present member wheeler here um miss brown is absent but dlt is here represented by laurie santana member dixon present mr chair we have a quorum thank you so much next up approval of the agenda of approval of the agenda all right a motion by um cornell and a second by engel for approval of the agenda any discussion none all those in favor say aye aye those opposed like sign motion passes next up we have approval of a minute minutes from the meeting are we approving minutes 14th of september 14th of september all right i have a motion by cornell and a second by ward is there any conversation about um these mint mint uh minutes from the last meeting seeing none or those in favor say aye aye those opposed like sign motion passes uh next with chairs uh announcements the only thing i want to announce today is the voter registration deadline for the state of florida if someone has never been if they've never been registered in the state of florida they need to register today the easiest way just go to votalachua.gov and the supervisor elections site will send them on to online registration or physically go into the supervisor elections office today if someone has previously registered in florida just in a different city county across town something like that they can still update it between now and the election on november 3rd but if you're a new florida person it is time time time time time to be prepared to vote so today is voter registration deadline that's the only announcement i had uh next public comment do we have any members of the public who would like to um have three minutes to give us any feedback on things we're going to talk about tonight or other transportation issues seeing none we will continue moving along our first action item 7.1 approval of final draft bylaws policies and procedures chair um item 7.1 is approval of the final draft bylaws policies and procedures the document that was sent out to the governing board for this meeting was inclusive of comments received from the governing board at the september 14th meeting as well as comments received by tac committee committee tac subcommittee the cac tpo's legal counsel as well as a peer review by the mpoac executive director the notable changes to the document include the inclusion of the division and mission statement at the executive committee the creation of the executive committee updates to updates to the um tic and cac composition um removing the treasurer and secretary officer positions in the bylaws keeping the language regarding participation and attendance for the three um airport school board and world representative board members adding language this wasn't in the september 14th version but it's in this version um language regarding the board's ability to create standing or ad hoc committees on a case-by-case subject specific basis um remove revising the minimum time frame for noticing an emergency meeting revisions to the social media language where it is encouraged that board members don't speak on any topics that might be coming to the board for action um and then revision to the annual contribution language where it was before that member partners shall contribute it's now the board may create the annual contribution and members are encouraged to contribute so it's not mandatory but participatory by our legal counsel's advice it's not something that we are allowed to mandate so change that language and then the addition of language since the may the april the september 14th meeting to add language regarding what to do in the absence of both the chair and the vice chair so there's a small paragraph in that um so with that staff is asking for the board's approval of the final bylaws commissioner book yeah thank you mr chair and executive director we exhaustively went through this over the last few months and last month in particular i think that your your cheat sheet or your primer that you provide is probably the most helpful of all the things those are related to the uh draft bots i'd be happy to make the motion but there was a couple of uh members here probably more integrally involved in it thinking at you but a particular that might feel that might like to make that motion i had a couple of questions about it um the so one the um i mean i'll start the um we had some questions about virtual attendance before did we clear all of that up related to um uh i know that state law changes on this quite a bit related to thank you council's gluna okay all right mr chair uh as far as virtual participation and attendance goes you can do that however the board will have to make a finding of extraordinary circumstances so it's it's something like you know somebody is ill they don't want to come in and spread that to anyone so as long as the board makes that finding the way it's written right now it doesn't specifically say that you could add that to the motion that the participation and uh voting could be done virtually as long as that binding yeah so corbyn isn't that only if we want them to vote they can participate virtually but they just can't vote if they want if you want them to vote yes that is that's where we really need that additional uh extraordinary circumstances to be now that being said there still has to be a physical forum in the room in order to offer that yes um and then there's um uh there's there's certain provisions in there about emergency meetings like um a board action that can be taken in emergency situations i believe that was also 3.1.4 sorry i don't have it i can pull those but um let me skip forward the um there's a there's an ada provision within here that that has um that people can if they have an ada provision it's within 24 and then uh with that is that all is that inclusive of everything so like let's say i don't know we we have if someone comes here and they have i don't know a uh west do does that need to be 24 hours or how did we foresee that what i've dealt with in the past is if someone needed um physical accommodations to attend or enter the building or if they needed translation services um if they needed um sign language services anything that's related to the ability to provide participation for any persons who fall under the ada laws okay and and are we are we comfortable with that like yeah as far as anything that would require additional services or procuring somebody to to be here that makes sense to have that notice if it's a matter of rearranging chairs things like that that are um you know less intensive or or time uh pressing then then that's something that probably would need 24 hours and we'd have some flexibility or you could build some flexibility into that language to say uh some of the like interpretive uh or interpret interpreter services that requires the 24 hour notice but something else does not okay and so that's um and that so that would that is a minimum so if someone comes here and says hey i would like to have ada like i need you know some kind of ada accessibility would we be barred this 24 hours of minimum notice or is it a is that just a baseline um it just it was a very specific amount what i've view of what i've seen and a lot of small cities use it 24 hours notice um like white county uses 48 hours because we would have to provide busing for that person to get from one side of the county into attend a board meeting or something like that but to like what corbin said rearranging chairs um if there's a need we'll try our best but it's like a courtesy to just give us at least 24 hours if you need someone to physically transport you to the meeting or we need to make arrangements for um someone to sign or translate okay all right additional accommodations the um one thing so you changed the social media policy where before we weren't uh we were encouraged not to uh to post online now it says um if we are sharing events we um we shall notify either both the chair and the executive it would be good because like if someone were to post and then someone calls the tpo office then like where they call the chair we wouldn't know anything about that post so if we were to know about it we could do a little bit of research and just be prepared for any questions to direct the person who's calling to the right source right right i mean it's just it's um like yeah i don't think i don't think it'd be notify the chair because that's potential sunshine that that's true well i mean so this is just i think it was if we're sharing an event so let's say we're having our bicycle pedestrian master plan meeting tonight if i were to say hey guys join the mtpo tonight or the gacpo tonight we have this event we it says in our bylaws if we pass this that we shall notify both the executive director and the chair that we which is what is that um that is 4.3 social media very very good that's very good it just seems um it seems excessive like we don't i mean we obviously follow sunshine law sunshine law is fairly complicated we know not to communicate with each other outside of these um outside of you know about policies that are coming forward but um i mean notification if you're saying you know we do this all the time we'll share an event say hey come on out or this is happening or we're just putting it out there um uh and it's one thing to say you're encouraged to notify the chair and executive director but our bylaws are saying that anytime you do that you shall do that or you're breaking the pie no i'm fine with changing it to me it's just i the intent was to have some professional courtesy or just courtesy to let me know if some if there was an event like if um miss certain were to put something out on the notice and she falls ill she would be the only one who knew who knows that this is being shared with the general public so if the like the tpo staff the tpo office were aware that this is being put out there then we could help guide whoever contacts the new office but what instance would this so this is like uh certain is doing her own event you're saying potentially or like that like if she's sharing that there's um there's going to be a new person on the school board sitting representing the school board on the tpo right that might be something and i don't know which media outlets she's putting it on it'll be nice for me to know um that is that that is that's been placed out there so if someone were to call and ask about that to the tpo office i'd at least know where to look to give that person some guidance okay uh mayor ward and thank you mr chair so i'm not going to support that you don't have the capacity as a staff member you keep tracking 15 people doing that stuff um it is substantially no different than us making a comment at a gainesville city commission meeting or a county meeting or school board meeting announcing something or um writing a letter to the editor of the easel sun or uh going and speaking at a a rotary event or any other sort of event um that we might do that'll get out of control in a hurry i you're gonna need an extra staff members to keep uh track of what we're announcing um i i can't support that i don't feel strongly about this language it's just something that um the mpoac uses uh for their 25 board members uh it's it doesn't have to live in this document i was going to say this seems to have a real chilling effect if you will on any type of communication we don't do this as a city commissioner i don't notify the clerk every time i want to post something that would inhibit my own communication so i think um i would i would not support that language i think it's nice as a courtesy if someone would like to notify you but not to put it in this document right do you have any other changes um yeah just one more the um the obligation so um one of the more significant things within here is the um uh when sign off comes to the board versus what can be sent by staff and uh the number that you put in there fifty thousand dollars seems reasonable the um the what is the fit the what defines fifty thousand dollars fifty thousand dollars annually fifty thousand dollars in total um how do you how do we define what what what that means to obligate um so for example the task work order for the congestion management plan that was under the fifty thousand it'll be something that would are would have already been approved by the board in the upwp but the fifty thousand will be as a matter of operation like implementing the scope that kind of thing it wouldn't be on an annual basis it'll be on a specific project that the board approves as part of the review right right but what is the what is the definition of an obligation in that so like uh it doesn't really say it just says fifty thousand dollars but not is that in an annual basis is that obligating you know uh could it be fifty thousand dollars annually so then the total obligation is 450 000 what is that uh that would that's under three point four and like um invoices for um if someone is working on a project and they already invoice for whatever they've done in that time period whether it's data collection or preparing some 3d modeling or preparing the model the regional model or any work that will be associated with that specific project um it could also just be for the purchases the purchase of some big equipment um as i mentioned um everything that the tpo office does will be enumerated in the upwp so this will just be authorizing the specific purchase or the specific action okay we have a question for this um commissioner just to clarify on that let's say uh we've got equipment journal so we're going to have that but it's forty thousand dollars this year so it falls under that if we're signing a five-year lease for it it wouldn't be forty thousand dollars because it's a five-year lease so it would be two hundred thousand dollars okay so when we figure out that obligation would that type of situation qualify as a two hundred thousand dollar obligation or a forty thousand dollar obligation the total okay so the total so whatever that obligation is for however long it runs if you're signing up for that if it's more than fifty thousand dollars right whatever's in the contract for the duration of the contract would be that total excellent thank you okay commissioner chestnut well i was just looking at at an annual statement i think that um for the city manager we have an annual amount that goes with the budget and so um i would see putting annual in there as a stipulation okay uh commissioner cornell brian i'm trying to see 3.4 i don't think it's a little it's a little bullet point uh it's a little bullet point under there sign any new agreements the executive director shall sign new agreements invoices or task orders combining obligations that are fifty thousand dollars or less but shall plus such uh place such signed agreement invoices or task orders on the tpo governing board agenda as a noted item so what i guess what is the definition of obligation i'm sorry i was looking for it what was the i just um yeah just just having making sure that we have clarity third bullet of your authorization yeah is that i mean that's the stuff that really um makes a difference within these bylaws right like this kind of um where exactly does this come back and we vote on what exactly stays the executive director we want to give ample flexibility to the executive director to be able to take actions yeah but i mean this is anything less than fifty thousand fifty thousand or less and it's also requiring that it be put on an agenda right so this actually isn't giving her any authorization without oversight okay normally normally we actually give the executive director thresholds up to an amount this is actually better than that because anything she signs we're going to have to right kind of sign off as long as it's a total obligation that is in there over the lifetime of whatever it is that we're voting on or whatever it is that's being on there that that's that's anything i think yeah i think here this is a little bit better in the sense that for three things that's maximum fifty thousand for anything up to if that's the max has to be in the upw and then it would also come back here so if it's in the upw that means we've already seen it because we would have approved the upw before yes i'll agree with that so yes like the pedestrian management plan which was in the adopted upw yeah so so i agree with brian on that second point four point three point one the last sentence says social media platforms or information distributing outlets then it goes on and says and shall inform the ed or governing board chair i would just put a period after outlets because then it doesn't require any informing of the chair or the governing board so if there's no other changes i would move uh sas recommendation with that one change i would put a period after outlets under four point three point one mr chair i've got just a couple of clarifying clarifying points here uh on the section about sunshine just get back to that where forum is not present it talks about reaching a consensus during a workshop and staff moving forward you do want to be very careful that you're not kind of teetering over that line of uh taking action without you know having a motion and having public comment so whatever board consensus might be isn't really defined you could do something along the lines of um delegating to the executive director to take steps necessary to keep the mtbo's interest in line and then bring it back to the mtbo for ratification you could delegate it to the executive committee and then bring it back to the mtbo for ratification just things like that where you don't want to run a foul of the sunshine law by doing like a wink and a nod and a consensus uh versus taking sort of a motion what's the what section is that that is three point one point four we don't have a we don't have a we don't have a majority we should be thinking or or coming to any consensus no consensus right yes right yeah i i really do agree to that point that we need to be a little more that section needs to be clarified or or um simplified in a way that it does not suggest that uh without a forum there's any kind of a consensus i understand there's communication that still may happen um and that the executive director may be absorbing all that information um and also the executive uh committee may be absorbing information um but mr chair if i may corbin do you have suggested language for what the board um what options the board has if it's something that is timeline sensitive i think they could structure it in a way that is uh delegating to the executive director to take steps necessary to to keep the mtbo's interests uh protected or delegate it to the executive committee because it's a smaller number of people that you can uh get in the same room and take action and that would also keep the mtbo's interests uh protected i think having the what's the language having the consensus approach is towing the line a little bit as far as the sunshine goes where it's it's you know hearing it and then taking action but without having a formal motion mr chair then maybe i could ask for that direction um so that there's some action for to give the staff the ability of some level of approval to submit documents to dot to make sure we meet deadlines that's that's what the section is that's the question that i have is that she if that where this is coming up it's in the paragraph about time sensitive items so if it's time sensitive and we don't have a quorum um she's needing to submit something we've got to have some kind of consensus from folks that are here so that she can get the item in on time so and if it's in workshop so what's what's the alternative i mean i think giving the flexibility to the executive director to hear some of those discussions not necessarily a consensus where you're being pushed to go do something but to understand generally what's in the best interest of the mtpo and go and take those steps that are necessary so for uh an example in the county the county attorney's office litigation is authorized by the board there are times where we in the county attorney's office we have to file something before we can make it to the board and then we take it to the board and the board ratifies it and says yes we we support that we want you to move forward with it but we have to take those steps to uh protect the board's interests in that situation so something similar to that where the executive director is is authorized to take steps for the benefit of the mtpo as a whole that was i believe three point one point four one six b page 18 uh item three public commons i'm sorry i'm on the last section or it's an establishment of quorum in bold with a b and then under quorum not present yes this is the new community website that just went live october 1st so there's there are glitches so like today we were waiting to get quorum and if there was something from pwp that was pressing to go in right and so we were short one person if we had gone around and we had staff had done their presentation and she said and we were like oh in agreement with her going ahead and submitting this is that what you call um giving um direction to the um directed to protect the interest of the tpo i think there's a level of reading the room as you're hearing the discussions and there's a level of as the executive director having the the organization's interests in mind you know what's best for the organization taking those steps and then bringing it back for that ratification uh instead of having some sort of a kind of by consensus we are giving you a direction but we're not passing a motion so if i i wanted to jump in if part of the reason we have this these new bylaws have an executive committee i thought that was part of the idea of executive committee is that a consensus can be reached at the executive committee and that would again any action of the executive committee has to be ratified any actual directive correct okay i'm trying to remember the section i read about executive has to be ratified by the full full board so i don't understand why this this wouldn't be that opportunity that it may not be able to happen in that meeting but the executive committee can be called much quicker and get everyone in the room um i hope we're never getting something at a board meeting that is within you know two days of needing to be submitted right uh that is not probably the best workings um so uh director whitfield can you remind us a little bit about executive committee because part of this is is adopting executive committee that will somewhat enable some of this communication the executive committee is responsible for providing guidance on legislative proposals um the status of the lrtp and its list of projects um the development of the upwp they're basically making recommendations on the development of those documents um and then also providing updates on transportation plans or big projects like when we do the lrt like a complete street study for example um and then serving what other npls do to see best practices that they may run into in the course of travel and then um the evaluation of the executive director but it's i think to corbin's point the form not present with sensitive items there needs to be some specific direction in there and you just mentioned like reading the room i feel like reading the room is essentially consensus it's it's two sides the same point so if you wanted to say we're going to delegate this to the executive committee and then ratify it after that's another option i mean i would do that that's my preference we can pull the we can pull the um the committee together quicker uh than the whole body hopefully for any kind of any kind of direction for for the executive director um and the staff to continue moving forward to protect the interest um of the of the tpo uh and then we'll be ratified later by the whole board so we can change that language regarding non not a full form for time sensitive items to the executive director executive committee okay and did we come to a consensus on i think what you mentioned before is um if we want to vote as under an extraordinary like a quorum cannot be done virtually you cannot meet quorum virtually but if we want someone to vote virtually we have to put that into our bylaws either is that correct it's the unit circumstances as far as the way the bylaws were written now it it didn't uh say that if you wanted to stay silent you could but i believe the counties say there will be a finding of extraordinary circumstances if i remember correctly um just to kind of navigate or or guide everybody it's part of the attorney general's opinions on on it so yes yes okay so wait so does this provision have to change it it just it would be cleaner if it was added explicitly it's on your side there's no harm in adding it because it's it's restating what the attorney general has stated in uh numerous agos so okay so let me modify my motion to include that wording to strike the wording of the shall and under the thing we were just talking about for reaching consensus to have boarding that's um in accordance with the attorney's recommendation what i wrote corbin is uh items that are time sensitive may be approved by the executive committee or executive director in order to protect the interest of the tpo and then further and then future ratified by the board yes and i believe the discussion was just the executive committee or also including the executive director well i think it would be the executive committee first they don't have a quorum then it'd be the executive director everybody okay with that so those would be the three changes to size recognition and then adding the clarification on to reach quorum you can use a virtual person if they have an extenuating circumstances as long as there's a quorum in accordance with the attorney general's recommendation so those three changes all right i have a motion a second one now from cornell um and we later it does i mean do we feel comfortable we are kind of we are this the motion as stated is approval of the final act so what we're doing is we are approving the bylaws it's almost like we're doing this on second reading i don't know if you guys follow the same procedure we do at the county law but they can the city side it's almost like we're passing on second reading with these changes we don't have the changes in front of us are we comfortable just saying we're going to pass the bylaws or are we asking staff to come back to us with these changes so we can't approve the final bylaws in the final state i'm good i'm good at passing it all right i would be comfortable if i hear staff read out what they think the changes are just so that we're clear i know it may take a little while but we can just have she has in the minutes our motion to approve with changes to the um attendance by form by virtual to include in the bylaws that the board present would have to declare extenuating circumstances for the person attending virtually to vote um changing the language regarding the website to strike out to basically end at um outreach taking out shall notify blah blah and then the last one was take out breach consensus recommendation every place and taking that to the executive committee first and then followed by the executive director to function in the best interest of the tpo is uh commission is that enough kind of line by line yeah yeah that's enough line by line i would like to know that it's been at least with ours um the attorney signs office to form legality before we finalize any of these is that going to happen yeah okay all right okay so we have a motion in a second um kind of this line by line to approve um and obviously with the attorney looking at the board is codified i'll update the cover sheet to include corbin's signature and yours right now it just has yours okay um all right is there any more further discussion from this board yeah let's just say there's a word we don't like how do we change it for brian so i'm asking for brian in in the future you could just bring it right back here and you would amend it so two-thirds majority vote yeah bring that right back okay um do we have any members of the the public who would like to talk about our new um bylaws for the tpo see any members of the public all right any last thoughts about this all right great job all the do do we have to pass this by two-thirds is that what you said that's what i that's what i know it's just a majority no i thought it was no i thought it was two-thirds okay make a motion that's two-thirds uh dies for lack of second um all those in favor say aye aye those that was like signed motion passes unanimously all right good work that was a big one yes next item 7.2 approval of reappointment of george donovanville to bpap um mr donovanville's been attending and serving on the bpap since 4-2024 his uh seat expires october 29th of this month and he's resubmitted his application to be reappointed is mr donovanville in attendance would you like to speak to us shortly move staff recommendation second gratitude thank you second all right i have a motion by uh cornell and second by chestnut i want to say i i i thoroughly appreciate mr donovanville serving and i see him out out and out and about a park run and so occasionally he catches my ear as well we have any uh comments from the members of the public public comment seeing none all those in favor say aye aye those opposed like sign motion passes next item 7.3 approval of amendment to staff services agreement director whitley chair um so the way the language in the staff services agreement now which expires um september 2027 is in terms of what the tpl pays to the county um for its services the majority of the county administrative services are negotiated fees so it's easy for the comptroller's office to send a flat invoice based on the 12th number of the negotiated fees at the time i believe the senior fiscal assistant hadn't been on boarded yet and so the language says one fte actual cost including benefits because the county's payroll schedule is every two weeks but we're required to bill on the month so sometimes we have to wait for those hours to be reflected in the county ledger and then we're sending sometimes it's a full week and a couple days or a week and a half it just depends on the timing um as a matter of operation and i got this from county finance the way the senior fiscal assistance time is is allocated in the county's operations is 20 to the tpo and 80 to the sports center so what staff is asking for is to modify the agreement to make it as a 20 so that we can the comptroller's office can send us a bill for her 20 percent of her hours as well and then we can pay that and then immediately turn around and invoice dot back for it instead of waiting almost two months for the hours to be reflected in the ledger and it it helps us to um be more fluid in our invoicing it also helps especially towards the end of the closeout we didn't actually close out until almost the deadline of september um close out is the contract ends june 30th it took us a few more months waiting on those timesheets to be reflected so that we can send out our last invoice for reimbursements this will help skip that step so that we're not waiting for hours to be shown on the ledger before we can invoice and so that's the we're asking for a change in that online staff senior fiscal fiscal staff to be on a fixed amount in the comptroller's invoice what's that recommendation second i have a motion um from certain a second uh by wheeler commissioner book well that's it i would have done the same this is really uh nothing but an efficiency in operations and it's not it's not a monetary cost so this is the way to do business i'm so glad we hired you and second director do we do we talk to the can you talk to the county about this um i talked with um elizabeth's here representing county finance and fiscal and the correspondence has been with mr fair with the county um and with dlt so yes county fiscal is aware of making the change and then we'll just notify um none of the board if the board approves this will notify the comptroller's office as well great good example of uh of being supported by the county this this organization uh just wanted to mention that so all right do we have any members of the public who would like to comment on this item seeing none is there any further conversation from this board all right those in favor say aye aye aye those opposed like sign motion passes we are on to our informational items i don't see anything under information but we have agency reports with 9.1 rts monthly good afternoon debbie leisner department of transportation on behalf of jesus gomez who's not here today um i'll be brief providing the main uh highlights uh you have the reports for on july and august um so on uh regarding the fixed route um in august there was about a three percent increase uh compared to the same month last year um the total 358 106 uh passengers um moved during this period the august service um the first half was occurred with the summer schedule for the rts routes and on the 17th of august um which shifted to the fall schedule the main uh change um rts reallocated service hours on two routes route 9 and 33 uh from weekend service to weekdays to better serve the needs along those routes due to full buses and very low service needs during the weekends um the rts connector that's um the service that provides um mobility on demand um primarily east of 60 of 6th street west 6th street and south of 16th avenue moved 680 passengers for about four passengers per hour this is a seasonal ridership so where values are fairly stable with what they were in the spring and um on average during this year rts moved about three passengers per hour with this service the ada paratransit moved about 5 300 people um in august for 1.8 passengers per hour the average this year it's tracking with the average of this year of about two per hour and in total there were 364 000 and 84 passengers moved in 18 000 hours of service um over this period the majority of riders of on the uh on the fixed route where uf students at about 65 of the total ridership and um santa fe and uf faculty was about 1.4 percent santa fe faculty was 0.1 percent uh santa fe students 4.3 percent and um riders under 18 about five percent and over 65 comprised of 2.5 percent of the ridership i don't have any additional details if there are any questions i can take notes and bring it back to miss whitfield to share with the board commissioner wheeler yes um are you all beginning discussions about preparing preparing for the world masters in march uh in terms of how we may utilize rts i know when they we first did this we had transportation is using commissioner chestnut help you know stimulate some bus activity but you know if you all would put that in your discussions going forward you know we've got people coming from all over the world who are used to a more sophisticated uh transportation system or a different kind of transportation system so we need a way to get people from the airport into town and people from um the event center back into town and i know that the museum natural history is going to be open again and that was a big draw before so you know if you all can think of a way to be creative and you know moving some of these folks around that would be i think advantageous because you know rather the uber that people were using kind of ate into their pocketbooks big time so thank you for that thank you mr chair commissioner chestnut thank you mr chair i i would suggest that we have a report to come back to the to the committee november 9th i think that's the next meeting november 9th but then we would have something to really look at because we uh they are returning here because of the great hospitality and we don't want uh to them to have a damp feeling here and i would like for the the participants to have a way to get downtown uh for dinner yeah yeah so i i really think um i'm really glad you brought it up i totally forgotten about that but to me this is uh county requesting the city for enhanced services for a period of time yeah not rts just offering it so uh it's something we should bring up tomorrow at our county meeting but making them aware i think it's i don't think rts should bear that cost i think it should be something that the county requests and then we can all talk about it okay okay great good good all right are there any other questions i've got one for miss leisner um the the um what do we call an ada paratransit now um plus um there's been some conversation in the community about what's happening in the county the county services versus you know with mv transport is there any update on that relationship between what rts is doing inside the city versus what the county um you know contracts with mv i am not aware but i that is something i can bring back that mr singleton may know for details mr singleton good afternoon brian singleton interim chief operating officer city of gainesville uh i will do my best uh because the dates are a little fuzzy for me but um i believe that envy sent their termination letter effective end of november um and then uh next week the city commission will be considering a resolution to take over that ctc role um so we are in that process of coordinating with the county to take over that role in the unincorporated area i just want to talk about that because this is this we've had a lot of conversation about this councilwoman taylor hi yes um with the talk of of what you guys going to do in the rural areas do you have any ideas or are you able to throw any out of what how you guys are going to service our rural communities because that was going to be a question today because as we went around to the rural communities when i asked about mv and if um it's been around in their community the municipality they say no they haven't seen mv and i know personal riders um in waldo and unincorporated areas and they say no that mv up until like right now before the termination they weren't serviced mv tells them no about what we're going to do if you guys have any ideas or throw something against so we will be able to take all the legally required trips um i will say when within the incorporated area um our ridership has been double what the previous provider was was um picking up uh can't really speak to that discrepancy but i'm confident we'll be able to provide all the legally required trips and improve the level of service from what's being provided today okay and that will start after november 1st or that would december 1st thank you thank you mr singleton mr engel just to speak on that a little bit i think when i got on this board that was the most contentious issue that had really come up and there was a lot of horror stories about you know was city going to be able to pull this off and mv was this amazing group that were they were the only ones that could do it and all that and let's say how happy i am with the service that has gone through and i've heard nothing but good things about how much more we're able to do with the same amount of money you know the those are all bargaining unit members now like that it is just wind all the way around and i'm just so happy it went down all right all right any other questions for rts while we've got mr singleton mr miss leisner here thank you all so much i really like a little rts plus but i really enjoy seeing i think that's just clever and smart and conservative and seeing the rts logo on them as opposed to mv yeah plus it runs on sunday for church oh there you have it all right next we have our upcoming meetings of interest looks like we've got fnpp and mpo say mpoac quarter of the directors meeting october 28th and 29th who's attending that just myself and i don't know i'll reach out to commissioner alford to see if she's going since she is on the um committee um and if she can't i don't know if commissioner ingles if you are able to attend i will be in new orleans okay um and then i just added the planning conference that's where a lot of planning folks will be hanging out learning um lessons do's and don'ts and whatnot and then just a reminder that the november second meeting is supposed to november 9th okay all right the meeting that we had here i thought it was really wonderful that you were able to get those folks here yes that that's a but a plus for us not having to travel all the way south so thank you for doing that yes all right next we have are there any members of the public who would like to give any general comment about anything anything transportation related now is your opportunity seeing none are there any member comments from yeah just i'm sorry any any general public comment about anything transportation it is we're at the end of our towards the end of our meeting there are the members of the public who would like to have three minutes to uh have the mic song poetry uh over here with this beautiful lectern very formal if you'll just tell us your name well i think most of them know me by now but my name is uh john martin i'm currently the deputy city manager in archer glad to be here i've been in these meetings before when it was actually called the empty po basically back then uh brief history i was the first rule advisor to this uh board many moons ago and i'm sure i aggravated people plenty there but uh i've i've emailed out this to a couple of people but i will certainly send it to everyone and i have a few copies here our top priority in the city of archer is uh to expand uh four lane what should have been done a long time ago four lane highway 24 all the way through archer all the way over to basically to bronson of course we're not opposed to it going further than that and i don't think there'll be too many people that don't think that really needs to be done and i know that the plans have already pretty much been drawn for that the right of way has already been acquired some of y'all know the history of why it wasn't done i won't get into that right now with a limited time and certainly be happy to to tell you about it but you probably already know that it's been approved to to be expanded from 91st to parker road there with this development that's happening in at the golf course that they're building university that's a great thing but it will only add more congestion to that road from archer's standpoint and not only is it important for the city of archer which is the only city other than lacrosse that doesn't have a four lane coming into gainesville but if you look at the map uh it is the only real evacuation route from that whole coast over there through to medical facilities and everything over here and you can imagine how that road is if you have an accident or something you can't even get through it so we hope you will consider pushing that forward for us for the city of archer because it will have not only impact for archer but the whole region and if you have any questions i'll be happy to thank you commissioner john have you all talked to anybody in levy county about the possibility of working that direction or that direction forward if you're talking about going through to bronson have you all talked to anybody in levy county yet to kind of pull them on board with what you're requesting yes we have done some of that um and laid the groundwork for that i i i believe you'll find they're very receptive to getting on board and helping with that um okay but yeah and we've talked to legislators that represent that area as well as archer okay that would probably help too with our conversation if you know if if levy county because they've done pretty well with their roads over there yeah it it would literally have read i mean obviously selfishly speaking for the people in archer it'd be great for them but also it's definitely going to be it has regional impact right no i see that thank you mr chief all right and i'll be glad to hand some of these out i don't know i can leave them up here to be able to grab or something um staff can distribute them thank you mr martin i do have a question for uh director rightfield was did our is archer one of the cities that did um put in their priorities yes in that that process okay i just i remember this i remember you listing a list of them but i couldn't remember who all which all cities were on there all right are there any other members of the public who would like to comment come on up welcome good afternoon everybody uh executive members and so forth from robert thompson i'm the city manager in hawthorne i just want to give you an update uh last time i was here was mvto and i remember referencing uh state road 301 and uh pedestrian crossing uh there'll be we've had a kickoff meeting already and they'll be moving dirt on october 13th so in the next two weeks that pedestrian crossing will be up at 301 and 69th uh lindsay phillis park so your work is coming to fruition speed of government but still appreciate it uh so this paul is very thankful that you were able to expedite it within within your framework and we're just excited about it and i want to thank ms whitfield and mrs uh coming out to see me last week they saw the city did a tour myself and the mayor's we had a nice little two-hour conversation after my business hours but nonetheless we had a nice long meeting and they're very uh forthcoming and we did present a priority list with respect to areas of concern between the state uh city of hawthorne so again thank you thank you major thompson i'm glad they hired you too any other members of the public who would like to comment give general public comment all right seeing none i believe that concludes can i ask a question board members appreciate the hard copies or are you okay with that being online when we go over these items on the meeting we started doing some hard copies but then i noticed the copies sort of just sitting on the counter but we can go back to doing hard copies of everything i will say most of us on the city side we are very spoiled that it is in our chairs you know the moment we we pop in a minute late the information is there yeah okay so i would appreciate the hard copy okay anything else oh yes i would like to thank um the managers the city managers from hawthorne and archer for coming out um and speaking and we we visited every single rural municipality except for micanopy we they um kind of backed up a little bit with the mayor with their schedule so um we visited every single again rural municipalities um i don't know if they've all been in their list of priorities or not a number of them so that's such a good so yes i'm happy for my rural communities and i'm just thanking you guys in advance for approving everything all right we will we'll call this meeting adjourned thank you oh no no no no no no no no no i just i had a i have a couple of a number of comments you're doing good you're doing good you're doing good i told miss may chisholm i would make sure that i'm so sorry no member comment miss may is my friend and she she lives off 39th and miss may is going to be your friend too she um has requested that we look at 51st um i think it's 50 51st street that goes from 23rd over to 39th that little stretch there that runs by the boys and girls club is that 51st yes she has asked me several times to bring up the idea of lengthening the turn lane from 51st off to 39th and so i don't know where that goes but there and also that stretch of road there i think is maybe state i the the sidewalk i where's where's it it's county okay yeah the sidewalk there too we have a woman who is blind who walks that regularly to get to a bus stop and the road and that i've been there myself a few times trimming the leaves off there so she and her dog don't end up you know what anyway um so that's just enough that little street in there too but then the windsor if when you get to windsor i've been meeting people who are working out of windsor and we don't i don't know if we can give preference to some of these smaller communities that are historic that need a little attention in terms of being able to make it easier for people to get to them as we through the tdc promote them so if we are promoting these small communities that are historic and there's a lot of history out in windsor but there are also a lot of cottage industries there as well and if we're promoting these rural communities making sure that the roads going through there you know should maybe put them on the list somewhere too if we're trying to promote their economic development maybe the road system would would help them do that so windsor and to piggyback off of what commissioner willer said um last year in the legislature it was um an amendment passed and there should be money out there for the rural areas i forgot to bring my packet but it was part of the one big youthful field um they still have to keep looking at it and looking at it and looking at it because anything that's associated with that you must scrutinize it like a thousand a million quadruple times um but it was specifically for the rural areas say for instance if there's a um a fruit stand or something like that and it's a farmland area and they have roads that are leading to there there's supposed to be money for that interest so that they can fix their roads and it's a smooth going in and out of those areas so i'll bring that packet or give it that would be great because you've got that whole quarter there you know we've got windsor and lacrosse and you know just just in the interest of tourist development thank you mr chair all right other member comments thank you i want you to be on the board with tina we just split the seat you have to run for a different office okay never mind you're both on the same board like everybody you know what are you sworn in it's your number 17. yeah so our last meeting is the 10th and we're going to celebrate mary helen okay swearing in on the 17th all right we have an mtpa meeting on the 9th and a library governing board meeting on the 12th okay good well i have a lot of work for you even harder commissioner prissy had emailed and asked that i share with the board about the crash on state road 22 and state road 22 that involved um a young lady who was pregnant and the crash resulted in the loss of her baby so she's asked the tpo and the county to look into how we can make safety improvements at that intersection and i believe miss ma sent out an email to the board of county commissioners already i wanted to just share that with this which which intersection is that state road 222 26 where university and 39th meet on the way to melrose oh my goodness oh my goodness that is a place that is a place and i'm not going to add anything else i promise yes speaking of of accidents i sent the um information to the executive director but those um beautiful pillars that fdot provided for us the crosswalks uh the only event center that we have in waldo now if you've gone through there the weekend there was a truck that is sitting inside well it's out of it now but we're sitting inside of her building tara james building oh no right there on the strip right before you get to the caboose right at the turn you're going to come to it it it was terrible um they fly through there so that's like the second very very very very very bad accident was there um it's a blessing that it wasn't a fatality but there was a young lady that was hurting there and she was transported to um to shans but that is a very bad spot and she still has it's open like right now it's just a big hole so we're trying to see what's going to go on with the owner that owns the building but a part of those are those new pillars that race curves the race curves okay all right on that somber note uh we are adjourned
