm going to say let's say uh five inches at a time when you have that that window you have nine hours you have nine hours to set up you have nine hours to do the operation if something goes wrong you let's say one of the jack goes goes out you have time to replace it with a manual jack so having a detour you have a bigger window so my suggestion will do it to have a detour now the turnpike project right now that they're doing in that section they have already detours in their plan so you know so all all the wfp have to do you're really happy okay you know use the same type of detour you know coming out they say you're going northbound going out on hollywood going to 441 and then going back on it in briefing so my suggestion will be to have uh a detour hey thank you uh one are you proposing any kind of additional monitoring um because as you indicated during construction things do happen so let's say they start jacking up jacking the bridge something goes wrong and you start to see some minor defect in the bridge structure um are you proposing any additional monitoring other than the bridge inspector being on site which you're already proposing yes yeah well bb okay myself i'm the sp but i'm a handsome guy okay ben also is a handsome guy you know we are normally we have inspector which is great we we trust our inspector to have a lot of experience but ben and i will be at the job site now ben also proposed like a checklist in the in the presentation we have a checklist we have no we have gold noble points and we're going to be including all all those uh um issues that might happen and then we're going to have a clear a clear uh uh uh i'm saying go here though it's a no go point okay so so if we see something if we have to stop and that's that's what we need to the the stock work authority have to be clear defined so let's say like i say in our presentation there should be no surprise we don't have we don't want to have buttons the candidates want to have values we want to protect the interests of the county so every step have to be have to be very clearly listed and if we see something that we have to stop the operation we will stop it but that's what we do that's why the stock work authority have to be very clearly defined um also also on a very good question um as you know uh you know basically all hands on deck during that that critical activity uh everyone's going to be present everyone's going to be monitoring we're going to have a floating uh mot inspector to check the mot coordinated and uh also uh we agreed internally that during that very very critical operation we bring in a subject expert matter to help stanley and myself to make sure that we don't nothing falls through the cracks and if there is we see it ahead of time so that way uh that way you know with 100 percent competency that we say go or no go but that's uh that's the risk management uh plan that we have in place and uh i believe that uh we're it's going to get it's going to be it's going to work out thank you one last question for me uh the contractor is proposing to jack both middle span at one point at one time what is your recommendation on that okay i'm sorry can you repeat the question sure the design bill contractor is proposing to jack both middle span at one time what is the cei's thought process about that i i believe is doable you know so but like like i say well once he he i think it's doable i think i think they can do it okay uh so but one thing that they have to make sure that uh the the the way they design it have to be you know i mean everything have to be defined and then that's when we will implement our our checklist that ben have presented okay just look at the design to make sure that every aspect of that lifting operation okay is included in our checklist but i think i think is doable and another one uh on uh i would like to add is to essentially the outer spans uh also have a detour in place because uh that that live load during during lifting operation with you know construction live loads could impact the outer spans so for that critical operation if if it's if it's doable and it's workable um the the preference is to have you know a detour in place on the shared and whether it's eastbound or westbound so that way uh you know again something something happens uh it's not it's not uh it's not affecting the uh you know structure or the safety of the public which is the foremost thing you know people driving underneath with it thank you yeah martin gross and follow up to ann's previous question about monitoring during the bridge jacking operation to determine to to monitor for any defects that might present themselves while that process is ongoing um could you describe if there's if there would be a a pre-construction a detailed survey of the bridge structure to determine what pre-existing defects may already be present whether they be cracks or otherwise and and how those might be monitored and the cei firms um input into that pre-construction survey process yeah yeah okay let's share the yeah yeah so okay in all projects in all projects that's one of the first thing that we do we do a complete survey a thorough survey of every every part of the project not only the bridge the roadway also the lighting okay the landscaping but talk about the bridge we'll do a thorough uh investigation a thorough exploration of every aspect that reach every beam okay every every support structure okay so we will document that right what we do also we will usually we invite the contractor the contractor comes with also we have the same documentation so that's that would be our approach we're going to be partnering with the contractor with some build firm we'll do a joint survey that way we have the same information to start with that will be a baseline uh we will document that using the hmbd uh procedures to document the uh the conditions for the project with pictures yeah exactly essentially a pre-construction maintenance review meeting which is sort of the photo review um uh essentially of the of the structures and we already have as you can see if you go to slide i believe it was the project scope uh we already have essentially looked at some of the ones in detail and of course it's going to be enhanced so um essentially the thorough walker is going to be in place to to evaluate all the conditions that for each beam for for um essentially um the abutment and the load centers and what is essentially what the status of that is in place and then we're going to discuss that with the design build team to to how how each one of them is going to be addressed addressed thank you are there any other questions from the evaluation committee project manager rohan and i are presenting okay i'm not sure william castillo he's an evaluation committee member okay would you like me to share my presentation um one second sir who will be presenting the three of us will be presenting mario rohan and myself who will be sharing the the presentation i will sergio sergio okay if you can all right you already made him a presenter okay okay if we could confirm that there's no other individuals in the meeting other than your team and the county staff on my side we're fine and you don't see anyone listed in the participants list that's not on your staff or our broward county staff correct that's right okay your team will now have five minutes to set up the timer starts now ready to start okay we will set the timer just bear with us you'll have 20 minutes for your presentation i'll let you know when to begin okay you may begin good morning my name is sergio gonzalez and i'm one of the owners of pinnacle consulting and i'll be the quality assurance engineer for this project today we're going to be talking about the four key criteria that were mentioned by the trc as well as information about our company and our staff as well as the project first a little bit about our company we've been established almost 20 years and we have all the categories of cei for the major bridge categories at our core we are a bridge cei firm we have 62 employees 20 of which are professional engineers and we're located throughout the state of florida today we're going to be talking about select projects that are relevant to the scope of the project that we're pursuing they include limited access urban arterials resurfacing widening and complex bridges so right off the bat number one which projects have we played a prime role in uh would they include jacking these are the three projects that we're presenting i-595 express project in completion 2014 the cost is 1.2 billion dollars northeast 203rd street project in district 6 46 million dollars and a downtown distributor bridge rehabilitation project down also in district 6 for 2.3 million dollars as far as the staff that's going to be involved on this project that has jacking experience we have our senior project engineer on the upper left is rohan gardner he and his senior inspector javier vega on the lower right did a project exactly like this one at mile pools 131 134 over the turnpike and he's going to talk in detail about that experience later in the presentation on the upper right we have stanley balian another senior inspector that has his experience from district 6 on section 2 and my experience that i spoke about earlier on i-595 amongst others so at criteria number three has to do with the coordination with the seminal tribal florida we strategically teamed up with bcc engineering who is the cei that is managing the project that goes underneath the project that we're talking about we are sub to bcc on that project and they're going to be a sub to us on this project they are leveraging the established communication protocol they already have with the tribe where they have formal and informal meetings to discuss everything that has to do with the project and any lane closures similarly we're going to piggyback on that effort and have our communication from specific to our project transmitted uh to james jackson by our staff along those same lines if you look at the lower right there's a um there's a photo of the the area area and the pink highlights where the tribe works and lives and our project is right in the middle of where we have a uh of our project right in the middle of how they commute back and forth so the communication were clear that has to be uh designated um accurately we'll contact emergency services coordination um information flow protocol mr jackson and also have a great relationship with them based on the established relationship we have right now through bcc the fourth criteria is what we're going to do to manage jacking throughout the life of the project jacking actually starts way before in the development phase of the jacking plan the first step is to have a pre-submittal meeting with all the parties involved specialty engineer eor contractor and also brower county so that when the submittal comes in it has all the information we're looking for next we go to the field and do a field visit to ensure that the structure itself um can support the plan that the specialty engineer is considering next they submit their jacking plan and calculations as well as their jack shop drawings and calibration charts and all of that gets reviewed we've ended a comment response period that we manage so that we have all of the ducks in a row before we ever step a foot in the field next we have the stakeholder communication that's where we communicate to all projects north and south of us to make sure they know what detours are coming up and what mot expectations they're going to have obviously we're also going to talk to the tribe and let them know what's coming and be sensitive to what their needs are and be a good listener and a good neighbor to them then we'll have the jacking operations before the jacking operations we're going to have a pre-operation meeting with all the stakeholders to revisit what was agreed to and then i'm going to skip the next couple of slides because rohan is going to go into extensive detail on how he manages the jacking operation in the field so here's our command and control organizational chart um that we have for this project it was submitted with our with our package to of note is our subs here we have bcc engineering castillo engineering and keith that we have great relationships with and we're going to continue on this project next i'm going to allow rohan to go ahead and start talking about his uh expertise hey good morning my name is uh rohan and gardner will be the spe next slide uh sergio uh to give a brief background on myself i have 29 years of experience across a wide range of transportation project i serve as a spe on roadway and bridge aviation project for district 4 6 7 and turn 5 district 8. i also worked with um agencies such as a greater miami expressory authority formerly known as mdx early in my career i worked as a project manager for several uh construction company i find this very valuable in the sense of uh mitigating and defending uh contractors claiming and mitigating the exposure to the client um i've been involved in seven um previous turnpike projects um which includes uh bridge rehabilitation one of them highlighted in yellow is the bridge uh sergio mentioned before at mob post 134 in martin county and it's basically essentially the sister uh project for certain uh street uh project with the same geometry and uh construction uh challenges next slide please um this uh rehabilitation project at mile post 134 as i mentioned before is basically the same uh proposed work as uh the sheridan street project scope of work includes uh heat straighten of uh beams um bridge jacking operation and installation of uh steel pedestals uh structure uh consists of reinforced uh substructure with four spans two of them uh span overactive um lanes on the turnpike mainline and has multiple uh steel uh astro um girder beams the primary challenges on this project um includes and not limited to the night closure windows with narrow windows um that narrow shoulders which are uh need to be carefully uh sequenced and are coordinated within the project limits for the bridge um it was a 12 foot uh lane with two foot uh shoulders with a two foot uh divided median in each direction um the real bit the rehabilitation work uh maintained the existing geometry while increasing the uh the vertical inches by 18 inches more over the turnpike and scope of work include uh new new approach slab bridge abutment uh reconstruction of existing our pedestal next slide please just to get into the more the bread and butter of this project i was completed in 2008 for the turnpike with a cost of 18.5 million originally the bridge jacking operation was planned to occur over two separate uh weekends uh to reduce the traveling impact and eliminate a complex uh detour that was shown in the originally in the plans my team and the contractor got together and revised the mot plan and uh and basically we used a rolling operation right this rolling uh operation uh condensed the schedule to um do the the bridge operation in one weekend and not impact uh the traveling public the bridge was successfully lifted uh another 18 inches over the main line using hydraulic jacks uh this operation took uh 15 hours to complete uh just to to just see how much coordination we had to do so basically with a 30 minute interval um we had the first 15 minutes to mobilize all the equipment um jack the bridge up at the 15 minute mark we had to stop demold remove any um equipment outside the clear zone check the bridge that it's stable everything was uh checked with uh with uh the jacks and then we released traffic uh within uh the 30 minutes this uh continued for 15 um hours um hydraulic pressure were uh monitored in real time to ensure uniform uh loads uh through the dispersion of uh each beam and after each uh um traffic pace um um pacing um we ensured that the mechanical locks were on the on the jack and then we verified measurement to verify that there's no differential uh movement occurred in between the beams um for the jacking operation 72 hours um this is what we did on uh on this project we um did a pre-meeting for a go or no go um for this operation which include um um um um any um this include um excuse me this include any um issues that may affect uh the issues of opening the bridge or whatnot they had a game plan um on that we followed the schedule and we at a certain point if we did not uh hit that mark then we shut down operation or whatnot but that was uh what we did uh because of uh the prior experience and lesson learned there's no there's basically no um learning curve for this our project uh next slide please um i wanted to include this slide because um it was a job that we did for mdx and we had um to do a major uh detour on i-95 and 836 to erect or t uh bridge gantry and we had to coordinate the major uh stakeholders with um mdx district six miami dade aviation department because it affected uh miami international uh airport um we did this operation um and there was we did all the coordination and there was no hiccups in uh in this operation next slide um just wanted to include a a bridge uh uh placement in what i did a couple years back where um includes the same scope of work of uh you know replacing the approach slab on any bridge associated work for uh raising uh sheridan bridge and next slide um this project i did a couple years back um in 2020 for a turnpike and i wanted to include this because this i had seven uh bridge rehab for the turnpike and um this had seven um repairs for the turnpike and i just want to include that for a safe improvement um and i'll turn the presentation to mario thank you rohan uh yes my name is mario sabi i'm the proposed project engineer for this project uh i have about 13 years of experience primarily working on bridge projects in fdot's district four uh most of them have been within broward county as i'll get into with the next slide uh the first job that i was on was the dania beach basketball bridge uh one of the similarities for this project uh and the project at hand is not necessarily with the scope of work but with the magnitude of the detour that was implemented for this project i think the detour that we ended up having to put because it was the only arterial in this area from us1 to a1a ended up being somewhere in the neighborhood of three and a half miles so we're expecting some sort of detour for this project especially when we're doing uh the jacking operations for the bridge uh next slide uh this is the sheridan street bascule bridge that i was a part of uh in 2022 uh this project also had a major uh detour implemented that was about three miles uh in either direction um this is just the bridge to the south of dania beach bridge what's different about this one and similar to the project that we're talking about today is if you see in the top right corner this project or this bridge was operated using hydraulic cylinders that would raise and lower the leaves of the bridge these cylinders are obviously much greater much larger than what we're expecting to use for the bridge jacking operation but the calibration of the bridge of the cylinders will be a similar process and the reading of the gauges for the cylinders will be a similar process as well um we'll obviously need to go into backup plans if one of the cylinders or one of the lifts uh is is decommissioned or something happens to it but rohan will get into that as well next slide uh this is an ongoing job uh we're replacing a fixed bridge uh in palm beach county the earman river bridge over uh which is us1 over this river um wanted to include this project in my experience because it's not just basketball bridges that i am a part of uh i'm focused almost entirely on bridge construction in my 13 years of experience this is a concrete fixed bridge with a new deck new approach slabs which will be similar to what we need to do the reconstruction gravity wall everything to harmonize all of sheridan street with the new raised bridge i'll turn it over to sergio thank you um as i mentioned earlier um i'll be the quality assurance engineer for this project i have 24 years of experience and i have extensive experience on category 2 structures and bridge jacking bridge jacking the uh projects that we're going to talk about today are the ones that i mentioned earlier first off is the i-595 express i was a senior project engineer overseeing the cei and the contractor on this project this is ramp n the uh the south to east uh ramp of university drive we had to raise this bridge 18 inches um so that we can reposition peters to allow the express lanes to be built underneath um this required the full detour of i-595 as well as university drive and it took it um 30 hours over one full weekend is how long it took to get this uh completed the next project is ivesderry road in district 6. this project in the lower right you can see that we built a uh a new pier adjacent to the existing uh biscayne boulevard so that we can jack the uh existing bridge get it off of the pedestals that were on biscayne boulevard and have it rest on the new pier that was constructed underneath the existing bridge and finally this is our current uh bridge rehab grouping that we're working on in district 6. this is the downtown distributor bridge in i-95 um in this project we're replacing the pedestals and the contractors creating a uh structure to to jack the bridge up from a um from the endpoints different from what is in the original plan so this is an exciting uh project that's bringing innovation into the uh project by having a new diaphragm installed there uh so going on sorry yes going on into the project that we're here to talk about today uh we are expecting a late summer start for this year with an anticipated direction of 12 months uh the bridge section uh and the entire project that's being harmonized is about 0.3 miles long next slide uh the two most important uh scope of work items are the two at the top here uh which include obviously the raising of the bridge uh to a new height of 16 foot 6 inches and the harmonization of the approach slabs and the abutments and any uh msc or retaining walls that will need to be constructed to raise the bridge and and support the new buttons rohan next slide um this project presents several uh challenges but like i said before limited uh closure windows narrow shoulder and restricted area all which uh needs careful uh sequences and coordination next slide um the proposed work as mentioned before um we need to raise um the bridge at a minimum of 16 uh foot six inches next slide um at the end of the day no work is to occur um construction for sure will be um executed in in several um in several um phases and at the end of the day no work should be uh uh done on the live traffic um in addition to coordination with adjacent project with bcc with our partners we will essentially avoid conflict and uh um conflict lane closure and ensure traffic operation remains safe uh through our construction and to summarize with cutting with time based on my experience with similar bridge jacking synchronized uh hydraulic jacking system will be required to make sure that loads are lifted with entire span with equal force and the uniform rate measure the differential movement um um in um mount post 134 the differential was one eighth that was held to our spec uh for the special provision and making sure all the work is compliant to uh the the project aspect next slide um during our walkthrough we know with mr sardinas we need a carbon fiber needs to be done and we will perform to make sure that um all work is completed on time next slide so in conclusion um we'd like to thank the the board for allowing us to present and um we've presented a team that we think is a great fit for this project with the local experience um the mot experience the experience with the tribe and the know-how to get the job done um this is a specialty type of work and you need people to hit the ground running knowing what they're doing on day one and that's what we bring to the table thank you thank you for your presentation are there any questions from the evaluation committee members uh yes mr jeffers uh you guys mentioned the significance of the seminal uh tribe in proximity of the project what are the two biggest challenges that you foresee that are presented by the the location of the tribe there let me go back to the slide so we can get there well um talking to our um to um guska um or bcc basically we as long as we have open and honest and transparent communication uh with mr james jackson and giving them um a realistic uh schedule of jacking that bridge and how it's going to affect the tribe right uh from what we're understanding when we're doing our homework we can't have direct uh communication with the residents but um it's basically being open and transparent right if we're saying that we're going to meet a certain debt um milestone or or um timeline and doing the work we need to be transparent if it's not going to happen um and i know it's yeah go ahead and in addition in addition we we know that this is an ancillary a crossing that they use to get back and forth from work into home so um notifying them in case there's any changes to the lane closures um or any of any changes to the lane restrictions we'll make sure that they have the information ahead of time and um and can plan accordingly and at the end of the day we just it's a partnership right we want to be good neighbors to the to the tribe whatever needs that we could fulfill as a ci group who will address um you know and to reduce their concern or impacts to their uh community are there other questions from the evaluation committee yes um on ton the contractors proposing two options one is traffic pacing and one is a complete detour what is the ci's team feel about either one of those options well well i'll start and then i'll hand it over to you rohan um there there's pros and cons to both i'll tell you that and the situation that we had in milepost 134 is a little bit different than what we have here because the amount of traffic so i'll let ryan go ahead and go through the uh the pros and cons of the pacing the situation where we had was to detour traffic at uh port st lucy and i think um at the end of the day i think it was like a three or four mile detour and the reason why we did traffic pacing because um the traffic at that time was not that heavy we had buying from definitely from the turnpike in this matter because everything was um was supposed to be a detour um we communicated i think we gave a two weeks notice um putting all the dms as far as um in the orlando area coming down south coming south coming south from orlando and as far as north at jupiter saying that there would be um traffic impedance um during uh it was a friday night going into this saturday morning um and doing that so it all depends right they could propose they could propose uh this um traffic pacing but at the end of the day it has to be a buying from from briar county from the turnpike um from any major stakeholders in in in doing that because remember we have projects south of us the golden gill is interchanging we have to also get buying uh to them we don't want to have a situation that um if they're doing any critical lifts or anything like that we're backing traffic um into that um intersection and also from um any projects with the turnpike and district four as well as far as the the traffic pacing and the appeal of it given the correct um uh off-peak hours if we identify certain off-peak hours and we can repeat this work over several nights um that might be an option that we can that we can entertain um it will definitely save on um on emoji and and headache for the traveling public through this area and the situation what i had with uh mile plus 134 right um but by um fdo2 standards we're only allowed a 30 minute um a 30 minute window in doing this right so we had a mini schedule inside that 30 minutes of what was needed to be uh completed for it to happen right so the first 15 minutes imagine you have at least 30 to 40 people mobilizing onto the roadway with uh cherry pickers and whatnot everyone ready to go you got two guys on each jack so one guy's measuring one guy is literally um as soon as it gets to a certain point where they could um um slide in the the the steel plate you have it's like control chaos right so if if that was is if that's the perfect the preference of the contractor everyone has to have a bind on it you know whatever the the the detour plan shows on the on the plans uh we have no um idea what's on the mlt plan but most likely it's going to be a detour um off griffin to 441 maybe all the way down to hollywood so everyone has to have a buying on that right and also um we have uh need to get buying from um proud uh from fort law they have um aviation uh department and probably the central you know because that that's going to be a major impact uh if we do traffic pacing okay thank you um also we have two options one is to jack to raise the middle one middle span at a time contractor is now proposing to raise both middle spans at one time what is the ci's team feeling on this option um it will be more resources to uh to do that and um in in my humble opinion it all depends what uh briar wants right do you want to shut down um sheridan road right because if you check both um bridge at the same time there's no um crossing um there's no crossing the turnpike and that would definitely affect uh the the the seminal tribe with their residents even though they use the main um i think sterling to cross over turnpike it will be affected and also what is the window for jack and both of them right in our situation the turnpike allowed us to um to shut that bridge down and work continuously even though it was a 15-hour operation but we work continuously because we have to build up the um asphalt um ramps to tie um to the bridge deck right and then um open traffic uh monday morning 5 30 working around the clock is it possible to be done absolutely but it all depends what the stakeholder wants we don't have to cater around the contractor right they better think right i think the question is that they want to do northbound and southbound concurrently is that correct no eastbound eastbound eastbound and westbound yes right you want to do the question please correct me if i'm wrong but you're you're mentioning to jack both the span that's over the southbound and the span that's over northbound concurrently is that what the question is yeah let me clarify so we're referring to sharing as one bridge but there's actually two structures so there's an eastbound structure and a westbound structures um contractors proposing to and at no time are we half day or are we would ever allow them a complete shutdown of sheridan due to the emergency detour so what we're talking about is possibly still shifting traffic to one side of sheridan but possibly jacking to middle span the northbound and the southbound direction of the turnpike at one time versus just one middle span at one time is that clear okay that's that's what i thought yeah so it's on the closed bridge and doing both um the one that's over northbound over southbound at the same time right correct okay okay okay yeah back to understood to be clarified right so there's two separate bridges right um the eastbound and the westbound direction what is the i just need to be clear so i could give a correct answer what is the contractor proposing he's proposing to uh still open still leave one bridge open for traffic and then close the other bridge and jack instead of north or northbound by itself he wants to do northbound and southbound together at the same time right that that that that that that make that that's feasible to to to do both northbound and southbound at the same time because you you have when you when you shut down the the the main line you have to raise the whole bridge itself yes that makes sense yeah as far as coordination uh is concerned we can do it definitely do them um separate it's doable that's what we did on our post 134 when when we did the traffic pacing we we literally lift both the northbound and southbound side um direction so we're lifting the whole bridge not northbound side and then your southbound side right but that will that and we did traffic pacing for that so yes we're building we're picking up the whole structure um jacking the whole structure okay yeah the whole thing is spanned both north and south right and it makes sense to do it as as one also yeah yes just to clarify there's four spans that we would not be picking up the whole structure but the two middle span is what they're proposing right right yeah yeah that's what we mean yeah yeah okay yeah it's a good idea one one more question are um other than your team inspector project engineer pa on side during jack and operation to inspect to make sure they follow procedures um are you proposing any additional monitoring at all additional monitoring we're going to have the additional monitoring is when we're checking and measuring on site and serving each um we're going to have our survey team out there to measure make sure that we're we're moving up in the same increments that are allowed by tolerance in the spec um outside of that no we're going to be checking the calibration and and the actual jacking performance of the jacks to make sure that they're performing as per as per spec right thank you sorry and just to piggyback and that includes all of the backup jacks as well uh just in case we need to make sure that anything that fails during the actual operation is easily switched out so anything that's on site to switch out is also calibrated and ready to be used at a moment's notice great thank you yeah martin gross and follow up to that question can you please uh provide a narrative on the on the pre-construction survey of the uh structure and other uh ancillary type items associated with the bridge and to identify any defects or um areas of concern that need to be more closely monitored during the bridges jacking process and the cei's involvement in the pre-construction survey process and uh the um monitoring during the jacking operation obviously um before we jack the bridge we have to do a pre-jack in uh development plan and um from my experience from uh mile post 134 we had to have walk through with the eor and the contractor and his uh the contractor specialty engineer to just see what what what's the status of the of the structure where are they going to put the jacks right when we did our field walk through but i remember on um when i remember it on my post 134 we built a temporary saddle on the pair cap so that we don't we didn't have to um um dial or um do steel rods into the the pedals uh into the pair cap to to set up the jacks this one we won't be able to because um at the end then i think we have uh four beams coming to uh one pair and then six beams crossing them the main line so the the the space is limited to do any kind of saddle not to um damage the pair cap or whatnot um most likely after we do a walk through and come up with a plan we um maybe the bridge could be uh jack with how how it is but definitely our survey will be there to to set any um uh temporary benchmarks or or whatnot any um documentation of um the condition of the bridge any marks um when we're jacking the bridge what is it we don't know if we're jacking the bridge and um we have stretched back stress stress uh fracture on the beams or anything like that obviously anything that the contractor damage he's responsible of fixing but we need to have a walk through with both uh the contract and the eor to make sure that when we when they turn in the jack and plan it's feasible and it's um and it's best for all parties especially um um jacking the bridge you know yeah and then as far as the operation itself is concerned once we start the operation we'll start uh measuring over the shoulder um with the contractor to make sure that the pressures are correct on the on the jacks and then the uh the the the beams themselves are all within tolerance of each other so that we don't um damage any of the of the deck or anything up up above that okay um once the the bridge is jacked then the pedestals get built um i assume we're going to be doing concrete uh pedestals here or or steel um if they're concrete we got to make sure that they're uh constructed in accordance to the actual um tolerance required in the tsp and that the tops are flush are flush and level so that when we lower the bridge back down onto the pedestals or the or the or the little caps there's flush contact 100 then we will check and make sure by sticking a wedge or a measurement device in between the bottom of the beams and the the the resting point to make sure we have 100 percent contact throughout the uh the needed surface um then we'll resurvey at the end and make sure that there isn't any uh variation to what was what was anticipated and if there is we'll get the specialty engineers and the eors involved to um to address the uh the situation and then have an as built done of the final configuration of the of the bridge just wanted to go back one second to what rohan was saying and not only are we going to be surveying the actual structure or the deck of the bridge that's being jacked we'll be monitoring uh the substructure and the foundational elements of the bridge for any settlement uh or any other movement um while all of the other operations are being um are being performed thank you can i ask one more quick question as a follow-up to on so as on stated earlier the design bill contractors proposing two options a detour or the traffic pacing to accomplish this work very specifically which one of those two options would you recommend given your review of this project to this point in my opinion um not not to sidestep the question it all depends on the impact of the traveling public for doing the the traffic pacing like sergio said if we have a window that is that could that could be done um for the for the window for doing the traffic pacing i prefer the traffic uh pacing um and doing that but it all depends either way will work um i know at the end of the day if we still do a detour we're still going to have um um um traffic backup and and trying to get off the the turnpike and doing this work and when you do a detour um when you when you do attractive pacing it you have to coordinate with all the fhp for um all the the the exit ramps and entrance ramp and so forth so that takes a lot more time to set up um per se and um and it's a slower pace um it's a slower place in um doing this work because at the end of the interval you got to remove all the equipment and so forth release traffic and and do it again so it's a slower operation so james i think what we're saying is pacing is the way to go are are there any other questions okay we're gonna set the timer just give us one moment okay you may begin okay thank you uh i'm nelson perez uh i'm the senior project engineer for the uh project uh the uh erasing of the shenny street bridge over the forest dump pack uh with me is uh gris garcia who is the uh uh prior administrator proposed prior administrator and then on the call i have uh andrew rupplinger with the cc2 bridge inspector senior bridge inspector from our consultant rkk and i also have uh frank grant with metric she's the senior roadway inspector but uh you'll see later she has a lot of uh bridge experience so that's why we have her on the call uh so thank you for the opportunity i've been kind of a center retired and now all of a sudden i got this project in front of me and uh you got my attention that's why i'm here appreciate the opportunity to present our qualifications um you're raising the sheriff's uh street bridge over the turnpike from 14 9 to 16 6 21 inches uh this is uh an old bridge 1965 to do that uh you're gonna have to close the turnpike entirely and need to traffic through uh as i understand it's 307 and 441 i believe it's almost 11 a.m to 5 4 a.m uh based on the plans uh and there's uh other uh uh roadway improvements obviously when you're raising the bridge uh you have to have overbuilt to make the new uh profile ratings um and you see how they have uh drainage it's kind of big marking secondary station lighting that's why we have a senior roadway inspector on the other teams okay you want us to address uh four questions uh the first one is uh provide the uh metrics uh a specific major expressway bridge jacking projects uh we have uh three of those and uh there's really one project that uh where we had uh bridge jacking that was the scope uh number two wait wait number two i'll start here uh is the um uh the team experience in doing bridge jacking our experience uh from for grace and i are basically with another firm we present that on on q2 on q3 where it would be uh preventing representing our coordination program with this seminal tribe uh which i mentioned that we deterring traffic through right in front of them but zero seven and 441 and also we are affecting the uh high rock stadium uh when we closing the turnpike and the harbor stadium as you know has a lot of events which i'll explain later and of course uh our question was the approach to the monitoring of the jacking operation when we lifted the bridge i shared the bridge over the turnpike okay go to one now yeah okay okay we we have only identified three three bridges uh that really don't have a whole lot of cei cei experience of projects in the doing bridge jacking you have maybe i applied maintenance engineering but uh so we found those these three um the uh uh waikato section project section eight and uh uh the same i4 and st john's bridge uh where the jacking was done for breach repairs but i want to highlight the uh the second one in there which is there 19 over a little a harris which was uh it really the scope of work was to uh jack the bridge up because the bridge was settling on the lake due to the soil conditions uh and so we we were uh the prime consultant of all three projects and uh um from this these projects are from district five and they're uh they're sort of all uh uh so i got the most recent uh started 19 i think was on 2010 or so and uh the other one which is i think it's gonna be on the slide it's uh st john it's it's uh 2002 yeah this one here all right so in a summary that's um that's our you know the experience that we have as a prime consultant the cei you know okay before i go to youtube i wanted to um talk about the workshop i see my you know i'm also present myself a senior project engineer and then uh christopher garcia is the cei cc2 pa and i have andrew and friend on the call uh i wanted to um andrew is with our rkk the main saw and then i also wanted to i like i see you engineering because of their uh relationship with the turnpike since this is uh with racing the racial with the turnpike and uh manny vera which you need a surveyor to help with the monitoring uh of the uh lifting and we also added keith and associates uh because the supplumscaping work uh and the scope of work uh on sheffield street okay so to answer question two i have uh two jobs again on this with another firm um the one on the left is uh the 25th street violent bridge i was a senior project engineer on this project uh with district six and during construction we had some problems on the curb area there uh violence and this is a violent uh close to the miami area and we had to uh raise the uh the uh the steel plate resisted steel bridge and steel regulars to be able to replace some of the solar blaze in the in the curb area which were uh were not fabricated correctly and then on on the one on the right is uh as uh uh that happened when uh we were overseeing the work and uh uh a36 as part of the signal bridge we had a tractor trailer a fuel truck overturned on the southbound identified southbound to westbound a36 ramp the fuel the spill damage appear we have done underneath uh we call it piercat fort and that require a really extensive uh repair which include the bridge jacking the efficient to be able to um demolish the past section of the cap and uh replace it uh or rebuilt it entirely um this was a very intricate uh uh operation uh traffic was still open on the ramp but we had to move traffic away from the uh uh section with it when the cap was uh prepared highlighting uh uh chris garcia he was the uh senior region inspector on this operation here with a um part of the district four the southbound university drive to eastbound 595 was that i think the three westernmost pass would raise 18 inches and this was a very uh complicated operation because that's 30 hours uh chris was a senior region inspector on this job and you can see there it was a complicated uh operation this is about the only uh raising vertical uh bridges that i've seen in south florida i know all the projects on the district uh one on the u.s uh 41 of the bridge over just 41 301 that was another bridge that was raised so it doesn't happen often um frank grant i have her here uh i know francis back in 87 uh she's the senior robert inspector but i wanted to highlight her bridge experience because she has a lot of value in that area to the team uh she was uh in wakaiba and then most recently uh she was part of the uh inspection of the uh uh repairs to the bearcott bridge in kibbe's game for miami-dade county then uh andrew robert here with rkk um he's got 29 years of experience uh mostly with a turnpike which is very beneficial because this is the coordination where somebody can be correct in this crime so uh that's why we bring in andrew and uh he uh he has a lot of uh rich experience and you can see there uh uh maybe he said exactly okay sure we go down in district 6 and then all the turnpike jobs down below and to answer question three uh we're uh we identified the representatives there from uh a seminal tribe and we're uh um excuse me uh bravo county cos community hardware specialists we're going to contact them and and basically uh uh it's going to be a constant communication uh letting them know the operations notifying them of the you know coming late closures the detour just having to be in front of the hotel so we need to take care of providing them access egress uh functionality of the uh intersection of semical way uh we need to understand that it's a 24 hour operation because uh there are people uh over there there's a casino there they can come out there uh one two or three o'clock in the morning maybe with some drinks so we need to be aware of that have everything lit everything the detail all the signs in place properly uh also riffing in the griffin road interchange which is closer to cement um and uh address all the concerns that they may have during construction that maybe even invite them to our we should have a weekly mlt call because this is very uh critical operation of when you're doing rich lifting uh we need to quantify a bunch of stakeholders and so they they would have to be involved in constantly uh i'm also i also want to go next time i also want to go to uh to uh say that like i said i knew that uh we can't forget about the hierarchy stadium because um when we close the turnpike and with each of traffic it affects the hierarchy uh which you not only have the my mid office and hurricane games but uh you got uh the welcome that is coming in uh i think that brazil is playing in june so that's going to generate a lot of traffic and and then of course you have miami open and Miami going to bring my only open i think soon march and the grand breezings in may so we know that and we need to be prepared for that um and then we wanted to highlight the fact that we already have metric has already through the environmental group done uh coordination with um the seminal fund or other projects to answer the fourth question um this is our approach for the uh uh jacking proceeded that you know the original 14 9-16-6 uh we obviously need to engage the eor and what wsb contractor uh brower county maintenance office brower county pm and ourselves uh early on um that maybe we need to be sure the contractor uh from project manager to the superintendent maybe even former had the experience necessary to do this job because this is a very intricate uh uh um project uh i'm saying implement your beliefs analysis because it's uh you should know you have an inkling how much you want to raise the bridge in any given night uh what is the goal here uh and then once you once you know that then you have to sit there you need to monitor the breach before doing it and after jacking and before you open the traffic uh that's uh the main thing make sure you you identify what the primary members are secondary members uh in conjunction with the eor and and brower county and see what um what areas we need to check before we are when uh once you do the lifting before we open traffic off so uh that i think the one important thing that i see there uh that we will have to be prepared for and that includes all four of us there in condition with uh surveyor money there oh and the last thing i say there that i have there uh well of course the the uh the jack seemed to be in at once for the plans and uh going there with nancy p30.1 and make sure our guys see that um the jack is managing to be compliant and compliance with our operations before they do and there needs to be expected before we go over the operations and then the last thing uh is uh once you you're done with lifting the bridge and you do your over building approach laps and you put in traffic before you put traffic on the westbound bridge you need to do a temporary low grading junction with the contractor or um make sure that's uh handled uh in advance of uh because that would be that would be uh you know an issue that we need to make sure that we have we do ahead of time uh and discuss it with the stakeholders before we open the traffic last um we have we have the experience uh we have a lot of bridge construction experience uh you know us maybe we do a lot of work with you uh so i didn't really talk about metric at all because uh you know us uh and um we're available i think that's what he said this job i think starts in april i think uh uh uh we're available chris just finished his job uh um and uh friend is uh is uh andrew's available and frank is on a job with yuna right now frank is doing uh 19th street uh with weekly asphalt it's gonna she's gonna be done i'm thinking march uh and so so that's that's really the focal point here in our team so thank you i appreciate it this concludes our presentation you have any questions thank you for your presentation are there any questions from the evaluation committee from yes um on ton thank you um a few questions uh the contractors give is considering two options one is the complete detour shutdown and detour during the jack-in operation the other one is traffic pacing what what are the cei's team thought on either one of these options you may just reply to see i think we'll be uh different or um i i'm sorry can you read the question i didn't i didn't get all of it sure um the contractor team is looking at two different options during the jack-in operation one is detour the other one is traffic pacing what are your opinions on either one of those options traffic is traffic facing it's basically traffic pacing with a class oh okay i see i see now honestly i'm sorry i didn't uh yeah i should have the thing closer yeah well no the the detour i think i would prefer the detour i think it's safer like i said it has to be um it's going to be making you have up duty cop make sure that the traffic goes through uh does not worry about seminole because there's a 24-hour operation if you're doing uh traffic pacing i have done traffic pacing uh it has to be you know i mean it depends on how much you want to uh achieve if you are going to uh just race now now the thing i understand you're racing all four spans it's rigid sports pants and you're racing all four spans at the same time so i'm not sure um that with traffic and the amount of traffic that you have on the turnpike i don't know that that's practical operation in my opinion it depends on they want to do it in one or intervals 18 inches yeah no it's not it's not 18 21 21 minutes okay thank you um second question contractors proposing two options one is to raise the the middle one middle span at a time the other option is raising both middle span at one time what are your opinions on you know one of those options racing to the you know so in other words instead of raising all four it's not about racing the two over traffic is that right okay let me back up there there's no option for racing all four that's not possible so the only possibility is to raise one middle span at a time or both middle span together okay now okay now you're coming with the traffic pacing maybe i see the reason why they're thinking about traffic pacing because they're not raising the whole bridge uh they're going to be reaching partially um and you know i would think now you would get a better result if you do two both and said you know at the same time okay thank you uh last question for me the um um other than you you and your team being out there to inspect what during the jacket operations um are you proposing any additional monitoring over and above that yeah you have a line there uh our survey how about with the monitoring uh uh that's going to be a constant operation and not when you were listing in addition to have uh uh andrew our our cc2 senior bridge and of course you know like i said i mentioned trying to rent too because of our bridge experience and in cases like now what we're talking about uh you know well all four of us has to be out there uh uh monitoring the uh operation and making sure that there are no effects on the bridge like i said the bridge is all right you see you i see that at the point you're drilling into the uh the beers uh substructure so uh uh that needs to be carefully done with a contractor um so yeah the monitoring is going to be very constant and and uh we would include the surveyor and us almost it's a collaboration with everybody great thank you are there any other questions from the timer okay you may begin morning my name is francis jen jr president of f and j engineering group thank you for having us present for the cei service for the increased vertical clearance of sheridan bridge over florida turnpike why us in this presentation we'll demonstrate why we are the best team for this project we have a local field office that's 11 minutes from this project as of january 8 2026 we are currently newly minted cbe with broward county and can now commit over 70 cbe goal for this project the pro senior pe certified cc2 bridge pa certified cc2 bridge senior inspector and principal quality assurance engineer all have bridge jacking experience additionally we are the only team to include specialty engineers from stram group to closely monitor the jacking operation this is the key element for this project and will help ensure real-time data on the existing bridge structure is monitored during the bridge jacking operation ability of key personnel on this slide you can see our proposed staff for this project our team consists of senior project engineer thomas emerson pe bridge pa raul vega roadway pa matt ward senior bridge inspector roger joshua roadway senior inspector jamie caridad inspector giovanni garcia from cbe e plus engineering and specially engineers thomas white and ellen jerry from stram group for this presentation we'll go over the in detail the key staff members for this proposal and emphasize on their bridge jacking experience prime consultant major expressway bridge jacking projects on this slide you can see that our team has several projects that our key staff members have experienced with bridge jacking fnj was part of a team on 826 836 interchange and our key staff members which we'll go into detail in the coming slides played a key role in three other projects listed now i'd like to hand it over to senior project engineer thomas emerson morning my name is thomas emerson the sp for this project i served as a field engineer on the fdot district 4 595 express four door improvement projects where we lifted the vertical clearance of the university drive to southbound i-595 ramp as an atc to replace the bridge they lifted a 1 000 foot long curved s steel girder five span bridge at six lift points 18 inches over a 30 minute duration i'm currently serving as a spe on the district 4 grouping project which is within 10 minutes of this project my past work includes working directly for broward county highway engineering division on three projects and serving as a field engineer for pco on the 134 million dollar gilmerton bridge replacement project on military highway in the city of chesapeake virginia i also served as a specialty engineer for deep foundation load testing using a bi-directional load test known as the osterberg cell or ocell our proposed cc2 bridge pa raul vega he has 36 years of bridge related experience he also has experience with lifting the vertical clearance of a bridge by performing bridge jacking on the jason r workman memorial bridge over the san juan river he has worked on several high profile award-winning cc2 bridge projects throughout the country such as being on the cable state engineer for the hoover dam bypass temporary support structure and also he was a cc2 bridge sorry project administrator overseeing all post-tensioning operations on the 553 million section 5 interchange for district 6. currently rival serving as the cc2 project administrator on the new fiu bridge in district 6 focusing on oversight of cable stay and post-tensioning operations proposed cei cc2 bridge inspector is roger joshua roger has extensive experience with lifting the vertical clearance of a bridge by performing bridge jacking on the i-4 ultimate interchange he's also worked on a bright line with the construction along state road 528 for central florida expressway authority and on bridge rehabilitation projects for the florida turnpike enterprise additionally he has served on several projects as a cc2 bridge senior inspector and has all the specialty certifications needed for to inspect this project we are the only team that is proposing to include strand group incorporated to monitor the bridge jacking operations thomas white is the principal of strand group and has been instrumental in the monitoring reporting reporting of such projects as the jupiter bridge third and seventh avenue bridge where he provided advanced analysis and information in real time to help make engineering decisions based on accurate data this data will be instrumental in ensuring the safe bridge jacking of the sheridan bridge our quality assurance team includes francis shen senior francis has overseen one billion dollars worth of construction and has extensive cc2 bridge experience he has served as a senior project engineer on the 553 million dollar 826 836 interchange project and as a construction pe and pn for volker scheme construction where he had hands-on use of high capacity hydraulic systems and used struts and locking rings to make the adjustments for segmental bridge pier tables and balancing cantilever erection in the x y and z coordinates our quality assurance team also includes victor's arson whale he possesses a thorough understanding of hbmd's goals and performance objectives for this contract victor has a proven ability to perform quality assurance for hbmd and is always surpassing hbmd's expectations this is evident in his handling of the emergency sheridan bridge repair the same bridge that this project is jacking where he was instrumental in providing cei support this project um basically will raise the existing shared industry bridge over the florida turnpike from an elevation of 14.5 to 16.5 feet it'll add carbon reinforced fiber polymer strengthening to the existing deep damaged beams and complete the structural and railway restoration necessary to support the elevated configuration include approach slabs bearing pads expansion joints retaining walls drainage lighting landscaping and asphalt critical safety uh is basically issue safety is our number one priority uh all our proposed field staff members are osha certified the personal protective equipment which will include strobe lights fall protection hard hats steel toe boots certified vests and eye protection will be required the contractor safety plan will be checked for such things as an emergency contacts uh mot and work zone safety supervisors and we will make sure that the pedestrian uh mot plan is established that requires a temporary walkway protective barriers uh any necessary signage and to make sure that we have continuous safety for all pedestrians moving throughout the corridor during the construction phases including crosswalk locations another critical issue would be maintenance of traffic we highlighted this critical item because we have nighttime lane closures and short-term durations of rolling roadblocks which will be implemented during our critical lifting operations to protect both workers and motorists we'll have at least two lanes of the turnpike open at all times during peak hours and clearly mark our detours to make sure that all local traffic and pedestrians are aware of what we are doing the mot plan will follow a phased approach with the westbound bridge traffic temporarily shifted to the eastbound lanes while the westbound structure is raised followed by a reverse shift when the work transitions to the eastbound bridge and finally we'll make sure that we're coordinating with the florida turnpike enterprise the seminal tribe of florida and we'll kind of go in more detail on the next slides so for the florida turnpike enterprise making sure that we coordinate with them it's going to be ongoing they have an ongoing project which will be critical for the sheridan bridge project schedule we already have a strong working relationship with the cei team on the ft project uh 446224-1 and we will be in constant communication with the florida turnpike's uh ceos brielle gordon we're aware there's ongoing coordination between hbmd and the turnpike to change some of the mot phasing and if selected we're ready to lead this effort uh this effort is critical as it could delay the bridge jacking operation uh additional coordination that will take place will be with the tribe and nfte on special events such as the upcoming world cup uh additional coordination with the terminal seminal tribe but due to the location the construction of this project is will directly affect the seminal tribe operations and mobility we will and have in the past have direct community direct communicated with the seminal tribe director of transportation mr inrem rahim and similar tribe senior project engineer mr james jackson this approach ensures the tribe remains continuously informed with sufficient lead time support planning review and coordination ahead of impactful events so the strand group uh they actually have bridge monitoring experience which includes us1 which is the jupiter bridge replacement and for fdot and district 4. so our team has proven bridge monitoring system that was used on several projects throughout brower county above and on the next couple of slides of the projects that were monitored while providing real-time data and this real-time data is essential for the sheridan bridge jacking project bridge monitoring experience at southeast third avenue and seventh avenue bridges in brower county so you can see on the above pictures we highlighted the points that were used during the southeast third avenue and seventh avenue bridge rehabilitation projects these points were used to gather real-time data during the rehabilitation of these bridges and they measured non-linear frequencies of resonance and damping values another monitoring experience we have is andrews avenue bridge monitoring in brower county above is the data and real-time feedback for the andrews avenue bridge rehabilitation project this data it established the baseline assessment for bridge for the bridge during the adjacent construction and also measured non-linear frequencies of residents and damping values it performed real-time monitoring to avoid damage to the bridge it provided real-time feedback of non i'm sorry on-site activity to the construction crew and it provided a complete record of all activity during construction another critical issue is for the pre-inspection of all existing structural elements our team will ensure that all joint pre-inspections with the contractor are performed these steps are critical to identify any pre-existing structural issues another critical issue for the bridge jacking pre-operation and preparation so on this slide we'll go over the pre-operation process for the jacking operation some of the critical items to point out are the submittal of the detailed design built eor's 3d finite element model of the bridge proposed jacking system that will be used for the on the girders a special engineer shall inspect and certify all reopenings of the florida turf pipe lane closures and the design bill firm shall submit detailed proposed temporary jacking points at the prescribed locations of each beam to conduct the demanding simultaneous jacking and lifting methods plus include any beam strengthening if necessary and also we'll make sure to locate existing rebar locations at the end bends and intermediate peer caps prior to the design installation of the jacking brackets another critical issue is the jacking plan requirements on this slide we will ensure that the all minimum requirements for the bridge jacking plan are submitted by the design bill team it is important to note that the plan will provide equal control displacement at prescribed points while keeping differential loads and lift within the limits as detailed by the eor and approved by the specialty engineer another critical issue is the bridge jacking equipment um we will ensure that the most appropriate bridge jacking equipment is approved in the jacking plan above is our suggestion to use the synchronized computer control jacking system that will ensure equal vertical displacement and minimize impacts to the existing sheridan bridge this information is based upon the existing condition of the bridge that were observed during the preliminary cni walk through with brower county hydraulic jacking systems must be constantly monitored and serviced we have to make sure to keep the pumps and hydraulic system primed and ready condition before all shifting occurs to ensure distribution of of basically equal flow we have to have equal control displacement to all 40 lifting points regardless of the load distribution across the lifting cylinders and we have to make sure that the selected equipment does not encroach over the current turnpikes traffic control project limits another critical issue will be the pre-lifting equipment setup our team will ensure that contractor selected equipment will be installed correctly and to precisely monitor the bridge jacking operation key points on this are the equipment setup uh to avoid any uh any point loading by utilizing steel distribution plates ensuring jacks are properly aligned again our team is proposing to use the strand monitoring system to report real time during each jacking and lifting sequence to verify the contractors lifting equipment another critical issue is the bearing and restoration preparation again our team will ensure that all restraints are removed to allow for the lifting uh operation so at pier two in the approach slabs we know that we have expansion joints this will require some saw cutting to relieve the stress from jacking another critical issue is the jacking sequence which is the field procedure during the actual bridge jacking operation our team will ensure that there is a zero tolerance for being on or under the structure we will ensure 100 compliance with the approved lifting plan and we will ensure the constant communication between the entire team which is the cei the contractor the designers hbmd is made this location i'm sorry this will be a continuous operation so coordination between staff members uh between shifts is power we we will ensure that the secondary blocking is done at the approved locations uh for added safety and to maintain the existing structure and to avoid any damage to the existing structure so uh another critical issue is fire pressure due to uneven weight so the handling of the uneven weight of the existing structure will be critical to the equal vertical displacement lift our team will work with the contractor eor and specially engineered for all areas of higher pressure and to ensure that they are all concurred and documented and accounted for another critical issue is the lateral and longitudinal control so the lateral longitudinal control is critical for a straight lift our team will ensure that these controls are in place such as the use of guide blocks proper jacking sequence always keeping the point in centered on a pedestal there will be a strict enforcement for differential between beams another critical issue will be the bridge jacking acceptable limits we will ensure that all acceptable limits of the bridge jacking are followed for the eor and specialty engineering another critical issue is the common pitfalls with the bridge jacking here we have some common pitfalls with the bridge jacking which will be handled with the strand real-time data monitoring reporting the real-time reporting system will ensure pitfalls are avoided critical issue is the bridge jacking protocol on this slide we'll go over possible bridge jacking issues such as if the jack loses pressure or capacity multiple jacks show uneven movement or if the hydraulic system fails and how we will proceed another critical issue is being repaired on this slide we have a picture of the emergency repair that was done but inspected by our team our team has handled the installation and are confident inspecting the repairs that are scheduled on this project another critical issue is the incidental roadway drainage and infrastructural improvements all of the related roadway drainage and infrastructure improvements are incidental to the bridge raising and are required to ensure that the elevated bridge integrates properly with its approaches and surrounding facilities the plan is to demolish a 20-foot existing approach slab and reconstruct the new 30-foot approach slab with new barrier walls and bullet railing demolish and reconstruct the slope protection and accommodate the new vertical profile and align with the new bridge height preserve structural continuity and ensure the smooth transition for motorists with the earthwork and pavement we also have to regrade the earthwork embankment and construct new pavements ensuring a smooth transition for motorists and new vertical alignment with the drainage the existing drain structure will be raised to match the new roadway elevations maintain proper hydraulic performance and stormwater conveyances early identification of non-standard condutions will allow for timely design adjustments fabricating planning and mitigation of potential schedule delays with the sidewalk curbs and other roadway elements we will ensure that ada and fdot design standards are met with the lighting the landscape will ensure the light poles conduit systems and landscape areas affected by construction will be replaced and restored to maintain safety functionality and aesthetic quality control sorry in quality consistent with existing corridor features it is important to note that the lead time for light poles may take three to six months so an earlier view of these shop drawings will be critical another critical issue will be project records and final closeout our team is extremely familiar with broward county's project documentation practices and we will set up a digital filing system to house all project related documents project time and goals cost goals fnj has cultivated distinct competency in meeting project goals by employing aggressive claim avoidance and value engineering techniques our team excels in inspection personnel management and we are also aware of personnel time and cost goals for hbmd net exceeding 10 percent for either of the project's time and cost goals our innovative use and use of technology we are affirming values technology to improve inspection efficiencies this is clear with the innovative sensors and software from strand group for the bridge jacking monitoring and for our drone services that we provide on all of our projects another consideration is fnj is a newly minted cbe with broward county and we are extremely advocates of the cbe program and that concludes our presentation and now we will open it for questions and answers thank you thank you for your presentation are there any questions from the evaluation committee members yes i have one so you guys briefly mentioned the seminal tribe of florida and its proximity to the project what do you consider the two biggest challenges or obstacles with their location to this project oh no you can tell us from the seminal tribe and coordination the two biggest issues with the seminal tribe basically yeah so so the the the two major concerns of the locate with the location of the location of this project is pretty much the fact that all the work is happening above the uh the florida trumpet and is uh and the other one is obviously its vicinity to uh to the seminal tribe so uh to add to that there is an ongoing uh florida turnpike project going on as we speak on regine and so we are very mindful and cognizant of that condition and we have already established a uh a very good relationship with a florida turnpike project team with a prayer turnpike operations team and uh with you know with the seminal tribe as well yeah so communication and coordination will be our two biggest things so basically communicating to the seminal tribe letting them know what we're doing and coordinating them uh for our schedule to make sure that they have enough time if they need to to detour or if we need to detour making sure that they have enough enough time to do what they need to do in addition to that uh can we see the coordination with the florida turnpike is with the existing tcp plan that we have right now uh we see a horizontal encroachment uh for any type of equipment so for the equipment selection we will start the coordination earlier so we know what the equipment selection is going to be so we can communicate that to the florida turnpike so they allow on all future tcp uh for the for us to be able to allocate the equipment that the contractor is going to be selected again going back to the question with the seminal tribe special events uh concerts um you name it boxing matches the world cup is coming that's going to be huge so yeah early like what thomas said early and and often communication with mr enron is going to be paramount we are fortunate to have an ongoing project on 441 as we speak right now and we already have established that line of communication with the seminal tribe so we already have that line of communication well established are there other questions from the evaluation committee yes uh anton have a few questions um first questions the contractors is looking at two different options during the jack-in operation one is uh detour complete detour and the second are is traffic pacing what is the ci team's thoughts on either one of these options the detour or traffic pacing well we talked about that a lot in the presentation so we're aware of both both options uh both options uh both options are are viable uh which we kind of discussed in our presentation but um it would basically be upon the contractor submittal that we would have to take a look at and see which one would work best with the solution with the jack in sequence and uh in addition to that uh if i have to do a preferred method it will be a full closer due to you're actually under a live load on temporary support the moment that we remove the bridge from the plan location we are under a live load so for the standpoint of public safety i will lean towards the full closure and once that is completed we mentioned in the presentation the special engineer will have to satisfy that the the opening of the of the of the closure is ready after he inspects all the jacks and all secondary uh restrainer or support that we have to give to that we cannot only rely on the jacks and hydraulics to be able to do this even if we do a locking of the rain uh secondary support it must it shall be in place prior to open to the public and we we understand the impacts of of a full closure especially schedule why we have the work of coming and we have you know many substantial events coming on the area and we understand that it is a major artery that that you know the the turnpike is a turnpike you know but um at the end of the day you know safety is is it's number one great thank you second question this is francis gincina um although i'm qa there is something that's very touching here is that um i know it seems that um broad county has a very aggressive schedule for this project and the lifting of the bridge is very critical um the selection of equipment is a key and the right tool will make the big the big difference in this project so from the early stages pre-construction we will get with a bit of such made suggestion in our presentation to use certain types of equipment which will aid the contractor in doing is lifting in a synchronized fashion with minimum impact to the structure as well as to the public and i think that's just that's a very good thing to start with is to choose the right equipment for the job in uh uh in addition to that and present experience uh being right now on the fiu project where i don't know if you guys all of us know the history what happened on fiu i can tell you that the same question was raised and the answer was we are doing all full closure any activity that are that affect public safety is even the painting uh anything that goes over the lane we are actively doing full lane closures great thank you um second question your contractors proposing two options one is to raise the one the one middle span at a time or second option is to rate both middle span at one time what is the ci team's thought on either one of these options okay in respect to that both both ways are viable it can be done but it has to be done because whatever you are on the specialty engineer since you are doing a span by span you're not walking away from the displacement they can be between the members so between the beams so whatever the system or method that the contractor chooses you have to choose something to move uh the entire span or entire bridge simultaneously uh on the same manner you can have you cannot have differential uh between the members or the while you're using portion into the structure will be detrimental for the structure that's a lot we want to see so yeah both systems are liable with the proper eor and especially engineers uh approval right thank you um last question for me um other than the you and your staff being out there could you tell us about your additional monitoring plan uh that you are planning on having out there other than your own staff of course i'm talking about specifically doing the jack-in operation perfect so our team is proposing to bring in stram group for the monitoring of the structure and um tom can emphasize on what he will do to monitor with his sensors and his system okay thanks francis um so yeah what we've done in uh broward county and uh in florida and really a lot of places all over the world uh we start with a baseline dynamic signature and when we do that it takes a few hours um we get the overall behavior of the structure and it memorializes all the the stiffness uh characteristics of the the structure in many modes of vibration so that kind of establishes its condition uh then for real-time monitoring uh what we're planning to do was put accelerometers at four different corners of each one of the spans and by doing that we're going to be able to look at the uh in plane motion of the structure we did this in uh utah during accelerated bridge construction and what they were concerned with was out of plane movement any any torquing um torsion and things like that that uh had to be understood so when we're measuring this we're measuring 200 times a second for each one of the sensors and uh their triaxial accelerometers and we're getting a continuous record of these movements so this uh creates a feedback loop to the contractor and to the engineer we can you know tell them if something is torquing or moving in a different way uh and you know all the way up and all the way down and then after the project so that gives the feedback loop during the project so if something were to happen let's say there was an impact of some sort you know we would have uh the acceleration movement of it you know you can translate that into a force easy enough to understand what the impact was and then uh you know you're again looking at keeping everything in plane and having a complete record of what happened after the bridge is put back down we'll be able to do a follow-up uh signature and we'll compare that signature to the original and that way the the county will have assurance that the uh you know the work uh conducted was conducted properly and that you know the people of the county had gotten their bridge back in the same condition they they started the project with so that's it in a nutshell does that affect the contractor's schedule any i'm sorry does this additional monitoring affect the contractor's work schedule any uh i'm sorry i didn't quite get the question the work schedule well the idea is to integrate it with a contractor's uh you know operation you know so it should work simultaneously with the contractor's work schedule it should have no impact into the contractor's schedule what it will do is have another layer of monitorings that they although they are required to have monitoring we are having our monitoring as well great thank you thanks if i can come back to the previous questions about the doing the jacking for the two options whichever option full span full bridge or want to spend the selection i mean for what the way that we're looking at it at the field conditions if drilling or co-drilling into the existing structure is going to be one of the method or temporary support that have to do anything with especially at the end span if they have to cut into the embankment that have to be looked at it critically because you're actually a geotechnical engineer have to take a look at that and if you're drilling according to the system structure uh an investigation have to be done prior to that make sure that we don't impact any local reinforcement or any existing post-station in that at this point i don't know but something that have to be kept in mind with several methods the contractor decided to do thank you just to be clear we are not talking about jacking up the whole bridge there are sport there's actually two bridges we're going to separate them there's the eastbound bridge and the westbound right correct we're talking about i understand that you're jacking the westbound first and then the eastbound but you're actually jacking four spans instead instead of individual spans no what we're talking about is jacking one middle span or two middle span at one time the four span jacking at one time was not an option and to answer your question we are not allowing the core drilling into our bridge oh okay okay perfect thank you that's very support that answer that and the other thing is something that we will discuss it internally the area of the existing bearing can be utilized for the temporary support that area when the moment you start jacking that area becomes available for your secondary uh support so that's something that can be looked at by the ur because that's your regional support for the bridge so that's something that and it will really help with the tight space that we're having mr gross uh martin gross uh on the previously described enhanced monitoring with accelerometers and such is that a typical uh monitoring procedure that's employed in in these type of jacking operations throughout the industry so they get used in like i said in the accelerated bridge construction and for regular uh bridge monitoring so it is a very standard uh process for uh monitoring bridges so in terms of uh jacking operations we haven't uh done the project in florida on the jacking but we do a lot of assessment of bridges throughout florida okay thank you are there any other questions from the evaluation evaluation committee meeting broward county is utilizing a consensus approach to provide a summarized group consensus evaluation score the evaluation committee will submit preliminary scores to the purchasing division preliminary scores will be tabulated and any outliers will be identified score outlier outliers are considered for a preliminary score that is more than 25 percent more or below i'm sorry above or below the average score i'm going to repeat that for a preliminary score that is more than 25 above or below the average score or for a preliminary score that falls outside the 95 confidence interval if there are no outliers the evaluation committee members may adopt the mean score as the final consensus score for each criteria is there a problem for any outlier score the evaluation committee members may discuss the scores for that vendor's evaluation criteria after discussion the evaluation committee members may make scoring adjustments if desired or adopt the median score as the final consensus score for each criteria the points for location willing to willingness to meet time and budget and volume of previous work are determined in accordance with the solicitation and are not included in the consensus scoring process as outlier scores are not applicable once committee members have completed their preliminary scores and emailed their respective scores sheets to the purchasing division i will recess the meeting to allow time to tabulate when the tabulations are completed i will then reconvene the meeting the evaluation committee will then have the opportunity to discuss any outliers identified and to make score adjustments if any member chooses to committee members do you have any questions yes we're doing the scoring sheets that were previously emailed to us yes and then we email those back to mr bent or to uh andrew bennett yes so you're not sending us a link to score or you're not doing that yet can you send out new score sheets i got an email from andrew january 23rd and we'll the presentations i don't see a scoring sheet okay he'll he will resend the score sheet okay should we just reply to that email then do you you mind is fine by the way which is fine um you know this is your voting right so it's it's subjected to you so the purpose of this um discussion is just to make sure that i mean other um committee members should they have questions or want to clarify anything on their end but like this is your score how others have voted right it's um necessarily indicative of anything else other than reconsideration
