[16:46] that Lebanon's territorial sovereignty is respected by all parties. And the difference between the two
[16:52] agreements. So first of all, the two big differences are not even in the substance of the deal itself,
[16:59] but something I said earlier are, number one, the Gulf Coast Coalition loves this deal because they
[17:07] think that it makes Iran weaker. They hated the Obama deal because they thought that it made Iran stronger.
[17:12] They know more about this and they have more to lose than anybody, including the United States of
[17:16] America. So I trust their judgment. The second thing is where the deal came from. You have to remember,
[17:22] in 2015, Iran had built a sophisticated nuclear weapons program with a nuclear weapons stockpile.

[18:02] accumulation of stockpiled weapons-grade material. Ours is actually leading to the destruction of that
[18:08] stockpile of enriched materials. So there are many differences. The Obama deal gave them over a
[18:12] billion dollars of American money. This deal gives them zero dollars of American money. So a lot of
[18:18] substantive differences, but I think the most important differences are where we're coming at it,
[18:22] from a position of strength, and the fact that our Gulf Coast partners love this deal.

[25:10] briefing call yesterday. We were told the MOU had been signed electronically on Sunday. There was an
[25:16] anxious report that it hadn't been. There's going to be a signing ceremony on Friday. And then it signed at
[25:20] Versailles yesterday, last night. Is what's going on behind the scenes as chaotic as your public messaging?
[25:29] Mr. Well, I don't think our public messaging has been chaotic. I think dealing with a fractured
[25:35] Iranian system where communication isn't great is just sometimes something that we don't fully
[25:41] appreciate or we don't fully understand. What really happened here is that we did sign the MOU on Sunday.
[25:47] That locked into the terms of the deal. What the Iranians came to us and said is,
[25:52] we'd like not to release the text until Friday. I don't really understand that. I wanted to get
[25:56] the text out immediately. But in order to be accommodating to them, we said, sure, okay,
[26:00] we'll wait until Friday. And then what happened over Monday, Tuesday, the President was in G7.
[26:05] Maybe foreign leaders were talking to the Iranians and encouraging them to do that. We were definitely
[26:10] saying to them, we understand your desire not to have the text out until Friday. But we live in a
[26:15] democratic system. The American people want to see the text of this deal. We would certainly like to
[26:19] get it out as soon as possible. And so they came up with having their President sign it,
[26:24] our President sign it, and then just releasing the text as a signed document immediately at that
[26:29] point. I do wonder, Rob, just this is pure conjecture. I'm just guessing at this. I wonder if
[26:35] part of it is that they wanted to have a Persian translation, a Farsi translation that they felt good
[26:41] about. And then, of course, once they translated into Farsi, our State Department has to confirm
[26:46] that the Farsi translation matches the meaning of the English. I think that is part of what was
[26:50] going on here. But the text is out there now. We said that we would be transparent about it.
[26:54] But the reason why it went back and forth a little bit about when exactly the text would be released
[27:00] is just we were trying to show good faith to the Iranians who, for reasons I have no idea,
[27:04] cared a lot about how the text itself was rolled out. Blue tie there.

[27:15] because you were involved in this process, the MOU allows for Iran to sell its oil right away,
[27:21] which means that Iran can take in on a monthly basis tens of millions of dollars. Iran's economy was in
[27:29] tatters. How is this not essentially giving a lifeline to Iran economically? And what's to
[27:37] prevent Iran from using all of that money, all of those millions of dollars, to prop up its proxies
[27:43] in the region? Mr. Well, the number one thing is that we actually see where the money moves now.
[27:48] Because of what we've done with the financial sanctions, we actually know where the money is
[27:52] going to move. And so we have great confidence that we're going to be able to see if they try to fund
[27:56] terrorist organizations. We're going to be able to see that. But you said that millions of dollars
[28:01] is a lifeline. Right now, the Iranian nation is a nation of 94 million people. Their economy is in
[28:07] a free fall. They have sky-high inflation. And fundamentally, about a trillion dollars of damage
[28:14] to their industrial base was caused over the last three months. The idea that selling a few million
[28:21] dollars worth of barrels of oil is going to fundamentally transform the Iranian economy,
[28:27] that's just not true. We thought that it would be good in order to lift the blockade and open the
[28:31] Straits of Hormuz to allow the free flow of energy. We felt that it was reasonable that if we're going
[28:36] to allow everybody else to sell their energy during this period of negotiation, we would allow everyone
[28:41] to sell their energy. That's all we're doing. We can slap everything right back on if the Iranians don't
[28:46] make the deal that we expect.

[30:57] that there might be small antis, is what he said, like small releases of money to build trust with
[31:02] Iranians early on. Could you describe that whole situation?
[31:06] Mr. So on the frozen funds, the amount of money I honestly don't know. I've heard numbers north
[31:12] of $100 billion. I've actually heard numbers north of $200 billion. Most of it is not in United
[31:17] States accounts. Most of it is either in the Gulf or in Europe or somewhere else. But I don't know the
[31:22] exact amount of money. It's a lot. It's one of the reasons why we've had such a successful chokehold
[31:27] on the Iranian economy, though not even close to the main reason. We're not releasing a single
[31:33] dollar of that money until the Iranians perform. And there are a number of ways they could perform.
[31:38] For example, let's say they actually take meaningful steps, and this could happen very quickly to destroy
[31:43] that stockpile of enriched material, then we're going to have a conversation about it. But they have
[31:47] to perform. I've seen some reports, I don't know where this came from, that the Qataris had released
[31:53] billions of dollars in Iranian assets. That's just not true. It would be impossible for the Qataris to
[31:58] do that without our buy-in and certainly without us seeing it. So a lot of this reporting is just
[32:02] fundamentally wrong. They don't get a dollar of unfrozen assets – their money, not our money – but
[32:08] they don't get a dollar of unfrozen assets until they actually perform under the deal.
[32:11] You asked about Switzerland. Our plan is to go to Switzerland. I don't know exactly when.
[32:17] The way that we're setting up this technical negotiation is that obviously you're going to have
[32:21] the political leadership involved. We're going to have people on the ground actually driving
[32:27] the technical talks, the nuclear talks, how do you destroy this highly enriched uranium,
[32:31] all that stuff that you really just have to get into the nitty-gritty on. So I plan to go to
[32:37] Switzerland exactly when. We thought we think these technical negotiations are going to start sometime
[32:42] this weekend. That's still the plan. But that could change because it's not an easy country,
[32:47] Iran, to get out of. And so we're trying to figure out exactly when that's going to happen.
[32:50] I suspect this weekend, but I'm not sure. I may – it just depends on exactly when
[32:59] the Iranians can get there. We're trying to figure that out as we speak. But again,

[33:12] To follow up on an earlier question, Secretary Rubio said in March that the goal of this war was to
[33:18] quote, to eliminate the threat of Iran's short-range ballistic missiles. You just said
[33:23] earlier that the military program is destroyed. U.S. intelligence estimates that Iran still
[33:27] retains roughly 70 percent of its pre-war ballistic and cruise missile stockpile. So when did the
[33:33] administration decide to abandon that part of the original mission? And then just second, as well,
[33:38] moving forward, are you leading the U.S. team moving forward in terms of the negotiations? How involved will you be?
[33:43] Secretary Rubio, U.S.: Yes, so I'm certainly planning to lead the U.S. negotiating team. But on the first
[33:47] question, you talked about an intelligence report that was anonymously leaked to a reporter that was
[33:53] not with context and that, frankly, is not accurate. What has changed about Iranians – about the
[34:00] Iranian Ballistics Missile Program is it matters much less the number of missiles they have, the number
[34:07] of bullets. What matters much more is the number of launchers they have and, importantly, the teams on the
[34:12] ground that have the capacity to launch those missiles. Their ability to launch missiles has
[34:16] been substantially degraded. Is it zero? No, but it's substantially degraded. And in that sense,
[34:21] we haven't abandoned the mission. We have accomplished that particular part of the mission.
[34:25] If you look at the Gulf-Arab allies, and obviously the Israelis who faced a lot – the two of them
[34:31] together – faced a brunt of these missile attacks, each of them feels substantially safer today
[34:37] from the Iranian missile threat than they did before. Obviously, that is something that we would
[34:41] like to continue. All the President said yesterday is that you can't expect
[34:46] any country to give up its right of self-defense. You have to have parity.

[37:07] The Press is funding that $300 billion.
[37:09] MR PRICEFERSON, Oh, I see. So what's interesting about this is there is a great
[37:15] desire from the Arab world and from outside the Arab world to actually get involved in
[37:22] Iran if they behave properly. So, for example, let's say the United Arab Emirates, who have
[37:26] been a great ally over the last not just a few months, but over the last many years, let's
[37:30] say that they would like to invest in building a power plant. That actually is impossible.
[37:34] Right now because of the way that U.S. sanctions work. And so what we're saying is that if
[37:39] you behave and if the Emiratis themselves want to build a power plant, then we will do the
[37:45] sanctions relief necessary to make that possible. The good thing about that is that it actually
[37:49] creates integration, which is leverage. A world where the Gulf Coast coalition has greater
[37:56] leverage into the Iranian economy is a world where the Iranians are going to be heavily prevented
[38:02] from misbehaving. So it's a lot of the Gulf Coast coalition. Again, they see that Iran
[38:06] is weakened. They see there's an opportunity to build a new relationship there. And they're
[38:10] saying if they behave and if the United States is willing to allow this to happen, then absolutely
[38:15] we want to change our relationship with Iran.

[38:19] Mr. Well, I mean, I assume that in the United Arab Emirates there would be private
[38:23] money and so forth that would be part of this. But again, this is so far in advance because
[38:27] it assumes a transformation in Iranian behavior. Sir.

[38:35] region were involved in this war, and they damaged U.S. facilities and your allies as well. How
[38:40] this agreement affects Iran-backed groups across the region, especially the Iranian-backed groups
[38:45] in Iraq? And my second question, this agreement requires Iran to stop attacking the Kurdish
[38:50] opposition in Kurdistan region, which they did two days ago?
[38:54] Mr. So what this agreement does fundamentally is it requires Iran to behave like a normal
[38:58] country. And if it doesn't, as so many people think that it never will, then it doesn't
[39:02] get any of the economic benefits. And if they do, then that's a great thing for everybody.
[39:07] It's a great thing for the Kurds. It's a great thing for anybody who has been under the
[39:11] brunt or under the threat of Iranian-funded terrorist organizations. The expectation is
[39:17] that Iran will stop that. And if they don't, they don't get the benefits of the bargain.

[39:35] Mr. So I guess I would say to anybody, any of the critics, is number one, have a little bit
[39:40] of faith in the President of the United States. The idea that he is going to strike a deal
[39:44] that's been bad for the American people, it's preposterous. He is the person who has had
[39:49] the courage to fundamentally transform our relationship with Iran and with a lot of other countries
[39:53] over the last year and a half. He believes in this deal. He is going to see it to completion.
[39:59] And if the Iranians don't comply, we still have every single tool and point of leverage
[40:03] that we have today. That would be message number one, is have a little faith in the President's
[40:07] ability, given that he's got us this far, to take us the final step.
[40:11] The second thing that I would say is so many of what I've read or heard that people believe
[40:16] about this deal is just fundamentally untrue. It is a memorandum of understanding. It is
[40:21] fundamentally a principle that, yes, the Straits of Hormuz are going to be open immediately,
[40:25] and they already are. Yes, they're going to give up their highly enriched material,
[40:29] but they've got to actually do it. It's about conduct. It's about rewarding good conduct
[40:35] and punishing bad conduct, which in some ways is what we've been doing for the last three months
[40:39] vis-a-vis that country anyway. So, so many of the criticisms, I saw Lindsey Graham came out with a
[40:44] positive statement after expressing some concerns. I think that when people get to understand not just
[40:50] the agreement, but our negotiating posture as a country, they will realize this is an excellent
[40:55] thing for the American people. But that's part of our job. We've got to tell the story about what
[40:59] this means for Americans, how it's going to make all of us safer and more prosperous. That's why I'm here
[41:04] talking to everybody, and we're going to keep on telling that story in the days and weeks to come.

[41:13] Lebanon component of the deal. There's a report in Axios that Netanyahu is fuming over this.
[41:21] Israel doesn't feel bound to the MOU as it relates to Lebanon. If, as you mentioned, your frustration
[41:27] with Israel is real striking in Beirut, in apartment buildings, if that continues, could it torpedo the
[41:33] deal? And what would the U.S.'s response be to a broader war in Lebanon involving Israel and Hezbollah?
[41:40] MR. Well, I don't want to get into hypotheticals that could torpedo the deal, because I think the
[41:44] President's expectation is that all of our friends, the Israelis, the Arabs in the region,
[41:50] we're going to work together and actually see this deal to completion. Now, I saw the Axios report
[41:54] that Netanyahu is fuming. That's not reflective of the conversations that I've had with him,
[42:01] but maybe he's saying something to somebody else that he's not saying to me. What I will say,
[42:05] and this does bother me, is that you have seen people within BB's cabinet who have come out and
[42:10] attacked the deal and in some ways very personally attacked the President of the United States.
[42:16] And I guess my message to them would be twofold. Number one, Donald J. Trump is the only head of state
[42:23] in the entire world who is sympathetic to the nation of Israel at this moment in time. And he
[42:29] happens to be the head of state of the world's superpower. If I was in the cabinet of the Israeli
[42:34] government, I might not be attacking the only powerful ally that I have anywhere left in the
[42:41] entire world. And the second message I would give to some of those cabinet members – BB, to his credit,
[42:46] has not gone down this path – but to some of these cabinet members in Israel who are attacking the
[42:50] President of the United States. The other thing that I would say is that over the last three months,
[42:56] two-thirds of the defensive weapons that have protected your homeland have been built by American
[43:02] hands and paid for by American tax dollars. The problem for Israel is not Donald J. Trump. And
[43:09] anybody in Israel who thinks their biggest problem is the President of the United States needs to wake up
[43:15] and smell the reality of the situation that country is in. Thank you all.

[43:34] Iran get to keep some of the concessions that it has that it has already secured?
[43:37] The Press on Banerjee J. Trump sanctions are still on with the exception
[43:40] of the oil sanctions, which I talked about were no longer effective. The purpose of the oil sanctions is to
[43:46] drive down how much Iran is charging for a price for a barrel of oil. Those sanctions had stopped
[43:52] being effective. The blockade is what's effective. And again, that's the thing that has changed.
[43:57] The Iranians have to perform. And if they don't perform, as we've said before, they don't get any
[44:02] of the benefits of the bargain. So what I'd ask all of you is just to report honestly that the
[44:06] United States isn't giving up a cent of money to Iran and even the economic benefits, the sanctions
[44:13] relief and so forth that comes along with this bargain only happens if the Iranians perform.

[44:30] You talked about the possibility of the current Iranian leadership fundamentally changing their
[44:35] behavior. Do you think that the current Iranian leadership recognizes the leverage that the U.S.
[44:40] holds over itself economically and militarily enough to actually go forth with fundamentally
[44:46] changing their behavior over the long term and going about things differently?
[44:50] So I certainly think they recognize the leverage that the United States has over them.
[44:53] We've seen that in a number of our conversations. We've seen that just in their behavior over the
[44:57] last couple of days. They certainly recognize that the United States has great leverage.
[45:01] Will that ultimately lead to a change in behavior? I don't know.
[45:04] You know, I've seen skeptics of the deal. People say the Iranians will never change their behavior.
[45:09] Well, maybe that's true. And if so, they don't get any of the benefits of the bargain.
[45:13] But isn't it worth trying? Isn't it worth seeing whether this incredibly weakened position
[45:18] that the President of the United States has put the Iranians under, whether that motivates them
[45:23] to change their behavior, not just vis-a-vis the West, but vis-a-vis the Middle East?
[45:28] And one of the interesting things about this is, you know, the technical details of this we can,
[45:33] of course, get into. There are going to be any number of opinions about the negotiation,
[45:37] about where it's ultimately going to go. But I tend to think that you should trust the people
[45:41] who know the Iranians the best and who have the most to lose. What are the Gulf Arab states saying
[45:47] about this deal? What are they saying about this deal compared to the JCPOA in 2015? This is the
[45:53] Obama nuclear deal. Well, back then, they hated that deal. They felt like it empowered the Iranians
[45:59] to be bad actors across the region. And of course, that's exactly what happened. They were right about
[46:03] that. What are they saying about the President's peace deal? They're saying this is an amazingly
[46:08] transformative thing for the region, because either way, we and the broader region win.
[46:14] Iran is weakened. Their nuclear program destroyed. Their economy in desperate straits. And if they
[46:21] change their behavior, big things are going to happen for Iran and for the world. If they don't,
[46:25] no skin off our backs. Either way, we win. And that's the way the President has set up this deal
[46:31] and this negotiation. Did the 60-day period officially begin yesterday?
[46:41] Mr. I would say the 60-day period officially started today. It was signed late. And it may
[46:46] have even been signed technically because of the time shift. I think it signed technically today,
[46:52] Iran time. So, yes, the deal started yesterday. We're going to start the 60-day clock today.
[46:58] The Press, can you help us understand President Trump's shift on his stance for Iran's ballistic
[47:06] missile program? Initially, it was a key objective to dismantle it. Yesterday, he said it would only be
[47:12] fair if they had some, if the countries around Iran also had some. So when and why did that change?
[47:20] And will the final agreement have any restrictions on these missiles?
[47:23] Mr. So we destroyed a substantial number of their ballistic missiles and their
[47:27] ballistic missile launchers themselves. It's not just the bullets, but it's the actual gun. And
[47:32] that's what we were extremely effective at in destroying during the last three months of the
[47:36] campaign. All the President said yesterday is that, of course, countries don't give up the
[47:42] right of self-defense. Israel doesn't give up the right of self-defense if Hezbollah fires rockets or
[47:47] drones at Israel. The Iranians don't give up the right of self-defense in their country. But we do expect
[47:54] that as part of the final deal, they are not going to be able to build the kind of missiles
[47:58] that can broadly threaten the entire world. And that's what the President of the United States
[48:02] said yesterday. And look, I mean, it's very simple. You can't tell a country whether Israel or Iran,
[48:07] they're not allowed to have any self-defense. That's not what the President has asked. That's not what
[48:12] the President has requested. But as part of the final deal, what we want to see is Iran not funding
[48:17] regional instability, funding regional terrorism, and of course, trying to rebuild their nuclear weapons
[48:22] program. That's the main thing. The nuclear weapons program is destroyed. It is gone.
[48:27] If the Iranians decided tomorrow to build a nuclear weapon, they simply don't have the capacity in
[48:32] order to do that. What we're trying to ensure is they don't rebuild that capacity, not just a year
[48:37] from now, two years from now, but many, many years from now, so that our children never have to worry
[48:42] about a state sponsor of terrorism having a nuclear weapon.

[48:51] would prevent Iran in the future from getting a nuclear weapon. But from what's been put out
[48:56] there of the MOU, I'm curious, how does the MOU reflect that in the future Iran will not,
[49:02] in fact, get a nuclear weapon? What's stopping them from down the road, to your point, rebuilding
[49:07] and restarting from where we were pre the war?
[49:09] Mr. Well, number one, they would have to get a lot of money in order to rebuild
[49:12] a nuclear program. You're talking about billions and billions of nuclear infrastructure that the
[49:16] United States destroyed. In order for them to rebuild that program, they would have to get a
[49:20] lot of money. And we have them in an economic chokehold right now that we're not going to
[49:23] release until they fundamentally change their behavior. What would that look like?
[49:27] That would mean a real inspections regime. That would mean a real enforcement regime. As the MOU
[49:32] contemplates, that would mean the destruction of their enriched stockpile. All of these things are the
[49:37] sorts of steps you're going to take if you're serious about ending your nuclear weapons program.
[49:41] And that, again, is why I go back to this fundamental trade that's built into the deal.
[49:46] They need money to do anything. Their economy is in absolute dire straits. But in order for them to
[49:53] get any integration into the world economy, they're going to have to show us and verify for us that
[49:58] they are changing their behavior. And that's why the deal is set up in the way that it is. Go ahead.

[50:08] Iran go sideways. Are you worried that he's going to make you the fall guy?

[50:17] I think, look, the entire team has worked very well on this, and we've got this thing to a very
[50:21] good place for the American people. Now, I have seen some progressive criticisms of me personally
[50:26] saying, what experience does the Vice President of the United States have with hostile,
[50:31] high-stakes negotiations? And I would point those progressive critics to the fact that
[50:35] just two days ago I spent over an hour on The View. So I actually have great experience in very hostile
[50:41] negotiations, and I've used that. I mean, look, Joy Behar is way tougher than the Iranians,
[50:47] and she and I are best friends now. So we're going to get to a good place here. We're going to get to
[50:51] a good place. We're already at a good place. It's just a question of whether we can really get the
[50:55] icing on the top of fundamentally transforming Iran's relationship with the world. Go ahead.
[51:00] Just timing questions. How soon, as the MOU lays out, can Iran start selling any of its oil that
[51:08] has sort of been impounded, right, with the blockade? And two, can you sort of explain the
[51:14] Lebanon component to the MOU and how that front works and the enforceability of it?
[51:19] MR. Yeah, so the Lebanon component, this is about regional peace, right? This is about
[51:24] regional peace. And what that means is we expect Hezbollah is not going to be firing rockets and firing drones
[51:29] of the Israelis. And we also expect that the Israelis are not going to be going wild in Lebanon,
[51:34] right? Both sides have to honor their end of the deal. Now, as you guys know, sometimes these ceasefires
[51:39] are a little messy. The President of the United States said this a couple of weeks ago that a
[51:43] ceasefire in that region of the world just means they're shooting a little bit less at each other
[51:47] than they were before. What you've seen is radical progress in Lebanon, less shooting, less firing,
[51:53] but you're still going to have these little flare-ups from time to time. And that's just the sort of thing
[51:57] that we're going to have to manage through the diplomatic process. Secretary Rubio has been sort
[52:01] of the person on point. It's actually worked out extraordinarily well because we do have
[52:07] substantially less shooting, but it's going to be something we have to manage. And eventually what
[52:11] we want to see is the Lebanese government, the elected representatives of the people of Lebanon,
[52:15] who are able to police southern Lebanon so that Hezbollah has not taken over southern Lebanon or
[52:21] Beirut either. That's the plan there. You asked about the Iranian oil. Look,
[52:24] one of the interesting things that you've seen is that the Iranians have been completely unable to
[52:31] sell oil, not because of sanctions, but because of the blockade. Fundamentally, the thing that we
[52:36] have done here, the original, you know, what we give, what they give, is that we said we're going
[52:41] to lift the blockade, we're going to allow you to sell some of your oil, and they're going to open
[52:46] the Strait of Hormuz. We see that process starting to work already. It's going to take a little time
[52:50] before it picks up fully, but that's where we are today. The MOU just on the Strait,
[52:57] the MOU guarantees these 60 days of toll-free passage, but after that it has, of course,
[53:01] led to a regional dialogue with Amman and Iran deciding the future governance of the Strait.
[53:06] A senior U.S. official told us yesterday that they expect Iran to push aggressively on this,
[53:10] but also that Gulf states won't allow any kind of tolls. How strenuously will the U.S. fight to keep
[53:15] tolls out of the Strait and keep any fees away from the future Strait and commercial traffic?
[53:20] And are you going to leave it to the Gulf states to kind of fight this battle?
[53:24] Well, first of all, we believe international waterways should be free of tolls,
[53:27] and that's been our position. That's what you see, of course, in the 60 days of the MOU.
[53:31] And when you say it leaves it open, it doesn't really leave it open, except in the sense that,
[53:35] of course, the final negotiation is going to set the terms of what comes afterwards, right?
[53:40] You said, I think that it's the Omanis and the Iranians, but it's actually the MOU contemplates
[53:47] that the Omanis, the Iranians, and the Gulf Coast coalition together will figure out a proper
[53:52] security framework for the Straits in the future. And what I mean by that is that we don't ever want
[53:56] this to happen again, right? That's not about tolling. That's about ensuring that the Straits
[54:01] are never used as a choke point for the global economy ever again. It's frankly not what the Iranians
[54:07] want. It's not what the Omanis want. It's not what the GCC wants either. So what we're going to do,
[54:11] of course, working with our allies in the region, is to ensure that that is reflected in the final
[54:15] deal. And if that's not reflected in the final deal, there's not going to be a final deal.
[54:19] And that is – I keep coming back to this fundamental structural point of this negotiation,
[54:24] which is that we have all the cards. If the Iranians want the benefits of the bargain,
[54:28] they have to give us the things that are necessary to get those benefits. Go ahead.

[55:29] We've been doing that informally, of course, talking to a number of people in Congress just
[55:34] over the last week. We'll keep on doing that and we'll have a formal briefing. I won't say
[55:38] exactly when that will be because it depends a little bit about session schedule. Your point
[55:42] about the sanctions is – I'll go back to what I said earlier, which is really the choke point on
[55:46] Iranian oil was never the sanctions. We didn't see that as a major concession to the Iranians. Frankly,
[55:52] the Iranians didn't see that as a concession to them because what prevented them from selling oil
[55:56] was not the sanctions. They were selling plenty of oil without any discount because the sanctions
[56:02] were just fundamentally ineffective at that point. What the sanctions did do is move the
[56:07] Iranian financial system to sort of the shadow banking system. So by lifting the blockade, that's
[56:12] the significant thing that has changed. And by lifting the sanctions, we're actually going to be
[56:16] able to see a little bit where their financial system actually sends money and receives money.
[56:21] That's a real benefit to the American people. And that's really the only thing that has changed
[56:25] by the change in sanctions. But those ones from the

[56:47] Apparently, there's been reports coming out of Israel that Iran is already funneling
[56:52] oil money to Hezbollah, even before this particular MOU was signed. And how exactly
[57:00] is the U.S. looking at this? If we're talking about behavior on part of Iran – I mean,
[57:07] October 7th happened – and if there's concern that perhaps Hezbollah could end up doing some sort of
[57:13] attack on that scale, then how exactly are we talking about the reaction to the United States
[57:21] if we're talking about perhaps a humongous-scale attack that actually could happen?
[57:25] Are we waiting for that type of attack? I mean, what exactly is a scale here?

[57:35] Well, I mean, like, what type of attack would it take to actually get a reaction from the United States
[57:41] to say, okay, now we're actually going to start dropping bombs on Iran before having bad behavior?

[57:52] is unacceptable under this agreement. Now, you asked the question saying that oil money was
[57:56] flowing to Hezbollah before the MOU was signed, and it's one of the reasons why we are actually
[58:03] engaged in this process is to ensure that no money is flowing to Hezbollah. So it's interesting,
[58:07] where people will say it's happening well before the MOU was signed. That's not a reflection on the MOU.
[58:14] That's a reflection of why we need the MOU to ensure that we have the regional peace and stability
[58:19] that we need. Now, what I would say to, you know, some of the critics of the deal that I've heard
[58:26] that will say, well, Iran's going to get all this benefit. I'll repeat what I've said,
[58:30] and I'm probably going to have to repeat it a number of times, is what is the benefit
[58:33] that the Iranians get that they didn't have before? And the answer is nothing.
[58:39] They don't get anything unless they change their behavior. If they change their behavior,
[58:44] that is a thing to celebrate. That's going to transform the Middle East for a generation.
[58:48] If they don't change their behavior, they don't get the benefit of the bargain.
[58:51] And I think – I got to be honest – I think fundamentally, fundamentally this idea that – and
[58:57] it's a misrepresentation of the MOU, this idea that the Iranians get all these benefits
[59:03] before the deal is actually consummated. The idea that they get benefits before they change
[59:09] their behavior is fundamentally a talking point that is issued by people who want the conflict
[59:15] to continue indefinitely, despite the fact that that's not good for the American people,
[59:19] and it's not good for the region.

[1:00:24] But fundamentally, the Israelis, just like everybody else, have to respect this peace process
[1:00:29] that is fundamentally good for them and good for the entire region.
[1:00:33] What the President has grown frustrated sometimes is that we seem to be right on the cusp of a major
[1:00:37] breakthrough in the agreement, and then all of a sudden there's a major explosion that goes off in
[1:00:41] a civilian population center in Beirut, and a lot of people who have nothing to do with Hezbollah lose
[1:00:46] their lives. That's not acceptable. That's the sort of thing that we've asked for closer
[1:00:50] coordination so that we ensure it doesn't happen. And our message to the Israelis, just as our message to
[1:00:54] everybody else, is fundamentally we want this peace process to be good for you.
[1:00:59] We do not want Hezbollah attacking Israel. But in order to ensure that that happens,
[1:01:04] we have cut off Iranian support for Hezbollah and also ensure that Lebanon's territorial
[1:01:10] sovereignty is respected by all parties. And the difference between the two agreements.
[1:01:15] So first of all, the two big differences are not even in the substance of the deal itself,
[1:01:22] but something I said earlier are, number one, the Gulf Coast Coalition loves this deal because they
[1:01:29] think that it makes Iran weaker. They hated the Obama deal because they thought that it made Iran
[1:01:33] stronger. They know more about this and they have more to lose than anybody, including the United
[1:01:38] States of America. So I trust their judgment. The second thing is where the deal came from.
[1:01:44] You have to remember, in 2015, Iran had built a sophisticated nuclear weapons program with a nuclear
[1:01:49] weapons stockpile. So the perspective that we came at as the United States was, you already have a
[1:01:55] really nice nuclear program. We're going to bribe you with American money in order to stop it.
[1:02:00] Our perspective and where we're coming at it is we already destroyed your nuclear program. And so if
[1:02:06] you promise and show verifiable pathways to not rebuild it, then we are willing to give you some
[1:02:14] sanctions relief and things like that. So it's a fundamentally different perspective.
[1:02:17] Now, there are all these substantive differences as well. The Obama nuclear deal allowed enrichment.
[1:02:22] Ours will not. The Obama deal allowed the accumulation of stockpiled weapons-grade material.
[1:02:28] Ours is actually leading to the destruction of that stockpile of enriched material. So there are
[1:02:32] many differences. The Obama deal gave them over a billion dollars of American money. This deal gives
[1:02:38] them zero dollars of American money. So a lot of substantive differences, but I think the most important
[1:02:43] differences are where we're coming at it from a position of strength and the fact that our Gulf Coast
[1:02:48] I love this deal.

[1:07:35] And again, that's the thing that has changed in accordance with them opening the Strait of Hormuz.
[1:07:39] No sanctions will come off unless they perform the benefit of the bargain, and every sanction will come back on.
[1:07:45] Hypothetically, let's say two years down the road, they've done what we need to see on the nuclear program, and we release the sanctions as the deal contemplates.

[1:07:59] Then, of course, those sanctions are going to come back on.

[1:22:03] Emiratis themselves want to build a power plant, then we
[1:22:06] will do the sanctions relief necessary to make that possible.

[1:22:12] integration, which is leverage.
[1:22:15] A world where the Gulf Coast Coalition has greater leverage
[1:22:19] into the Iranian economy is a world where the Iranians are
[1:22:22] going to be heavily prevented from misbehaving.
[1:22:25] So it's a lot of the Gulf Coast Coalition.
[1:22:27] Again, they see that Iran is weakened.
[1:22:29] They see there's an opportunity to build a new relationship

[1:24:25] tool and point of leverage that we have today.

[1:24:33] The second thing that I would say is so many of what I've read
[1:24:37] or heard that people believe about this deal is just
[1:24:40] fundamentally untrue.
[1:24:41] It is a memorandum of understanding.
[1:24:43] It is fundamentally a principle that, yes, the Straits of
[1:24:46] Hormuz are going to be open immediately, and they already are.
[1:24:49] Yes, they're going to give up their highly enriched material,
[1:24:51] but they've got to actually do it.

[1:24:55] It's about rewarding good conduct and punishing bad conduct,
[1:24:59] which in some ways is what we've been doing for the last three

[1:25:06] with a positive statement after expressing some concerns.
[1:25:10] I think that when people get to understand not just the
[1:25:12] agreement, but our negotiating posture as a country,
[1:25:15] they will realize this is an excellent thing for the American
[1:25:18] people, but that's part of our job.
[1:25:20] We've got to tell the story about what this means for Americans,
[1:25:23] how it's going to make all of us safer and more prosperous.

[1:26:20] That's not reflective of the conversations that I've had with
[1:26:23] him, but maybe he's saying something to somebody else that
[1:26:25] he's not saying to me.
[1:26:26] What I will say, and this does bother me, is that you've seen
[1:26:29] people within BB's cabinet who have come out and attacked the
[1:26:33] deal and in some ways very personally attacked the President
[1:26:37] of the United States.
[1:26:38] And I guess my message to them would be twofold.
[1:26:41] Number one, Donald J. Trump is the only head of state in the
[1:26:45] entire world who is sympathetic to the nation of Israel at this
[1:26:50] moment in time.
[1:26:52] And he happens to be the head of state of the world's
[1:26:54] superpower.
[1:26:55] If I was in the cabinet of the Israeli government, I might
[1:26:58] not be attacking the only powerful ally that I have anywhere
[1:27:03] left in the entire world.
[1:27:04] And the second message I would give to some of those cabinet
[1:27:07] members, BB, to his credit, has not gone down this path, but to
[1:27:11] some of these cabinet members in Israel who are attacking the
[1:27:13] President of the United States.

[1:27:17] months, two-thirds of the defensive weapons that have
[1:27:21] protected your homeland have been built by American hands and
[1:27:26] paid for by American tax dollars.

[1:27:35] President of the United States needs to wake up and smell the

[1:31:50] And look, I mean, it's very simple.
[1:31:53] You can't tell a country, whether Israel or Iran,
[1:31:55] they're not allowed to have any self-defense.
[1:31:57] That's not what the President has asked.
[1:31:59] That's not what the President has requested.
[1:32:01] But as part of the final deal, what we want to see is Iran
[1:32:04] not funding regional instability, funding regional terrorism,
[1:32:08] and, of course, try to rebuild their nuclear weapons program.

[1:32:12] The nuclear weapons program is destroyed.
[1:32:14] It is gone.
[1:32:15] If the Iranians decided tomorrow to build a nuclear weapon,
[1:32:18] they simply don't have the capacity in order to do that.

[1:32:25] not just a year from now, two years from now,
[1:32:27] but many, many years from now,
[1:32:28] so that our children never have to worry about
[1:32:30] a state sponsor of terrorism having a nuclear weapon.

[1:33:15] That would mean a real inspections regime.

[1:33:21] that would mean the destruction of their enriched stockpile.

[1:33:26] if you're serious about ending your nuclear weapons program.
[1:33:29] And that, again, is why I go back to this fundamental trade
[1:33:32] that's built into the deal.
[1:33:33] They need money to do anything.
[1:33:36] Their economy is in absolute dire straits.
[1:33:39] But in order for them to get any integration
[1:33:42] into the world economy, they're going to have to show us
[1:33:44] and verify for us that they are changing their behavior.

[1:35:36] What you've seen is radical progress in Lebanon,
[1:35:39] less shooting, less firing.
[1:35:41] But you're still going to have these little flare-ups
[1:35:43] from time to time, and that's just the sort of thing
[1:35:45] that we're going to have to manage
[1:35:46] through the diplomatic process.
[1:35:48] Secretary Rubio has been sort of the person on point.
[1:35:51] It's actually worked out extraordinarily well
[1:35:54] because we do have substantially less shooting,
[1:35:56] but it's going to be something we have to manage.
[1:35:58] And eventually what we want to see is the Lebanese government,
[1:36:01] the elected representatives of the people of Lebanon
[1:36:03] who are able to police southern Lebanon
[1:36:05] so that Hezbollah has not taken over the country,
[1:36:08] the Israelis are not threatened,
[1:36:09] and then consequently the Israelis are not attacking
[1:36:13] southern Lebanon or Beirut either.

[1:36:17] Look, one of the interesting things that you've seen
[1:36:20] is that the Iranians have been completely unable to sell oil,
[1:36:25] not because of sanctions, but because of the blockade.
[1:36:28] Fundamentally, the thing that we have done here,
[1:36:30] the original, you know, what we give, what they give,
[1:36:33] is that we said we're going to lift the blockade,
[1:36:36] we're going to allow you to sell some of your oil,
[1:36:38] and they're going to open the Strait of Hormuz.
[1:36:40] We see that process starting to work already.
[1:36:42] It's going to take a little time before it picks up fully,
[1:36:44] but that's where we are today.

[1:36:50] the MOU guarantees these 60 days of toll-free passage,

[1:36:58] A senior U.S. official told us yesterday
[1:37:00] that they expect Iran to push aggressively on this,
[1:37:03] but also that Gulf states won't allow any kind of tolls.
[1:37:06] How strenuously will the U.S. fight to keep tolls
[1:37:09] out of the Strait and keep any fees
[1:37:11] away from the future Strait commercial traffic?
[1:37:13] And are you going to leave it to the Gulf states
[1:37:15] to kind of fight this battle?
[1:37:17] First of all, we believe international waterways
[1:37:18] should be free of tolls, and that's been our position.
[1:37:21] That's what you see, of course, in the 60 days of the MOU.
[1:37:24] And when you say it leaves it open,
[1:37:25] it doesn't really leave it open,
[1:37:27] except in the sense that, of course,
[1:37:29] the final negotiation is going to set the terms

[1:44:35] What the President gets to go and frustrated sometimes is that we seem to be right on the cusp of a major breakthrough in the agreement,
[1:44:41] and then all of a sudden there's a major explosion that goes off in a civilian population center in Beirut,
[1:44:46] and a lot of people who have nothing to do with Hezbollah lose their lives.
[1:44:49] That's not acceptable.
[1:44:50] That's the sort of thing that we've asked for closer coordination so that we ensure it doesn't happen.
[1:44:55] And our message to the Israelis, just as our message to everybody else, is fundamentally we want this peace process to be good for you.
[1:45:02] We do not want Hezbollah attacking Israel.
[1:45:04] But in order to ensure that that happens, we have got to actually build the kind of regional framework
[1:45:10] that can cut off the money to Hezbollah, cut off Iranian support for Hezbollah,
[1:45:15] and also ensure that Lebanon's territorial sovereignty is respected by all parties.
[1:45:21] And the difference between the two agreements.
[1:45:23] So, first of all, the two big differences are not even in the substance of the deal itself,
[1:45:29] but something I said earlier are, number one, the Gulf Coast Coalition loves this deal
[1:45:36] because they think that it makes Iran weaker.
[1:45:38] They hated the Obama deal because they thought that it made Iran stronger.
[1:45:42] They know more about this and they have more to lose than anybody, including the United States of America,
[1:45:46] so I trust their judgment.
[1:45:48] The second thing is where the deal came from.
[1:45:51] You have to remember, in 2015, Iran had built a sophisticated nuclear weapons program with a nuclear
[1:45:57] weapons stockpile.
[1:45:58] So the perspective that we came at as the United States was, you already have a really nice nuclear
[1:46:03] program.
[1:46:04] We're going to bribe you with American money in order to stop it.
[1:46:08] Our perspective, and where we're coming at it, is we already destroyed your nuclear program.
[1:46:13] And so if you promise and show verifiable pathways to not rebuild it, then we're willing to give you
[1:46:22] some sanctions relief and things like that.
[1:46:23] So it's a fundamentally different perspective.
[1:46:25] Now, there are all these substantive differences as well.
[1:46:27] The Obama nuclear deal allowed enrichment.
[1:46:30] Ours will not.
[1:46:31] The Obama deal allowed the accumulation of stockpiled weapons-grade material.
[1:46:35] Ours is actually leading to the destruction of that stockpile of enriched material.
[1:46:40] So there are many differences.
[1:46:41] The Obama deal gave them over a billion dollars of American money.
[1:46:45] This deal gives them zero dollars of American money.
[1:46:48] So a lot of substantive differences.
[1:46:50] But I think the most important differences are where we're coming at it, from a position of strength,
[1:46:54] and the fact that our Gulf Coast partners love this deal.

[1:51:33] The purpose of the oil sanctions is to drive down how much Iran is charging for a barrel of oil.
[1:51:40] Those sanctions had stopped being effective. The blockade is what's effective.
[1:51:43] And again, that's the thing that has changed in accordance with them opening the Strait of Hormuz.
[1:51:48] No sanctions will come off unless they perform the benefit of the bargain,
[1:51:52] and every sanction will come back on.
[1:51:55] Hypothetically, let's say two years down the road,
[1:51:58] they've done what we need to see on the nuclear program,
[1:52:00] and we release the sanctions as the deal contemplates.
[1:52:03] Then they decide they're going to start rebuilding the nuclear program.

[1:52:10] As they dial up their good behavior, we can dial up the economic relief.

[1:54:08] is just sometimes something that we don't fully appreciate or we don't fully understand.

[1:54:20] What the Iranians came to us and said is we'd like not to release the text until Friday.

[1:54:28] But in order to be accommodating to them, we said, sure, okay, we'll wait until Friday.
[1:54:31] And then what happened over Monday, Tuesday, the President was in G7.

[1:54:39] We were definitely saying to them, we understand your desire not to have the text out until Friday.

[1:54:46] The American people want to see the text of this deal.

[1:54:51] And so they came up with having their president sign it, our president sign it,
[1:54:55] and then just releasing the text as a signed document immediately at that point.

[1:56:06] And what's to prevent Iran from using all of that money, all of those millions of dollars,
[1:56:11] to prop up its proxies in the region?
[1:56:14] Mr. Well, the number one thing is that we actually see where the money moves now.
[1:56:18] Because of what we've done with the financial sanctions, we actually know where the money is going
[1:56:22] to move.
[1:56:23] And so we have great confidence that we're going to be able to see if they try to fund terrorist organizations.

[1:56:28] But you said that millions of dollars is a lifeline.
[1:56:32] Right now, the Iranian nation is a nation of 94 million people.
[1:56:36] Their economy is in a freefall.

[2:00:23] billions of dollars in Iranian assets.

[2:00:31] So a lot of this reporting is just fundamentally wrong.
[2:00:34] They don't get a dollar of unfrozen assets, their money, not our money, but they don't
[2:00:38] get a dollar of unfrozen assets until they actually perform under the deal.

[2:01:42] To follow up on an earlier question, Secretary Rubio said in March that the goal of this war
[2:01:47] was to, quote, to eliminate the threat of Iran's short-range ballistic missiles.
[2:01:52] You just said earlier that the military program is destroyed.
[2:01:55] U.S. intelligence estimates that Iran still retains roughly 70 percent of its pre-war
[2:02:00] ballistic and cruise missile stockpile.
[2:02:02] So when did the administration decide to abandon that part of the original mission?
[2:02:06] And then just second as well, moving forward, are you leading the U.S. team moving forward
[2:02:11] in terms of the negotiations?
[2:02:12] How involved will you be?
[2:02:14] Mr. Yes, so I'm certainly planning to lead the U.S. negotiating team.
[2:02:16] But on the first question, you talked about an intelligence report that was anonymously leaked to
[2:02:22] a reporter, that was not with context, and that, frankly, is not accurate.
[2:02:28] What has changed about the Iranian Ballistics Missile Program is it matters much less the
[2:02:35] number of missiles they have, the number of bullets. What matters much more is the number of launchers
[2:02:40] they have and, importantly, the teams on the ground that have the capacity to launch those missiles.
[2:02:45] Their ability to launch missiles has been substantially degraded. Is it zero?
[2:02:49] No, but it's substantially degraded. And in that sense, we haven't abandoned the mission.
[2:02:53] We have accomplished that particular part of the mission. If you look at the Gulf Arab allies,
[2:02:58] and obviously the Israelis who faced a lot, the two of them together, faced a brunt of these missile
[2:03:03] attacks, each of them feels substantially safer today from the Iranian missile threat than they did
[2:03:09] before. Obviously, that is something that we would like to continue. All the President said yesterday is
[2:03:15] that you can't expect any country to give up its right of self-defense. You have to have parity,
[2:03:20] and that's what the President of the United States was talking about.

I think that the Pope is fundamentally accurate and it's going to be good for the entire world, but we've got to keep working at it to make sure that the Iranians honor the commitments that they've made. [2:04:56] conduct towards this peace agreement. What we're saying is that we will withdraw troops to the pre-conflict level, meaning we're not going to keep a couple of extra aircraft carrier groups over there.
[2:05:06] The Iranians don't want that. Frankly, we don't want that either. Go ahead. Yeah.

[2:05:40] Mr. Oh, I see. So what's interesting about this is there is a great desire from the Arab world and from outside the Arab world
[2:05:49] world to actually get involved in Iran if they behave properly. So, for example, let's say the United Arab Emirates,
[2:05:56] who have been a great ally over the last not just few months, but over the last many years, let's say that they would like to invest in building a power plant.
[2:06:03] That actually is impossible right now because of the way that U.S. sanctions work.
[2:06:07] And so what we're saying is that if you behave and if the Emiratis themselves want to build a power plant, then we will do the sanctions relief necessary to make that possible.
[2:06:17] The good thing about that is that it actually creates integration, which is leverage.
[2:06:22] A world where the Gulf Coast coalition has greater leverage into the Iranian economy is a world where the Iranians are going to be heavily prevented from misbehaving.
[2:06:32] So it's a lot of the Gulf Coast coalition. Again, they see that Iran is weakened.
[2:06:36] They see there's an opportunity to build a new relationship there.
[2:06:39] And they're saying if they behave and if the United States is willing to allow this to happen, then absolutely we want to change our relationship with Iran.
[2:06:47] The Press, what I mean, I assume that in the United Arab Emirates there would be private money and so forth that would be part of this.
[2:06:54] But again, this is so far in advance because it assumes a transformation in Iranian behavior.

[2:07:23] Mr. So what this agreement does fundamentally is it requires Iran to behave like a normal country.
[2:07:29] And if it doesn't, as so many people think that it never will, then it doesn't get any of the economic benefits.
[2:07:34] And if they do, then that's a great thing for everybody.

[2:07:38] It's a great thing for anybody who has been under the brunt or under the threat of Iranian-funded terrorist organizations.
[2:07:45] The expectation is that Iran will stop that.

[2:08:12] The idea that he is going to strike a deal that's been bad for the American people, it's preposterous.
[2:08:17] He is the person who has had the courage to fundamentally transform our relationship with Iran and with a lot of other countries over the last year and a half.
[2:08:25] He believes in this deal.
[2:08:27] He is going to see it to completion.
[2:08:29] And if the Iranians don't comply, we still have every single tool and point of leverage that we have today.
[2:08:34] That would be message number one, is have a little faith in the President's ability, given that he's got us this far, to take us the final step.
[2:08:40] The second thing that I would say is, so many of what I've read or heard that people believe about this deal is just fundamentally untrue.
[2:08:48] It is a memorandum of understanding.
[2:08:50] It is fundamentally a principle that, yes, the Straits of Hormuz are going to be open immediately, and they already are.
[2:08:56] Yes, they're going to give up their highly enriched material, but they've got to actually do it.
[2:09:01] It's about conduct.
[2:09:02] It's about rewarding good conduct and punishing bad conduct, which in some ways is what we've been doing for the last three months vis-a-vis that country anyway.
[2:09:10] So, so many of the criticisms – I saw Lindsey Graham came out with a positive statement after expressing some concerns.
[2:09:17] I think that when people get to understand not just the agreement, but our negotiating posture as a country, they will realize this is an excellent thing for the American people.
[2:09:26] But that's part of our job.
[2:09:27] We've got to tell the story about what this means for Americans, how it's going to make all of us safer and more prosperous.
[2:09:32] That's why I'm here talking to everybody.

[2:10:10] Yeah, well, I don't want to get into hypotheticals that could torpedo the deal, because I think the President's
[2:10:14] expectation is that all of our friends – the Israelis, the Arabs in the region – we're going to work together and actually see this deal to completion.
[2:10:22] Now, I saw the Axios report that Netanyahu is fuming.
[2:10:27] That's not reflective of the conversations that I've had with him, but maybe he's saying something to somebody else that he's not saying to me.
[2:10:33] What I will say – and this does bother me – is that you have seen people within Beirut's Cabinet who have come out and attacked the deal, and in some ways very personally attacked the President of the United States.
[2:10:45] And I guess my message to them would be twofold.
[2:10:48] Number one, Donald J. Trump is the only head of state in the entire world who is sympathetic to the nation of Israel at this moment in time.
[2:10:59] And he happens to be the head of state of the world's superpower.
[2:11:02] If I was in the Cabinet of the Israeli government, I might not be attacking the only powerful ally that I have anywhere left in the entire world.
[2:11:11] And the second message I would give to some of those Cabinet members – BB, to his credit, has not gone down this path – but to some of these Cabinet members in Israel who are attacking the President of the United States,
[2:11:21] The other thing that I would say is that over the last three months, two-thirds of the defensive weapons that have protected your homeland have been built by American hands and paid for by American tax dollars.
[2:11:36] The problem for Israel is not Donald J. Trump.
[2:11:39] And anybody in Israel who thinks their biggest problem is the President of the United States needs to wake up and smell the reality of the situation that country is in.

[2:12:49] We've seen that in a number of our conversations. We've seen that just in their behavior over the last couple of days.

[2:13:34] But I tend to think that you should trust the people who know the Iranians the best and who have the most to lose.
[2:13:40] What are the Gulf Arab states saying about this deal?
[2:13:43] What are they saying about this deal compared to the JCPOA in 2015?
[2:13:48] This is the Obama nuclear deal. Well, back then, they hated that deal.
[2:13:52] They felt like it empowered the Iranians to be bad actors across the region.
[2:13:56] And, of course, that's exactly what happened. They were right about that.
[2:13:59] What are they saying about the President's peace deal?
[2:14:02] They're saying this is an amazingly transformative thing for the region because, either way, we and the broader region win.
[2:14:09] Iran is weakened. Their nuclear program destroyed. Their economy in desperate straits.
[2:14:15] And if they change their behavior, big things are going to happen for Iran and for the world.
[2:14:20] If they don't, no skin off our backs. Either way, we win.
[2:14:23] And that's the way the President has set up this deal and this negotiation.

[2:15:12] So when and why did that change? And will the final agreement have any restrictions on these missiles?
[2:15:18] Mr. So we destroyed a substantial number of their ballistic missiles and their ballistic missile launchers themselves.

[2:15:48] But we do expect that as part of the final deal, they are not going to be able to build the kind of missiles that can broadly threaten the entire world.

[2:16:00] You can't tell a country whether Israel or Iran, they're not allowed to have any self-defense.

[2:16:08] But as part of the final deal, what we want to see is Iran not funding regional instability, funding regional terrorism,
[2:16:15] and, of course, try to rebuild their nuclear weapons program.

[2:16:23] If the Iranians decided tomorrow to build a nuclear weapon, they simply don't have the capacity in order to do that.

[2:16:34] but many, many years from now, so that our children never have to worry about a state sponsor of terrorism having a nuclear weapon.

[2:17:26] As the MOU contemplates, that would mean the destruction of their enriched stockpile.

[2:17:46] But in order for them to get any integration into the world economy, they're going to have to show us and verify for us that they are changing their behavior.

[2:20:23] Look, one of the interesting things that you've seen is that the Iranians have been completely unable to sell oil, not because of sanctions, but because of the blockade.
[2:20:34] Fundamentally, the thing that we have done here, the original, you know, what we give, what they give, is that we said we're going to lift the blockade,
[2:20:42] we're going to allow you to sell some of your oil, and they're going to open the Strait of Hormuz.
[2:20:46] We see that process starting to work already.

[2:21:10] but also that Gulf states won't allow any kind of tolls.
[2:21:13] How strenuously will the U.S. fight to keep tolls out of the Strait
[2:21:17] and keep any fees away from the future Strait and commercial traffic?
[2:21:20] And are you going to leave it to the Gulf states to kind of fight this battle?
[2:21:24] Well, first of all, we believe international waterways should be free of tolls,
[2:21:27] and that's been our position.

[2:21:34] except in the sense that, of course, the final negotiations are going to set the terms of what comes afterwards, right?

[2:28:26] does not withdraw from Israel. No one could withdraw from another country the right of self-defense.
[2:28:32] Israel has the right to defend itself. But fundamentally, the Israelis, just like everybody else, have
[2:28:38] to respect this peace process that is fundamentally good for them and good for the entire region.
[2:28:43] What the President gets to go and frustrated sometimes is that we seem to be right on the
[2:28:46] cusp of a major breakthrough in the agreement, and then all of a sudden there's a major explosion
[2:28:51] that goes off in a civilian population center in Beirut, and a lot of people who have nothing
[2:28:55] to do with Hezbollah lose their lives. That's not acceptable. That's the sort of thing that
[2:29:00] we've asked for closer coordination so that we ensure it doesn't happen. And our message
[2:29:03] to the Israelis, just as our message to everybody else, is fundamentally we want this peace process
[2:29:08] to be good for you. We do not want Hezbollah attacking Israel. But in order to ensure that
[2:29:14] that happens, we have got to actually build the kind of regional framework that can cut off the
[2:29:19] money to Hezbollah, cut off Iranian support for Hezbollah, and also ensure that Lebanon's
[2:29:24] territorial sovereignty is respected by all parties. And the difference between the two agreements.
[2:29:30] So, first of all, the two big differences are not even in the substance of the deal itself,
[2:29:37] but something I said earlier are number one, the Gulf Coast Coalition loves this deal because they
[2:29:44] think that it makes Iran weaker. They hated the Obama deal because they thought that it made Iran
[2:29:49] stronger. They know more about this and they have more to lose than anybody, including the United States
[2:29:53] of America. So I trust their judgment. The second thing is where the deal came from. You have to
[2:29:59] remember in 2015, Iran had built a sophisticated nuclear weapons program with a nuclear weapons stockpile.
[2:30:06] So the perspective that we came at as the United States was you already have a really nice nuclear
[2:30:11] program. We're going to bribe you with American money in order to stop it. Our perspective and where
[2:30:17] we're coming at it is we already destroyed your nuclear program. And so if you promise and show
[2:30:23] verifiable pathways to not rebuild it, then we're willing to give you some sanctions relief and things
[2:30:31] like that. So it's a fundamentally different perspective. Now, there are all these substantive
[2:30:34] differences as well. The Obama nuclear deal allowed enrichment. Ours will not. The Obama deal allowed
[2:30:40] the accumulation of stockpiled weapons-grade material. Ours is actually leading to the destruction
[2:30:45] of that stockpile of enriched material. So there are many differences. The Obama deal gave them over a
[2:30:50] billion dollars of American money. This deal gives them zero dollars of American money. So a lot of
[2:30:56] substantive differences. But I think the most important differences are where we're coming at it,
[2:31:00] from a position of strength, and the fact that our Gulf Coast partners love this deal.

[2:38:28] What the Iranians came to us and said is we'd like not to release the text until Friday.

[2:38:39] And then what happened over Monday, Tuesday, the President was in G7, maybe foreign leaders
[2:38:44] were talking to the Iranians and encouraging them to do that.
[2:38:47] We were definitely saying to them, we understand your desire not to have the text out until Friday,

[2:38:54] The American people want to see the text of this deal.
[2:38:56] We would certainly like to get it out as soon as possible.
[2:38:59] And so they came up with having their president sign it, our president sign it, and then just
[2:39:04] releasing the text as a signed document immediately at that point.

[2:40:26] Because of what we've done with the financial sanctions, we actually know where the money

[2:51:23] And my second question, this agreement requires Iran to stop

[2:51:35] Iran to behave like a normal country.
[2:51:37] And if it doesn't, as so many people think that it never will,
[2:51:40] then it doesn't get any of the economic benefits.

[2:52:28] transform our relationship with Iran
[2:52:30] and with a lot of other countries over the last year and a half.

[2:52:38] we still have every single tool and point of leverage that we have today.

[2:52:53] that people believe about this deal is just fundamentally untrue.

[2:53:03] and they already are.

[2:53:24] after expressing some concerns.

[2:54:09] if that continues, could it torpedo the deal?
[2:54:12] And what would the U.S.'s response be to a broader war in Lebanon
[2:54:16] involving Israel and Hezbollah?
[2:54:18] Mr. Yeah, well, I don't want to get into hypotheticals
[2:54:20] that could torpedo the deal,
[2:54:21] because I think the President's expectation is that all of our friends,
[2:54:25] the Israelis, the Arabs in the region,
[2:54:28] we're going to work together and actually see this deal to completion.
[2:54:30] Now, I saw the Axios report that Netanyahu is fuming.
[2:54:36] That's not reflective of the conversations that I've had with him,
[2:54:39] but maybe he's saying something to somebody else that he's not saying to me.
[2:54:41] What I will say, and this does bother me, is that you have seen people
[2:54:45] within Bibi's cabinet who have come out and attacked the deal and, in some ways,
[2:54:50] very personally attacked the President of the United States.
[2:54:54] And I guess my message to them would be twofold.
[2:54:56] Number one, Donald J. Trump is the only head of state in the entire world
[2:55:03] who is sympathetic to the nation of Israel at this moment in time,
[2:55:07] and he happens to be the head of state of the world superpower.
[2:55:10] If I was in the cabinet of the Israeli government,
[2:55:13] I might not be attacking the only powerful ally that I have anywhere left in the entire world.
[2:55:20] And the second message I would give to some of those cabinet members,
[2:55:22] Bibi, to his credit, has not gone down this path,
[2:55:26] but to some of these cabinet members in Israel who are attacking the President of the United States,
[2:55:29] the other thing that I would say is that over the last three months,
[2:55:33] two-thirds of the defensive weapons that have protected your homeland
[2:55:38] have been built by American hands and paid for by American tax dollars.
[2:55:43] The problem for Israel is not Donald J. Trump.
[2:55:47] And anybody in Israel who thinks their biggest problem is the President of the United States
[2:55:52] needs to wake up and smell the reality of the situation that country is in.

[2:56:43] that the U.S. holds over itself economically and militarily enough
[2:56:47] to actually go forth with fundamentally changing their behavior
[2:56:50] over the long term and going about things differently?
[2:56:53] So I certainly think they recognize the leverage
[2:56:55] that the United States has over them.
[2:56:56] We've seen that in a number of our conversations.
[2:56:58] We've seen that just in their behavior over the last couple of days.
[2:57:01] They certainly recognize that the United States has great leverage.
[2:57:04] Will that ultimately lead to a change in behavior?
[2:57:06] I don't know.
[2:57:07] You know, I've seen skeptics of the deal.
[2:57:09] People say the Iranians will never change their behavior.
[2:57:12] Well, maybe that's true.
[2:57:13] And if so, they don't get any of the benefits of the bargain.
[2:57:16] But isn't it worth trying?
[2:57:18] Isn't it worth seeing whether this incredibly weakened position
[2:57:21] that the President of the United States has put the Iranians under,
[2:57:25] whether that motivates them to change their behavior,
[2:57:28] not just vis-a-vis the West, but vis-a-vis the Middle East?
[2:57:31] And one of the interesting things about this is,
[2:57:34] you know, the technical details of this we can, of course, get into.
[2:57:38] There are going to be any number of opinions about the negotiation,
[2:57:40] about where it's ultimately going to go.
[2:57:42] But I tend to think that you should trust the people
[2:57:44] who know the Iranians the best and who have the most to lose.
[2:57:48] What are the Gulf Arab states saying about this deal?
[2:57:52] What are they saying about this deal compared to the JCPOA in 2015?
[2:57:56] This is the Obama nuclear deal.
[2:57:58] Well, back then, they hated that deal.
[2:58:00] They felt like it empowered the Iranians
[2:58:02] to be bad actors across the region.
[2:58:04] And, of course, that's exactly what happened.
[2:58:06] They were right about that.
[2:58:07] What are they saying about the President's peace deal?
[2:58:10] They're saying this is an amazingly transformative thing
[2:58:13] for the region because either way,
[2:58:15] we and the broader region win.
[2:58:18] Iran is weakened.
[2:58:19] Their nuclear program destroyed.
[2:58:21] Their economy in desperate straits.
[2:58:23] And if they change their behavior,
[2:58:26] big things are going to happen for Iran and for the world.
[2:58:28] If they don't, no skin off our backs.
[2:58:30] Either way, we win.
[2:58:31] And that's the way the President has set up this deal
[2:58:34] and this negotiation.

[2:59:11] Initially, it was a key objective to dismantle it.

[2:59:20] So when and why did that change?
[2:59:23] And will the final agreement have any restrictions
[2:59:25] on these missiles?
[2:59:26] Mr. So we destroyed a substantial number
[2:59:29] of their ballistic missiles and their – excuse me,
[2:59:31] ballistic missile launchers themselves.
[2:59:33] It's not just the bullets, but it's the actual gun.
[2:59:35] And that's what we were extremely effective at in destroying
[2:59:38] during the last three months of the campaign.
[2:59:40] All the President said yesterday is that, of course,
[2:59:44] region – countries don't give up the right of self-defense.
[2:59:47] Israel doesn't give up the right of self-defense
[2:59:49] if Hezbollah fires rockets or drones at Israel.
[2:59:52] The Iranians don't give up the right of self-defense in their country.
[2:59:56] But we do expect that, as part of the final deal,
[2:59:58] they are not going to be able to build the kind of missiles that can broadly threaten the entire world.
[3:00:04] And that's what the President of the United States said yesterday.
[3:00:06] And look, I mean, it's very simple.
[3:00:08] You can't tell a country whether Israel or Iran they're not allowed to have any self-defense.
[3:00:13] That's not what the President has asked.
[3:00:14] That's not what the President has requested.
[3:00:16] But as part of the final deal, what we want to see is Iran not funding regional instability,
[3:00:22] funding regional terrorism, and, of course, try to rebuild their nuclear weapons program.
[3:00:25] That's the main thing.
[3:00:27] The nuclear weapons program is destroyed.
[3:00:30] It is gone.
[3:00:31] If the Iranians decided tomorrow to build a nuclear weapon,
[3:00:34] they simply don't have the capacity in order to do that.
[3:00:37] What we're trying to ensure is they don't rebuild that capacity not just a year from now,
[3:00:41] two years from now, but many, many years from now,
[3:00:44] so that our children never have to worry about a state sponsor of terrorism having a nuclear weapon.

[3:01:06] What's stopping them from down the road, to your point,
[3:01:09] rebuilding and restarting from where we were pre the war?
[3:01:13] Mr. Well, number one, they would have to get a lot of money in order to rebuild a nuclear program.
[3:01:16] You're talking about billions and billions of nuclear infrastructure that the United States destroyed.
[3:01:21] In order for them to rebuild that program, they would have to get a lot of money.
[3:01:24] And we have them in an economic chokehold right now that we're not going to release
[3:01:27] until they fundamentally change their behavior.
[3:01:29] What would that look like?
[3:01:30] That would mean a real inspections regime.
[3:01:33] That would mean a real enforcement regime.
[3:01:34] As the MOU contemplates, that would mean the destruction of their enriched stockpile.
[3:01:39] All of these things are the sorts of steps you're going to take
[3:01:42] if you're serious about ending your nuclear weapons program.
[3:01:44] And that, again, is why I go back to this fundamental trade that's built into the deal.
[3:01:49] They need money to do anything.
[3:01:51] Their economy is in absolute dire straits.
[3:01:55] But in order for them to get any integration into the world economy,
[3:01:58] they're going to have to show us and verify for us that they are changing their behavior.

[3:02:36] And I would point those progressive critics to the fact that just two days ago I spent over an hour on The View.
[3:02:41] So I actually have great experience in very hostile negotiations.

[3:02:47] I mean, look, Joy Behar is way tougher than the Iranians.

[3:03:06] How soon, as the MOU lays out, can Iran start selling any of its oil that has sort of been impounded, right, with the blockade?
[3:03:14] And two, can you sort of explain the Lebanon component to the MOU and how that front works and the enforceability of it?
[3:03:23] Yeah, so the Lebanon component, this is about regional peace, right?
[3:03:26] This is about regional peace.
[3:03:27] And what that means is we expect Hezbollah is not going to be firing rockets and firing drones at the Israelis.
[3:03:33] And we also expect that the Israelis are not going to be going wild in Lebanon, right?
[3:03:37] Both sides have to honor their end of the deal.
[3:03:39] Now, as you guys know, sometimes these ceasefires are a little messy.
[3:03:43] The President of the United States said this a couple of weeks ago that a ceasefire in that region of the world just means they're shooting a little bit less at each other than they were before.
[3:03:51] What you've seen is radical progress in Lebanon, less shooting, less firing, but you're still going to have these little flare-ups from time to time.
[3:03:59] And that's just the sort of thing that we're going to have to manage through the diplomatic process.
[3:04:03] Secretary Rubio has been sort of the person on point.
[3:04:06] It's actually worked out extraordinarily well because we do have substantially less shooting, but it's going to be something we have to manage.
[3:04:13] And eventually what we want to see is the Lebanese government, the elected representatives of the people of Lebanon who are able to police southern Lebanon so that Hezbollah has not taken over the country.
[3:04:23] The Israelis are not threatened, and then consequently the Israelis are not attacking southern Lebanon or Beirut either.
[3:04:30] That's the plan there.
[3:04:30] You asked about the Iranian oil.
[3:04:32] Look, one of the interesting things that you've seen is that the Iranians have been completely unable to sell oil, not because of sanctions, but because of the blockade.
[3:04:42] Fundamentally, the thing that we have done here, the original, you know, what we give, what they give, is that we said we're going to lift the blockade, we're going to allow you to sell some of your oil, and they're going to open the Strait of Hormuz.
[3:04:54] We see that process starting to work already.
[3:04:56] It's going to take a little time before it picks up fully, but that's where we are today.

[3:05:04] The MOU, just on the Strait, the MOU guarantees these 60 days of toll-free passage, but after that it has, of course, led to a regional dialogue with Amman and Iran deciding the future governance of the Strait.
[3:05:14] A senior U.S. official told us yesterday that they expect Iran to push aggressively on this, but also that Gulf states won't allow any kind of tolls.
[3:05:21] How strenuously will the U.S. fight to keep tolls out of the Strait and keep any fees away from the future Strait commercial traffic?
[3:05:28] And are you going to leave it to the Gulf states to kind of fight this battle?
[3:05:32] Well, first of all, we believe international waterways should be free of tolls, and that's been our position.
[3:05:36] That's what you see, of course, in the 60 days of the MOU.
[3:05:39] And when you say it leaves it open, it doesn't really leave it open, except in the sense that, of course, the final negotiation is going to set the terms of what comes afterwards, right?
[3:05:48] You said, I think that it's the Omanis and the Iranians, but it's actually the MOU contemplates that the Omanis, the Iranians, and the Gulf Coast Coalition together will figure out a proper security framework for the Straits in the future.
[3:06:03] And what I mean by that is that we don't ever want this to happen again.
[3:06:06] That's not about tolling. That's about ensuring that the Straits are never used as a choke point for the global economy ever again.
[3:06:13] It's frankly not what the Iranians want. It's not what the Omanis want. It's not what the GCC wants either.
[3:06:18] So what we're going to do, of course, working with our allies in the region, is to ensure that that is reflected in the final deal.
[3:06:24] And if that's not reflected in the final deal, there's not going to be a final deal.
[3:06:28] That is, I keep coming back to this fundamental structural point of this negotiation, which is that we have all the cards.
[3:06:34] If the Iranians want the benefits of the bargain, they have to give us the things that are necessary to get those benefits.

[3:07:31] We are planning a briefing. I believe right now the House is out of session the Senate is in session though
[3:07:36] Maybe I've reversed that but we're gonna ensure that the team briefs Congress of course answers their questions
[3:07:42] We've been doing that informally of course talking to a number of people in Congress just over the last week
[3:07:48] We'll keep on doing that and we'll have a formal briefing

[3:07:58] Which is really the choke point on Iranian oil was never the sanctions
[3:08:02] We didn't see that as a major concession to the Iranians
[3:08:05] Frankly the Iranians didn't see that as a concession to them because the what prevented them from selling oil was not the sanctions
[3:08:11] They were selling plenty of oil without any discount because the sanctions were just fundamentally ineffective at that point
[3:08:17] What the sanctions did do is move the Iranian financial system to sort of the shadow banking system
[3:08:23] So by lifting the blockade
[3:08:25] That's the significant thing that has changed and by lifting the sanctions
[3:08:29] We're actually gonna be able to see a little bit where their financial system actually sends money and receives money
[3:08:34] That's a real benefit to the American people and that's really the only thing that has changed by the the change in sanctions

[3:09:10] And how exactly is a U.S. Looking at this if we're talking about behavior on part of Iran

[3:09:24] Hezbollah could end up doing some sort of hack on that skill then you know how exactly are we talking about?
[3:09:32] The reaction to the United States if you're talking about perhaps a
[3:09:35] Humongous scale attack that actually could happen. Are we waiting for that type of attack? I mean, what exactly is a scale here?

[3:09:48] Well, I mean like what type of attack would it take to actually get a reaction from the United States to say okay now

[3:10:24] Because the MOU produces consequences that were actually happening well before the MOU was signed
[3:10:30] That's not a reflection on the MOU that's a reflection of why we need the MOU to ensure that we have the regional peace and stability that we need
[3:10:39] Now what I would say to you know some of the the the critics of the deal that I've heard
[3:10:44] That will say well Iran's going to get all this benefit
[3:10:47] I'll repeat what I've said and I'm probably going to have to repeat it a number of times is what is the benefit that the Iranians get
[3:10:53] That they didn't have before and the answer is nothing
[3:10:57] They don't get anything unless they change their behavior if they change their behavior
[3:11:02] That is a thing to celebrate that's going to transform the middle east for a generation if they don't change their behavior
[3:11:08] They don't get the benefit of the bargain and I think I got to be honest. I think fundamentally fundamentally this idea
[3:11:14] That and it's a misrepresentation of the MOU this idea that the Iranians get all these benefits
[3:11:21] Before the deal is
[3:11:23] Actually consummated the idea that they get benefits before they change their behavior is fundamentally a talking point
[3:11:30] That is issued by people who want the conflict to continue indefinitely

[3:12:29] Pretty much every day at least at some high level of our government look the president's been very clear
[3:12:34] He he does not withdraw from israel no one could withdraw from another country the right of self-defense
[3:12:40] Israel has the right to defend itself but fundamentally
[3:12:43] The israelis just like everybody else have to respect this peace process that is fundamentally good for them and good for the entire region
[3:12:51] What the president gets to go and frustrated sometimes is that we seem to be right on the cusp of a major breakthrough in the agreement
[3:12:56] And then all of a sudden there's a major explosion that goes off in a civilian population center in beirut
[3:13:01] And a lot of people who have nothing to do with hezbollah lose their lives that's not acceptable
[3:13:06] That's the sort of thing that we've asked for closer coordination so that we ensure it doesn't happen
[3:13:10] And our message to the israelis just as our message to everybody else is fundamentally we want this peace process to be good for you
[3:13:17] We do not want hezbollah attacking israel but in order to ensure that that happens
[3:13:22] We have got to actually build the kind of regional framework that can cut off the money to hezbollah cut off iranian support for hezbollah
[3:13:30] And also ensure that lebanon's terrible territorial sovereignty is respected by by all parties
[3:13:36] And the difference between the two agreements
[3:13:38] So first of all the two big differences are not even in the substance of the deal itself
[3:13:45] But something I said earlier are
[3:13:47] Number one the gulf coast coalition loves this deal because they think that it makes iran weaker
[3:13:54] They hated the obama deal because they thought that it made iran stronger
[3:13:57] They know more about this and they have more to lose than anybody including the united states of america
[3:14:02] So I trust their judgment
[3:14:03] The second thing is where the deal came from you have to remember in 2015 iran had built a sophisticated
[3:14:10] nuclear weapons program with a nuclear weapons stockpile
[3:14:14] So the perspective that we came at as the united states was you already have a really nice nuclear program
[3:14:19] We're going to bribe you with american money in order to stop it our perspective and where we're coming at it is
[3:14:26] We already destroyed your nuclear program and so if you promise and show verifiable
[3:14:33] Pathways to not rebuild it
[3:14:36] Then we are willing to give you some sanctions relief and things like that
[3:14:39] So it's a fundamentally different perspective now
[3:14:41] There are all these substantive differences as well
[3:14:43] The obama nuclear deal allowed enrichment ours will not the obama deal allowed the accumulation of stockpiled weapons-grade material
[3:14:51] Ours is actually leading to the destruction of that stockpile of enriched material
[3:14:55] So there are many differences the obama deal gave them over a billion dollars of american money
[3:15:00] The this deal gives them zero dollars of american money so a lot of substantive differences
[3:15:05] But I think the most important differences are where we're coming at it from a position of strength and the fact that our gulf coast partners love this deal

[3:15:19] The president has said that if iran doesn't behave themselves we're going to resume military action
[3:15:23] So what is the red line for
[3:15:26] What iran can do before they cross that red line and we do resume the military action?

[3:15:35] Are they funding terrorism? Are they leading to attacks of other people?
[3:15:38] Are they trying to get centrifuges to redevelop their nuclear weapons program?
[3:15:42] There are all these questions that we're going to ask about whether they've actually changed their behavior
[3:15:45] Do they allow the inspectors in as they have promised that they would do or do they refuse to allow those inspectors in a whole host of things?
[3:15:53] We're going to see we're working towards a very successful resolution of this process
[3:15:57] But again, it takes two to tango and what the president is just saying is that we maintain
[3:16:01] Economic diplomatic and military leverage that nobody else in the world has so if the iranians want to change great

[3:17:25] But under this deal they are being allowed now to sell their oil freely again
[3:17:29] How is that not a financial benefit and they're being allowed to do that without making any new concrete nuclear commitment?
[3:17:35] So can you explain how is that not lopsided?
[3:17:38] Well, first of all, they've made very concrete nuclear commitments
[3:17:40] They have committed to the destruction of the hyaline rich stockpile that they have in their possession
[3:17:46] But number two all we've done is lift the blockade and the straits of war
[3:17:50] We basically returned it to where it was before the conflict the blockade is off
[3:17:53] We put that in after the conflict started the straits are now open that's not a new benefit to the iranians
[3:17:59] They were selling oil for many many years well before we ever put the blockade
[3:18:04] We oppose that blockade they stopped selling oil and now we've lifted the blockade in order to promote the free flow of energy across
[3:18:11] across the world
[3:18:13] So a u.s. Official described having secured some of these quote-unquote gentleman's agreements with iran on certain aspects of the negotiation
[3:18:21] So when it comes to highly enriched uranium
[3:18:23] Can you walk us through what's been secured even in these kind of gentleman's agreements on how exactly they're going to get rid of the stockpile?
[3:18:30] Are there agreements on low-grade enrichment?
[3:18:33] How long is the moratorium on enriching
[3:18:36] Uranium for Iran and are any of these gentlemen's agreements written down anywhere?
[3:18:40] So some of them are written down, but fundamentally whether they're written down or spoken
[3:18:45] This is why we structure the deal that we did because we don't trust words we trust action and we trust conduct
[3:18:50] And so we're going to reward conduct and we're not going to reward any words whether they're written on a sheet of paper or not
[3:18:56] There's a lot of discussion the mou this the gentleman's agreements the final deal
[3:19:01] Words don't matter ladies and gentlemen were about verification
[3:19:04] And so what we're going to do is to say if they do the things that they have promised to do they have promised not to enrich
[3:19:10] They have promised that they would allow inspectors in to destroy that highly enriched stockpile
[3:19:15] And then of course, it's not usable anymore. You take it somewhere else
[3:19:17] They promised a number of things and that's why the deal contemplates a number of benefits if they do those things
[3:19:24] But it doesn't do anything if they don't actually meet those promises

[3:19:37] Or does iran get to keep some of the concessions that it has already secured?
[3:19:41] Well, first of all the sanctions are still on with the exception of the oil sanctions, which I talked about were no longer effective
[3:19:48] The purpose of the oil sanctions is to drive down how much iran is charging for a price for a barrel of oil
[3:19:55] Those sanctions had stopped being effective the blockade is what's effective and again
[3:19:59] That's the thing that has changed in accordance with them opening the Strait of Hormuz
[3:20:04] No sanctions will come off unless they perform the benefit of the bargain and every sanction will come back on
[3:20:09] Let me like hypothetically let's say two years down the road
[3:20:13] They've done what we need to see on the nuclear program and we release the sanctions as the deal contemplates
[3:20:19] Then they decide they're going to start rebuilding the nuclear program
[3:20:21] Then of course those sanctions are going to come back on and that's why it's really kind of like a dial as they dial up their good behavior
[3:20:28] We can dial up the economic relief if they dial down their good behavior

[3:20:32] It's the good thing about having the leverage and it's a good thing about being the united states of america where we just fundamentally have so much influence in the world financial system

[3:22:41] wanted to get the text out immediately but in order to be accommodating to them we said sure okay we'll
[3:22:46] wait until friday and then what happened over monday tuesday the president was in g7 maybe foreign
[3:22:51] leaders were talking to the iranians and encouraging them to do that we were definitely saying to them we
[3:22:56] understand your desire not to have the text out until friday but you know we live in a democratic
[3:23:01] system the american people want to see the text of this deal we would certainly like to get it out as
[3:23:05] soon as possible and so they came up with having their president sign it our president sign it and
[3:23:11] then just releasing the text as a signed document immediately at that point i i do wonder rob just this
[3:23:17] is pure conjecture i'm just guessing at this i wonder if part of it is that they wanted to have
[3:23:23] a persian translation a farsi translation that they felt good about and then of course once they
[3:23:28] translate it into farsi our state department has to confirm that the farsi translation matches the
[3:23:33] meaning of the english i think that is part of what was going on here but the text is out there now we
[3:23:38] said that we would be transparent about it but the reason why it went back and forth a little bit about
[3:23:43] when exactly the text would be released is just we were trying to show good faith to the iranians who for

[3:24:26] millions of dollars to prop up its proxies in the region well the number one thing is that we actually
[3:24:32] see where the money moves now because of what we've done with the financial sanctions we actually know
[3:24:37] where the money is going to move and so we have great confidence that we're going to be able to see if
[3:24:41] they try to fund terrorist organizations we're going to be able to see that but you said that millions of
[3:24:45] dollars is a lifeline right now the iranian nation is a nation of 94 million people their economy is
[3:24:53] in a free fall they have sky-high inflation and fundamentally about a trillion dollars of damage
[3:24:59] to their industrial base was caused over the last three months the idea that selling a few million
[3:25:06] dollars worth of barrel barrels of a few million dollars worth of oil is going to fundamentally
[3:25:11] transform the iranian economy that's just not true we thought that it would be good in order to lift
[3:25:16] the blockade and open the straits of hormuz to allow the free flow of energy we felt that it was
[3:25:21] reasonable that if we're going to allow everybody else to sell their energy during this period of
[3:25:25] negotiation we would allow everyone to sell their energy that's all we're doing we can slap everything

[3:27:59] of 200 billion dollars most of it is not in united states accounts most of it's either in the gulf or
[3:28:05] in europe or somewhere else but i don't know the exact amount of money it's a lot it's one of the
[3:28:09] reasons why we've had such a successful chokehold on the iran economy though the wife not not even
[3:28:16] close to the main reason we're not releasing a single dollar of that money until the iranians perform
[3:28:21] and there are a number of ways they could perform for example let's say they actually take meaningful
[3:28:26] steps and this could happen very quickly to destroy that stockpile of enriched material then we're going
[3:28:31] to have a conversation about it but they have to perform i've seen some reports i don't know where
[3:28:36] this came from that the qataris had released billions of dollars in iranian assets that's just
[3:28:41] not true it would be impossible for the qataris to do that without our buy-in and certainly without
[3:28:45] us seeing it so a lot of these this reporting is just fundamentally wrong they don't get a dollar
[3:28:51] of unfrozen assets their money not our money but they don't get a dollar of unfrozen assets until
[3:28:55] they actually perform under the deal you asked about you asked about switzerland our plan is to
[3:29:00] go to switzerland i don't know exactly when the way that we're setting up this technical negotiation is
[3:29:05] that obviously you're going to have the political leadership involved excuse me we're going to have
[3:29:10] people on the ground actually driving the technical talks the nuclear talks how do you destroy this

[3:30:16] ballistic and cruise missile stockpile so when did the administration decide to abandon that part of
[3:30:21] the original mission and then just second as well moving forward are you leading the u.s team moving
[3:30:26] forward in terms of the negotiations how involved will you be yeah so i'm certainly planning to lead
[3:30:31] the u.s negotiating team but on the first question you know you talked about an intelligence
[3:30:34] report that was anonymously leaked to a reporter that was not with context and that frankly is not
[3:30:42] accurate what has changed about iranians about the iranian ballistics missile program is it matters
[3:30:49] much less the number of missiles they have the number of bullets what matters much more is the
[3:30:54] number of launchers they have and importantly the teams on the ground that have the capacity to launch
[3:30:59] those missiles their ability to launch missiles has been substantially degraded is it zero no but it's
[3:31:05] substantially degraded and in that sense we haven't abandoned the mission we've accomplished that
[3:31:10] particular part of the mission if you look at the gulf arab allies and obviously the israelis who faced
[3:31:15] a lot the two of them together faced a brunt of these missile attacks each of them feels
[3:31:21] substantially safer today from the iranian missile threat than they did before obviously that is
[3:31:26] something that we would like to continue all the president said yesterday is that you can't expect
[3:31:31] any country to give up its right of self-defense you have to have parity and that's what the president
