county administrator to serve on this committee based on their experience the evaluation committee members are responsible for following the county's established committee procedures to select vendors which provide the services that are in the best interest of the county at the discretion of the board the evaluation committee members may be requested to substantiate their recommendation and discuss their submittal reviews the cone of silence has been in effect since the solicitations advertisement vendors are prohibited from discussing this solicitation with the committed commissioner's office county staff or a member of the evaluation committee the cone of silence terminates when the awarding authority takes action which ends the solicitation during the cone of silence inquiries regarding this solicitation should be directed to the project manager or the director of purchasing and or his designee also vendors may communicate with designated representatives from the office of economic and small business development at any time regarding the solicitation small business enterprise or county business enterprise participation the summary of vendor rights regarding broward county competitive solicitations was issued in the solicitation the initial evaluation committee meeting minutes have been distributed to the evaluation committee members evaluation members is there any our mission is simple we want to be the brightest and boldest in the industry for all your infrastructure needs our presentation is tailored to respond to three key concerns shared by the evaluation committee at the end of this presentation I hope you'll not only see our technical strengths but also our commitment to working with Broward County project after project let's get started the first concern is to identify common issues typically encountered with this type of contract and explain how to resolve them I am Raja Rabi I'm excited to introduce myself as the project manager for this contract I have 16 years of design and project management experience I have overseen multiple similar contracts with other counties and delivered more than 15 projects as the project manager and you are my track record speaks volumes especially in managing fast-paced multi-disciplined teams under similar contract in addition with expertise in design build post design plans review and a deep understanding of pavement and highway design I try consistently by exceeding client expectations I am I have high availability and this contract will be my priority based on my experience we can classify the common issues into four categories management issues technical issues coordination and finally quality delivery as the project manager my approach is to anticipate and systematically address these common contact issues to proactive planning and robust controls I have noticed five common management issues in my previous contracts those are does the team have the capacity to handle multiple assignments does the team have the right experts does the team have the availability to handle multiple tasks at the same time are the team members experience can the team provide accurate invoicing admin support to address these concerns I want to mention that I will be the single point of contact my risk management approach offers assignment trackers through spreadsheets and a new power BI tool to keep track of the assignments and the teams in real time we are a success minded management team that practices proactiveness persistence and performance on a daily basis with weekly internal meetings we go through each task with our internal project managers to ensure that we are tracking our goals and addressing issues on all assignments we usually encounter these four major technical flaws number one is right-of-way it is important to obtain as bill plans and investigate the existing easements to verify the right-of-way lines utility is another important issue it is critical to involve utility owners early identify conflicts avoid and resolve conflicts as early as possible regarding permitting we need to start the permit coordination with the permitting agencies such as South Florida Water Management District FDEP or FDUT as soon as the design is set we also need to include necessary modifications and address all the agency concerns for constructability we need to meet all the design criteria and address any safety concerns in addition all the concerns previously mentioned need to be resolved prior to construction in this slide you can see a list of projects on the left column various technical issues that we've encountered in the middle and the solutions to the right we're gonna pick three projects in the later slides to go in detail the next one is coordination I have seen both internal and external coordination issues my job is to maintain internal and external coordination effectively to keep their projects on track within budget and on schedule for internal project coordination we will utilize our centralized contract management system ecosystem and will assign dedicated project control team we will keep track of schedule milestones trust worker budget and contract budget will emphasize our timely development of scope and timely approvals of NTPs for external coordination will closely work with the Broadcom EPM and all the key stakeholders to include their input and obtain agreements on ongoing project issues and solutions we will document all the key decisions and will share with the county PM it comes down to quality next a lot of combinations start when the milestones are not set when the design checklists are incomplete or missing patterns are incorrect or obsolete we understand that lack of quality leads into major constructivity concerns which often leads to errors in emissions and claims I want to mention that CDM speed has a rigorous QA QC program we will use appropriate design checklists use correct patterns independent and interdisciplinary reviews using Bluebeam sessions where multiple reviews can review the documents at the same time we also use innovative technologies such as I tween for 3d model reviews and drone footage for field verifications Cypress Village Boulevard is an interesting mobility project in Hillsborough County the scope was to provide a golf cart lane by eliminating the outside travel lanes the key issue was public involvement there was a lot of development that happened after the first public meeting and the new residents did not like the idea of both cart lanes during construction the newer residents raised concern and we had to conduct the second public meeting to bring the majority of the residents on board to successfully complete this project this is another particular to highlight this is a gandhi boulevard at 94th avenue north in finance county the key issue on this project was a multi and constructability due to supply chain concerns during COVID the signal cabinet procurement lead time was long to mitigate construction delay we foresee the problem and we coordinated with the duty and suggested procuring the controller early in the design to be installed by the contractor during construction these this approach saved a lot of time the money was another concern two we had to propose a bicycle and piston detour to avoid a costly empty phase by the way the construction cost system is by our team was within three percent of the lowest bid that received kudos from duties on this project with that I'll let me talk about why CDM we come full circle with rasia taking management we do a top down with him and a bottom up to have a clear direction on the avoiding supplemental agreements that starts with project management documentation our team will support reagents for scope clarification establish objectives identifying any out of scope items especially third-party influences as we lead to post design services uh we'll do conduct field reviews and data collection to help manage and develop a risk register so that rasia can do a project management plan prior to the scoping meeting developing decisions as we get our approved staff hour estimate completed with the county we also will build a critical past schedule and budget tracking system to make sure that we're on track next slide to avoid claims um we need to verify our designs and decisions and that's boots on the grounds field reviews especially an independent qc team as great mohit mentioned we have 110 professionals to have redundancy to have one one set of by more than one set of eyes we'll do constructability reviews to make sure that ada ramps drop off condition common technical issues are addressed early utility reviews with our third-party partners with agencies to make sure that we do not have conflicts leading into our bidability review and quality assurance is key to make sure that everybody is checking the plans accordingly with that said it's very clear that we need to make sure that as we're delivering our specifications and quantities are top-notch making sure that the latest bar county apl update in october is looked at making sure that our eors are taking accountability making sure notes provided by the county are are supplemented by details pay item notes and proper pay item selections are done and ultimately our engineers estimates are phased to make sure that we don't have obsolete items any aged and um uh costs that are have been increasing and understanding that our contingency goes down every phase next slide it also comes with lessons learned we need to make sure that our team understands all the things that create clarity in our plans especially unforeseen conditions and we need to make sure that we're creating training to our staff to make sure that the eors and the responsible people are portraying to the county that we know what we're doing making sure that we have the latest technology and implementing the latest solutions to our county with that next slide is making sure that we avoid delays it doesn't start at a hundred percent schedule completion we need to make sure that we have our completed design at sixty percent so we can make sure all the scope requirements are being met funding agreements um any mmoas anything that needs approvals with the mpos dot and other permitting agencies especially our deliverable plans that our quality assurance are making sure that our accounting comments and resolutions are being met prior to close uh especially with our stakeholders as well and with that i'll turn it over to rachel thank you xavier i want to remind you that we are a local firm within browt county we are comprehensively qualified to deliver all the for your time today thank you for your presentation are there any questions from the evaluation committee yeah this is normal that i have two questions um number one on your um things you say the utility is one of the major uh problem most of the projects and we agree with that uh my question is what would you do to prevent the you know issue that will happen during construction related to utility what would be your approach thank you thank you normal for the question i will start the question this is a growing concern for all the projects we start with the plans production part of it where we are very careful working with the owners to define all the utilities that are there sometimes we have to refer to as build plans to verify the utilities there these do the owners sometimes have gis websites to verify those so use all these sources to fine-tune the location and based on our proposed improvements we try to find out the potential conflicts and we try to avoid those if possible if there is a potential conflict we start with test goals we don't take any chances on utilities those are very sensitive it comes very costly and you can be in the news if you don't take care of immediately so with that approach we try to pinpoint the location of utilities and if we can avoid it our then our innovation comes in to see what else we can do to avoid that part of it and then by doing all of these our approach is to avoid that conflict or find a solution that works for the contractor works for the agency the owners and and most importantly broward county even after all of these in in the construction if any issue comes in that was not foreseen by all of this approach i just mentioned what i do is we start with tesla again we try to understand whatever whatever utility it is what kind of improvements that you are proposing to do i want to bring an example that came to me and i had to deal with this in construction working on south in city of miami beach i was working on a project out on road at michigan avenue where we encountered a under drain it's not really stupid but it's a similar concern that was not accounted for in the design the survey never picked up there was no as bill available it was a historic line that was there from before and when the construction started and when the contractor was working on hearing grabbing started excavating that utility popped up and we had to take care of this concern immediately we had to bring everybody on board we had to find out a solution immediately to find out what you can do to resolve that and by working with our drainage ur with contractor with dot and board we had to bring all the brains in under one roof and brainstorm the solution and with that we could resolve that problem immediately and the contractor could construct it without further delay with that i want to add xavier to add more to this one and if you refer to uh slide 18 of our um our team has a lot of redundancy with survey experts so we have people like keith that will support us with the sioux exploration we worked handily with them and to make sure that we can get the data that we can put into a 3d model we do that independently uh usually from the scope because sometimes the scopes don't have the ability to do 3d but we like to make sure that some of our tools and checks are are done with 3d to verify the horizontal and vertical information and make sure that we have a solution that works um especially with constructability secondly we have people like pinky on our team that that is a ci expert that makes sure that when we do the model we sit down and make sure that there's no fatal flaws in our design to make sure that we're addressing the commitments uh to our design with that i would add that we have heard of the broward county water wastewater requirements we will be careful on providing adequate clearance both vertically and horizontally so by considering all of these factors our approach will be to resolve identify and resolve any utility issues that may arise during construction that i want to get back to to nemo all right thank you for the answer and i have second question one of your sub consultant is not performing well during the contract what would be your approach to um to make sure the county does not get impacted thank you it's a very growing concern too thanks for asking the question if you look at our team we are having 16 teams that we are proposing that has redundancy in terms of expertise it has redundancy in terms of availability so this kind of concerns as soon as that appears and we came to know we will work with our alternative solution which is redundant that we have that's why we have so many consultants if you look at our art chart that was proposed in our proposal you can see that we have proposed 16 teams it's a massive team that is ready to support so any situation that arises here we'll be working with our alternative supports that can take care of the issues that we are going through and provide us support even better not only this our approach will be to keep an eye on those sensitive items if any issues comes in we'll be keeping an eye we'll be providing our education to those elements so that we can keep track of the progress at the same time we want to make sure that those executions are done on time and within uh expectations the county is looking for uh this is mohit i'd like to add here is uh i recently had that experience on one of my project managing i'm managing and so what i did um on on that particular project is i sat down with the sub consultant and understood their concerns and where where uh where the hold up is in in the design and they were needing more time but but we had to meet the summit also what we did is we supplemented their team with our experts to make sure that the submittal doesn't get delayed but they have the right resources to get the things done so we provided the qc support and they were doing the up uh design so that way we we provided additional supports and this is the team we built with additional redundancy for this these type of situations to to address so that at least that we we do understand that it is highly critical to meet the submittal dates on these type of contracts because from the design it needs to be in construction on the planned letting date so with this i'll turn it back to you nirmal thank you no more questions for me are there any other questions from the evaluation committee morning this is luis bellis morning to the cda smith i have a question for you and i noticed that in the submittal that you had you had the rohan as the contract manager but the presentation is something different am i reading something incorrectly no actually no so i'll take the question so the one is no longer with the company he was not with us because of some personal reasons after we submitted the proposal and we informed the county immediately as soon as that happened and before even the shortlist came out as soon as that change happened internally we we had we notified the county regarding this and i am replacing rohan i was originally proposed as the deputy pm and if you look at my expertise i have more county experience and i have more experience on this contract than rohan and i want to show you that converting from rohan to me is not even a concern at all instead it came out as a positive in a way that i can serve the county better and if you look at my availability i have more than 90 percent availability which i can dedicate to the county to address any assignments or any needs that they may have and as i mentioned i was originally proposed at the deputy pm the transition was not not understandable i was always involved in all the process when we did the proposal and i will take this power project forward to the finish line this is mohit as a florida design leader i will add uh one one more thing here is what raja provided is um this this is the perfect situation we were facing when we turn in the proposal due to personal reasons uh rohan left the firm and and this is how we we supplement our team we have redundancy in our team we pull raja right off the bat that raja you you are qualified to lead this contract if we are given the opportunity and and he has managed these contracts with many local municipalities and counties and dot's and in the state of florida so he has the right experience and this is this is the team you can trust when when one person leaves doesn't mean that the contract stops right there so that's that's a team you can trust on with these reasons that we have the staff and capability to deliver your projects back to you louis thank you no further questions thank you are there any other questions from the evaluation committee project manager good morning um so these contracts can sometimes be a little bit challenging to manage due to the numerous work authorizations um who will be the direct support when the project manager is not available can you give a little bit of um a brief ex of a brief um explanation of their experience and will the and will they be able to make decisions um in the absence of the pm thank you uh i'll take the question as a project manager if for any reason i'm not available what we do is structurally we always keep an ex aware of security in our all correspondence in our all assignments if you can see the emails that we have gone through the county you can see that we are not only copying any one person because this is a team that you're keeping an extra layer of security at all times to avoid any unfortunate circumstances as you mentioned in case of for example if i'm not available what we do is internally we always have a backup plan we plan ahead and we shadow the resources in a way that let's say i'll have a deputy pm or that is is located in plantation she'll be there and she'll be copying all emails she'll be serving as a deputy pm role she has over 30 years of working experience so what we will do is we will have this information if anything in terms of coordination or decision that circles around or what is happening with the project always the pm deputy pm and the transportation user as moment is going to be there and we have he's overseeing all of these things what is happening in terms of multiple assignments managing teams are doing these we are not adding one layer of security but we're adding an excel there just to keep options available if anything is goes wrong or if anybody leaves the farm for example the one example that's a prime example we can bring again but if anything anybody's there if anybody is not there it doesn't mean that the project or the contract holds or we are falling behind or we are creating issues because this is the big farm and we can provide the food support with over 100 transportation staffing in place we are always there we'll be making sure that crowd counting is a priority to provide the local services we need and the attention we need that is something we are practicing every day in our other projects and coordination and communication that keeps them alive if any situation may arrive i will work with the pm early let's say for example i'm going for vacation or some emergency i will inform the pm immediately and i'll have a backup plan who's going to take the responsibility from me we practice it in day to day and it happens sometimes in the year when somebody's going for vacation or somebody is on medical leave we have practice that part and this extra layer of security i was mentioned always comes handy and this is not there is no learning card for us as i mentioned i've worked on this sort of country in the past and we had this similar situations and we took care of it by having all of these with that i will get back to you i'll add one thing here is as a florida design leader uh we we take these things very seriously and in the past i went on the three weeks of vacation raja covered me on those projects we talked internally and he was aware of all the situations on the project now raja is going to three weeks vacation in december uh we have already talked about his projects what needs to be done what what needs to happen with the client another stakeholder so we are already um making sure that everything is is taken care of while he's on vacation so that's how we we make sure that our team is fully there to keep the project moving it's a coercive team that works together and we are informed we are having all of those in checks to avoid enforcing and then lastly on slide uh nine of the presentation uh we're going to use the tools uh to keep you informed of the team uh we have bi-weekly meetings so we want to invite staff to our meetings it's not just an internal meeting it's a team meeting so anything any issues whether it's public involvement or something internal like like they just mentioned uh we will have a resolution to any action items that we conduct in those meetings back to you thank you um one second question in the past a good portion of this agreement um the work authorizations were allocated a good portion was allocated to private optic communications traffic signal improvements and adaptive traffic control systems how do you plan to meet the goal the osbd goal excuse me sir it all we hear is kind of jarable um we don't hear you speaking clearly through the microphone is there an adjustment that you can make thank you for what i want to say is that ids is a significant component we have seen the current projects that we have seen if you look at one of the slides that we have we analyze all the ongoing projects the county has we also looked at the next five-year program one of the projects that will be coming out and ids is a big component because i know that the county is working on a lot of adaptive signal and they're working on a lot of projects on fiber optic network in our team we have jay struts he has he's an expert in ids he have designed many projects major skill projects with ids improvements only with that i will hand over to jay start to see how we can handle broad contact these improvements and if you can tell me tell a little experience on behalf that'd be great with that i'll hand over to jash and meet the goal always be the goal very microphone um hey um i'm jay and i do have an experience with a fiber optic interconnector and adaptive signal timing controllers with using the latest atms software improvement like 76 version software that you that we basically use to have a uh as a firmware as a hardware requirement we basically go along with our brovard county approved product listings and uh as you mentioned i have done uh different projects regarding fiber optic interconnects basically connecting the mayor reward count dtmc the fdo dtmc and the future expansion of the fiber optic networks so in in terms of uh signal adaptive traffic signal uh plans and the ids and the fiber optic networking uh there will be no there will be no issues with our uh concept our design and we have uh experienced another resilient team that has been doing this for many others county many other projects and especially with the best uh district seven also thank you so with that okay now one more thing actually jungle you want to add something something something more to this john gold you want to add something more uh this is john gold um hang on you can add something more what jay just said i don't have a lot to add to it other than uh when it comes to the uh traffic signals themselves we have quite a bit of experience in in signal design and the interface with the communications as part of that design and i know with uh your upgrades um obviously it's very important to the uh county and uh we certainly want to help you in making sure that that those projects continue and that uh uh you know that nothing's really interrupted in that progress so back to you thank you john team do you want to add something you can add something yes hi um yes i actually uh started out on traffic signals with pendot so i have seven years of uh agency experience so i definitely come uh look at uh situations from the uh the owner's point of view uh when we walk away you're going to be the ones that have to own this and uh since uh since getting traffic signals my forte and got involved in its more than 15 years ago and uh got into adaptive and designed adaptive traffic signal systems traffic responsive signal systems very familiar with many different types of software syntax uh used in sync and uh received training on synchro green and uh like like the premise uh very much so as far as how it works uh with your you know being installed an existing controller can work locally can work remotely so uh we definitely have a backup like i said with um uh you know multiple people that have had similar experience and we and we back each other up so uh we wouldn't wouldn't leave anything uh uh to chance and uh we would be take care of any problems that arose answering the project manager's question i have no more let me just talk to you know so basically so the the other thing that we need to make sure is like what um what was already explained is that we need to understand uh the the county's uh apl you know making sure that we're using 144 strand single mode cable uh making sure where the backbone is placed uh we have florida its as well with bogao we work closely to make sure that uh we're getting the regional information so that if we're doing any alternative concepts we're taking the regional data for the rtmc and evaluating things and visem so we have real-time data to implement our designs and and provide real-time alternatives uh and solutions to our design concepts thank you come back thank you very much and sorry for the technical for the roadway and traffic projects for hced and we have our overview of the presentation also showing this slide next one please mike so uh my name is sam young i'm the principal of cts um today with me i have mike melendez who is our proposed project manager uh and steve hughes who is our experienced engineer and the lead of our one of the design teams so today our presentation will highlight you why our teams the key personnel their delivery approach a relevant experience with rural county and our response to the committee's of questions and as you can see from the screen of the right top screen you can also see how we link to the evaluation criteria based on the rp and we also from uh today's meeting the cts uh subject expert include brand for roadway funny aloo for traffic operations and safety merciless for drainage peter for transportation planning lease for serving and mapping pilot for uh temporary traffic control dennis for sue and the danny iglesias our qaqc official next one please um so we also have our partners today um joining us and uh we do have hugo um on the roadway side hugo and brian from hdr and kci on the cei side jason from kci and victor from fng on the its side uh rosie from elaine is going to join us and from the structure uh is carlos from asa and on the traffic engineering amasia from go is joining us i want to mention uh is that both asa and the goal are cbe uh firms representing the cbe firm set in our team next one please morning everybody my name is mike and i'm the cts's proposed project manager for this contract uh if we're the sum of our experiences i'd like to take a moment to share mine because i believe they make me uniquely suited to leave this contract i've lived and worked in broward county my entire 27 year career which began at fdot where i developed my foundation as a design engineer i was formerly with highway and bridge maintenance division as a cpms this experience gave me a strong appreciation for operations and i'll always value the trust my colleagues placed in me to deliver under pressure over my career i've designed across a broad range of disciplines roadway site and drainage design bicycle pedestrian and transit infrastructure lighting signing and payment markings temporary traffic control bridges rail water sewer and resiliency projects the projects shown here illustrate how my background spans all phases of project delivery planning design construction and maintenance each providing a different perspective on achieving a successful outcome for the broadview park and boulevard gardens drainage improvements i was a consultant project manager for two surtax and grant funded drainage improvement studies for the a1a lane repurposing project i was the design project manager in eor for the first lane repurposing in broward county on the state highway system for the andrews avenue drawbridge rehabilitation i was the construction project manager for the mechanical structural and architectural rehabilitation of the basco bridge over the new river completed on budget and with zero claims and for the sheridan street bridge emergency repair i managed emergency repairs to the bridge beams damaged by oversized vehicles when managing a team i live by a simple philosophy lead follow or get out of the way when the team clearly understands the goal i let them execute when they need coordination or support i follow and help remove barriers when direction or clarity is needed i step in and provide it always maintaining accountability to ensure a project stays on course and is delivered successfully if you believe a person makes the difference i want you to know that i'm fully committed to being that difference through leadership accountability and results driven focus that ensures every work authorization is delivered successfully so our team is structured to provide diverse expertise with built-in staff redundancy an organizational framework for effective project delivery through clear structure multi-disciplinary expertise and redundancy we prioritize efficient decision making responsiveness and open communication across all disciplines each work authorization will have a designated technical and qc lead to ensure clear accountability we have used this framework successfully on other contracts allowing us to allocate resources quickly to new and changing priorities built-in redundancy means qualified staff are always available when ensuring to ensure continued progress without disruption so we build a team that is technically qualified locally invested and 100 available to support hd hced from day one cts is qualified in every major fdot work type anticipated for this contract our 13 sub consultant partners bring complementary strengths and redundancy across all disciplines making us even stronger together having graduated from the cbe program ourselves cts is committed to achieving the 25 participation goal and have included seven very capable firms to do so so as you can see from the map on the right we have you surrounded tts is headquartered in fort lauderdale just minutes from acd offices our 50 over 50 of 150 staff work in broward county our proximity means we can attend meetings in person or be on site at a moment's notice we're familiar with local conditions and stakeholders and we're truly invested in broward county success our commitment to the community extends beyond our projects cts proudly supports professional and civic organizations such as asce ashe ite compto and wts through active sponsorships and event participation so cts is continuing to grow and as other continuing service contracts have completed we have the capacity to take on new assignments immediately without compromising quality responsiveness or delivery speed cts and our self-consulted partners are experienced delivering for concurrent work conversations and our team and its leadership are available and ready to get to work now i'd like to turn it over to steve to share some of our team's project experience thanks mike cts has relevant experience managing similar efforts in delivering the types of projects anticipated for this contract the countywide intersection improvement prioritization study had evaluated more than 1400 signalized intersections within brown county to identify high priority locations develop preliminary safety and operational improvements as a sub-consult under a continuing services contract with hcd cts developed construction documents for improvements at the intersection of oakland park boulevard and northwest 9 north avenue and using a consultant services contract cts supported hbmd by developing master plans for stormwater infrastructure improvements in two large county neighborhoods rodney park and bovard gardens cts has a general planning contract with bct and provides on-call planning and programming and cts also has a professional services contract with wws for sue and gis mapping and recently completed lead inspections for more than 1600 residential water meters creating a custom gis field application and reporting process to meet the epa strict deadline each of these demonstrates our ability to manage similar contracts of work authorizations meet county requirements coordinate effectively and deliver a high quality results on skin for our self-consultants our self-consultant partners also bring its impressive portfolios of relevant county map project experience hdr was assigned 38 work authorizations under its hcd contract delivering a range of services including intersection improvements case i was applying for prior hcd roadway and traffic continuing services contract delivering plans for adaptive signals mass arm conversions and intersection improvements anyone has two standalone contracts with hcd to deliver plans for adaptive signals at 86 intersections and 14 miles of fiber optic networks fmg recently completed cei services for the port everglades bypass road under a standalone hcd contract and this project included extensive collaboration between the cei hcd resulting in a successful project and lastly under an active work authorization by hbmd asa is currently in the final design phases for reconstruction of northeast 56th street bridge on d later so we understand that the mobility advancement program will be an important source of projects to meet the goals of the five-year building program we're experienced working on surtax funded projects to cover a range of project types shown here now our team will adhere to a tested approach that emphasizes result-oriented management technical expertise and leveraging technology and innovation to improve collaboration and quality we have growth we have a growing sweep of tools as part of our daily work including one drive cloud chairs that can be accessed by county personnel or live beam blue beam sessions for our designers to constantly review their plans and collaborate we're also looking at emerging ai solutions to stay at the forefront of this new technology so our first ect question is identify common issues typically encountered with this type of contract and explain how they would resolve them so some contract and work authorization and issues include you know managing multiple funding sources such as gas tax surtax and grants require awareness of differing state and federal requirements and we will anticipate these requirements to ensure compliance now regarding the bcf 202 this agreement establishes an annual funding limit however there is precedent for amending the agreement to allow flexibility over the full contract term to avoid to avoid delays during contract negotiations we will prepare organized and complete documents like the exhibits for maximum billing rates and to consistently meet cbe goals our qualified cbe partners are can handle major work items and supporting services balancing project definition with unknown risk can be challenging we will work with hcd to identify key uncertainties manage acceptable risks and recommend targeted investigations and data collection to clarify critical issues specialized resources are sometimes overlooked during work authorization development so we will include when necessary with justification now in this understanding the various methods of compensation can delay negotiations so we prepare clear detailed documentation to to streamline review and negotiations regarding cbe goals it is important to avoid falling behind cts is a former cbe and we will prioritize and forecast our cbe participation to stay ahead and communicate with oespd as required since complaint since compliance is our responsibility not accountants now for invoices it's important that they are complete and we will confirm the current requirements for supporting documentation with carolina including timesheets for max not to see billings wage rate certifications and appropriate job classifications that are consistent with onboarding approvals now some technical issues include ada deficiencies which are common and should be addressed when resurfacing reconstructing and upgrading signals now when a project has right-of-way constraints we will assess temporary and permanent impacts early and propose practical design adjustments to minimize acquisition needs or utility relocations resolving utility conflicts can cause critical delays during construction so we engage utility owners early and mitigate conflicts before final design now some project delivery issues include the need to proactively coordinate with regulatory and permitting agencies to prevent late stage delays and also address any negative flow of flow in the schedule with let's say adding additional personnel and avoiding consistency issues by utilizing standard templates and systematic qaqc reviews now our second easy question was describe the intent to provide design and construction documents that will help avoid claims supplemental agreements and delays during in the construction process now project planning gives the earliest chance to prevent issues before construction even begins so we prepare a concise project management plan and qaqc plan that clearly define the scope schedule and budget and responsibilities now accurate data collection is the foundation of every design before we start we confirm the existing conditions with data collection protocol tailored to the project and scope budget or project to the budget for signals nits we verify cabinet wiring conduit paths and the condition of existing field devices to confirm everything before designing we prioritize early proactive communication to align expectations and clarify scope now strong 30 third party coordination helps address outside dependencies for instance we recommend engaging stakeholders early and when appropriate local endurance jurisdictions and communities to align expectations for utility owners we draw on our broward county and fdot utility coordination experience to identify the utility owners early obtain markups and available data and do field verifications and document conflicts and ascd quality levels in the plans ultimately delivering a utility certification memo we stay proactive with regulatory regulatory regulatory agencies conducting cultural and resource environmental assessments and identifying foreseeable dewatering challenges when railroads are involved we have an in-house railroad team so we know review access requirements for both fdot and fdc and also very important soliciting the ceis and put early in insight will improve constructability now as will be documented in our qaqc plan our intent is to provide accurate compliant construction documents through systematic reviews and structured checklists we have peer reviews that are continuous we have independent submittal reviewers and we also conduct visibility constructability and maintainability reviews to ensure designs are technically sound and include everything that they need such as notes pay items quantities and specs for example confirming signal and ITS plans include adequate spare conduits or reference from broward's approved signal equipment list also inadequate temporary traffic control can result in significant delays during construction and we will evaluate the appropriate provisions so that the project is constructed is constructible and the contractor's responsibilities are clearly communicated we incorporate lessons learned from past projects to refine our methods and enhance quality for example we've learned that signal cabinets should be replaced before vehicle detectors to prevent extended max call conditions and including a note that limits this max allowable time is one way to delay the risk without dictating needs and methods now project delivery ties it all together ensuring complete coordination of delivery plans and estimates and documentation whether it's going to bid or to a master agreement now through post design support we stay engaged through construction to resolve rfis and these shop drawings now so what sets us apart once cts is the only locally based firm we also are the only firm pre-qualified at all fdot work types we're the only firm with an in-house mobile lidar system for rapid corridor scanning we're the only firm with an in-house mobile lidar system for rapid corridor scanning and to complement our utility coordination experience we have in-house utility locating capabilities also unique is our personnel particularly our leadership team see brett and i are all former fdot road designers with extensive experience i'm the only project manager with broward county direct experience providing a unique perspective of being a county employee during my time at hbmd i've managed hcd work authorizations through gas tax surtax and grants and i build a strong understanding of county processes through coordination with other divisions like purchasing and accounting attorneys i oversaw design construction and maintenance projects across multiple disciplines our team is structured with local resources and we're not a local name we're embedded in the community our decision makers are here so we make decisions fast and we are built for this type of contract we have multiple professionals that successfully managed between services contracts but simultaneous assignments are varying complexity and we are hands-on and we're ready to get to work thank you very much thank you for your presentation are there any questions from the evaluation committee members normal that i have two questions number one you were given a project to do a master design and then your sue service guy did couple of test tools and it's a utility cannot be verified because of high water table my question is what did you do to avoid utilities and make sure the construction goes and this is the first question after you answer i have second one thank you uh thank you for your question normal so i'm gonna um initially take that and i'm going to turn it over to steve and then um to to also we have brent here as well uh and then on the line we have a dennis stanton who is our utility um services manager he's got 37 years of experience and uh and i think he'll be very um able to speak to some of the the challenges of trying uh to detect things um remotely with uh with water table issues so um i think one thing i'd say having you know been a part of projects where you know we are trying to uh fit you know mass farm foundations in very constrained areas whether it's constrained right-of-way or there's you know a lot of utilities at that location um it's definitely important to uh be able to lower the risk associated with that so you know eventually you know initially you know we start with um quality ase quality level the information that we receive uh from uh markups or from you know information provided by the utility companies such as uh like sonday telemetry that comes from some of the fiber carriers which is very highly accurate data so part of what i'd say is it kind of depends on what type of utility is right so if it's um something that is tonable um or detectable through ground differentiated radar obviously the gpr is i think what you're referring to that challenges some of that water table issues but i think what it is we need to know first like what utilities are we talking about because the size the type um the type of facility that it is can make a difference if it's something that can be adjusted in the field the risk is lower for instance a a low diameter cable and irrigation line something like that but if it's a you know a large duct bank or a larger facility um then that you know increases the necessity to try to identify that so if it could i let me turn that over to steve maybe you can chime in and sure uh thanks mike you know this is a pretty common problem you see uh on a lot of work orders uh so the first thing i would do is you know coordinate with our utility coordinator um we do that in house with him and ifadello and coordinate with our sue while we have some that do it as well you know as you mentioned dennis stanton while the meeting discuss you know the results we'll look at the field pictures see results we'll also reach out to the utility owner they often might not know exactly where it is but they can probably give you a ballpark idea and unless it's a very deep directional bore if the utilities there are mass arms like we're going to hit it you're looking at 15 plus feet depth uh you know drill shaft so you know we'd obviously look for uh an alternate location um see if the level scan uh level b scans are you know available and if so you know if you can avoid it by more than a few feet then you're likely you know clear so we'll coordinate that with the utility owner we can do work schedules as needed you can also have provisions in the work schedule you know for on-site personnel from the utility owner if there's any shielding or you know personnel in place um like i said this is very common you're going to look for an alternate location you know honestly worst case scenario but as needed you develop a utility work schedule to get it relocated essentially you want it either cleared or handled in the work schedule to make sure that there's no delays yeah so i'd also like to before we um dennis before i bring in i'd like to turn it over to brent just to chime in because between steven and brent we have you know a lot of uh experience with um some of these four quarter projects where we're doing signal improvements and uh intersection upgrades so um brent correct i'll just chime in with some experience we had recently on the um corner of uh young circle and um hollywood boulevard very very similar thing that that area has a lot of high what take into the title influence um what mike talked about uh we had to install some light poles the tessle bolts were hitting the water table what we did it was at&t requested what mike was calling sunday this is something that most fiber companies can do they can they can do a specialized equipment where they tow on the line and give us a profile on that line the line was actually like 16 feet below the ground um and all like poles uh foundation was seven feet so we were confirmed that we were clear in that area um other techniques we can do we can always do shallow foundations um usually those for lights uh signals they're you know within the two to three feet um that range and another thing to pick your precautions we work out with utility agencies uh to have a work schedule basically an agreement with utility agency that they will be present on site so that if anything any contractors actually um what do you call it uncovering the utility they can be there if it's very close so that they can protect their facilities yeah and just to follow up on brent said you know i know firsthand is it afa has experience with this doing micro piles unique you know foundation designs for to help avoid and lastly you know we got on the oakland 94th there's some unexpected utilities we met with the contractor cei out in the field and develop a plan a slight little shift to make sure ada was still met we're able to keep the project right and dennis uh could i get uh you to to just give a little bit of insight with your 37 years of experience on on you know kind of getting with those finicky utilities that sometimes the water table doesn't want you to get to yes thank you guys as far as locating the utility cts has had some tremendous experience with these types of situations some of the applications that we've utilized with a lot of success is when we do test holes that are in a high water table we have a self-proprietary system that involves using casing pipe around the hole to keep the groundwater or the seawater out if it's near the intercoastal or a lake or a canal we've had tremendous success with this providing test holes as deep as 20 feet deep in addition to this locating deep utilities we have in-house equipment called gyroscopic surveys where if we have conduits available or we have access to an empty pipe we can put the gyroscopic in there and it gives us quite an accurate depth and that includes northern and eastern coordinates to verify the depth and the x the exact location of it these are two techniques we've used recently successfully in miami-dade and broward and we've had great success with these uh applications regarding these types of issues thank you very much dennis all right normal thank you very much for your question all right all right thank you my second question one of your sub consultant is not performing well what would you do in this situation thank you well first of all we we want to make sure that you know we want to make sure we know this before it becomes an issue right so um if we you know the way that we're set up is you know we will definitely have you know um our participants you know possibly you know handling a major item of work or possibly providing support services and so um through our regular you know coordination and collaboration with um carolina you know we want to make sure that we're kind of getting these health checks about or the feedback uh about how things are going now we understand that that might not you know that you know carolina might not have all of that information to her so i think it's kind of casting a wide net to make sure that um through our progress meetings uh through our regular uh interactions with the county that we're we're getting a sense of of past performance um and we ensure that those situations are not going to be addressed so you know ultimately if we can we can we'll come up with a basically a a plan to address this and that remediation plan um could be you know assigning that figuring out how to you know um get that work assigned to either uh you know is it a uh an assignment or an allocation or personnel issue within the sub consultant or is it the sub consultant as a whole i think that's important to know because you know that will allow us to have those discussions to kind of figure out how to how to solve that issue um and you know so if it's if it's the sub consultant um that's what's great about our team is we have that redundancy there that we can we can bring in and i think everybody that's that's worked on these types of projects you know is just be prepared be ready to react and and be you know be proactive but you know always kind of be ready for the unexpected um just because you know that's what we're here to do is we're here to solve these these issues this is you know poor performance is not the county's issue it's our issue and so we'll be on top of that um and uh and just have candid talks yeah to elaborate what mike said you know us at cts we're the prime we're responsible for ourselves we built our team with the intent of avoiding this issue we know we have honest communication we know their availability and then you find out what the source of the problem is we meet with our sub consultant you know we highly doubt that it would be due to technical skill we have a redundant team that can you know meet any needs of this contract and is it a personnel issue is that they have turnover did people leave and we would make sure that we come up with a recovery plan to ensure that it never you know sort of leaks to the county would be handled internally with our team to make sure that the project keeps moving and that you know there's no issues on the county's end you know uh it's real life things happen you know people do leave that's why we built a team that we have with the redundancies us as a prime we ensure that we could step in at any time and make sure that the project keeps moving and the county has no no concerns or issues um sam i don't know if you want to say anything about that as the principal in charge sure i want to quickly add that of course when we pick this team uh we already have long history working together in many other projects including the projects or contracts with borough county so we know each other's yet their capabilities we know their availabilities uh but again you know things might happen and uh as a as a team cts um is going to take the full responsibilities we are not let the county uh have any um consequence or impact by um underperformed sub consultants we are going to um have internal meetings um with uh uh this particular sub consultant no matter with you know our weekly meeting with them or have um in-person meeting we try to help them to understand what was the issue we try to help them solve the the problem and the issue but again if this you know after the the continuing effort we still cannot see the improvement of the performance the team is going to make a decision uh either we have some other team member uh to step in and help or we will have cts to take over uh the responsibilities but um i think one thing i want to mention is that uh if this particular task involves cbe sub consultants uh we are going to very carefully evaluate that because we do not want our goal to the sub consultant to the cbe sub consultants to be impacted in this sense we still want to maintaining our cbe goals so um you know in this case we might pick another cbe sub consultants to help um to to solve this uh particular situation thank you yeah and uh and just you know as a project manager you know these types of things are the thing that keep me you know that i i am very passionate keep me up at night because you know one thing i've learned being in the private sector in the public sector is is you know just delivering and so it's it's really about you know client satisfaction making sure that you know when we talk you guys are giving us thumbs up and just it's basically keep doing what you're doing if it's anything less than that um we're going to be all over it to make sure that that we resolve that all right thank you for your question are there any other questions from the evaluation committee project manager hi good morning um this contract can sometimes be challenging because of management of multiple work authorizations can you um tell us if the project manager will have a direct report that's going to support them and can you briefly describe the experience and let us know if um they're able to make decisions when the project manager is not present or not available no thank you for your question i think that way i'd say is that the way we kind of set our team up is you'll see that we have work authorization leads and that's steve brent and myself so i would say typically i'm available they're available and so when we get an assignment or we start to talk about assignment we'll all kind of be involved to make sure that we bring forward the best um combination of of team members and subs so you can say that steve and brent um if i'm not available steve and brent are you know the next phone call you can make and you know having you know we we all used to work for dot you know we've known each other for years um and and we're very comfortable um and and kind of know how each other other think um and and respect that i have a hundred percent trust uh in either of them to make any decision uh in my absence and and i think they they would say the same about me is that we um always um support each other and and and that's just what we do because we gotta we have to make sure that minutes don't turn into hours hours don't turn into days and days don't turn into weeks we need to be decisive and make decisions so that we can keep keep things moving forward and brent steve are and myself will be that that leadership team for you um do you mind do you mind showing the org chart slide oh yeah and explain some of the the the lead for the past technical tasks and uh and the direct reports yeah so um let me just cover uh so here on on our um you've seen this obviously probably from our from our proposal but you know this um proposal or this org chart um intends to kind of show the depth of our of our um team across different uh proposed work types that we anticipate um and uh and you can see there's some key individuals that are identified now you know one thing i'll say is that you know when you have this this level of experience and the team members that we have you know everybody is is is a good you know is is a good candidate to to be involved in a project um and so that's one of the things that brent steve and i will do is is working with our subs when we kind of come up with that is what does what do the task leads look like for those components right so you know typically like you know if we're working with you know hdr or you know one of our subs um you know we'll we'll have a point of contact that understands you know workload and and can help us access these resources in a way that is thoughtful and and consistent so i'd say that now i just want to real quick say maybe i'll let steve get his credentials and brent um i i hope i didn't put you to sleep with mine during the presentation but um i've got you know 27 plus years of experience um i've worked i started my career at dot i worked um and uh i started my own you know i started a design engineering firm that was eventually um you know was acquired by cts so it kind of became part of cts um and then i worked for brower county highway bridge maintenance which you know again you know it's briar county is like is in many ways like a family to me and uh and so you know their success is is my success and uh and so you know having that passion for being able to deliver um is what i live for and and and that is what i would say steve and brandon body as well so steve if you could just give a quick you know not quick no sure thanks mike uh i have a over 24 years design project management experience but first half of my career mike mentioned dot and design and the last uh 12 plus years here at uh cts uh managing a variety of projects i've been fortunate enough to manage uh contracts very similar to this um continuing services type contracts uh for my new day county and f2d district 4 district 6 all in the local area um the way we have it set up here is how we've worked on those same other contracts um with brent you know mike is we kind of you know have a lead for the project but the other two are you know essentially a trusted you know day-to-day or when one of us is out to step in and fill in and you know handle the day-to-day like as mike mentioned we've known each other for a long time we're extremely comfortable working together extremely comfortable letting one of the others take the lead you know as needed you know mike as he mentioned is always going to be there so you don't have to decide or know who you're supposed to talk to but he'll make sure that that's filtered um through to me and brent to make sure that um you know any information you need and it's done in a timely manner um like i said these are the exact type of contracts we've worked on i mean i've been fortunate to work on some large projects but really this is myself i know brent as well you know uh i'd say like our bread and butter you know we've done like i said we have the capabilities for larger but really i mean intersection improvements i mean i've managed many many of these i would say this is my most common type of project that i've that i've ever um managed and i think you know together will bring great experience to help make this a successful contract that's right thanks and um brent lee schwing i'll be supporting mike as well here again uh over 20 years of experience um like mike and steve uh first half of my career was with fdot um where i was a designer of a project manager uh engineer records section leader i was a district pavement design engineer as well so i worked a lot with broward county and all my experience is is is focused um in broward county um also with uh cts the last eight years i have managed um broward county uh work authorization um driven contracts um work with mike on those as well and just on a personal to let let um you guys know you know my office is right next to mike's and steve's office in the in you know in our uh headquarters right here in fort lauderdale um also right next to sam's one so we constantly communicate we're always there bouncing ideas off each other and you know just um have that type of redundancy like um so in terms of decision making i believe you guys will be in very good hands with all three of us um and ultimately you know we will make sure mike is in a loop on on anything and as soon as possible i'd also like to say just real quick about this um but is that you know we we're not only managers we're very hands-on um you know i think that uh you know you know if needed i'm i can jump in there and you know use open roads microstation um you know and and draw and design and show somebody what i'm thinking um you develop you know i've developed um large gis applications actually with hbmd we we work together to revamp our hurricane and mosquito control processes so i really um enjoy you know getting in there and helping to solve technical challenges and don't just uh you know just don't defer that to to somebody i really think that that's an important part and steve and brent the technical knowledge they have brent knows more about dot processing than dot does and steve has a and these things are all very important when you need to know who to call or how to facilitate a warrant or you know other things or you know how to get through one-stop permitting or things like that because you know intersections with broward county they have intersecting jurist you know there's jurisdictions right so um there's intersections that are on stages you know they're they're deferred to the state and there's some that are deferred to the county and so all of that knowledge of of that is represented um in brent and steve and they are very good at knowing which of our subs and and and who in our sub consultants um you know what their capabilities are um and that will be instrumental in helping to form our our task teams thank you um okay and then the second question is uh in the past a good portion of the contract of this type of contract was allocated for work authorizations that involve fiber optic communication traffic signal and adaptive traffic control systems can you briefly describe how you're going to meet the goal osbd goal right so we have um you know on our team we have um its capabilities you know we have with uh depending on what it is we have goal um that you know i think is a very strong partner for us um on the cd side we also have healing which you know they are uh you know undoubtedly a leader in some of the the its and adaptive traffic control systems um so i think one of the things is that you know we've in addition to people that might be working on those major types of work um we also have you know our um our sub consultants that for outreach for geotechnical uh investigation for even for survey and test holes um we we have redundancy on our team that are that are cbes so they can help support support that so one thing is that you know we understand that the cde goal is a contract requirement not necessarily a written in stone work authorization requirement but like i said in our presentation it's important not to get behind so um one of the things that that we do when we're talking about work authorization is we're always thinking about that that goal and how to achieve it and how to exceed it and doing that up front so we're always looking for those opportunities um you know we've actually gotten kind of creative in some instances where we've been able to provide services under different contracts um so that it it it kind of spreads out on the non-cde cbe work so that's something that we that we've we've seen and have done um but but i would say um let uh steve and brent kind of chime in but that's that's what i'd say there is that we do have the you know like for instance our capabilities for its and and and the uh fiber optic networks with a specialized um capabilities but we want to look first of all at um what the scope of the project is and and be sure that we're looking at our our subconsultant team um to to make sure that their involvement is is considered um so that we can stay on track with our goals and i'll just like to add i mean uh we understand these types of contracts are very signal ids um even with the adaptive signal um initiatives and i do know we have a lot of experience working with gold who's a cbe the elan um as well as a a bigger firm and i you know looking at the object i think we're pretty confident we'll let amazia talk a little bit about their experience but they're very capable of um the you know complex signal type for you know from simple as replacing signal heads to more advanced as interconnection and the adaptive signal installations so i think we're very covered and we won't have any issues uh meeting cbe goals if um a lot of people work is that signal right ids type work so if you want ideas so they hey mazhi do you want to um add to that they're all about experience about your guys experience with uh yes basically when it comes to adaptive systems myself i have a lot of experience in fact one of the first pilot project for the c6 8th street from tampa to palmerito it was 29 signal that was the adaptive system we use the in sync system we communicated that with it with the with the with the mammary edit system and it was very successful a adaptive system project personally ids we are working continuously with ids projects we have experience right now we are you know we're doing a cctv cameras for tampaik is a intensive fiber are doing wrong way detection for the for the fdot so we're very familiar with adaptive systems and we understand we use a green mini the some of the software in the broad counties but we can work well very well when the adaptive system are complicated with the video detections and then fiber design is something that we do very well so we can handle any of adaptive system assignment as well associated all right thanks i must yeah i want to have elaine um and uh introduce their uh experience and you know past experience and the working with the brow county and also uh hdr but before that i want to quickly add uh cts is currently uh working with fdot 34 updating their tsmo master planner at this time uh funny you have been working on this um you know in the past uh 12 months can you introduce a little bit about that and about you know how we work with the fiber optic infrastructure excuse me sir is i think you've the presentation we can see your presentation and we see that you advanced a couple of slides i believe we i advanced one and went back one yes okay is that what you yes that that's what we saw all right okay um we are going to reset the timer for 15 minutes and you make you may begin whenever you're ready we'll begin you know my name is armando aguilar modeling engineering uh thank you for the opportunity to present today to our team's qualification and our approach to this contract um we're going to be outlining outlining our experience technical depth proactive management uh so that we can deliver projects efficiently on time and within budget with that said we organized our presentation to respond to questions uh that were brought up during the evaluation meeting um and also the qualification the evaluation criteria of the rfq so with that issues and solutions under this contract um obviously you know traffic signal systems many of the county's existing signal systems uh are facing um challenges like aging controllers uh limited right away concrete conflicts that make upgrades difficult in some of the corridors cabinets have mixed and outdated equipment making it hard to integrate with the county's advanced uh traffic management system and also to connect to the traffic management center we address these issues early coordinating with the utilities during design identifying available conduits path and standardizing controller and detection equipment for food system compatibility our goal is to streamline the communication between the field and the tmc reduce downtime and simplify future maintenance we apply the same approach hundreds of intercessions across south florida also as a prime and as a team we have collectively done hundreds of uh different signal systems um adapted traffic controller and also fiber optics across brower county the adapted and fiber optic systems often face issues like limited bandwidth signal dropouts permit delays uh when permit delays specifically when going uh through uh a rail crossings and as you can see here in this picture this image we have an example recently our sub consultant roida ids here with us in the room um working with the county for an installation of fiber under the fec railway um you know this process if you try to do this takes up to six months uh just in permitting and the county can face a fixed right away occupancy fee of five thousand dollars per year indefinitely uh so our team proposed alternatives um using either using existing fut conduits when available or installing wireless radio systems on a cctv pole this solution removed the costly fec fee and also avoided months of permitting delay intercession improvements many of the intercessions of the county are dealing with aging infrastructure type right away there's poor drainage conditions in many of them outdated signal operations all leading to congestion and safety concerns we often find ada issues on rams crossings utility conflicts drainage systems that just don't perform well our team focuses on early coordination public involvement is critical resolving utilities and drainage conflicts all before 90 percent uh design summators we consider traffic data and geometry to improve the intercessions uh improving signal system and timing operation and the option of of course runabout as an improve for safety and flow whenever applicable this is a good example on the left here uh the image of the runabout you see is a project we did here internally in marlin is a all-color runabout project it's actually four different locations multi-lane runabouts and we handle everything from the traffic study design and also post design services and the project ended up being recognized as project of the year for safety and operational success complete street and school zones our goal is to design streets that are safe connected and accessible for everyone whether you're walking bike drive or take transit we treat every project as an opportunity to apply complete street principles not as a one-time picture but in in our in our car in brown coming we designed several complete street projects like west hisborough boulevard this picture you see here on the on the right is a graphic from west hisborough boulevard which is actually on the construction right now andrews avenue which is also on the design with with the farm with you guys uh we also deliver all the projects for the city of miramar miramar complete street phase three and four johnson street for the city of hollywood and uh lions road pedestrian lighting which are actually working on that one now uh to 100 percent uh under the broward county mpos mtech contract continuing services contract our approach is to combine safety ada compliance lighting drainage landscaping all all of this while coordinating closely with the local agencies and to maintain community character now drainage and stormwater storm projects uh some water projects in bravo county face um really challenge conditions like high ground water tidal mud flow sea level rising and limited outfall we start every design with the detailed modeling to verify capacity on their sea level rise and design storm scenarios our team coordinates early with the permitting agencies south florida water management fdep army courts local drainage district all to meet the erp and npdes requirements streamlining the review and also avoiding recent models when the gravity drainage is impossible we design pumps systems tight flex balls elevated outfall to maintain discharge and resiliency during construction our cei staff verify trench depths pipe slopes materials and force erosion control measurements like seal fences to repetitive barriers ordinate bypass pumping during tie-ins to prevent servicing interruptions and interruption and environmental risk bridge work in broward county it's complex there's aging infrastructures uh structures tidal conditions limited access spacing um most of the county bridges are over 40 years old so our focus is on rehabilitation and replacement that extends the service life and to meet fdot and ashto lrfd standards and we coordinate early with the broward county highway and bridge maintenance division fdot fdep south florida army force um we manage the square hydraulics permitting on the erp and section 4 force our design use corrosion resistant materials score protection race free boys to handle sea level rise and storm surge so what sets marling apart as a prime consultant uh marling is a full service planning design traffic engineering firm 34 years of experience all of it uh specialized especially here in south florida our main office is in broward county uh right across from fdot district 4 building um project management is key also um you want a project manager that have done this before many project managers have done plenty of projects uh but they don't necessarily have the experience with continuing in continuing services contract or continuing engineering contracts like this one so i have done plenty of them including i've been managing the miami-dade county container engineering services contract as well as the npo mtech also have as a company successfully managed and completed over 75 continuing services contract well over 35 times throughout south florida and including broward county of course christina thank you armando uh marlin has various data collection equipment and capabilities including drones two counters high definition cameras that utilize artificial intelligence to capture data and a data bank which can capture pavement conditions noise photos and videos not only the facility but the surrounding area excellent uh this is an example of our high definition cameras utilizing artificial intelligence this is a project that we did with city of fort water down the broward mpo the before the before counts are on your upper right hand corner where you can see pedestrians in yellow bicycles in red and the movement is just kind of all over the place people walking and biking all over the road once the bike lanes and crosswalk were installed the bottom right photo shows kind of a little bit more order or change in behavior you can see the bicycles in red using the bike lanes the pedestrians in yellow using the crosswalks another example we collected data after after i installed this crosswalk at the city full excuse me the full order high school you can see just the sheer number of volumes of the different modes of transportation from vehicles in green the buses in blue the bicycles in red and the pedestrians in yellow doesn't show here but our data can also capture uh scooters and then marlin also has a lot of experience with railroad grade separation studies from planning to design all over florida we're currently working with the barrett and peon city full water down pompano beach six different intersections five at the fec and one in pompano at atlantic boulevard at the tri-rail tracks our team is currently evaluating whether it's going to be feasible to put in an underpass at these locations once we determine make that determination we'll be creating the conceptual design for whatever is feasible the photos here to show you some of the locations the data we've captured we've even even utilized our artificial cameras to capture train data with that i'm going to hand that back over to armando thank you armando thank you so another thing that is very unique to modeling specifically as prime modeling as an operation and maintenance team that includes certified bridge inspectors structure engineers and commercial divers forming nbis inspection for bridges hovers mass arms science structures and seawalls including seawalls at the ports for every glaze for miami um you also ask you know how to avoid claims change orders and delays some of that so our goal is always to prevent the issues before they reach the field every plan goes to marlin improving qaqc process we do a check back check and qa verify by senior engineer to ensure constructability and compliance we focus on risk management early identify utility conflicts drainage tidings and permitting constraints tracking them to formal risk register so they don't turn into a costly change order later during construction we stay fully engaged attending meetings answering rfis immediately and working side by side with the county and the contractor to resolve problems before they take a effect um and and affect the schedule we've been doing that with his borough has been working phenomenal with his borough boulevard specifically and through uh solid documentation and lessons learned from previous projects we continuously improve our designs uh that's how we you know stay and and deliver plans that build cleanly with no surprises no claims and no delays ability of the key personnel as you can see our team has that redundancy across all disciplines providing seamless coverage and build the end backup for every task possible under this contract we exceed the county's 30 cbe we've been doing so we're going to continue to do so um as that's required and our partners and our firms will bring proven experience with uh brower county as you can see again you know just showing some of our uh leaders and partners each partner is recognizable leader in the field with proven records you can obviously going to be recognizing the faces and you can see the depth of their experience and years of experience again you can see the depth redundancy and ability of our teams for any task under this contract past performance um you know nothing speaks better about past performance than our that our clients references and as you can see here and as you saw on the proposal as well we get excellent all across the board uh these are some of the examples but we got plenty of those um because of focuses is is is our the client and to be able to deliver the project uh with efficiency and safety in in mind workload uh of course you know the workload as we're wrapping up projects our availability becomes higher and that's the same across the board for our team and of course we anticipate by the time this contract gets executed that we have a lot of availability and we can focus our effort on there uh to this contract willingness to meet the time and budget and uh basically we track every task with project schedules you know microsoft project schedules we use and we use mitigation plans for any potential delay budgets that are aligned with the schedule milestones um so that the county only pays for the verified progress we understand how that works and we've been doing it with the county we use risk management and value engineering as well to avoid cost impacts before final design and keep projects transparent and accountable from start to finish volume of previous work only a couple projects um we're basically wrapping up is borough boulevard is under construction um and then andrews avenue is heading to 60 percent and low stress mobility uh project is also heading uh towards the uh moving towards the end and as you can see we stay committed again to exceed the county cbe requirements um and in closing you know on behalf of marlin and our team um thank you for the opportunity again to present and to be shortlisted uh considered for this contract and we look forward for continuing partnership with borough county and delivering the safe and efficient and resilient projects that our community uh needs thank you so much thank you for your presentation are there any questions from the evaluation committee for marlin engineering hi uh this is normal that um your team is given to do a master design and then you you you did uh test tools and then the test tools say that uh utility cannot be verified due to high water table so my question is what would you do in this scenario to make sure that county project is not impacted sure thank you uh for the question so all right so first first of all you know the um you know we did if we if we conduct uh test holes and there's a difficulty it wasn't it wasn't found we will know certain information we will know at least when when do we hit that that button that the utility wasn't found or when do we encounter that water as you mentioned or when do we encounter a rock or any other type of thing so that tells us at depth and uh we make judgment based on that for example uh if you're installing a um pedestrian uh signal and you know has a foundation of about uh a foundation that is two feet and width and three feet that um say that that encounter was deeper than that then we realized that we wouldn't have an issue we also have let's say if you encounter uh even more shallow um then we have options we can provide and we've been doing it in many of our projects we provide options different design on the foundations uh shallow foundations for pet falls or rv's or uh that sort of installation now mass arm as you mentioned mass arms have deeper foundation um we have to look at the option of uh you know how to uh pick you know like make make an adjustment where we're going to place and make modifications to the returns for example we can open up space by modifying the radius returns at intense stations that gives a lot of space and we can start shifting around we make modifications as such um you want to go through yes yes at least uh from a drainage standpoint if we're talking about high water when um when they're when they're doing test holes out there some of the things we can do is also look at when the test is occurring we know that i we know there's a lot of rain high water in september october by january february the water table goes down quite a bit so we can also look at depending on the schedule if we can maybe reschedule the test toll to when the water table is lower in the event that we cannot reschedule we can also look at obtaining a dewatering permit depending on how how tricky the or how how critical that test information is we can also obtain a dewatering permit to allow the um the contractor to to dewater into a local um drainage uh exfiltration trench or local drainage system yeah and just going back a little bit you know i was talking about geometry and we do it quite often actually last uh between this year and last year we um designed if i'm not about 60 uh a total of 60 indecisions here in modeling engineering as a prime not not to mention that we have depth and redundancy or some consultants that can do the same thing but um many of the things we ended up doing when we encounter something like that is you know a lot of geometry changes we can play with the radius return as i mentioned we can uh do a little bit of shifting uh we've got to look at the configuration of the lanes if we can make any adjustment to that as well but this you know so there's there's things that you things like that with the geometry where you open up space so that you can install um the mass arm we want you know you have to consider many things um the placement of the mass arms um you know is there's us builds right when we start the utility process we we request markups if we don't see good information then we go and request us we always request us build from the gecko but we emphasize it if we see that there's not a good record on the markups and we cross-reference these these records you know we make sure um not to mention that the surveyor themselves they're scanning the area uh we can call 811 and they'll have they'll mark it up and we can go to the field as a designer and see exactly where all the lines are running in addition to the tussles of course so we would know uh based on us bills markups and those verifications of 811 um you know we we will have a pretty solid idea of where the locations are and then with the bbhs if if unfortunately that one wasn't we weren't able to to uh to to achieve it at least we have the ass bills and we have a pretty good idea of how they bid is or whatnot but in the case of mossheim we know the foundations are so large uh deep that we have to make sure that that um that we have to make sure that um that we make adjustments so we're not there vertically so we we move away horizontally that's the key and that's how we do that gpr helps a lot um you know of course but gpr is already part of the process that the surveyor is doing but it is a type of verification we will know for sure if the utility is there we have to see the level of the utility as well right is it you know how how critical this utility is um the size of it and all of that where how is it how is it moving we can verify sometimes we can look at manholes if it's a sewer line that gives you you know we can go back to a manhole in a sewer line and we can see the inverts and then we can get a better estimate of how deep that line is we can do similar things with um all the type of systems you were going to say something yeah in the case where you have a mastermind you have a high water table condition um there is extensive coordination that takes place during the design as well with the geotechnical engineer to explore different foundation alternatives for example you can have shallow foundations and depending on the size of the mastermind the checks that you do um that's a that may be a viable solution also you can have a drill shaft that uses a permanent casing um and you know we would follow the wet construction method um that it's in the fdot standards and specifications uh in cases of utilities uh where you have a mastermind that is in conflict with the utility you can straddle that utility using micro piles we've used that solution before many times uh micro piles are very efficient they're they're shorter length but can handle lateral loads and vertical loads as well so it's a it's a condensed footprint that would not uh reduce ada uh requirements on your sidewalk yeah that's very good and also uh you know you we we typically like to have a mass arm uh in each one of the approaches but you all we can also look at the options of double arms and the scenarios where it's really difficult in one of the corners and using the arms as a way to mitigate that issue as well anybody else thank you next question are there any other questions from the evaluation committee project manager hi good morning um this managing this contract can sometimes uh have many work authorizations at the same time and can be challenging so who will be the direct uh support for the pm would you guys uh will the pm have a direct support and can you briefly tell us what the experience is of that person any of that person can make any decisions in the absence of the pm yeah absolutely uh let me let me just go back here to the presentation just real quick um let me know if you can still see the screen you guys can still see yes okay thank you so so basically you know we organize ourselves and this is a typical for our continuing services type of contracts with past task leaders as well but these are professionals you can see on the top portion of it these are professionals that not only um they have the experience and they handle many many projects throughout the years but they have a lot of experience also managing contracts as uh like this right so this is a way to be more effective on task workers um managing task or multiple task workers at the same time where we have um lead design lead teams uh members uh rafael lagos jenny betsy jeffers paola riveros eileen acosta that any of them can do um what i do and uh and we can you know we can manage any task orders efficiently have tons of experience doing the search so that's how we organize ourselves now here internally to modeling engineering one of my um task lead as you can see is rafael lao who has 31 years of experience is actually our chief engineer he has done uh all kinds of work incredible um going ranging from his experience ranges from a structure uh even bridges and whatnot uh roadways for many many years uh interchanges um um shared use paths shared use path uh complete street developer projects roundabouts roundabouts i mean you name it uh he has done everything possible um and he's uh my my second and the lead here at modeling engineering specifically um so that's that's how we would handle that so our redundancy also in the management of the contract as well during your absence during your absence decision making during my accent um my absence and thank you for bringing that up because i kind of like forgot that portion of the question but during my offset of course rafael i was can leave that and here the great thing about marlin is that we have we have so many professionals high level across the board um christina uh leads our our planning team um you know jeff who's here with us in the room has a tremendous experience and many of you guys know jeff over the years they have been managing multiple conflicts um and so we are you know we have the authorization to make decisions um especially rafael definitely has uh will be the first one in the line uh to do that uh jeff yeah i just want to focus in real quickly on the word support um you know this contract will be supported by our financial services team absolutely and armando showed you three current contracts with broward county the broward county invoicing process is very detailed we will and we are um i can say now we're experts in it and we will have our invoices ready on a monthly basis we get them up the door by the 10th and jenny brind is an accountant and she's a specialist and she will be dedicated to this contract to maintain flow of funding definitely and she's she's been working in all of the broward county projects that we that we are doing and um you know she's uh specifically available to support this contract um you know so uh that's it with that question we'll move on to the next one thank you yeah thank you um the next question is um in the past these contract um a good portion of it uh the work authorizations have been used for fiber communication traffic signals and adaptive traffic control systems how do you plan knowing these how do you plan to meet the osbd goal yeah no absolutely we first of all we have redundancy on that um in our team tremendous redundancy um with um we have uh florida its here in the room with us ball we have um helen in our team and we have hntv as well um all of them have a lot of resources to handle specifically um to handle specifically all this this type of design and we and marley engineering as i mentioned uh also uh in the in the last two or three years done all i think like close to 60 different improvements uh such now with that let me just share while i'm explaining this because i moved it but bear with me for a second and uh specifically to your question the cbe target as you can see uh we not only do we have many cbes here that are specialized in and and work constantly in broward county but out of them you know as you can see we have florida ips boy if you wanted to add something to the sure um as the brower county based engineering firm or a cbe um and sbe registered to brower county and we have a lot of experience to design and deliver adaptive signal control a fiber optic network and its design uh specifically you know for uh dedicated to brower county and in our team actually in our current team we use some of the cbe teams for instance longitude survey they are in our current contract design contract we use other cbe firms uh in our team so in that case we can you know guarantee we meet the cbu cbe goals um that that's one thing another thing i want to emphasize is we have a lot of experience uh in our team to deliver atcs adaptive traffic control and fiber design uh like amanda just mentioned we have our team we have elan engineering those two teams basically we rotate the county's design project for this type of project in last five years so i can give you really tons of examples like the hollandale beach boulevard design uh us us1 um university drive and currently we're working on uh flamingo and sheridan street so we have a lot of experience we understand that the county's design you know procedures and we also understand the construction and the system integration issues we learned from previous uh project so uh with our team we can guarantee you know the county we can deliver the project uh textbook orders associated with adaptive control and the fiber optic design uh you know in uh minimized uh we think the uh the design with the design schedule and we think the design budget so no and also thank you you know to add to that we have as you can see and our cbe team all right engineering asa go all of these companies they have worked in traffic signal systems and designing traffic signal systems and they will contribute as well on on that spectrum and like bo mentioned you know all of these projects also require other specialties like geotechnical survey and as you can see we have uh cbe geotechnical we have cbe surveyors um you know and any other design tool not only on the on the profit signals and adaptive control etc any decision type of improvements but you know ssn uh the cbe as well and uh e plus engineering for our cei team we have two cei teams uh but e plus is a um a cbe uh eric if you want to add anything to that yeah and good morning and thank you armando um i'm here to represent e plus i'm the president of e plus engineering construction where as armando was discussing we're a cbe firm located in sunrise um i've known armando for many years and we've been working together for many years we're very happy to support margin engineering on this contract even though a lot of the tasks are going to be more design related uh for the cei component of the project um we have a lot of experience working with brower county we have in-house support services currently uh working with brower county today um in addition to that we've done a lot of coordination of brower county traffic engineering on fdot projects uh we're currently working as well with um with port everglades and uh for dario international airport and we're very familiar with the brower county standards in addition to this specifically for this contract um we are currently providing uh ci services to a 270 million dollar contract uh for miami-dade county traffic signals and signs uh so a lot of that experience will transfer over well to this contract so the combination of our signalization ci experience uh together with our brower county experience i think will allow us to provide good ci services okay um thank you thank you are there any other questions for the evaluation committee the third presenter and as the south florida lead for rs and h i will ensure that our team provides you with the support needed to effectively and efficiently deliver this contract now we'd like to introduce our presenters from rs and h jimmy battaglia contract manager lindsay coren for drainage and permitting esteban gonzalez for structures jackie hart for construction engineering inspection and from choice eric shesabal for its and traffic now i'd like to turn it over to jimmy battaglia thank you lisa good afternoon and all please note our presentation follows the evaluation criteria as noted on the top left of the section of the slides and i started with availability of key personnel my name is jimmy battaglia and i'll be serving as the contract manager working closely with carolina on all aspects of this contract i'm supportive of local leadership with phil schwab as the project officer and lisa as the project director i'm also by qc managers and dedicated project controllers i lived and worked in broward county for 23 years and i've been with arson h for 16 of those i also served as the contract manager with nirmal for this same contract which expired on 2023 over the last seven years we've built strong relationships with highway construction engineering division and other county departments giving us a deep understanding of your goals and expectations i'm also supported by a team of work utilization managers that are experts with between 14 and 40 years of experience this team structure allows us to manage multiple work organizations at the same time ensuring each one receives focus attention efficient coordination and the right expertise to achieve your goals all work authorization managers and myself are supported by a large pool of staff covering the services for the three main project stages planning design and cei as well as a shared pool of associates for common tasks across those stages the next two slides highlight the depth of resources and the many associates ready to support this contract the required services are shown in blue and our city staff members in green demonstrate our strong commitment not just to meet but to exceed the cbe participation goals together as a team we have managed more than 50 work order based contracts completed over a thousand work orders and over the last seven years i have personally managed more than 30 work orders from planning design and post design services our approach to contract manager revolves around communication and accurate reporting i will hold regular meetings with my work organization managers to address issues early i will also hold monthly meetings with carolina to provide her with project progress and financial updates using technology like power bi will track funding to stay within ceiling limits and ensure compliance with all cbe reporting requirements our work authorization approach starts from scoping working together with the county we define the project's purpose and need assemble our tailored team with strong cbe participation perform field or desktop reviews and pull your clipping tickets on the administrative side we determine the right compensation method and develop the scope and sapphire estimates following fdot guidelines then we will move into negotiations once noticed to proceed this issue we set up a clear basis schedule and create a project management plan that identifies every task for the first 30 to 60 days to build project momentum at kickoff we meet with the county pm and the design team to share all relevant information like existing utilities and ask fields we also address early critical path items such as runaway utilities environmental issues and permits during cbe during design and ca support we develop plan phase submittals that meet the project goals and comply with the county and fdot standards while coordinating utilities and permits for cbe projects we ensure that we maintain compliance right throughout the construction finally we deliver our contract documents uh providing full post-design support assisting with bid documents rfis and shop drawings and for cbe projects we oversee close out and including submittals such as such as as bills and final payments throughout the entire process communication budget schedule and quality remain at the forefront we hold regular meetings with the county pm track progress weekly manage changes proactively and make sure that every deliverer goes through our qaqc process in planning controversial or high-profile projects can be really challenging at us and age we create a customized public involvement plan to build agency consensus and community support we also develop concept alternatives and visualization of videos or renderings to help agencies and stakeholders clearly understand the proposed improvements and allow them to provide consulting feedback fostering trust and transparency on the border areas bypass road project and the airport successful connection project we connect extensively across various county departments and develop a video encompassing all major projects in this vital economic hub for our county for the bypass road uh rsnh planning efforts helps the count help the county secure duty grants and assisted to advance the project into design and construction we congratulate the county for successfully opening this major project to the public just two weeks ago today going from planning to rework calling in only six years similarly for the southwest ten street project rsnh was instrumental in securing public acceptance and moving the project forward into design after more than 20 years of efforts by the department in design runaway and utility coordination in urban areas can be challenging for the raw calendar session improvements project we coordinate close up with utility owners during design and post design to address overhead fpl lines and multiple better utilities successfully fitting a new master within the right of way while maintaining the existing span wire and meeting all osha and utility clearance requirements urban growth introduces challenges such as overlap such as overlapping projects and unexpected design conditions rsnh works with the county consultants and contractors to resolve these conflicts and keep the projects moving on schedule as we did on the zinhauer boulevard project where we design our drainage to match the convention center reconstruction plans and on vcat's exit road project where we adjusted plans for the new terminal funding improvements and unknown utility conflicts we also ensure safe school zones coordinating directly with local school staff to include their feedback in our animal team plans and incorporating complete street elements such as we did on the 56th street and the 0700 projects which added or warranted sidewalks of data signing and payment markings bus stops and bike lanes improving safety and mobility eric our team has the capabilities to provide all signalization ITS services as per the scope our collective experience ensures that any signalization improvement can be achieved from retrofit new signals fiber ITS and merging technologies we are familiar with briar county's preferences standards and their advanced capabilities we have established relationships with briar operation staff like charlie zoo and his team to ensure key operational maintenance considerations are factored and this is because we have staff at the broward tmc for contact sensitive solutions at state road 84 master's replaced from to change from split face to concurrent to alleviate freight congestion talk at the flam at flamingo the first pet scramble in miami-dade county emerging technologies like the northwest 119th street expansion project the first connected vehicles project in south florida keys coast and other innovative projects like flashing an arrow for left and right turns pedestrian leading intervals passive pedestrian detection we have specialty certified sap like imsa level 3 and this allows us to identify issues during design instead of waiting for construction which streamlines the deployments lindsay so for stormwater management systems on planning and project development type projects typical challenges we encounter include limited site data availability and the need for stakeholder and permitting agency buy-in our approach to tackle these issues includes early documented coordination with stakeholders and leveraging available data such as lidar gis as belts and existing permits this is something we successfully did on a shared industry expansion project where we work with the agencies to obtain conceptual permits for design projects challenges include dense utilities and arterials and commingled drainage with adjacent properties we also typically see flooding driven projects that have accelerated schedules in this region we also experience high groundwater tables and tidal impacts our design options our approach includes schedule reviews at ntp to prioritize critical path items like utilities and permits we leverage constructability and maintenance reviews with the angle to have cost effective resilient designs one of our projects a1a pump stations and seawall shown on the bottom left this is jointly funded by broward county it's currently in construction is aimed at alleviating tidal flooding and we obtain permits in about 12 months for post design project challenges include delays on utility relocations and the need for fast turnaround rfis we also encounter temporary drainage and other emergency issues that have to be handled our approach includes strong cei collaboration up front for timely cost effective solutions our quick responses are also enabled by our local issue familiarity an example of this is esr 700 emergency repairs project shown in the bottom right where we're able to construct temporary repairs within four weeks of bank washouts esteban thanks lindsay during planning we address challenges and issues to decide reviews and analysis to reduce uncertain uncertainties and ensure constructability at northeast 56th street bridge the lack of asbio plans required additional evaluation of the existing structure leading to a recommendation to replace the bridge we emphasize early collaboration to resolve conflicts before construction and avoid delays at sunrise boulevard and turnpike interchange we um at this phase bridge replacement we demanded heavy coordination with the utility agencies the water main district and the permits due to the canal and the confined right away we also help our clients maximize available funds while delivering successful projects we design solutions that address project specific challenges and remain cost effective we we accomplished this in the county road 158 where project where we secured state funds through the scott program and delivered the rehab project under a compressed schedule to meet funding requirements another project is the kewfield road we replaced the existing bridge with a box cover this was the most cost effective option that satisfied they had rally requirements for for the project and beyond bridges we are also experts in designing miscellaneous structures including um signal mass terms ids pole foundations and retainables okay on to jackie our cei approach starts with selecting staff with the right experience for the scope we identify stakeholders such as utilities and maintaining agencies before construction and we hold pre-activity meetings prior to each new scope to set expectations for the contractor inspection staff documents compliance to specifications and plans bother eggs and performs materials tracking throughout the process our cost control includes daily and monthly reviews of field quantities and pay items and we perform monthly review of cei budgets to stay on track we proactively mitigate nois from day one by identifying issues and maintaining open communication with the contractor for the last 10 years our southeast florida cei projects have closed with no outstanding nois due to this approach preliminary punch list inspection are done as scopes finish to address items early and our final punch list is generally minimal once final acceptance is achieved we close the project in 30 days or less jimmy thank you jackie so rsnh is committed uh to continue providing broward county with exceptional service i'm fully available and committed to the management of this contract on the top part of this graphic uh you will see all rsnh stats on the bottom part you can see that our team has more than 200 associates including 17 sub consultants so much which are here with us today 10 of them are cbe and 15 are headquarter or either have or have local offices here in broward county as you can see on the map on the right hand side of the screen we're committing to meeting the time and budget for the life cycle of each project by using project control tools to monitor schedule and budget our team has a depth of resources to handle the three million dollar per year coming out of this contract and our range has a depth of internal experience resources to self-perform and deliver working assignments like we did for a sharing and noise analysis and the poor bypass road video now we'd like to address evaluation committee members topics raised during the shortlist in response to nemo's concern we have discussed most contract issues and mitigation strategies shown here throughout the presentation we will focus on the first two and can elaborate on others during the q a if needed to ensure accurate and timely content reporting we will assign dedicated project controllers and leverage technology for real-time tracking forecasting and reporting if any staffing changes should occur or depth of resources and built-in redundancy allow us for seamless transitions without disruption to project delivery in relation to luis's concern we have achieved 39 work authorization under the previous contract with no claims or construction delays this success came from strong quality control lesson learned checklist constructability reviews with our cia team and responsive experienced staff providing solid design and innovative post-design solutions on the cia side our team has had no notice of intent to claim a closeout over the last 10 years this is accomplished by working together with the county and other clients consultants and contractors to address issues early and provide solutions to avoid impacts to construction schedules and budget that could later turn into claims to address amanda's concern this is what differentiates us from other services and firms our contract officer director manager and robo we have high availability depth of internal resources and redundancy we do not depend on a larger firm to perform the services for this contract we have the local know-how most of our associates working under this contract are part of and have been have a vested interest in our communities we live and breathe for our county you'll get a tricky operation with our intimate knowledge of hybrid construction engineering division goals and needs getting your proven results with our learning curve most importantly we will use our extensive experience to provide the county with cost-efficient constructible and maintainable design which translates to construction cost savings and value added throughout the life of all our projects in closing we have the local staff and subs with the right knowledge and experience we can self-perform if needed we have successfully created the same contract for you before we are your trusted partners let's create tomorrow together thank you for your presentation are there any questions from the evaluation committee yeah this is normal i have a question about utility you are given a project to design a master foundation for a signal and then sue service came up and say that utility cannot be verified due to high water table how do you ensure that project is going to be done what would you do thank you thank you for your question i just want to clarify you want us to let you know what do we do if the suey firm cannot verify the utility right right he has a high he pointed out on the sue test toll that he and the high water table he couldn't really identify exactly what are the utilities uh so what would be your solution with the high you know with the high water table here in florida that happens a lot um however you know i'm going to rely a little bit on frank on this question um we will ask the suey um sub consultant to go out again to the field and try to those those locations and then frank if you got assistance for that yeah hi um our underground utility investigation is not only based on the on the subjects but we use on other other resources like ground penetrating radar uh and electromagnetic readings uh we will be able to verify most of the locations using underground assault tips by even when we the water table is too high our technician has enough experience to locate the depth of the utility with the airlines and other technicals uh use and on the on the side we also have the ground penetrated radar that provides with the vertical reading based on the ground elevation and we could provide the uh the designers with uh approximate location very accurate location of the vertical uh position of the of the pipes thank you yeah so it's pretty common with mass arms um when we're designing especially near coastal areas that specific scenario and beyond the suit consultant providing detailed information we've also worked with the utility owners directly where a sounding request is requested so that's something we go through to make sure all the information that we have to be comfortable and ultimately if it's not if we have an issue there's a direct conflict and we say okay it's not clear we don't want it wait till construction it's coming up with alternatives whether it's relocating the mass arm itself or coming up with a shallow design like a shallow foundations those are a little more challenging just because you need larger sidewalks but usually if we if we can't find a design we will find an alternative to mitigate that issue during construction thank you thank you did that say your question yes thank you are there any other questions by the evaluation committee project manager hi good afternoon um managing this continuing consultant services contract can be challenging because of the numerous uh amount of work authorizations will the pm have um somebody that will be their direct support and can you briefly give us an um a description of their experience and also will they be able to make decisions in the pm absence thank you for your question so um you see on the screen we have the orchard alex paradise is one it's going to be one of the work authorization managers he's actually um you know my right hand here in the front office he will be heavily involved uh with the technical of most of work authorizations um on the management side you know we have lisa that she's going to be supporting me so in any moment that you know i'm on vacation i get sick anything like that happens you know lisa will participate on our monthly meetings uh she we also have meeting internal meetings that we do here in our for our office about our projects every other week so she will she will know or she'll be aware of everything that's going on with the project so in case of anything happens she will take over the management side of it and alex paralys will be taking uh charge of all the technical um issues or any technical challenges that we have at that moment um i'm gonna pass it on to lisa she's sure can i worry a little bit yeah thanks jimmy um i guess the other part of your question was the experience that we have helping jimmy with supporting this contract and with you and i would just add that alex paradise has over 20 years of experience working here in south florida and on these types of projects in the highway design group so in terms of his technical experience you'll find his resume as well in the proposal package um he's he's as jimmy said right-hand person knows what's happening with each of the technical side of these work authorizations for myself i have over 24 years of experience and i'm also managing have managed a very large contract a similar type of contract at gec and we understand the details in the complexity of how a contract like this with multiple work authorizations does need to be managed and i would like to just point out the project controllers nadia and shannon in our office they're local and shannon's experience working with fll on other similar contracts for brower county and managing work multiple work authorizations we know what reporting needs to be done um we also know how to manage this efficiently and tracking the funding as well as uh the work authorizations the invoicing and um the overall contract period schedule for each of those work authorizations so we will be supporting jimmy while we will be managing an oversight meeting each month to make sure everything is on track in terms of the schedule in the budget um and and we hope he's never sick but if he is i'm here to make sure that everything goes seamless together with alex and our project controllers so please know that you have our full support with us thank you and i would like to add you know that we will manage multiple local organizations at the same time as well you see on the screen we have at least here work authorization managers that are both rsnh and subs right and the way we plan to to manage each individual work authorization will be depending on what the scope of those work organizations is you know if we have a cei work organization it will go to jackie as as uh as project manager for not a specific work authorization so besides having me as a contract manager you have another level of management for each of the work organizations with the staff that we are showing here okay thank you and then the second question in the past um a good portion of the work authorizations for this contract has been allocated to fiber optic communication traffic signal and adaptive traffic control systems can you explain knowing this can you explain how you're going to meet the osbd goal can you repeat the last part um knowing that um this contract in the past has been um like the work orders a good amount has been allocated to traffic signal um fiber optic communication and adaptive traffic control systems how do you intend to meet the osbd goal okay so um on that carolina um from our team we have jim goo he's our its traffic lead however we have you know choice as a sub to us um they're very strong on on fiber optic and tsmno so i'm gonna you know we we our plan is to use you know cbe subs uh efficiently to be able to meet all the all the contract reporting goals and you know by having redundancy you know this is something that we have for to our orchard and or to ourselves having that redundancy we are not going to be doing all the tasks for the project right so we have a lot of city subs choice will be one of them that's uh their specialty is part of the tsm and all and adapted traffic control so i'm gonna pass it on to eric so he can explain a little more about their experience and on those type of projects right sure so adding to the local part we do have an office um off of sunrise and and the sawgrass expressway um we do specialize we're also doing work with district four uh we have staff there at the broward tmc is where i was mentioning earlier and why this is important is because a lot of these tech these deployments that say adaptive particularly now the the county that's using mostly synchro green which is software specific adaptive systems there's also fiber let's say the county is predominantly if not almost 100 fiber when they can unless it's not in construction where it will be in temporary like in cellular and then regular signals that's that's that's our bread and butter that's essentially what we do what we specialize at choice what i oversee with my team i have a group of dedicated designers that only does production of its and signals and its includes the adaptive the fiber the emerging technologies uh i was i was personally the engineer record for connected vehicles right we're well aware of southwest 10th street we'll be deploying some 10 uh connected vehicles that's through the state but if the county is interested that's something that we have the capabilities providing but also other things like transit signal priority and event emergency preemption thank you thank you okay are there any other questions from the well thank you so much for the opportunity to present on this incredibly important contract we've had a fantastic working relationship with broward county and we're really excited to continue that relationship as you can see with us we have a ton of people but what i really want you to take away from this slide is not just the the incredibly excellent and experienced people that you see on this slide but the fact that these are probably the same people that were here five years ago or 10 years ago ultimately what you're getting with with metric engineering is an experienced staff but a staff that has been here consistently and is very likely to be the exact same staff that you're dealing with in five more years let's just dive right in you had asked us to address three particular topics the first topic was identifying common issues typically encountered with this type of project and how metric would resolve that well over the last 14 years we've come up with a number of issues and with that a number of systems one is managing multiple concurrent twas ultimately when you're doing that it's incredibly important to be organized have experienced available personnel capable of handling overlapping assignments and having weekly internal meetings so that we can go through everything we also try have tracking logs where we keep everything squared away and communicate on a week by week basis this also assists in managing the schedule and budget those same weekly meetings are where we go ahead and take a look at our schedules make sure that they're updated regularly utilize our deltech system for our budget for budget clarifications to make sure that we're staying within the county's budget we also know it's incredibly important to keep our county pms and contract administrator informed for that we use the experience with our county first of all to prevent problems before they occur then we can simply tell you all that it's handled however when issues do arrive we keep moving forward while pursuing resolution in other words we don't let projects stop just because one issue has occurred we can go ahead and track that separately and continue moving forward another thing that's really important to understand about this contract is contract usage tracking all of the work worth authorizations to stay within limits the reason that's important is because oftentimes we're working in with separate divisions and they all have their budgetary limits their project managers and we need to go ahead and keep them informed and make sure we're tracking all of that ultimately though we also need to make sure that we're involving the contract manager and all administrative items so that they have full visibility another big piece this is a big contract it's not impossible for the county to come up with every possible solution so solutions not just identify problems for y'all ultimately the goal here is for to present multiple solution options to our pms or a contract administrator clearly outline the pros and the cons of each approach and let you pick the one that is best for the county stakeholder coordination is another piece this contract does a lot of different things no this working with the cities the dot other agencies incredibly important luckily for us we've had the opportunity to coordinate with all of those over the last 14 years and develop relationships that facilitate that moving forward we also understand and accommodate each entity's unique requirements as far as utility coordination we have an incredibly experienced utility coordinator named Rhonda she does a great job in identifying potential conflicts early in design and construction this is important for this contract we're also aware of florida statute 337.403 which can impact the costs of any kind of relocation with regards to communication lines i believe over the last seven years for that reason adjusting alignments and sequencing to minimize impacts will be critical railroad coordination what can i say they were here first and at the end of the day they will affect your schedule if you let them so it's very important to go ahead and on both design and construction to bring that in as quickly as possible early as possible get kind of get that piece taken care of so that your project moves smoothly another interesting thing about this contract since we do work with so many different pms as well as our contract administrator invoicing is critical giving you guys an invoice and having it reviewed by multiple people that is not correct timely or accurate really wastes a lot of y'all's time we take that very seriously cindy ramirez has done a phenomenal job for us working with the county for probably a decade now as well as heidi bethural and ultimately we consider that an important part as well which leads us to quality control implementing a comprehensive qc plan for all team members including subs making sure that we conduct biannual cei project audits and utilizing independent peer reviewers for objectivity and quality reviews responsiveness is also incredibly important adapting quickly to changing priorities or conditions and maintaining a real-time communication with our pm and contract administrator location we're located right across from your tmc so we're able to be there as quickly as possible so we can be as responsive as we need to accurate scope and staff hour development is incredibly important as well being very very thorough and also being easy to work with on the staff hour negotiation side a lot of times you guys need this stuff done quickly and a lot of back and forth is going to cause problems on demand cei coverage sometimes you guys just need an inspector when you need an inspector we will jump through hoops to make sure you have what you need there supporting a project through the project life cycle whether it's planning design construction we are there with you till the end we take pride in the fact that whatever we've developed for you is something that we can go ahead and jump on right away ability to address all county needs hey you guys called us and wanted an atspm presentation you've wanted um adaptive presentations um you've needed an environmental in-house person whatever you need we are a full depth firm with over 400 employees that can accommodate it which brings me to depth of staff we also have redundant coverages ensuring schedule continuity during peak workloads and the last piece is the cbe piece we take this very very very seriously we were formally a dbe 40 plus years ago so we make sure that we mentor our cbes and if necessary we step in and take care of something if we need to so that you're not a part of that training process in a negative way a couple things here we we average a score of over 4.0 with the county you can see over the last three years we've jumped from a 4.09 to a 4.29 and then just to kind of clarify something i noticed in the introduction you mentioned that we had not um turned in our references i think that wasn't just a mistake um it is shown in your uh it is shown in your matrix and we received all excellent scores on all three of our references so what sets metric apart from the competition just as the prime vendor not our subs well first it's a proven track record what i just talked about 14 years of experience with you guys broward centric communication we're going to communicate with leadership project managers our contract administrator a knowledge of our broward of broward policy and procedures consistent and experienced staff staff that not only knows what they're doing now but has been with the county and will be with the county through this contract over the next five years comprehensive in-house capabilities cei design traffic operations and yes environmental unique project expertise established cei partnerships we have great relationships not only with the stakeholders but also with the contractors and we mentioned the invoicing expertise we've worked with you guys for 14 years done over 33 school zone upgrades 24 intersection upgrades 11 fiber designs 80 plus cei projects and over the course of that time we've done about over 160 task work order authorizations we also have staffing capacity and availability we've grown our staff so that we can go ahead and handle this size of a contract appropriately so basically as the next con this previous contract ends those same people are available so we are fully available and committed to jumping on this contract right away and as you can see here in the map we are right across the street from your tmc continuing what sets us apart contract management and communication we just talked about a lot of this in the previous questions staff assignment and work order authorization tracking making sure you track everything jumping on your budget making sure you're on top of that making sure that our sub consultants are managed and in the case of cbe's trained weekly senior leadership reviews to identify any problems and and access any resources open communication and workload supervision making sure that we're handling multi-agency coordination we're really good at this rapid resource deployment design in-house cei we've got to be there when you need us proactive management guarantees quality we're going to do everything as early as possible all that stakeholder coordination everything else i just talked about and we're dedicated to providing you the best possible customer service at all times specifically on the planning pd and e side we're experts in public involvement engineering analysis consideration as well as traffic safety and roadway analysis of course tsmno utilities railroad coordination we just talked about data collection 3d renderings we can help you with grant applications independent peer reviews as well as some really cool graphic designs on the design side we've done a ton of traffic signal systems adaptive fiber optic networks roadway intersections school zones with you guys like we just talked about but we can also handle bridges drainage signing and marking landscape architecture and structures finally in cei we've got just a tremendous cei team with 80 worker authorizations that do a great job they handle construction contract administration field inspection construction schedule analysis claims avoidance which we'll talk about in just a moment qaqc of course and then permitting environmental compliance change order and scope management field documentation reporting project documentation cost control and as-built records everything i just mentioned can be done by metric engineering without the use of our subs and again emphasizing we are a full service firm that can do anything that you need us to do plus we have a great sub team this gives you a sense of the depth of our of our team a lot of this most of these folks are metric engineering folks some consit staffing consistency same pm myself since 2011 same deputy pm since 2016 we have established relationships with your staff we have redundancy at just about every position we have skilled staff for unique projects um we have in-house folks that we can provide you the expert invoicing team and yes 15 subs and eight cbes and these are our stars of our invoicing team heidi and cindy and then this last piece even though we we're not talking specifically about subs the management subs of subs does fall to the prime and you can see our cbe history we hit our goal in our last contract and we're 12 above on this contract which provides me which brings me to providing design and construction documents that will help avoid claims supplemental agreements and delays in the construction process well on the design side what that means is accurate design plans and specifications accurate quantities and a detailed design focused on constructability we want to make sure that we identify any potential environmental utility right-of-way permitting or uh or conflicts that can impact the cost and schedule the project before the schematic submittal then do an extensive field review before design knock out the design work through the various phase submittals and then ultimately do a constructability review with our designer and our cei staff we all we're big on early identification of risks that's we've that's come that's something we've discussed earlier coordination with adjacent projects and keeping the county informed of potential risks stakeholder coordination identifying all cities and municipalities involved in projects and incorporate their requirements identifying transit agencies and public requirements identifying utilities and railroad again we've talked about that and then quality control for all documents and all submittals including the subs and then post design timely review of shop drawings and rfis which brings us to the construction side of this claims avoidance plan number one doing a constructability review right away the biggest thing on claims is identify them early and often so that you can go ahead and address them with the contractor before there's a cost impact identify and resolve the potential issues early coordinate with the utility cities and other stakeholders as well as dot communicate with the contractor and our pm daily and weekly mitigate any potential schedule delays make sure we track it with an issue log ensure inspection staff are informed in tracking all potential issues and maintain dedicated issue files with daily reports photos and documentations our cap or claims avoidance plan is a living document that we're going to update consistently emphasizing early coordination with utility coordination system integration planning and scheduling claims analysis support for metrics metric management staff during our weekly and project meetings all of this has led to zero claims over the last 14 years we've had to deal with change orders but all at the project level that being said if a claim arises we will immediately escalate and enhance documentation efforts collect daily reports time stamp media correspondence and schedule analyses evaluate the merit and entitlement per the contact county contract procedures issue prompt well-documented recommendations defending against unsubstantiated claims while resolving valid ones ultimately our cei staff is led by peter and mariso they are fantastic they're going to give you great contract management compliance and coordination they're excellent at the mot side which by the way is critical for both design and cei they're going to address and solve issues hence no claims and they're also going to work hard on the procurement of materials because that with the supply chain issues has become an issue so why metric unser bass broward experience we've already gone over that 55 authorizations and counting just on our current contract over 14 years we have a multi-discipline in-house capabilities we can provide you staff no matter what you need when you need it we are a consistent local team right across the street from your tmc we're adaptable and responsive we have established relationships myself josh ricardo charles peter mauricio and others all have strong ties to the county pms we have a strong administrative staff known known collaborative communication and proven performance ensuring no learning curve and with that we'll take any questions thank you for your presentation are there any questions from the evaluation committee uh normal data i have a question when a cv farm does not uh do a quality jobs for your project what would you do or how would you handle things thank you well so we've had um we've had a real life experience in this and so there's a couple things first of all we are very cognizant of maintaining our cbe percentage um at all times the first thing we'll do is it's mentoring what are they doing wrong what can we do to assist what can we do to handle on a day-to-day what needs to occur in other words we're going to make sure that we are we are propping them up now that being said we have had situations where even with the additional assistance even with us jumping in um and and trying to kind of work side by side with them we have had a situation we've had situations where they still struggled in those cases we don't want the county ultimately to pay for to to pay a price for that so we have jumped in and we've assisted them more directly to get them where they needed to go josh did you have anything to add sure yeah just to follow up on that that's a good question normal um um what dale is saying is our approach is you know we are ultimately responsible for our cb cbe subs and we feel responsible for anything that's submitted under us so we have like dale said have run into this and i mean we we honestly we've we so much as almost babysat subs we've walked along with them we've had meetings with them we've sat down with them and shown them exactly what the process is how we do these things um how to how to get a product that the county will appreciate and that has value so uh we've done that we've done that with multiple firms um we did have one firm that we really liked on our current contract um that unfortunately um the firm they decided to retire they had some health issues and so you know we had trained them up and we moved to a different firm and began training them up as well uh so you know we do have this redundant cbe staff and we have this plan internally for how to train them on projects to make sure that they're successful we're successful and ultimately you get a uh you know a deliverable that you all can rely on and count on that that quality thank you josh all right thank you are there any other questions by the evaluation committee project manager hey hi good afternoon um this contract can be challenging because of the numerous amount of work authorizations and can you tell us if the project manager will have a direct support what their experience is and if they're going to be able to make decisions uh when the project manager is absent yes so as a project manager i'm also our executive vice president so i have full i have full um autonomy with regards to metric resources to get anything done we have over 400 staff or over 400 staff of which 240 work directly for me the large majority also work for my counterpart who is also on the call our other executive vice president robert lineares both of us work closely together and we make sure that all resources are available at any given time if how if however um i am unavailable for whatever reason josh reichardt our deputy pm has full has full access to all of those resources to go ahead and make sure that he has everything that he needs basically guys over the last 14 years we've we've done everything we can to make absolutely sure that we are here for you at any given time and every single person on this call knows that that is the mandate that whatever you guys need to be successful we want to be a part of that we want to actively come alongside of you whether that's resources whether that's time well you know whether that's training your training cbs we're all in and we're available at any given time okay thank you and then the second question um in the past this contract um has had a good portion of work authorizations allocated to fiber optic communications traffic signal and adaptive traffic control systems knowing these can you explain how you're going to meet the osbd goal meet the which goal was that the cbe goal yeah correct gotcha um so what we'll do typically is we on the cbe side we do we have some good partnerships on on on the cei side so we go ahead and make sure that we're authorizing to that point and we also break out parts of our design um so for instance we've actually taken designs and given say signing and marking to a cbe portion or given mot to a cbe um whatever whatever we need to do to keep the percentage up the the elements that you just talked about are highly specialized and something that metric um has been really blessed to to do over the last gosh almost 30 years and um so generally we stick to us doing the majority of that however there are elements and projects that we that we've allocated in the past josh anything else you want to add sure thanks dale i do um actually carolina since uh since i know you were heavily involved in the project i do have a specific example from our last contract and and it's something that was a learning experience for us so on our last contract we were just above our cbe goal and then the county asked us to bring on a non-cbe firm to perform uh some work that really needed to be done the impact of that was it actually got our cbe goal or our actual cbe below our goal on our on our final year of the contract so um one of the creative ways we did that was the knob hill at oakland park design we actually gave a portion of that to one of our cbe subs um we had originally intended to handle that ourselves but um it was a signing and payment mark and we gave to them we just coordinated heavily on our end to try to make sure that you know there would y'all would not notice the difference whether it was them or us doing it and ultimately i think it came out to be a good product and you know also i think you know the follow-up one thing we have to keep in mind is uh particularly in post design um you know making sure that we can handle all of your follow-up needs so like you know the revisions for that project and any rfis um we originally were able to kind of push some of those through the cbe firms but eventually we just you know took it upon ourselves to make sure that we were capable of handling that and that you wouldn't see any bumps along the way so what that led to is one of the things that we decided to do was at the onset of our contract make sure we get our cbe percentage um a little bit higher than what's required give us some cushion just in case the type of work comes up where only ourselves or only another specialized firm that's not a cbe could do it that way if we do get a task work authorization that has lower cbe uh we can meet that um the flip side is the surtax projects you know they have their own cbe requirements um so we've always you know been successful in making sure um that we were able to find you know cbe firms that that type of firm that can do the work on signal designs it's a little bit easier you know our survey sub our geotech and our structures in many cases they're all cbe so that takes care of itself um for uh for the fiber jobs a little bit more difficult i alluded to it during um normal's question is you know we had um bma trained up one of our cbe subs that we worked really well with and they would take a portion of the fiber it was mostly utility coordination um it was um some of the the easiest things some of the the storm water pollution prevention plan parts of the plans that we could kind of cordon off and give to them without you know mentally impacting design we trained them up um and then we started using sa for that same task uh so we've we've been successful on all projects um i know adaptive we could do the same thing there's always a way we can partition out part of our work to make sure that we can meet the cbe requirements and that can both be on a project level and on our contract level yeah and just to kind of kind of wrap one of the reasons this is it's important to us to kind of break it out the way josh is describing is if you look you know on the fiber side the adaptive side and the signal side i think i think we've done well over i think it's approaching a billion dollars worth of of design work for that for the type of work so that it just we're uniquely qualified to do that kind of work at a very very high level um and and frankly those types of jobs um you know we did the adaptive presentation for you guys years ago when you guys were trying to figure out kind of what adaptive worked for y'all and we kind of did the whole did that whole study so you know tying that together is really helpful and when we've when we worked with the cbes we feel like we feel like they've got um you know they can really be helpful um in the area in some of these other areas keep our percentage up and continue to help them learn josh thanks so just to just to add on and you know you kind of hit it as well just now dale like you know we selected our cbes very uh we spent a lot of time making sure we selected the right team with cbes that we trusted um these are great firms that we have on board and we have experience with all of them not only on the broward on our previous broward contracts but also other work that we've done um and one other thing we also try to keep our team you know as as heavy hitting and nimble and small as possible and one thing we did notice um we've always used fnj for cei and it came to our attention that they may not be a cbe anymore so we made sure to add a couple of additional cbe firms that we have cei experience with just to to fill that gap in case that becomes an issue so we want to make sure that the the cbe stuff is just a you know something that nobody even needs to think about um and it's just you know it's kind of automatic yeah and then and that ultimately is what's led to that 12 above goal right now it's we just we didn't want to be in a situation where it was tight coming in so and we will continue to do that on the if we're fortunate enough to to be part of the next contract thank you are there any other questions by the evaluation initial evaluation committee meeting broward county is utilizing a consensus approach to provide a summarized group consensus evaluation score the evaluation committee will submit submit preliminary scores to the purchasing division preliminary scores will be tabulated and any outliers will be identified score outlier outliers are considered for a primary score that is more than 25 above or below the average score or for a preliminary score that falls outside of the 95 confidence interview if there are no outliers the evaluation committee members may adopt the mean score as the final consensus score for each criteria for any outlier score for any outlier score the evaluation committee members may discuss the scores or that vendor's evaluation criteria after discussion the evaluation committee members may make scoring adjustments if desired or adopt the median score as the final consensus score for each criteria the points for location willingness to meet time and budget and volume of previous work are determined in accordance with the solicitation and are not included in the consensus scoring process as outlier scores are not applicable once committee members have completed their preliminary scores and emailed their respective sheets to the purchasing division i will recess the meeting to allow time to tabulate when the tabulations are completed i will then reconvene the meeting the evaluation committee will then have the opportunity to discuss any outliers identified and to make any score adjustments if any member chooses to commit committee members are
