being thorough but concise when coming to the microphone you will need to identify yourself and your relationship to the project the commissioners will not ask any questions during your presentation your project should be presented in the following order site plan elevations architectural details wall sections staff will then present their report we will then ask for public comment please state and spell your name clearly if you're here to speak for or against a project your time will be limited to three minutes so take some time now to summarize your comments because three minutes goes by very quickly following public comment the commissioners will ask questions in the same order as the presentation next the applicant will have five minutes for a rebuttal the public hearing will then be closed after the public hearing is closed no further testimony can be given the commissioners will then discuss the case and will make their decision based on chapter 27 of the city code of ordinances the design guidelines the secretary of interior standards historic preservation development review committee comments and the testimony given to the public at this public hearing the arc can only act on items that are within our specific jurisdictional responsibility owner agents are independently responsible to obtain any appropriate permits and or approvals if you haven't already done so please silence cell phones and i will start with my luck with the introduction of commissioner ellenna paris ketchum attorney representative john broke up i practice architecture dan meyers architect monica lesnik public policy tim jones general contractor all right also in attendance we have elaine lund with the city of tampa jared varnum city of tampa and our attorney dana crosby collier okay let's see i'd like to make a motion or i need someone to make a motion to amend the agenda to include announcements i make a motion to what was it again to amend the agenda to include staff announcements all right seeing no discussion all in favor signify by saying aye motion passes thank you um elaine lund historic preservation staff good evening and welcome to our this evening's public hearing um the only announcements we have this evening are going to be brief um first of all we need to note that it is uh mr kempton's last hearing with us and we greatly appreciate his time and expertise and he will be missed certainly um we will hold an election of officers for this board at the next public hearing um in your packets you should have the newsletter for october 7th and it features a little bit about uh fred james and the tampa free library which will be the topic of our preservation and progress presentation this month if we could move to the uh the presentation for that please thank you um so this month we're looking at tampa architect frederick joseph james and some of his early work in the city um fred james was i believe born in 1869 and uh lived until 1932 a good deal of that time was spent in the city of tampa in fact he um although he was born in canada he moved to tampa in 1885 so um one of his early projects was working on the tampa bay hotel construction in fact plant hall as an apprentice mechanic and journeyman he was an apprentice to j.a wood the architect for the the structure um the earliest building that we have known attributed to him as the architect was the 1904 barryman brothers cigar factory on howard avenue which is pictured on the bottom right of your screen this is a local historic landmark known as the barryman morgan cigar factory now um this was one of several buildings attributed to james in west tampa where he was the chief architect for the mcfarland corporation and he designed multiple cigar factories and worker housing in the city of west tampa he also designed the bank of west tampa which is shown at the bottom left of your screen and el centro espanol to west tampa in 1912 as well as the sicilian club which is pictured at the top right in the 1920s um and uh the city of west tampa was an independent city until the mid-1930s when it was annexed into the city of tampa so in the city of tampa proper james designed an addition on the uh the grand county courthouse that's no longer standing but um he also designed the county jail that was is no longer standing that was on morgan street um he designed the national register listed leclair apartments on san carlos avenue the sanatorio de centro austriano and coming full circle in his life he oversaw the renovation of the tampa bay hotel in the 1920s one of uh mr james's buildings was the 1915 city of tampa free library which operated as the main branch of tampa's library system for several decades the classical revival style building featured a granite basement level and brick on the exterior sort of a yellow brick above with terracotta and cast stone providing the uh contrasting decorative elements a flared staircase leads to the main entrance which is flanked by paired columns and brick pilaster supporting the entablature and the step parapet the building was listed in the national register in 1991 and designated as a local historic landmark in 1995 and it's also included within the boundaries of the local tampa heights historic district so um this particular local historic landmark the free library is located on seventh avenue between tampa and franklin streets and the 1915 sambor map shows the brick public library building right when it was just finished construction the notes read reinforced concrete floors ceiling roof wood construction heat steam lights electric so the uh the 19th century industrialist andrew carnegie was a preeminent philanthropist giving away the majority of his fortune and he supported a variety of philanthropies including libraries across the nation between 1886 and 1919 carnegie's donations of more than 40 million dollars paid for over 1600 library buildings municipalities applying for library funding had to to provide the site agree to pay for the building maintenance and operating costs for the library and meet certain architectural standards including grand entrances and masonry construction the west tampa and the tampa free libraries were two of the ten carnegie public libraries that were constructed in florida and there were a few others about four that were built with carnegie carnegie grants at florida colleges and universities so the tampa free library was finished in 1915 and this was a long time in the making the grant was initially approved in 1902 but city council could not agree on the site at that time so interest in the library grew over the next decade as the population of tampa swelled and the city eventually purchased this particular lot and the citizens had to vote to pay for the tax for the library's cost additionally the city had to go through the state to rewrite the charter to allow for the taxation to fund the library so the james library building set empty for two more years once the books and operational funding were in place the library was finally able to open in 1917 four years after the west tampa free library so the tampa free library with its tall ceilings and windows was designed to provide maximum light and ventilation to work in florida's climate while maintaining the stately appearance on the exterior the basement was originally planned to include an exhibit room and lecture hall with the general reading room a children's reading room reference room and stacks located on the main level the original floors were corked to help reduce noise within the library tampa's free library served as the main library building for tampa until 1968 when the new main library downtown opened so you can read more about this building and fred j james and this month's tampa bricks and mortar thank you thank you we do have a one continuation on the agenda that is um shown oh sorry i'm skipping over ex parte uh complex of interest of ex parte communication dana please good evening dana crosby coyer city attorney's office like to inquire if anyone has a conflict of interest with any item on the agenda this no thank you uh moving on to continuations then thank you um we have one item to be continued that was on this evening's agenda um arc-26-0000384 at 1502 nance avenue this application needs to be has been requested um to be continued to the monday december 7th 2026 public hearing looking for a motion i move to uh continue arc-26-0000384 at 1502 nance avenue to the monday december 7th public hearing at 5 30 p.m here at city hall i'll second all right we have a second seeing no discussion all in favor signify by saying aye aye aye motion passes and uh now we'll have the swear in this evening so if everyone in the audience who is here to speak um please stand and be sworn that brings us to our items to be reviewed this evening with the um one item on our agenda arc-26-0000362 at 2804 north central court and bring up the photo presentation this is an application for a new construction for a single family residence in the tampa heights historic district along with site improvements this property is located on the west side of central court which is a um short street within the tampa heights historic district uh central court is located just north of gladys street and between central avenue and to the west jefferson street this is the uh present day aerial photograph of the property showing the location of the site it's currently vacant and this is the uh the 1920 sandbar map showing the um site for the proposed project uh the site's outlined in green you can see that at that that at that time there were multiple um buildings on this the site however they are not there today so this is in looking west into the vacant site you can see new construction both to the north and south of the property this is the property directly to the north relatively new construction in the historic district and this is the property directly to the south also new construction in the district and then looking across the street to the east this is a contributing building in the district looking north on um whoops central court excuse excuse the label there uh this is looking north into the um the site directly to the north at the end of the street and then looking south we're looking south toward gladys street on central court and that's the extent of the photo presentation so at this time we'll ask the applicant to come forward to present the request good afternoon uh my name is juan rivera i'm the architectural designer on this project the address for this is 2804 north central court in tampa heights historic district it's a two-story single-family home with a spanish-style architecture approximately 2914 square feet total under roof starting with the site plan the house is going to sit approximately 20 feet from the property line and that matches the house immediately to the uh south of it the one to the north is set a little further back so we're trying to match whatever is on that side of the street with it as far as the placement of the house on the north side it's going to be 8.2 feet from the property line and on the south side it'll be 11.8 feet from the property line we were going to have a 10 foot driveway with a six foot apron on either side and three and a half foot concrete ribbons with a three foot strip of grass in between the ribbons the carport the covered carport is going to be 12 by 36 which would be able to hold two two vehicles in it since this property is very close to the curb the sidewalk will be inside the property and they will sign the application for that and we're also having the five foot scoring it's going to be a five foot sidewalk so we'll have five foot scoring all the way down the sidewalk to match and then i'm matching the scoring on the ribbons and on the walkway going into the house the finished floor elevation of the house is going to be 46.3 feet which puts it approximately 36 inches above grade the ac and all of the services are going to be on the north side there's also a chimney there which is going to kind of help shield some of that stuff from the street let me see if i go forward here as far as drainage goes there is a natural swale that already occurs on the property i'm just showing a small swale to keep the water from running to the neighbors on the north and south but we are not going to affect the natural drainage pattern of the property whatsoever we will also incorporate uh gutters with ads pipes and we're going to have a couple of bubblers on the corners of the property here and also down here bubblers um that's pretty much it the total height of the structure is going to be 27.8 feet from grade and uh i think that's about it so as far as the yard goes we are also going to uh indicate that we need 1800 square feet of landscaped area including three new shade trees um and uh our total uh pervious is 61 and 39 impervious that includes the house the sidewalks the ac pads and the driveway moving on any questions on the site before i move on to the structure we'll take questions after okay okay looking at the front elevation uh we're going to have a covered porch area with the court with the carport attached the door is going to have a semicircular top we're going to have a gas pendant light and the windows are going to be aluminum windows with buttons on the top half of the windows both on the interior and the exterior i took some of the uh the staff report suggestions and we increased the corbels uh the decorative corbels to 24 inches to match the overhangs and uh we also uh lowered the uh the the the roof a little at the top to to get closer to the windows we also articulated the uh the chimney i added the same smaller corbels and a little bit of a barreled roof tile on top of it as well to uh kind of tie into the spanish architecture of the house on the back side we're going to have an open lanai and uh two french doors two double doors leading from the from the master bedroom downstairs and then a single from the hallway main living area it's going to be a flat roof uh so the roof is going to pitch back um so back to the front elevation so on the front elevation i also added some decorative scuppers but since the roof pitches back they're just going to be decorative they really won't operate but then we'll have a gutter along the back with the with the uh with the downspouts and and the ads pipe to take the water to the front of the street go to the side elevations this is the north side elevation where you can see a better view of the chimney with the openings there smaller corbels to match the bigger corbels that we have in the front and then here you can see the flat roof and the flat roof for the lanai and some of the living area here's also the gas pendant and then we have the same small roof over the porch and the carport we're also going to have a water table line going all the way around the house and we will have a uh a little bit of a knee wall with the entry there for the stoop at the entrance this is looking at it from the carport we're going to have some stairs that you can enter from the carport and also you can see the the stoop again to the front and then we have some stairs coming off the back porch one to the side yard and one to the rear yard moving on to the wall sections uh it's going to be a block construction we're going to have spanish style uh stucco on the house uh like i said the aluminum windows will be centered in the block and then this would be the uh cut through the carport uh showing the flat roof and the gutter system is going to be off the side and then similar construction for the front porch with the flat roof as well and the windows and the uh decorative roof with the barrel tile as well with a parapet wall approximately uh two foot eight is the height of the parapet wall and i think that's about it unless you guys want to see the floor plan it's completely up to you i i could run through it quickly since i do have it so this is going to be a uh three bedroom two bath home downstairs like i said we're going to have the covered entry porch with the carport uh come into it we'll have a living area with uh the stairs it's going to be open under the stairs so you have a little bit of an archway so you can see straight line of sight to the back door we have a parlor dining room off of the kitchen with an island a bedroom with closet and then we have a bathroom downstairs and then a laundry room with the air handler washer dryer and a laundry tub when you come up the stairs you're going to have a small home office and then bedroom number two with the bigger walk-in closet and then bedroom three with a smaller closet and then another shared bathroom upstairs with a shower tub toilet room and an air handler upstairs that completes my presentation thank you very much uh commissioners um elaine lund to start preservation staff we found this application and be consistent with the uh the tampa heights design guidelines um i believe the applicant did a thorough job on the presentation with the exception maybe of the material palette so i haven't i'm sorry i would uh just suggest that you request that they present that to you and i'm available if you have questions for me as well thank you great thank you is there anybody in the public that's here to speak for against this project okay not seeing any we'll start on my right with questions from the commissioner let's see that material palette sorry let's go a little fast starting with the windows these will be the windows we can we're going to use there's an option for vinyl and aluminum we will be using the aluminum option windows and they come in white bronze uh beige white and black we're not sure what color the client's going to pick but i'm assuming they might be who's the manufacturer of the windows cws thank you okay this is an example of the decorative brackets that we're going to be using it's a five pond material 24 inch by eight inch wide brackets um whoops i'm getting a little lower sorry about that the ones on the chimney will be half the size of that which would be 12 by 4. this is an example of the barrel tile that we'll be using both on the chimney and on the lower roofs on the parapet walls this is an example of the stucco finish that we'll be putting on the house uh probably a little bit smoother than that but this is a close example as far as the parapet wall goes here's an example of the metal coping that we'll be using on the parapet wall and here's another example of what it would look like as well for the coping on the parapet wall here's an example of the rear doors that we will be using further out sorry about that uh smooth star eight light um with two side lights uh is it fiberglass or wood fiberglass solid core fiberglass thermature is the door manufacturer thank you this these are both this is the example for the front entry door and uh the style that the door that we have is going to have a little speakeasy door on it and this is just an additional piece that goes on top of the door to give you that look it's an example of the gas pendant light that will be on the porch above the front door and lastly this is going to be the finish of the ceiling in the uh porch and on the carport and here's another example of the beadboard as well that completes the material pattern and just for the record can you introduce yourself just because you were answering questions yourself i'm dan larson i work for a custom home builder and i'm assisting in the presentation thank you so the pendant light that you showed us the guest pendant lights you showed us are there any other lights on the exterior of the home uh no that would be the only one that's going to show the the rest will probably be recess cans in the back lanai and whatnot but that'll be the only one that'll actually be a pendant okay uh door hardware uh we didn't bring any door hardware uh at the moment we didn't get any right door no there'll be um furnished black clavos okay and strap hinges that comes with that therma true door the speakeasy comes in a kit from therma true and then they'll select a speakeasy hatch that you just order uh but yeah there will be door hardware it'll be clavos okay so so your door hardware is going to match your speakeasy color it'll be the same color okay black is what black yeah that's good just make sure it's not you know chrome with okay all right uh do we have your color for your gutters and downspouts do you have are they round are they preformed are they round downspouts i didn't bring any samples because i figured we'd get direction from you guys on that in terms of how you want us to do the gutters and downspouts only because there's going to be different options available there i haven't talked with the client about patterns and colors for those things so okay uh do you have any fences and gates on the property no right now we are not going to have any fences or gates how are we planning to screen the mechanical systems completely from the from the road uh like i said the the chimney sticks out quite a bit and everything is sitting behind the chimney this is uh one property away from the dead end so there's really not going to be much traffic going back and forth down that road besides the neighbor uh but if need be we could probably put a privacy gate right behind the chimney okay uh to screen it that way uh and then my final question for now anyways is the top of your uh chimney how does that relate to the to the height of your other two neighbors the height of your home how how does it how is it compared to the others is it going to do others matches others the two of the two houses next door are also two stories so they're pretty high up there i think that will be well within keeping with that with the neighbors yeah okay uh that's all i ask thanks you're actually just to follow my questions just saying i was going to go for the mechanicals today no questions um you mentioned that the house is sitting 36 inches above grade do you know what the other two houses front porches elevations are they're about the same okay um roofs over the carport and the porches um how do they drain i didn't see the drain sure i didn't see there's any like little scuppers that yeah so so so to the back that the find the side so here's the the rear elevation i'll zoom in and then we could uh so so as you could see there's not going to be a parapet wall on the back portion so the water will drain well and we'll have a a gutter trowel all the way across and then the downspouts on either side of the house um and the the carport is going to do the same thing it's going to drain to the side to a gutter on the side and then down to the downspouts okay is that shown on the side elevation yes it is yeah yes it is so they're not they're not flat they're a quarter inch quarter inch a foot sloped yeah yeah they have a quarter inch per foot slope it's not totally flat but it does it slopes to the rear and the carport slopes to the side just asking yes sir um here's the example on the on the side of the carport you see the gutter here and there's a downspout here and a downspout here and then the front porch the front porch is is sloping towards the carport so it's a side slope it all slopes to the side for the lower roof and the upper roof slopes straight back okay um yes that's it oh the the the door that you showed i guess it was the rear french door um it was taken but they don't look like they're dimensional it looks like they're inside the glass yeah something yeah we can add we can from the factory from the muttons on the outside of the board because the the muttons need to be dimensional on the door yeah and i did note it for the windows that they would be on the interior and exterior i'll make sure i'll note it on the doors as well so it's clear that's it no questions i'm afraid i'm going to ask an additional question um the carport the springing point of the arch is in the wall and oftentimes there would be a pilaster there but you've shown it flush you're saying where that would be on the port cocher on the side yeah on the side where it where it hits the where it hits the house oh on the back you're talking about here where the carport meets the house yeah okay yeah and sometimes they sometimes you'll you'll put a pilaster there see it's oh to carry it um yeah i was showing it just dying right into the wall i mean if you feel we need a pilaster that we can but if you notice on the front porch that column on the front is even with the wall behind it right so it would kind of protrude if we did that then let me let me see the front let me see the front again if you could raise it up i think the front yeah no i'm sorry so when you look at the rear this this same line here is the exact same line here where it just kind of dies in on the back so from the street you're going to see two columns on the carport right from the side it's just going to die into the wall right i mean we could have one but then it's going to make that arch not symmetrical with the front right but then it doesn't protect the wall of the house like if somebody hits the corner well yeah if you're going to be in the cardboard speeding them it's going to be pretty slow but i get it you know i that's just a comment it's not i'm not gonna like ask you to you know right do something but it is to me it's like something's missing um and i think that a little protection on that corner is not a not a bad thing whatever you want okay i have no further questions okay um what is the material on the porches front and back porches as far as the finished material the the on the roof on the floor i was thinking tiles what we were thinking as right now if we haven't picked one yet though it's up to the client are we allowed to do papers where are you looking on the porch the back porch back from the night floor i think it could be like we haven't we haven't got that far but we can do whatever suggestion material okay and then uh i take it this is an elevated slab on grade yes sir elevated slab on grade okay can you just slide this up so i can see the front please all right any other questions okay uh you have five minutes for rebuttal if you feel like you need it we're fine i think we're good okay at this point we're going to close the public portion of the hearing and we will move on to discussion i think they just have some some details you need to work out with staff i think it's it's a nice house so i don't see if it's the surface is right with the architecture for sure you know a quarry tile or something else like that um or even even something more decorative if they chose to but i think a tile tile or concrete either i'd like to see tile on it so that way it matches the architecture a bit better um the mechanical screening i didn't see anything about soffit material no they did oh they did yeah okay oh okay uh what was that for the soffit that was for underneath the porch that was for the porch ceiling the soffit material yeah it's just aluminum vinyl they're different yeah the public portion is closed okay yeah um okay but i'm fine with staff dealing with that and then what i also had noted was the door hardware muttons on the exterior the material for the porches floors gutter design mechanical screening mechanical screening because some of the neighbors don't see it they can't paint it no painting okay okay let's see okay i'd move i'd like to make a motion to move to grant a certificate of properties for the drawings and documents presented this ar public hearing in arc-26-0000362 for the property located at 2804 north central court because based on the fact purpose hang on make sure i'm getting on the right place here very that's right thank you with the following conditions that uh they work with staff on mechanical screening uh they provide exterior muttons for the rear doors and the windows the porch floor uh material is approved through staff door hardware gutters and downspouts and software material because based on the fine and effective approach project is consistent with the high tampa heights historic district design guidelines for the city of tampa for the following reasons that it is consistent with massing and the neighborhood setbacks and design i second all right we have a second do we have any discussion all right not seeing any all in favor signify by saying aye yes oh i'm sorry hold on this uh do you understand all the conditions that were put on there you have any issues with it no we don't all right with that being said all in favor signify by saying aye aye aye motion passes unanimously it's a nice project congratulations thank you so much guys all right looking for a motion to receive and file submitted documents and exhibits second all right seeing no uh discussion all in favor signify by saying aye aye motion passes do i need to do anything with the date and time next or is that just a okay at this point the meeting is adjourned thank you have a great evening everybody
