I'd like to call to order this combination initial and final evaluation committee meeting or request for proposals number PNC-212-7421-P1, Concession for Holiday Fantasy of Lights at Tradewinds Park for the Parks and Recreation Division. The time is 10.15 a.m. on January 27, 2026. This meeting is being held through Microsoft Teams. Some representatives from the county are physically here in room 430 of the Governmental Center Building East, located in Fort Lauderdale, Florida. It is the evaluation committee's responsibility to review the vendor's submittals to ensure solicitation requirements are met and evaluate the submittals to make a recommendation to award a contract. Each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience. The evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county. At the discretion of the board, the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews. In accordance with Broward County Procurement Code, each evaluation committee member must affirm that they are free of conflicts of interest as provided by Part 3 of Chapter 112 of the Florida Statutes and the Broward County Employee Code of Ethics. All evaluation committee members submitted the required Broward County disclosure forms and responded that they can be fair and impartial to all vendors. The cone of silence has been in effect since the solicitation's advertisement. Vendors are prohibited from discussing the solicitation with the commissioner's office, county staff, or a member of the evaluation committee. The cone of silence will terminate when the awarding authority takes action, which ends the solicitation. During the cone of silence period, inquiries regarding this solicitation should be directed to the project manager or to the director of purchasing and or their designee. Also, vendors may communicate with representatives from the Office of Economic and Small Business Development at any time regarding the solicitation's small business enterprise or county business enterprise participation. The summary of vendor rights regarding Broward County competitive solicitations was issued in the solicitation. Solicitation had four responsiveness requirements involving compliance. Criminal History Screening Practices Certification, Domestic Partnership Act Certification, Lobbyist Registration Certification, Pricing Requirement and Submittal. All vendors are deemed responsive to all the responsiveness requirements. Responsibility Requirements. The solicitation had four areas of responsibility requirements. Affiliated entities of the principles, financial information or financial ability, insurance requirements, litigation history. All vendors provided the required documentation for the Evaluation Committee's review for responsibility. Terms and Conditions. The solicitation required vendors to state whether they accept Broward County's terms and conditions or, if they do not accept them, to identify the agreement provisions and vendors' proposed changes. One vendor accepted Broward County's standard terms and conditions. Brandano Displays Inc. was given the opportunity to waive their exceptions to Broward County's standard terms and conditions and elected to waive their exceptions. The County Attorney's Office is available for questions by the Evaluation Committee concerning these exceptions. Okay, great. What I've sent to, you should have up on your screen, is basically my notes from the RFP that we sent in back in July, and trying to condense that into something that's, you know, easier to evaluate and also open discussion items. I'm John Brandano. I'm president of Brandano Displays. We're headquartered here in Margate, Florida. We thank everybody for the opportunity to make the presentation in response to the RFP, and we find ourselves very comfortable, you know, participating in this process. And one of the things I think that we really want to put forward is we kind of wear two hats on this. One is we believe that any agreement is only good if it's good for everybody. And we've kind of assumed a dual position on this. One is we've got to make sure it's good for the county. And two, it's got to be good for Brandano Displays. But more importantly, it's got to be good for all the people that have supported this event over the last 30 years. And so we really are kind of assuming that responsibility, and I'm sure, you know, the county has to. Moving on, I've sent two documents there, which are the history of Brandano Displays and also the history of the Fantasy of Whites. And I'll kind of go over some high points of that so you won't, you know, have to read the whole documents. But I thought it would be interesting for a group that, you know, didn't know exactly what the background is. Brandano Displays was founded back in 1976 as a sole proprietorship in upstate New York over in Syracuse. And basically, they refabricated and sold and rented large-scale holiday decorations and displays for cities, towns, and retail complexes. Then we moved on to doing large events. This was not pay-for-events. These were community events to draw the public and for the economic impact. The larger customers we had were Graceland, Niagara Falls Festival of Lights, Battle Creek Festival of Lights. These, in their day, were huge draws. There were not as many holiday light shows around. The Niagara Falls Festival of Lights attracted over 2,000 buses to their event back in. People drove long distances to see the lights and displays. In 1991, we, Brandano Displays, we partnered in the first drive-thru that was really professionally done in the country. We partnered with the Onondack County Parks, which is basically a county around Syracuse, New York. And it was very popular. And it was, you know, still in existence today. It's a program very similar to what we have here in Broward County. The market for these type of events grew when events became hosted in parks, zoos, botanical gardens, and resorts. In 2003, we relocated the company to Broward County, Florida to serve this person. We had a strong base of customers, including the Holiday Fantasy of Lights, the Fort Lauderdale Airport, and Zoo Miami. The company owns and maintains the largest inventory of commercial quality light displays. We have, we, our program is kind of simple. We have multiple customers. We have multiple customers, and we share displays between these multiple customers so that all the customers have a change, they have variation, and a new promotable theme annually. We completed, again, it's almost 50 years now, we've completed 3,200 projects. Now, some of these are small, and some of them are large, okay? But the small ones, everybody gets the same attention. We only want, you know, one level of service, and it's basically, you know, we're really committed to customer service. We have humans answer the phone. We have special programs for, you know, events for rain nights. We have special events for heavy nights. We have this kind of down path. But mainly is we, like, we say no, that we represent the people that come to these events. Moving on into, I went, another document was the HFOL history. You're probably well aware of it, but it was like, the first edition was back in 1993. And there's always an argument about which edition we're in now because, because of two hurricanes, the event was shut down during those periods. The first, it was done locally at first. The first was done by local decorators that went in and put a few displays out, if you're familiar with the park, went from the park entrance and went to the exit of the, near the train. And there was, it was well-liked people. The exit interviews all indicated they wanted more and bigger displays. At that point, we were contacted through, by the county, and clearly going to, we were contacted our booth at the National Park Show to take a look at a program for the, for Broward County to be hosted at Tradewinds Park. The, we, we, we, at this point, since 1993, we initially just, we did the design, the layout, and, and the product, and kind of went and, actually, we managed the installation. And that went along for about, to about 2009, and 2009, uh, county had a change in direction, and, uh, they asked us if we'd be interested in, uh, participating in RFP process to, uh, completely manage the event. And, uh, everything from, uh, permitting, promotion, installation, admission, security, and takedown. Um, this is, we agreed to it. We really liked this event. We're here. And, uh, I think it was the biggest note that we had, two notes we've got. One is, uh, I received a partnership award in 2019 from the county parks department, uh, for our participation and, uh, partnership with the parks department. Um, and second is, it's kind of an amazing number, but our estimates are that over 3 million people have gone through the holiday fantasy of lights. It's over 750,000 vehicles. Um, that's kind of amazing on our part. Sometimes we're amazed anybody comes, but, uh, that's kind of an up-to-date, there's more detailed history within the documents. Um, I'm going, what I'm doing is we're going along through this, our, our work here, our sheets. Uh, is trying to go and give you a better, uh, background on some of our notes within the RFP. Um, one thing about professional personnel, our people have been here a long time. Um, we, our customer retention rate of seasonal people is, uh, almost 90%. That was back from 23 to 24, 24 to 25 is also in the high 80s. These are people that return year after year. We have approximately 20, 20 employees there and they, they come back. So we have a trained staff. I'm really proud of our operations manager, Darlene Lopez. And, uh, she takes care of everything on the ground there. Uh, some of you have met her and I'm sure you understand her energy and her commitment to the project is great. Uh, same thing with local. We have Christian Burgos. He's our installation supervisor and he interfaces the, with the, in kind of the interfacing with the parks personnel. Um, and Don Smith is our production and logistics person. He's the one that gets the displays, gets them prepared and gets them here. Um, but again, I think the biggest thing about our employees, uh, the, the cross trains, um, Darlene Lopez, she knows how to build a decoration if she has to. She, they've all worked on the production floor. They've worked at every level, uh, with our management people who worked on every level so that they can not only throw in, but they know how to evaluate and attract people through his jobs. Um, and so we went down with, and all the way through it, we've got detailed, not really detailed, we have resumes and the RFP response or any questions. Um, the average employee has been there at least is five years at the, uh, at HFO. That's all the employees, not just the management. And, uh, the employees are trained in hospitality along with what they're doing there. In other words, everybody is greeted, everybody is nice to people. The hospitality end is a big part of our operations. Also, it should be noted that we're a single source. We do not have, we do not have any subcontractors, uh, on this project. The only subcontract we have is with the Coconut Police Department, which is, uh, have been there since day one. And, uh, they control, uh, they control now the traffic, but they also provide security so the employees feel comfortable working in a, in a park in the evening. Um, the, uh, again, being a single source, we can, we control everything that's there. Um, moving on here to the, this, this is a section in the RFP regarding the project approach steps. Um, as you can imagine, we work 12 months a year on Christmas. So we're, we're constantly, it never ends. We've already had, uh, planning, uh, session, uh, and debrief session, uh, after the 2025 event. And we discuss where changes and improvements for next season, and also everything becomes documented. Um, we organize, okay, the early on, this is again in January, we've already, we set for display selection, electrical distribution, permitting, ticketing, pricing, and promotion and security. These are all important things that have to get done early so that we can be in a timely manner when the season comes. Permitting, permitting is a big part of our job. For an event permit, we have, we go to the, uh, city of Coconut Creek and it's done through them, which they require approval from the fire department, the police department, and importantly, the, uh, electrical department and our electrical inspections. We, uh, we, uh, work annually to keep current, and also we have, uh, uh, engineering firm that, uh, go, that keeps us updated in any changes we have to make to our displays annually. Uh, our staffing is year-round, um, we have communication year-round with our staff, uh, again, that probably accounts for that big return that we have, everybody wants to come back. Uh, the promotion, uh, the promotion, our promotion is year-round, uh, we secure partners and, uh, with regional family attractions and events, we've been very successful with that. But this is important to get in there early. Last year, we, the RFP, we didn't get this together and with a late additional year, you know, we, we are, some of our opportunities were, were not there because of the lateness and our inability to do it. So it's really important that this thing gets promoted year-round, um, again, and we operate, our operation people, everybody is cross-trained and trained. It's a, a person directing traffic, knows how to be a greeter, he knows how to be a cashier. Uh, administration, um, we're, we're a relatively, we're a small company, but we have a year-round staff of 11 people. And they're all experienced in the administration and to keep us current and we have the holiday fantasy of life in a positive vein. Uh, there's more details to this on, uh, in the RFP, but I hope we can ask some questions later. Um, going on to the next is the, the proposed traffic route. Um, this has kind of been the same, uh, over the, over the years. The first, you know, since we've been, since 2009, this has, this has been the route. Uh, you're all, I'm sure, familiar with it. Um, the, uh, biggest, the biggest challenge is getting people on the egress, getting out of the park. Uh, especially now it's changed last year, the last couple of years. We've had the soccer field here where this was traditionally closed. Now we have to have more security and people, uh, on both ends of our project. Power sources. Okay. We call it test, inspect and retest sort of like our, uh, our challenge today with the technology. Um, everything is, it is for the RFP. Okay. Um, everything, when we, they're all built and tested for continuity grounded, they're all up to code. Uh, all cords are marked on the lawn to be visible for people. And we do not, we work with the county so that there's not a mowing going on when, you know, when the displays, the distribution is there. Every night at closing, our, uh, technician is there. He turns out the lights and he makes his notes of what little changes have to be done or if we have any repair problems. So the next day, the crew, when a crew comes in of one or two people to take care of what's gotta get done before the daily light up. Um, we light up two hours before the opening and the displays are inspected and anything that we find there, we take care of decorations. We cannot repair at that point. We have substitute decorations that we bring in. Um, the, we have our, as far as our, the distribution of electricity and the power. Um, we have, uh, electrician, we have our in-house electrician. We also have electrical, uh, I call our electricians, uh, contracts. Um, okay. We're going in here to the, the displays and the display program. There's, there's details within the RFP and I didn't want to burn near with another 88 pages of whatever. Um, I think the important part is that, is that we constantly change. We also have the favorites. Some of these displays the first time through, you may say, you know what they're doing there. So a lot of contacts and what we find out through our exit interviews, a lot of people like this thing. I remember I, where I learned the most was we learned when, uh, the teddy bear was going to be, they said, well, we've seen it for 10 years. This is when the county ran the, uh, the, uh, the operations end. And so they took it out and now there was a big, everybody wanted to see the teddy bear back. It could be KMA and, and so we kind of, there's certain things, the traditional things are really important for this project. Um, our list of displays, we've provided images of the displays and we've also proposed, uh, with, with full descriptions. And, um, the 2025 program that was part of the RFP, uh, include, uh, include 227 sculptures and, which we made into 116 displays of which, uh, you know, went through the, the whole event. And there are basically, uh, 70 display locations throughout the program. A key thing here is all of these displays that we use here exist. We don't have to go out and build anything. We don't have to finance anything. These all exist. These all exist and they're all exist knowing that they can all be changed for displays of equal value. Those of you that have had direct contact with us, knowing what this, our contracts, we, we are focused on basically over delivering, being on time and being within budget. And I think anybody who has known us, that's not fair with us, they know that we always over deliver. Um, and so you have a list of the displays. This, any of you that visited this year, the event, uh, this, the thing will be very, it should make a lot of sense to you because we use the program that we proposed for 2025. We used it for 2025. So this year coming up, 2026 is the first year. We'll get a program of equal density, equal size and equal value, but it will go. The bigger displays will end up being changed out. They will be different. So the different promotable value. I think it's important that being, you're making it, we're talking about the displays that we have. You know, the program is made up of sculptures. That's like an individual candy cane, or it could be a large castle. That's a sculpture if it sits alone.

We were looking at our price will be, we're trying to hover around $30 admission with admissions available as low as $20. Early, you know, this is, we feel that the $30 admission is hedging on, it's on the upper edge of the no income, no impact fee for admission. Remember, of the, of our, you know, the admission fee between the, something like over 20, between 20 and 25% is involved with taxes, processing credit cards, and fees for the rent of the park. You know, so we're kind of, but, but on the other hand, we do not have a lot of, we don't have pushback on the pricing from the people coming through. So we're comfortable there, but we want to make sure it's affordable. And, and right now we have a lot of coupons. Next year was $28 with a lot of coupons out for $4. And there was the opportunity to, I think for about $20, someone could get an admission.

Well, our plan, and that's part of the, everyone will get a copy of these notes. This is on the end of the thing. Yes. There will be, we plan on using the existing power. Okay. It is designed for a light show. It's there. And we, the, again, the county would be responsible for making sure that the distribution boxes, which are permanent, are working order. The distribution from the boxes out, that's, that's our responsibility. And we are, you know, you know, we're committed to get, you know, get all that distribution done, but we would want to use the power that's in the park. It does not, for the new technology and like that, that's used in programs. Generators don't really work that well on that because they're really, you know, they're made to, you know, keep some lights on. But not, not, it will, they're not really, we haven't had good experience with that. But that's, that's where, but there is power because originally that power was put into the park for incandescent bulbs. Since then, we've gone and moved ourselves out of the incandescent bulbs. We have probably 50% of the program is LED. The reason why it's not 100% is that we have this 3D experience with the glasses and LED doesn't work that well with them. So we have to have areas that are really good with the LED, I mean, with the 3D.

So some areas of the park may be impacted by electrical infrastructure that the county operates. Are you aware if the county does have disruptions in service, that the awarded vendor is to provide those electrical infrastructure services?

Okay. We understand what's going on. Matter of fact, we worked through it this year. The, and we've worked through it for the last two or three years. With the construction of the parking lot, the rebuilding of the parking lot, and then also now with the farm. I would say that the last year we were presented in, I don't know what it was, October, we had the construction site of the farm. It had a huge impact on the park. And as an example there, we were presented with it. We went and, I don't know if you went through or not, but we went and no one knew that there was a construction site there once it got dark. We brought in a special display that are a tunnel operated display. In other words, where people drive through it. We put a huge tunnel back there. We put a huge tunnel back there. It was all RGB illuminated. And we had very, I don't think that we, it was a big impact on us, but I don't think it was any influence, a negative influence on the visitor. I really, what's important is, is in the past that we participate in weekly meetings during the year, and especially during the season. So that we can go, because a lot of times we can go and design, make design modifications. In other words, instead of having, we get a style decoration that'll fit in that space. And the other thing that's important with the construction thing is we're only, our facilities are only three miles from the site. We have technicians out daily during the season looking for problems. And this is kind of where I think that we have a real heads up. We are there, and we also have bucket trucks and equipment. And also it should be noted that in our planning is we have on site staff daily at the park to make sure that this event goes smoothly and it's lit. And we, if we need extra people at a short-term construction area, we put people down there to direct the traffic. We have over 20 employees nightly in the park. It's not just turn on the lights and collect the money. But we have worked with it, and we're comfortable with it. We kind of know it's coming.

Thank you. As you may be aware, this is an outdoor-related event. So in the event of weather-related closures, what is your guest communication and taking an accommodation policy and how you coordinate with the property owner on closure decisions?

Okay. Closure decisions, we rarely close. We closed one day this year, and it was not our responsibility. It turned out that somehow the power got disconnected to that end of the park. And so, but anyway, here's what we do, okay? We're really committed to our customers. If it's raining at all, it doesn't have to be a closure. This would be if it's raining at all, when people come through. We don't think that's the best way to view the event is going through when it's raining. However, some people have come 40 miles to see the light show. We provide everybody that comes through when it's raining, they pay, and then they get a rain pass. They get a pass to come back at another time when the weather's nice and see it again. If we have the point where we have a slowdown or a closure or a lightning warning, we have six to eight people there that are directing traffic. We hold the people. If they want to, they have the option of that or leaving. And we also meet, we give everybody a discount, like a 50% discount to come back. We're real sensitive to all the customers, and that's what's really important. But they're, you know, we receive thank you notes for that, which is a rare commodity in the parking environment. But that's how we handle that. As far as notification, we're in constant notification with the park manager of the night. There are managers on night duty now there, which there weren't in the past sometimes because of the, I think it's partially because of the soccer field they're active on the south end of the park.

Well, we have displays that come out that we use. Our inventory is constantly changing, and we do go and change displays new there, you know, not part of our, you know, we have over 2,900 sculptures, so we have a lot of things. But we do, like, we use, we use the HFOL to test some of our new things. Because it's close, we can have a technician there for the problem immediately and whatever. And we have, like this year where I put that tunnel over on the back by the construction site, that particular, that tunnel is an RGB tunnel that was made so that the RGB lighting, it's really on the edge of the technology. And we put that back there, A, because it worked, and B, we wanted to go and test it because we kind of pushed things to the edge. There's always the, let's say, the technology end, it's always a two-edged sword, okay? In other words, something that would look great if you're walking through, or you can spend 10 minutes where it's in your sight line, you can go and do the displays we put in those properties. They'll, they last long, there's a lot more technology in them. However, when someone's driving by, you know, you only get, you know, 30 seconds with them. I think if you, we always advise people to visit the drive-through is that this is a parade that you go by it instead of it going by you. And if you'll notice in our sections, as we go through sections, we're like sections of a parade in each place. Each of them got a large display, each of them have animation, and each of them have a drive-through experience. But we do have new displays that are coming out, or displays that haven't, we have displays that haven't been here before. But, you know, this is where we, you know, we kind of go by, you know, our exit interviews that we have and trying to make sure that it's fresh and new and still have the scale that people expect when it comes to the holiday fantasy place.

We started with broadcast studio fabrication, then expanded into holiday decor and themed entertainment. Yeah. For this project, our scope included not only the holiday lighting, but also all scenic elements, fiberglass productions, sales booth, kiosk, and overall concept fabrication. And here is the second video. As this project is located along the Bosphorus Canal in Istanbul, where Europe and Asia meet, the design language is inspired the movement of the sea whales. Our fabrication capabilities are particularly strong in producing custom artistic pieces tailored to unique concepts like this.

Perfect. Thank you. All right, back to our presentation. For public outdoor installations, we use UL or ETL listed components. All installations follow NEC practices with licensed professionals engaged where required. Our focus is safety, durability, and compliance. At this stage, we do not yet have full documentation of the park's electrical infrastructure. We understand the site has supported similar events in recent years. Our first step would be a technical review of past documentation and conditions. With that being said, our standard approach is a joint site walkthrough with county staff and our technicians. Based on real conditions, we propose a combination of site power and temporary generators where necessary. Efficiency and safety guide all of our decisions. As far as cable management goes, cable routing is planned with safety as a priority. Different protection methods are used for grass areas, public access zones, and drive-through routes. Nothing is left exposed or unmanaged. In order to keep up with all maintenance, the site is inspected daily before opening. A maintenance team remains on site to respond quickly to any issues. All checks and corrective actions are logged. We plan installation to minimize impact on turf and landscaping. Site condition reviews are conducted before and after the event. Any damage directly caused by our installation is addressed in coordination with the county. Ah, weather. The unpredictability of the tropics. Weather is monitored continuously. Operations pause when safety thresholds are reached and resume once conditions are confirmed safe. Ticket policies allow flexibility for guests if weather causes early exits. The event is designed as a continuous drive-through experience with theme zones rather than isolated displays. We create a sequence of scenes with clear visual transitions. The goal is a cohesive, memorable experience. Our team has experienced managing large-scale installations with vehicle circulation. Many of our projects actually involve even higher safety control due to pedestrian environments. In addition, we operate a hybrid drive-through and walk-through event ourselves called the Big Boys Festival. The Big Boys Festival is a ticketed event combining drive-through and pedestrian experiences managed successfully for over eight years. Here you can see a short video of the festival to understand our event operation experience.

Responsibilities are clearly assigned with coordination with county staff is always ongoing throughout the project. Let's talk three-year growth plan. We will continue supporting large fabrication projects as a subcontractor, but our main focus going forward is building recognizable holiday public space experiences. Over the next three years, our approach is very straightforward. We focus on strong design, reliable installation, and smooth day-to-day operations. And we let the quality of the work speak for itself. From a market perspective, our initial focus is on serving shopping centers, mixed-use developments, tourism destinations, and cruise lines, as well as cities and public parks. As our displays are seen by more and more visitors and communities, we expect growth to come naturally through repeat use, expanded scopes, and long-term relationships, rather than rapid or uncontrolled expansion. I am curious to know what's the number of displays or exhibits that the company has available to create this. I know it's an intent to make it like a cohesive experience, like a drive through sequence of different theme exhibits. Can you expand a little bit more about how many exhibits do you have and how do you envision about this working out in a drive through experience?

Our plan is our plan is to put between 300 and 350 exhibits. We are going to create zones and our plan is to make some create some zones and we are going to provide that zones to you. And then when we get the confirmation on your end or on Conti's end, we are going to start the production. In our warehouse, maybe we have right now two or three zones, but we don't need to use that ones. We can create from the scratch and we can do some renderings before we produce it. After we will be on the same page, we are going to create it. But basically we are planning to put between 300 and 350 displays.

So if this contract is awarded and through negotiations, will you have sufficient time to you say you still may have to have some fabrication? And to my understanding, your facilities are overseas. Is that sufficient enough time to be prepared for the 2026 holiday season?

Yeah, our strongest muscles are quick turnarounds. To be honest, it takes 40 days, between 25 days and 40 days to ship it from Turkey to here. Every month we have some, we finish some projects in the United States. So we have quick turnaround. We are operating in our own facilities. So we have enough time to create everything from scratch and to produce this. Because we have metal capabilities, we have lighting capabilities. So that won't be a problem. If there will be a problem, I know it won't. It will take two days by air freight and it will take maximum 40 days by sea freight. So there won't be an issue between the transportation for the transportation and as well for the fabrication.

I heard you mention rain checks or some compensation for rainy days or foul weather. But what about offering discounts like through pre-sales or anything like that?

Yeah, we will do some, we will plan some pre-sales activities, some discounts, some promotional activities. Maybe we can make some activities to attract people. We plan, but of course our prices will be depending on the market rules. So of course we plan to get much more people, much more families there.
