the final evaluation committee meeting will get started momentarily good morning i am carolyn messersmith purchasing manager and the meeting facilitator i would like to call to order the final evaluation committee meeting for requests for proposals number pnc 2130015 p1 continuing consultant services for mechanical electrical and plumbing engineering for the parks and recreation division the time is 9 34 a.m on october 30th 2025. this meeting is being held through microsoft teams representatives from the county are physically here in room gc 430 of the governmental center building located in fort lauderdale florida or virtually through teams attendees please mute your microphones or your devices to limit background noise this is a public meeting and is being recorded by broward reviewed by the evaluation committee as part of the evaluation process will also be posted on the repository this meeting has been publicly noticed the purpose of this meeting is for the evaluation committee to hear presentations score and rank the responsive responsible and shortlisted vendors at the initial evaluation committee meeting held on october 8th 2025 the evaluation committee determined six vendors to be both responsive and responsible after shortlisting the following vendors advance to final evaluation and ranking taking place today csa central incorporated hammond and present present thank you craig schuler assistant director facilities management division public works department present thank you it is the evaluation committee's responsibility to review the vendor submittals to ensure solicitation requirements are met and to evaluate the submittals and make a recommendation to award a contract each evaluation committee member was appointed by the county administrator to serve on this committee based on their experience the evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the direction at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews the cone of silence has been in effect since the solicitations advertisement vendors are prohibited from discussing this solicitation with the commit commissioner's office county staff or other member of the evaluation committee the cone of silence terminates when the awarding authority takes action which ends the solicitation during the cone of silence inquiries regarding this solicitation should be directed to the project manager or the director of purchasing and or his designee also vendors may communicate with designated representatives from the office of economic and small business development at any time regarding this solicitations small business enterprise or county business enterprise participation the summary of vendor rights regarding broward county competitive solicitation evaluation committee members was issued in the solicitation the initial evaluation committee meeting minutes have been distributed to the evaluation committee members evaluation committee is there any discussion regarding the meeting minutes hearing no discussion may i have a motion to approve the minutes from the initial evaluation committee meeting held on committee meeting the solicitation required vendors to state whether they accept broward county county standard terms and conditions or if they do not accept them to identify the agreement provisions and vendors proposed changes all shortlisted vendors accepted the county standard terms and conditions the next order of business are the vendor presentations in accordance with section 286.0113 of the florida statutes presentations and question and answers are closed to the public only committee members county staff the presenting vendor and their team will be in the closed portion of the meeting other vendors their teams and members of the public will be excused from the meeting to permit the start of the closed presentation sessions sub consultants partnering with multiple prime vendors are only allowed to participate in one vendors closed presentation session presentations will be limited to 15 minutes followed by an unlimited question and answer period the presenter will have up to five minutes for setup the timekeeper will be the senior purchasing agent melissa cuevas as the meeting progresses the purchasing division will pry will provide email updates to vendors ensuring that each upcoming presenter is informed when it's time to join once all presentations and question answer sessions have concluded vendors and members of the public will be invited to return to the public portion of the meeting during which the evaluation committee will score and rank the vendors members of the public may provide an email address in the chat to be notified when to return to the public portion of this meeting vendors were asked to provide an electronic copy of their presentation to the purchasing division prior to the meeting the presentations received have been distributed to the evaluation committee members hammond and associates inc and sgm engineering inc did not provide complete responses for all evaluation criteria with its submittal and were notified on october 3rd 2025 that pursuant to the solicitations instructions to vendors section k evaluation criteria vendors that fail to submit information in or documentation required by an evaluation criteria by solicitations closing date and time may receive no points if applicable for the corresponding evaluation criteria the county is not required to request consider or analyze the vendors evaluation criteria responses received after the solicitations closing date refer to the evaluation criteria matrix the presentation topics length and order was identified during the initial evaluation committee meeting and distributed to the presenting vendors each vendor has 15 minutes for presentation followed by an unlimited question and answer session vendors will be presenting in the following order vendor number one sgm engineering inc presenter two csa central inc presenter three hammond and associates inc at this time we will move into the closed portion of this meeting the i'm with uh ross engineering got it okay good morning yes yes all the attendees that are in the meeting are with our team okay which member of your team will be doing the presentation and will it would be myself okay so can you make the email presenter bobby okay okay so for the record please affirm that there are no other individuals in the meeting other than your team and county staff that is correct so there are six attendees plus yourself and then county staff you're confirming that correct that is correct okay okay so um are you ready to present we are okay so just give us a moment and we will we're ready okay purchasing agent please start the 15 minute timer for sgm engineering inc you may begin sir all right good morning on behalf of sgm engineering we are excited to present our qualifications uh with you folks i'm just going to go ahead and go through the outline of the presentation that was provided to us um so i'm not going to go through each line item but we're going to be meeting your criteria based on the shortlisting um so firm introduction who is sgm we were founded in 1991 we have offices in orlando miami tampa and jacksonville we are an mbe firm we provide full service mep and commissioning services we have 15 plus years working with the county we have extensive amount of continuing service contracts throughout the entire state of florida and we are experts in mep renovations for active facilities for municipals we have over 63 uh professional engineers in our staff here's a quick highlight uh broken down by the discipline this is a screenshot of us outside one of our offices i'll jump right into the ability of professional personnel um so this again is a screenshot of our continuing service active contracts that you that we have uh throughout the entire state of florida many of these municipalities are very similar to to yours same challenges we completely understand the requirements for the small business and cbe goals which are also required for many of these continuing services this is just a screenshot of some of the references that were provided to us and this is actually a screenshot of our office locally in south florida and who did we team with these are a team of consultants that we've worked with for many years some of them which you may know as well they are working actively with the county and you can see the cbe participation percentages we have peacock architects snf structural engineers ross longitude surveyors and also pci program controls which will all be supporting us in this contract this is our org chart i would be your project manager and your main point of contact for this continuing service agreement you can see our senior leadership assisting us throughout the entire process and they will be heavily engaged throughout this entire contract this is not a presentation where i'm introducing myself and i would be not involved that is not the case that's not how we operate who you're seeing here myself and others they would be involved in this contract again i have well over 26 years of experience related to mechanical personally i'm a licensed professional engineer i'm a commissioning agent and elite accredited professional i've been project manager on many of the projects that have been listed here i'm hands-on and i would be your main point of contact and i won't go through all of our supporting staff but we've all worked together for 17 years 22 years um 20 something years this is a team that we've all been working together for many many years and we're very proud of it these are our subconsultants nasi rabari he's our construction administrator and commissioning department manager he has 43 years of experience alone and he would be leading the construction administration process for this contract and would also be assisting us and any commissioning needs that you foresee as that's also a code requirement and these are our subconsultants as we noted earlier i won't go through each one of them due to the sake of time that we have um this is very important the project approach for continuing service projects these are very tedious projects these are existing conditions so when we touch it we own it we can't say well we replace this air handler and everything downstream i had no idea about it that doesn't work you're hiring a professional engineer to solve your problems we work with manufacturers to verify that the equipment is not obsolete we replace equipment obviously as needed we want to save on cost so we evaluate the existing air handler does it really need to be replaced are you open to refurbishment these are the things that we discuss with you and obviously lockout tagout is optional for electrical equipment this is always a big challenge for us we're dealing with existing mechanical rooms existing electrical rooms and many times these rooms cannot grow larger in size they're not code they have code deficiencies already so these are things that we bring to your attention we'd like to do tmb for existing equipment to remain we obviously perform in-house flow tests we are very very strong in energy management so we bring these ideas to your attention you probably have many facilities that have pneumatic controls things that are giving maintenance issues and we want to work side by side with maintenance to help solve your issues obviously we have to coordinate with fpnl well in advance as we all know that they have been known to um have many delays uh getting back to us so that's something that we want to start ahead of the ahead of time and we obviously know that as built drawings many times are either lacking or they're nowhere near what's installed so it's the engineers due diligence to put eyes on anything that we are touching construction challenges on an active facility again probably 99 of our projects are dealing with active facilities because not only do we work on municipality we also have a significant amount of projects in the educational and aviation and federal government as well so these are all very high profile active facilities so we understand the nature of working side by side with the end user and obviously with the project manager to be sure that yes are we thinking ahead of how to do construction phasing to not have minimal impacts to your facility and noting that on the drawings because a lot of these projects are hard bid and we want to avoid having any change orders on these projects approach and method this is a project that we did locally and we always want to provide temp cooling plans to avoid no downturn at all we want to show phasing of units to avoid downtime of cooling and this is just an example of a 35 000 cfm 100 outside air a facility that needed to be online that had research that had revenue impacts our approach to a continuing service project starts with a very strong scope validation and narrative that actually proves that we had put eyes on the facility and provide you our opinion of cost once we do that we'd like to talk to the project manager to see if you want to have 30 60 90 submissions or if you wanted to do a two-step process and dive right into the construction documents we'll do early package early packages to release equipment to avoid any cost increases as we all know air handlers in mechanical equipment every three to six months they do have price increases so we'd like to release that equipment as soon as we can to help the owner save our money and to help obviously the construction schedule as well and then again as i mentioned we provide ca services from our very experienced commissioning and ca department each one of those folks have well over 20 years the department head has 43 years of experience we've worked together for over 20 years so it's very very high synergy and it's a very very successful process the key to continuing service projects is rapid response um it's what we believe um we've worked with many continuing service projects with your neighbor at uh city of fort lauderdale there's been many times where um we've had their pms give us a call and we would show up within the hour or two these are typically very very urgent projects um and that's where we personally shine the most on our rapid response time qa and qc is extremely important especially on minor projects you know large projects that are new construction are much more easier however very small minor projects have been known to be much more tedious we go through a very vigorous qaqc process where we have several in-house reviews between different department meetings so for example the mechanical department meeting will have the engineer present that particular project in front of the entire staff and in front of the commissioning department and that's where they generate comments at that time incorporating both owner and municipality review comments and requests this is very important to get not only buy-in from the project manager and get their comments but we like to push to see who is actually maintaining this specific facility what are some of the issues that they have seen at this facility these are things that we want to get on the drawings and actually get some input um during the design process and we're not the firm that'll say well this is outside of our scope of work we can't add um these items we work together we want to be your partner and we want to provide you a solution to these issues coordinating with sub consultants across all project phases we're right now prime consultant on a project um with the county right now a very large hvac project and we do have multiple consultants under us this is something that we do very frequently we've we're right now we're actually the prime consultant right now on a 65 million dollar uh very very extensive mechanical project where we have multiple consultants under us as well providing required services within budget and contract limits this is again very uh critical that we need to maintain your construction budget and get uh and make any adjustments as needed constant communication we need to make sure that we are constantly communicating with your project managers and we like to check in to be sure we are exceeding and meeting your expectations um again with with continuing service contracts it's not uncommon that we would have five to ten projects uh with you folks at any given time uh again myself as your main pro as your main point of contact um i do have a left and right hand uh assistance uh project managers as well to make sure that when you're emailing myself you have at least two to three other points of contact as well in the event that i'm out of the office or i'm on site you always are going to maintain that constant communication again dealing with existing facilities i can't emphasize this enough that um continuing service contracts we're dealing with existing facilities so we have to have to verify existing conditions we do t and beyond existing equipment that's going to remain we always are validating as builds again the project that we're doing for the county right now we actually laser scanned the entire facility and provided the county a true revit model down to 0.02 millimeter accuracy and that's for a seven-story building this is the level of service that you'd be getting from sgm approach to safety and scheduling again working on an occupied facility this is something that we talk to the pm to make sure that when we do have a construction phasing plan that it is going to be uh sufficient and it's going to minimize downtime and we provide our work plan and our qac plan as well again all these projects we typically like to provide a life cycle cost analysis we provide energy modeling when it's applicable and we need that we provide that to the owner so that you as the owner can make informed decisions and understand those impacts and of course we work with maintenance as well to make sure that our life cycle cost analysis is actually valid um this is actually a real uh case here where we started out at 4.4 million dollars and we just goes to show that we are proving that we needed to meet the budget so we had several iterations on this project again at no cost to the owner and we finally got it down to 2.29 million and we started at 4.4 so this just shows our level of commitment to make sure that we're meeting your budget um during ca what we want to do we want to catch issues before they get too late it doesn't do any we're doing a disservice to you and the project if we're not making constant site visits we make one site visit at the end of the project and we provide you with a list of 50 items and by the way the building is supposed to open up next week what we want to do we want to catch issues before they get too late and get out of hand obviously we have to attend all oac meetings we document them we provide weekly site visits and we also provide commissioning as well and that's something that we're going to be providing to the county at no cost past performance i'll quickly go through them these are some major projects that we're doing just to show you sgm's capacity we're working at the orange county courthouse we're doing mep upgrades changing over 90 full-size air handlers we're changing the water cool chillers we're changing the cooling towers we're doing a complete smoke evac upgrade and also ems upgrades this is broken into several projects and it's a very very large complicated project this is just an example of us working at uh aviation we were the mechanical engineer of record on this project this is a four billion dollar airport just an extreme case to show you our experience in aviation this is also a half a billion dollar project where we provide an mp design services on as well showing you our capabilities for um excuse me for these specialized type of facilities this is another project in las olas where we had demoed two high-rise buildings and provided a brand new chiller plant this is a one-of-a-kind workforce housing and school mixed into one energy star and net zero and i'm sorry for going too quickly just our time is very limited this is a continuing service project that we worked at city of fort lauderdale with danica and arena this is a very successful project um it's an eoc where we did hvac renovation and a brand new chiller plant we have continuing services with broward college miami-dade college fiu city of orlando orange county fau nova and all of those contracts i just mentioned we've been with them for well over 15 years so it wasn't just a one-time renewal we've been renewed many times key biscayne city of miramar these are all of our local south florida continuing service contracts our workload you can see that we're managing projects effectively as i mentioned before right now with the um broward county we only have one active project with you right now our office is very local so therefore we can meet on site at any given time um we are willing to meet your time and budget requirements as needed we're fully committed to your contract timelines to meet all terms two years and 750k annually our volume as i mentioned is one project right here currently still in design how are we going to meet your cbe goals this is our plan specifically per discipline that you can see that we will be utilizing these firms to meet your cbe goals and during q a i can go into detail if you would like our mep technical expertise again we have 34 years of mep design our design focuses on efficiency thank you very much sir for your presentation um evaluation committee members are there any questions for sgm engineering i have a question yes good morning to you all um tell us a little bit about your a little bit more about your approach to avoiding change orders so our approach to avoiding change orders starts out with a very thorough scope validation report and a very thorough solid construction document set including specifications um this is something that we really pride ourselves on many of our projects are hard bid so they don't have any contingency many times so we need to make sure that we have visited the site multiple times and our documents are including everything that's required for this contract that's something that we take pride in many of our clients they will back charge and that's something that we do not want to be in that position so we take pride in making sure that we provide a very thorough construction document so thank you are there any other questions from the evaluation committee actually i do have another question okay um we we talked about the importance of rapid response on this contract so let's run through a hypothetical situation if let's say there's a hurricane that passes through and you get a call from park staff that one of their buildings has no power the staff has looked into this they know there's fpl there are no interruptions there so who from your team would respond and how quickly do you think that you would be on site to meet with a member of the parks team it would be myself and if you talk to your counterpart from city of fort lauderdale we had a very strong relationship with cory uh who had recently retired um but we do the same exact thing for for local municipalities all the time i'm always available on my phone um 24 7 i hate to admit it um but that's the honest truth that if you give us a call during a hurricane event we're here to support you we've done it for fiu um we've done it for many of our continuing service contracts and we're here to support you so it would be myself personally if you text me or if you email me i would be available we can show up literally the same day there's no issue there's no concerns whatsoever and that's where we pride ourselves on wanting to support and be your partner to show you that we are there and to support you in that dire need during that time just following up on that scenario a little bit let's assume that it happens at two buildings one's at cb smith park and the other's at trade winds park who shows up you show up at one who shows up at the other it would be myself and manuel uh he's going to be the assistant project manager on this project um and we worked together for well over 10 years um and he's again lives a few minutes from myself and a few minutes from your sites so between us two we could show up immediately and if you have if you got into a case where you had three to five sites you know again we have over 63 engineers on staff so there's no issue from us whatsoever that's what we're here for we can we can send any one of our engineers on site immediately we actually have one of our senior mechanical staff caesar gomez who's in our office he has over 35 years of experience from miami-dade county public school alone uh he's been with us almost two years now and we've worked together for over 10 years when he was on the other side and this is something that i really believe that if he showed up on site he would add so much value um to your team and to the project just because of his depth of knowledge so between us uh any one of us we're here to support you during those time of need thank you are there any other questions by the evaluation committee uh yes good morning excuse me me um how can you use your own words to define how you how you would define an indefinite delivery indefinite quantity task and how that is different than your continuing services agreements sure that's a great question idiqs so we've done a lot of idiqs for many many years uh for the federal government those are open end contracts that we have um for army corps for air force base for nafac this is something i personally have been very very uh experienced with um and not to dive on a different tangent on idiqs but they're very similar um you know they're both continuing service they're both contract vehicles they both are very are typically urgent projects you know i would say that the idiqs are a bit more open-ended right so they'll have five-year contracts and the the dollar amounts would be significantly larger um so usually when you get a call from an idiq it's a much more larger project than the continuing service contracts continue service contracts with municipalities typically there'll be air handler replacements renovations to smaller uh you know programs and very occasionally we do have continued service projects where we're changing out chiller plants like right now for a local airport it's turning into a two and a half three million dollar mechanical project um and sometimes they actually have to phase it so we'll have two or three different projects so um they're a bit similar but the idiqs these are federal government projects so they're a bit more different than local municipalities we do have experience in both of them and they are both completely different um task orders that we see from both of them and we do have experience in both oh thank you uh so as a as a second question um you mentioned in your proposal that our team is prepared to begin work immediately upon receiving notice to proceed now my question is and it says allocating eighty percent of weekly time to this contract while maintaining flexibility so what is that allocating eighty percent of weekly time to this contract what does that mean is that your time specifically um is that everybody in this proposal what does that mean that you're donating eighty percent of your time to this agreement that's my personal time and our team as well is completely dedicated for this contract so you will get if you give us a call and say i need somebody on site immediately you're going to get that within an hour or two we will be on site that's how we operate that's where we pride ourselves that's where our reputation is known for um so you personally would get eighty percent of my time you'll never say hey i'm too late you'll always get the automatic response we'll be right there we'll be right there um you're a very important client to us you're local um this is something that uh we pride ourselves on on on delivering continuing service contracts and and there's many uh projects that we have with continuing service that are so urgent that we have to get started with a po and we know that the pms can't say hey i don't want you you know you cannot work until you get a po but you know just to be transparent we know that we have to to meet the deadline right so that's the level of service that you would get from sgm thank you are there any other questions from the evaluation committee project manager do you have any questions oh this is okay i'm sorry um you guys mentioned that you have experience working with brower county could you expand on what you learned what you know the county lies how um what processes you are willing to implement to deliver a good service for parks and recreation sure um so i'll mention just the current case that we have right now where we're working with the county specifically at port everglades and when we received comments we received comments from in-house from the project manager however we wanted to push to see if we can get comments from somebody in hvac somebody from maintenance this is something that we were you know wanted to be sure hey can somebody take a look at our controlled drawings are you okay with our control drawings we want to get real feedback from the person that's going to be maintaining um the facility that's something that we've kind of um you know learned together on that particular project that yes we appreciate those comments that we received those comments were more related um towards graphical and you know things that you know grammar and that sort of thing but we wanted to get some real comments uh from somebody in maintenance because these are mechanical systems that are very delicate they're very sensitive so that's one thing i will say that we wanted to you know not challenge but have that kind of interaction and you know get that kind of feedback uh from maintenance because what we don't want to be we don't want to give you a product yes there was no change orders it went smooth but then a year from now somebody from maintenance tries to maintain the design or that we provided and they say who allowed this you know we we don't want to be known for that we want somebody to walk the site at the end and say yes this is great this is what we wanted um this is low maintenance you know this is very energy efficient um that's what we want to be known for and that's one thing i will say that we brought up in that particular project um outside of that just meeting the cbe goals you know we want to make sure that if it's a mechanical only project we need to come up with a plan right so if it's just mechanical only how are we going to meet the cbe goals and make sure that that plan is implemented and that the consultants are actually providing real value for that project and um following up on that question and your experience with broward county what would you say had been the biggest challenges um getting ready to work so what are those things that you learned from the county that you are prepared to address um one of the things that we learned early on so we were working with don ellis who uh recently retired from port everglades and he was an excellent pm loved working with him um the things that we learned is basically there was a specific format that he particularly wanted for the proposal process um so that was a good learning experience when we worked together on that um the actual excel sheet that we were going back and forth on um besides that very straightforward same similar processes um kind of understanding the standards you know not to keep going back to mechanical and maintenance but you know it would be very helpful to kind of understand um you know what the actual uh requirements would be you know because if there is a specific preference for a uh system type um those are things that we just want to address early on in the beginning of the project thank you any other questions from the evaluation committee project manager yes i have a question um um tanisha beecher bell um i just wanted to follow up on um the cbe goals you mentioned that you prioritize meeting the cbe goals and um given that this contract does not include architecture or civil services we wanted to know um can you highlight how you intend to use your cbe subs services to meet the requirements the cbe definitely definitely so we do have peacock architects as one of our consultants so the thought process was is that for projects where you know it's let's say if it's mechanical only and there's no architecture we're just replacing unit we would utilize peacock services to go ahead and trace the existing backgrounds um for us so we would utilize them for cad support setting up the project um you know assisting us with specifications um if we need to expand outside of just um peacock architects and we needed to bring on other consultants and let's say those consultants don't um like for example a civil engineer or um you know if we had to use that particular civil engineer on the project and there's absolutely no civil engineering scope on there you know we've gotten creative where we've asked a civil engineering firm again trace the backgrounds um help during the ca process you know we're going to need weekly site visits um you know attend weekly site visits attend the oac meetings provide meeting minutes um assist with specification formatting there's so many different things that our sub consultants can participate in and meeting those cbe goals and that's our solution to many of these projects we have projects that we're replacing 55 air handlers at a convention center we have an architect on board that they basically trace the existing backgrounds for us they is they assisted with the oac meetings these are things that we have to utilize our services to meet those cbe goals thank you bobby can i add sure uh also just this is tony shanami um also we had cases that uh it required the air honey unit to be replaced in existing mechanical room we brought in our architects just wanted to make sure on the life safety aspects of it and means of egress aspects of it were in compliance even though it was not included in its original scope but we wanted to bring the architects in there and to make sure uh that we are in compliance in terms of safety and uh nfpa guidelines and another case was running a water to the building then we wanted to make sure that the drainage coming out of the air honey units going into the storm drain meets the the county requirements so we brought in those uh extra sub consultants just as a protection for our clients besides uh the participation on the sub consultant thank you for the additional information the committee thank you for considering our team for briar county's parks and recreation mep services we appreciate the opportunity to share how we can support your goals and contribute to the county's continued success next this is the agenda that we will be following for this presentation between bill richard and i next first i'd like to introduce our team for this project i'm rosanna cordova i'm a long term resident in broward county and very involved in my community through boards and volunteer work and i will serve as your project manager and main point of contact my experience spans engineering planning and sustainability for projects throughout south florida specifically for parks in broward and miami-dade counties and i'm here to make sure communication is clear and your needs are met every step of the way next is richard lender our deputy project manager richard's background in project management and construction along with his mba and cgc ensures our projects stay on track and deliver results and then we have william curran bill brings deep expertise in mechanical electrical and plumbing engineering and leads our quality assurance and quality control efforts next here's a look at our project organizational chart at the top you'll see our five key roles as principal in charge we have jose pratz who leverages energy sector experience to strengthen our approach to efficient and sustainable mep solutions bill and roberto leone will lead our quality assurance and quality control we have on the right ricardo murillo he's our senior technical advisor for emergency management and richard which has our deputy project manager and myself the project manager and point of contact supporting these roles is a well-rounded team including experienced engineers project coordinators and technical staff who ensure projects run smoothly i want to highlight our cbe firms our trusted subconsultants shown in the four boxes with the different colors on the bottom these partners bring specialized expertise and will play a vital role in delivering high quality results for briar county we know mep systems are a big part of this projects but they don't exist in a vacuum that's where csa's integrated team really adds value we look at how these systems interact with the site the structure the architecture even long-term sustainability goals it's not just just about designing systems it's about making sure they're coordinated resilient and built to last richard thank you rosanna and thank you for having us our partners were carefully chosen to develop a comprehensive team of professionals to serve broward county parks and rec and to deliver scope of services our relationships with stoner insulin can cj development gives us the confidence that we expect from our partners millennium although it's a new relationship has the pedigree that we seek when choosing a partner firm stoner associates provides us with utility mapping elevation of floodplain analysis and they're our go-to when doing vertical structures insulin group provides us with low voltage audio visual communications security and surveillance millennium construction millennium construction provides comprehensive elevator services inspection and safety compliance and cj development provides specialty energy and sustainable engineering solar power and future ready mep engineering force with csa being a full service firm and with the assistance of our teaming partners we can manage very project very project types each partner will be integrated into process based on scope and we are committed to this we also understand that the county parks and rec can have both vertical and horizontal scope items and we can range uh that can range in scale and we are we are adept in all aspects of design to construction management as task orders are provided our project manager will direct the cbe partners based on the task and scope and csa will support them as needed to provide deliverables while deliverables while achieving cbe goals next okay the way we manage multiple projects is via our people process and tools rosanna talked a little bit about our people i'd like to discuss uh our process and bill will discuss the tools that we incorporate in detail later in the presentation what does broward county need we believe broward county needs an extension of staff with seamless communication and with the expertise to deliver projects on time on or under budget and with the best quality that the market provides we do not do this this work in a silo we communicate how do we do that with our process we use systems controls a system of controls that start with our corporate culture hands-on communication complemented by budgetary budgetary tracking software as well as our proprietary software tracking system uh using quick base as the base where we provide real-time information to our clients simultaneously at different locations and for the project's duration we also integrate timely internal estimates as we value engineer and we also promote promote resiliency and design and inspections to proactively mitigate emergencies should an emergency arrive our team follows our rapid response protocol next our project delivery approach is comprehensive we're present we're hands-on i'd like to emphasize that rosanna would lead the team once we receive a task she will direct the staff document and communicate with all broward stakeholders csa will thoroughly review the task order for scope deliverables compressed milestone schedules and integrate our strategy within the context of the entire project to respond effectively and efficiently and efficiently to test during the design and or construction we will validate the scope to uh for clear deliverables via our initial evaluation we will utilize our point of contact in this case rosanna to assign to the respective and responsive uh team uh to focus on a solution well we will confirm the budget and schedule through effective communication and we will deliver the project on time and on budget next although csa is a full service meps pm and cm firm that can manage large and multiple projects we are scalable and we can also manage smaller tasks as well to make this point in the photo number one uh you see uh we are where we were contracted to provide an engineer's report for fdp parks and rec uh to use for fema uh the project was a one-story house from the 1800s uh that served as uh as a historic museum in cedar key florida unfortunately it was severely damaged by hurricane helene and although the project was small approximately a hundred thousand dollars in construction cost uh we were able to achieve their goals while working with the tight budget i'd also like to highlight the other end of the spectrum that's photo number two in the top uh the new york city authorities sandy recovery program which exemplifies um a csa project that shows our ability to manage multiple mep focused projects within the complex program management structure with nitra we piloted 34 we piloted 34 multi-faceted mep projects this was a 10-year endeavor and a 3.4 billion dollar budget 16 million square feet of design and construction we we accentuate these two projects to show our scalable capacity we can manage one project or several projects within the same contract uh the other projects that's shown are shown are placed there based on what we should what we showed in the uh project proposal and they are all nap based uh next i'd like to pass along to bill who's going to talk about our technical expertise in mvp thank you richard so what you see here is you know on the left is the finished building we we understand that the building has many aspects while this is an mvp on call as rosanna mentioned it does interface with structural supporting the equipment architectural for aesthetics uh civil for utility connections in and out of the building and and and on the right are those systems of the mep you know the mep ensures that the building works for the function is designed around as well as is comfortable um our team works continuously within the revit environment we ensure that we work through all solutions in a 3d visualization to ensure that it's smooth going into construction we also within that revit environment we analyze where appropriate engaging our blk leica 3d scanner that scanner gives us a full detailed point cloud where we can capture information where as builds may not be available or access may be limited to ensure our team has all the appropriate information up front so we can move forward as seamless as possible next we wanted to talk about one of the items listed within the rfp we understand there are many different mep projects that may come along but here is an elevator project and we wanted to focus on how many different aspects are involved within it the elevators could be traction they can be a hydraulic traction the gears are either at the top the bottom or even somewhere in the middle we've actually faced all three occurrences as well as hydraulic depending where that machine room is they include control boards the machine room itself and that machine room needs to ensure it has proper power it has proper fire stopping it has proper hvac within the car or within the shaftway we need to confirm that structurally it's okay do we include a sump pit does it need a sump pit do we now need to include a sprinkler at the bottom of shaft for hydraulic elevator and also the integration with life safety and fire alarm noting the elevator do you have a fire event are people stuck in an elevator how's that communication ongoing and while it's a elevator project the interface with all the mep components next so our solutions we look at costs in many facets costs can be first cost cost can also be life cycle cost and we find a balance between both of those we understand that the least expensive as well as the most expensive solution may not be the appropriate viable solution for your team and we work closely with your team to get to resolution there all of our solutions are environmentally conscious we look at sustainability local harvesting of materials as well as energy conscious and renewable energy solutions that environmental conscious design also includes that we're not looking to rebuild your facilities all of our designs look at the resiliency and storm hardening that go along with your facilities and any solution we want to make sure broward county is comfortable using it going forward so our solutions include equipment that you're familiar with it also includes detailed maintenance clearances within our design to ensure that you can service it for its lifespan next and as i mentioned that storm hardening you know the goal of our team is to get you as proactive as possible but we understand that that won't happen day one our team is available to include a rapid response team as rosanna mentioned with ricardo murillo and it's multi-faceted in the effect that we look at preparedness you know what can happen then we get into evaluating of what did happen and look into long-term solutions going forward so your buildings don't face the same problems uh that the weather may throw at them next or quality assurance has two two facets quality assurance ensures that it's transparent that it can be traceable quality control includes the technical reviews the constructability reviews the coordination reviews um and also that we adhere to your standards next and our value proposition as shown here we've worked in many different types of projects design bid build design build we've worked in all of our clients for their capital improvement program and understand that and their synergy between our team it's we don't work in a vacuum and as we mentioned mep expands beyond that once you start trying to find how to install a you know large mechanical unit well you may have to open the wall and there's structural support you may have to refinish that wall there's architectural engagement we may have to look to update utilities in and out there's our civil engagement so that capacity is all under one roof next several members of our team are based right here in briard county in south florida our local staff will be directly involved throughout the agreement in sharing responsive communication and hands-on support for every phase of the project in addition to our core team our subconsultant firms are also local bringing specialized expertise and a deep understanding of briar county requirements this local presence means we're available for site visits meetings and quick turnaround on project needs our team offers more than just mep expertise we bring a fully integrated team of architects civil structural and environmental engineers with deep experience in park and recreation projects this multi-disciplinary approach ensures that mup systems are not designed in isolation but in harmony with site architectural intent and long-term operational needs richard bill and i are an rcbt well are available to answer any questions you may have next thank you for your presentation are there any questions from the evaluation committee mr good morning to the team um can you give us good morning can you give us a clearer understanding of your approach to avoid change orders oh absolutely um rosanna i'll take this one um one again we're proactive so one of the things that we like to do is again uh part of the presentation we talked about being hands-on we like to be hands-on we like to have oac meetings at the site we like to walk the site um we're a regular we visit the site regularly um what that does it gives you a view of what's happening on the ground it's not just virtual and it's not just a drawing um and what you can do with that is that uh you you see things as you walk the site you see things you could talk to the contractor uh everyone's there and if you can get ahead of these things um you're able to avoid change orders that's i'll give you a very simple example that happened uh for me while i was walking the site i was doing an apartment project and they had a gate that that actually went in the opposite direction that it should it went in the direction of the traffic it was uh it was drawn that way but they it wasn't drawn that way but they installed it that way based on the the slope to avoid the gate getting stuck if going in the wrong direction but that's a liability for the for the project itself for the owners so just walking the site seeing them install the gate we're able to catch it early enough to predict hey this is a problem this is going to be a liability if you have a car there and this is backed up by another car you're going to get someone's going to get hit so on and so forth and we're able to change that and make a solution uh right there you know bring all the stakeholders there make the change and make that happen no cost um just by observing what is something simple but it gives you an idea of how you avoid change orders in that case there's other ways on the design side by constantly value engineering and making sure you evaluate the drawings along the way um but this is an example of you know how we'd like to approach a project thank you um follow-up question if i may um let's just take a hypothetical in regards to the need for rapid response on this contract let's assume that we have a hurricane that passes through and you get a call from park staff that one of their buildings has no power staff has looked into fpl continuity there is continuity from fpl who from your team would show up on site and how quickly would you be able to get there so first you know that would go through me as project manager and then um you know we would immediately go to the person that is local and or available um and that would either be richard or or bill if you guys can expand on that once once we get identified yeah i can expand on that so that would be an electrical issue um kelsey is within florida local to the site he would be the primary identified resource to support that he would look at you know from your distribution point into your building is there any observed you know uh breaks within that power and that line for continuity he'd also value your main distribution panel in your incoming service are they seeing that it's registering are breakers uh showing is it within your building or is it outside it's that investigation where we physically have to walk through and see continuity point to point so our team would be there uh immediately upon receiving that information again rosana hears it we have identified the staff we'd be out um i would say for for that obviously depending how uh travelable you know truck the you can get to the site um with the roads and that we'd anticipate the next day um going to and walking through that investigation and then keeping your team informed uh through the entirety now if we don't see any observed gaps within it we would then be looking to bring in a contractor to do testing you know let's do continuity testing to see where that is so we can find and alleviate um your gaps the other with that preparedness going forward we we do look for many of our clients to also provide temporary taps if those are appropriate so if this happens and while you're navigating that you can circumvent it tie into your building and um while you do that investigation and that's another way that at least it limits the amount of downtime you have if the problem is more pervasive okay thank you and let me just follow up on that assuming that you have that occur at two locations opposite ends of the county one at cb smith and one at trades when trade winds park how do you handle that yeah so we're not we're not only you know single individual uh alfredo is also local in in the exact same office as kelsey so they we would be doing divide and conquer um they would talk through the methods and the process make sure that they're going through that same sequential evaluation and make sure that we have the solution resolved as soon as possible yeah and and the the the quarterback in all this is is rosanna so we should identify that thank you are there any other questions from the evaluation committee yes uh craig schuler so uh on the org chart the two folks listed for plumbing and fire protection and engineering aren't licensed in the state of florida so how will what i guess what obstacles might that propose or pose for the firm if you win the contract and how you handle those so uh roberto leone and jose pratz both are qaqc and principal in charge are licensed in the state of florida um jose pratz is a mechanical engineer by background so he would be also involved in the qaqc process to ensure that he's comfortable with the review um and be signing off for the mechanical elements which includes uh hvac plumbing and fire protection our our electrical engineer is licensed in the state of florida i will say the ones that are identified actually have uh applied for such um looking for reciprocity but they don't currently have it do you have a follow-up question mr schuler no thank you okay are there any other questions from the evaluation committee uh yes so uh so somewhat following this theme number one of the evaluation criteria references licensed professional engineers who specialize in mechanical electrical and plumbing who are available for field assessments so i think you already mentioned the electrical pe's that would be locally available uh to respond to an incident can you also uh mention the same for the mechanical and plumbing who you'd have available who are pe's to locally respond to an incident do you want to take this or would you like me too if you could yes thanks okay um so obviously it would depend on the incident um is it uh is it at the building entrance i'll be on we likely actually have a civil engineer um look at that because yeah there's kind of the handshake between the building you know face and out to utilities as far as internal to the to the building we do have uh it within the org chart there uh alfredo vargas is a professional engineer as well as jose prats um we the additional engineers that were listed as we mentioned are licensed engineer they're just not licensed within the state of florida we ensure that the full quality review occurs amongst those those disciplines and we go through again the code evaluation the local nuances and ensure that a proper uh pe within the state of florida is evaluating and providing final sign off for all report and assessment okay so to follow up on that uh rats i believe is your principal um so if there was a local incident would he be able to respond to the site as either a mechanical electrical or plumbing engineer in a short period of time uh well electrical would be kelsey um he he is the most local to to broward county um it as the extension of our team we also have uh cj development who are mep engineers and they are licensed in the state of florida so we have staff members there as well including jose pratt so we have a deep enough bench to support your team i i would say obviously it would depend on what the emergency is and we'd evaluate it and assign staff but it's not limited to only csa resources that's why we've evaluated included all of our teaming members as appropriate and within cj development group they are also supporting the mep aspects with local staff that are licensed okay thank you um also i see that you're showing rosanna cordova who we've heard from and richard lendor as the project manager and deputy project manager how do you intend to divide the responsibilities between these two people um how do you intend to have continuity and organization if you're dividing projects between the two so yeah so i'm i'm the pro i'm the project manager so i'd be the person to contact and between richard and i um you know we would decide if this something that i can start and and take over or if he would take over that um one of the things that i i bring to this is you know many years of experience here in broward county and something that's very important to this project is is knowing the um the permitting process because you know the county has its own permitting portal um it's got um the the e-permits and also the environmental permitting and then each municipality has its own portal you know acela and project docks and fort lauderdale has lauder build so it's it's a very important to make sure that the team knows the process and knows how to you know electronically submit submit the plans and make sure that everything goes smoothly um and then richard richard you want to add anything yeah sure um so you know rosanna is going to uh like i said using a sports analogy be the quarterback but i'm not i'm present i'm here i'm shadowing the project um if something uh that i need to jump in on is there you know that that i need to jump in on i'm there i already have history um it's not like i'm going to be working um not looking at the project and then it's brand new you know i'm going to be shadowing rosanna until she if she needs me to step up and and manage a particular project i'm totally capable and and um having a tremendous background to do that so you know and we have and we have a large staff so that if we have a large staff something does happen we we both will get back up also okay thank you are there any other questions project manager yes i have a question just wanted to follow up um could you brief us on your experience with alarms security alarms fire alarms which one specifically all of the above okay um so so so i'll start with with fire alarm um our team has done detailed analysis uh both both testing and design of fire alarm systems for spaces that range from you know single room evaluation up through right now we're actually doing a project at wadsworth lab in um albany new york that's a i think it's now two point seven billion dollar uh lab space and over two million square feet of the integration of all the spaces within both um research and development uh laboratory office space uh servery kitchen and integration of that uh we've for security we do detailed uh camera um into p and id cameras uh personal identification we've done that for many transit agencies as well as uh schools and other housing investigation to ensure that they're properly you know the security there and is notified and you know aside from the design is obviously how that information is um analyzed and how that information goes out so the design doesn't stop just at the you know getting the information it's then evaluating and then notification from there so we look at your infrastructure um how it's communicating how where do you have a central monitoring system is it remotely monitored um where that information goes and work with your team to ensure that that handshake between the facility the information and who needs to know about the information and appropriately respond is informed we also have interlink which uh with bradford who's our our um low voltage so if you're dealing with security so on and so forth he's definitely our go-to person okay thank you are there any other questions for the vendor thank you csa central inc for your presentation the second thank you you're to start thank you well first of all say good morning to everyone um here with us today thank you so much for the opportunity to speak with you all about this uh this contract we are very humbled to be here and to be in a position and to be selected to at least share with you our experience and background that we feel suits uh that suits us best to serve you in this capacity so again my name is nathan hammond i'm president of the company and uh we have a lot to share with you today so let's let's get right into it uh our agenda for today to help us keep the people somewhat organized we're going to do a brief introductions of who's in the room today if you will uh we're going to go through our different different criteria topics that you've asked us to respond to so keep it very very focused on answering the question and then we're going to share with you the end why we think we are the right partners to work with so the people uh people in the presentation today starting with myself um our nate nate hammond i serve as president of hammond and associates um i have overall general management responsibilities for the company and uh which includes our office here in plantation and i'm joined by uh steven farkerson steven hi good morning my name is steven farkerson i'm the managing director of our photo office i'm located right here in plantation john my name is john komper i am the mechanical eor working out of the plantation office hi my name is alex robinson i'm the electrical eor working out of the plantation office as well and so this is this is our this is the team this is the core team that you would be interfacing with day to day on this project on this contract um so going right into how we're organized um so i serve as the senior most executive for the for the firm um so if there's anything that comes up uh i serve as a very major and very important escalation point for you um but it should never get to that point because we have very very capable individuals uh starting with steven as managing director um for that that would serve this contract and then you have john cumper as you mentioned he is our mechanical lead and uh engineer record for uh all things mechanical and you have alex robert alex robinson who will serve as the project manager uh for this contract so a task order comes in uh alex will be tapped to respond and engage with the county uh to ensure that we understand the scope and and come up with a schedule but more about that later on and then we're supported by a very talented staff that covers each of the disciplines um even low voltage um that that will be required for this contract which we're excited to share more with you about after getting to some of our past experience so with that uh let steven take us into our project approach oh thank you nate so as we uh begin working on our project we like to use the lead mythology um so first you know we listen to all the stakeholders and we gather information about the project needs um second you know we visit the site we assess the conditions and and we validate the project scope third we like to advise and provide recommendations you know based on our experience you know there may be certain items that we we discovered during our evaluation that may affect the project scope or may affect the project budget so we want to advise early um of all of our findings and then lastly we deliver we deliver a coordinated set of documents on time and within the project budget next slide okay and so how do we guarantee quality delivery right we have a robust qaqc process in our office uh we use bluebeam studio um and we have a a separate set of eyes looking at those drawings uh different from the team that is working on the on the project um you know this um that thoroughst um ensures that we address all of the scope and that we have a constructible set of plans um and this review process occurs at every stage of the project um at every delivery after schematics design developments um depending on on on what the project need is right we we do it at every stage to ensure a quality delivery now as we work from various size projects we understand that not every single project will go through this step right um some of the products may be fairly smaller we go straight to a 50 percent set um we're we're flexible we'll work um based on the project needs but um that process take place no matter what the scale of the project is um and one thing we do is we keep the same project manager and design team on the project throughout the entire project phase from the initial concept to ca and close out that team will be the same working with you all right uh next slide let's take a look at some of our past performance and some of the projects with similar scope to what we were doing um for you hopefully um so alex i'll hand it over to you to to look at previous projects all right thank you steven so you can see here that we had a prod a project in denya beach florida it's called cw thomas park it involved the community center the sports field basketball courts and and the pool infrastructure as well we did a lot of different systems here it was power low voltage security pa systems coordination with photometric vendors for the sports lighting systems lightning protection and also we are an mep full mepfp firm so there's plumbing systems and hvac systems that went into the coordination of this plant set as well the scope of work for this project mills fund park is the construction of a new amenities building in a central location of the sports fields with restrooms concession area offices for the park staff right and this is shoe trailer park this is a beautiful state park located here in broward county i'm here we there was we toured on um two uh shading structures and two restroom buildings and provided new facilities in those spaces um our scope included brand new electrical service for each of the facilities um electrical power and lighting at each of the restroom locations um and uh completely new plumbing and ventilation also at the new restroom buildings um this project is currently in construction utler bay legacy park is a project where we were the primary uh responsibility for the telecommunications infrastructure serving multiple buildings we had a police station combined with the town hall in the same building we had a community center we had uh you know a pool infrastructure as well for that that we were you know responsible for tying in the internet service providers and also considering the redundancy aspects and security aspects for the entire site but specifically geared towards the police station and town hall which were the main city buildings that were you know a huge focus for the project this is a beautiful site and we're proud of the design that we put into it tagging park is another uh expansive site with you know multiple facilities and it really just kind of underscores the level of coordination that's required for multiple different types of facilities that are on the same site you know we have a beautiful site walkthrough we have sports state sports area not a sports stadium a pool infrastructure and really it just lends to the fact that we have to do coordination with multiple vendors and utility service providers all right thank you alex um and you know going through our project experience you know we have performed on quite a few different continuing contracts you know from uh from the different school boards to different cities and different counties um but the thing the the consistent thing is the work coming from these contracts are very similar um we've done anything from generator replacements elevator replacements new uh walkway area lighting uh new parking area lighting uh new sports lighting chiller replacements or miscellaneous hvac replacements booster pump replacement so these are the type of jobs that we're used to coming from these contracts and and we've done a wide variety of them all uh i'll transition back to nate to look at our project firm's workload yeah thanks steven appreciate that so from work or perspective you know this is a list of a short sampling of what what's kind of driving some of our firm right now um you can see a lot of what we do again a lot of these are park projects as well as well as sprinkled in some other non-park projects they're all on the back end of their design stage and uh you know that leaves room up front for us to begin and fill that fill the uh the pipeline if you will um to start new projects um so the bottom line the big takeaway here is that we do have capacity to start new projects new park projects specifically uh for you all and i'm excited to to to explore what the possibilities there and we can head back to steven really quickly to talk about our willingness to meet time and budget requirements so um you know as we touched on earlier not every project is going to go through all four phases of that we see here um but our approach remains the same right our guarantee to you is that we will deliver within time and on budget you know first you know we work together to ensure that the schedule is a fit for the scope of the work you know and we'll continue to review that schedule to ensure that we're on track and and that any changes to the schedule are tracked and that we're aligned with the project manager that is assigned to the project um second you know we offer the ability to review the budget after each submittal and we know depending on the scope of work that um you know we need to have a dedicated estimate to provide construction costs after each submittal to ensure that um our work is in line with the expectations um if not if we notice there's a issue we'll pivot quickly and offer ve alternatives to ensure that we're compliant with the budget requirements back to you nick um so we are a cbe firm um so therefore we do um are committed to meeting the goal for a cbe but but the goal be even even beyond that you know there may be task orders that come our way that may require some additional service additional consultants to get involved and as you know the cbe program we're a small community but we all stick together you know we do leverage each other call each other about things going on and we will be we'll be no different here if there's a requirement for civil or structural architecture we have a list of firms that we all have worked with for many many years who are cbe firm that we would call upon to continue to support this program that we've been so blessed to be a part of for the many many years back to steven around how we manage multiple projects uh thank you nate uh so like again here we wanted to show you this is our team structure right we have um uh several teams of design engineers that complete and and and and take care of the work um and we have mep project managers and also team leads that don't necessarily produce the work but they are very involved in the project to make sure that we're providing a quality product right um you know our pms um their only job is to ensure that we're communicating with you at a high level and that our team is fully informed on all the project requirements and our team lead their only job is to make sure that we are providing a quality product and to ensure that we're going through our qaqc process so with this we're able to do several projects and and meet those time requirements thank you nate no thank you so we location so as we touched on earlier we are a local firm we're located here in plantation right in the heart of borough county and we're strategically located to respond quickly to your project needs um our entire team will be working on this project they're based right here in browar county um we currently use these facilities with our families um so this is there's great pride in these projects and completing these projects and seeing the ongoing work at these existing facilities and to to wrap things up i think you've heard a lot today and and i think you know what we we think we uh were able to communicate to you all very effectively is that we do have extensive park experience but not just extensive but also local park experience and um so therefore i think we've displayed that today we are local small business as steven just alluded to we're local small business but we're we're locally run right the staff that works in our office lives in browar county and we either they all have small families that are growing families that that um experience these parks day to day week to week um as you you know you may have seen some of the projects we show were kind of small or the scope was small that we had and that's okay with us because those are the important ones for for you know for your operation those want to keep those are the ones that keep the operation flowing keep it moving right so so if it if something comes up when your stakeholders calls you say hey we need something today to get a quick design then we're able to respond um because we are used to doing that and steven gave some good examples of those type of projects and then based on what we depart that the type of projects will come out of this contract we feel that our capabilities match that based on our past experience but also what we think the future will hold as well so with that we are we we want to say we're excited um we thank you for the opportunity we want to partner with you what we would like this contract um so with that we'd like to open up for any questions on the floor thank you for your presentation evaluation committee are there any questions for the vendor could you describe your experience as a prime consultant and as managing sub consultants yeah yeah we can um i'll i'll start and i'll tag on someone else to one of our team members to to expound it further uh so we currently serve as the prime for broward county school district uh where it is an mp contract um we have executed several projects under that contract but we've had to hire not only architecture but also structural as a sub to us so that is very normal for us to do um so we could have been um you know the disconnect replacement or there are children being moved and we had to get structural to prepare the pad for that so we have we do have experience in that respect um and now hand it to steven to see if he wants to add more to to that question thank you date you know again most of our work we're um a sub consultant but we have performed several projects not only with broward county public schools we've also with miami-dade county we've we've served as a prime on several projects with the county um where the the scope is anywhere from uh significant electrical infrastructure replacement to cooling tower replacement um so we have done several projects as a prime and and we're fully capable of it um and and to manage a team uh to provide a coordinated submittal um in in whatever uh submittal requirements um who will be providing your utility location services who will be providing your professional fire protection engineering well we have fire protection engineering in-house so that would be our firm um but in terms of utility locating um per the rfp it didn't ask for us to list anyone but um we have we have several partners that we work with over the years that we would um we can tap on so i wouldn't pick any say any one um but we have we have a handful that we we've worked with for for years and years on on different things um so i i want to leave it open so i don't want to just say a name but we do have uh in uh firms that we can we can work with on that but it was not required that we list and actually designate one firm as to be to be part of this contract for this rfp so one of the uh one of the evaluation criteria is utility location services but moving on from that point could you clarify who the professional engineer with your firm is will be responsible for the fire protection engineering john go ahead john yeah that would be me um as the mechanical eor um i'm responsible for hvac plumbing and fire protection disciplines thank you are there other questions from the evaluation committee good morning this is a this is adriana turtle um you guys mentioned that you have experience with broward county continuing services contracts could you expand on that experience what you learned what had worked what helps to move the work forward yeah i'll start um well i'll start with with really just it's setting very clear expectations up front um which which starts with schedule um but also also learning about how that proper kind of project manager prefers to communicate how they prefer to stay informed um so setting those clear expectations and understanding of how each other's work works up front um has is a very is a very important thing um it helps us kind of gives us some guard rails by which we need to operate within and uh and and we now we know what you know everybody knows what what you expect from each other um so that's one that's one thing we definitely learned and and and arc and and do and a good in a lot of respects um but i'll open up to my team members as well uh as you know uh to add anything more to that question well i think the lessons learned you know it really goes pretty far in terms of the fact that you know issues do come up in construction right and and we do get rfis and and and there are existing conditions in a lot of facilities that you know sometimes you don't know you don't know exactly what the problem is until the contractor gets their hands in behind the panel or they get their hands into the mechanical equipment right so i mean we're always here to help work through unforeseen conditions uh and and also we try to from those unforeseen conditions on past projects we try to alleviate during the design process process on future projects those same conditions so we can try to approach the design in a more pragmatic manner so that we bring in contractors to help us investigate existing site conditions and that's just one aspect right so there's other aspects associated with uh design considerations that okay maybe this could have been more efficient this could have uh we we should have done this another way so we we collaborate on a weekly if not a daily basis on you know how we can better improve our internal functions as well as ensuring improve our internal functions to ensure that the deliverable that we provide to you through our own qaqc process is what meets the expectations of the stakeholders no thanks alex appreciate that steven and john anything else you want to add to that you know i'll add a one more thing is um you know also understanding the the project's delivery method um you know because we've done quite a few projects with continuing contracts for um the aviation uh department also the county and you know in several cases they may use a job order contract or they may have a low bid contract and and with each different delivery method um there's different nuances you know with a job order contract you know there may be more of a need for us to review pricing and provide feedback to to um to our client to make sure that surprising is is accurate so really understanding the the delivery method understanding what where our services are needed and being a partner with our client to make sure that they get the project done for the correct price and on time hope that answers your question thank you yes appreciate it thank you for asking are there any other questions from the evaluation committee mr shuler go ahead craig uh craig schuler uh so for the positions listed in the evaluation criteria for lightning protection design who's uh providing that service for the firm we do we do lightning protection design um as a firm that will fall under our electrical um department uh so which person is that under electric electrical primarily uh i'm the electrical lead for for this office and and would be for for any project coming out of broward county in this contract and for any of the staff that are listed as part of the organizational chart that uh aren't a pe a professional engineer how is that uh work product uh addressed when they're utilized on a on a project how does that work through the firm things but better they're better than john or alex you can speak to it for sure um i just want to clarify what um i mean is do you mean anything that's not on the uh the mechanical or electrical you are how that would be handled is that what you're trying to clarify i guess i'm just uh trying to be clear on yeah i guess the um is there a product review how i guess how are the non uh pe staff utilized within the firm oh i see what you're saying well i mean alex and myself um for our disciplines i mean we are in responsible charge um of those disciplines i mean everything is reviewed um and signed by us at least within our within our disciplines and as steve mentioned we have a internal qa qc process um and that's standard for for all projects small and large and we are very hands-on right so we don't necessarily just get assigned a project and hand it off to the design staff right we are there every step of the way making decisions as part of leading that effort so uh you know we've got the whole office full of designers right outside this door i mean we're we're constantly at their desk we're constantly communicating on every design on most design decisions uh especially big decisions in terms of what mechanical equipment gets specified where the electrical equipment needs to go how big the electrical equipment is all of those specific details that go into every project we are heavily involved in also code reviews where it is necessary um there are always will be some specific projects where not only of course we have to ensure code compliance but there may be code issues with the existing facility that's all those are the tricky ones and we would certainly we would certainly be part of um you know that that's part of our responsibility evaluating and advising the client on those um those conditions where we see them yeah and and to expound on that i mean it's one yeah that they got you know what the guys just said is absolutely correct um but the quality control process that we have is documented i mean this is a standard within the within the organization that everyone has to um has to meet and it's and quality is built into our scheduling as well as steven alluded to that earlier in our presentation that we'll work with you to get a schedule but we'll also let you know hey this is the point in which we're going to time we're going to take to quality control what before we send it to you ultimately so just know yeah no one is on an island here um and uh and you know work work is being checked and to go deeper than that we make our team also check their own work against their own against our checklist that we build um for for for projects so um so that that's hope that answers your question um yes thank you are there any other questions by the evaluation committee project manager yes so i just needed um clarification on what staff would be performing site visits would that include professional staff well yeah i mean uh i'll kick it off i mean we we everyone in our uh every one of our technical staff within the office within our office is is capable and has and has experience conducting site visits and it's and and depending on we as a staff we determine you know obviously whether someone needs to go along with them that may be more experienced depending on the scope itself but regardless um we always have someone you know at least one you know at least two people going on a site visits to ensure that there's there's backup and they're they're challenging each other and asking questions of each other to coordinate while they're on site as well but um but it could be anyone but again i'll open it up to my staff uh to to ask to answer to add more to that question if need be yeah and i think it's important to note that we we do have a very skilled staff and we have a construction administration professional who is skilled in all trades and aspects and you know oftentimes he will catch things on site visits and uh you know based on his experience that we that we wouldn't have been able to resolve on our own and um you know if needed and we go out to the site all the time you know we can have a professional engineer present if that's required to you know coordinate with you as the project manager or coordinate with contractors and you know but that's just part of the process to us right that's not an eight that's not an atypical situation yeah so to answer your question i mean we're not we're not sending out junior folks you know that uh you know less than five you know less than five three years and experience out to a site by themselves no no that's not that's not even the average experience of our staff you know the average experience of our staff is eight plus years um or more so they've seen and and and know what they're doing so um definitely rest assured that whoever does go to the site knows what they're looking at and is able to to coordinate and have a good uh intelligent discussion about what's what the scope may be thank you absolutely are there any other questions for the vendor thank you very much hammond and associates for your presentation and answering all of our questions the third presenter hammond and associates has now completed their presentation and answered all questions this concludes all vendor presentations hammond and associates you may remain in the meeting would the purchasing staff invite all vendors and members of the public back to the open portion of the meeting do any of the ec members need to take a quick recess or break i'd appreciate a 10 minute recess okay the time is 10 27 and we are in recess as the the next order of business is the scoring of the vendors as stated in the initial evaluation committee meeting broward county is utilizing a consensus approach to provide a summarized group consensus evaluation score the evaluation committee will submit preliminary scores to the purchasing division preliminary scores will be tabulated and any outliers will be identified score outlier outliers are considered for a preliminary score that is more than 25 above or below the average score or for a preliminary score that falls outside the 95 confidence interval if there are no outliers the evaluation committee members may adopt the mean score as the final consensus score for each criteria for any outlier score the evaluation committee members may discuss the scores for that vendor's evaluation criteria after discussion the evaluation committee members may make scoring adjustments if desired or adopt the median score as the final consensus score for each criteria the points for location willingness to meet time and budget and volume of previous work are determined in accordance with the solicitation and are not included in the consensus scoring process as outlier scores are not acceptable once committee members have completed their preliminary scores and emailed their respective sheet to the purchasing division i will recess the meeting to allow time to tabulate when the tabulations are completed i will then reconvene the meeting the evaluation committee will then have the opportunity to discuss any outliers identified and to make any score adjustments if any member chooses to committee members are there any questions you may begin scoring purchase purchasing will notify me when they have received all committee members preliminary score sheets and are ready to tabulate all preliminary score sheets have been received thank you as all committee members preliminary score sheets have been received we will now take a recess to allow time to tabulate the results the rationale behind any adjustments the recommended score column in the excel spreadsheet reflects the mean or average score for those criteria without outliers when an outlier is identified the median is reflected we will now review preliminary scores submitted by the evaluation committee members going vendor by vendor in alphabetical order starting with csa central inc if you can make it a little bigger is that possible is there any discussion from the evaluation committee members the outliers are highlighted in yellow this event in the library excuse me please mute no so is there any discussion from the evaluation committee if you want to revise your preliminary score you would state the specific evaluation criteria and the new score and rationale if hearing no discussion may i have a motion for the final consensus scores for csa central inc do you have any discussion this is adriana so uh i know mauricio is from parks and he is scoring very different so maybe did we miss something mauricio why um the company was the score so low or um for the criteria one for criteria number one uh i looked at it they do not have or at least it didn't seem to me that they had a florida pe for plumbing uh including somebody with led we talked about that a number of times that was asked and they said that they had somebody that could sign for them i think it was a sub it did not seem that they had a a plumbing engineer on staff which kind of seemed a little weird um also i did i don't recall seeing anybody for their low voltage telecommunications alarm security technology or they did not speak about it a lot and that's why i scored them like that those are two of the main things that we deal with a lot of the parks any discussion from another evaluation committee member so as a counter to that i would just mention that the scoring criteria doesn't specify that a florida pe is required it only mentions that a pe licenses i understand that uh but as you know the the rules for um construction are very different here in florida especially south florida and i have had many discussions in the field with designers or other people that have been consultants on projects that we've had that were not aware of little details that the code required which ended up being change orders uh that we were not we didn't have the budget for it um small projects that turned out to be much larger because the people that designed it were not aware of certain criteria that have to be met in florida code any other discussion by the evaluation committee i'm sure i'll be asked but also on criteria 3.a they did not mention any work at any kind of a park most of their work was large buildings large facilities which is great but our projects are a little different and i did not see anywhere where they mentioned anything about working in parks so that's why i give them a seven so other ec members uh you also have the opportunity to adjust your score based on his feedback so we'll start on this one as far as experience in the park 3a uh again mauricio gave seven which is showing us the outlier from the other ec members if you can review your notes for information as far as 3a that's on past performance describe vendors past experience on projects of a similar nature scope duration including status of including status of satisfactory completion on time and with budget for the past five years provide a minimum of three projects with references for the scope of work listed in the general scope of services part two objective and deliverables is there any discussion by the evaluation committee or let us know once you're able to review your notes of if you're feeling comfortable with your score adjust it and or the committee can also vote to adjust for the median score so what's showing on the screen and again we're just talking on 3a we'll go back to the number one in a second the mean came out to 12.4 the median which then accounts for in a sense the outlier that would be 14. so craig schuler so for 3a can we commit we can make a recommendation to use the mean instead of the median is that correct correct if again you're not as far as based on mauricio's comments you would like to keep your scores as is and vote to the median score as far as to his points though did you guys see similar or same where parks experience or not parks experience uh the objective and deliverables that were referenced in 3a that's on pdf file page 19 i can list through them but it's electrical power service power data lighting system kitchen exhaust kitchen grease hvac fire expression gas lines elevators electric for pump stations lift stations generators solar powered structures site and support field lighting communication av systems security systems plumbing systems and commercial laundry those were the specific design services that they are referencing for 3a mr terrier brad terrier i'd like to make a motion to use the recommended score for evaluation criteria 3a uh if you could clarify recommended score being the median being the median recommended median recommended score of 14 for evaluation criteria 3a may i this is workload of work workload of firm evaluation criteria number four uh obviously since this is a five point the deviation shows on a score of three given by andrew hiplito um is there discussion or a motion from the ec regarding that i'll discuss my uh my methodology uh quickly is that um a firm csa was showing i believe 60 projects performed within the five past five years and then they were also currently showing 60 projects under work and while they are a relatively large company um i just had some concerns that their past workload for the past five years matches their current workload but they are a multi a large national company okay any other comments or discussion from the ec or recommended motion i andrew hippolito would like to make a motion to accept the recommended median score for criteria four as the final consensus store score for csa central we have a second brad terrier i'll second the motion all in favor say aye aye aye aye aye any opposed motion passes unanimously okay and um we didn't really get to finish this one again for the first deviation under mauricio uh 15 for evaluation criteria one um again mauricio you stated uh if you could recap again uh this is mauricio siegel i don't recall them saying that they have a florida ee for their professional plumbing engineering and that is something that we find to be very useful because of how critical that how different the codes are in south florida sometimes i've had issues with designers that are not familiar with the code here on projects that result in um change orders based on those comments does any of the other ec members have discussion or different points to comment on uh craig schuler i i guess in response to that uh they did mention during the presentation question and answer portion that they have pees available that would review the work for compliant pees that are licensed in florida to review any of the work done by those unlicensed employees right they're they're part of the their subs they don't work directly for csa from what i remember might be wrong excuse me someone's not muted from the audience please check that you're muted so for the other ec members as far as are you taking into account um the sub consultants versus the prime holding the engineering license you know does anyone want to change their score leave as is or adopt the recommended median score i andrew hippolito would like to make a motion to use the recommended to excuse me to use the mean average for this criteria um as the final consensus score for csa may i have uh so for past performance evaluation criteria 3a um it looks like the references they provided were mostly for sub projects where they were a sub consultant not the prime um also the the bulk of the experience they provided was work that they were sub consulting um i didn't see very many projects that they submitted where they were in fact the prime managing sub so that's why i graded them lower on 3a as far as the evaluation criteria too i just saw there was a lack of detail in many of their responses um i would have liked to have seen some description of how they had performed those services in the past or more specificity what they thank you based on his comments does the other ec members have any discussion on either of those evaluation criteria your observations for evaluation 3a or evaluation criteria 2 does the ec members want to review anything additionally or would you like to make a motion regarding recommended score criteria like to make a motion to accept the recommended score for evaluation criteria 2 and is that on evaluation criteria 2 and evaluation criteria 3a and evaluation criteria 3a may i have a second adriana turtle second all in favor say aye of uh performance past performance in parks situations most of their work was predominantly large buildings and facilities and that's why i give them the score that i gave them so you you want your score to remain the same yes okay okay discussion from other evaluation committee members or recommended or a motion for recommended score craig schuler i have a question um can you remind me of what we chose to do for the first contractor when we were making the decision about 3a did we accept the the mean or the median except we accepted the median for them so i'd like to make a recommendation that for 3a for sgm that we make the same decision and accept the median score as the final consensus score we have a second andrew hippolito i second that motion all in favor say aye aye aye aye any opposed motion passes unanimously all right next one evaluation criteria 3b um if we could start with andrew hippolito obviously that is the largest deviation yeah i feel like i threw off the whole all eyes on you so from the solicitation the criteria here was please explain what roles and experience the prime vedra and sub consultants have working on additions renovations and repairs and that was categorized as indefinite excuse me indefinite delivery indefinite quantity ask order type contracts um so they did not specifically mention id iq contracts anywhere in their proposal in their their proposal and when i asked him about it during the presentation i asked him to define an id iq and then to compare that to a continuing services type agreement which i consider to be very similar he clarified in his response that while they have performed them that he does can consider them to be different tasks and different types of projects so he did verbally mention that his company had performed them in the past but he didn't include that specifically in his proposal so i gave him a minimal amount of points for the fact that he that they do have substantial experience with continuing services agreements which have some similarity but i could not award him substantial points because he does not have any experience with idiqs and their project manager himself indicated that there are different types of projects thank you for that explanation other ec members is this something you like to discuss your observations change scores make a motion craig schuler so i would like to change my score on 3b and lower it to nine if you could just give brief reasoning um you know based on what hippolyta or andrew shared um i i'm giving them more credence that continuing term contracts in my opinion and idea idiqs are are very similar but he is correct that they did not mention it specifically so i don't think uh in retrospect a perfect score would not be justified i'd like therefore like to lower it to a nine thank you for that um moving on adriana adrian i would like to keep my score okay thank you there's no other discussion by committee members um again motion to either adopt the recommended score yes you could still adopt the mean score as well red terrier um like to make a motion to adopt the recommended score for evaluation criteria 3b may i have a and number three hammond and associates incorporated thank you melissa for everyone's information local preference ordinance in accordance with 1-74 firms that are determined local and are within five percentage points of a non-local firm has the opportunity to become the number one ranked firm so that is how these were the final rankings were calculated as the number two firm is local and the original number one firm was non-local after application the rankings changed for that thank you the next order of business is acceptance of the scoring and ranking may i have a motion to accept the proposed recommendation of ranking following this three-day period if no objections to the proposed ranking have been received in writing by the director of purchasing a final recommendation of ranking will be posted for five business days if no vendor timely objects or protests the ranking shall be final provided that no county commissioner objects within five business days after receiving notice from the purchasing division of the final ranking once a ranking is deemed final the county shall commence contract negotiations with the number one ranked vendor as a reminder all information reviewed by the evaluation committee is posted on the purchase purchasing division repository including the closed portions of this meeting committee members is there any other business that needs to
