So I was told that beyond Tampa Fire Rescue Fleet and Supply, also there is a TPD Training Center that's going to be on pause for now. And the City Council renovations, we're pausing that until after November as well. So anything, all these big CIP projects, we're pausing. Okay. So we have a motion. We have a second. we're just going to have to kind of stumble through that today until they get some of those issues resolved i just want to make sure the people that are waiting online to either speak or the folks that are staff that may be listening and we're trying to uh chime in on things that they may experience that throughout the meeting today um councilwoman young thank you so much that's not included in will come up here with me please um so as you all know i am a graduate from the toba leadership institute class of 2024 um so it gives me great honor to be able to present this accommodation today to the tampa organization of black affairs tampa city council proudly applause the tampa organization of black affairs for their mission to prepare and elevate leaders within the black community by focusing on an agenda that includes political action innovation community and economic development the vision of the toba leadership institute is to become top producers of innovative businesses and community leaders who are focused on building and developing sustainable black communities in tampa bay since 2020 toba leadership institute has successfully graduated seven cohort classes graduates of toba leadership institute have gone on to serve as elected officials elected officials launch and grow businesses advance affordable housing and community development initiatives lead within corporations and public institutions and provide dedicated service on non-profit boards and community organizations they have used their talents and influence to expand opportunity address critical community needs and advocate for more prosperous and equitable tampa in recognition of toba's continued investment in developing leaders fostering civic participation promoting economic advancement and inspiring service the tampa organization of black affairs foundation is commended for their invaluable contributions to the tampa bay community and for building a legacy of leadership that will so sorry i was so excited i was so excited i was so excited um good morning everyone i'm faith pullin and i am a toba board member uh sorry about that but i was very excited um but i do want to thank you for the um thank the council again honor our founders who always wanted and had the vision for leadership and i'm a graduate of tli as well uh and so again just thank you for this honor on behalf of the board and of course the um the tli board chair i would like to turn it over to her thank you good morning i am kiana romeo the toba leadership institute board chair thank you again councilwoman young and to all of you on the dais for your consummate support of the toba leadership institute it would be remiss of me not to mention that we are here because of the vision of a woman named corinne collins who many years ago had the idea for this leadership institute and we were blessed to be able to bring this into fruition in 2020 as my fellow board member faith mentioned there are several different committees in toba and our success is based on all of those board members and their support and also i want to thank our executive planning committee for all the work that you do including our program director carrie knows who has been a part of this journey from the beginning so i want to just publicly acknowledge you as well so thank you again for your support looking forward to graduating more people from this program to date we've had 100 participants and graduates who have gone on to make real impacts in the community and is our goal and our focus and our mission to continue to produce leaders that are able to contribute to the city of tampa very good thank you um i just want to say it's a pleasure to start with your name i'm sorry my name is carrie knowles i am the program director for the toba leadership institute um from the inspiration from karene collins as kiana mentioned um to today it has been an honor and one of the ultimate privileges of my life to see this program grow and i'm excited to see where it goes in the future and i want to thank you today for taking the time to not only recognize toba but the leadership institute as well and everything that we're doing in the community we look forward to many more wins to come thank you okay thank you thank you um i just want to tell you all that uh i am thrilled that you've created this committee i've loved seeing what you've the congratulations on the 100 people graduating there is nothing more important than grassroots organizing and leadership and teaching so congratulations for starting that and i wish you many many years of success and you'll have it because we have a lot to do councilman carlson i'm going to put you on the spot if you don't can i ask you to go back uh thank you thank you to all of you for all you do um as my colleague said leadership programs are really important and and we see evidence of it here i just wanted to put council member young on the spot she talks about proudly this um uh her time in this program and could you just for the public's sake maybe spend 30 seconds telling about how the program personally impacted you and what you got out of it oh absolutely um so what nigh nigh young um well so i i think it had been i went to um i think it was a like a meet and greet like october meet and greet and that was in 2023 i think it was councilman young you're supposed to address i'm sorry this is harder than it looks um i went to a meet and greet in 2023 and i was like oh i want i want to do this i want to do this but it's just the time it just feel like i didn't have enough time things didn't align um and so 2024 and i said okay i think i'm gonna i'm just gonna do it this year i'm just gonna do it and when i tell you one i'm so one the group that i was a part of i'm still really good friends with we all still communicate with each other um and just what i was able to learn i was still working in non-profit at the time and so i was able to um you know really apply some of the things that i was learning in my non-profit work and also you know make these awesome connections and just learning more about you know leadership you know being involved um you know different things that you know going on in the city that i didn't even know about um we were definitely stretched as ct would say um but i learned i learned so much and now being in this in this space and then having you know to meet the the um meeting the tli um some of the cohort members that just graduated they were you know coming to me and talking to me and asking me questions i was like man it's really full circle um but i'm just really excited to have be to have been a part of the program and to see all the amazing leaders um that have come out of it it's really amazing and you get you learn so much you learn so much you gain so much so much knowledge and you make you know great relationships and networking and one of the things that we learn um you know your network is your net worth and so having a network of you know hundreds of people um i think is is awesome so thank you thank you just one last thing with the the hundred alumni and anybody who's going through the the next classes you have an ally on city council but please remember the other six of us we're happy to help any of the folks who have gone through this program in any way we can you know our our goal is that we want to try to help the community and so if we can help folks with introductions for their network or invite them to events or whatever you know somebody's interested about shifting careers we're happy to help them thank you thank you well thank you councilwoman young for bringing this uh proclamation uh the accommodation to council this morning thank with staff uh we are now moving on to our public comment uh portion of our meeting i'm going to recognize mr shelby to read some of the rules thank you mr chairman good morning city council members of the public martin shelby city council attorney to talk briefly about the rules of decorum for today's meeting members of the public are allowed a reasonable opportunity at the beginning of today's meeting to address any item on the agenda before city council takes official action on an item a three-minute time limit applies to all speakers providing public comment speakers and members of the public are also reminded to please refrain from disruptive behavior including making vulgar or threatening remarks or making or causing disruptive noises or sounds or displaying signs or graphics the chair will rule out of order any person who speaks without being recognized or attempts to address the council from outside the speaker area at the podium persons failing to comply with the council's rules may also be ruled out of order and at the discretion of the chair may be removed from the chambers and city hall for the remainder of today's meeting now if you're here to speak on an item that wish to speak to on agenda items what in the world is that if you wish to speak on agenda items i will expect that when you come to the podium that you'll speak to on agenda items because you get priority everybody else and then we'll go follow up with that with folks that chose to speak to non-agenda items so we're going to start with on agenda items and we're going to start with pamela cannella on items 50 and 51 good morning pamela i haven't started yet okay i'm a little slow this morning i was up late as you probably all know start with your name okay my name is pam cannella i find it concerning that this administration would continue to support the south howard flood relief project when there is no funding our major impacts on the community and no transparency to the viability of this project the proposed stormwater grant would be better served in to the neighborhoods if it were to be applied for a city-wide cleaning of our stormwater drainage system our stormwater department is still working on catch-up this needs to be the city's priority the neglect of this cleaning has left layers of plastics trash waste not only causing flooding but leaching into our drinking water by way of our drainage pipes to outflows to hillsborough river and the bay the ami hospital pond in palmercia pines is a good example addressing this area and this retention pond would help with the flooding and our drinking water last week i read an article on six the new pilot program to help reduce levels of pfas i think it's called the forever chemical and the six ppd q in our drinking water supply this is alarming that our drinking water has high levels of both of these chemicals this pilot program findings state that the highest concentration appeared near stormwater outfalls and testing only confirms removal of 30 percent of this pfas and no level is safe and the facility would not be completed until 2032 funding our stormwater department using grants would be a way to begin addressing both flooding and our drinking water problems um also what did i do with my notes this grant that um on 50 and 51 i read the contract and it says being introduced today applicants signed a compliance agreement with the state for this grant which clearly states that section 286011 of the florida statute must comply public notice entities must give reasonable notice so public can attend there has no no reasonable notice was given this was kind of a surprise on the agenda thing this resolution to appears to be for a new proposal design plan for the howard project they are required to give public notice we need transparency thank you thank you ma'am morris lopez on tampa fire rescue which i'm assuming is 83 84 and 85. mr shelby no not i may have the good morning start with your name please good morning chair and council members my name is morris lopez i've been a resident of new tampa for 36 years i'm here today to request that um council work with administration tampa fire rescue uh including uh the fire mars uh the fire marshal because this relates to uh nfpa 1 which is emergency temporary has access uh you'll see on the screen here uh the first slide that i have uh this is the block area showing the tampa city boundaries station 22 and the kbar branch parkway while it was under construction you look at the next slide this is uh as of yesterday this is morris bridge road going into kbar ranch and you can see that it's completely paved and accessible the next slide is the far west end which uh behind this gate are the neighborhoods that are high risk right now with a extended uh response times as i play this i did this for you tuesday this is just a flyover to show you how the road looks uh this section here is even open now uh people are crossing it uh as at this time i'll tell you that i have some experience in uh road construction on the labor side and 39 years experience in public safety right now this contractor has plenty of room to work and has no mot in place so he does not have to provide emergency access at this time this can be completed very easily with communication and coordination with the contractor so that he can work on either side of the road until it's complete and get the response times that we need uh this is just a couple things that would need to be done uh they just put a storm pipe in here and they'll dress this up in hard pan but it is accessible right now for any apparatus that tampa fire rescue has the other fix oops the other fix would be this fence right here simple 25 foot gates like we have at the school systems with either a knox box key or a regular key with a master key that the units carry and also uh the project manager and then uh finally i'll just let you uh ponder on this i don't know how much time i have left but uh this is for real every second matters um everything on here is true what stands out to me is that we're still in summer time i'm sure i don't know how much time i have but we're still in summer time and uh there's a lot of activity at the the uh amenity center that's one of the the areas that are out of out of play there and and takes long response time so um you know minutes matter um and uh i think that this needs to be done immediately uh so that we can help the residents and fix the problems out there with the response times and i thank you for listening to me here thank you mr lopez steven mickelini 1551 uh good morning steve mickelini uh chair i had a question about you you pulled 50 and 51 for discussion is it possible for me to have my no no okay i've sent you a um an email which all of you should have received 1551 is not just a grant application for study and uh for surveys it obligates you to another 46 million dollars under phase two which means you now are obligated to over 100 million dollars in matching funds and the city has yet to produce the financial backing that shows you where that money is coming from it also obligates you and i'll read from this email that i provided for you that this this study area is in parkland estates where they want um 2450 linear feet of box culverts on west fountain boulevard this is directly inside the neighborhood you may remember the city council made a motion about this not to run this through the neighborhood also on lakeview uh lakeview road morrison howard south howard and bristol all of which you've taken positions on and said no don't do it so you've also extended this to going down elita which is on the east side of howard going toward the crosstown which is directly adjacent to the morrison and and those other areas none of this has ever been discussed before the attorneys for the south howard business alliance requested that all of the documents related to this project be provided back in march and april none of this none of this has been provided so there was no disclosure whatsoever and it suddenly showed up on the agenda for an appropriation for 186 000 for study and for uh for surveys and all of that but if you look at the backup documents it obligates the cities to much more and this is a dramatic change in terms of scope and the areas that were being requested no one has ever proposed a plan for for the south howard project as it is and you already have appropriated seven million dollars for the study why do you need 186 000 more it makes no sense so what's happened with the seven million dollars for the study the surveys and all of that that were associated with the south howard project we still continue to contest this project and this is another backdoor way apparently of adding additional areas to the study area without any investigation and it assumes it makes a statement that the service area is under serviced by the existing system there has been no baseline study to indicate what that service area is or the capacity of the existing system thank you pastor williams you're next you indicated for i paid 200 something dollars just to get the phone thinking i'm gonna upgrade it they upload all right but they want 400 some dollars i had a phone for for a damn month but can any of y'all see look into that for me pastor williams and telephone ain't ain't about nothing nowhere uh that's why i come down here to speak publicly hoping that y'all will hear me but don't nobody want to hear me and this is a 10 phone i got here thinking i could use it that's all i want to call no more about 10 cents but uh what that the name of that company t-mobile t-mobile only want your money they don't care not whether you get the service or not and it's so sad and you know what people here in this audience do more for me than y'all do and who i can send to can one of y'all give me card number when i hit the street i could call them they'll call the police on me they don't give a damn about people of color but we care care about ourselves and we care about jesus jesus christ our lord and savior has brought us through many years of hardship and we're happy about that you know what i just thank god that we do have jesus on our side because if we didn't we'd be in a world of trouble just as it located in third avenue uh my business still inside of the business of the city of tampa i want to say happy belated birthday to the city councilman and i want to show you a birthday present i got too that three breakdown on june 8 2024 that damaged my vehicle i started my nightmare i've been here for the last two years trying to explain to the city of tampa to take care the property belongs to you property located 199 north 59th street the city of tampa already say that's an easement an improvement rule who give me full access to my property and my neighbors do not want to do what they're supposed to do by the city ordinance co-enforcement claim mobility this department the other department they have to come together for we can give your citation let's move forward last month we got a visual meeting on the area and the new co-enforcement department so she say i go to review the the survey of the property and in mr basket did you write about the trees we go to issue a citation guess what survey was done i followed the case i'm going to open a complaint a formal complaint and they told me because the property belongs to the city of tampa city do not make a complaint against the city so i'm being here spending my time for two years document this problem and now i understand why we got so many reports missing by the co-enforcement department because they don't want to put in black and white what's going on in that property now i'm here because now they start ping pong again we got 54 trees planting international intentional for i cannot have a light and electricity to open in my business for the last two years while i'm being paid permits so i want to know what we're going to do to stop co-enforcement playing ping pong and make sure they respect your property and they stop the abuse against my person i don't know if this is personal i don't know because i speak up on the behalf of protecting your property because as a task player is my property too so i ask please good morning my name is reva ironman a former resident of rovers park village and i'm here speaking on zion as you know i come down once a month to speak on zion it may not be on the agenda item but i'm trying to keep it alive um i spoke last time i spoke i spoke what we were looking for so today i brought you some things that give you something that you can see why we are seeking the funding that we're seeking so that way um i have spoken to some of the city council leaders i look forward to speaking to a few more that i can get on their agenda um so i may speak with them it is very dear and personal to me as a resident who stayed in robbers as an advocate for the residents there i was a resident council president i advocate for the residents and i'm still advocating for the residents but i'm not so advocating for the readiness i'm advocating for all those bodies that the ingest was done as well to make it just what we are trying to do is make the wrong right which it wasn't your wrong but you can make it right so what i'm trying to say today is for my ancestors i will continue fighting i will continue being that voice for those who cannot speak but their spirits can and i'm here representing them not the living but the dead the dead that unjust was done to them i'm their voice right now not the voice of the people who will stand there but the voice of the people who lay there it's very important to me for those who have family members that's buried there that they get the respect of the disrespect that was done to them so i'm asking the city council to find in their hearts their spirits their bodies and their soul to make a commitment to do the right thing that was done a long time ago that wasn't right it's very dear to me as a person as an ashley good morning council my name is ashley morrow and i'll be sharing tampa's black history so um it's archives awareness week i'm pretty sure y'all know by now and y'all know i love some archives so i'm going to share uh two stories with you one a more popular one uh detailing madam fortune taylor's life is in regards to her land ownership and the second about about priests from sacred heart in the early days who actually purchased land and sold to black people and we learned about this this through these documents so i'm going to show a few of them here is the homestead document of matter fortune taylor when she acquired that uh that land just south of the interstate and north of tyler area and it is event it is eventually sold to ea clark in 1878 and she sells the last portion of it in 1890 this is ea clark's subdivision and as you can see fortune street is listed listed right here and this was reservation of fortune taylor that was probably where her house was now a story that we hear a lot is that madam fortune made a deal with mcfarland but i don't believe that's true because she had already sold the land by 1890 the bridge was built two years later 1892. now i've said that story plenty of times but when i looked at the archives i was like okay that doesn't match up so i'm going to stop saying that and as a local historian and people that are professional historians it's okay to say i was wrong we found more information so i would want to encourage historians to try to you know veer away from just going with a fantastical romantic story just for the sake of storytelling tell the truth right the next one is about a reverend uh bernier who was the catholic priest here during the 1800s 1870s and he actually purchased land this is a scrub he purchased this land right here where's his name it's right here bernier's a lot seven and eight and then he plotted out these eight parcels of land and sold it to black people and you have katherine carter he sold that to her for 21 dollars uh anne richardson sold it to her for 11 dollars mary 11 henry blair 11 henry brennan 11 laura allen 16 dollars and beulah baptist church 21 this is the second location actually so the first location they got for a dollar from thomas jackson who was a black man that owned the home set the land right above oak lawn cemetery and that's just all their properties um i'm trying to lay out all these archives into a document so look forward to sharing that with everybody thank y'all so much for your time thank you ashley very fascinating jade scott followed by janelle scott good morning jade hey y'all how you doing good good to hear it start with your name please jade scott is the time going it'll start with me okay rock on that's fair enough i am here to talk about and ask for plead beg for more funding for the parks and wrecks community center so that we can have greater programs for adults ages 18 to retirement age as well as increasing marketing uh i've asked for this before and i'll probably ask for it again um but i am specifically advocating for this because i believe that the community centers really can be the center of the community they can be a great way for people in their community to meet each other to build those bonds that make living in tampa so wonderful and to really have people sort of embrace being the role of citizen and neighbor in particular i think that they should have longer hours as well as programs geared towards again adults we have a lot of community centers that have programs for children which is fantastic i love kids and we also have a lot of community centers that have programs for senior citizens which is great i hope to be one someday but uh the adults really are an undertapped market and they just because they're working age that doesn't mean that they necessarily want to have to go spend like 12 to buy a smoothie so they can justify being in a place to go play some sort of game so they can have some sort of social interaction and stimulation for the day i took the liberty of researching what some programs are in other cities in the area like orlando clearwater in saint pete and these are pretty low cost options that can be a great place to start so they have a pretty low barrier of entry but they could still be fun for the community and these programs are things like board game night chess nights community book clubs a craft night sewing circles movie nights yoga tai chi dance classes and programs community open mics writing classes mahjong nights drawing classes uh community jam sessions where local citizen musicians come in to play with each other you know just sort of building up that rapport we have trivia nights bingo people love bingo and bird watching club and those are just again really cheap some of them uh frankly like the community jam session um no uh down payment at all uh sort of programs but that can still be useful in things i also uh took the liberty of looking up some locations that might be a good place to start i selected five and i chose them based on the fact that they already have programs so they have a base that can be expanded upon and they're sprinkled throughout the city so you know the heat each of your constituents in your various districts so copeland cordelia b hunt the jackson the ingram and the forest hill center could be really wonderful places to start i really do think that when we invest in our community we can stay focused on centering the things that matter most which are each other so i hope you take these things with um with uh frankly an astonishing amount of enthusiasm and i hope to see these changes reflected in the next fiscal year budget thanks guys thank you jay thank you so precent um recently released june 24th for an arrest that happened december 10th 2025 where officers said that he arrested me for trespassing at 352 but he i was already arrested at 340. i was arrested at 340 for violating the trespass warning that the trespass warning time stamp is 352. so how could i violate a trespass warning if i'm already arrested for trespassing he also lied on the police report and said i was in a juvenile diversion program i'm 42 years old my son and i got the same birthday mine is 9 23 83 my son is 9 23 2001. you look just a lot i don't look 42. my son is 24 years old he has been traumatized by having to wrestle a gun out of his big brother's hand while he hadn't shot his little brother but if i would have been out here for him it would never have took place in my eyes and i also want to say that i've been advertising everything that i've been going through on facebook my page is um in my last name first because my previous um facebook i couldn't get the email because of me being incarcerated and things like that well long story short with the arrest the case was dismissed i had to represent myself because all of the public defenders in the public defender's office has a problem they tried to get you to play let's make a deal with your life that's what they're doing and judges prior to that let me get prior to that prior to that i was took it from grace point on the case where a judge had me sitting in jail 99 days while my bomb was actively played so these are the thing that's going on with the judicial system that's been broken and i would like to say something about what the young lady said right here why we have all these graves built over black grave sites but not one carcassian anglo-saxon grave site has been found yet to be like massacred like that in a way like that well it's like y'all just wanted us to be like look at those black people we'll have them sleeping in their grave look at them wallowing in their graves they wallowing in their own graves we walking over our ancestors and stuff like that's an accident you got to have a building permit before you do anything that system ain't changed that structure ain't changed so i speak on the god of abraham isaac and jacob change need to happen and especially in the city of tampon because the grace of god can surpass what y'all got going on because for one every black person that was a slave it was a law government we got their last name we got their last my last name's scott my last name's scott so with that being said this need to be addressed i had you on my fence um page on louise on the previous page when i was being evicted from section eight because i had fiberglass coming out my ventilation system and i'm rolling in the bed in it not we we have a three-part presentation and i'm asking because i'm part three may i may i defer to kathy and then donna and then me okay um i have donna i have kathy okay you want donna yes we'll do that go ahead okay all right thank you okay start with your name please kathy durden 1820 west richardson place in tampa uh good morning members of city council and thank you for the opportunity to speak today we're here because of the redevelopment of swan park represents a once in a generation opportunity to create a public space that serves the diverse needs of south tampa not just for today but for decades to come we support investing in this park we support new amenities improved accessibility beautiful landscaping and creating a destination the community can be proud of is our concern is not whether the park should be improved our concern is whether the planning process that has been brought has been broad enough to ensure the investment reflects the needs and priorities of the entire community this many people may not realize that this park was once a home of a thriving city operated community art center it operated alongside basketball courts a playground and a dog park coexisted for years the art center was extremely popular and classes were filled to capacity with long waiting lists after years of deferred maintenance the building developed severe termite damage and mold portions were closed classes continued but the facility was ultimately shuttered and the students and instructors were ensured that the city intended to renovate or replace the facility instead the beauty the building remained closed for more than nine years while the park became increasingly underutilized two years ago it was finally demolished our programming was located to the jcc where demand now exceeds capacity residents have reported waiting more than three years to enroll in classes for many in the tampa arts community when the redevelopment of the swan park uh came along it seemed like an ideal opportunity to restore what the neighborhood had lost over the past years my colleagues and i have met with city staff city council members representatives of the mayor's office parks and rec neighborhood associations and community leaders to discuss this possibility throughout these conversations we were consistently told that meaningful public engagement would occur before any redevelopment plans were put forward unfortunately that level of engagement never materialized neighborhood meetings were scheduled and then cancelled communication became increasingly limited and many inquiries from us the arts community went unanswered then last week a public meeting was held with limited notice immediately following the fourth of july holiday many concerned neighbors were out of tone and unaware two concept plans were presented none of which included an art center despite years of discussion most importantly when the public survey after the meeting was provided it invited residents to comment on the amenities provided not what the community needs and what people want we believe that this project is important and it deserves a broader public conversation before decisions are made thank you donna morrison followed by linda aiken hi i'm donna morrison so why does this matter the question before us isn't simply whether to build a park the question is whether the investment addresses one of tampa's greatest unmet recreational and cultural needs fortunately we don't have to guess the city's own parks and rec master plan identified visual arts as the recreation activity with the highest unmet need the city's own parks and rec master plan showed that 34 percent of tampa's households reported a need for visual art opportunities well above the national average the master plan also identified community arts programming public art cultural engagement and support for local artists as priorities for the city's future these findings confirm what many of us have experienced firsthand for years south tampa has no operated art center think about that for a minute the city operates more than 190 parks the city has 16 dog parks approximately 80 playgrounds numerous athletic facilities yet there is not one municipal art center serving south tampa the few city supported art facilities elsewhere in tampa are small operate with limited programming and have lengthy waiting lists our own privately owned and run non-profit organization tampa regional artists operate from a one-room historic schoolhouse of 1100 feet we are one room with three parking places every class is full we cannot expand to meet this demand as a result i regularly recommend that tampa residents travel to bradenton sarasota st pete clearwater dunedin because we don't have the facilities to help them bradenton offers an excellent example although its population is only a fraction of tampa's it recently partnered with the private sector to create a beautiful 28 000 square foot facility that has become a cultural and economic powerhouse for the community for years many of us have suggested that tampa explores similar public private partnership we have even offered to help raise private funds this doesn't have to be an either or decision a thoughtful designed art center could easily coexist with playgrounds courts trails green space this park is large enough to accommodate both this map here shows what the city or parks and rec presented last week it's the entire park it's still showing all this green space this black box is the space that an art center would take up in the middle of that space thank you donna linda aiken followed by mr hayes hello again linda start with your name again good morning linda again um full name for the record linda aiken that's how they document thank you so we have a better vision i'd like to conclude by discussing the opportunity to before us this park is boarded by the salmon expressway busy roadways and large expanses of asphalt while outdoor recreation is important florida's increasingly hot climate makes year-round use of outdoor activities more challenging every year the proposed plan relies almost entirely on outdoor activities instead of duplicating facilities we have an opportunity to provide something south tampa does not currently have because many of those facilities already exist nearby an art center would be open every month of the year it would serve children seniors veterans working adults families and individuals with disabilities it could host after-school programs senior programs veterans art therapy partnerships with hospitals community meetings culture of cultural events art exhibitions and educational workshops it would become a community gathering place not just for recreation but for education healing creativity and civic life most importantly it would benefit every demographic in our community at last week's meeting which was mentioned residents were told that approximately eight million dollars has been allocated for the project the swan park project that should move quickly because funding could be uncertain respectfully decisions about a community asset of this importance should not be driven driven driven by urgency alone the community deserves the opportunity to help shape a vision that reflects the broadest possible public benefit specifically we ask the city to conduct meaningful community engagement with residents arts organizations neighborhood groups and other stakeholders to evaluate the feasibility of incorporating a community arts center into the redevelopment as donna mentioned and explore public-private partnerships that could leverage private fundraising while maximizing the city's investment this project has a potential to become one of tampa's signature community spaces let's make sure we seize this opportunity to build not a simply another park but a destination that reflects tampa's creativity diversity and aspirations thank you for your time your service and your thoughtful consideration thank you so much mr hayes followed by robin lockett that says no grand horizon good morning city condolences and positive energy and vibrations to the young father that was killed in west tampa and i want to highlight this moment with just for individuals to not be so quick to give non-accurate information especially within our community there was a lot of erroneous and grave follies going around of being blamed put on tpd about an officer killed this young man and just someone from the community i just wanted to come up here and and speak behalf of that once again i want to acknowledge the family um and i hope that their transition come baby uh their transition is met with grace uh the second thing cairo come baby 10 years old uh tomorrow and we're going to give a back-to-school community drive of the weather permits at cypress beach we are going to be giving away a plethora amount of items starting from 9 00 a.m until it probably showers down on us this is we are not a checkbox agency it doesn't matter if you're coming from saint pete sarasota bradenton whatever zip code if you come you're going to receive about 80 to 100 of brand new goods and uh got a little flyer for our back to school a fourth annual rough and back to school very top of the wolf there's a little dial you can go out and see the whole flyer perfect and what we do this is our fourth one uh we're allowing other businesses and other nonprofits to partner with us we're doing a dollar for dollar match as well again um straightforward everything's brand new name brand goods and so forth and i wanted to give acknowledgement to the gentleman that just left out uh that was a very authentic story and i just wanted to acknowledge him for getting up here and having the courage to talk about his own disparities and so forth once again uh mr hayes also known as mr rough with cairo and friends and wanted to give you all something uh not at all here let me see that i took you don't worry that you all know about before i came in here and uh but i always do represent the greatest institution of how i learned to see the temper my name is chagret das and oddly enough you know a question spawned this uh this document that you all have and it's crazy and i understand the uphill battle but i was actually doctored at the united states supreme court so we're up and running but the question is who owns stolen property the thief or the victim because that's what caused this whole malaise here now i understand that being a pro se litigant going to the united states supreme court is an uphill battle and i'm not myopic by any means whatsoever i don't even need them to give me cert i just need them to review the case which kind of involved with the gentleman um wish he hadn't left about an improper arrest because that's what started the whole thing with me and for the people who are listening and i really wish the guy had stayed around here i would i'm guaranteeing that his story was correct because that happened to me a police officer of the city of tampa falsely accused me of a crime that he claims was uh told to him by a former sitting judge and i know i can't litigate the case here i'm not even trying to but what i would like for people to do is to take some inspiration because it's about the fight it's about not laying down to anything and i hope this gentleman who had his unfortunate circumstance can find somebody who will represent him in his in his cause i i suffered the same set of circumstances and they offered me a deal on the last day after the united after the florida supreme court sent the judge in from outside of the city of outside the county to hear my case after being prosecuted in this county for seven months under a charge for something i did not at all which kind of goes back to that fourth amendment military prosecution issue that i raised in the 11th circuit struck it down without giving a proper analysis of the underlying charge and there was binding precedent for it but they didn't do it the other issue is the intra-corporate conspiracy issue as to whether or not the judge the cop and the sheriff belong to the same entity which we know they don't those are three different jurisdictions and of course something that should make a lot of people uh grab a lot of people's attention the issue of absolute judicial immunity and whether or not it applies i want everybody who's out here to also keep in mind that democracy is a participation a participation sport and typically i am wearing my the garb of the united states army which i don't regret having spent my time there i'm proud of my military service but today i was doing some other things and i happen to be wearing a shirt that represents the greatest institution of higher learning in the city of tampa and an institution that gave me the motivation and the drive beautiful fair oaks community center uh where the grand opening was celebrated uh what was that about 10 months ago may 6 uh there's still no listed fees for public rentals of the indoor space uh i've personally been calling since early june and uh every time that i inquire i am uh i'm trying to host an event in october and i'm told that the city council has not yet approved the rental fees so uh i have also been told that the city temple officials there have been some uh internal events that have been hosted there so i know the space is ready and um i think it's time for the beautiful new space to be filled with uh local residents for the gathering so so i hope those can uh those fees can get listed uh anyway thank you for your time and consideration and i'm very sorry i could not join you last but not least stephanie pointer good morning stephanie pointer um all the speeding ticket profits should go for the school zones um should go strictly to the sidewalks surrounding the schools not any place else flock sucks but it is what it is at this point signs should be posted that tickets will be offered throughout the entire school day not when you just see students on the street um and it wasn't discussed before but i believe the ticket written from a police officer is over 500 for for speeding in a school zone um we need throughout all of our committees throughout the entire city in rack the veterans committee uh budget committee blah blah blah on and on and on um there needs to be uniformity in the way that members can be removed with or without cause there needs to be an um which i don't understand how any members of city council can in good conscience appoint somebody for two three four years when they know that their term expires in a year um there should be a way that people should be able to put their elected officials should be able to put their own representatives in those seats number 94. i find it very interesting that the the documents from reptiles are dated uh this month when we've had those documents for a considerable amount of time i know that i met with staff members in the last six months and they had those that data then and i'm very very concerned that the construction services and land development department have used up all of their uh backup fee all of their backup money all of their reserve funds to pay the difference and i'm very concerned that the citizens of tampa are paying out of pocket for developers to get their work done by the city staff that's that's unacceptable last but not of course least is um the howard avenue project um i everyone in that room should be offended by that project because it is going to eat up every single solitary remaining dollar of our stormwater assessment so that means if we want another stormwater project we're going to be paying more money out of pocket and nobody has proven at this point that this is a project that's going to be successful and that it's going to um provide ample protection for the people that they say that it's going to protect if they just clean out the storm water gutters instead of spending five weeks a year working on parades then maybe we could get this stuff done fell in love with it wanted to contribute uh to the betterment of it and tried to figure out how to do that so i researched it found the historic preservation commission spoke with fernandez and put an application in um i have experience as an attorney for the last four years um you know part of that job is for our sexual review stuff like that inviting clients on things of that nature and while i know that other boards deal directly with that more so most of our clients will tell you that the reason they want to uh put these restrictions in place or in place is more because protect identity of their communities which i believe historic preservation is similar to um in addition to that i am uh taking my phd in history uh currently and um when i focus more on american revolutionary era uh there are classes that we're taking especially in the fall uh doing more preservation issues particularly with digital history and things of that nature and i think that um you know with my experience that i can help contribute to the city and uh help make it a better place for for everyone here and um hope you guys uh agree thank you very much council have any questions hearing none can i i have a there were some motions made regarding item number 63. first i'll um go over item number 84 which i think is probably the simplest one and i know this was put into on base but i can put it up on the projector as well that is the affidavit that was provided by red speed saying that they will not share any of the data that's captured by the cameras with flock with any other provider and that would be a material breach of the contract and the city would be able to terminate the contract so i think that has addressed that specific issue that has come up about sharing the data with flock or sharing the data with other providers because that is something that's prohibited both by the state statute and also by the city ordinance and then item numbers 83 and 85 kind of together they're they're they're pretty much very similar talking about other potential vendors so we did have the purchasing department look at some other options for piggyback contracts there were a total of three the issue with that is all of these other providers have stipulations that they will integrate their data with third parties flock may not be specifically mentioned but they do integrate with lprs if the customer wants that because in other jurisdictions where the law does not prohibit that the customers want that integration so there are other providers out there that we could potentially piggyback on but you're going to still have the same issue that those providers do have the ability to integrate with third parties but again because the contract prohibits that because the statute prohibits that because the city ordinance prohibits that whether it's red speed whether it's any of these other providers that that is not going to be the case in the city of tampa and then one of the other items was uh regarding procurement with a company that does not do business with flock and our understanding with that is that to disqualify a potential vendor just because they may have a relationship with another company would not be following the city's procurement rules so that would be the answer to those particular questions but regardless there is going to be no integration with flock there is going to be no data sharing there is going to be no retention of the the data that was was captured by the lprs excuse me by the cameras unless there is a violation that is the only time that the violations are going to get processed is when the cameras do capture a violation there is going to be no license plate reader use no surveillance because that is prohibited by both state statute and by the ordinance so again we're here today um just to change the list we've already passed the contract we already do have the ordinance that has the um the schools in there we're just changing the list from the original schools to the new number of schools that has a better geographic representation and i i don't we have the uh map i can put the you know we were asked to bring maps of the old and the new um this is the new proposal for the cameras that uh came out of the speed study that was uh uh done recently uh there is a larger geographic distribution than the previous cameras you can see we have cameras up in more of them in south tampa more of them up in the new tampa area and then this was the previous uh study most of the cameras there were concentrated in the east tampa area and in the west tampa area so i can try to put these for these both there so we can see so that's uh the left side is the new proposal based upon the speed study the right side was the what's currently in the uh in the ordinance there are six of those cameras that are currently in the ordinance that are still in the new proposed ordinance we have already moved forward with the permitting process to get those six cameras operational as soon as possible because again they are in the ordinance as it is written so we would ask you to pass the ordinance on the second reading and i can answer any questions anybody has councilman carlson then vera yeah um the the original just to reiterate something she said the original ordinance was approved a long time ago the contract was approved long i voted against the contract for some of the reasons that have been discussed but this is just as you said to expand going back to these maps is to expand to go into other areas one of the new schools happens to be one that my son goes to and i see the speeding going on around it and so we obviously need to do something and ultimately this is about speeding we have a parallel motion going through like somebody mentioned a public comment to try to make sure the money is not a slush fund for some administration but that it's designated for school safety and that will be coming back another time i don't think it's right that it's that these are concentrated all in east tampa it needs if if we care about public safety we need to not look like we're picking on one neighborhood we need to provide safety throughout the city to the other point though about privacy there's a general concern about about overall surveillance of people and we we live in a world now where there are cameras everywhere and some their cameras pointed at us right now they're it's impossible to go any place without having cameras pointed at us but in in the case of a federal or state or some other government agency subpoena files have to be given up as i understand it what if um if if somebody does not get a ticket if they get it if they're going to get a ticket i understand that that file will be preserved but general video uh is there somebody who could who could testify to what happens to the general video if it's just streaming all day long is that uh deleted not captured and if it's deleted is it deleted again to make sure that a subpoena doesn't ask for an imaging of the file to make sure that it's not there if if someone has committed a crime uh of speeding then it's understandable that that would be archived but people just in general don't like having government surveil them and so could somebody talk to the fact that if that if a if a government agency subpoenaed a whole file would they be able to see the general population um moving around in if and would that be available i think thank you sir yes um the video is retained for 30 days and that is that's all videos not just not just correct now um and i can speak to because i used to manage the red light camera program um the video from the camera is there for 30 days but unless a violation occurs those license plates of the cars in the video are not captured so the overall video of cars driving down the road is going to be retained for 30 days but as far as license plates actually being captured me able to identify each and every one of those cars that that is not the case after 30 days is it possible for someone still to image it or is it is it gone forever that it can't be imaged the only time the video is retained after 30 days is if it's associated with a violation so after that 30-day period has elapsed the video was purged the video was gone councilman thank you mr chairman and and i um i appreciate the presentation and answering these questions you know i voted for this before i'll continue to support it for reasons i'll briefly talk about you know the issue and i know we've gotten some emails and concerns about issues involving ice things that have become very acute and traumatic for a lot of people in the last year and a half or so and and and sympathies that are ideas that i'm very sympathetic to where you have about three quarters of a million people in this country from places like haiti afghanistan cuba venezuela who were legally protected by tps and out of nowhere they're illegal they're illegal immigrants and next thing you know we're building alligator alcatraz and making jokes about them getting chased by crocodiles i think that's moral and that's terrible but for me this has nothing to do with that thankfully uh so i'm i'm obviously very very passionate about that the the sharing of the information is precluded by virtue of ordinance by operation of law i i that's something that i'm very very comfortable with i think we got to talk about what this actually does which is as you said sir it expands it to additional schools right that expands it to additional schools now what is the issue that is at play here it is if you're going in a school zone during pickup and drop often very narrowly tailored times and you're going in excess of 10 miles an hour over the speed limit so if it's 30 you're going 35 36 37 38 39 you will not qualify for that but if you're going 40 41 42 43 you will qualify for that and if you're going over 10 miles an hour the speed limit in a school zone during that time then you got it coming okay and i will make no excuses for you and i strongly support this and i think we we all should and by the way i get it there's folks who talk about uh the the nature of these cameras and privacy and and and that doesn't you know take anything away from their sympathies on issues involving law and order and enforcement of law and public safety and so forth i have no challenges with them as it applies to this verily narrowly tailored florida statute um as soon as i'd heard about it when state representative tracy costar had championed this in tallahassee i i i pushed to have this here in tampa because this is a good thing um i'm glad to see that we have some new tampa schools here the areas of of childs where my son went freedom where my son went uh benito and other schools and new tampa there is support for that so again i i i do support this this is a good thing for me thank you councilman her tech followed by yon uh i i want to say thank you so much for getting the affidavit um that that was very important to me um i know we have an ordinance i know we have state law but the the overwhelming fear of the community is high especially because of the death that just happened in st augustine now it's coming to florida more visibly so i do appreciate that um i also appreciate the study that was done to see where the speeding is actually occurring i'm really glad this is not just going to be policing a majority minority communities and has being spread again across the city i think that's very important um we've gotten a ton of email and a lot of support for school's own cameras but i do want to correct um uh councilman vieira because from my understanding it's running all day even if it's not during the school even if it's not during like the flashing light time it will run all day that school is in session i just wanted to double sure and make sure that was correct yes ma'am that is correct it runs all day during the school day obviously the the um you still have a 10 mile an hour buffer there that that buffer is of course much lower during the pickup and drop off times it goes up higher when the school zone is not active but it does run all day during the school day um and my my only wish is quite frankly that it went down to five miles but that's just me so not instead of 10. and 10's 10's really a lot more but anyway thank you after after yeah you're right councilwoman young well i'd echo a few of the sentiments of my other council members one i would also like to thank you all for the affidavit thank you all for doing the another study so that we can have the cameras across the city because we know that this is the speeding in the school zones is an issue that is across the city um and so i think having it dispersed is much better um and i i said this at the last meeting but i'll also say i'll say it here again um at the at the end of the day for me it's about keeping our children safe and i with my own two eyes have seen the speeding that's happening i think we all have seen it there is speeding happening in the school zones that's there there's no if answer buts about it people are speeding but i also want to say that i still stand by that we should start thinking about you know we need sidewalks we absolutely need sidewalks i know that there's a motion coming so you know so we can make sure you know how do we make sure that funding can go towards the sidewalks that we're getting from these citations but i think also we need to start thinking about what type of infrastructure and mobility projects can we do in these communities with the school zones whether it be you know making the the the lane smaller is it you know having you know the turning you know out a little bit more for cars just something else something extra because while there may be some that will get one ticket and they will learn the lesson and they're not going to speed again there are some that have the money and they're going to keep paying it so i think having the cameras but also having some type of infrastructure so that we can really stop cars i still stand by that i think we still need to to pursue that so that's it councilman vera i just wanted to say thank you councilman her tack because i've said that twice and i think somebody on social media said it's during all day i said no it's my understanding so i uh don't i feel dumb but thank you thank you okay just one quick clarification my understanding from what i recall reading it and what you just said is that it is on all day during the school hours is that correct so it's not on at night and weekends and then when school is not in session it's not on that is correct only during school hours so in between drop off and drop drop drop off and pick up it's uh it's on but not not afterwards okay right and we do work with the school board to to get those specific hours because there are things like uh breakfasts and so forth so you might have students coming to the to the building a little bit early but yes during the school day itself is when it is operational so weekends uh summer time if there's no summer school in that specific area they are not operational thank you okay that concludes the presentations on it's a good step for those concerned with privacy i will maintain the only way to really ensure privacy is to make sure these cameras don't go up at all um number two a private firm headquartered in illinois who's profiting on lawbreakers in tampa doesn't sit really well with me i will say like i've i'm a member of florida digital rights council and a few other organizations and um just the thought process of what incentive does this firm have to actually stop speeding going on so i will maintain that other avenues are just as important if not more important to stop speeders um it's like the m&m's company getting you know sponsoring a dental convention right like what incentive do they actually have they're making money off of this um and finally i i want to live in a neighborhood and and many of uh us tampa residents want to live in a neighborhood with our family and neighbors and not with big brother so i appreciate all of the work done on this and the the communication thank you schools in our state walking and biking to school is a critical component of our community's transportation needs it's important to be clear what your vote will do today if you vote no on this item school zone speed cameras will still be activated outside 12 schools located solely in east tampa and west tampa if you vote yes these cameras will be placed at 18 schools located in every district so to be clear this is not a vote on whether you like cameras or not any discussion or debate on on this is outside of this simple issue 12 schools or 18 schools it's just political posturing to consider anything else at this point this updated list is a result of a more recent speed study the results of which have been included in your agenda packets the results are appalling over 6 000 people speeding more than 10 miles over a posted school zone speed limit in one day at one school how can we in good conscience permit this tampa police department has brought you this ordinance because in their experience as law enforcement professionals automated cameras are the best and safest methods for enforcing speeds at schools unincorporated hillsborough county has been fortunate enough to have these cameras at 28 schools for a year with the same company that we are working with now in just a few first months of operation the number of vehicles speeding dropped 48 percent during that same period in tampa thousands and thousands of drivers sped at deadly speeds past our schools here today you have law enforcement professionals telling you they need this ordinance to do their jobs protecting our children more effectively i myself am in school zones around tampa all year joining children crossing guards and school staff in experiencing traffic conditions in our city please listen to the experts not to the what-ifs and maybes the social media tirades and the i heard in the news theorizing that have confused this very simple ordinance amendment we can have further conversation about how to use the funds collected but today the vote is clear vote yes to get camera cameras started in the new school year at 18 schools located in each of your council districts informing me of what was going on um this is a bit as i said of unusual terrain for me but let me tell you why i'm here uh the 2416 east 7th avenue address on 7th on broadway is included in this development plan and i'm not here to say that this development plan shouldn't go through at all i think what mr shaw is doing and i think the intentions that he has are very wonderful and very admirable the residence at 2416 east 7th avenue was my mother and grandparents home and when mr shaw approached us a number of years ago without us offering that property for sale in addition to that property my mother being the only child of two sicilian immigrants one from alexandria delaroca one from santo stefano which will tie into why i'm here um she had other properties along 8th avenue former rental properties my father's business was at 2703 east 7th avenue mr shaw offered to buy it all my siblings and i my two brothers and my sister agreed i wanted to keep the home of my grandmother charlie's laughing i appreciate that mr oranda and uh i wanted to keep that it had a lot of wonderful sentimental value for me but i was outvoted by my siblings and frankly as i've driven by there it pains me because i still have affection for the place what nonetheless uh several months ago i was driving by and i saw a rezoning sign and i i'm an attorney but i don't do property law and i called a buddy of mine who does and he explained it was coming up for hearing for some i was under the mistaken impression this was going to take place in august but thankfully mr i guess i got 28 seconds i didn't know there was a time limit if you would indulge me for just a few more moment moments please you're shaking your head now okay looking at the site plan it appears that this property is still intended to be single story i don't know if they have the ability to tear it down can somebody tell me whether they do if it's in the historic district anybody chairman we don't lot of complaints about cleanup and debris following that um i my recommendation for the sake of the community we we city council don't have the power to manage these contracts but we do have the power to approve or not approve them my suggestion is we and i and i'd like to make a motion just to continue this until the 30th and ask the staff to come back and present not to us but to the public about how we can be assured that these companies will be able to clean up more effectively next time and secondarily that um that they'll have ways to address the um that they the damage that's been done in the community there's a lot of environmental damage that's been done so i have um if we if we get the testimony i'd like them to have time to think about and come back if we get the answer today my vote is no okay i have i have a motion councilman carlson to continue this item um is there a second um oh if i may i'll second for discussion it'll my vote will be contingent on what we hear but if it doesn't affect anything adversely for this season i'm fine with it okay so i have a motion and i have a second council uh mr washington i see that you are online would you like to address yes and yeah larry washington director of solid waste and uh just to address the uh the contract so both our contractors both p and j that's still still from jordan and um aspirate they have been our contractors since 2023 both of them they won the award back in december of 2023 and to go back to uh hurricane milton and helene we've met actually since 2017 we've met every single deadline that demon has set forth i did some research back when this was mentioned at the uh april 16th council date so there there hasn't been any delays um of course during hurricane helene and milton there was a response that had to uh be postponed from the contractors whenever we had milton barreling down because the contractors themselves and the subcontractors didn't want to put themselves in harm's way whenever the contractor or whenever the storms were coming because if they did that then they wouldn't have been able to assist us that's why the city of tampa and all the forces and when i say everybody i mean everybody tpd was boots on the ground as well including chief assassin and myself so we all responded immediately afterwards so these contractors we definitely need them and we're in hurricane season now so this would adversely affect us if we were in a situation where we had to contact them and have them uh assist us in debris cleanup council mccross it's going to adversely affect us if we delay it by two weeks yeah just like two weeks but if we if we continue this for two weeks for further discussion would this adversely affect the contractor work you're doing oh just like two weeks no sir it won't okay so so my my other thing is that i would like i would like mr washington to have time to think about this this is i'm asking that this be presented to the public not not to us the public's perception was that it was the disaster and yes milton came barreling down but in between there were all kinds of problems and mr washington to give him credit was great at responding to constituent concerns and complaints and went in but you know fema effectively did nothing for us although they had said they had staged things and and there were lots of complaints about these companies and others and instead of litigating at all now i would just like mr washington to come back and just briefly present to us not more than five minutes about about why we're sure that this is going to work the next time and then and then my vote would be yes if we if we vote today then my vote will be no my concern is i just want to make sure that the public is protected next time um can you can you be more specific you just said there are all sorts of problems yeah and after helene um thousands of homes had debris in front of their homes and the um folks were worried about um as milton was barreling down that going through um there should have been fema working with these uh these consulting firms to go in and clear out as much as debris as possible the perception especially in south tampa was that very little of it was taken out in advance the other thing that happened the second part of my emotion was that um some of it was put in um gadsden park and other places where there's concerns about um chemical other kinds of environmental damage and so um we don't often have situations we have three storms in a row but the public doesn't want uh debris sitting out from their houses for six weeks and as i said mr washington did a great job but the perception of the public is that these firms did not do a good job and so i i just like him to come back and be able to have a thoughtful presentation to explain why uh he thinks they can do a good job we lost mr washington can you see me now my camera just went out for a reason for some reason yeah there you go we got your back okay i can answer those questions now uh let me ask him that miranda wants to say something and then i'll get back to you um larry okay councilman miranda uh just listening to all the conversation this was a city-wide thing and the city is landwise it's got hundreds of miles landwise and uh it was and most of us went to different areas at one time that we didn't even know we were going some went to bars hills area some went to palmetto beach some went to davis island some went to south tampa some went to east tampa someone was everywhere and it was not even coordinated but that's the way it happened with the council members we went everywhere like everybody else did so i understand what the conversation is about but if these contractors did the job they're entitled to get paid yes it's about renewing the i understand yeah i so i i i will i'll chime in before i recognize mr washington again i will say that um and i mean these were back-to-back natural disasters and i'm not going to disparage some of our neighbors or others in other municipalities but because of my involvement across the state i can tell you that we rose way above this of many other municipalities and jurisdictions in the state i mean the what the performance of our our solid waste and and what they did would be the envy of some of the folks around the area because i mean there there was i mean there's there's there's political we did a better job at pr um i i know but i disagree with the house i mean i and i get it i get it that what you're saying that they're because if you have trash in front of your house you know that's important you know but when you look at globally across the city and i and i get there were you know there's always going to be that exception and if you got trash in front of your house that's a horrible thing and you know everybody's panicking and you got other storms coming but i think as a as a as a globally or holistically looking at the city i think that they did a tremendous job um again it's not that they did a perfect job but they did it compared with with the the dice that were rolled and what came up from from a act of god i mean you just got to do what you got to do okay council mr washington you wanted to say something yes sir so i want to make sure that we um can take a step back and recall that during hurricane helene we had a lot of uh flood damage and that was something new to the city temple usually just wind damage which is what happened during hurricane milton but the flood damage it takes the average person about a month to clear out their home so some people had items out on the curb immediately those that had the means the resources but others did not we would clean up those household hazards debris piles well in for the next few months but going back some um there was no municipality in the general area so that's hosborough county that's st p that's pinellas that cleaned up the entire city within those two weeks and there's no way possible so what we did was we sent out as many troops as possible to get as much as we could up and then prepared for the next storm to hit because we weren't sure how bad it was going to be because it was coming directly for us and then we responded correctly and abruptly as soon as that uh second storm passed which was hurricane milton so it's um more of a uh understanding the differences between storms flood damage takes a lot longer to collect you have a household debris piles that were three times a side and then it takes twice as long to pick up those piles versus um just having yard debris out some tree limbs uh my team has to take precaution when they're picking up glass and let's say uh dry wall and all those hazards that are currently out there because they have to face up themselves when they're collecting so our response was quick there the contractors were very efficient when they were actually here but it takes time and then there was uh storms a week or two before in uh south carolina i believe which is where they were coming from so they needed time to respond here to get down because there were multiple storms that were taking place that year back in 2024. thank you mr washington yeah this is about this is about explaining to my proposal is about explaining to the public what the role not of uh mr washington part of the role of these contractors in in cleaning up and how we can be assured that this will be done and so i i would just call the question because um if you guys are going to vote yes anyway go ahead and vote yes i'll vote no but i i think it's worth a five minute conversation in two weeks okay i have i have a motion on and i have a second to continue this item um what was the two about the implications this has for an expansion or a further commitment of the south higher flood project so could you guys address that you want to just get start there any questions do you have something you want to frame more yeah i i wanted to frame and just say that uh so i actually had kelly call and talk to mr campbell and it this is literally just helping us pay for the design so with with again with that frame could you please uh explain to us what we're looking at item 50 51 yes uh brandon campbell mobility director uh items 50 and 51 are related to a 186 000 grant award for the ongoing design of the south howard project it is supplemental funding for the effort that is already underway does this design further expand what we've has already been approved or does it commit us to further expenditures no it does not okay is it um for thank you um for this grant there's a match that's required yes yes that's correct uh how much is the match i don't i'd have to look at the exact number but it is below that seven million dollars that we've already committed to it so mike mike might have something mike perry dcfo it's about 2.2 million dollars it's the required matching like brandon already says we already have those funds budgeted okay councilman carlson yeah just to further the the explosion so in in this it has the old route um is this approving going back to the old route or is the new route no the re the reason for uh the text as written is that this grant was applied for in 2023 after the late 2022 hurricane ian so the project has clearly developed uh significantly significantly since that time uh and the uh language in in the grant application and award uh does not obligate us to go back to that original um set of of options that were considered and the last thing i'll say is i'm in favor of getting reimbursement from other government agencies on grants but i'm against this project as it is um my my concern from the beginning is that the is that this was not this did not go through a thorough scientific process to look at all the different possibilities i'm very convinced from the engineers i've spoke to spoken to outside the market and even outside the country that what we're doing is is old technology it's a bad solution it seems to be politically motivated not based on science and and we know it's not going to work and so i don't want to i'm not voting for anything related to this project i think that i think the mayor should do the right thing and hit the reset button and go back and look at more innovative solutions for this number 80. let's talk fire stations you know we it's i think it's been what two weeks since we talked about fire station oh wait council hasn't been in session for two weeks yeah okay here we go staff richard mutterback director contract administration we're here for you for bringing a design build service agreement for a guaranteed maximum price for fire station 24. um we have spoke about this as as mentioned several times over the last 16 months and we're here we're ready we brought brought a brought a gmp in front of you um any questions chief chief trip here with me as well i'll recognize councilman viera first then councilwoman her tech thank you mr chairman now i i just wanted to i guess acknowledge for all of us chief trip all the firefighters everybody what a big big thing this is for us this is a bit this this is going to finish the the job on fire station 13 which you know we started six years ago which at the time numbers that people are sick of hearing probably but they're they're damning which is it was one out of 23 stations took up one out of seven calls in the city of tampa and station 13 was the 54th busiest station united states of america they have a huge if you walk in there a big old mural of freddy krueger uh when you walk in there because it's the station it was where if you work there you're not going to sleep and so that's a that's a big deal starting in 2020 i'd made a couple of motions to start talking about additional fire stations to help out with station 13 uh working with chief trip and firefighters and everybody we got a really quick win uh in 2021 we would pass funding for station 25 which would do a great job in getting progress forward on station 13. the statistics have improved but station 24 was always going to be that last piece um we had moved forward with this i think it was in 2023 i tried to talk about a revenue source for public safety for police and fire didn't pass fine and then we started talking about bonding um and seeing and i brought that up because i wanted to make sure that come hell or high water we had a funding revenue source a funding source for this and so now it's three years later we've talked a lot about the timeline in terms of how we've gotten here um i'm not going to go into that just because we've we've talked a lot about that thank you good thing is oh i know right no let the record reflect no but it's it's it's wonderful because this is a big win but especially guys for north tampa for the bush and fowler communities this is a very very hard working part of tampa i call it the working class backbone of tampa and this was the community that had to deal with the challenges of station 13 so this is a big big win for us and i think it's something that i know we're all going to celebrate and be very happy about so you know chief trip i thank you for your time and your patience and mr mutterback i always joke with you that when you started getting on this you were like what is this you know because you came in the middle of a big old mess but but just thank you uh very much for that and council thank you and and what have you thank you everybody i just want to for reference that the rest of the remarks we have two after this two more staff reports and if we are able to complete this we can actually get out here before we break for lunch yeah so if we can keep our remarks brief um councilwoman hertech i say your life then councilman maniscalco yes um mine obviously uh the the nightmare on annie street is yeah i have the t-shirt actually um yeah so uh by the way if you didn't know um each fire station has their own t-shirt and they are for sale at um the firefighters museum it goes toward the firefighters museum uh my husband has the two-headed alligator from just from uh station seven he's yeah yeah the neighborhood every time he wears it someone in the neighborhood comments so um um my my question is really about the the addition of the owner's contingency fee uh which is 750 000 and so when we got the price of the uh of what this station was going to cost like three weeks ago maybe four weeks ago it was 16.9 million so i'm curious uh i got an email because i asked about it during my prep meeting and i was told that it just it's the owner's contingency and that's normal to put in the gmp then if it's normal then we need to add it as part of the whole then it doesn't need to be something that's added so i'm i'm concerned about that i don't like that the owner's contingencies are added to the gmp i would really prefer that we stop that process that um that practice and that if you need more money you come back to council i'm not talking just about this fire station but in general for projects because i don't know how often we actually get that money back and i think it's something that we should be talking about so that's my statement councilman mask i just want to say that i'm very excited for this thank you for all your hard work everybody and i'm glad that we're voting on this while councilman vera is still with us because he is you know while you're here on council i'm sorry because i know you know come november i'm here this morning uh in response to request for staff to review and present on an honorary naming for the former councilman uh frank reddick at the williams park the activity center building that is there and if you can bring up the power point it's up i'll let them i don't have a controller if they go to the next slide there are most of not up there interesting there we go it's up it's up now the next slide has been there's only three slides so we should be good um mr reddick was born there you go i must be the first one using it this morning let me just make sure i'm good yes i am so mr reddick was born in east tampa and he devoted his life to serving his community both in east tampa and to the minority community in the greater city of tampa area he was a dedicated mentor for most of his career within the hillsborough county school district and he also worked with rehabilitating juveniles who had been within the juvenile justice system he also was the ceo of the florida sickle cell association working hard to raise awareness among especially the minority community of how many people are affected by sickle cell and support the families of people who are suffering from the disease he also served on the hillsborough county hospital authority board the east tampa partnership was a great proponent and advocate for the east tampa cra and the community work and the community-led efforts within the cra and the east tampa partnership he was also the president of the tampa coalition for change and as you all know he served us very devotedly here on city council for eight years on a personal note the 22nd street roundabout he was the champion for that and when there were a couple of people who brought up some issues he really fought for that roundabout to be included as part of the 22 22nd street roadway improvements that we did back in the aught parks and rec has looked at uh reviewed the request and they are in alignment with the recommendation that the activity center at the williams park be named after frank a reddick and i'm here to answer any questions council have questions real quick and i know he's looking down from above uh i just want to thank council member reddick for always being there for me you know i mean i know he he has since passed but he was there for me at the beginning in my campaign when i first won so i'll always be appreciative of that and interestingly enough the last photo that i have with councilman reddick is at the williams park complex so he was a very good person and he served his city very well and i think this is a very um this is very well deserving thank you very much in the picture that was up there that was the councilman when we had the grammatica brothers out there and they redid the playground and all the kids came in and helped and uh he was just such a big part of a lot of the improvements that we had throughout the park system in east tampa uh councilman carlson yeah um thank you to um councilmember young for bringing this up and remembering him um i was a friends like many of you with uh frank reddick for a long time great person very involved in the community in many ways um he was one of the people he and i was helping him behind the scenes with uh councilmember capene and others and um and they're two of the people that turned to me and said hey you need to run for office and um so um i guess thank you to him for that but um he besides being on council he was also chair two or three times twice and so i think we should recognize that as well um he was such a great person and even when his health was failing in the um in the last few months or a year he was still on the phone he was calling me probably like the rest of you saying hey here's the background on this or that and so he was he really really cared about the community i think this is a great decision thank you yeah councilman councilman i had the pleasure also serving with them and our office are right next to each other he was a gentleman of very few words when he spoke you listened we have the last words up thank you mr chairman and thank you uh council member young uh for this uh vivian kitchen had called me on this to seek support i was like of course i'm going to support this and you know i served with the lake council member reddick for about two and a half years and he was always a very forceful advocate on many many things i remember um just many many times when he would bring up issues that a lot of folks wouldn't otherwise bring up i remember one time that always stands out we're talking about the ferry to saint pete and somebody was um uh was here presenting on it and he just asked them out of nowhere he goes let me ask you something how many black folks ride the ferry and it just caught the person off you know anybody brought up a lot of issues that people should bring up you know like that for example and um so so god rest his soul and i'm glad this is happening thank you yeah councilman uh he was definitely an interesting you know soul and a great representative like he was a great uh supporter of mine and political on the political side of the house and i of him along with his political side of his career as well as his work in the public and the private sector as well and and the uh with the associations that he was a part of so a great member of the community i thank you councilwoman young for uh suggesting this recognition and i'd like to recognize you now to uh discuss this yeah well i'm very i'm very happy um that to be able to do this i think you can tell a lot um about someone when you hear what think the positive things that you know people say about them and so um you know mr reddick was quite the force and an advocate um for the community so i'm glad that we were able to do this and you know there are so many people um throughout tampa that have really contributed to this fabric you know to the city of tampa that i hope we continue to recognize them um and you know and give them their their flowers while they while they are here um so i move item number 87. it's just the staff yeah oh i'm sorry this is just the first yeah and whatever just as long as it's done i don't care just to brand brandon new york i can give a quick minor update on this so again brandon campbell mobility director um and actually councilman veera and i spoke a little bit on this uh earlier this week just to give a quick update i'll hand these out i brought i brought a visual aid to put on the projector but i wasn't sure how well it would show up so i've got uh hard copies for you all okay good so just to just to preface my statements or my update on this this is not a city of tampa or mobility department project uh it is developer driven and so sometimes the timelines on these things are subject to uh the the the contingencies and challenges that that developers run into uh but the extension of the k-bar parkway from uh its existing uh open segment on the uh western portion of the the k-bar ranch uh redevelopment all the way over to uh morris bridge road has been underway for some time now this aerial that i have provided you uh is from google earth and uh you can see that it's dated november of last year uh and i brought that in part so that you could see uh from that aerial all the grading that had been completed at that time uh and uh brad baird and i went out there even just um last week took some pictures looked to see really how much progress they had done just to put some eyes on it from our perspective uh so that we could give you um really some some uh current relevant information uh the red dot on your your sheet there that is the crossing of k-bar ranch parkway over bassett branch uh and the entire uh duration of this project that i believe is the biggest challenge uh that they have encountered is finding a way to get across the creek we talked some about a cut through and some sort of temporary measures to get from one side to the other that truly was the primary obstacle to getting that connection made i'm happy to report that the uh contractor and the developer out there has completed the series of culverts or the bridge there to get across and they are currently working on final final compaction getting ready for their final lift of asphalt the item that stands between today and their final asphalt paving is the utilities testing and acceptance once this road is completed it will be accepted by the city for maintenance uh as well as the utilities out there um and and talking to their engineer of record they don't want to get out there pave something have something with the utilities acceptance uh go wrong and then have to dig it up and repave it again so we are working our and in particular our contract administration department is working with the developer on getting those utilities tests done i know that councilman veer and i talked this week about maybe even trying to get that expedited to this week it looks like that's going to be next week uh and with the the contingency that that has to be completed they are tentatively projecting paving toward the end of this month beginning of next month so they are very close to the completion of their project uh and once that is all completed inspected accepted it will become a city of tampa street councilwoman hertech councilman viera are you going to have a ribbon cutting hell yeah okay make sure you invite us because i have this is a big deal wait wait wait will there will there be a camera of course he's gonna okay does any other questions from staff on that thank you brandon for providing may i really fast thank you real fast i on i own this i i wanted to again just for for council's sake because this is a new tampa issue and a lot of times we don't we don't hear on this issue just to how important this is k bar ranch is centralized to having longer response times four out of the five stations in the city of tampa the longest response times are in new tampa this is we're told the way by which we can get response times down and so when when there was appeared to be no knowledge on what was happening with this we we i followed up with some folks and turned out it was substantially done when this is done this is going to be a a major movement towards reducing response times in cable range so this is a big deal so brandon just thank you very much for your work because i put a lot of stuff on you going what's happening on this thing dude so thank you i and thank you mr chair thank you your bravery for going all the way up there is is noted thank thank you thank you thank you we should be in the commendation thank you thank you brandon miss feely bring it home you're the last on the agenda today thank you guys are kicking butt today um good morning abby feely administrator development and economic opportunity um welcome back council we hope you had a good break uh today i am providing the bi-monthly land development code update um as you know at the beginning of june we did a series of public meetings june 1st through 3rd and then also on june 8th and then we participated in the june 10 fan meeting which was a virtual meeting the the meetings had really strong attendance it was good um 35 to 50 people in some of them i know councilwoman her tech was there all four nights councilman carlson was there um at one of the nights so i think people got got a good um good opportunity to listen you know as expected with this this is a huge undertaking and the conversations were very robust conversations they were candid i mean the conversation there was a level of engagement that was significant and we really appreciated everyone who participated um also we had great support um from um communications with us and also land development so everyone did a great job and and the effort was moving forward the public engagement on installment one also had a survey we received over a thousand fifty responses to that survey uh clarion's working through those now to see what those responses were and how that will feed into the public engagement portion of the code update as well the outreach highlighted a couple areas i wanted to talk on today where some additional education is needed and we're working on that the wedding cake which we all talk about in so much of the presentations that come to you um we are working on updating that and getting that out on the website uh video recording of the public meeting is out on the website now and the survey is still open and active out on the website so people can continue to comment on that we made it clear that during the land development code it's not just installment one we're going to close it and then there's nothing else to be said this is an iterative process and we'll be working through that but we're also working on updating our our cake to be able to show people how all these things work together sure um we're also working on a new little zoning 101 many of you know we've we've done zoning 101 102 103 um that also got rope wrapped into the mayor's neighborhood university last year it was a saturday morning session where we did zoning 101 and 102 and then we actually coupled it with a permitting section last year so i think when we go out and talk about the code sometimes there's some missing pieces of of just the fundamental understanding if you're not using this on a regular basis as many of us are not so we're continuing to develop these public information pieces that will be out on the web shortly as well we heard a lot about preserving neighborhood character about limiting density in many of the areas of the city and also it was really very humbling that the effects of the hurricane are still very real for our citizens in their lives and in what the future growth of our city looks like and being cognizant of that is very important as well the proposal that generated the most discussion that i know you all have heard about is the consolidation of the rs50 and rs60 into what is being called residential single-family urban and we have shared those concerns with clarion and we are looking at that and what those other options might be as we heard from some members of the public they want some of those opportunities for alternative housing stock i think the one thing that really was getting lost in that is that the underlying land use is what generates whether or not you would be eligible for that in your zoning not the zoning so by putting it in the zoning that doesn't circumvent the underlying land use but i think some of that was getting lost and and that is what but there's also areas of that including the potential for lot splits the potential for additional intensification and in lieu of on the fly responding to that we were very intentional in providing the same information each night listening bringing back what was heard and working on clarion working with clarion on that so we are in the process process of doing that um we're continuing to refine installment one um we are also working on installment two which is the next iteration of the process and procedures um so that will be forthcoming as well thank you so much for the update when do we expect the second section staff comments um are going to them this week and then um the goal is to have some working sessions with staff uh we're looking at july 28th right now for clarion to come back on a number of things parking which is in installment three that they're drafting right now so internal meeting with mobility land development to see what has been drafted and answer some questions that clarion has tree and landscape also talk about installment two comments at the end of the month and then typically they take the staff comments and then give us back another version so i'm hoping august end of august and then after um after school people are back from summer we didn't want to be doing anything while people are are out enjoying their vacations so great so end of august sounds like a good time um i uh i first of all i want to say thank you so much um all of the presentations were very good and i really liked what you did about listening in each one instead of changing midstream i thought that was a really good idea because that makes sense so um i appreciate the time you and your staff spent on on going um but i do have a quick question that's not related to land of element i'm sorry your phone is just blowing up so i just i had to put it aside it was driving me nuts um so what uh how are we coming on the comp plan the comp plan um that's interesting because in my brief ending with clarion this week they asked the same thing where are we in the comp plan um we were talking about a hack yesterday yes i believe um per discussion i had with lauren vasquez of city planning we are very close there were like four or five comments left um fdot had commented and now they have um kind of made their comments more advisory than actual objections i think one of the challenges was you only have one hearing in august and they were looking at getting the state items cleared up and then looking at what that date for your adoption would be so i can follow back with an email on that or um also let you know i know you have back-to-back meetings so you'll be here again next week so we can get you an update on that um actually we don't have one until the 30th but the 30th okay i'm a week ahead of myself next week's the 23rd cra yeah and night meeting that's absolutely fine i appreciate it and yeah i think it's very close to i think it's very close to being eligible for adoption great very good thank you miss feel i appreciate it thank you thank you okay that concludes our regular scheduled program new business let me um where did hager go well i was gonna i was oh i mean let me start and sequence a little bit um we had some discussions because this kind of cut some stuff off just in case we had some discussion about our budget workshops of reorganizing those to make a little bit more sense with the flow mr kapeski could you please discuss that please good afternoon hager kapeski city council budget analyst so uh i had presented this slide uh back when we did the priority discussion and what i've done here and the reason it's titled revised is after having some dialogue with revenue and finance uh in consideration of the fact that the budget has now moved from the 16th to the 30th the first workshop was going to be basically three to four days later louder okay so so um what we decided is to just restructure the order of those and so um we're going to do the business departments first so we're going to start with them in the morning on the third uh this is the recommendation it's up for discussion but this is the recommendation to then um move into mobility which would cover both storm storm water and transportation and then the final one would be the big grill in the room which would be general fund and what i've done here is just reflect these four departments make up close to 60 percent of the cost of the general fund area mr perry and i are still having some dialogue could there be a couple other things that pop in perhaps if you have input but this is going to cover the vast majority of expense so that is what we are recommending for consideration today does council have any questions can i get a motion to amend okay i have a motion from councilwoman hertech to accept the recommendation to change those uh public hearings for the budget as presented by miss kapeski a second for council maniscalco all those in favor say aye aye oppose the eyes have it mr shelby does the clerk have a copy of that i will give that to her thank you thank you mr pesky all right i put it down if we can have another minute um this is really just a reminder because there's going to be a lot occurring in the next two to three weeks so this is um the outcome of the discussion and you've received this before but it's been since march so when we did the priority discussion obviously there were things uh that were not known um specifically the uh vote that will come up in november on property tax that said we continue though to know that resurfacing and the sidewalk network is a priority so the only reason i put this down is to point out that one of the things you had asked after that meeting was to for me to work with mobility and finance to get an accounting of basically how we've been doing with the internal uh paving so that is very close um i still they've been extremely helpful but i just need to round it out but you may see you will see requests for briefings because i'd like to actually have you go through that in advance so that if there's any questions anything you're just informed already about what that looks like again um just really also wanted to put this down move over towards the podium also wanted to put this down because uh just to reiterate that i i believe this particular area has not changed in terms of your focus um and then flipping that um again as we approach these workshops as we you know get ready to prepare these these were the comments that came directly from you so basically a reminder yeah i appreciate that all right and another reminder i know we had some discussion about the cdbg funds um we're what's going to happen is happening as we speak is the county commission is working on because you know this all this money flows through the county they're having to do that things they're working with and they're kind of working with the city as a secondary side of it to get their list together there's really no 0.07 discussions until the county does their work and does that so anticipate having discussions on the cdbg funds after the county gets done with their with what they're where they're doing fyi okay so i think that concludes that portion i also want to recognize uh as kapesky and the work that she's doing as our analysts uh i think it's she's really proven that it's been very helpful having that function i don't know how she's you know according with everybody else but she's keeping me in the loop on an awful lot of different items that we've discussed and things that we're moving through council with this budget and moving into budget season a lot of this has has been on her shoulders i appreciate the fact that the work that she's been doing on behalf of council working with administration staff okay uh let's start with council carlson yes yeah just to add to that it showed that the process that we went through got the right person too so the process worked okay there's a new business with councilman carlson none thank you councilman two quick ones if i may um so i've been working on uh an ordinance and going back and forth with the administration on the public safety master plan and i move on august 6th uh to have first reading for said ordinance uh and then on august 26th to have second reading if i may you've looked at the helped with some recovery efforts and different things like that there they went in part because uh one of our uh firefighters sadly lost his mother in that and just just tragic and a good a good a good man so i i'm going to motion to give these two fine individuals alex canassi and ben kozik who's an honorary latino by the way after he goes to venezuela a tampa city council commendation we're going to find a time to do it obviously everybody will get notice of it and all that good stuff uh at the end of july but it's a big deal i mean they they literally went with gray bowl rescue in this stanley jr and brian hunter on september 17 2026 to recognize their outstanding contribution in planning coordinating and executing positive team takeovers in the tampa bay community i've attended two of them so far we had the uh seven on seven um flag football and there was also a basketball tournament that i went to so i went to both and they was it was a lot of fun so i wanted to recognize those also um i'm sure we all know this gentleman but i moved to make a motion to present a commendation on october 1st 2026 to albert owens aka buckified for a decade of scholarship contribution for youth in the tampa bay community i had an opportunity to go to one of the scholarship presentations for his most recent um scholarship recipient her name was mia and he just um speaks so you know positively he does a lot um you know just on the remembrance of his mother and just being positive in the community so i think it'd be awesome person um to recognize his contributions for years in providing scholarships to students that he is still talked to today after they have graduated college so i have a motion from councilwoman young and second councilman of scalco all those in favor say aye aye and then i promise i did take a little bit of vacation but also um just you know updates you know um the historic sanchez ehiya building there's a lot of progress that is being made i think it's going to be absolutely beautiful um they just left but the shriners international had a parade in ybor city and they were here um i also attended it's called the barber strong brotherhood um a community meeting it was at the skill center i'm talking about mental health um amongst men in our community manifestations worldwide at their 25th anniversary celebration and i learned so much about them that i didn't even know you know they have an orphanage all the way in india um that they're building so they're doing a lot of work in the community um i went to the baps community open house where i got to see their beautiful temple and we learned more about their culture and their values and it it was a beautiful presentation the buffalo soldiers also were here and they had a parade um they are looking to come back next year they're going to be in north carolina but they want to come back to tampa and i want to thank my fellow council member um mr vieira for inviting me to the royal the roy caldwood birthday celebration that was a lot of fun um and then also i was a um the graduation speaker for toba's 2026 tli graduating cohort so that was very nice thank you thank you very much councilwoman hertech yes uh i move and i've already talked to them about this this is actually coming from uh miss feely i motion that abby feely administrator of development and economic opportunity michael perry deputy chief financial officer and their respective team members be uh appear at the september 24th 2026 city council workshop to present the findings of the rough telus fee study for construction services development coordination and historic preservation including the study's full cost recovery analysis provide a summary of the public input received during the august 18th 2026 community meeting which is obviously coming up and facilitate a discussion regarding a balanced multi-year strategy for council's consideration to right-size the city's fees including identifying fees appropriate for movement toward cost recovery and those that should remain below full cost recovery in recognition of their broader public benefit i have a motion from councilwoman hertech a second
